General Patrick Murphy was in charge of our National Guard for many years. Did an outstanding job. Ive been with him in many emergency situations over the years. Hes a man who leads from the front. Hes my type of leader. He had so much fun that he retired and came and joined us as commissioner of homeland security. This team, new yorkers should have total confidence because they have done it before. Theyve been in the situation. Not this exact situation, but theyve handled emergencies and theyve handled them all very well. They are proven. Lets go through this for an update on where we are today. Everyone knows what we are dealing with. Its preventing overload of the Health Care System, so the number of acute cases are coming in to the Health Care System, the growth in the number of acute cases must match the capacity of the Health Care System and that is what we have been working on. The rate of icu hospitalizations even more closely, the difference between the number of beds you need versus the number of icu beds, and the real focal point, the rate of ventilated patients, because that goes to the number of ventilators, as weve been discussing. Those are the three most critical points. We need more beds. Weve been saying that, we know that, weve been working on it. With all a discussion the hospitals of course, the state of new york today, there is about a 50,000 bed capacity that has to be increased. Inhas to be increased hospitals. We are planning on canceling all nonessential electronic electric surgeries, by definition, they can be done at a different time, and now is the time not to do them. We will set a date probably next week for that. That will free up between 25 and 30 of the existing hospital beds. We have also instructed all the hospitals to maximize capacity. We want to know from each hospital, how many beds can you get in your hospital . We are waiving the department of health and dfs regulations about space, etc. This would be for a shortterm emergency basis. But we want a plan from every hospital. If you use every available space, how many beds can you get in the hospital . We started that a few weeks ago. That is now coming to a critical point. With more beds, you need more staff. We have going to nursing schools, medical schools, asking retired doctors and nurses to come back into service. Supplies are a major issue. Ppe gloves, gowns, masks, suppliers i am now asking all product providers, all companies who are in this business. We will pay a premium for these products. If you are a business that does not manufacture these exact items, but if you have equipment and personnel and you believe you could manufacture these items they are not complicated. A mask is not a complicated item to make. A ppe gown is not a complicated item. Gloves are not a complicated item. If you can make them, we will give you funding to do it. And we will give you funding to get the right equipment, to get the personnel, etc. I am asking businesses to be creative. Working on the stateside, we went into the Hand Sanitizer business, which we are now increasing, by the way. We have opened additional Hand Sanitizer manufacturing areas. I have also spoken to the state facilities that make uniforms. If you can make a uniform, why cant you make a mask . We are researching that. It is that kind of creativity we need from businesses. I cannot mandate that businesses make something, but i can offer financial incentives, and that is what we are doing. Any business that is interested should contact Empire State Development corporation. They will get on it right away. Eric is the head of that. Any company that wants to sell product should contact my office, the executive chamber, at that number. There are also a number of companies that have masks. Goldman sachs donated 100,000 masks to the state of new york. I want to thank them. But if you have masks, offices that are nonessential right now there are dentists offices that are closed. There are clinics that are closed. We need those masks, those gowns, gloves. And we need them now. In terms of building more beds we have had the army corps of engineers here, and we are working with them. There is the lieutenant general, who is a really top professional. Ironically, i worked with him when i was at the department of housing and urban development, building housing on native American Reservations at the pine ridge reservation. So he has been with the core along time. He is top shelf. We are looking at possible number of locations for large temporary facilities. A number of sites. St. Johns university wants to be helpful. Fordham university. We are looking at all these sites, and they are all under analysis. Where do we have the space . Where could we get of a up a temporary facility . How quickly . It is ventilators, ventilators, ventilators. That is the greatest need. We are notifying any Health Department in the state. If you have a ventilator and you are not using it at this time, or it is nonessential to your use, we want it. If you are a regulated health facility, we are asking you, by order of the department of health, to make that ventilator available. We will purchase it from you. You could lend it to us, but we need ventilators. Anyone who has them now, please call the new York State Department of health at that number. There are a lot of medical offices that have ventilators that are not operational now. They are just in the corner of the office. We need those ventilators. The ventilators are to this war what missiles were to world war ii, right . Rosie the riveter . We need ventilators. That is the key piece of equipment. We can get the beds. We will get the supplies by hook or by crook. But ventilators it is a specific piece of equipment. These are people with a respiratory illness. We need the ventilators. The number one opportunity to make a difference here is to flatten the curve, flatten the increase in the number of cases, as we have talked about. Flatten the increase of the number of cases coming into the hospital system. The best way to do that is by reducing density. Density control. The density control valve, right . That is what we have been doing all along. We are going to close the valve, alright . The rate of increase in the number of cases portends a total overwhelming of our hospital system. We are going to put out an executive order today. New york state on pause. Policies that assure uniform safety for everyone. Policies that assure uniform safety for everyone. Uniform safety for everyone. Why . Because what i do will affect you and what you do will affect me. Talk about community and interconnection and interdependence. This is the very realistic embodiment of that. We need everyone to be safe. Otherwise, no one can be safe. Weve studied all the other countries. Weve talked to people all across the globe about what they did, what theyve done, what worked, what doesnt work, and that has all informed this policy. Two basic rules only essential businesses will be functioning. People who can work at home, god bless you. But only essential businesses can have workers commuting to the job or on the job. Second rule remain indoors to the greatest extent to protect physical and Mental Health. On the businesses, on the valve, we reduced it to 50 percent of the workforce. We then reduced it to 75 percent of the workforce must stay home and today were bringing it to 100 of the workforce must stay home. These are nonessential services. Essential services have to continue to function. Grocery stores need food, pharmacies need drugs, your internet has to continue to work, the water has to run on when you turn the faucet. So there are essential services that will continue to function but 100 of the workforce. When i talk about the most drastic we can take this is the most drastic action we can take. We also have specific rules for peoples conduct. First is for what we call the quote unquote vulnerable population, and remember, many people will get this disease. Different countries estimate 70, 80 of the population. People will get it, people will recover, thats whats going to happen for the vast majority. Thats whats happening in this state for the vast majority. Who are we worried about . Seniors, compromised immune system, people with underlying illnesses. Where are the places were really worried about . Nursing homes, senior congregate facilities. We need real diligence with vulnerable populations and theres been a lot of confusion and a lot of different theories and a lot of mixed information. Ive gone through it myself with my own family. As i said, we have my mother who lives alone. Everybody wants to help and weve gone back and forth. Who should go visit mom . Should mom go to my sisters house . Should mom go to this house . Nobody knows for sure. I asked commissioner zucker speak to every health official, get the best rules to protect our Senior Citizens and people with vulnerable populations and thats what these rules are. Remain indoors, go outside for solitary exercise. Prescreen all visitors and aides. Dont visit households with multiple people. Dont go to your daughters house. Mom doesnt want to be alone. I understand, but you bring her into your house and you have 10 people there and theyre coming in and out and your daughters have friends. That is a mistake. That is a mistake. Well, were going to go visit mom. Im going to bring the whole family to see mom. Umm, no. Not now. A Vulnerable Person should wear a mask when in the company of others. To the greatest extent, everyone in the presence of a Vulnerable Person should wear a mask. They shouldnt be on Public Transportation unless it is urgent and absolutely necessary. Well, what does that mean . It means urgent and absolutely necessary. It means what the word says. I call it matildas law. My mothers name is matilda. Everybodys mother, father, sister, friend in a vulnerable population this is about protecting them. Protecting them. What you do, what you do highly, highly effects their health and well being. The instinct to love i want to be with them. I want my kids. Mom wants to see the kids. Be smart. My mother and your mother. For nonvulnerable populations, these are the rules. No nonessential gatherings. Any concentration of individuals is because youre an essential business and an essential workforce. When in public, social distancing at least 6 feet. Outdoor recreation is a solitary recreational exercise. Its running, its hiking. Its not playing basketball with five other people. Thats not what it is. Its not laying in a park with 10 other people and sharing a beer. Thats not what this is. There are people and places in new york city where it looks like life as usual. No. This is not life as usual and accept it and realize it and deal with it. Sick individuals should not leave their home unless to receive medical care, et cetera. Young people need to practice social distancing. Avoid contact with vulnerable populations. Precautionary alcohol wipes. We talk a lot about Hand Sanitizer. Since i went in to the Hand Sanitizer business, im a semiexpert on Hand Sanitizer. Hand sanitizer is alcohol. Thats what it is. If you cant get Hand Sanitizer, get a bottle of alcohol, pour it on wipes, paper towels, thats an alcohol wipe. Hand sanitizer now, according to the cdc, has to be over 60 percent alcohol to be effective. These provisions will be enforced. These are not helpful hints. This is not if you really want to be a great citizen. These are legal provisions. They will be enforced. There will be a civil fine and mandatory closure for any business that is not in compliance. Again, your actions can effect my health. Thats where we are. So there is a social compact that we have. Government makes sure society is safe for everyone. What you do can effect my health. Theres some bad information, especially among young people, if you look at some of these videos that are going around on some of these newscasts on what young people are saying. I cant get it. Yeah, thats wrong. That is wrong. Well, young people cant get it that is wrong. That is not a factual statement. 20 of coronavirus cases, according to cdc, ages 2044, okay. France, more than 50 of patients in icu under 60yearsold. You can get it. Well, i cant transmit it if im not symptomatic. No, you can transmit it if youre not symptomatic. And even if youre young and strong and everybody is superman, superwoman, i can deal with it. Oh yeah . You can give it to your grandparent, you can give it to your parent and you can put somebody elses life in danger. So, just factually a lot of these premises are wrong. This is nothing that people dont know. Its nothing we havent been talking about. But we have to do it. And we have to be serious and again, it is a government responsibility. Everyone has personal freedom, everyone has personal liberty and ill always respect that and ill always protect that, but everyone also has a responsibility to everyone else. And this is a specific case of that. I believe in regional actions, none of these policies work unless the Geographic Area is an area that works. I have spoken to the governor of new jersey, governor of connecticut about the actions that were taking today. Im going to speak with them later this afternoon. We have been coordinating to the greatest extent possible. And theyre going to be considering these policies, which again, are very dramatic and i said i would like to do it coordination. I understand we have somewhat of a different circumstance in new york, but they are considering it. We have added pennsylvania and delaware to the states were working with. And again, you can have businesses in new jersey, if they dont close then their workers are driving into new york. Businesses in connecticut stay open, you need new yorkers to drive up to those businesses. So, regional action is the best. Were talking. Ill speak with them later today. The number of cases and you can see why weve taken these dramatic actions. Total positive up to 7000, 2900 new positive cases. Now ive told you in the past that the number of cases is relative to the number of tests. Ive also said that new york has been very aggressive about increasing our number of tests. We went to the federal government, we asked for the authority to allow the state to run the tests as opposed to waiting for the federal government. The president granted us that ability. I ramped up all the labs in our state. We opened drivethru all across the state. We have the testing so high in new york right now that we are testing percapita more than china or south korea, okay . And and china and south korea obviously had a much longer time to ramp up. So, we have done a great job at ramping up the number of tests, but when you ramp up the number of tests you are going to get more positive cases. Well, now we are more worried. No, because it was the reality. The tests are just demonstrating what was. And again, if we could do more tests, you would find more positives, and finding positives is a good thing because we can isolate and we can track back. The number of counties continues to increase and it will until that entire state is blue. Blue is not a political statement by the way, its just blue versus yellow. New york now has 7,000 cases that compares to state of washington that has 1,000, california that has 1000 and change. So you can see that new york is in a dramatically different position, and you can see why were taking these actions. Now, again, new york may very well be testing at a multiple of the other states. So does new york necessarily have 7 times more people who are infected than california . You dont know. You know that we are doing more tests per capita, but you dont know what the actual infection rate is. In total, we have tested 32,000 people we did 10,000 tests last night. I had said last week that we had hoped to get to 6,000 tests weve gotten to 10,000 tests which again im very proud of the operation but again thats why you see the number going up. The rate of hospitalization, watch this number, its 18 percent, 1,200 out of 7,100. Again, overall perspective, look at the Johns Hopkins numbers people will get sick, people will resolve. You look at our cases, the first case we had, First Healthcare worker, that case she was never hospitalized, she stayed home and she now tests negative. Thats whats going to happen with 80 of the people. So why is new york taking these dramatic actions . We know from past history that what a locality does matters. The 1918 spanish flu which also reminds us that this has happened before in society, right . This tendency to think, oh this is something new, its a Science Fiction movie. Yeah, well in 1918 they had a flu epidemic, but st. Louis took one course of action, philadelphia took another course of action, and it made a dramatic difference in the number of people that died. What government did at that moment made a dramatic difference. And not nationally, locally. Yes, new york has the tightest controls in the country. You look at those numbers and you understand why. Look at the increase in the number of cases. 16 days ago, we were at zero. Today, we are at 2900. Those numbers are why we are taking these actions. Just increase that curve and you will see it more than doubles our Healthcare System capacity. It more than triples the number of icu beds with ventilators that we could possibly arrange. Thats why were taking these actions. These actions will cause disruption. They will cause businesses to close. Theyll cause employees to stay at home. I understand that. They will cause much unhappiness. I understand that also. Ive spoken to my colleagues around the state, the elected officials. Ive spoken to business leaders. Theres a spectrum of opinion. Some people say that we dont need to do this, its going to hurt the economy. I understand that. Some people want to make it clear that they are disassociated from these actions. I understand that. And just so were all clear, this is a statewide order. Its not what your county executive is doing, its not what your mayor is doing, its not what anyone else but me is doing. And i accept full responsibility. If someone is unhappy, somebody wants to blame someone, people complain about someone, blame me. There is no one else who is responsible for this decision. Ive been in Public Service for many years on every level of Public Service. Ive managed dozens of emergencies. The philosophy thats always worked for me is prepare for the worst, hope for the best. Thats what were doing here. When we look back at this situation ten years from now, i want to be able to say to the people of new york i did everything we could do. I did everything we could do. This is about saving lives and if everything we do saves just one life, ill be happy. Last point id also like people to think about, and i dont have an answer for this and its not what i do, but the isolation that people are feeling and the Mental Health consequences of what we are doing. When we quarantined people, we quarantined about 10,000 people, 14 days you have to stay at home, and i spoke to many of them and what they would say is physically, operationally it was difficult. But most of all they would all talk about the sense of isolation and the feeling of isolation and not having human contact and how difficult that was. I, as you know, had my daughter who was in isolation and i was very aware of what she was dealing and what she was feeling. And ill tell you the truth, i had some of the best conversations with her that i have ever had. She was alone for two weeks with her own thoughts, not talking to anyone else, no noise, no activity, and we talked about things in depth that we didnt have time to talk about in the past or that we didnt have the courage or the strength to talk about in the past. Feelings that i had about mistakes that i had made along the way that i wanted to express my regret i talked through with her. People are in a small apartment, theyre in a house, theyre worried, theyre anxious. Just be mindful of that. Those three word sentences can make all the difference. I miss you, i love you, im thinking about you, i wish i was there with you, im sorry youre going through this, im sorry were going through this. Thats going to be a situation thats going to develop because were all in quarantine now. I mean, think about it, were all in various levels of quarantine. Its hard. Its hard economically, its hard everywhere, but its going to be hard here. It takes each of us to try to help with that. Last announcement. With all thats going on, i want to protect the people of the state of new york as much as i can. Im going to stop any evictions of any residential or commercial tenants for 90 days. Therell be a moratorium on evictions, residential or commercial, for 90 days. I understand that may affect businesses negatively and ive spoken to a number of them. I dont know who you think youre going to rent an apartment to now anyway if you kick someone out. By my mandate, you couldnt even have your Real Estate Agent out showing the apartment. Same with the commercial tenants. But i know that were going to put people out of work with what i did. I want to make sure i dont put them out of their house. Questions, comments . What led to the change of thinking in what seems to be a shelterinplace order . It is not a shelterinplace order. But its effectively the same idea. No, its not. First of all, words matter. California does not have a shelterinplace order. They put in a new policy. It is not shelterinplace, right . Because, and this is why words matter, jesse, because people are scared and people panic. Shelterinplace is used currently for an active shooter or a school shooting. Was, during the Nuclear Event , isolate yourself in the interior room, no windows, stay there until you get the all clear sign. The shelterinplace policy was never shelterinplace. It said shelterinplace, except this, except this. It scared a lot of people and panicked people. And even california does not call it that anymore. Why am i increasing the mandates . Because the numbers are increasing. Is i said from day one, this science and math. Watch the number, watch the trajectory. You have the density control valve. The number starts to go up, tighten the valve. If the number doesnt slow down, tighten the valve more. Down, number doesnt slow close the valve. We are closing the valve. [indiscernible] sunday evening. Im sorry . Delivery services of food are essential services. Mass transit. We have to get people to hospitals. We have to get the essential workers to work. This all comes down to the Health Care System and we are scrambling to increase the capacity of the Health Care System. Doctors,o get nurses, healthcare workers, childcare, and we need to get them to work. The Public Transit system will be operational. Will there be policing of abide by the rule of businesses to make sure they abide by the rule . We are going to monitor it. There will be civil fines and there could be mandatory closures for businesses that do not comply. I am not kidding about this. The numbers are going up at such a rate that, as i said, it has more than doubled the capacity of the hospital system. It is more than triple the capacity of the icu system. We cant get more ventilators. I cant increase that side of the equation. I cant create more icu beds with ventilators. The only option available to us is to reduce the spread and reduce the rate of the spread. Two,ose the valve, step make sure people follow the regulations and the guidance and that enforcement. If a business that is not supposed to be open is open, yes, we will enforce it and they will be penalized. Rude, disrespectful of basic social obligations. Can you please speak to what individuals, any penalties or fines individuals might face if they break these rules . You know, a cluster of young people at a park. We dont have any individual fines at this point. I think with young people, part of it is that they are just wrong. They have the wrong information. Thats what im trying to say today. They are just wrong. I cant tell you how many young people are out there saying, i cant get it. It doesnt infect young people. You are just wrong. I cant transfer it. You are just wrong. This is lunacy what they are doing in some parks and some areas, hanging out on a park bench, playing basketball. When you are young, you think you are invincible. You are wrong. Social distancing means social distancing. It means no more than six feet. You cant play basketball and stay six feet from each other. You can, but youd lose. So no civil fines or penalties . No civil fines on individuals at this point. What do think of the president using the defense protection act . Statei had a new york defense protection act, i would use it. I will fund a new business if you can make these products. I am trying to make these products. If you were in this line of work, we need masks. If you were making clothing, figure out if you can make masks. I will fund it. I am doing everything i can to increase the production. Thats besides having people all over the globe trying to buy products, right. We talked about Empire State Development, people literally running around china trying to buy products. If i had it, i would use it. You mentioned stockpiles. There are three stockpiles. Have those been dipped into . We have dipped into those and we are providing those two hospitals that are across the state and we are also working to resupply them. Can we get a sense of how many you have shipped across the state . I would have to look to give you an exact number. [indiscernible] the deadline is the federal deadline. Man of many facial communications will explain it. We are tied to the federal deadline. With the federal deadline until the end of july. We are going to forgive interest and penalties. Are you pushing the deadline back . There is no interest or penalties for those who cant pay. Correct. Or penalty. Interest or penalty. Penalty is worse than the interest. At this point, can [ indiscernible] . Sure. We are making Hand Sanitizer. By the way, i know a lot of people got annoyed that the Prison Company was making Hand Sanitizer. The company was already making chemicals, detergents, automobile lubricants, hand soap. So it was in their line of work, but the Hand Sanitizer is distributed to prisons, Public Transportation facilities, state government, local governments, etc. And we are increasing the production of Hand Sanitizer because we need it. The shortage has only gotten worse. Whats the state death tally . 35 people. How many people in your city . I dont know. Do you know off the top of your head how many in new york city . No. Im sorry, can you say that again . Do you have a range of ages for those that have died . Primarily Senior Citizens. A Medical Center in st. Peters hospital has stopped performing tests. Ellis hospital has run out of them. People in the Capital Region, is there a place they can go to get tested . Dr. . Weve heard that albany Medical Center and st. Peters hospital have stopped performing tests and Ellis Hospital has reportedly run out of them. People in the Capital Region who might need to be tested, where might they go . That would be the only Medical Center where they are still testing. We could look at other places if we feel there are not enough places to provide the test for people. Actually, we have been working with bioreference. They will be processing customers in albany now. Albany had this announcement that the only people that are going to get tested are doctors, nurses, first responders, etc. If you think you might have coronavirus, the advice from the cdcs to stay home, dont go out. Are you still doing Community Testing statewide . Whats the thinking about when you need to shift that protocol . As i mentioned originally, what we are doing is to work with your Health Professional about that if you need the test and it is clinically relevant. We will get the test done for you. We have sites all across the state. You can see by the number of cases we have tested. We are testing more than anyone. It was never Just Health Care professionals, right. All these drivethroughs, etc. , they are just testing people. You have a protocol that you have to have a fever or have a symptom or have been in contact with a positive person. It cant just be, you know, i want to test because i am nervous. That is for everyone, that protocol. So for a new yorker at this point, they can buy groceries as of sunday, they can walk their dog, get medicine, but beyond those sorts of activities, basically youre telling people to stay home . Yes. Stay home. Physical health, Mental Health. Yes, if you need to get out to take a walk and get some fresh air, yes. Is ais there practicality to this. You cant say to someone, you must be locked in your apartment 24 hours a day. For the foreseeable future, by the way. Look at what you are saying to people. This could be going on for months. Stay in your apartment for two, 3, 4 months. Thats frightening, you know . Me. Se that was very nice of you. [indiscernible] i havent heard that but we will look at it and im sure we can find ways. Do we know . Its been overrun to the point of near collapse but we have been working every day to restore it and build it back up. We are working on that. Mr. Campbell . You spoke a lot of the numbers. Build a Mobility System . [indiscernible] can we build mobility into the system . Good question. The number one challenge, we need 30,000 ventilators. Everything is second to that. After that, we need beds, staff. Mobility, in truth, john, we will move people. We are looking at these temporary facilities. Remember how this disease progresses, you dont come in and need an icu unit in 15 minutes. You come in with fever, respiratory symptoms, etc. Hospital, ifhave a you come in and live in suffolk and we dont have a hospital bed and the hospital bed is in queens, then we are going to put you in queens. You are right, it is not convenient. But that is the least of our worries right now, frankly. Wherever we have beds and equipment, thats where we would put people. Im even working on coordinating between upstate and downstate. We have lower numbers in upstate. There coordinating downstate need with upstate hospital beds. So it could be person comes in from new york city, but we have a hospital bed in albany. If thats what it gets too, thats what it gets to. If we have a hospital bed with a ventilator anywhere in the state, i would be happy. I mean, thats i would be happy. If the only thing we were dealing with was complaints that you came in in suffolk and had to go to queens, i would take that in a heartbeat. Youve also spoken about needing more medical personnel. Is there anything that nonmedical new yorkers and people can help out, volunteer opportunities, anything like that . There is a medical reserve corps that the state and city have and they have been activated to help people out. [indiscernible] thats a good question. Right now, no, but may be in the future. But right now, just dont get yourself sick and dont get anyone else sick, right. Dont get yourself sick and dont get anyone else sick by your actions. Other localities and states are running short of [indiscernible] we are doing more tests than anyone. Restaurants do count as essential . What about Food Delivery Services . Food delivery counts. I dont know. We are working through the list of essential services now. Essential services, look, society has to function. You have to be able to go to the atm and take out money. Whoever is on the side of that atm, i dont know, has to be there to make sure you get money. It is just going through those services that need to function but not like luxury services. You know, i want to get a massage. That is not an essential service. We have also asked the Internet Service providers to increase data capacity and to do it at no charge. We are working through that. In other words, now you have all these people working from home. They all had data usage finds. They might exceed plans. They might exceed their data usage planned or they might overwhelm that home service capacity. It is essential that they work on that. As a matter of fact, asked them to increase the Data Available regardless of your plan and not charge customers for that. Example. Uy, for would that be deemed essential . The geek squad . People who need assistance with their technology. Tothe geek squad, im going come back and check go back and check. Whats your latest thinking on the economy, the budget . Are we, as a state, going to get into a cash crunch at some point . Yes. Well, look, the federal government just moved the filing deadline for taxes to june, july. We normally had tax payments in april. Now, when you move the filing deadline, it it means you wont pay your state taxes until july. That could be 7 billion, 8 billion dollars for the state of new york in terms of cash flow. Its not just this state. Its every state. This is going to be federal action because the economy is devastating for every state. Also, for individuals, you know, its every individual. For the guy whos home today saying, how am i going to pay the rent . First of all, moratorium. You cant to evicted for three months anyway. How am i going to you cant be evicted for three months anyway. Everybody is in that situation, everybody. Its going to have to be a situation that this country addresses and this nation addresses and this state addresses. Will, butl, and we today, one crisis at a time. Deal with what is in front of you and lets save as many lives as possible and thats what these policies do.
