Now getting onto business at hand, i understand this has been a fairly slow newsweek. I did want to come out here and national hat and told me that would a violate type of rule. And i was going to wear my expos hat and talk about the g7 but was told that it would be for an interference in the world series. Were going to do the g7 summit on june 1012 at the Trump National doral facility in miami, florida. The focus of the event will be Global Growth and challenges to the Global Economy and we are dealing with things with rejuvenating and rolling back regulations, ending trade barriers and taking what we are doing here with success and trying to encourage the rest of the world to get on board. As we sit here and our economy does so well, you look at the rest of the world and the rest of the world is at or near thinkion and we really do weve hit on a formula that not only works here but overseas and take the g7 to convince other nations they could have the same successes by following the same model. Now lets talk about the Site Selection process. How do we go about doing this . First of all, we use the same criteria that have been used by past administrations. The ballrooms and a number of rooms, the photo ops and the support hotels that are there, proximity to cities and airports, helicopter landing zones, medical facilities, etc. Weve used the same set of criteria that previous administrations have used. We started with a list about a dozen and sent an advance team to visit 10 locations in several states. We visited california, colorado, florida, michigan, tennessee, and utah. We got that list down to just under 10 and the advanced team went out to visit those and went down to four finalists that our senior team went out to look like to look at. They looked at one in hawaii, two in utah, and the maralago facility in florida. And it became apparent at the end of that process that doral was by far and away, far and away the best physical facility for this meeting. In fact, i was talking to one of the advanced teams and said, they almost built this facility to host this type of event. If any of you have been there, you know that there are separate buildings with their own rooms separate from other buildings. One country could have one building and the common areas are going to be perfect for our needs down there. Again, anticipating your questions, how is this not an and monuments valuation . Is the president going to profit from this . I think the president has pretty much made it clear that he doesnt profit from being here and doesnt have an interest and the he has given his salary to charity. He will not profit here. We have talked about the possibility of whether or not the president could do it at no cost. There are difficulties of doing it that way. There are also difficulties doing it at market rates. So, theyre doing it at cost. It will be cheaper for us to do it doral compared to the other final sites we had. So were looking forward to that meeting. Again, june 1012 of next year for the 46th g7. Now, my guess is, with that official part of the briefing finished, theres going to be some questions about a variety of things going on. If we can do something together, that would be great. Can we take questions about the g7 first, that would be great. Go through those and then ask questions about the other stuff. Ann. How is this [inaudible] mr. Mulvaney first of all a couple of things. First of all, were not making a profit. Weve established that. Ive heard that before. I guess ive been the chief for nine or 10 months and when we go to maralago. We play golf at trump bedminster and sterling and everybody asks the question. I would ask you to consider the possibility that Donald Trumps brand is probably Strong Enough as it is and doesnt need any help with that. Its probably the most strongest in the english language and probably around the world right now. That has nothing to do with it. Listen to me, i was skeptical. I was. I was aware of the criticism that we come under for doing it at doral, which was i was surprised that this would be perfect. I get the criticisms and so does he. But no, theres no issue here on him profiting on this in any way shape or form. Whats the difference between this and what we are talking about the bidens . First of all, theres no profit here and there is with the bidens. And i think if there is one difference between the trump and bidens. Trump family made profit before he went into politics. Reporter do you have cost estimates and will remain in g7 . Mr. Mulvaney i dont have the numbers in terms of the cost. I do know that it was what i saw is almost half as much i dont want to butcher the numbers, but it was millions cheaper at around than another 50 lity and it was roughly savings. As to the g7, that discussion is ongoing and the president has been candid and wants russia to join the gmp7. And hes been fairly straightforward, not only do you folks but around the world. We go to the g7 and what dominates so much of the discussion . Russia. Russian energy, Russian Military policy. It dominates a lot of the discussion. And wouldnt it be better to have them inside . That decision will be made later and we continue to review it. [indiscernible question] shirley there were other places surely there were other places that could be held and cant make the argument that the president wont profit because we dont know how much he would profit in the future, right . Mr. Mulvaney i think he isnt making any money off of this like he doesnt make money. If you think its going to help his brand, thats great but he probably doesnt need help to promote his brand and who was here at the camp david . Was that the Perfect Place . The people thought it was a miserable place, way too small. The media didnt like that because you had to take a bus either way. I get your point but there are numerous g7 summits. How can the white house make the argument that this is the only place for the g7 summit . Mr. Mulvaney its not the only place. Its the best place. There are other good places to hold a large event. Theres no doubt about it. Some of the limitations, we wanted it a specific time. We wanted it in early june. And there are difficulties with. Difficulties with going with various places. Some places dont have the transportation that you need. One place where we had to figure out if we had to have oxygen tanks for participants because of the altitude. So yes, there are limitations and the 12 places that we looked at and that this was by far and away the best choice. Reporter this is a business optics. How is the president going to stand on the debate stage and try to make an argument that he profited off of his vice presidency . Mr. Mulvaney hes going to do that extraordinarily well. . Yes . You talked about this is the best place. Is this going to be selfcontained just at doral or other hotel rooms . Mr. Mulvaney i understand, one of the advantages is the advance team came back about doral is the fact it could be sequestered off from the city and all of the operations could be on that one piece of property. 900 acres there, so its a huge facility. Three golf courses. Theres a lot of spaces and we anticipate the entire thing being on that campus. Reporter including hotels and hotels involved in that . Mr. Mulvaney again, im not sure about when we talk about the delegations. For example, when we went to the ritz, we went to two or three Different Hotels around the city. That would not be the case here. The american delegation would stay on campus. The british delegation will stay on campus. The german delegation will stay on campus. And whether or not those folks using up the room. Reporter what local authorities have you been in contact with . Mr. Mulvaney the advance team will do that with each of the groups we work with. Reporter a video shown last weekend at that resort shows the president killing members of the news media. Why do you think he hasnt spoken about the sentiment behind the video . Mr. Mulvaney have you asked him . [inaudible] mr. Mulvaney we put out a statement. And you had a chance to ask him that question and you ask him something else, which is fine. Hold on a second. Your question is why he hasnt answered. We didnt like that. I think we condemn that. [indiscernible chatter] mr. Mulvaney did you think that we would . Oh, come on, john. It was awful. Ive never seen the movie. That has no place here. I think weve condemn that. I dont know if hes seen it or not. I have. Reporter are you trying to put it in a place that you think is the best . Maybe save the taxpayers some money, which is important for all of us. But sometimes you, because of the appearance of impropriety, you dont make that call. Can you at least understand and acknowledge that, just the appearance of impropriety makes this winceinducing and maybe this is something that you want to reconsider, how does that conversation go in the room . Mr. Mulvaney the president knows that. The president we know the environment we live in. You all know the environment we live in. He knows exactly hes going to get these questions and get that reaction from a lot of people and hes saying thats fine. Im willing to take that the same way he takes it when egos maralago or to trombetta minster. Trump bedminster. He got over that a long time ago. We believes the best place to have it. Were going to have it there there are going to be folks who never get over the fact that its a trump property but were still going to go there. Reporter aside from what your team did to look for the Perfect Place, what role did the president play in selecting doral, including getting it on the initial list of 10 or 12 places in the first place . Mr. Mulvaney thats a fair question. We sat around going over it and he goes what about doral . Thats not the craziest idea. Reporter [inaudible] mr. Mulvaney were all familiar with it, he said what about doral, we said thats not the craziest idea. Well look at it. Reporter as it relates to the decision that youve made, as the host country, couldnt the president simply as the host country invite president putin to represent russia at the g7 . Mr. Mulvaney i think we can. As i understand it, therell be other leaders there anyway. For example, i met with scott morrison, the Prime Minister of australia. I assumed he met with president macron even though australia is not part of the g7. But i think the original question i got was turning it from the g7 to a g8. Reporter can he invite president putin . Mr. Mulvaney yes, he can. Reporter would he consider doing that . Mr. Mulvaney i think the conversation weve had about whether or not we turn from the g7 to g8 that could be an intermediate step. Reporter you mentioned the president is willing to take the criticism on this, but what about the country itself . Is there any value to sending a message to the world, especially given that all thats happened with foreign interference an attempts at foreign interference in our country, that this president and this country is not open they are kind of selfdealing that happens in other countries is that not an Important Message to send when youre inviting the world to come here to the United States . Mr. Mulvaney no. Any last g7 questions . Why has no other g7 ever been held there before . Mr. Mulvaney they didnt go look at it. Why do they have it at camp david . For those of you who have been there, those of you familiar with it, i said didnt you have, i think it was a g8 back then, 2004, they said it was a complete disaster. Ok. Wonder how that happened. How did that decision get made . Reporter you were talking about the president the video, that showed the president shooting members of the media. Broadly, the president has tweeted 45,000 times. How come the president hasnt used that twitter account to more than 60 million followers to condemn it . Mr. Mulvaney the white house put out a statement about it. Its not like the man hides from you folks. I think hes done almost 100 facetoface interviews with you. Anybody else for g7 . Is there any precedent in your studying of the g7 of the g7 summit being held at a property owned by the president or a president . And my second question is, as youre looking at the contents of what you want to do next year, its probably going to be hot in florida in june, will Climate Change be one of the issues . Mr. Mulvaney the first question is no, i dont know that another president has owned a property that was considered for g7. So i dont know the answer to that question. Climate change will not be on the agenda. Reporter thank you. President trump has called for the expo sthoifer whistle bler expo whistleblower on ukraine. Reporter are we done on g7 . Is that the collective will . One more on g7. Reporter to show the American People that this is above board will you share documents that show how you arrived at this decision with congress . Mr. Mulvaney no, but i imagine we would share dollar figures with you afterwards. Thats part of the course of business. By the way, youre going to get this answer a lot. Ok . I dont talk about how this place runs on the inside. So if you ask us, see our paper on how we did this, the answer is absolutely not. Yes, sir . Reporter there will almost certainly be a House Judiciary Committee about this, already talked about that. Mr. Mulvaney do you really think so . Do you think they have time to do that . Reporter will the administration participate, cooperate with that . Mr. Mulvaney by the way thats a fascinating question. I havent thought that. That this would prompt a Judiciary Committee investigation. On one hand, im thinking they dont have time to do it. Theyre too busy doing impeachment. And then i thought no, this is entirely consistent with how they spent the first 18 months, however long theyve been here. Yeah, theyd rather do that than talk about tax policy and talk about drug policies or talk about opioids or health care. Thats a fascinating question. I dont know if therell be a Judiciary Committee inquiry into this. My guess is there will be and we look forward to participating. G7 questions are done now . Now were moving on to something else. Reporter a clarification on your first statement on the g7. You said five finalists and maralago won . Mr. Mulvaney we started with 12 on a list, the team visited sort of a first team visited 10 of those, i think identified the states, we then got our senior team down an they visited four of which maralago was one, there was one in hawaii and two in utah. In the entire United States you came down to four finalists and two of them were Trump Properties . Mr. Mulvaney one. No, im sorry. Ill. Doral. Maralago is not sufficient. If i said maralago about where we visited, it was doral, i apologize. Reporter the question of ukraine. Can you clarify, ive been trying to get an answer to this. Was the president serious when he said he would also like to see china investigate the bidens . And you were directly involved in the decision to withhold funding from ukraine. Can you explain to us now definitively why . Why was funding withheld . Mr. Mulvaney ill deal with the second one first, which is, look, it should come as no surprise to anybody. I havent done this since i was chief of staff. Last time i was up here, some of you remember, it was for the budget briefings. One of the questions yall always asked me about the budget is what are yall doing with the foreign aid budget we absolutely gutted it, right . President trump is not a big fan of foreign aid. Never has been. Still isnt. Doesnt like spending money everseas. Especially when its poorly spent. And that is exactly what drove this decision. Ive been in the office a couple of times with him talking about. This he said look, mick, this is a corrupt place. Everybody knows its a corrupt place. By the way, put this in context. This is on the heels of what happened in puerto rico when we took heat for if the wanting to give aid to puerto rico because we felt that place was corrupt and we were right put that as your context. Ypt to send them money and have them waste it, have them use it to line their own pockets. Im not sure other European Countries are helping them out either. We looked at that. When we cut the money offing by the end of the fiscal year, we did an analysis of what other countries with doing in terms of supporting ukraine. What we found out was, i cant remember if its zero or near zero dollars from any European Countries for legal aid. We give the tanks, other countries give them pillows. Thats absolutely right. As vocal as europeans are about they are really, really stingy aid. They werent helping ukraine. Thats still to this day. The president didnt like that i i know thats a long answer to your question, but im still going. That was those were the he also mentioned to me the corruption related to the d. N. C. Server, absolutely no question about that. But thats it. Thats why we held up the money. Reporter so the demand for an investigation into the democrats was part of the reason he wanted to withhold funding to ukraine . Mr. Mulvaney the look back to what happened in 2016 certainly was part of the thing he was worried about in corruption with that nation. That is absolutely appropriate. Which ultimately then flowed. Illegal. It would be unlawful. By the way, there was a concern that if we did not pay out the money, it would be illegal. It would be unlawful. That is one of those things that has a little shred of truth in it that makes it look worse than it is. We were concerned about, over at o. M. B. About an impoundment. I know i put half of you folks to bed. The budget control act, budget control impoundment act of 1974 said if Congress Appropriates money you have to spend it, at least at least thats how its interpreted by some folks. Either that money had to go out the door or we had to have a good reason. Thats the legality. Reporter to be clear, what you just described is quid pro quo. Funding wont flow unless the investigation into the democratic server happens as well. Mr. Mulvaney we do that all the time with Foreign Policy. We were holding up money at the same time for what was it . The northern triangle countries. We were holding up aid at the northern Triangle Companies so they would change policies on immigration. By the way, this speaks to an important point. I can never remember his name mckinney . , he testified yesterday. If you go and you believe the news reports, because weve not seen any transcripts of this, the only transcript i have seen dlands testimony this morning if you read news reports , and believe them, mckinney said yesterday he was upset with the political influence in Foreign Policy. That was one of the reasons he was so upset. I have news for everybody. Get over it. Theres going to be political influence in Foreign Policy. What about mulvaney im talking to carl. That is going to happen. Elections have consequences. Foreign policy is going to change if the Obama Administration to the Trump Administration. What youre seeing now, i believe, is a group of mostly career politician career bureaucrats saying i dont like President Trumps politics so im going to participate in this witch hunt theyre undertaking on the hill. Elections do have consequences and should. Your Foreign Policy is going to change. Obama did it in one way, were doing it a different way. Theres no problem with that. What about the bidens . Does that come into consideration when that mr. Mulvaney hes being very rude. Go ahead with your question. Just to clarify, when youre saying that policy is going to be involved, the question here is not just about political decisions about how you want to run the government, this is about investigating political opponents. Servervaney no, the dnc reporter are you saying are you saying it is ok for the u. S. Government to hold up aid and require a Foreign Government to investigate political opponents of the president . Mr. Mulvaney youre talking about looking forward to the next election. Reporter the d. N. C. Is still involved in this next election, is that not correct . Mr. Mulvaney hold on a second. Let me reporter they have to investigate the d. N. C. , right . Is the d. N. C. Political . Mr. Mulvaney theres an Ongoing Investigation by our department of justice into the 2016 election. I cant remember the persons name. Durham. Thats an Ongoing Investigation. Right . So youre saying the president of the United States, the chief Law Enforcement person, cannot ask somebody to cooperate with an ongoing, public investigation into wrongdoing . Thats just bizarre to me that you would think you cant do that. Reporter so you would say its fine to ask about the dnc, but biden . Ut so biden is now running for the democratic nomination. Thats 2020. Are you saying mr. Mulvaney that did not happen reporter no, on the call, the president did ask about investigating joe biden. Are you saying the money held up had nothing to do with the bidens. Mr. Mulvaney the money had nothing to do with biden. That was the point i made to you. Reporter and youre drawing the distinction. Mr. Mulvaney i was involved with the process by which the money was held up temporarily. Three issues for that. The corruption in the country, whether or not other countries would participate in support of ukraine, and whether or not they were cooperating in an Ongoing Investigation with our department of justice. Thats completely legitimate. Reporter regarding the state department, the Deputy Assistant secretary for european and injure Asian Affairs reportedly testified that you asked him to step down from any issues regarding ukraine. Is that true . Mr. Mulvaney who said that . Reporter george tess. Mr. Mulvaney im sorry, i dont know who that is. Is that somebody who testified this week . I dont believe ive ever talked to anybody named george kent in my life nor have i asked anybody to resign theyre position over this. Their position over this. Reporter there are reports you had been conducting a review of the phone calls with Volodymyr Zelensky, the ukrainian president. Is, is that true . Do you acknowledge you have been conducting that review . Were the calls as perfect as the president claims . Mr. Mulvaney again, no one here has any difficulty with the call. We do think the call is perfect. We dont think theres any difficulty with the call at all. My office was on the call. No one raised any difficulty with me on the call at all. I understand that no one on the call in here thought there was any difficulty with it. To your point about what we are doing inside. Reporter was this an attempt to uncover the whistleblower . Mr. Mulvaney no. [laughter] if youre having the house do what theyre going to do, doesnt it make sense to find happen . Us what will this is what i dont understand from you folks that we get all the time, which is some of you have criticized us for having a war room, which we dont, by the way. You dont have a war room when you dont have anything wrong. Clinton had a war room. Nixon did. They did something wrong. But when we say we dont you say youre not taking it seriously. When youre part of the Trump Administration youre used to this kind of attention. We know how to do this. We are preparing for it. We are having lawyers and pr people looking for it. If we werent doing that, we would be committing malpractice. I dont think theres anything extraordinary were doing. Weve been dealing withover oversight from the democrats since they took office. In fact, it is all we have been dealing with from the democrats, because we certainly have not been doing much legislating since theyve been here. Reporter in light of the depositions weve heard, do you believe that Rudy Giulianis role as outside advisor to the president is problematic . Mr. Mulvaney thats the president s call. Steve scalise got asked this. His answer was great. You may not like the fact, and i understand from reading that Gordon Sondland didnt like that giuliani was involved an said that in his testimony. Thats great. You may not like that giuliani was involved. Thats great, thats fine. Its not illegal. Its not impeachable. The president gets to use who he wants to use. The president wants to fire me today and hire somebody else, he can. The president gets to set Foreign Policy. He gets to choose who to do so. As long as it doesnt violate a law. Doesnt violate laws regarding confidential information or classified material or anything like that, the president gets to use who he wants. Reporter did the president direct you or anyone else to work with Rudy Giuliani on ukraine . Mr. Mulvaney yeah, when was it . In the may meeting, i think, this has been widely reported. Sondland mentioned it, i think rick perry mentioned it in his interview with the wall street journal, in the may meeting in the oval office that i was in, i think senator johnson was there olker, the mr. V president asked rick perry to work with mr. Giuliani. Reporter did you think it was appropriate when you were asked as well . Mr. Mulvaney i was not asked. Reporter that was my question. The they president told rick perry one of the reasons they were in their was talking about energy. They are interested in trying to get ukraine as an energy partner. Thats why secretary perry was so heavily involved. Thats when the president said to secretary perry, go ahead and talk to them. Reporter shadow Foreign Policy. Mr. Mulvaney shadow Foreign Policy, thats a term youre using. Thats a pejorative. What is shadow Foreign Policy . The president asked reporter outside the normal channels . Mr. Mulvaney who is in the room . Who is in the room when the president is having this conversation . Its Gordon Sondland, our ambassador to the e. U. Kurt volker, the designated envoy to the ukraine. I sat next to mike pompeo yesterday and i said i understood i coordinated a coup against you by putting sondland and kurt volker in charge of ukraine, and he said, you know they both work for me. Theres no shadow policy here. The president is entitled to have whoever he wants to to work. Im 100 comfortable with that i did, i did. Yes, im sorry. Reporter to follow up on that question, can you describe the role you played in pressuring ukraine to investigate the bidens . And secondly, can you walk us through the meeting that President Trump was dangling over volodymyr over Volodymyr Zelensky to have him here at the white house, what were the preconditions of that meeting and was investigating one of them . Mr. Mulvaney the first answer to your question is none. I didnt have any what was it . What did i do to ukraine . I did nothing. Reporter did you do anything to pressure ukraine to investigate the biden . Mr. Mulvaney no. Whats the second question. Reporter the second question is about the meeting here at the white house between the president s. Could you walk us through the discussions for that meeting . What was on the table for a precondition and was the investigation of buries my ever brought up as a condition . Condition . Mr. Mulvaney not to me and not to anybody i know of. I was never in a conversation that had that word in it. Therter investigating findings, then . Or the bidens. That never happened with me in there. To the larger point about the meeting, i think one of the things you mentioned, the president didnt want to take the meeting. He didnt want the white house. Rick perry was pushing for reporter it was here at the white house. Mr. Mulvaney at the end. I think it was a courtesy he was extending at the time. Reporter he was never realistically entertaining a meeting with president zelensky . Mr. Mulvaney we get asked by foreign leaders all the time to either revisit them or have them come here. Some of them we are able to accommodate and some of them we dont. I will answer her question. I dont remember a series conversation about an actual meeting with no dates discussed. I saw it as one of the typical pleasantries. I dont think it was dangling a meeting or anything like that. Reporter did the president welcome someone to the white house on november 3 . Mr. Mulvaney that depends on how the next couple of days go. It is still on the schedule. I understand Vice President pence at the meeting is going much longer than expected today. I hope theyre not having a press conference right now. I think thats one of those wait and see things. The president has been clear about what he wants to see out of president erdogan. He wants a cease fire now. He wants prisoners protected. Theres a long list of things the president mentioned to president erdogan. And if were able to get that, i think that meet kang go forward. If in the the president will review that possibility. Reporter you just said you were involved in the process in which the money being held up temporarily in the country, whether or not the country, they were assisting with an Ongoing Investigation of corruption. How is that not an establishment of an exchange, of a quid pro quo . Mr. Mulvaney those are terms that you use. Go look at what Gordon Sondland said today in his testimony. In his Opening Statement he said something along the lines of, they were trying to get the deliverable. The deliverable was a statement by the ukraine about how they were going to deal with corruption. Ok. Go read his testimony if you havent already. What he says is, and hes right, thats absolutely ordinary course of business. This is what you do. When you have someone come to the white house, you either arrange a visit for the president , you have a phone call with the president , a lot otimes a lot of times, we use that as an opportunity to get them to make a statement of their policy or announce something that theyre going to do. Thats one of the reasons we could then, you could sort of announce that at the on the phone call or at the meeting. This is the ordinary course of Foreign Policy. Reporter is it appropriate for any president or this president to pressure a foreign country to investigate a political opponent . Mr. Mulvaney every time i get this question, it is but so is when did you stop beating your wife . It assumes the president has done that. We havent done that. Reporter i said mr. Trump or any president. Mr. Mulvaney im going to talk about what this president did. Reporter the president s personal attorney Rudy Giuliani said he sees his work as the president s personal attorney as intertwined with the president s National Issues, do you see those as intertwined . Thet political interest, as president as a candidate intertwined with the national , interest . Mr. Mulvaney i dont know how to answer that question other than mr. Giuliani is the president s personal lawyer reporter is it appropriate for his personal attorney working on things that are National Issues . He was working in the president s interests. Is it appropriate . Mr. Mulvaney i dont know anything inappropriate about that. Reporter you say that the u. S. Foreign policy not like in previous administrations. How does the president feel about north korea breaking off talks with the u. S. Mr. Mulvaney responding to breaking off talks, is there news in the last couple of days reporter october 5. Mr. Mulvaney im just not briefed on that, i apologize. Yes, sir. Reporter there have been published reports that you were objecting within the president s official family to the appointment of Ken Cuccinelli to head up the department of homeland security. Is that so, and if so, what is your objection to his possible appointment . I have none and i think he will be good at the job. Yes, maam . Did i really ignore you the whole time sitting in the front row . Havent asked a question yet . Reporter if there was no quid pro quo in the call, if it was routine, if he didnt even want to do it, and it was all on the up and up, why did it have to go into that restricted server . Why was it moved from one server to the other . Mr. Mulvaney im glad we got that to finish on. Im not going to answer your question the way you want me to, but i will answer your question. Give me just a second. Im not going to talk about how we handle classified information in this building. I have questions about private conversations and i will not talk about those either. I do want to address it and here is why. Theres only one reason people care about that. Thats because they think there is a coverup. They hope theres a coverup. Goodness gracious, there must have been something duplicitous, something underhanded about huh document,andled this theres always a good coverup. Coverup on the tapes, clinton had a coverup of the relationship with lewinsky. If we wanted to cover this up, would we have called the department of justice almost immediately and had them look at the transcript of the tape, which we did . If we wanted to cover this up would we have released it to the public . By the way im glad that now all this concern about how the document has been edited, i heard adam schiff on television yesterday, or the day before, and say we dont need to hear from the whistleblower we have the transcript, memorandum of communication, memorandum of document.
