President trump and lawmakers on capitol hill have also been did thin informed about the russian assistance to the senator, said people speaking on the condition of anonymity to discuss sensitive intelligence. It is not clear what form the russian assistance has taken. U. S. Prosecutors found a russian effort in 2016 to use social media to boost sanders camp[ai aign against Hillary Clinton to sow dissension in the american electorate and ultimately, help elect donald trump. Josh, health care is an issue in the nevada caucuses, but the medicaid for all proposal seems to be running into a bit of opposition from the Culinary Union. Whats this about . Guest i think the debate is about a couple of things, there is widespread agreement, at least among democrats, maybe wider, that the Health Care System could stand for improvement. We have an incredibly expensive Health Care System, but it does not deliver very good Health Outcomes, theres huge room for improvement. I think the Bernie Sanders plan is for a big bang once and for all move to a medicare for all system where there is a single pair, the federal government, it replaces all other forms of insurance. And i think theres a lot of economic merit to that if you could wave a wand and have us in that system. I think lots of things could be better. Political,stacle is specifically the 106 million americans now who have insurance and are very change averse. They are wondering i had this today and you are going to replace it with something else, im worried about that. The Culinary Service in particular has a good employerbased plan and i think they are worried about anything that would threaten that. What you think the debate is about joe . Guest there isnt much of a debate, people dont want to pay higher taxes, bernies claim that it will be ok that you are paying higher taxes because your saving money on Health Insurance may or may not be true but most people dont trust the government that much. As far as the culinary workers are concerned, they are not typical of middleclass americans with good coverage. They dont want to lose their good coverage, they know what and they are a little concerned about having to make a change that might actually interfere with their medical care. Host josh, remind our viewers exactly what medicare for all would look like. What would it look like and what is it . Guest thats a good and open question, medicare refers to the system we have now, and almost Single Player payer plan for people over 65, we have some private Health Insurance competition in the existing medicare system. Most plans would actually just have one payer who would be the federal government, who would be different from existing medicare with much lower copays and deductibles. Probably the best analog is the medicare plan that canada has, which is a Single Player single payer plan. The sanders plan is much more generous. The details are to be worked out, the general thought is that everybody gets insurance not through their employer or paying private Insurance Companies to get it, you just pay taxes and the federal government provides medical care. That is the root insight. Host how much would this cost . Guest thats a good question. The most likely estimate is more than we are now paying in total for health care. Were estimates of bernies original plan which were put into legislation that came in at 33 trillion over 10 years. This of additional federal spending. But the better way to think about it is how much in total will be spent on health care . Elizabeth warren was quite honest, he spend about 55 trillion over the next 10 years and if you add everything up, she basically said you save a but 55bit of money, trillion is not an unreasonable guess. Especially we dont have a plan that improves the efficiency of the health system, thats what theyre not talking about. Host and with the nevada caucuses being today, this is one of the issues thats actually going on. The New York Times actually focused on health care in one of their stories today and im going to read a little bit from it and ask you to react. Against mr. Sanders illustrates a growing trend and the urgency of democratic rivals inut winning the most votes a consecutive contest next thursday, if no democrat votes for mr. Sanders in the caucuses here, he could gather unstoppable momentum heading into super tuesday. But the offensive against a vermont senator also highlighted some of the most glaring vulnerabilities, the Culinary Union, representing many workers in Las Vegas Casinos as opposed to a singlepayer plan. After leaders stated that the opposition was met with the sort personalg and invective that critics of mr. Sander often received. The Culinary Union is 60,000 members strong, and it is perhaps the most powerful force in Democratic Politics in this state and theres no benefits its members cherish more than the Health Care Coverage they in contract negotiations. For then thats the key issue in an 800 pound gorilla, says event at democrat who serves as the governor and senator. My first question, joe, is a Justice Union that feels this way or are there other groups out there come other democrats were also worried about changes in their Health Care Plan . Thet i think its universal view. People are really concerned about their health and their Health Insurance, and be able to enforce what is in in afford increasingly good care for good conduct for conditions but is expensive. Everybodys concerned, particularly its an issue for all democrats plans. They are basically slogan. Word medicare is all most irrelevant, it has nothing to do with the Medicare Program in terms of benefits in the way the thing would be structured. The question is what is it . Nobody knows, you really will not know until whatever democrat is lucky enough to be the nominee and is actually elected, thats when you begin to find out what the details are. Thats what a reasonable person should be worried about. Theres a bait and switch politicians all engage in and i think we are in that stage. Host josh . Guest i think theres a hunger out there for something for Health Reform. Health care is something that americans worry about the most, not just their health but would means for Financial Security and that worry is wellplaced. We have a uniquely dysfunctional Health Care System. We spend on a per capita basis about 10,000 per person, we have some great Health Systems in the world, number one in terms of Health Outcomes as france and the netherlands who spend literally half of what we spend. One of the reasons why a singlepayer plan would be expensive is because we still have 27 million uninsured people and 15 million underinsured people. So it would be more expensive to give health care to people who need it, but thats the virtue of a fundamental reform. You keep cost down by keeping people excluded, thats not the way to go. Host you seem to have something to say. Guest everyone should have Health Insurance but the reason my bernies plan and elizabeth is so expensive is havetheir plans would people not paying premiums, not paying copayments, not paying coinsurance and adding a lot of very desirable benefits that are not covered in this country but anywhere else in the world. What theyre talking about is something that has nothing to do with developed countries in europe. You might call it american exceptionalism, except its exceptionally dangerous from a physical standpoint, to make all those promises and then find out you cant deliver. For 100 years, from Teddy Roosevelt to barack obama this country has been talking about the need to guarantee health care for all people. Yet today, despite spending twice as much per capita, chuck, twice as much. As any other major country on earth, we have 87 billion who underinsured. Or 60,000 people dying because they dont get to a doctor on time. We are getting ripped off, outrageously, by the greed and corruption of the pharmaceutical industry, which in some cases charges us 10 times more for the same drug because of their pricefixing. 500,000 people go bankrupt every year because they cannot afford medical bills. So let me be very clear to my good friend in the culinary workers union, a great union. I will never sign a bill that will reduce the Health Care Benefits they have. We will only expand it for them, for every union in america, and for the working class of this country. Host joe, reaction senator sanders. Guest one of the things i picked up is the old claim that he and Elizabeth Warren have been pushing for quite some time, that we have a large number of people who are bankrupt because of medical cost. Thats not true. It is true that many people who face bankruptcy have medical bills, but thats not what is driving them into bankruptcy. Bykruptcy is largely caused other kinds of debt, credit card education loans, mortgage loans, even for people who are uninsured, we are not talking about a whole years worth of healthcare costs, thats what bernie is playing against. Up 10e not likely to rack or 20,000 worth of medical debt , you are much more likely to rack up 50,000 to 60,000. Host josh . Guest when you look at the u. S. Versus developed countries and why are health care is so expensive, its not because we consume a lot more. We dont go to the doctor much more than other advanced countries, we dont stay in hospital longer have a lot more m. R. I. s. Everything just costs more in the United States. Thats because of the Pricing Power of a lot of the key providers in the health care complex, pharmaceutical companies, consolidated hospital chains, some thing that pushes back on that market power of the providers is really needed. We know the existing medicare system does a better job of pushing back on that pricing then private insurance does, the ideas lets bring that logic to the overall american Health Care System to contain costs better by actually providing some bargaining leverage against those really powerful providers in the Health Care Center that push up prices. Thats a fundamental insight. , is i have to ask you both there candidates Health Care Plan that you both or either one of you supports . Is there an idea out there that you can get behind . Joe . Guest not among the democrats. Be closest to reality would the various Democratic Candidates who talk about a public option. Buttigieg calls it medicare for all who wanted. The problem for that is that the government does not bargain. The government regulates. The reason why that kind of plan would save money is because it would upset prices. Option, itslic supposed to mean that i could keep my private insurance. But private Insurance Companies dont have the benefit of being able to charge anything they want. They in fact do negotiate, they may not negotiate well, i will grant you that, but they do not have government power. This public option idea would a governmente singlepayer plan because private plans would not be able to exist. Then you go back to the political problem for democrats, that the unions would say wait a minute this is not so good. Host josh . Guest im pretty ecumenical, i could get behind most of them. In my mind if i could pick a system just out of the blue and make it happen as a dictator, thing like a singlepayer plan would be something i would choose. I worry about the politics of getting there. I agree that a lot of americans are nervous and change averse. I think we eat and expectations down so low about the Health Security they can expect that if they have any they are worried about changing it. Gettingttle weary about behind maximalist right out of the gate plan, thats where i would like to end up. If we can make any step forward, the aca was a nice step forward, its not where i wanted to end up, but maybe my expectations have been beaten down as well it i want Movement Forward to make Health Reform cheaper and improve access. Host is not just you, according to a political Harvard University pole, lowering the cost of health care is the number one priority for voters going into 2020. 80 of people polled say that priority,number one and its a clear majority in both parties. 76 ofdemocrats and republicans say that was there number one priority. Wase number two priority lowering the cost of prescription drugs. Overall, three fourths of americans support lowering the with 85 the drug cost of democrats saying if there number two priority and 69 of republicans. Thats coming out of the politico harvard school. It seems like everyones top priority is health care and prescription drugs. Are we hearing enough about these issues from the candidates . Are we talking enough about this . Guest i dont think so. I would say couple things, the per strip should drug she was also limiting in that there are a lot of things, i dont even want to call them incremental, but things short of singlepayer that we could do, steps that would provide a lot of relief. One of them is to do something about prescription drugs, theres a few bills in congress floating around that would give medicare much more leverage in negotiating or regulating prices with the pharmaceutical company. I think that would be very key. And i think we should talk more about what we know worked from the Affordable Care act. Theres a big expansion of medicaid in the Affordable Care act, which is a public payer system, a Single Player singlepayer system. You saw big benefits and health, but also Financial Security. You see a large reduction in evictions in states that adopted medicaid versus those that didnt. So the Health Care Debate thats andening is very high level about this medicare for all gay or nay, which not be the only question. We should also be thinking about the steps that would provide a lot of release. Guest theres a real good political reason why the democratic pan candidates dont want to talk about costs. And the reason is that they dont have solutions. Not only that, if youre talking about it the way that josh is thinking about it and the way bernie is thinking about it, this is a threat to some of their biggest donors. Some of the biggest donors are in the health sector. If you are trying to run an election, you need that money. And you dont want to talk about dont want to upset your donor base. You just want to say it be ok. Thats the message so far. What we are not talking about is really preliminary to a real proposal. We are not even up to super tuesday and we are not gonna know much about what a serious proposal is until we get a candidate from the Democratic Party, and probably until we get a president. Like to talk about that 800 pound gorilla in the room. Mentality america has where tothink a job is required Access Health care, so the unions are negotiating health care contracts. At what point in time at one point in time, we will have to stop thinking that the employer is required to pay for the Health Care System. Its a good question and we do need to sit down and have this conversation and realize what the situation we are dealing with is. Evenu look at the numbers, the guy from the american Health Care System, he admits that the bernie plan, even if they dont know that it would be a whole lot cheaper, but then they use the scare that it will take away from the 187 Million People that have negotiated their health care through contracts and through their employer. Joe . , maybepart of the issue we did get off on the wrong foot , we got off on the wrong foot 1940s and in the the 1950s with Strong Movement as we were a Manufacturing Society at that time. That has historical basis. I dont think employers necessarily have any particular advantage in negotiating with Insurance Companies or anyone else over Health Insurance because most employers are not in the business, thats why they hire Insurance Companies. But the government isnt very good at it either. So really i think the question is how do we transition to a system where there is real competition and downward that areon prices sustainable. We should keep in mind that everything in this country cost a lot more than every other country because its a wealthy country. We have to accept that. The question is where do we want to go with that. The government can often get it wrong. Host josh . Guest a key inside that the caller made is the linkage between jobs and health care. Its unhealthy and bad. You have a lot of people in the u. S. Economy may want to go out on their own and start a small business. Maybe they want to work for themselves, but they think, its really hard to get health care when i do that, so i will stay with this Large Employer with a stable Health Care Plan and it creates a job block that keeps people from doing what they want and starting new businesses. Thats a real problem. Like medicare for all which dlinks jobs and health care would be good. And when jobs and health care are bundled that means you can lose your health care at any point when you lose your job and you get a lot of people fighting for against med care for all pens plan saying if you like your current plan you can keep it. We cant guarantee that anyone. Your employer can always fire you, lay you off, go bankrupt, deciding laterally they are changing plans and you dont get to keep it. I understand the change aversion, i understand i have something today and im worried about losing it but even under the Current System youre very much in danger of losing it. With jobs andg health care, that should be a real priority. The and lets add in on politico and Harvard University poll, the idea of instituting medicare for all got a majority survey said in the they support medicare for all. But when you break it down to parties, you see the big difference. Under democrats, democrats were 71 for a medicare for all system. But only 29 of republicans were for instituting a Medicare Fraud system. So thats going to be a political battle. Guest absolutely right, its a battle of slogans. Republicans dont seem to have a slogan. Eventually they will get one. The problem here, medicare for all is a phrase that does not tell you what it really is. Bernies plan is fiscally impractical. The question is what do you end up with . The problem to be that eventually will have to be addressed, to some extent, once there are two candidates and they are arguing with each other more seriously later this year. Host josh, half of americans say they like the idea of medicare for all, but its a big Political Division. Where do we go . Guest its a good question. Its the same Political Division you see in every other issue when you polarize democrats and republicans. Majority,hat its a even 30 of republicans supporting it attests to a couple of things. I think attests to the popularity of the current Medicare Program, people know it, they are on it or they have a relative on it and they find it better than a World Without medicare. We should see that and build on it. And it shows again what i think is the hunger for really fundamental Health Reform. Time,k about this all the im worried about my health and how much my income this is sucking up, and yet im not getting the services i want, so i thing theres a reason why health care generally is such a salient political issue. Its organic, coming from people, policymakers should he do that and do something. Host mayor Pete Buttigieg took a man and his medicare for all and heresroposal what he had to say. [video clip] im less concerned about the lack of transparency on his personal health and how to pay for his Health Care Plans. He says its impossible to even know how much is going to cost. And even after raising taxes on people making 29,000 there is still a multi trillion dollar hole. If you add up his policies altogether they come to 50 trillion. Hes only slain 25 trillion of revenue, which means that the hole is a bigger is bigger than the size of the economy. Senator sanders, quickly. Lets level. Under your plan, a continuation of the status quo, the average american today is paying 12,000 a year. A 60,000 income. 12,000 a year. Day a major study came out from yale , in one of the leading medical publications in the world. What they said is medicare for 450 billion a year. Because we are eliminating the absurdity of thousands of separate plans that require hundreds of billions of dollars of administration and by the way, entering the hundred billion a year of profiteering for the drug companies. [everyone talking over each other. ] if my plan is the status quo why wasnt attacked by the Insurance Industry the moment it came out . On issue after issue, this is what senator sanders is saying, if you are not all the way on his side, then you must be for the status quo. Thats a picture that leaves most of the American People out. Host once again, it seems like the idea of medicare is supported by americans but we are still halfandhalf on the idea of medicare for all. Politicok to the Harvard University poll, there was 59 support for letting americans buy into medicare if they want. Once again you have the Political Division. Liking thatrats idea, but only 43 of republicans like the idea letting americans buy into medicare they want. People oneople know medicare and they like medicare, but there is that Political Division of letting people buy into medicare. Josh . Guest the encouraging thing to me is that they are even closer. Ogether its a less radical policy, it does honors change aversion and iu can buy in if you want, will say that the red herring, but i think was brought up in the clips between Pete Buttigieg and Bernie Sanders, you talk about costs, the vast majority of the costs we are paying now, the question is how. Today we pay for lots of Health Care Costs through employer premiums that instead of going to wages or some other Employee Benefit go to purchasing Health Insurance. Outofpocket costs, a Medicare Fraud plan were all plan rearranges how the cuts are made common set of premiums they are taxes. So i think the debate moved into who is paying rather than how much that would be useful. Guest i agree with josh, theyre not really talking about the real numbers and this demonstrates the politicians and they dont mix well. Said 50 trillion is the entire economy which is kind of laughable. Its wrong when you come to the numbers. You could generate a good number for yourself if you make the right assumptions. Most people in this country really dont know much about it. Medicare is not a good benefit, thats the big secret to people over 65. If you have a Serious Health care inn and you need the hospital its limited. Fees, copayments, this is complicated. This is why for close to 40 of medicare beneficiaries, signing up for private plans under medicare advantage, they work a heck of a lot better than traditional medicare. Caller good morning. I have some comments on two things that mr. Antos mentioned, one is that the government will not bargain with the Insurance Companies. They can if they want to, they are the government, and they did bargain with drug pricing. The dnc is beholden to big moneyed interests, corporations and individuals, so now they have no idea what to do as far as a Health Care Plan and they will be against anything that Bernie Sanders plans because they are taking money from those industries. Acc, thethink the Obamacare Program was a bureaucratic nightmare. People that do not qualify for medicaid could not afford to pay for insurance and still ended up uninsured and it was millions of people. Large, andthat are wellorganized, yes they can bargain for good medical care. But they have to make exchanges for that. They had to take cuts and pay, we belong to union we know what thats like, they will give you eyeglass coverage but we cannot give you a step increase. It shouldnt be that way. You should not have to do that. It would be a lot easier for unions to bargain for better Vacation Time and pay if they did not have to deal with medicare. Host josh lets start with you. Guest i have a more favorable view of the aca than the caller, parts of it were excessively bureaucratic, a lesson that i learned from the aca and a lot of democrats have learned is that it was a very straightforward Medicaid Expansion, medicaid is a single payer public plan and it was setting up a new complicated system of exchanges with private insurers. The Medicaid Expansion has worked better. Exchanges have worked, people forget how bad the individual market was before the aca. For me this excitement the shining success is the Medicaid Expansion. Springe out when the Court Decision said states do not have to adopt it, by the end of 2020 at think we will be up to 37 states, they are falling like dominoes. Its a good benefit, it provides a lot of useful things to the people in those states. It improves health, reduces medical debt by 1200 in Medicaid Expansion versus those that did not expand. Going forward, thats part of the enthusiasm for more fundamental singlepayer roles in health care. You look at what happened in the aca and the public expansion worked well, its politically popular, durable, the rest is a mixed bag, i think quite positive but i think next time that democrats take a stab at Health Reform they will rely on a straightforward big expansion singlepayer model. Host joe . Guest it shouldnt be confusing why states expanded medicaid after the supreme Court Decision. It was the money. Josh, all of the states will essentially sign up, but its not because of some belief in the greater good. But because theyre so much federal dollars there. State politicians are politicians as well. They are concerned about making sure that the hospitals who see people who might not have insurance are taken care of. This is one way to do it. On the federal dime, rather than on the state time. That makes sense. As far as my statement about government bargaining. What im trying to say is that the government sets prices. Crypticallyentioned the veterans and ministration health plan and their drug program, they are not bargaining. Toy have a Legal Authority set prices at certain levels. AlsoLegal Authority has been expanded to the medicaid program, and to some extent the Medicare Program is also glommed onto this. This is actually driven list prices for the rest of us up. A large part of the problem is through the regulatory actions of the government, the rest of us who are nodding Government Programs are paying a lot more for drugs. The Harvard University pole did , when he came to repealing and replacing the Affordable Care act, there was 37 support for appealing and replacing the Affordable Care of, 40 of democrats, 37 republicans said that they would approve. But theres another story coming out of the hill that says the Affordable Care acts favorability hit a record high in a new poll released on friday. Highlighting the shifting clinical view around the law. A Kaiser FamilyFoundation Poll found that 55 of the public viewed the health law favorably. The highest level since they began pulling the question about 10 years ago. 37 say they view it unfavorably. Obamacare was long viewed more favorably than favorably, especially during the troubled rollout of the healthcare. Gov website. But that change with President Trump selection with favorability rising amid the republican push to repeal the law in 2017. Obamacare, lets start with you the how will this play in election . How is it playing . Guest i dont understand why the candidates seem to want to dismantle obamacare one way or another. Certainly medicare for all would completely dismantle the program , medicare for some would do it more slowly but it would do it. Even joe bidens plan, which is pretty unclear, would make changes that would be disruptive for some people who get benefits out of the Affordable Care act. So its a little puzzling. But the reason i think that favorability has grown over 10 years is just human nature. Once it is part of the , youstructure, and it is see it has not appeared to affect you negatively, you say thats ok, because it did not affect me negatively. And for the people who got benefits, thats ok. But its basically familiarity breeding a certain amount of success in this country and everywhere else. The fact is, its part of the infrastructure no matter what republicans say or democrats say. Its not going anywhere. Insurance companies have invested a lot to make it work. They and the government are really not interested to making gigantic changes to disrupt that structure. Growing in popularity, its not a shock to me. Mostly because like i said earlier, i dont think americans concerns about health care have been foisted on them by politicians, they are organic. People want help with health care cost, they wanted that help when the aca debate began in 2009. It was a big step forward in helping people. Thats why its popular. And responded to an actual organic demand. I dont think it fully responded to it, a good step forward, it cut the rate of the uninsured by about half. Other half get the with fundamental Health Reform. And i think the missing ingredient in the aca was good on coverage expansion and Medicaid Expansion providing a lot of relief like joe mentioned , rural hospitals have been a huge beneficiaries of obamacare a huge beneficiary of obamacare. It is 75 higher, closing hospitals, and states that did not take medicare expansion. It provided a lot of relief but they are demanding more. One thing left off the table on the aca was the direct confrontation with the price setting power of big players in the health care sector, drugmakers, device makers, forprofit hospital changes chains. Thats the next step in fundamental Health Reform. Thats why the aca is more of a steppingstone to fundamental Health Reform, not something torn up and replaced. Biden and Michael Bloomberg sparred over the aca during the debate. Heres that conversation. [video clip] im a fan of obamacare. Mr. Vice president , i just checked the record, because you in own nine i testified and gave a speech inore the mayors conference washington, advocating it and trying to get all the mayors to sign on. At that time i wrote an article praising obamacare, it was either in the New York Post or the daily news. Let me finish, thank you. It, i did not of think it would go as far as we should. What trump has done to this is a disgrace to the first thing we have to do is get to the white house and bring back those things that were left and find ways to expand it, and public option, having rules about capping charges, all of those things to read we should not walk away and start something totally new, or untried. The mayor said, when we passed it, the signature piece of this administration is a disgrace. Those exact words. It was a disgrace. Look it up. And under this plan you dont have surprise billing and it brings down drug prices. And he gives people all the things we were just talking about, i suppose we dont have time to do it. I think the Affordable Care act has become more popular over time so i think its natural for people who may have criticized it in real time now want to get on the bandwagon. And in the poll you showed before, it was 40 acrosstheboard who was in favor of repeal and replace, not that different for democrats and republicans. My strong guess is that democrats saying that just want to do something even more fundamental than the aca, where republicans just want to scrap it and walk away. I think that shows the hunger for going even beyond what the aca did. I think we can forget how bad the world was before the aca. We had doubled the amount of uninsured people, we had people in the individual market who did not get insurance through a job. The individual market was the wild west, you could pay for a plan for years, get sick and they could just go nope. They called it rescissions on they could walk away and not pay. So the degree to which the aca made life better, now that its almost 10 years on, i think people take that as the always existing status quo, and its not. It makes things better. Orthopedic surgeon, he did not even want the supplemental because its connected with medicare when you are over 65. Im very happy with my insurance, it has not doubled in three years and its a very good insurance. Lucky, why cant they work out something where they keep obamacare, let them work with that, a raise my insurance and that kind of upset me but if it gives other People Insurance that they like, and i know a lot of people lost their doctors. So even the parts of medicare that are not a traditional benefit, theres a lot of ,egulations and rules in place and the people cannot afford the medigap plans theres Wraparound Coverage available to them for medicaid and other programs. But we should make existing medicare quite a bit better, especially if we will hold it up as a model that everybody could provide everyone. The task for the party is to go and talk to that 13 and say, look, this, the results you see right now, they are not guaranteed to continue. And in fact, if the democrats are putting up a socialist, the economy will go in the opposite direction. That is what it comes down to, making the case for those. I am not denying that the dynamic exists, i have seen it, but there is a case to be made in a path forward here to ensure that these results continue on. Guest good morning, thank you for having me. Host what are you expecting to see today out of the nevada caucuses . High turnout . Low turnout . And what is the weather, because i know sometimes that affects the turnout for the caucuses. Guest the turnout is that open question. For the first time this year, there were four days of early voting. They had about 75,000 people show up for that, about as many as in 2016. Nevada has been an early caucus state since 2008, so we only have two cycles to compare to. We just dont know if we will get a huge turnout today or if a little those people turned out earlier in the week to cast the vote. The nevada Democratic Party says that a lot of people who showed up earlier this week, they would think a majority of them were firsttime caucusgoers. So we are expecting thousands to show up today. Normally we have had sunny weather all week. Today, we have rain in las vegas, which we are hoping is not an omen. Hopefully people are not waiting in long lines to try to get to. Host some of these caucus sites today how does early voting work in our system . Guest it works pretty similar to the voting you do in a normal election. The way that it has worked in nevada, it is any system that am a kratz had to come up with over the last year, then they had to tweak it a bit after the iowa debacle. But voters show up at caucus sites, they are open at various hours, any caucus site at their county. They fill out a paper ballot. They choose at least three candidates. They can choose up to five them. G those votes will be added to the inperson votes which will be cast today, and when people stand in their corners to express confidence for each candidate. Host do we know how many voters show up to vote early versus how many are expected to show up today in person . Guest we had 75,000 show up early. We dont know how many will show up today. The nevada Democratic Party has made a point of not making any predictions, because we dont have a lot of history here to see how this might go. Conservatively, i would think maybe another 50,000. It depends on what the weather does, if people feel really engaged now. There is a lot of interest, but the higher early vote turnout was a sign that there is a lot year, so i in this would be surprised if we dont see a number close to 75,000 show up today. They have not committed to a time. The Democratic National committee i interviewed tom perez and repeatedly asked if they were going to have results today. That. Ld not commit to he said their biggest goal is to get it right, not getting fast. They are tempering expectations about when we might get the results. The caucuses start at noon. We are on pacific time, so it is a little earlier than when the Iowa Caucuses started. Gives them a little time to work on this. Harry reid, former nevada senator who is involved in the party, he thinks we will get them out today. But they are relying pretty heavily on paper. What we saw on iowa was people calling on hotlines, reporting. There are three sets of numbers this time. We have got about 2000 precincts here. Callsare about 2000 phone that will need to happen as people are working through, and that is after they work through a piece of paper and calculate. 5 00nservatively, maybe by might be optimistic, but we will see. Caller i will be there at 9 00 am a but i dont believe it opens until 10 00 a. M. P. M. Tually starts at 12 00 if you are in you voter, you can also register, so that takes quite a while. Guest that is what the parameters the Democratic Party has laid out today, the timeline. Yes. Host tell us a bit about what is at stake here. We know that the democrats called this the first caucus in the west. How many delegates, candidate come out of nevada with, and are these pledged or unpledged delegates . For our viewers we dont know what that means, explain that for us. Guest there will be 36 coming out. They will be charged through the first ballot at the Democratic National convention. In past years, we would have caucuses and delegates would come out of that, many had to go to a county convention and a state conventions. There were all these steps along the way. Today, these delegates will be patched through the first round of voting and it may be the only round of voting at the Democratic National convention. Usingmichelle, is nevada the same caucus software that iowa did . What are the differences we will be able to see between what happened in iowa and what nevada is doing today . Guest so, nevada was originally software. Se similar the same app developer that made the iowa app that was at the epicenter of a lot of the problems they had. Nevada had two apps, want to administer the early vote. People would have showed up in voted on an ipad. Then for caucus day, they had an app that was almost identical to the one iowa used. After iowa had so many problems, they dumped both of those and they have been scrambling to come up with a new plan. So today they are mostly going back to the oldschool way of doing it where they are working it out on paper and phoning it in, but they are using ipads as a calculating tool. They will have preloaded data from the early vote. So at a caucus, somebody running it caucus will be able be way to not only count the people in the room, but they will be able to look at how many people in their precinct voted early and who they voted for. They will be essentially virtually added to the people in the room. Say i have five people show up at my caucus today voting for joe biden, and five people voted early for him, joe biden has 10 votes today in that precinct. So these ipods will show them the early data and then they can add in who showed up in person, and then cultivate how many delegates they get. And it will transmit those results to the party. But the party says that is not the primary way they are collecting results, they are still asking everybody to a phone in on the hotline. It is serving as one of many backstops the party wants to check its data to make sure they are getting the same information from everybody. Host you wrote earlier this week that the democrats are not committing to releasing the unofficial results today. In fact, here is a bit from that story you wrote earlier this week. Tomocrats will not commit releasing the unofficial results of saturdays nevada caucuses on vote, as they emphasize accuracy overspeed in the aftermath of the chaos surrounding the Iowa Caucuses. Tom perez, chairman of the dnc, told the Associated Press that several factors, including early voting and potentially high turnout, could affect the tabulation and timing. Addition, nevada, like iowa, will be reporting three sets of data from the multistage caucus process. Arrest says he does not know when the results will be released. We have seen republicans in other states counseling caucuses or primaries as a show of support for the president and to avoid any primary. He was not expected to face any serious challenge here, but he did show up. Sturdy and hold a rally kind of to boost that she did show up yesterday and hold a rally to boost himself here in town. For the most part, the polls have been stuck in that position. Up until about early january, joe biden was leading and sanders was second. We started to see a shift after the results came out of iowa and hampshire. Joe biden had weak finishes their. Sanders is more well known than he was in 2016. He is more known. Nevada is not a state used to be be more politically engaged, it is used to be low in the calendar. You have people who are super tuned in like professional president ial bettors yet, but sanders is well known around town. He walks into tackle shops and people might not speak very well, but they know Bernie Sanders. The biggest thing you need in a caucus state is a team that can get people to turn out. Bernie sanders has the biggest team in nevada by far, 250 people. The next closest is Pete Buttigieg with about 100. He is reaching out, he is sending mailers out, he has as in spanish. Because the parties are running this, the Democratic Party requires you to be a democrat to participate, but you can show up ofdy and register an eclair the democrat and participate so if you are a republican voter or independent, you can become a democrat at the caucus site and participate. That is a question we have been too. Ng ourselves, former Vice President biden has a really good staff, he is well known. I would not count him out for second place. Got here late, started organizing in late august, but his crowds have been growing pretty exponentially since then. He has a big staff. He could be a contender. Elizabeth warren was one of the first to start organizing here in nevada. She has been reaching out in all corners of the state as early as january and february of last year. Some of those connections could have really carried her through, and she could surprise a lot of people. Host we saw a lot of the Democratic Candidates start dropping out after New Hampshire. Is nevada a make or break state for any of these people on the ballot . , from a reporter standpoint, we hope so, because it is getting hard to cover a crowded field when they are all over town. There are a couple of candidates in need of a bit of a fundraising boost. Elizabeth warren would be one of them, Pete Buttigieg. If they do well, it could help carry them through. Biden,Vice President joe he started lowering expectations in iowa and New Hampshire about how he would finish there and he did poorly. Well. Ds to do if he does not get second or above, i think people will start raising questions about his liability going forward, because he has been counting on support questions about his viability going forward. He has been counting on voters of color. Unions are the first strength the voters offer for candidates to test themselves on. Host the former new york city mayor, Michael Bloomberg, is not on the ballot and is not included in the nevada , but how do people in nevada feel about him . Guest they have not been talking about him much. He has not been here. He hasnt campaigned here. He did not even register in time to get on the ballot. That is why they cannot put for him. He has said he is skipping all the early states. So the way the ballot works here, you cant write anybody in. Himle are not talking about too much, but so far, we have seen democrats out at these events with the Democratic Candidates. We have not seen many independents. Host michelle, what are the issues that nevada voters are talking about as the caucuses come close, is it health care, national security, immigration . What is the topic nevada voters are talking about . Guest health care, just like everywhere else. We have seen that that is the top issue we hear people talking about. We have the same divide laying out you see in the Democratic Party, where there are voters who like the medicare for all plan, the idea of a governmentrun system. There are people who like the idea of a public option, where people can choose to get into the government system but they dont have to. Guns and gun control is an issue popular with democrats, especially in the wake of the mass shooting here in 2017, on the las vegas strip, the deadliest mass shooting in modern u. S. History. The economy is a big issue. Nevada and las vegas in particular, where most of the population is, was a boom and bust town and it was hit very hard in a recession. So there is concern about taxes and how people will steer the economy when they get in. Foreign policy, immigration is a huge issue. Some of these issues, there isnt as much daylight between the Democratic Candidates. On immigration, there are some slight differences. But they mostly all want comprehensive immigration reform, a path to citizenship for the Daca Recipients and some of their family members. I will just caution that most people from las vegas, it is hard to find las vegas natives. There is a lot of midwesterners living here. I think the Biggest Issue is she did not start campaigning here until recently. She came a couple of times last year for some forums but she did not go out meeting people, did not Start Building a Campaign Team until january. She is kind of late to the game and it is a crowded field. Last week on thursday night in las vegas, downtown, she got a pretty decent crowd to turn out for an event. I think if she had more time, she would be building on it. But she has been very late. Didnt start dropping on tv until very recently. It would be quite an upset if she was able to get maybe above third here. Michelle, there has been a lot of talk about the Culinary Unions nonendorsement and their power in that state. How does their nonendorsement affect the caucuses today . Guest it is mostly a big blow to joe biden, who has long ties to this union and really kind of needed a boost and a shot in the arm heading into the caucuses. The unions have been heavily courted for months. You have seen candidates releasing videos on the picket line with them, doing town halls. Their big issue is health care, like a lot of voters, but they have Health Care Plans but our top issue for these culinary members. They have really Great Health Care and they pay very little for it. And the medicare for all health plan, they have made it pretty clear that they dont want to give it up under those plans. They announced last week that they are not endorsing, but they are not staying neutral either, they have been exhibiting leaflets to workers in the famous casinos a las vegas putting out leaflets in, the dining rooms comparing the candidates on health care, and making it clear that they feel that Bernie Sanders and Elizabeth Warren would not be good for their health care.
