Need it tell people the truth. Theeed to bend the curve in state of california. To do that we need to recognize the reality. The fact is experience we are having on the ground in experience nd manifesting all across the United States and around the requires us told adjust our thinking and adjust or activities. Activities. In california many are familiar with these adjustments. Number of days ago there were six by area counties that led orders. Y at home 21. 3 millionk some reside in a city or county with similar ardz. Large as others is many parts but we are within bid. Theres a mutuality and recognition of our interdependence that requires of moment we direct a statewide order for people it home. At that directive goes in force and we are s evening and confident that the people of and ornia will abide by it do the right thing and meet this moment and step up as they have last number of weeks to protect hemselves, to families and to protect the this greatmunity and state and the world. I have confidence in that. I haveconfidence because seen it every day in cities large and small. Still diagnooing spbgs work essential services nd going to the growth resist to get food apnd walking dogs ad getting medicine and still going about doing the kind of that is required to meet this moment. The order provides for all of that. As these other orders that across n put in cities the state the people ask how are enforce . G to there is a social contract here. People i think recognize the do more and meet this moment. Selfregulate their behavior and begin to adjust as significantly. We will have social pressure that will encourage performance right thing and just a nod and look saying maybe you should reconsider being out the beach and being 22 strong in a park. To s time for all ofs recognize as all of us that it eed to do more to meet moment. Enforcement comes in many shapes. Framework and licensing froameworks. Dont believe the people of california need to be told that. H go through life but socially distancing themselves from using your o so common sense. Why is it important that i it new order . It is for the following reasons. Pandemic en doing planning in california over a decade. Into now moving application implementation. That includes the latest collection, nd data ability to work with artificial match that and look at trend lines before they. Ecome headlines what we are seeing through the continues atspread a pace that we anticipated in a number of our models. Let me be precise. A thumb we have been sing until weve used to guide or decision making. We estimate in the United States we have heard this across the of the world that 30 of he population as high as 70 may contract the virus. In california we have been numbers as a hose nation state 40 million we have attack anized around an rate as we refer to it of about 56 . The virus will impact about 56 . You do the math in california a particularly large number. That number in and of itself alarming. Be overly the overwhelming majority of us symptoms, will be perfectly fine. But theres a somebody set were will ned about that impact, be impacted by the virus others including impacting or capacity to deliver services not ty only it meet the moment as relates to covid19 but provide acaught care that acute are that californians depend on. So we are looking at a hospitalization rate by using numbers and forgive me, i know sometimes they are attack rate 56 you assume that the number of may come in contact with that could contract the virus. Formula, we at believe with a 20 hrelittle onon rate a the higher rate the some think higher and some 19,543 p. M. T is in that would need to be hospita ize hospitalize under that scenario above or capacity. That is planning we have been using. Im being very straight with you. Assure e numbers i can you governors, mayors, dministrations are working with. But i think it is time to tell family. H i tell my ith i technicll my daughter thi dont believe this school year she will get back into that classroom. Hose are Difficult Conversations and they are conversationser having in really speakith one another as i and i deeply appreciate the anxiety of these Difficult Conversations. But we must have them. As we work through that planning 19,543 beds in our look at our ble to existing examines. Let me be specific. 416 hospitals in california. Careve capacity it provide beyond or Hospital System but within the Hospital System we capacity to summer the beyond the to surge 78,000 currently staffed beds by 10,207. Ional that until changes on a daily todays that is number. 00 plus at the 19,5 individuals, looking at that capacity of about 10,000, were looking at a gap that 10,000 beds, 10,000 members of the community to staff those beds. What we is currently are, against. Here is the point. Document. Planning if we change our behaviors that inventory will come down. If we meet this moment, we can reduce nd the curve to the need to surge to reduce the out and ave to go cobble all those assets together. You to know we are doing just that. We always plan and anticipate. Give you some proof points today we just secured a northernge hospital in californ california, seton, part of our port. It to populate moment. The tomorrow we will announce a hospital in southern california. Beds those two hospitals combined. We start to stack it. Here. The motels that and hotels with. E negotiating we start stacking those master those hotels. I had very before conversations ith the leaders of two of the finest believe aofrt systems in the world, u. C. And california aofuniversity system to appropriate dormitories to help us with the surge. Those numbers. Ng we are working with the federal government. I had a conversation with Vice President pence and president talking about or needs and my conversation with the secretary of defense about these mobile medical and field units to they have committed pledging not just to california but folks all across the accountant. You start across the country. Stack them and we have the capacity it meet the moment do what is ss we necessary. Lets band the curve together. Not dream of regetting saying we could have, would have, should have. With the data all points to where i think most of us know we are going. Within has to be one has to be transparent and honest. I dont like being the bearer of not my ome isolation is preferred choice. I know it is not yours. But it is necessary. We started with seniors 65 and over the most vulnerable we will continue it overly focus on that opulation and those with compromised immune systems. Weneed it broaden it need to broad,it to all californias. Order we are putting out. It is consistent with the learn including l level mayor garcetti and others who meeting this moment as well. In addition i want to thank nancy pelosi. We had a long conversation. Blessed to have her leadership in california. Shes very familiar with familiarcalifornia and to me as a former mayor of san francisco. Not just ation was with shes done and what is senate but n the what will be needed over the number of he next months as we come back, as we will. Er and we this is not a permanent state. This is a moment in time. Meet this moment together and we will look back decisions as of pivotal decisions. At e are it be criticized this moment, lets be criticized or taking it seriously and be criticized for going full force head on. Ng this virus we are doing so today in the state of california through this and were doing so by continuing to build collaboration and partnership every level of government and the private sector. By making a few point to fill in that. Important conversation president uated by trump with the c. E. O. Of gilead based company around treatments. I want to compliment the president and his focus on treatments. It is a focus of positivity as e work to bridge toward a vaccine. It was a very encouraging a conversation that we can have with many or. E. O. s of companies, not just in california but around the rest of this country and around the rest of the world. There are treatments in trial. R. Hospitals emal five aren tkpwpblged all five Hospital Systems are engaged in and courses part of that nd the medicines you have learned about today because of the president s announcement. Encouraging. We want to continue to build participants want working to get more protective gather in california. Headlines, some weve driven and others by their limitation of access of gowns and gloves, glasses and or gear. Tive here is the good news in california. He was talking to the vice today thanking him for he First National stockpile transfer of assets that we just received where we received thoses of gloves and just n95 but summ surgical. We will start it get them out into or diverse communities. Many of you know we had our own storage of masks and we still have 10 million of them them out in tting realtime. We started with 21 million and still about 10 million as we distribute them. Weve distributed the first 11 55 counties and will continue it get tell and 95 masks out there. And we recognize that cannot happen fast enough. A wellknown entrepreneur today around ventilators. Of you know that have press conferences we hitters and 514 through the cache at the department of Public Health being repurposed. We have an additional 200 in our an cache and we ordered additional 200 but well need it increase the manufacturing of ventilatorsed and we are working to do that. Starting it repurposes some anufacturing it meet the moment. Particularly it prepare for our prepare for seniors and others that may need that support. Difficult moment and this is one that i know it is a led with deep anxiety as father, husband, as a parent of kids, to families in particular, to folks that have their kid no longer but Living School with their kids 247 putting together learning plans, trying figure out the nomenclature grade their seventh skins teacher understands Science Teacher uns an coming to appreciate the teachers and each or more. Of rural and his urban or republican and democrat. I think we are all human beings withone fore and our ning to recognize individual decisions will determine our capacity moving forward. Gov is a site we put up. E will put per detailed information out the next horse the exemptions to the stay at home order. Northern ose many in california is impacteder familiar with testimony and for who are not we will keep the Grocery Stores up and make critical re getting medical supplies. You can still take your kids practicing common sense and social distancing and walk and pick up that food at one of or distribution one of or Distribution Centers or drivethrough. To secure that in closing i want lost a lot w weve of volunteers that simply are concerned and understandably are at home and or food anks and others that relied on volunteers need a little support and so were going to provide that support. Humanitarian only but we will end out about 500 of our extraordinary leaders in the National Guard to help with the just bution and food purely humanitarian. Some very, announcing very exiting partnerships with Companies Like next door to provide kits, q as to start it check in on loved ones, check on your neighbors. This you need. One pagers so you know what you at home to protect yourself. Seniors ially isolated struggling with loneliness, call five people a day. Sphaoocial t with that media and we will do more with of this in the spirit meeting the moment and are ing out to those that healthy, young and can make an appointment to be socially ppropriate in terms of distancing to get blood drawn. Banks need support. Interestingly, we are not able provide because we are not doing a large blood draws the of capacity. Good news about social isolation some respects the need in the dogone down but they need additional resources. The moment. Irit of stepping up, stepping in, ecognizing our own individual capacity to meet it and doing it thoughtfully. I cannot express more ppreciation for the collaborative spirit this has moment across agencies and jurisdictions ss the accountant, and ry, across it accountacouny the c. D. C. And their leadership. Here we are hear it answer questions. I ave a team assembled and thank all of you for recognizing meeting it. And first question. Hospital staffing and explain lly can you whether we have enough doctors nurses and what your plans tplfacilities . E Governor Newsom yesterday we representingatives planopy representing nurses and doctors. Were looking at the saturdays ithin the system andoscopy of practice and and scope of practice. Will give you a more specific example. One of the incredible things bout our believe employees in california weve been putting out a survey to them and asking if they have skills in other areas and their i would work say outside of my Job Description a hand. Y to lend so we have nurses and doctors and paramedics part of the work force and we are them it systematic and working with partners at h. S. S. A staffing regime and strategy it support not just the but e field units potentially to help us with the hospitals that are coming online. I dont know if you want to relating to that. We continue to work just as said with or partners across the state in the includinge profession working on the ratios and done could it make sure we staff,. We look at individuals recently supportto come back and the new facilities and existing facilities. We know some who are not as busy outpa patienpatient practices join usd are willing to as we build it examines in new increase examines in existing facilities. Continues it and felt like continues to feel an all hands on. We are talking it the partners enormous. Llingness is were daily receiving emails nd calls with the willingness to stepp and help. We know it will be a challenge we believe californians will meet it. Associated press. Thanks for doing this. You have a sense of how long this statewide shelter in place last . Is going to and you talked about the state seeing modeling and where this has been going for days now. Why now that you decided to issue this today . There a specific fluid, as youvery know, almost on a daily basis to changing conditions, not only here in the state, but changing recognition across this country and understanding of whats happening and other parts around the globe require us to adjust our thinking, quite honestly, on an hourly basis. Based on the meetings with health care professionals, based upon conversations we had this morning with fellow governors, with the president , cdc, and others, based upon our models, based upon our trendlines, based upon new information that came in as it relates to those models, john hopkins among others, we felt it was appropriate to raise the ante and do what we can to bend that curve. Let me remind you, the numbers we put out today assume that were just along for the ride. Were not. We want to manipulate those numbers down. Thats what this order is all about. The projection said we will have. But we dont live by projection. Again, i began this by saying we are not victims of fate or circumstance. The future is something inside of us. Its our decisions that will determine those projections, and thats why we decided today to make this decision. Hannah wiley. Hi, can you guys hear me . Gov. Newsom hi. Thanks, governor. I appreciate you taking the time. Were hearing a lot from state workers that theyre still being told to come into work. Does the state have the capability to have workers telecommute and the numbers needed for social distancing . Gov. Newsom yeah, thats being worked on in real time. We had a remarkable conversation with our Public Employees union, and we talked about some of the essential services that are provided in the state. Let me put that in perspective. When you consider police and fire, industry broadly defined, youre over 50 of the workforce in some form 24 hour force. Its deeply defined as essential. Those nonessential positions are being surveyed to see if they can provide essential capacity and fill in voids that may exist or persist throughout the system. But when we look across the services, overwhelming majority of those services we believe we can meet based upon the criteria, and the criteria is being processed in realtime in terms of making the actual determination to your question about how many individuals can dontrk, how many people have that kind of broadband access, or otherwise are not positioned because of their particular job to get any big benefit from telework. So all of that is being processed and were working very collaboratively with our teams and hr to make that real, but its a constant, never ending adjustment. Thank you, governor. Has the trumpet ministration agreed to send the equipment Trump Administration agreed to send the equipment you requested . Expecting theere delivery that the Trump Administration agreed to, and they delivered, it was on call specifically about the first of those requests. Processing these requests all across the country. It will arrive in our sacrament a warehouse and be distributed throughout our system. Thats just the first order, one of ofour. One of the other orders are on the way, as well. We were grateful to hear of that, that the first acids are now able to be delivered to the state and then distributed throughout the state. John mayer, los angeles times. R, los angeles times. Gov. Newsom john, you there . Im here. Can everybody hear me . Gov. Newsom perfectly. Fantastic. I want to go back to the projection of the letter, as you said a moment ago, a projection if nothing else happens. At least one of my colleagues talked to an epidemiologist at harvard that says in eight weeks, that would be a catastrophic number, and they talk in terms of 18 months. That would be really bad. Are you sure . I want to understand the methodology, the Science Behind a potential eight weeks and 25. 5 million people. Gov. Newsom let me ask the doctor, who is barely better answered to prepare that. So ian, about three or four weeks ago, we begin knowing that in california, we had to create a model that took the best thinking from around the globe and started to look and how to apply it in california. And using the available literature and advice from the we, and our understanding, applied a variety of different that looked at an attack rate, where one persons effect infected and how many others would be infected . We looked at hospitalization rates that we had available, as well as other outcome measures. And given that we knew the attack rate of 56 that we chose was somewhere in the middle highendur two the and the lowend of what weve seen in the literature would be that fairly high number, that if we did nothing across california, and it spread the way that weve seen the spread of disease and other countries that experienced it before, we would have a majority of our state affected by the disease. We knew that did not equate to the same number of people who would be sick enough to seek care, sick enough to be hospitalized, and beyond that, sick enough to need the icu level care that we worry about most in some of the worst outcomes. So, we built the model in collaboration with the cdc to guide our planning so we are prepared across california. And we are very glad we have built that model because its put us in a great position with our partners across the state, to be prepared for what we are starting to see, which are hospitals with many patients and patients who are in the icu and having outcomes that weve seen in other countries. And we feel like we are well prepared, because of that planning, to meet this moment and be prepared for watts coming up in the days and whats coming up in the days and weeks to come. Gov. Newsom i recognize how alarming those numbers are, and they drive headlines, but what 43,ters to us is that 19,5 that when he percent hospitalization rate. Thats the number that guides so much of our decisionmaking and we are advancing very purposefully. Hi, governor. Can you hear me . Gov. Newsom perfectly. Oh, good. First of all, committing questions, but i will only ask a couple of them. Date on this order for how long it would last . And also, will there be any actual enforcement . And if not, how practical an impact you think it will have, given how many people are still going out, going to stores, going to essential jobs . I think thats all ill ask right now. Gov. Newsom we want people to go to essential jobs. We want people to deal with essentials in a thoughtful and judicial way. Youre in san francisco. Youve seen concentrations where were not seeing social distancing, but youre also saying the vast majority where people are practicing social distancing. Social pressure is leading to social distancing. Social recognition and the socialization of this disease is leading people to change behavior on the natural. Socialized inain, 20 counties already, representing 21. 3 million californians. So, expanding it statewide makes sense in that respect, and i think people are making sense of what this is and what this isnt. And again, on a regulatory bucket, we have enforcement that is not Traditional Law enforcement, but we have regulatory enforcement, life enforcement from a business perspective, and then we have social pressure that you, others, commoners place on people. And we have the capacity to move beyond that, to the extent that this is a directive, it is it an it is an openended one, and it is for a reason, because we could not give you a deadline we could really believe in. This is a dynamic situation. We could put a twoweek deadline because people have a false sense of what to expect. I dont expect this will be many, many months, but for the time being, we are recognizing the next eight weeks as it relates to this virus in particular, and we went to get that curve down. We went to meet that moment. We want these numbers to be in the dustbin of history is irrelevant to the experience were all about to have, and thats why i have [no audio] deadline, butific we will be very transparent with you and very forthright in the next days and weeks to update you and give you a sense of where we believe we are. Jeremy weiss, politico. Governor, my colleagues have already covered the questions i had, so is the entrepreneurial working with elon musk . Gov. Newsom we are working with a number of entrepreneurs, and let me just say this. I was pleased to see his tweet today. At the chronicle. Hi, governor. I wanted to followup on john meyers question. I dont think it was fully addressed. Even with the orders to the 22 million californians and all the other social distancing measures so far, are you still operating that we are on track for this 25 infectedalifornians within eight weeks unless we all [no audio] gov. Newsom infected within eight the point of those saying homeowners is to make those numbers moot. To bend the curve, that means the projection no longer becomes the reality because we changed our behavior, and as a consequence, that curve. That trendline becomes different in reality. Operating what were under is that expectation. Im also operating under the worstcase scenarios as it leads to planning and as it relates to procurement. And those two things go hand in hand, procuring the physical assets, the Human Resources that are necessary. Physical assets include the hospitals, include the medical support teams and the personal protective gear. And all of those things are being looked at through this lens, bottom up. All the numbers we talked about our numbers in the aggregate. We dont live in the aggregate. We live in communities, large and small, diverse throughout the state of california. So do our resources. And so we are working, for example a conversation i had with the department of defense, working with their resources in central california, in different parts of the state so we can make sure that were meeting the adequacy of resources that are required. Clearly, there is a dominant focus right now in the bay area, particularly santa clara, where we have to be overly resourced, but we have to anticipate those needs more broadly defined. Final question. Hi, governor. Thank you. There are more than 2 million undocumented immigrants in america and many dont have access to health care. And certainly, people who dont have access to insurance or medical might be a lot more concerned about going to the doctor to get treatment for testing or necessary medical advice about what they should be doing right now. Im wondering what your plans to make sure that they stay safe, and also the community at large stay safe for those people who dont have access to medical. Gov. Newsom well, were a universal state. We practice pluralism. We have universal health care in our newsrooms. Further fiscally conservatives, it costs the taxpayers a fortune. The state of california believes in universal health care. We believe in prevention. We believe in reducing costs and advancing the health of all the residents of the state of california, right, by some projections, 2. 32. 5 million americans. Ive been here over a decade, many overwhelmingly majority mixed families, very impacted by the public charge rules, very impacted by the anxiety. Those that are receiving public benefits, that are in the process of making a determination around their status or permanent residency or otherwise, they are not going to be impacted by being recipients, and we need to remind people of that across the state. Were also going to be doing a series of psas that meet people where they are and remind people of things we already have done. We have universal health care, regardless of immigration status, and clearly, as you know from my budget, we are doing even more. We are reviewing that. We are looking at the entire budget. We are looking at existing proposals, looking at the legislature, whether or not they supported, but the magnitude of Economic Impacts have broadly well, a reminder that we have to contextualize the needs together. Today,d Speaker Pelosi incredible imperative to have federal government support, particularly in one area. Unemployment insurance. As you see, those claims have skyrocketed in the state of california, 40,000 a few days ago, 70,002 days ago, 80,000 claims yesterday. Those numbers will be providing you very shortly gives you a sense of the magnitude of this moment. But well need it for all ever diverse communities. Let me make this point, as well. Im very proud to be a very area kid, born and raised bay area kid, born and raised. But one of the things that doesnt make me proud, i came from a community that initiated the chinese exclusion act. He said whatever else we must do, the chinese muska. The yellow fever movement led to the chinese exclusion act. One thing i also want to express recognitionep, deep of xenophobia, racism being perpetuated against asians in our state. We have seen a huge increase in people that are assaulting people on the basis of how they were born, the way they look. And i just want folks to know we are better than that. We are watching that. Were going to begin to enforce that more aggressively, and i just hope that people put down their bigotry, their bias, and recognize in a state where 20 of us are foreignborn, a state that, as i said, is truly universal, the worlds most diverse democracy, that in order to meet this moment, we have to recognize our common humanity. And so its in that spirit i conclude, and i think all of my fellow californians for recognizing the urgency of tonights call and over the course of the next few days, we look forward to working with everybody so everybody understands where we are and where were going as a state and as a nation. Theres still a lot that we dont necessarily know about this virus, but i think one thing we have known for a relatively decent amount of time is that it tends to target those who are elderly and those who are
