Cspan. Org, or listen with the free cspan radio app. 2020 democratic president ial candidate Amy Klobuchar held a town hall with iowa caucusgoers. She discussed her plans to address Climate Change, student debt, and the impeachment trial. This is an hour and 10 minutes. Sen. Klobuchar thank you for that beautiful introduction and your great leadership. Thank you. Thank you very much. Todd,i want to thank beautiful job. Thank you for your work and all you do for working people. Molly has been with me since the st. Patricks day parade. Where are you . There she is. I also know rob is here. Thank you. Rob was way ahead of his time on Climate Change and you should be proud of the work he has done. Also, where are you . Over here. Thank you. It is great to have her on my site nationally. Thats on my side nationally. Are you . Here numeral the iowa city council. Member of the iowa city council. I also want to mention our organizers, rachel, claire. Thank you for what you are doing. Middle of what someone called a surge, and we keep going up. A friend of mine sent a text and it had an auto correct my mistakes, it said, congratulations on your insurgency. I am happy to take those words. That is fine by me. I think that is what you are seeing all over this country. We had our first double digit National Poll yesterday. [applause] sen. Klobuchar we are well aware some of the other candidates are more wellknown than me, they are people that ran for president before. What i love about the early states, nevada where i am going in next not because of the snow. It was planned. Iowa and South Carolina and New Hampshire, the citizens of these states understand that they have this special obligation to make a decision. I think you all know the candidate that was the front runner from the beginning is one that came out of the Group Getting out of iowa and not only does not always the one that became the president. I give you a great example of people who have come out of this state strong and going on to become president , jimmy carter, bill clinton, and barack obama. [applause] we are happyr about this. Ever since that last debate, we brought in over 1 million in small contributions in 24 hours. They are from regular people. We have been able to double our field offices in iowa, we doubled our staff in New Hampshire and other states. That is what we are doing. We are doing it the real way and the grassroots way. There is a reason my buttons are green. Colors of paul wellstone. Green is the color of one of my mentors, paul wellstone, i will tell you one thing, his best friend was tom harkins in the u. S. Senate. Someone who started his campaign where no one expected him to win and he drove around in his boss and drove around in snow, like what we are doing, one of the funny things he would do in his ads he had so much less money that his multimillionaire opponents, he would talk fast and say that is what i have to do, i only have 30 seconds and i have to say three times as much. He wouldve run fast and all the parades, back and forth. In the last year of his life early inied tragically his 30 senate race, he was going to win at that race and he had taken a courageous abode against the iraq war. Which was my position as well. That was not a good thing to do. He took that courageous vote and he was still going to win that election. He also that year had to tell the state he had ms and could not run back and forth, he was in pain. He took that courageousthat yeao young with his wife in this plane crash and trusted members of their staff, that was the year where he would stand on the back of his boss because he could not run back and forth in the parades anymore. I hadto be there because no opponent in my reelection it sounds really nice to have no opponent. I got toopponent, so be there with him and i got to see what the magic was. He would stand at the back of the bus and wave. There were so many people in these green shirts running around that bus that you did not notice he was running himself. Hundreds of people running around that bus. That is grassroots politics. That is politics at its best, you bring people with zero instead of shoving them out. That is a good way to begin our discussion. We have this opportunity like we have never seen in this country. We have the opportunity to make clear to the world, to our fellow citizens, we have the opportunity to make clear that our country has a bigger heart than that guy in the white house right now. We are bigger than that. What unites us is bigger than what divides us. You know there are where the economic arguments we are having on the activate stage. And we are having them vigorously. That is good to have. It is good for our party to debate things. We have debates about health care and the best way to cover people, the best way to afford college, what we do about Climate Change, the existential crisis of our time . We are having those debates. Twoi do not to forget things. What unites us is bigger than what we divides us. The second thing is, there is an economic check going on right hason this president , who left our farmers and workers behind. Ask the guy in crawfordsville who took out a coat rack to show me. The coat rack, he was the last guy standing in the plant, his job is to maintain equipment. Because of the trade war but mostly because of those waivers that donald trump gave to the oil companies, this guy brings out a coat rack and it has the uniforms of his coworkers that are not working there anymore. Arer names are mark, they embroidered on there, derek, salvador. He says, i keep this coat rack and every uniform was ironed. I remember my coworkers. So i remember they can come back. It is an economic check on this guy. It is bigger than that. It is also a decency check. It is also a decency check. It is a value check. It is a patriotism check. This is a guy that was at the g20 conference, and he is standing next to vladimir putin, and a Reporter Asks him, what about russias invasion in our election, and he turns to vladimir putin, that ruthless dictator, and makes a joke about it. He makes a joke. Hundreds of thousands of americans, irelands thousands of ioans thousands lives. Ns lost their think about those four little girls who at the height of the Civil Rights Movement lost their lives in that church in alabama. Simply because they were trying to extend our democracy and other people tried to push back so it would not apply to them. So many of the great moments in the bad moments in our country and been about democracy, we must and we deserve a president who puts our country and democracy first. Not puts his private interest a value check, and we have to understand that there are people out there you know what happened 2016. Parts of our fired up Democratic Base stayed home. We cannot let that happen again. Some people voted for other people. We have people that are independent and moderate republicans across the country that stayed home, voted for other people, or voted for donald trump. 31 of iowas counties voted for barack obama 31 of your counties and then voted for donald trump. This is what im talking about. The rancher in minnesota this was my first glimmer of this. He took me on a tour of his cattle ranch on an atv and we , and i thought this is not how i want to die, and finally everyone leaves and the cattle ranchers leave, and im alone with him in his ranch house, and he says to me, you know, we voted for donald trump. I said what do you mean, ranchers, my family . He says i mean i. We voted for donald trump because we were mad about health care. , a wild later, he stood in front of that wall and that was wrong. I set the wall wasnt really built. He said, no, i mean the cia wall. The wall of the stars of the anonymous agents. Thats a sacred wall. Donald trump went there and the day after the inauguration gave an incredibly partisan speech about the size of his crowd, and he did that in front of a wall of cia agents who were anonymous who lost their lives in the line of duty for their country and this guy says, that was wrong. And then he says the boy scout rally. He said i was a boy scout and he said donald trump gave a political speech in front of a group of young men. He did that. And i can tell you first of all, my husband was a boy scout. Oh, i forgot to introduce him. He is standing right there. Right there. Yes. [applause] senator klobuchar he was a boy scout from minnesota. There were six brothers and five of the six became eagle scouts. I dont like to say which one didnt make it because i dont want to embarrass my husband, and he was actually on the debate team thats why but anyway, this guy, he says he was a boy scout and when he sought from give that speech to the boy scouts at the jamboree, he said that was it when he saw trump give that speech to the boy scouts at the jamboree, he said that was it. Notaid he decided it was patriotic, that he did the wrong thing when he went into the voting booth. Then in New Hampshire, there was in a more rural part of New Hampshire and there was a line of people and they all had these happy stickers, im a Supreme Court voter, im a Climate Change voter, i may reproductive rights voter, and theres this guy wearing a brown jacket who has no sticker, and i said you dont have a sticker, and he leans forward and says, thats because i was a trump voter. These are my neighbors, and they dont know, so dont say anything right now in front of them, and he says, but you know what . I am not doing it again. That is what im talking about. I do not us to forget this. If you think these are just stories im telling, i think you know people like this. There may be a few people like this in this room. Look at what just happened in louisiana where we reelected a democratic governor. Look at what happened in kentucky where Mitch Mcconnell now has a democratic governor. Look at what happened in the state of virginia with this incredibly Diverse Group of candidates we want to put in the state house and senate. In louisiana and kentucky, you know what they have in common . The night before those democratic governors got elected, guess who went down there and campaign for their opponents . Donald trump. My question is where can we send him next . That happened. When you look at those days, that was a big coalition. That was a fired up base but also moderates and independents. By the way, if we can win in the state of kentucky and louisiana and when doug jones won in tell me we cannot win a u. S. Senate seat in the state of iowa you can win that senate seat. We can win that seat. I mean, look at what you did. You sent abby and cindy to the u. S. Congress in the last election. You elected dave and soon to be very closees, came to sending steve king away from washington, and this time, you will do it and elect jd. You can do that, but only only if we understand that we have to bring people with us instead of shutting them out. Only if we put someone at the top of the ticket who gets that we need a long ticket and long coat tails and guess that we need to be not just where it is comfortable but where it is comfortable and, yes, i just visited all 99 counties in the state of iowa. I was at a planetarium that they opened especially for me in cherokee at 11 00 at night. It was actually quite. We went everywhere, and we had some trump people with their maga hats, and that was funny, and they say how are you going to pay Something Like childcare, and i wait 10 minutes, and i say you know how them going to pay for things i went through every single thing. We are going to take the Corporate Tax rate that donald to 21 ook and went down and even if we take for points of that, we get 400 billion for somestructure, we can put into childcare, and i went through the hedge fund loophole. That brings in 18 billion. The oil giveaway brings in 30 billion, and i and by saying . Hat has your president done a has treated you like bunch of poker chips in one of his bankrupt casinos. I want people to remember that as much as people will be different, weve got to answer their questions and make our case. As much as it is an economic case, it is also a value case, a patriotism case, a decency case, and if you want to have an iowa example of it, it is right here in your state. Birthplace of one joseph welch, way before i was born, he was the kid of immigrants, and he grew up without a lot of money, and he rose to become the head lawyer, the council for the United States army, and he had his calling, and that was during the mccarthy hearing. When Joseph Mccarthy of wisconsin was going after people for their political beliefs, after people that did not even have the political beliefs he said they had. He was getting people blacklisted so they could not work and, then he would hold many hearings, and so people were afraid of taking him on. They were afraid of taking him on because they thought they would lose their jobs or their friends would lose their jobs or their family would lose their jobs, but there was one guy that stood up to him, and that was the counsel of the United States name was joseph welch, and he stood up and he said on national tv to joseph have you no sense of decency, sir . Have you no sense of decency . That is the state of this election. It is a decency check. In going to be a juror next week in this. Theres a lot of updates to give you on many things that are happening, but to give you an update, we are still wrangling, for good reason, over how that trial is going to go. Donald trump claims he will be exonerated. Then why is he afraid to call all the president s men to come testify . We are looking for for witnesses, his acting chief of staff sources under oath said ordered the aid be held to this fledgling democracy of ukraine, who he had called the president and called to ask a favor to look for dirt on a political opponent. We want to hear from mr. Bolton, who had a lot of information. People testified he told his own staff to go see a lawyer after they met with the president , and two people named lehr and duffy. We just found out this weekend that mr. Duffy had sent an email that came out on a freedom of thatmation request actually said the president of the United States has said to hold this aid under his orders. Smoking guns, but we have not been able to question that witness. That is what has been going on as we try to get a fair hearing so the American Public can have their due and listen to what these witnesses say. That is what is happening now. A juror there will be 100 jurors but you will be a juror to decide which candidate should be leading our ticket and who can best beat donald trump. That is an important [applause] that is aobuchar very Important Role that you play. I may not be able to be here every day. Thats one of the reasons im here now, why i did 27 counties in three days ended seven town halls in New Hampshire, including new years eve at 5 00 p. M. We got to say to them as i will say to you to fill out those caucus cards. I say to them in New Hampshire, you can fill out commit to vote cards. Anyway, we did that. We have gone everywhere because i know that i may not be able to be here as much, but john will be here. My daughter will be here. These incredible surrogates look at them in the front row will be here for me. Senator klobuchar while we are doing that, i am going to need you to do your job, talking to your neighbors and friends about the candidates. Not all of us have 1 billion we are going to be able to spend on political capital, and its true ok, this isnt working. [laughter] klobuchar ok, very good. [applause] senator klobuchar ok, so, so anyway, that is what i need you to do. We are not all in the same boat in this race, but our campaign is the real campaign. Our campaign is doing this the right way. When you talk to your friends, these are a few things i want you to talk about. I have than to these states we lost in 2016, states like pennsylvania where we lost, which was a shock to everyone. We came roaring back by winning the governorship and that senate seat in pennsylvania. Michigan i have talked to dockworkers. Wisconsin, i have talked to Dairy Farmers there. Ohio, iowa when you think of these states, our plan is this we are going to build a big, blue, beautiful wall around the midwest, and we are going to make donald trump pay for it, ok . [cheers and applause] and when youchar talk to your friends and neighbors and maybe people who are not sure what they are going to do in this thing, youve got to remind them of this a lot of times we talk about donald trump as a bully. He is that, but i also what you to remember he has not kept his problems to people. He said he would bring pharmaceutical cost down. He has not done that. He said he would deliver bigtime on infrastructure. You have seen levees bursting in iowa. You have not seen the work we need to see on our roads and dams, our what . Oh, shes taking a call. Its friday afternoon. On our rural broadband, we have not seen the kind of work that we need to be done. It has not happened. Tell them that, but remember, for them, he has not fulfilled his promises, and instead of a bully, think about it a different way. When regular people get confronted with things, when your Union Workers get confronted with things, what do they do . They have got to take another job. Or their spouse has to take another job. They got to find a way to make ends meet. What does this guy do who lives in the best house in the country, who has the best job, who came in there with four hundred 13 million from his dad during the course of his career i cannot wait to say to him on the debate stage first of all, midwest is not flyover country to me. I live here. Secondly, you got 413 million from your dad. My life started when my grandpa saved money in a coffee can in the basement to send my dad to a twoyear community college. My grandpa worked that job he was the oldest of nine kids. He had to help raise them when his parents died and he had to help raise with my grandma his two boys. He saved money in a coffee can. That was my family trust. You do not fit 413 million in a coffee can. When you are given opportunity from a teacher, from someone you work with, a parent, a grandparent, a neighbor, you go into the world not with a sense of entitlement, you go into the world with a sense of obligation an obligation to lift others up, not hoard it for yourself. An obligation to help other people, not slam them down. When i talk to people, these workers out there that are working hard, what i hear from them as they think we have to work really hard when things go wrong for us. When things go wrong for him, much of a self imposed because of his trade war and other things, what does he do . He blames other people. He whines about it. One of my favorites he blames the head of the federal reserve. You appointed that guy. He blames him. He blames barack obama. Thats another one of my favorites. He blames the entire city of baltimore. He does that all the time. He blames the entire country of denmark. Who does that . That is what he does. When he is at a nato conference and World Leaders are caught on tape making fun of him that happens all the time. I will say in the u. S. Senate i seen senators say worse things about other senators all the time. It was not that bad. Skin that hen walks. They are doing important things at that conference. He is our commanderinchief and he walks. America doesnt quit. We deserve better. I see janice and she knows what im talking about. Our hardworking employees at the state department that is what she did. Our hardworking employees at the state department need better than a whiner. They need better than a quitter, and so does our military. They deserve better than that. By the way, the other news of this week, as you know, is what happened yesterday. This is a major event. Soleimani, who by the way, ordered attacks on people in many places, but like many of you, i have so many concerns because these repercussions are huge. You already have troops being sent over there. Before this happened, as janice knows, they were bringing home people from the state department, hollowing out our presence interact in iraq. They already have told americans they have to leave there. It is a completely chaotic situation, which is the way you know donald trump does business. It is not thought out. The final thing when you are thinking things out and doing things that are smart for peace and putting your Country First and putting the lives of people around the world first, wouldnt you talk to the leaders of the United States congress . That is what youre supposed to do. You know what he did instead . He did not talk to them. Its called the gang of eight. The leaders, the senate and house and the democrat and republican side. He did not talk to them. He did not seek their counsel and advice. You know what he did . He talked to Lindsey Graham because they were on a golf trip together. Thats what he did. Of course, our first concern is for our personnel that is over there. Americans that are over there. Aid workers that are over there. People over there from our own military. Our second, and i just found out we will have a briefing. So that we can bring our own views to bear on the situation. The other thing we know is that this is part of a pattern. He is someone that makes these decisions sometimes in his bathroom at 4 00 in the morning, in his bathroom doing tweets. He is the one who invited the taliban to camp david when there have been an agreement we had long sought after and afghanistan who did not happen. He is someone who precipitously removed 150 troops from the border with syria allowing the turks to come in, something he knew what happened all of leaving thedicted, kurds to slaughter, and of course, giving iran a bigger stronghold once again in syria. These are major decisions affecting people every day, and we need a commanderinchief who is going to make good decisions based on good advice from the military, good advice from people that surround her that are not all a bunch of sycophants, which is what he has. Someone who has grace under pressure if you saw me in the kavanaugh hearing. [applause] senator klobuchar or on the debate stage, who has been able to be tough enough to make these decisions but make decisions with the facts and make decisions from her heart. That is one of the main things but it to think about, is also about more than that. It is a positive economic agenda for this country, something that has really eluded him, and im talking about shared prosperity. Im talking about things like health care. Think of what he has done since he has gone in. He sabotaged the Affordable Care act. When you come to a river we got a lot of lakes and rivers in minnesota you know, land of 10,000 lakes i have always thought if you want to cross over the water, you build a bridge. You dont load one up. Our first practical thing to keep in mind is that the Affordable Care act is now 10 points more popular than the president of the United States, so we should be building on this. We should be building on this instead of blowing it up. What that means to me is first of all making premiums less expensive with a nonprofit public option. That is what barack obama wanted to do from the very beginning. Number two, doing something. Bout pharma prices pharmaceutical prices are out of control, and i have let on this since i got to the u. S. Senate, and i know we can get this done because i know where the votes are. The klobucharsanders amendment we put forward at about midnight, 14 republican votes to drugsin less expensive from canada. Im not sure they knew what they were voting on at midnight, but we got 14 republican votes. Then senator grassley went on to sponsor with me after we lost my friend senator mccain, senator grassley stepped in his shoes and is the lead republican with me on the bill to bring a less expensive drugs from other countries, and the best thing that i learned is you dont need congress to get this done. A president can do this herself. You simply ask for a waiver and you can bring in those less expensive drugs. This is one of the things you can do, and i have found 137 things a president can do herself in the first 100 days without congress, and they are all legal, they are all legal, and that is how you build trust with the people because you are actually getting things done. I lead the bill to unleash the power of 43 million seniors to get better prices under medicare. Right now pharma put a law into provision that says you cannot negotiate. That is in law. Negotiate, the v. A. Can negotiate, but medicare cannot negotiate. Cap by tying the international average on the price of pharmaceuticals. We can put icap on pharmaceuticals. That is a bill right now in the house. 350 billion in 10 years. These are actual proposals. Nothing has happened. That is how you build on obamacare. What else do you do . Addiction and Mental Health. I was the first candidate to come up with a plan to pay for Mental Health care. My dad struggled with alcoholism. By the time i got married, he had three dwis. A judge told him youve got to choose, jail or treatment. He told him treatment. In his words, he said he was pursued by grace. With his family and his treatment and his friends, he has been sober ever since. Everyone should have that same right, and that means using this money that will be coming in big time from those opioid manufacturers who we now know by email said things like to the other pharma executives, keep pumping them out. They are eating them like doritos. Talk about a smoking gun piece of evidence. We have that. Theres going to be a huge settlement, kind of like tobacco. If you have a president who understands the law and how to get these things done, worked in the private sector for 14 years, we can get a settlement that works, a settlement that will go out to the people that need it, that can also include, by the way, other forms of addiction and things like Mental Health. The end of my dads story is a good one. He is 91. He is still sober. We just visited him in assisted living. Group visits him there. He told me, anyway, its hard to get a drink around here anyway. Everyone should have that story. You only have 64 public Mental Health beds in the state of iowa. Only 64. If we do this in a big way, we will be able to get that money for that, for School Counselors. I was in buffalo, and a School Counselor just got off work and she told me in that high school with 450 kids, she had four kids come up to her and talk about thoughts of suicide. Kids withall for parents who are immigrants. I believe, by the way, immigrants do not diminish america, they are america, and we should move on comprehensive reform, but it is also about making sure we get those resources out for counseling, canMental Health parity, we do this, but not with the guy in the white house. Big elephant in the room longterm care. Instead of relitigating theater in our own party or with the donald trump the Affordable Care act, what we should be doing is talking about longterm care. Longterm care we are going to have a doubling of our senior population in the next few decades. I used to call it the silver tsunami, and aarp told me that was too negative, so now i call it the silver surge. We are talking about people, many of whom by the way are seniors who want to work and volunteer. We should make that easier. We need their help. We have people who have alzheimers. We are going to have by 2050 14 million americans having the most expensive disease there is. We should do more to shore up Social Security and make our pension strong. Social security by the way, all you have to do, this is the really elegant solution. At payroll tax ends 133,000. That is where we stop paying in. You could maybe move it up to 250,000. You have donate it all if you want. 250,000ou start at and above, again, you have enough money to keep it going into perpetuity. Right now by 2034, its going to start think up to ten to 15 percent less. We they settle with ethics in the public wouldbe overwhelming the quote. That means things like longterm Care Insurance, in my dad news case for some reason, he got longterm Care Insurance. It is so good. That is what is helping him to stay in this house with 15 other people. He has about a year and half left on it. Then you go into a savings and he doesnt have much you got married for three years. Whole other story. He got married three times. Not for three years but he got married three times. And so he doesnt have much savings. But what he has got is the longterm Care Insurance. Then looking into medicaid. Im very talk to catholic charities. They will take him and then. Because medicaid, they dont take medicaid where he is now. Our story is actually better than a lot of family stories. They dont have a longterm Care Insurance. So i want to make it easier and this is not just about seniors. There are a lot of people out there who know what it is like. They are taking care of their own kids and also helping their aging parents. So this is also about really everyone. In making sure it is easier do you get longterm Care Insurance if you want to do that. Wheres year to pay for longterm care. Lets make it easier for people to stay in their homes if they want to. Lets do more with Senior Housing and housing in general. Also, let us do something about longterm care. Boston,is from a guy in he told me a lot of wealthy people, they leave trust funds to their kids. He said just to be even take the ones that are more than 500,000, and you start taxing not to trust fund itself let the appreciation. That means again and they make each year, if you text that, just that, lets do it at the Capital Gains rate which i want to make the personal rate. He began on taxing those longterm gains, over 100 billion. Billion with a b. Imagine how much that would help people either afford longterm care once they are in there, or premiums. Those are the kind of Creative Solutions i am talking about here. Ok, other challenges. I mentioned immigration reform. We can do this with a comprehensive immigration reform. Workforce training. I think we have to match our Education System with our economy. That means number one, firing betsy devos. [cheers and applause] senator klobuchar that means number two, investing in k12. In a big way. We can do this. That is where the Capital Gains rate, you pay for it that way. Number three, that means making sure we look at what are the Fastest Growing jobs in america. We are going to have over 1 million openings that we cant fill right now for Home Healthcare workers. So lets make sure the people of have childcare and things like that so they can actually take those jobs. We will have over a hundred thousand openings for nursing assistants. We are going to have over 79,000 openings for electricians. We dont know how will going to fill them by now. We do not have a shortage of mbas in this country. We have a shortage of plumbers. Thats right. Someone probably trying to hire a plumber. The idea is making sure that those degrees for the jobs we need, especially the one into your degrees, are free for the four year degree, you double the pell grant because that can be a sent in a public or private college. And you go from 6000 to 12000 a year and have applied to people who make up 200,000 instead of just 50,000. That way, you are putting the money to help the people that need to help. And are not using the money to help wealthy kids go to college. I just think that makes sense. I know it does not fit on a bumper sticker. Im working that out. But it is the best policy way do you get this. Climate change. [applause] klobuchar leaving the most important thing for last because we have to start making not just the moral argument but the economic argument for doing this now. This is not something we can waste a century to get at. You know why . It is not just rising sea levels we are seeing on the coast, what is happening in florida, norfolk, virginia. Its not even the horrible wildfires we saw in california. It is also what is happening in either wood. We are seeing in the nation a 50 increase in homeowners insurance. That is going to get worse. Ask any of your Insurance Agents what is happening with Climate Change. We are seeing flooding like weve never seen before. Farmers are having trouble planting or harvesting. It is affecting the economy right here. We have levees that are bursting in eastern and western iowa. It is the binoculars of a friend of mine named fran who near the nebraska border pacific junction, she showed me through those binoculars her house. She said thats my house, bought it with my husband, live there with my fouryearold. I wanted to retire in that house, but now the first floor is covered in water. The kitchen is covered and i love the kitchen. It is my favorite room. She said the house, it is so sturdy. It has been there through nearly 100 years. I said is this the river that is raging water . Because you bought your house on a river . She said no, no, thats the road. The river is two and a half miles away. She said the water has not even come close to this neighborhood before. That is Climate Change. I can tell you, we can do this and do it the right way. We have to make sure to get the votes to do it, that the money we bring in that we have to do to create the incentives to get things done, that that goes back to the people, two people included in this room. There will be changes with heating bills and things like that. You why you set those standards on carbon. That is the way you are going to get technology and the investment to make this happen. Nd reduce co2 if you dont believe me, you are iowa. You gave the world norman warlock. He saw our problem and developed s totechnology and the idea feed one billion people in the world. Look at wind in your state, wind manufacturing. Look at what farmers do if its planting winter crops or the like to be part of this. This is going to be an all out effort and in addition to those big longterm things, we can do those right away. I mentioned the international Climate Change agreement. Are the only country that is not in it. On day one we will get in it. On day 2 on day two, we will bring back the clean power rules that the Obama Administration had worked out over years, that everyone expected to have happened, and on day three, we will bring back the gas mileage standards that all the Car Companies had signed on to, and then trump came in and said no, you dont have to. Ford still tried to do that. They wanted to do the gas mileage standards and then he threatened them with antitrust violations. That is what we are talking about when we talk about Climate Change. All of those things are in front of us, but none of these things can we do unless we win big, so that is my closing argument. We have to win big. Iu heard lees talk about how have won and all these districts. I have won every single time in that red district that borders iowa, not just buy a little bit by a lot. In northern minnesota where the steelworkers are and i have won Michelle Bachmanns district every single time, and i have not done it by selling out. I have simply done it by looking people in the eye and telling them the truth, by telling them if youre tired of this noise and nonsense and you want to get things done, you have a home with me. That is what this is about. I just want to thank you for turning out in such a big way. We are just, like, what . 30 days away . People always say you are in my top three, talk to, just go for it. It is a new year. My favorite story came right out when i met with your former mayor and she said to me after a long breakfast, i am 78 with you, good news. I go ok, that is good news, i guess, but then she came around and she is now 100 with me. You can do that, too. That is what we want you to do, but mostly, thank you for being the guardians of our democracy. I will end with this story and then take some questions. I was remembering when our daughter was only for and she was playing an angel, and we were sitting in the pews and she would not go out. I asked why, and she said, because i want to be the donkey. I said no, no, no, timmy and joey are the donkey, and she said well, i want to be mary, and i said no, mary is 14. I said i dont understand, you have the coolest part in this whole thing. You are the angel. You get to go out at the end and spread your wings. She finally said mom, i dont know how to tell them, i dont know how to fly. I said to her that day, you know what, honey . Not all angels fly. You are truly the angels of our democracy. You are helping people that never met you and maybe never will and youre giving them the wings to fly. Liberating than fighting for a cause larger than yourself. Guardians of our very democracy. Someone someway, attached those wings to you, so i want you to sign on with us, but mostly i want you to keep involved, and i want us to win this election. Thank you, everybody. I want to put this here. Thank you. All right. [applause] ok, here weuchar go. Weve got some questions. Good. Is looks very this is from justine. Justine . You go, feels like a song. Islly two questions what your plan to lower the cost of childcare . Importantreally thing. It is important for families including ones in this room, but it is also important for our countrys economy. Like iowa, minnesota, like so many states, we want people to work if they want to work, and for a lot of people, it is really hard to do, and its hard to do because maybe they have a sick parent or someone with disabilities and their family, and thats why we want to be able to have that work family leave, but its also hard to do because they cannot afford childcare, or in some areas of iowa, there actually is not childcare. They are called childcare deserts. There is a really good solution on the table, something my friend patty murray has worked on. Thatis this the idea you take if you make up to, say, 150 above the median Family Income that will include a lot of people, right . If you are there with your income, then you should be able to if you spend more than 7 of your money on childcare, you should be able to get some help over the 7 . What this will do, when they studied this and showed how it will help, and some people will get more help when they have less money, we know that, before a group of people in the middle, it is really hard for them to pay for childcare. The idea is once you do that, it will help people afford childcare, but more than that, it will help create childcare because people will know they will have a steadier flow of kids coming in, people will know how they can budget for childcare, and you have Creative Things to do to make for childcare with grants and how we are going to patch things together. I have seen incredible examples in high school where the city is in my ownthis state, businesses came together, and the High School Kids actually volunteered during the day. They can work there after school. They are not the only ones working there dont worry so there is an example. Or Small Businesses can pool employees and resources and use one Small Business to have the childcare center, but we just have to do better. And we can do this. The president talking a big game on that. Idea woulds there have taken from Social Security. That was how they were going to do this. They were going to have people borrow against their own Social Security. We can do better than this. I have the exact plan for how we can do this. Number two, the question was on lgbtq families. That is a very good question. We dont always get it at every event, so thank you. For me, this starts with making sure what we have done iowa set a great example. That is that you are one of the first states in the country that allowed for samesex marriage. That was an amazing thing. I remember when we have the big fight in minnesota. People would always say, well, iowa has it. We were able to do some stateible activism in our to defeat a very meanspirited amendment that was on the ballot in minnesota. Other things the one big pending issue right now for family and lgbtq is the equality act, and this simple idea right now in this country, you can get legally married in one state if you are gay and the next day, you can be fired from your job for being gay because not every state has protections like my state has when it comes to working and for the Trans Community and the like. This is really important. It is a bill pending in congress. In my first 100 days, you can do this without congress, i will lift the ban on our patriotic trans members of society serving in our military. That was wrong. We can stop the stigma and all of the things in the bullying and go into this in a much bigger way. Betsy devos has done all kinds of bad things in this area that we can change simply by firing her. And of course, enforcement of our hate crimes laws. We know this is not only our Lgbtq Community that has had experiences with this. It is also africanamericans. It is also our jewish community, our muslim community. The rhetoric and the hate has bled into more hate crimes. Look at what just happened in the rabbis house in new york and the stabbing during a hanukkah celebration, the mosque in minnesota. I have been involved in this from way back in my first elected office as county attorney. I actually made a priority out of hate crime prosecution. We went after a guy who actually took a two by four and hit a guy over the head for speaking spanish. The foreman did that on that plant. We prosecuted him. We prosecuted another guy who said he was going to go out and kill a black kid on Martin Luther king day. He shot him thankfully did not kill him and we prosecuted him. Because of all this, when bill clinton actually rolled out the Matthew Shepard hate crimes bill remember that . To cover lgbtq that horrible story of that young man bound and passersby thought he was a fence post. A when bill clinton rolled that bill out, i got to meet with Matthew Shepards family. I got to meet with investigators on the case. The last minute this is a tangential story but an interesting 1 they invited me to introduce president clinton at the white house. I actually had never even been in the white house, not even on a tour before, and there i was with very little notice, ready to go, standing outside the door with bill clinton on one side and janet reno and eric holder, her deputy, on the other. They are all really tall, and i had my notes and im ready to go into this whole room full of people and media, and the military band was there and they wanted to have a very formal occasion. True story,a very bill clinton remembers it, and they Start Playing hail to the i go through my notes and i step forward and i feel this hand on my shoulder and a voice says, i know youre going to do great out there, but when they Start Playing that, usually i go first. That is a true story. First visit to the white house, but it will not be my last. Grant . Where are you, ok, he asks how i will balance the recovery of our International Standing with repair of the domestic damage inflicted by trump. Just a softball. Thank you for that. I think first of all that we have to do two things at once. Im a mom. I can do that. You are going to see this at my best in the next month. I think what you have to do is set up these clear goals for your friends and enemies, and that means the plans i put forward, ive gotten a lot of people very interested in that plan, including some of my fellow candidates that are running have talked to me about it. They think it is a good idea, so we have that. Secondly, there are so many things you can do on your own and that you can do with congress. You really lay out those things, the priority of getting Climate Change legislation done, immigration reform, and a number of these economic priorities we talked about today and in those first 100 days, ive committed to visit with our major allies to the north and the south. I think we should also go, and i will visit with our european allies. Think there are strong connections president obama made in africa that we must continue because there is a big market out there for us for trading our goods that is developing in africa. In india, the work that we can do when it comes to asia, and china, of course, is a bad actor. They have been stealing our intellectual property. They have been subsidizing industry, but the best way you get at this is not by you have this old saying in Foreign Policy keep your threats and keep your promises, and this president does neither. They have been watching that, so it will be very important to have clear intentions with our with our main trading partners here, which is, and mexico. Anada we are stronger as a trading block, but you are right, it is important we come out of this as a beacon of democracy. Theres a lot of people just waiting through these four years of donald trump around the world that may want to do business with us, that have issues want to work with us on, but he has basically shut them out. Bestumnist once said it when he talked about barack obama, you dont know what youve got until its gone. That sense of decency and dignity is about kids watching their president on tv, but its also about our standing in the world. We will do both things at once. [applause] senator klobuchar ok, we will try to go fast here. Stance on guns. That is from barbara in cedar rapids. There you go. Thank you. At all these like i think a lot of people in iowa do. We are in two states that are strong hunting states, but we also believe in peoples safety. When i look at these people, i uncled they hurt my dicken the deer stand . Checks,l background assault weapon assault weapons ban, and, no, they do in thet my uncle dick deer stand. Theres a video of this where he said we will do that and close the boyfriend loophole that was my bill and it is still, by the way, out there, which i will talk about in a minute and he said yeah, he would do it, and the next day, he met with the nra and folded. This has been my journey. When i was in law enforcement, we tried to get the assault weapons ban reauthorized. The police chief could not do it. I got to the senate and saw those parents after sandy hook. They were simply trying to do some really important things. They were trying to make sure that we pass universal background checks, and they were unable to do it. They were unable to do it because the senate did not have the courage to get it done. I remember having one of the moms in my office. In that, my son was school, and the last day when the kids came by and could not speak, he pointed to the picture of his school he loved very much on the refrigerator. Thats what he did every day. I was later she said she is in the fire station, one by one, the kids are coming back, and pretty soon she knows she will never see her little boy again. As she is sobbing, this momentary thought, and when they found the two of them shot dead, that woman had her arms around that little boy. That woman had the courage to come to advocate for background checks that would not have saved her kid but that she knew would save lives because it is the number one thing to do with suicides and Domestic Violence homicides, but the senate did have the courage to get it done. Then what happens . Parkland pulled parkland. Those kids stood up and things change. Those kids all across the country, especially boys, talking to their dads and their grandpas, they say we love hunting, too, but why cant we have universal background checks . Magazine we have limits . That is how you sent people like abby and cindy to congress. They voted the right way. It was democracy in action. We passed universal background checks. We passed closing the charleston loophole and we passed my bills to say that people who are convicted of Domestic Abuse cannot go out and get a k40 sevens. That bill passed with republican support, so what has happened now . Those bills are sitting where . They are sitting on Mitch Mcconnells a desk along with 400 other bills, leading me back to the very beginning of our whole argument that we need to win big because if we want to get these things done and dont tell me we cannot do it. You did it here in the midterm with those congressional races. They did it, our neighbors in wisconsin where someone had a Green Bay Packers shirt on somewhere. Very hard to see, very hard for me but they did it with four words. Former governor, right . We have done this, but we can only do it if we win big, so i ask for your support. We are going to win this. We are going to get it done, but only with you at my side. Thank you, everyone. Lets go. Lets win and get this done. Thank you. Thank you, cedar rapids. [applause] thank you. Thank you so much. We are going to do a photo line here in the corner if you could line up against this wall, the senator does have a flight to catch, so we appreciate your cooperation today. Senator klobuchar anyone that cannot get up here, we will come down to you. Thanks. This is an industry that has done wrong for a truly long period of time, and we are changing that from the inside out with products that are delivered from innovative people, from a company that is 100 committed to changing the fabric of this market, to eliminating cigarettes for good. We are seeing that these tools actually work. We do not i think this was stated extremely well at the anynning we do not want underage consumers using this product. We need to Work Together to make sure that no underage consumers use this product. Terrible for a business, public health, and our reputation. None of this is good stuff and we want to get onto the business of eliminating cigarettes and saving lives. Sent a representative to talk to our kids under the guise of education. In april 2017, my son told me there had been an antiaddiction talk for the ninth grade, the teacher left the room, and the man gave a confusing talk about for telling them it was not kids, but adults. That the fda would approve it any day. When he was done, they went up to talk to him. Was forted that juul adults, not kids, and then he ,ook out a sleek looking juul show them how it worked, and called it the iphone of vapes. Hear more from this hearing tonight on cspan.
