I also want to reassure americans that antirivals and vaccines are an early phases of trials way ahead of development. And we are very optimistic that these antirivals may soon be available for those impacted the most by this wuhan virus. And we are also optimistic that these vaccines will be available by this next winter. We have a plan. The president has given us a plan. Lets stick to this plan. We are implementing this plan and its working, again as a physician who has worked with Health Departments, im truly impressed how we contained this virus, how our local Health Departments are working so hard to minimize the spread of this virus. Im amazed that we only have approximately 1,000 americans impacted by the wuhan viruses at this time. In the meantime, again, lets go back to our plan. Its not a time to panic. This is a time to wash your hands, limit your travel, and by the way, open your windows and doors when you are at home and let some of this fresh air come in which this virus does not like a bit. The Bristol Township School District is one of several around the world taking dvantage of this program and they are leading the way in our community. Bristol township schools are nown for their science, technology, engineering, art, and math initiatives and held multiple events to allow to participate in the hour of code. Uses troductory program games to teach younger children, and by showing kids the basics they can spark an interest in Computer Science and engineering which as our society becomes more technologybased can be incredibly valuable skills to have. The Bristol Township schools for participating in this program and i hope that ther School Districts across our community and across our nation will follow the lead of Bristol Township schools. Mr. Speaker, i rise today to recognize the champions of the Eleanor Roosevelt Elementary Schools 10th aual super duper bowl, the miller mean machines. Since 2010, roosevelt elementary in falls township has come together for a flag football tournament. The tournament consists of fifth grade students and their teachers coming together for a fun day outside. The event also acts as a fundraiser, taking donations of both food and money for the bucks county emergency homeless shelter, and the Childrens Hospital of philadelphia. Mr. Speaker, any event that brings our Community Together for a day of fun, teamwork, and sportsmanship while also helping those in need should be celebrated by this house. I rise today to honor two heroes of my local Police Department in rock hill, south carolina. In may of last year, Sergeant Cedric stokes and bruce hair demonstrating the meaning of compassion when they used unconventional means to safe the live of another man. That day the Police Department heard reports of a man seeking to commit suicide while streaming it live on social media. Without a moments hesitation, these officers used social media to identify the man online and upon identification coordinated rapidly with the help of facebook employees to ensure that the man was found and properly cared for in a medical facility. Ours is a brave new world and the implicailingses of new Technology Cuts both ways. On this day it was once a morbid display of pain, but also a beacon signaling for help. A quote came to mind when i read of these officers heroic responses. In the words of Theodore Roosevelt who said, quote, do what you can with all you have wherever you are. On behalf of the Fifth District i commend the officers of the rock hill Police Department for their unwavering and adaptive dedication to protect and serve. Without officers like Sergeant Cedric stokes and bruce hair, we would be one Beautiful Life community that bless us for all. I request consent to address the house. The speaker pro tempore without objection, the honorable gentleman from kentucky, mr. Massie, is recognized. Mr. Massie mr. Speaker, some of my colleagues today will offer a bill to reauthorize the patriot act. It will have the thin varnish of reform on it. Designed to whitewash the egregious constitutional violations that have been going on, but its the americans who are going to be shellacked by this legislation and the process used to pass it. I want to read the Fourth Amendment and part of the fifth amendment here today on the floor. To the constitution. The right of the people to be secure in their persons, houses, papers and effects against unreasonable searches and seizures shall not be violated and no warrants shall issue but upon probable cause, supported by oath or affirmation and particularly describing the place to be searched and the person persons or things to be seized. In the fifth amendment says, nor shall any person be deprived of life, liberty, or support without due process of law. So lets think about some of these words because they are being treated as if they are curse words or dirty words today. Warrant, due process, probable cause these are all things guaranteed as rights for all americans in the constitution. And none of those can be guaranteed without transparency. We cant have star chambers and kangaroo courts, this has to happen in daylight and it has to be reviewable by the people in order to know that these things are true. So these things, they are inconvenient. A warrant, due process, probable cause. They are inconvenient for investigators. They are inconvenient for prosecutors. They sometimes get in the way, they make the job a little bit harder of finding the criminals, finding the terrorists, but they are guaranteed rights of all americans. So we have to keep them in the process. But let me talk about the legislative process here today. I want to challenge the authors of this bill to come down here and defend what they have done. This bill started out in a committee. This is how its supposed to happen. A base bill. Then as the debate started getting under way, oh, it got inconvenient. Things were said that people didnt want to be said. Amendments were offered to make it more constitutional. They didnt like that. What did they do . The chairman of the committee pulled the bill, canceled the hearing, canceled the markup of this bill, and they took it behind closed doors. They took it into the backroom to write it. They took it into the backroom to draft it. Why did they go into the backroom . Because the lobbyists arent in the committee. The deep state doesnt get a vote on the committee. So they got them in the backroom with them. The lobbyists and the deep state helped draft this bill that we are going to vote on today. And how much time do we have to review it . Less than 24 hours. Last night is when they made the text available. There is a rule in this house that guarantees 72 hours to review a bill. They are going to suspend that rule here in a few minutes and people will willingly vote to suspend that rule so they can ram this bill through so that they can reauthorize the unconstitutional provisions of the patriot act. I understand terrorists, Foreign Terrorists dont have constitutional rights. So thats why the patriot act and the Foreign Intelligence Surveillance Act were passed so that those impediments wouldnt be in the way going after terrorists, Foreign Terrorists. But everybodys presumed innocent until proven guilty. So we need to maintain that. One of the worst things thats happened as a result of the fisa and patriot act is that a president ial candidate was spied on. Hes now the president. Hes now the president. He overcame that. But this bill should fix that. Never again should a candidate, president ial, congressional, city councilman, never again should they be spied on using these tools that are supposed to go after terrorists, after foreigners. I urge my colleagues in the house ones who authored this bill, i urge them to get down here and defend what they have done. I urge them to come down here and explain why they dont want us to have they dont want you to have 72 hours to look at this bill. Come down and defend that. Then for all of my other colleagues here in the house, i urge you to vote no. For my friend in the senate, vote no as well. If this should make it to the president s desk, which i fear its going to, i fear its going to be on his desk and he has some unwise or insincere counselors right now, i urge the president if this should make it to his desk to remember what they did to him with this legislation.
