I want to announce an executive order i am signing today, that will go into effect at close of business monday. Close of business monday. First, this affects our Senior Citizens centers. They are often the heart of the community and do so much good. Often,ave talked about it is a sick nick at risk for anyone to be in a group setting. Our it is this significant risk for anyone to be in a group setting, including our Senior Citizens. These centers will close on monday at close of business. Of i am assured that each our Senior Citizen centers has taken care to make sure that the congregant feeding program where the seniors gather for lunch, that the seniors, the same seniors, will be able to get this food and that will be delivered to their homes. So i am grateful for everyone, the volunteers and everyone, who has worked so hard to make that happen. Other services that can be provided by the senior center, the Senior Citizen center, can still be provided and we hope will be provided. Transportation i know is so very important. Our local Senior Centers i am for miller within Greene County they provide transport for seniors to doctors appointment i am familiar with, they provide transports for seniors to doctors and import things in their life. We would hope these would continue and Senior Citizens would continue to be helped. That the centers would continue to help our seniors by doing that. Let me also talk about another part of the executive order. We talked about this yesterday. That is our senior day care centers. These centers provide very, important care for some of our seniors, those who cannot stay at home by themselves and those who live generally with Family Matters family members. This provides assistance for seniors and family members. Our grave concern is about the danger of those seniors being together. And the spread of disease. The spread of this virus. So these will also be closing on monday. We have been telling these providers that the states coming. Ursula assures me they have made provision for each of our seniors. We wanted to give a few more days, now that we are making the final order, and order we have been signaling for some time. Today making the final order. So, we believe that by close of business monday, each one of those seniors, who is getting service, will also be able to continue to get service in a different setting. Throughout this crisis, i have safety ofalance the the people of the state of ohio, but also tried to achieve a continuation of essential services, a continuation of allowing people, when possible, to continue to make a living and provide for their family. And to keep our economy moving. I am fully aware that some of our orders have caused people to lose their jobs. I fully understand that. Each one of those orders was thought out, agonized over. I want to take a moment to talk about the incredible work being done around the nursing home in miami county, and by the local health department, the Health Commissioner and his colleagues in nearby counties. This is a difficult situation. I want to speak about our Frontline Health care workers. The folks in who work in Nursing Homes. I can imagine how fearful it is and how afraid families are when you share an outbreak or someone you love is. ,nd the people doing this work are going to be exposing themselves, to covet. And they are still coming and going into work. Going to be exposing themselves to the 19. Covid. A picture im going to post on our website, beautiful illustration of these folks on the front lines. These are the folks who work in Nursing Homes, who are facing stigma just because people know they work in a nursing home. It is the opposite. These folks are following all of the rules we set for them. We need to thank them every second and help them keep doing their job. It is so vitally important. I heard a sad story of a bakery delivery that was stopped out of fear. That is the opposite of what we should be doing. That is not science. That is fear. We need to make those deliveries. From the original premium due date. Defereans employers can their premium payments. For Health Insurance for up to two months. We hope this will give them leave during this time and Health Insurers must allow employers to continue covering employees even if the employee would otherwise become ineligible because of a decrease in the hours they worked per week. Their average february attendance was over 15,000. Administratorsd are embracing this and teachers are calling students to make sure theyre getting them involved, and students and families are responding at a normally in the month preceding. It is just one case. But i like to highlight it to show it is possible and that our educators and families are taking education seriously. It is super important. Other schools around the state are doing this and all educators are to be commended because they had to turn this around quickly. They find out at the end of one week and many of these schools, by the beginning or middle of the next week, had the services up and running. Add business best practices. The governor talked about his enormous responsys ability to find the balance between the health needs of the people of our state and the economic and business and work needs of the people of our state. Hours or 48t 24 hours, we have been in touch with lots of businesses asking andbest practices, imploring or demanding that they execute the best practices. I will take the liberty for any business person who does not know exactly what we are talking about, to hear these once again. Businesses are taking the temperature of employees if they have that capability at work. Or before they go into work. Theyre asking employees to do that at home if they do not have the capacity. They are dedicating people to specifically clean all of the service surfaces of a door handles, rails, all the things where someone might touch them. Theyre adding dedicated personnel to clean those surfaces. The removing chairs from areas where they too close together and where people could congregate. They are staggering breaks and lunch areas so people do not congregate in one location. They are carrying out the six foot rule. I know one suggestion we had from a Small Business that they did, coffee shop, we do not want people with carry out business and Delivery Business we do not want people congregating tightly in line. They put pieces of tape on the floor with a sign that says every six feet please respect one another. Thatdy is capable of doing who is similarly situated. They have asked employees to stay at home after work and not travel outside of the workplace. If anyone is exhibiting symptoms, they sent them home immediately. Many businesses have gone to a shifts and be shifts so they can spread out the number of employees. They might have one group work during the day and the other group work in the evening so they can avoid tight congregations. People have also identified an individual at their particular facility, or in a part of their facility, to be in charge of enforcement of these rules. To own it. To make sure that the rules they establish are being implanted systemwide. They are making sure there is available sanitizing supplies for employees. They are banning any gatherings without personal spacing. We see that here in the statehouse when there are meetings that go on where you have to spread people out so they are not close together. No Community Gathering space. You may have a coffee maker where people gather, no more, you cannot have people going in to the same location and gathering without it cleaned and sanitized. No sharing equipment without it first being disinfected. We all talk that about all the time, washing her hands and not touching her face. These are all things employers are doing to make sure theyre acting responsible as the governor noted, he and i both get these messages. For those of you who are doing these, keep doing them. For those of you who are not, youre acting irresponsibly and putting us in jeopardy and it needs to stop. Grocery stores. Talking with Grocery Stores over the last 24 hours. There are they are all hiring , in some cases offering bonuses for people working there and people who will sign on with them. They are essential to our supply chain and they ask everybody be notent and cooperative and and do not fail to treat the other employees or customers with respect. We have to respect each other. That brings me to a final couple of points. One of these Grocery Stores told me about literally a fight breaking out between customers over toilet paper. Over toilet paper. Folks. We have to be better than that. We have to be better than that. We have to treat people, treat each other better than that. We have to respect people in the workplaces. I will tell you another story. The story of a courageous state employee. Vital to keeping the Technology Behind that on a planet system up and running. Unemployment system up and running. They chose not to go visit them because they had to keep the system up and running for those tens of thousands and all smelly hundreds of thousands of people who need it. It is important and i will say this to Nursing Homes, to hospitals, to anyone encountering someone who you suspect was diagnosed with coronavirus. Reach out to your local health department, hospitals have Infection Control folks. Thesooner you reach out, sooner that investigation starts. As you can see some things at a different pace and in this case it was later in notifying. The second that start they get out and are going to every contact. It is really important we engage our local Health Departments in every investigation. I know we have been restricting who can get a test. Does that change now that we know there has been a death . Dr. Acton yes. When there is a cluster or a death or person that situation where me know the contact, it will also be considered. And theyre also taught what to look for. Again, our testing, i will have more for you tomorrow. Im talking to our hospital ceos later this afternoon. We are talking about the issue on testing, as you know it is meant put to the states. People are inventing things. Right now First Responders, healthcare workers, people at high risk, certainly People Associated with a case like this, would be their people to go to first. I want to say one other thing. It is important to know most of us will stay home with this virus peered we might not even be tested. You share that mildtomoderate group. I do not want people to take that lightly. When you get this a lot of people from what i am hearing, feel pretty awful. It might be up to two weeks of feeling awful. I do not want it make it lightly , we call that because you stay home, it does not mean you dont feel good. Work with your provider to get symptom relief. 20 that will be really pressing in on our health care system. There might be people even in Nursing Homes that stay and convalesce in place even though they may have the disease but do not need to be hospitalized. Similarly, it will be comfort measures and supportive care. Then you just watch for symptoms that make you think it is more urgent to go to the emergency room. You said earlier this week if you begin to show symptoms and you are otherwise healthy, stay home and assume you have it. We have been getting emails from viewers saying they have been tested and it has been weeks and they still have not had any results from those tests. Ouracton oh boy, laboratory is turning tests around its what he for hours. I want to see again in 24 hours. Folks if you to really need to, use the odh lab. Companies are sending to labs that are way behind in prioritizing. There is privatizing based on the cases that states have, or if it is one of the hot suns out on the coast now and the thing is here in the midwest it has been made light of. But this is everywhere. This Community Spread is everywhere. And we cannot show you a number of cases we have not been able to show. So it is important to take advantage. We have ramped up testing capability. You aree businesses receiving complaints about as well . Regarding doctor, pharmacies, they are the last standing. Because they are the most easily accessible, Health Professionals and patients are coming in with symptoms and understandable questions. The pharmacy board is asking pharmacy and effort managers should cease audits while the declaration of emergency is in place so they can provide easy access to patients without doing audits, and that patients do not have to come into get their prescriptions and people feel that maybe another concern. As far as call centers, the complaint i got did include a call center but it was not confined to call centers. It was a wide range of different types of businesses. Is anotherid it will talk to our partners in pharmacy and look into the policy change your talking about. A lot of regulations. I told you long time ago we would be breaking rules and making things easier for everyone to do what they need to do. So i will definitely take that back with me. Also i know there has been news about medicine, mainly antimalarials out there. I have been talking with the pharmacy board in terms of how to handle that in a rush on those drugs to make sure we do not have that in the state. Governor, if businesses continue to act in a reckless manner and are not abiding, what is your next step or intervention you will put in place . Gov. Dewine i think people can imagine what that next step would be. I have not hesitated in the past, to close businesses, and other operations, if they are a threat to the public. The safety of the public has to come first. There is a way we can do this. But we have to do it. Thatnk i have demonstrated im going to put the safety of people first. Sweet spot,t that to balance it. On the side of protecting people and ever but he can be assured of my decisions will be based on that. Clarify. K question to if someone gets a negative test on covid19 now, it does not mean that one or two weeks from now they cannot get exposed to it . Dr. Acton thats right. And early on in an illness, it depends on the viral load. Sometimes really early on we have heard anecdotes about not showing positive yet. And, of course, you can still get it, even though you tested negative one time. That is why massthat use of testing, it is not something we will all get. Count surveillance, which is seeing the level of it in a community, ultimately, we will be looking at testing people who do not have symptoms once we have more testing capability. In light of what we know about the importance of physical distancing, can we safely hold an in person primary this year, and will you be recommending mail and only instead to lawmakers . Gov. Dewine this is a discussion we had with the General Assembly peered we have dual tracks. We have a case in the court and that General Assembly coming in. Minimum, we would want a significant enough time for people to be able to obtain and return absentee ballots. It is as you know a twostep process. You have to fill it out and say which ballot you want and ship it in. Then it has to be sent back. Then they have to fill it in. Then it has to be sent back. Do not want to do this overnight. At the same time, we are conducting this when a war is going on. Literally, we are conducting this when we are fighting the virus. And we know that there will be more and more of our fellow ohioans who will become sick. So having enough time is very important. Whether we can do it in regard to an in person election, i do not know. The most important thing is that people have ample time to be able to vote. Governor, the governor of illinois expected this afternoon to issue a shelterinplace order. What would you need to see to consider doing something similar . And have you been correlating with neighboring states and their governors to make sure there is a more unified response , since some of our border communities, it may be great to have one set restrictions in ohio but if the same as not being done in indiana or kentucky or michigan or pennsylvania then maybe those are structures are not as effective . Gov. Dewine i talked to governors usually once a day. Sometimes we are on conference calls. There is a lot of sharing of information and of ideas. How do you handle this . How do you handle that . That certainly is going back and forth. You used the term shelterinplace. We can use other terms as well. Many ohioans are doing that. We are asking any ohioans who can do that to do that. It is the wisest thing to do. It is the safest thing to do. But heould suggest ever who has the ability to do that. Now there are certain people who have to be out. Nurses have to be nurses. Doctors have to be doctors. First responders have to do what they do. People who work at Nursing Homes. People who work in our prisons. We have asked state government, everyone, all of my cabinet members, trim that down. People can work from home who need to be working from home. Only the essential. We have asked every business to do the same. Notave that, we just do have it for everybody. Even if you would issue an order today, if i would issue an order today, you still have to have a list of people you exempt or we are not going to eat or be able to continue to function. Sometimes it is not all black and white. It is not even shelterinplace are not shelterinplace. We are sheltering in place, and i would take this Opportunity One more time, to say to anybody, do not travel. If youre coming back from florida or someplace, stick around home. Do not go anyplace. Want the virus being brought in and you do not know and nobody knowswhether or not you have it. For everyday nails for everybody else, stay home. That is the wisest thing to do. For the doctor, why are thereit appears to be more male patients than females . It is skewed as to who are testing and who are not testing and it is not uniform across the population, so we do not have an answer to that yet. We are seeing in this country and there is some good data out in pediatrics and elsewhere, about young people getting this and getting sick. One of the interesting things the president did that might have gone unnoticed is this taking of the Construction Industry major businesses that reside with headquarters in ohio have said they have access to some supplies. So a lot of this we are creating for the first time, a logistics stream. Trying to get a supply chain is not a normal part of my publichealth expertise. Ive been talking to people who have done this for major corporations.
