Shortly before the house voted to approve a coronavirus economic aid package, House Speaker nancy pelosi and majority leader steny hoyer spoke with reporters about the bill. Good evening, everyone. Thank you for being here at this hour of the night. Success weoud of the have had from both Committee Chairs and staff to put together this legislation. Sundaychumer and i last before the priorities we wanted called it the familys First Response to coronavirus. Crisis. This followed our bill last week, last this followed our bill last wednesday about the of 8 billion, putting families first. Between these two bills, we have an effect of stimulus to the economy, injecting those withrces as well as this bill, putting funds in the pockets of people who may be affected by the crisis. Wee, what we said were going to do. Put families first, with paid leave, paid sick days, family and medical leave, theployment insurance, for children. Over 20 million children get meals at school. They have foot insecurity and this bill addresses that, as our seniors and and,s, who depend on that, again, filling food banks as well. Ofimportant decision, all that today. And then the other issues relate to three things. Testing, and testing. This is so important. The bill andetween shouldgislation, we see weve legislated it. We should see the executive branch execute this legislation. So were really very proud of that work. We could have passed our bill yesterday. Our own bill, a great bill, and its still a great bill, because thats what were passing today, but we thought it would be show the American People, assure the American People, that we are willing and Work Together to get a job done for them. Our republicans those who will be supporting the bill. We appreciate the president his tweet. With but we are very excited about the prospect. Input, all of that, what we did last week, and in this the rest, our freshman instrumental. They brought from home the suggestions about how to meet the needs of people. Gonna hear from them directly this evening. But some of them are with us. Them were that of our our freshmen, a valuable resource. I wish Chuck Schumer could be here. Hes the one who started it with 8. 5 billion, so much a part of the ingredients in this legislation. That ourglad distinguished democratic leader, danny, he worked very hard on this. I yield to him. The speaker, as all of you know, because youve been in the hallways, walking around, whats happening this second, and ive been on the phone with the lot of times. We havent counted. Secretary mnuchin obviously have worked very, very hard to come to this disagreement. Week, we passed legislation to deal with the immediate caused by theges coronavirus. We passed legislation for research, for mitigation of illness, for many things that direct result of the illness itself, or the virus itself. Today, tonight, were going to be passing legislation which related economic consequences to people, in a to their way employment, to their ability to support themselves and pay their care for their children. In maryland, as you know, the cools are going to be the be shutare going to down. The governor took that action, again, to help distance people. We are aggregated together, violating the rule, i suppose. That, it wasid appropriate that we dealt with thatsides of the challenge confronts us. And very frankly, theres going to be a third challenge. That third challenge is for the Overall Economic consequences to our enterprises our economy. So were not through but i want to join the speaker in saying reason we have been able to do both of these, as and effectively, is because of the new members of the congress of the United States, on our side of the aisle. But for them, we would not be in the majority. Be for them, we would not able to address these issues witissueswith the confidence the could pass them. If we couldt have passed, as the speaker said, a good bill, perhaps we wouldnt get this bill. To and this bill was a good bill. Its not as good as we thought but the legislation is a give and take. Our newt to thank members of congress. Not just for being here, not just for putting us in the you have seen,s time after time after time, focusing on the people. And showing the courage of their convictions to step up and take hard votes. And now i want to yield to my dear friend from las vegas. Shes from nevada. But they say theyre from las vegas. Who has done such a wonderful job, susie lee, of nevada. Of the committees of jurisdiction. Thank you. Thank you, speaker. You, majority leader. A state of emergency in this country, which we have been in for quite a while. We have not that had testing readily available to the American Public means that on everyone in this country to stand up and not only protect yourself in your protect ourselves. Most importantly, the most Vulnerable People in our community. What this bill does is it stands up for those people who are willing to stand up for others. Thats why its so important. I come from las vegas, which is that is already feeling the impacts of coronavirus. Cancellations, with travel restriction. We are calling on workers to either stay at home voluntarily, because theyre sick, or eventually, unfortunately, it be the result of lost business and theyll either be furloughed. When theyre staying home, we have to take care of their families and make sure that they have access first of all, we have to make sure that everyone has access to free testing. But thats why i was so proud to get my bill, the emergency medical leave expansion act in this bill, because it really will provide support that that they need, as they Work Together and we Work Together as a sure that thee impact that were already feeling from coronavirus is not extended as deep as it could possibly be. And so, you know, we stand together with this bill and your negotiation, because we really stood up to put families first. Look forward to working with the speaker and working with our partners on the other the aisle to look at those industries that are most in andd when we go negotiate our next package. I am proud of what it is we achieved today. I am excited to be voting on next step. Just earlier this evening, i had a telephone town hall. Be an supposed to inperson town hall, but out of an abundance of caution, we a telephone town hall. The focus of that discussion was coronavirus, covid19. And constituents across Central Virginia, the communities i represent, were on that call of me andstions asking questions of the four experts that we had on the line. To help guide the conversation as it related to the medical impact and the impact on our communities. Theres a lot of fear within our communities. A lot of confusion. Need right now is to ensure that people who are fearful that they may be that they may have this virus, can get testing, which is why its vitally important that they can get tested for free, without a copay, without a deductible, so cost and price is not inhicting their ability to inhibiting their ability to keep or their community safe. For those who fear they may be ill, they need to be able to top away from the community, keep themselves safe, to tend to their own health. Importantly, to ensure that they are not contributing to the spread of this virus. Leave forrgency sick members of our community is so vitally important. Andacross Central Virginia across this country, there are children who are going to be impacted by the closure of our schools. The commonwealth of virginia is in a state of emergency and all of our Public Schools and schools, k through 12, are closed. So it is incredibly important that we ensure that children who depend on Food Security have that dollars help while they are out of school, while we are trying to from furthervirus spread. So this negotiation, i thank the republican colleagues who have in theselved discussions, members of the administration, secretary mnuchin and others. Thank democratic leadership, republican leadership, everyone for coming to the table, because does notavirus distinguish between democracy and republicans and we are trying to ensure that we are safeguarding not only the American People and our National Security but we need to do it in a united front. Thats exactly whats happening and im grateful to be a part of it. Thank you. Produce my colleague introduce my colleague from california, congressman gil cisneros. Schools are starting to close my district as well. Theyre worried about you closed,en schools are so many of these children, one of my School Districts has 70 on free anddents reduced lunch. Theyre worried about how theyre going to be able to feed them. Able tol is going to be allow us to be able to continue to do that. Ive been talking with parents, closed. Schools being now theyre going to have to take time off of work so they can be there with their families. This bill with the paid family leave is going to allow them to do that, so they can continue to toe sure theyre able support their families. The testing is so important right now, that we get this done. This bill is going to allow everybody to get a free test, populations,e whether they be children, Senior Citizens or aging veteran pinson, this test populations, this testing is going to enable us to go out there and make sure we know who is out there and who may test positive. This is a good bill thats to support the American People. Im very proud to be a part of it. I want to thank the speaker. And the leader as well as my colleagues in the house and the administration for coming together to get this deal done. Really is going to be a great benefit for the people and its something that we need to keep make surewards to were doing more. Introduce myto colleague there texas. Much, madam so speaker and majority leader work on thisr bill. I have been, like my colleagues on the phone with folks that come in my district in houston. We are facing an unprecedented challenge and what i think is so important about the bill that we see today is that building on the 8. 3 billion that were allocated for immediate response. Last week. Really a forwardlooking bill. We have been talking to the to peopled listening about what is to come. The data and the scientists are toling us what we need expect. And this bill anticipates the needs that we will have and meets them. Colleagues have talked about things that are critically important. Food security for our children seniors. S our very important that we continue continueits, that we the programs that so many in our community rely on, the extension paid familyave and leave. Emergency medical leave. These things are critical as we ahead. And people in my home are asking, what am i going to do if i cant go to work and my home from school . These questions we are helping to provide solutions to now. Important. Thats whats on every americans mind. I think its important in this that this is a bipartisan effort and i think its so important that we did ait till today and get bipartisan agreement, because that is what our constituents want to see and need to know, we are all working together, that we are all in this together. That we are all going to be asked collectively and individually to change our lives an uncertain period of time and we dont know what thats going to look like. Do know is that we are all americans and we are all in this together. Worke are going to together and the congress of the United States is going to make sure that we put American Families first. Me say today, since this morning really, we learned 42nd death from the virus in our country. We have to deal with this prayerfully and sadly. But forcefully. And that was really what was part of our incentive, to make sure that we could assure the public that we were willing to work in a bipartisan way, even we could have gone much sooner, much faster, to reassure wem about the policy that were advocating, but we want it the land. Well, let me just say that it was more like there wasnt any [laughter] it was a situation where we really had to have clarification for language, which is what i of you last night. Were very close to an exchangingbut were paper. And that exchange of paper is of ook long in terms its hard to pass law, especially when youre the executiveth branch, because they have to pass it through different parts to sign off. Its not just an internal matter in the house. And or in the congress. Its just really clarification of language largely. Of any one thing that was the hurdle, because if we had some things that we just resolve because they took more time, we can do those bill. Ther but we it was really with secretary of the treasury. But i have to give high praise to richie neil, the chair of the ways and means committee, remarkable. Bobby scott, chair of the committee. Nd labor collin peterson, the ag committee, food issues. Worked with him on all of that, as an proa appropriato. Of our rules committee, jim mcgovern. They were up until way late last morning. Rly this because werere, under suspension. One more committee. Committee. Commerce frank pallone. Had a very big role in the testing, testing, testing. And there was no question about the testing. Aboutwere some challenges language. But thats what took so long. Madam speaker, what about not there that you think should have been there, that you have to pick up next time . Well, we have legislation that i think will be the first business. And we go to the next one. But, again, all these other lived with for a long time. There was one provision that the president obama put forth, an osha regulation to infect workers in Infectious Disease kind of atmospheres. A rule. It wasnt employed by the trump administration. Thoughttheless, we well resurrect that but we needed to add other people, firefighters and First Responders were now being ofected into those kinds circumstances. Say,s a bigger, shall we than what we started we. Do itught, lets just right. Work with our friends in labor, in the house community. Work in a bipartisan way. Im very im proud of the work that weve done. Weve taken it down the road and will have it in the next bill. 20 times or so in the last day or so, did you speak to the president at all the the course of no. Why not . Why not . Yes. Hes the one that signs this law. Well, there was no need for that. Ishad our bill, which basically intact, what we are passing. We would like to have had the osha rule. And theres some things that we have to putt off until the next time, because came in late, you know. When were doing these things, ok, at ato say, certain place, no moving of the post. But then it happens. For us, you move the goal post, an ocean liner. Council, youo to have to do all these things. Its not an easy thing to change so. Rd or so some of it just would take more time and we thought it was bill thatto have a would go. Mitcht i was told, mcconnell and i spoke, he said Steve Mnuchin carries the ball, so i negotiated with him and he communicated what we were doing others by and large. Then he had his own communication with the republicans in the house, if i say. About were talking specific proposals that are legislation and agencies ofd the governments tradition. To speak shorthand to each other about these things, so it was better to go that route. Speaker, the next bill promises perhaps to be the most challenging one yet. What is a realistic timetable to do that, and does this experience give you confidence that you can do something really big for the economy . Well, it was really important a bill right now, because the challenges there. It was really important for us can we be inger denial about the numbers and what is happening in our country. We had to get this testing bill passed. We did it, the resources last ability toow the test. And so that was absolutely therefore, unfortunately, our members are here to all hours each night do. Cipating what we may so when we do the next bill, termsoing to be more in of the regular order, right . The regular order. Take theirees will time to take us to this point, which they did. Then the negotiation can take longer, because it is about the language. The language, in their case, had to be passed around different agencies of government that we can do. I dont think any of us went to sleep all week. Dont have to do it all night. We can take more time, a couple of weeks maybe. That would be a short period of time for a bill. Thatt is it will be will be a challenge, because what we wanted to do is to say, understand, in the hospitality injury, and the industry, the airline industry, that there are big losses. Families first, because who loses are the people who lose their jobs. Are at the entry level in all of those fields, to fields. Ew there are others too. The whole entertainment of they, which is part hospitality industry. This is a bite of a big apple as we go forward and were listening members are going to go home, come back and bring seeheir proposal, as they things on the ground there that can really be helpful. I want to point out again in that we are very proud of the fact that our bill is a stimulus package. Is a stimulus package. When we were doing some of did the around when we american recovery and reinvestment act. The economist, how whats the best way to stimulate the economy . Theyd say employment insurance, which is there. Food stamps, which is there. Of these assistance for families so they they have part of a to be howumer economy, which is you build strength in the economy. To go largerl have jobs. The source of their so well be talking to the private sector, public sector, the nonprofit sector, which has a lot to contribute to this conversation. Nancy, could i get you let can. St, if i please.
