Ostly military i think it is more important now more than ever. We know that a safer world is not just about what we do here at home, it is also about what we do abroad and even if you want to isolate yourself from the rest of the world, the rest of the world doesnt let you and if you try, you miss when International Problems come banking at your door and you do nothing, but you also miss opportunities when they come knocking. To the do we respond problems before us and how do we seize the opportunity that we may miss if we isolate ourselves to the rest of the world. On november 4, the longterm future of americas role will be determined. That is not an overstatement. Make no mistake, under donald trump, we are witnessing an erosion of principal alliances and really americas moral authority. Most troubling of all is the damage to our moral authority in makes it difficult to attract allies and as far people around the world who look to our example. Our partners have trusted us to the benefits for all, not just ourselves. Aligned with has corruption and authoritarianism at many junctures and when he does that, he blesses the conduct of those who fail to uphold our values and reject the International Order that has endorsed for generations. He does it when he goes after the press and the first amendment. He does it when he goes after our refugees and immigrants and people of color. That is what dictators do. Of a diverse population, the connections we have all around the world because of that population, our entrepreneurship, big ideas, unmatched military and yes, that is true, but also our diplomats we shares and partners interests and values. Ourtanding together with allies in ourselves, we can protect our interests and build a just world. Today, i want to talk about five steps we can take facing our country will stop they are simply called the five country. They are simply called the five rs. Im going to focus on these. Restoring american leadership, repairing our alliances, rejoining International Agreements, responding appropriately to challenges that come before us and reasserting American Values. With restoring american leadership. We have to send a clear message that america is once again a , trust from our allies that we will stand with them is key and trust with our adversaries that we will oppose them and defeat them. For me, that begins with andecting frontline troops diplomats who are out there every risking the lives for us. They deserve better than Foreign Policy by tweet. Said in her testimony, the state department is being hollowed out from within. This is not a time to undercut our diplomats. It begins with rebuilding the state department and expanding our budget for foreign assistance. That is not only the right thing to do, but the smart thing to do. As former secretary mattis once said and i wish he was still there, if you dont fully fund the state department, then i need to buy more ammunition. Whatever we face, conflict in syria for ebola pandemics in africa or zika in south america, our response is more effective if we use the tool of diplomacy and work with our allies. In my first 100 days of president , i will launch an effort to rebuild and restore our diplomatic corps. Depoliticize and International Agencies received funding. We will restore officers to carry American Values and ideals forward. Back andlso welcome make it possible for career diplomats who were forced out of the state department under the Trump Administration to return and there are some things you have to do to create those pathways to allow them to return to stop then, there is foreign aid, which is often added hand with our diplomatic efforts. Fortunately, congress has been successful in pushing back foreign aid and overwhelmingly a budget. Foreign aid is also critical to National Security, strengthening our economy and demonstrating americas leadership. Forces in aoin bipartisan effort to push back against the Trump Administration. I joined forces with a conservative republican congressman from my own state. We went over to the Refugee Committee in minnesota in a joint public event. This isd about the fact a security issue for america and talked about the droughts in largest one of the emollient populations in the united states. , byoing that together showing that bipartisan support, our constituents understood the catastrophic results and National Security risks that could come from that one ,nstance that they understood inadequate responses to global disaster, that is becoming a thing we need to do to make this a national priority. I also supported the Program Great program for having a positive impact in the world. Another example launched under president bush and continued under present obama and his saved millions of lives in Subsaharan Africa and around the world and change the course and aids pandemic. Restoring leadership also make sure we continue to be a country makes and exports to the world. We know that over 95 of our customers are outside our border. It means exporting goods and having a Strong Manufacturing sector and also means fair trade agreements with environmental and labor protections. I voted for some trade agreements, voted against some trade agreements, but i think you have to look at each one and make your own decision will stop it means having allies at our side so we can knock down trade barriers and seek new markets. You have to show leadership, including in the International First 100 days, i will meet with leaders of neighboring countries and assure allies that we will stand with them and renew the commitment to the u. N. And other organizations such as nato. This is in stark contrast of President Trump who criticizes our allies and coddles our adversaries. Survey, people in france and germany are more likely to trust the leaders of china and russia then President Trump. Dan President Trump a than President Trump. [no audio] allies in fornato 70 years, the Nato Alliance is as good against aggression not just in europe, but around the world. That in the forget wake of the september 11 attacks, it was made of that [indiscernible] article five for the first and only time. I will strengthen relationships. F japan and south korea i will stand with israel, one of our strongest and most enduring allies. Present trump has tried to drive , time again for bipartisan support for israel. I do not agree with what Prime Minister netanyahu has done, but that does not mean we cant change things and regain that support for israel. I will stand for a strong relationship and a Peace Process the combines, not separate track and ultimately lead to direct negotiations between israeli and palestinians himself that can lead to a two state solution. The third pillar will be reengaging the International Agreement and institutions that serve to protect and advance u. S. Interests. Leadership through International Institutions has one of our greatest foreignpolicy accomplishments. It has allowed for peace and globality, as well as cooperation to address challenges. The trumpt, administrations withdrawal from International Agreement has been one of americas biggest foreignpolicy blunders. Iran nuclear the agreement, International Climate agreement, present trump has made us less safe and squandered americas leadership abroad. Heres what i will do in the first 100 days. On day one, i will rejoin the Climate Change agreement. There were only two countries and now weot in it are the only one not in it. Andave to lead by example introduced sweeping legislation to tackle Climate Change. I will lead commitments to the u. N. And other organizations and i will also jumpstart negotiations with russia to extend the Nuclear Arms Treaty in this global framework. Treatingnow russia was in the imf treaty, but that does not mean you withdraw from the treaty and i will renegotiate us back into the iran agreement. One of the major focuses of u. S. Foreignpolicy has been reducing particularly from iran and that is why i supported that agreement and why believe we should renegotiate back into it. Remain adoes iran disabling force. As we know, it is also responsible for supporting and for threatening the security of israel and the entire region. Move towards ain Nuclear Weapon by giving russia, to china and that is wrong. Donald trumps decision to pull out of the iran nuclear agreement, iran is resuming its enrichment activities, including the underground site and uranium stockpiles. We need a longterm strategy it froml prevent gaining Nuclear Weapons, not just tough talk for tweets. That means renegotiating back into the it, but building consensus with allies and partners. To threats and challenges, i have artie mentioned some of them. We must remain vigilant against terrorism. Since 9 11, we have made significant improvements, but the threat remains. Forces andy intelligence agencies must continue to go after terrorists wherever they pose a threat to the u. S. Or our allies. We must also push back against russia and china. They have seized the opportunity to strengthen editorial regime and challenge mobile peace and stability. A desire to reshape the International System in their own image. They use political and economic [inaudible] also exporting exploiting cyberspace. Is a serious threat to allies and security. We know what they did in ukraine. Seizing crimea, poisoning political opponents, army ukraine, who shot down an airliner. Ukraine itself was targeted by russian hackers. I like to remind people about this, it is not really a debate. She said they are literally peddling russian propaganda and anyone that lames ukraine for the interference in our own election, but they themselves were targeted. On my ship with senator mccain to the baltics, i also learned a whole another a whole number includingts like this estonia when they moved the statue of a russian fighter from a Public Square to a cemetery, they had the internet shutdown and had to communicate with people from a hillside. These were things that have been going on for years. Know in the words of , happening in systemic fashion. We should continue to cooperate in areas of common interest, but productivemits of engagement as long as Vladimir Putin has power. This is about it protecting our elections and having backup paper ballots. Then, there is china. Ow far the country will go it weaponize as its economy against its neighbors by withholding key exports to try to extract political concessions and pouring money into a military Modernization Program to keep america at a distance and intimidate its neighbors intimidate trying to which we know has strong ties to the Chinese Government and by acquiring americas startups to gain access to technology. Despite tough rhetoric, the attempt to rebalance our rebalance with china is focused on the wrong thing. It has done nothing to for stall the longterm competition we face. That we a old saying e a lot of tribes in mice in my state. If you are china and looking at us, you see a president that does not keep his decisions seven minutes from now. He has used a meat cleaver and is creating chaos. At one 13week look in august. Period would add tariffs and then he dials that back. Say in trade negotiations, keep your promises and keep your threats. We must go back to the negotiation table. The point is to focus efforts and focus on trade enforcement efforts that actually help america. The stakes are high and it is not about some faroff power in asia. We dont want to prevent china from succeeding, but we do want to prevent it from doing so at the expense of others, including americans. Our china policy needs to leverage our full range of strength, including investments here at home, Research Competitiveness and ensure a level playing field. It means repairing our Diplomatic Security alliances with china which china can never match. We do not seek conflict with china or russia, but we are also not going to allow them to break up the International System that has allowed stability and prosperity will stop we also must continue to ensure our. Ilitary remains second to none we will ensure our troops are bestest trained and equipped in the world. We should also not be trapped by military nding of virtually every analysis has found unnecessary programs. That weto make it clear will take a much clearer look at how much money is being spent and i will focus on making sure we are making the right investments. One of the investments is clearly cybersecurity. This is not just about a tax on our elections, it is a letter grades, our businesses and the new reality we know we are facing. Congress has provided the pentagon with special resources to recruit Cyber Security experts and as president , i will direct the department of defense to immediately provide adequate staffing for cybersecurity programs. We should vastly expand programs that would for Top Technology experts in the private sector meanse in modern strategy prioritizing cybersecurity. Another Foreign Policy challenge would have is afghanistan. We know we are deploying soldiers who literally were not even born before this conflict began, but the way we do that is by being very clear with our purpose and working with allies make sure any settlement does not go backwards on our democracy gain. The talibanviting to camp david or surprising with tweets that we are renegotiating again. What we must do is make clear and be very consistent in these negotiations and work to end this conflict. Reasserting americas values means having at the heart of our Foreign Policy our values. This includes standing up for freedom, democracy and human rights around the world. We have to stop the fear mongering and stop the hate. We may come from different places, may look different, love different, but we all live in a country of shared dreams. Remember at the height of the antiam a grad i remember at the height of the antiimmigrant rhetoric, somali parents had been in our state through 9 11 and they had not experienced any this termination, but it this moment they went out to dinner and a guy walks by and says you for go home to where you came from. The little girl says i dont want to go home to eat. You says we you said we could dinner out. We think of reasserting our values at home and abroad, we have to remember that what we said home matters to the rest of the world. It is very hard to be the beacon of democracy and talk about what is happening to the kurds if in fact we are not taking care of our own house. I come from a family of immigrants. My moms family came from switzerland and ran a sheep shop for a while. My relatives on my dads side came from slovenia and worked in the minds in northern minnesota. Grandfather quit school to. Upport a family of nine he wanted to be in the navy and i often think when he went down with his lunch bucket, how much he thought of that, but instead underground. Feet his under sister had to go to an orphanage and when his parents died, he promised he would get her and brought the car when he was 10 years old when she was 10 years old and got her out of it. That is sacrifice. Every day, he would go to work and get the job done. That is what we have to do now because we believe in a country where the granddaughter and the first woman elected to the u. S. Senate can run for president of the united states. That is because widen my great grandparents come here . Foruse they were looking better life. We must believe that america continues to be that beacon and the damage present from has done to our standing in the world is. And will last long the on his presidency, but i dont believe it is a referable or i would not be running for this job. It will take time and hard work, but i believe we can rise to the challenge and restore the promise of americas unique role in the world. Four more years of donald trump would permanently weaken our country and that is why we cannot afford to lose this election. The world is watching us closely. Allies have wondered if we have turned away from values that have made us great or is the Current Administration a heck of to greater prosperity and future . If we cannot stand up against that, i dont know what we can stand up against. To me, a lot is working with allies so we make very clear what they are doing is wrong. Make. S a change we can we had a history with the japanese and we had apologize for that and we have spent years and decades coming back from countriese of all should be able to say this is wrong cant stand up against the. Do i think it should be part of the trade negotiations . Thisnk many of us thought would happen and to me, this is just the worst of all worlds, even for people that oppose the agreement, some of the democratic senators, they did not favor getting out of the agreement because of the fact you have given them some of the funds back, but yet not doing anything when it comes to stopping them from enriching uranium, so i think we are in the worst of both worlds, so we would start the negotiations when i brought up the tweet, that was the latest thing on the Prisoner Exchange and then he sent out a tweet, ci can do a deal. That tookt in a deal years to negotiate and just because you dont like every part of it and every portion, your job is to lead and figure to how can i use my leverage try to make changes Going Forward . That is not what he did. , so i would start the negotiations right away. Clearly, there are many world powers that would have us get back to that agreement. Senator. You, a leading source of instability because of refugees. We have had two president s do things that have not been helpful. Thought to see what you present obama did wrong and what President Trump did wrong . Sen. Klobuchar i think you know it is hard to go backwards, but at the time and i went to a trip with senator graham and some other senators and we went to jordan and turkey and met with some of the leaders at the time and when i came back from that trip, i actually met with present obama and we called for some kind of humanitarian zone opening to help their and it was at a moment in, and it was a moment in time where it is possible we could have done more and that did not happen and things kept getting worse and worse. Greatly witheed President Trumps decision to move the 150 troops off of the border, i think that left the kurds in a horrible position after they stood with us and lost 11,000 people fighting with us. We broke our promise, which was heard around the world. Then, i think the most important thing we can do right now is to ensure that the humanitarian aid keeps going to where it should go, working with whatever allies we have left. Do yousked at one point, think we should get turkey out of nato . I dont think so, they house our Nuclear Weapons and military sites, i dont think thats the right solution. But it is continuing to work with the rest of the world. But he has put us in a difficult position to show any leadership right now when it comes to syria. Role in multilateral economic arrangements, i have a particular interest in whether you would say the u. S. Wanting to you would see the u. S. Wanting to rejoin the tpp. The you want to talk about usmca . Sen. Klobuchar oh yes. For some trade agreements and against others, i look at them individually, and i think that if we are going to , wet negotiations on tpp better make sure there are improvements to that agreement. There were some real issues with that agreement, and we were awaiting and it basically got withdrawn from consideration to see if improvements were going to be made. That doesnt mean that a new president , especially with the looming threat of china, could not renegotiate the agreement. As i look at usmca, im going to look at what some of the changes have been made there on labor standards, environmental standards, pharmaceutical agreements, and see if those are Strong Enough. I am merging these for your purposes. If they are Strong Enough to garner my support and also as president , what we could do to take some of those negotiated changes, if they are Strong Enough, into looking at tpp again. Usmca, antion on the weird fact about me you did not canadianad up the American Interparliamentary Group for over a decade. Ive done a lot with canada, including when canada was going to be left out of this agreement. T would have been i guess usma i went to canada after the g7 and led a trip with other senators to meet with the canadians after that kind of disaster with President Trump, a which our hosts took us to closed up underground nuclear facility, and we were concerned at that moment they were going to leave us there. [laughter] sen. Klobuchar but they did not. Among the many things on that trip, i remember we were on the bus and we looked out and there fancyo there was a sports car that drove by and one of our hosts said, that must be a canadian dairy farmer. [laughter] sen. Klobuchar we know there are issues of imbalance with those countries and thats why the renegotiation was so important. I got back and worked with senator portman and other atators to set up a meeting the canadian embassy, a very big dinner. We had half democrats and half republicans, i think there were 15 or 16 of us that went to the dinner and really talked it through with the ambassador from canada at length. We worked out some ideas. Im not saying the dinner was a big breakthrough, but it at least showed the canadians that we were interested in restarting those discussions again. Workedn senator portman with the white house significantly because of his past work on some of the details of that. We were very pleased. I said this publicly when canada got back into the agreement. I dont think it would have worked very well without our friends to the north, as i have often said. I can see canada from my porch. [laughter] sen. I would like to see that issue have more attention again because it is a very serious issue that is plaguing millions of families across the country and i would like to see more Health Programs help people afflicted with unfortunate Mental Health problems. One of the issues for me is immigration. I would love to have the candidates from either party speak on the topic of immigration and Immigration Reform as well as the current immigration laws and the current currentimmigration climate of immigration and our country. I feel like it is something that needs to be addressed because we cant ignore what is currently going on, and we cant hide the fact that there are issues that need to be addressed when it comes to immigration. President trump recently recognized jerusalem as the capital of israel and transfer the embassy there. I wonder if any of the candidates would continue to recognize jerusalem as the capital of israel or if they it byo reverse president ial decision to return the recognition of the capital as tel aviv. Im interested in hearing more about what our president ial candidates plan to do to sustain cs across the nation. As a graduate of a historical , i want to hear more about what the candidates cus to do to sustain our hb in this financially challenging times youd voices from the road on cspan. Night on the doyle. Thats what i think we will be focusing on, how do we do that, how do we close the homework gap , how do we close the Digital Divide .
