Pete is in his eighth and final year as mayor in south indiana. He was elected in 2011 at 29 years old and reelected in 2015 with 80 of the vote. Under his leadership, south bend has reimagined its role in the global indiana. He was elected economy, spurrinb growth and major investment in the Tech Industry such as data and technology. Pete emphasized building a south Bend Community where every resident, regardless of race, religion, gender or orientation, could feel safe and included. Pete has more years of government experience than the president , more years of executive government experience than the Vice President , and more military experience than anybody to walk into the oval office as president , george w. Bush. Pete served as a lieutenant in and tooknaval reserve an unpaid, sevenmonth lead leave during his mayoral term to deploy to afghanistan. For his counterterrorism and tok an unpaid, sevenmonth work he joint he earned the joint Service Commendation medal. He is a Rhodes Scholar and graduate of Harvard University had lives with his husband in the same south grand same south bend neighborhood where he grew up, with their two rescue dogs. [applause] i remember when i came out here, knocking on doors with a couple of friends, deciding we wanted to make a difference for a candidate we believed in. And chris cross here in ringgold and decatur counties, i remember spending new years eve at terribles casino somewhere around osceola, i remember a lot and rememberts, spending caucus night in murray, not far from here, and having a chance to see for myself this part of the democratic process. There was a basketball game going on that did not pause for the selection of a nominee for the presidency that was happening in the next room over, but just seeing how American Life in these communities matched up with this enormous process of the president ial being made to feel so welcome by the people that we met in communities like mount air and murray and creston and lamoni i and other areas around and otherd lemoni, areas around here. I wanted to mention another reason why that trip my friends and i took here 12 years ago was so important in my life. It settled a question i have been turning over in my head for a long time, the question of whether i would join my familys tradition of serving in the military. I had been weighing a lot of things on whether it was my term serve,e, my time to but the thing that put me over the top was when i knocked on a door in this area on somebody that came to the door, i learned the young people in that household are in that community were getting ready to serve in the armed forces. I was time i left, i knew out of excuses not to be part of the solution myself, and new that it was time for me to play my role, sign up for the reserve, and that was a long road that led me to afghanistan and back, and has a made and has made me a better person and better aware of what is at stake in the american presidency. So i have learned so much in these communities around here. I want to share with you why i am motivated to run for president at a time like this, and why i am asking you to caucus for me. Let me ask you to form a picture in your mind as specifically as you can, and that is of what it is going to be like in our country that first day that the sun comes up over the United States and donald trump is no longer in the white house. [applause] just picture that with me. I think a lot of us are ready for that day, just to have the chaos in the rearview mirror, to have that fear of wondering what the tweet from the oval office will be today, when we turn on the news behind us. But the reason i am asking you to picture that day is not just something to look forward to, the real reason i think we need to visualize that day is to think about how challenging of a day that will be in this country. All of our problems are not going to go away on that day. Overun is going to come up country that will be even more divided, more torn up over politics, even more polarized than we are right now. Crying out for unity, and for healing. And at the same time, Something Else will be true, which is that the issues that got us to this point, crises in our economy and our communities and our climate, those will be there waiting for the next president to deal with them. They are not taking a vacation for the impeachment process. They are net there they are not taking a break for the trump presidency. Think about what that means in terms of the work for the next american president. We are going to need a president who can lead the country with those big issues with meaningful, bold and swift action, and we have got to do it in a way that is going to unify, not divide the American People. That is why i am running for president. I am running to be the president to can pick up the pieces, guide the American People in the same direction, and do it toward the greater purpose of getting these big things done. [applause] lets think about what that is actually going to require. It sounds like a tall order, and it is. But the presidency is capable of big things. The big thing we need from our presidency today is to gather americans around the values we already share in common, but are being used right now to pit us against each other. I am thinking about values like love of country, patriotism, especially as these especially these last few weeks. But i am not talking about the cheap nationalism of hugging the flag, or thinking it is promilitary to cancel the judgment of military justice and pardon somebody who was turned in by his own soldiers for committing a crime. That is not the kind of patriotism i am talking about. [applause] i am talking about a love of country that starts with the recognition that our country is made of people, and you cant love a country if you hate half of the people that are ended. We are all in this together. That is what our patriotism is based on. [applause] flag,an allegiance to the that remembers that the flag stands for something. In fact, if somebody speaks up on wrongdoing at the highest levels, that is knocked of loyalty to the republic for which it stands, which is why we ought to protect them. [applause] a love of country that calls us to protect the country not just abroad, seeing to it that no one will ever question whether it is a good idea to put your life on the to therusting your life word of the United States of america, but also right here at home. That is why we have got to act to make sure nobody ever confuses the Second Amendment with an excuse to do nothing whatsoever to keep our communities safe from gun violence and keep our kids safe from fear when they go to school. [applause] and yes, that means protecting our future, which is making sure all of america, including rural ofrica, is called to be part the solution as we rise up and a National Mobilization to confront Climate Change as the security challenge of our time, and lead the rest of the world in doing something about it before it is too late. That is part of what it is to protect our country. [applause] about values that could bring us together, but they are using them to pit us against each other. That is what i am worried about, because faith could be something that brings us together. This country was built on the idea that we have freedom when it comes to matters of faith, that this country belongs to people of every religion and of no religion equally. That is a core principle of the constitution. I am also offering those who are guided by faith the opportunity to have a white house that you wouldnt have to look at on the news and scratch your head and ask yourself, wait a minute, whatever happened to, i was hungry and you fed me . I was a stranger, and you welcomed me . Thee. S for the least of that is our obligation. [applause] believing in democracy, as a value, a belief that we are a better country when every vote is counted and every voter counts, and we have districts that are drawn fairly, instead of politicians picking out their voters ahead of an election. We do something about the role of money in politics, see to it that our democracy really is democratic. I have even gone so far as to suggest we might consider picking our president the way we do every other election, by giving it to the person who got the most votes. Just a thought. [applause] and im thinking a lot about what it would mean to have a president that guides us forward in the name of freedom, but not freedom the way some folks see it now, just cutting every regulation and tax. I am not talking about amazons freedom to not have to pay any federal income taxes on their billions of dollars in profits. Am talking about our freedom to live a life of our choosing, that that is why we need to make sure that sometimes, yes, the government gets out of the way. Whatever your personal views are, the time is now to get government out of the business of dictating to women what their Reproductive Health care choices ought to be. [applause] but sometimes it means the Public Sector has to step up. We already get that at the local level, when we are paving roads and setting up schools. Schools, by the way, deserve a secretary of education who believes in public education. [applause] it is also why we have got to do something about health care. Because you are not free if you dont have health care. That is why i am calling for all who wanted. We take a version of medicare and make it available for everybody who wants it, but i trust you to have the freedom to decide whether you wanted. So if you would rather be on your private plan, fine by me, as long as everybody is covered that is what it means to solve the problem and honor freedom. Are the values that could through dealing with our toughest problems as a country, problems like Climate Change, problems like racial inequality that will drag down this entire country if we dont do something about it in our time, problems like our failure as a society to treat addiction and Mental Health and talk about them as openly as we do physical health. The time has come to rise and meet that problem. And today, we will be rolling out a vision to tackle problems that are created by our aging society, and fix those problems with solutions that will make us proud of how we handle this. I know not everybody is expecting the 37yearold candidate to be the retirement guy, but we have to shore up Social Security and make sure there is not one penny in benefit cuts to Social Security, even as we had over and above that to save for retirement. We will do that when i am president. [applause] do something about affordability and quality of longterm care in this country. This isnt just about policy. This is about our relationship with those that we love and we all want to know that those we love will be well cared for. I will never forget the feeling when my dad was ale, and we sat down with a social worker who explained to my mother, as im sure he had done to countless families, that the best option might be to spend yourself into poverty so you qualify for medicaid to get help on longterm care. That is no way to run things in the greatest country on earth. And when i am president , we will have a National Insurance program for longterm care. [applause] i am offering a presidency where we can come together and do big things, and also a presidency, this is another Public Health benefit i am putting forward, where you could look at the news and see the white house and fill your Blood Pressure going down instead of up through the roof, feel about feel a little better about what is going on in this country. [applause] but more than anything else, it is building up a sense of belonging in this country. Folks are being told they dont belong. The message is going out to different people in different ways, because of how you look or because of who you love or because of a disability or the language you speak at home or how old you are, whatever it is, everybody is hearing it in a different way but everybodys getting this message that you dont belong, and i believe that is propelling so many of the problems in the life of this country, and we have to fix it. And we can. It is the message of this campaign that we are recruiting everybody to be a part of this. Progressives, yes. Moderates, for sure. I see an awful lot of what i like to call future former republicans out there, who need to know they are welcome in this movement we are building, more than welcome. [applause] we can build that in this campaign, imagine what we can do with the presidency. Imagine what we can do using the powers of the presidency to make sure this is a country where everybody belongs, and where everybody can thrive. I believe that is the purpose of the presidency, that the presidency exists not for the glorification of the president , but for the empowerment and unification of the American People. That is why i am asking you to caucus for me in february. [applause] now, our numbers have grown as this campaign developed from four people in a small room in south bend at the beginning of this room, but it is never too large a room to have a conversation. With microphones, and if you stick your hand up, we will call on as many as we can so we can have a conversation about where our country and communities are headed. Yes maam . Ive got two questions. Sorry about the laryngitis. When will the United States force the minerals to build batteries for electric cars question for electric cars . On when will a question Climate Change be in the Defense Department . Mayor buttigieg there are a lot questions on electric vehicles but the job potential is enormous, including in my own community, where we have seen a transition in automotive. The u. S. Is still so good at making automotive components, and especially at regional inventions related to automotive, but some of this is a Global Supply chains. We have to get components from around the world, that is ok as long as we have secure, stable relationships with places we are buying and selling to. The current president s idea of trade is to go up to another country, poke them in the eye, and see what will happen. They will poke back, and if you are anywhere near soybeans, you know how the consequences come down on american farmers, workers and consumers. We can do a much better job ensuring we have the supply chains we need to develop not just batterypowered vehicles, but all the Different Things we need to create in our manufacturing. You mentioned the security component of climate. This is important. We are already seeing evidence that conflicts and migration crises are increasing because of droughts and fires that are accelerated by the problems in our climate. There is evidence this contributed to the syrian civil war. We need to set up a Climate Watch floor, same as we have other kinds of watch floors i was part of in the military, that look at the way threats develop and what we can do to get ahead of them. We not only have to work to slow Climate Change, we have to deal with problems at our feet, because they are already happening. Whether it is natural disasters here at home or putting fuel on the fire of crises around the world, we cant have our heads in the sands. We have to rise to this and engage our allies around the world and helping us rise to this, because this is a global challenge. [applause] on the family for is asian im a family physician. With access tos health care in Rural America, i have patients who get sick, working people who have a heart attack or get cancer or something happens to them, and they lose everything, health insurance, job, savings all disappear, and their access to care as well. How does your plan do something for that . How do we give them support that doesnt let them fall through the cracks and die because they lost their job . Are allttigieg we closer than we would like to admit to getting thrown completely off the rails. That is a policy failure. We cant stop people from getting sick sometimes, but we can stop getting sick from becoming a poverty sentence, if we have the right policy. This is what we need to make sure everybody has Quality Health insurance, whether on a public plan i want to create, or a private plan. What we cant have is a surprise when you go into the hospital. You think you are covered and then you get the sticker shock of surprise billing. We are going to do something about that. We are going to make sure everybody has got coverage to begin with. And for a lot of folks, my generation and those younger than me who are going to change careers a lot, we have got to have an option for health care that isnt so connected to your workplace. If you are certain you are going to have one employer the rest of your life, great, but not a lot of us have that certainty anymore. It is one more reason we need to innovate in our system. A second thing we need his paid family leave. A lot of times, folks are in a because somebody they love gets sick, they are knocked out of the workforce, and they have to choose. This morning we heard about folks losing coverage because they had to leave their jobs to take care of somebody they love who got sick. It is why we need better coverage for longterm care, but also why it would make such a difference to have paid family leave. I delivered it for our employees in the city of south bend and we need to make sure we have an across the country. The third thing we have to do is make sure we have a safety net to support people going through if theions, especially economy is changing even if your if you are perfectly healthy. Your job is your understanding of who you are, and the social isolation that can come with losing a job, whether it is over a health issue are the economy is changing, we have to speak to that. If we dont, ugly things will likein to fill the void, substances and addiction. It is why we have to build up communitybased sources of belonging, some as oldfashioned as they come, like family and faith, some of which can be created through programming that the federal government can support, but communities have to decide what kind of programs you want to build up the civic life of the community, even as your life in the economy goes through changes. If we build these things at the same time we have a deeper, richer sense of health and that belonging i was talking about that helps us whether Different Things that come our way in life. [applause] my name is susie. You are doing a good job. Mayor buttigieg thank you. Tothe balance of power seems be skewed right now between the president , the Supreme Court and the congress. What can you do to get that back in balance . Ayor buttigieg first of all, lot of it, as far as the white house, is what you dont do. It begins with having a president to respect the law and the constitution of the United States, and doesnt think he is above the law. [applause] the second thing is that we should look at ways to reform the Supreme Court so it is not so political. We cant go on like this, where every time there is a vacancy, there is this ideological firefight, because it has gotten to be so political. The court is supposed to be the institution that is beyond and above politics. Justice is used to just retire, like everybody else. Now you see folks timing their departure from the bench based on who the president is. You get the sense justices may feel the obligation to time their departure from the earth based on who the president is. This is no way to run the highest court in the land, and weis why and it is why have to entertain serious reforms to make sure the court is working for us. And then you have congress, as you mentioned. So important that Congress Step up this isnt just the result of a president who thinks he is above the law. There are way too many areas where congress has fallen down on the job. I think we all feel that. [applause] andll give you one example, it is around the use of force. When i left afghanistan years was one of thei last troops turning out the lights. And we are still there and still arguing about what to do next. Authorization,n a congressional law authorizing the president to go to war, lately they have been openended. To would be old enough enlist right now and not even have been alive when they passed the authorization creating this war that has now led to troops being in east africa, nowhere near afghanistan, all because of 9 11. So when i am president i will insist there will be a three year sunset on any bill through congress authorizing the president go to war, so that if the president really needs to keep troops somewhere, ok. We have to go to congress and make that case, and congress has to be willing to take the case up. If folks from union county can summon the courage to go overseas and serve, people in congress ought to summon the courage to take an up or down vote on whether they ought to be there in the first place. [applause] my name is susie. Youre a question about rolledor the economy you out and introduced. Could you tell us about that, given we are in the mess in the midwest and there is a different economy here, and pressures here . Forr buttigieg thanks raising this. I know the stock market is going up, and that is great, but i dont think all of us feel like the economys off the charts great for us right now. Our incomes have gone is nowhere close to the cost of education and health care and saving for retirement. Something has got to give. So before we get into the complicated stuff, let me Say Something simple. In our economy, the number one problem is people arent getting paid enough. We need to do something to raise incomes and wages in this country. [applause] to do ishing we got make sure workers are empowered. Right now there are more and more ways to get around Worker Protections in our economy, especially the gig economy, if you are driving for uber or renting out your place on airbnb, you dont get any protections, even though you are working. You are doing work. To me, that makes you a worker. So we have to take away the ability to sneak around the ability to organize and the need for Labor Protections that a lot of these companies have figured out a way to do. We need to make sure we are investing in the growth of rural communities. There are a bunch of things we can do. We can invest in Regional Innovation hubs to support the work already going on in our communities that needs a leg up. We need to support farmers dealing with consolidation, where you have fewer places to buy from and fewer places to not to mention lifting this trade war that is hitting our agricultural communities so hard. But we also have to make sure it is just a better quality of life. That is why we have got to ensure you dont see the departure of Maternity Units in hospitals, like we have been seeing. We have to fund Rural Health Care for everybody to be able to thrive. And we have to make sure broadband is available in every part of this country. And i have a plan to get it, whether through fiber or wireless, to every home in the United States, because our because as our economy is growing, it wont be possible for us to thrive much longer. We will have an economy that actually works for us, instead of numbers on a page, and we cant lose a moment and getting that done. [applause] hayes. Ame is lori have 17 candidates in the field, did have. Number five, you being one in iowa and New Hampshire, [applause] have a 90ve of you something percent in the polls, patrick and bloomberg got in and they are overlooking iowa, which really upsets me. We ares iowans look like nobodies, we dont matter and the election to them. Same with New Hampshire. They are overlooking New Hampshire also and going straight to super tuesday, which i am wondering, what you think of that. Newslso, i heard on the this morning they are predicting that if you win iowa, you will take it all the way to the end. [applause] mayor buttigieg well, that sounds pretty good. [applause] i will say this. It is not my place to tell any other campaign what to do. Imagineink some folks there is some process that narrows the field, some committee somewhere decides, we are going to trim it down a little bit. But that committee actually is you, because there are only so many tickets out of iowa. As a candidate who has been at this for almost a year, how seriously you all take the responsibility that comes with being an early state. And we feel that in New Hampshire, South Carolina, we feel that in nevada, but as the very first in the nation, you get such a big say on who gets to move on. I feel like you are kicking the tires and poking us every which way, and it is a healthy thing. Because it is like a vetting committee before you are hiring somebody, hiring one of us to entrust us with your money and your lives, you want to make sure you understand everything we have to offer. And i value that. It is part of ym here. I believe it is the right way to run a campaign. As for that last it, we have a lot of work to do in a lot of states, but i believe that if me, that that will put us on a trajectory straight to the nomination in the white house, and im very much hoping that prediction comes true. [applause] although in the back, a shirt. Redll the way in the back, shirt. Need to get the working wage for the American People that are working jobs. , theo you plan to do that big corporations, without having the government regulate all those big corporations, which we were founded on, and how do you do it without them increasing the price on all the stuff they are marketing . Mayor buttigieg this is always been the argument whenever anybody tries to raise wages, the argument from corporate america. You cant do that, jobs will go down, prices will go up, and how do we know that is not true . If you factor in inflation, minimum wage today is dramatically lower than it was at other times in the past 50 years. And during those times our economy grew, prices, if they went up, did not go up as quickly as was threatened. So all we have got to do is look at what america can do at its best, in order to create economic opportunity. There is a lot of room for folks to get paid better, especially now, that because of machinery and technology, an individual worker can generate so much more wealth. We have a place in south bend where they make steel balls you fire at auto parts to temper them. Its a 6 Million Company and they have six or seven people. Each of those people, their work generates about 1 million worth of product over the course of a year. And as Technology Makes workers more productive, much more money is being made, but not so much by the workers. Anys going into profits and quality, the likes of which we havent seen in about 100 years in this country. Same thing with taxes. Higheray, you cant have taxes on the wealthiest or they will start they will stop creating jobs. We did have higher taxes on the wealthy, and they created jobs left and right. It is true that if you raise it too far, too fast, you will have a problem, whether we are talking about taxes or wages, and that is where balance comes in. What we know is that right now we are out of balance, and things are tilted away from workers and families and we have to tilted back for we go down the cliff. Thank you. [applause] we have time for one more question. Mayor buttigieg you get the last word. I just started ninth grade at and inet high school, february my best friend killed herself. We were all taken surprised by it, it hurt us all and defected us mentally, and it took us a while for us to get over it. What are you going to do on Mental Health in schools, and how are you going to help us be more safe, and not want to take our lives this early . All, buttigieg first of im so sorry to hear this happened at your school and that this affected you. I appreciate you are giving a voice to that, because sometimes we dont talk about Something Like that, and we have to. Someone dying of suicide . If you have a relative who does of cancer, we can talk about that, it is hard, but we talk about it. When a friend dies of suicide, sometimes we dont. It has become this invisible problem sometimes. But dont let anybody tell you that you are alone being worried about that. And if it is someone you know and you think their life is in danger, make sure you know it is ok to talk about it. There are all kinds of public the policy things i could talk about. I think we should have a threedigit suicide hotline. Imagine the moment you were worried about somebody, you knew a threedigit number to call. Stuff like that, making sure we have more providers, making sure that whether it is winterset or anywhere else, that it is as normal to have a psychiatrist or somebody trained on Mental Health issues as it is to have a nurse. Sure, we have counselors, but half the time counselors are tied up doing test administration, and they are spread too thin to begin with. I could go through the policy stuff, but the biggest thing i want you to hear is that we as a country need to change our culture to where it is ok to talk about this, it is ok to be hurting. Who wouldnt be . Knowhen somebody else you is hurting, that is a chance for us to have a conservation to have a conversation about making sure there is a sense of belonging in this country and that we wrap our arms around anybody who is in danger, the same thing, the same way you would as if they were getting sick from cancer. It is how you take care of each other, just like the Long Term Care and elder care i was talking about. Im sorry this has to be on your mind as a student, because there is enough to think about when you are in high school. It is not easy. The other thing i would say is that we grow through pain. And you and your friends, as you work through this, especially if you know there are supportive adults in your community and that you are there for one another, while nothing can take back that terrible tragedy, it is also something that you can lettingby her memory in her friendship as well as her loss shape you into a stronger person. Thanks for giving her a voice. [applause] what a note to end on. As we think about what is at stake in an election, the way it is now you would think it is a Football Game sometimes. It is talked about like it is a bloodsport to entertain people. This is our lives. If we get things right, our lives go better. That is this is what politics is actually about. It is not about politicians, tweets, it is not about the polls. If we as a country come together into a better job taking care of each other, if we build up the sense of belonging, we are saving lives, saving futures, we are saving communities. Climate politics. That is why i believe it is running for office. You only do it out of some sense of hope. There is a place of hope fill, not far from here. Anybody from their . Im curious about the existence of a place called hopeville. Aboute ive been thinking ins thing i noticed newsprint and stories they write about, they took the word hopeful and they turned it into a noun and used it as another word for a candidate. Like, in newsprint and i am a president il hopeful. That is what they call us on the debate stage. And it is fitting, because running for office is an act of hope. You only do it if you believe that if we make better decisions and those big, white buildings in washington, that our lives would be better. I think being involved in any way as a form of hope. Watching somebody like me speak is an act of hope. Going to a caucus is an act of hope. Volunteering for a candidate you believe in is an act of hope. It was an act of hope the propelled me to rent a car in omaha and drive to creston and have a whole new life experience. And when i ask you to caucus for me and to become involved in this campaign, if you believe in the message to remember sams phone number and text taymor text him in the middle of the night, he wont mind, [applause] that it [laughter] that it is propelled by a sense of hope that we can do better. I know that hope went out of style, because we are in such a tough time right now as a country, but i believe a few years from now we could look back at this upcoming year, 2020, with a sense of pride, that we could look back and say, things got pretty rough in our country, our community, our neighborhoods and our schools, but look at what we did next, look at how we came together to make sure thanksgiving dinner isnt a minefield anymore, that we know that we have to come more than the politics divide us. Look at what we did to create an economy that works for us. Look at what we did to make sure we didnt have to wonder whether the climate would support future generations, we could look back on 2020 and be so proud. This cant wait for years. This cant wait 10 years. Are you ready to share that sense of hope in your community . In the name of getting things better in this country . Are you ready to turn the page toward a different time in our country . Iowa, i believe you will make me andinee in the next the next president of the United States. That you taking time to be here. Mary buttigieg, what are your thoughts on bloomberg mayor a gig buttigieg, what are your thoughts on bloomberg entering the race . I like lgbt it makes it sound like lgbt people dont work. This is a different form of exclusion right now. This is ensuring that the future of america and the future coworkers is one of prosperity, dignity, equality. We need different policy in order to advance and come to a more stable time we are experiencing today. Whether it is here in the u. S. Or around the world. You mentioned whether or not have sas can candidates can have staying power. It is predominantly white. The reason that the role of South Carolina and nevada is so important is because of the diversity of the states. Each state has their own unique role. We are going to make sure that we are continuing to connect workers there. Insulin exit does not make iowa, are they dead in the water . Every candidate will be competitive in any state. The difference between your plan and ms. Wise plan is she called for the expansion of 200 arrens plan ms. W is the expansion of 200 more per month. We need more per Social Security. We have to make sure that any worker who has worked for that long can depend on the federal poverty does not have to live below the federal poverty level. This is making sure the people have more while they are working. And also making sure that we set up this public option that allows workers with a strong 21 employer match to say they will put them on top of what we can all count on. That, yourw up on economic plan looks a lot like joe bidens. How do you differentiate yourself from him . I think our policy design is unique. What were proposing to do across a lot of different areas goes further than what we have seen to date. We will have to go further than what we are used to to change this trajectory of the economy toward an economy that works for everybody. I am serious about supporting america possible.
