Closing address at his parties conference in manchester, england, outlining his vision for the country and criticizing Jeremy Corbyns agenda. On brexit, the partners are 12 members it was time to get it done and assured members we are coming out of the eu on october 31st, come what may. This is about 40 minutes. [applause] good morning, everybody. Thank you all very much. Its fantastic to be here in manchester. I gather that was quite a lively mood last night, and i want you to know i understand that some of you may have been mildly. Eppered with abuse on your way im delighted that you werent. , i dont thinke any of us are abashed by that kind of thing. We get on with serving the people of this country, and speaking of service, i should begin by paying tribute to my predecessor, theresa may. [applause] i know the whole conference remains full of gratitude to you and to philip for your patience and forbearance, and yes, we will continue with your work of tackling Domestic Violence and building on your legacy. Ive been Prime Minister only 70 so manyt ive seen things that give me cause for hope. Schools, or standards of reading of rising through the use phonics. Idealistic young men and women are enrolling in large numbers now. Shipyards in scotland that are frigatessuperb modern or sail around the world. And every one of those high wage, high skilled jobs in shipbuilding, is a testament to the benefits of belonging to the United Kingdom. The most successful Political Partnership in history, which we will protect and defend against those who would want to destroy say to ruth davison as well, thank you for everything you did and have done. Of conservatives in scotland, and we will honor your legacy, too. Im proud of the role this government is playing in every one of those investments. To tackledossible the deficit left behind by the last labor government. It is because we cleared up the records they left behind that we now have record employment, wages rising the fastest in 10 years, and we have record Foreign Direct Investment of 1. 3 choi can pounds, more than any other country in the eu. We have so many reasons to be confident about our country in its direction, and yet i feel case ofs a worldclass pebbles in our shoes. Ifparliament were laptop parliament were a school, we. Ould be shutting it down if parliament were a reality, the whole lot of us im afraid would be voted out of the jungle by now. But at least we would have had the consolation of watching the the being brought to sad truth is that voters have over i am a celebrity ,ver there kind of governance which refuses to deliver brexit, refuses to do anything constructive and refuses to have an election. Just at the moment when voters are desperate for us to focus on their priorities when continued brexit,e the subject of what remainders want, what the whole world wants is to calmly and sensibly deal with the subject and move on. That is why we are coming out of the eu on october 31, come what may. Lets get brexit done. Will. , we must, and we were for a deal with our eu friends, but whatever happens, we must come out by the end of october. Lets get this thing done and then lets get ready to make our case to the country against the being done in writing last week. Last week, Jeremy Corbyn had a number of damaging and retrograde ideas in his speech. He wants a fourday week, which would slash the wages of people on low income. He wants to ban private school and expropriate their property even know because the taxpayers 72 Million Pounds to educate the kids. He wants to stamp out excellence , but he had one good idea. A whole paragraph repeating what he said every week for the last three years. He wants an election now. [laughter] or that is what he was going to say. Theonly trouble is paragraph was censored by john mcdonnell, and we had the astonishing spectral spectacle of the leader of the opposition trying to remove me from office. Im surprised that no one has yet sued him for breach of contract. [applause] though it now appears they may try to bundle him toward the like a certain figure. Look it up. Reluctantly propelled to office in a kremlin coup so that they can get on with their program of total national discord, turning the whole of 2020, which should be a great year come into a cacophony of two more referendums. A second referendum on scottish independence, even though the People Scotland were promised the 2014 vote would be a once in a generation decision, and a second referendum on the eu. Can you imagine another three years of this . That is the corbyn agenda, stay in the eu beyond october 31, followed by years of uncertainty for everyone else. Juncker urging him not to give the country a better deal. The leader of the liberal democrats has called for a second referendum, to campaign against results. This would take the word democrat out of liberal democrat. [applause] after 3. 5 years, people are beginning to feel they are being getting to suspect that their forces in this country that simply dont want brexit delivered at all. If they turn out to be right in that suspicion, that i believe consequences grave for trust in our democracy. Lets get brexit done on october 30 three october 31. Lets get it done because of the out opportunity it will bring , to regulate differently and , lets get it done because delay is so pointless and expensive and debilitating. Lets get it done because we need to build our positive new partnership with the eu, because it cannot be stressed too much that this is not an antieuropean party. This is not an antieuropean country. We are european. We love europe. I love europe, anyway. I love it. [applause] reallyer 45 years of dramatic constitutional change in our relationship, we must have a new relationship with the eu, a positive and confident partnership, and we can do it. And today in brussels, we are taking what i believe are constructive and reasonable proposals, which provide a compromise for both sides. We will under no circumstances have checks at or near the border in northern ireland. [applause] will respect the Peace Process and the good friday agreement. And by a process of renewable democratic consensus by the executives in the assembly of northern ireland, we will go further and protect the existing regulatory arrangement for farmers and businesses on both sides of the border, and at the same time, we will allow the u. K. , whole and entire, to withdraw from the eu with control over our own trade policy from the start. And we will protect our Precious Union between Great Britain and northern ireland. [applause] yes, yes, this is a compromise by the u. K. , and i hope very understand and compromise in turn. What is essentially a technical discussion on the vast nature of future customs checks, with that technology and improving the whole time, let us be of no doubt on what the alternative is. The alternative is no deal, and that is not an outcome we want or seek at all. But let me tell you, my friends, it is an outcome for which we are ready. [applause] are we ready for it . Yes, we are. Are we determined to resolve this . Yes, we are. Lets get brexit done by october 31 because we have to get on and deliver on the priorities of the people. To answer the cry though 17. 4 million who voted for brexit, it is only by delivering brexit that we will address that feeling in so many parts of the country that they have been left , and if theird views have become somewhere somehow unfashionable or unmentionable. And lets get brexit done for those millions who may have voted to remain, but who are first and foremost, democrats. [applause] who accept the result of the referendum and want to get on. When i say that i want us to Work Together now to bring this youtry together, of course are entitled to ask about my Core Principles and the ideals that drive me and are going to drive me as your Prime Minister. Im going to follow the example of my friend who gave a brilliant speech. Im going to quote that Supreme Authority in my family, my mother. Some keenre are students who allege divisions in my family on matters of the e. U. , but i want you to know that i have kept my ace up my sleeve. My mother voted leave. [applause] its true. My mother taught me one thing. She taught me many things, but she taught me to believe strongly in the equal importance, the equal dignity, and the equal worth of every human being on the planet. L, that mayund bana sound trite, but it is not privy you have to understand that and believe in that. There is one institution in this country that sums up that idea. Nhs is holy to the people of this country because of the simple beauty of its principles. It doesnt matter who you are or but when come from, you are sick, the whole country figuratively dabbles at your bedside and does whatever it can to make you well again. And everybody pays to ensure you have the best doctors and the best nurses and most effective treatments known to medical science. And after 70 years, the results are, on the whole, amazing. When i was a kid, the word cancer was a death knell. Heart attack was a terrifying thought. Well, we are slowly beating back the legions of disease. This country has seen the fastest balls in Breast Cancer in europe, but we have so much more to do. On monday, i went to the North Manchester general hospital, and i saw the incredible work they are doing with maxillofacial Reconstructive Surgery on people who only a decade ago wouldve been probably permanently disfigured by their traumas. Whom hope and confidence is so important. I talked to the patients, every one of them bursting with praise for the staff for their energy and care. That fantastic hospital was. Uilt in 1876 we were walking down long, narrow boards that were designed by the pioneer of nursing. As one of the managers told me, asking professionals to work in that environment is like asking a premiership footballer to play on a plowed field. So i was proud to tell them that under this government, we will totally rebuild that hospital. [applause] we are not only recruiting more doctors and nurses and training them, but in the next 10 years, we will build 40 new hospitals in the biggest investment in hospital infrastructure for a generation. Because after 70 years of being distanced from the nhs, 44 of them under a conservative government, it is time for us to say loud and clear, we are the party of the nhs. [applause] and i claim that title because it is our one nation of conservatism that has delivered and will do never the will deliver the Economic Growth that makes that possible. If you ask me how are we going to do it, how are going to pay forward all, i will tell you, it is by raising the productivity of the whole of the u. K. , not with socialism, not with the deranged and ruinous plans of the revolutionary venezuela, but by creating the economic platform for dynamic, freemarket capitalism. Yes. [applause] right. Rd that when did you last hear we are the party of the nhs pricing because we are the party of capitalism. We understand the vital symmetry at the heart of the modern british economy. With its dynamic, enterprise culture, and i have seen that formula in action for a long time. I used to be mayor of london. It is a fantastic place. One of the many astonishing things about our nations capital, it is the most productive region in the whole of europe. We were the first place putting trains and tunnels and that kind of thing. Yet there are many other regions of the country that are far less productive. And that represents not just injustice, but a massive opportunity. The talent and genius is evenly distributed across the u. K. , it is clear that opportunity is not evenly distributed, and it is the job of this one nations conservative judgment to unlock talent in every corner of the u. K. That is the right thing to do in itself and because that is the right way to relieve the economic potential of the whole country. The first thing had to do, basic hygiene, if youre going to spread opportunity, is to insist on the safety of everybodys street. Thats why we are recruiting 20,000 Police Officers and why going to roll up the countywide drug gangs. Games that have preyed on young kids and sent him to die in the streets, and we will succeed. And yes, we will be tough on crime. We will make sure that the police have the legal power and the political backing to use stop and search. It may be controversial, but it has to be done politely and in accordance with the law, but man,ve me, when a young and it is almost invariably a young man, is equipped with a bladed weapon, there is nothing kinder or more loving or safe thing you can do than to ask him to turn out his pockets and produce that weapon. [applause] and yes, when people are found guilty of serious sexual or violent offenses, we will make sure they serve the sentence they should, if only for the protection of the public. Nation,ill also, as one do everything we can to stop people from becoming criminals, with rehabilitation and education in persons, so they are not just academies for crime, but also investing in youth clubs and further Education Funding, to give young people the best possible antidote to the criminal instinct, that is the prospect of a good job, and indeed, the best way to level up and expand opportunity is when every could in the country has a superb education every kid in the country has a superb education. That is why. [applause] thats why we are leveling up Education Funding across the country. Chance they deserve to express their talents. It is so they can get the jobs we are creating. It is so they can get the fantastic jobs we are creating. We are improving connectivity and investing in transport. Of course, but huge new program of road improvements as well. The lincoln roundabout. There is a huge range of things that we will be investing in now. It has been i admit exposed in the past. Confess i like to make and ofnt very inexact models buses with happy passengers inside. I am interested in the passengers than the buses. Not ot that i am a bus it is not just because i am a to expandat we want transport. We want greener carbon emissions. When people want to use the services, they get the cars of the roads, we reduce congestion, pollution and a good bus service can make all the difference to your job. To your life, to your ability to get to the doctor. Also, your ability to stay there and start a family. We are no exhilarating the program. [applause] to be truthful, im not sure of the exact technical details. We are bringing adored by eight years. That means it is not just superfast but incredibly fast, speed of light broadband spurting into every home in the country. It is bringing people together, giving people opportunities. That is better connectivity and better transports unite the country. You increase the productivity of the whole u. K. Economy. If you have good wifi and good broadband connections, what else is allowed to happen . You a now allowed new housing to go ahead. These are on brownfield sites that were never considered before. That is the way forward. [applause] people to get a foot on the housing ladder. You are allowed young people to live near the good jobs. All, we give business the confidence to invest and to grow. That is the virtuous circle. The balance and the symmetry at the heart of our one nation project. There are so many ways in which this country is pulling ahead. New york is the number one city for investment. That is even before we deliver across rep. That was on time and on budget. When the last mayor left office. Isnt it time . Isnt it time that we had a mayor who is focused on the job of running london . He got behind our fantastic candidate, sean bailey. Lets back bailey for london in 2020. Here in manchester, we are seeing extraordinary growth in genomics, a flood of inward investment, ranking, insurance. That is before you delivered Northern Powerhouse rail. Midlands, we are already seeing a 21st century Industrial Revolution. It is in battery and low carbon technology. Just as we lead the world in the previous Industrial Revolution in the 19th century. Vehicles are not made in this country. Are made in this country. That is a fantastic thing. We will have a battery giga factory. That is before we have even begun this brilliant vision of a West Midlands metro system. That is the future. It is linking up in a way that needs to be done. That is what we conservatives are going to use. It is always conservative. With infrastructure, education, technology, we will drive up the productivity of this country and bring it together. That everybody is on all sides of the brexit argument. I am that up being told that our country cant do something when i passionately believe that it can. [applause] thanks to british technology, there is a place in my former that could soon be the hottest place in the solar system. It is the fusion reactor in column. You will be told that this country has the lead in global research. They are on the verge of fusion reactors. Fusion reactor sales around the world. Unlimited virtually zero carbon power. I know they have been on the verge for some time. It is a pretty spacious kind of verge. I remember it was only a few years ago when people were saying that solar power would never work. They said the Wind Turbines would never pull the skin off rice putting. Solar power are delivering more than half our energy needs. By we will be Carbon Neutral 2050. We can do it. With new technology, we can do it. We can become Carbon Neutral. This country leads the world and satellite technology. The whole of the u. K. Will benefit from these investments. Soon we will be sending missions to the heavens. Infrastructure especially acute values of this country. Whoyou think of anyone could trial the First Mission . Communistink which cosmonaut we should coax into the cockpit . There you go. The invitation is there. Brexit done on october 31. That because we have such an immense agenda to take this country forward but because it. It is part of this is one of the very bizarre features. They are committed to handing back control, handing back of those fish to the eu. Turbocharge the scottish fishing sector. Did you see that one coming . It is true. The eu will allow u. K. Business to allow manufacturers to have bigger tax breaks. Can use theu, we tax regime to do freeport and enterprises. We can ban the cruel shipment of live animals. [applause] and, yes, we will have those free trade deals. I see a shipbuilder that exports aluminum to mexico. We center these cds to north these cds to north korea. Can you believe it . [applause] anybody whoorld, travels abroad will testify to this, across the world, there are countries that are your ring your earning to engage with us. That are yearning to engage with us. We have old friends and new friends. We had interjected from the front about the commonwealth. 2. 4 billion people. One of the Fastest Growing economies in the world. Amazing opportunities. [applause] that is our vision for britain. A country that is open, i would looking, globally minded, insisting on free trade. A high wage, low tax, high skill, high productivity economy with incomes rising fast. Better education, better infrastructure and a country that provide a bad law and do no harm to others, you can live your life and love whoever you choose. [applause] a country that leads the way with clean, Green Technology and reducing the greenhouse glasses. Isompany country that happy about its future. That is the vision for the country we love. When the opposition finally agrees to have an election, when they finally waddle from the him to where they are hiding, that is the vision for the country we will put to the british people. The choice is clear. We put up wages with the biggest expansion of living wages for a generation. We back our armed forces around the world. We look after our veterans. Corbyn says he wants the armed forces disbanded. We want in a scaling style pointsbased system for immigration. He does not even believe in immigration control. It Jeremy Corbyn work allowed would ripe street, he up the alliance between britain and the united states. He would break up the United Kingdom. We cannot allow it to happen. It is worse than that because it has become absolutely clear that he is determined to frustrate brexit. Do we want one delight . Do we want to spend another billion pounds a month on eu membership . That could be going on the nhs. Brexit done. Its believed in ourselves and what we can do. Age andurated the steam in manchester, the atomic age, the age of the genome. World sick came succumbed in economic fashion, this party under a female Prime Minister pioneered marketing ideas that spread across the planet. Every one of those ideas was controversial. Every one of them was difficult but we always had the courage as a country to be original and do things differently. Now we are about to take another giant step to do something no one thought we can do. To reboot our politics, to relaunch ourselves into the world and to dedicate ourselves again to the civil proposition the we are here to serve democratic will of the british people. If we do that with optimism and confidence, i am telling you we will not go wrong. A sensible,h moderate tax cutting government. On the same day of his remarks he along with his counterparts , from the United Kingdom and australia sent a letter to facebooks ceo, mark zuckerberg, asking the company to delay plans for endtoend across its messaging services, citing public safety.
