Under the speakers announced policy of january 3, 2019, the gentlewoman from washington, ms. Rodgers is recognized as the designee of the minority lead. Mrs. Mcmorris rodgers we traveled to the israel and we wanted to share you something about our trip and im joined by my colleagues. Through the years, the u. S. I. E. A. Has led members of congress behind the green line and go into the west bank. And tonight, we wanted to share with you what we learned, witnessing the Economic Cooperation integrated businesses between palestinian and Business Leaders and it is an untold story of one that includes the story of hope and opportunity. For me, it was my first trip to israel since being named the United States representative to the united nations. And it renewed my strong commitment to ensure that america remains a bipartisan, steadfast and staunch supporter of israel. Tonight, we will get started with my friend and colleague from alabama. Mr. Byrne i thank you for your leadership on this and other issues. Besides me is a photograph of myself and zimmerman who is head f the chamber of commerce, and a palestinian businessman, the the gentlewoman from from washington and the gentlewoman from missouri and ms. Wagner and dr. Roe joined me on this incredible trip and standing in the sheiks home. The sheik is a former security adviser to the Palestinian Authority. And incredible businessman. Before i get to that meeting, i want to make clear to everybody in america that much of what we have learned or pleeved we have learned about what is going on in israel between the israelis and palestinians is not true. What we learned both from the sheik and from others is that something new and exciting is happening between israelis and the palestinians in israel with. You know, there is this idea out there that the israelis and the plips have been fighting one another for years. Thats not true. The truth of the matter, after the rome apps expelled most of the jews, there remaped a small number of jews in what was known as israel and the palace of palestine and some would creep back in but there were a small number of jews and lived in peace with their arab neighbors. In the 20th century, large numbers of jews began to move in that we began to see some clashes between the arabs that lived in that area. In 1948, when israel proclaimed itself to be a state, there was an unfortunate war between them, the arab neighbors and the countries that surrounded them. As a result of that, a state was formed with true territories, but there was a problem between israel and jordan, which is one of the countries they fought and they took a green pen and wrote on a map, align. It was called the green line. Jordan existed or had control on the east side of that green line, israel on the west. A second unfortunate war occurred in 1967. As that result, israel took control of all of the area ta is now within israel on the east side of the green line. And those two wars in what came out of them is where a lot of the problems between palestinians and israelis started. Its not ainshent and something that cant be overcome. Let me go back to this picture. This is an israeli jew and this is a palestinian muslim, standing next to one another in his home. We actually heard from them and other israelis and other palestinians about their desires and their efforts to Work Together in business and industry and economics. And its bringing people together. The day before we vivetted the sheik, we were in a town in the northern part of israel in what and there somaria are two industrial parts that have 209 different manufacturing companies. Most of the people working in those manufacturing countries are palestinians and they make, on average, four times as much as they could make if they were working somewhere else in we unfortunately called the west bank but is really not the west bank. It is good for the palestinians to make that much money and take advantage of the miracle of the israeli economy and giving temperature that opportunity so they can have a better life for them and their families is hope. The sake what he is trying to do is hope. And what the people in israel need more than anything else is hope. Perhaps our struggles over the last 20 years to create a twostate solution there have blinded us from the fact that its about people and not about lines drawn on a piece of paper that we cant get a resolution to. If the people are allowed to live and Work Together as they want to, maybe they will find peace on their own without push from the rest of us. At any rate, i hope we in this country and we in this congress can do everything in our power to help these good people grow economically in their businesses, but also find that peace that only peopletopeople or actions can find for us all. I thank the gentlewoman and i look forward to hearing the rest the special order mrs. Rodgers lets move to the gentlelady from missouri. Ben wagner i thank my mrs. Wagner i thank my dear friend from the great state of washington for leading our delegation, for putting this special order together this evening. And for including all of us, dr. Phil roe from tennessee, my good friend, Bradley Byrne from alabama, there have been others that have made this journey, you know, with the u. S. Israel Education Association, from both the senate and the u. S. House, and its just so marvelous to stand in support of the u. S. Israel relationship. A decades Long Partnership that underpins security in the middle east and promotes democratic flourishing throughout the entire region. T a time, sadly, of heightened antisemitism that we are seeing across the globe, it is more important than ever that we maintain this strong connection to this very, very key ally of ours in israel. Israel is deeply invested in achieving peace in the middle east and so is the United States of america. And we will always, all of us, stand collectively with israel as they working towards the achievement of this goal goal. As my good friend, Bradley Byrne, from great state of alabama expressed in august we did travel as a delegation and had the opportunity to go to israel with the u. S. Israel Education Association and my colleagues and we saw firsthand israelis and palestinians working together to promote peace and harmony. , which ed the capital Bradley Byrne talked about. A town where we saw palestinians and israelis working together in a true integrated business fashion. And we spoke to both jews and arabs who yearn for peace and prosperity for the region. We explored an Industrial Park that has upwarded of 200 businesses, where palestinians were indeed working alongside israelis. And we spoke with those employees and many of the palestinians, they were making somewhere between three and four times what they would otherwise earn if they didnt have this opportunity to have the integrated business that we saw going on there. And to provide for their families and live in peace and harmony, they were standing up to what i would call strong,dy advicive forces that seek to divisive forces that seek to undermine israels credibility as a force for peace. Yet it is clear that both sides want to find a solution to the bloodshed and to the hate. People to people connections, and my friend congressmen byrne said it so clearly and eloquently congressman byrne said it so clearly and eloquently, between palestinians and israelis is the Building Blocks of the entire Peace Process. And im confident that both communities are working together to improve mutual understanding, expand Economic Prosperity prospects for all citizens. We did so many things in the area of defense and our common defense with israel, getting to see some of the amazing work that the Israeli Defense organization, working in conjunction with the United States of america, were able to do, especially when it came to the test that we saw which was just so fantastic. Just happened this last july. That would take out a long range Ballistic Missile and keep us all safe. But we also got to meet with the Prime Minister, netanyahu. And we had a long discussion about the west bank and about the time that we spent there inside the west bank, watching israelis and palestinians working together in this integrated fashion. And i asked the Prime Minister, you know, wow, so many of the myths have been debunked, you know, i want to go back with this information, talk to my colleagues, talk to my constituents, what should we say . And the Prime Minister said, do you remember what he said . He said, tell their truth. He said, tell their truth. I will just also say this. That with iran working to destabilize the region, and threaten israel through dangerous terrorist proxies that weve seen, hezbollah and hamas, its essential that we stand together with our ally. And im committed, and i know that we all are, in protecting our critical relationship and strengthening the ties between the United States and israel. I also find it especially concerning that anity israel actors are seeking to antiisrael actors are seeking to delegitimatize and isolate the state of israel through the boycott, divestment and sanctions movement, or b. D. S. I was proud to introduce House Resolution legislation with representatives snyder and zeldin and nadler, a true bipartisan effort that expresses Congress Strong support for israel and condemns the b. D. S. Movement. And im happy to say that house res. 246 has been agreed to in in house, with a vote of 398 support. I hope this sends a clear message of support to the people of israel and also to those who would maybe seek to undermine it. We in Congress Stand with israel and we will continue to work to strengthen and deepen ties between our nations. Im just so pleased that i had is incredible opportunity, that we saw business and peace and prosperity and hope and real people that found their humanity and want to live together in peace and harmony and to be with these good people and to be on this journey that was one of policy, it was one of defense. It was a spiritual journey also that i think lifted us all up, heartened us, strengthened us. And i just want to thank the gentlewoman from washington state, my dear friend, Cathy Mcmorris rogers, for leading us in this journey, for her continued leadership in the work that were going to do to promote integrated business and i look forward to her comments and that of dr. Phil roe and im just so grateful to usiea for this tremendous opportunity. And i yield back at this time and let the rest of our conversation continue. Mrs. Rodgers a big thank you to the gentlelady from missouri. I thought you said it so well and it really is an untold story. And its a story of opportunity, its a story of hope. That unfortunately isnt being told right now. And this needs to be part of the peace plan. We need to have the Economic Cooperation and encouraging that Economic Cooperation between the israelis and the palestinian Business Leaders and we saw it, the joint chamber of commerce coming together and in the last two years creating jobs, creating opportunities and giving people hope. Its great. Thank you. Ok. Dr. Roe. Please. Mr. Roe thank you. It was indeed a privilege to be on this trip with the group. It was a great group. And i also want to thank our leader, Cathy Mcmorris rodgers for keeping a stiff upper lip when her clothes didnt get there. Mrs. Rodgers i think you were a part of that too. Mr. Roe i was a part of that program also. I do want to i was in israel 10 years ago and so this is my first trip back in 10 years. And i saw a dramatic change in that country. I grew up on a farm and so im very, very interested in the agriculture in the country. One of the things that i saw that this changed in that country was they had developed desalinate sea water. 60 of the water they get in that country now is that sea water. So theyre able to take a desert and sustain a fairly substantial opulation on it. Also, when we visited the sea of galilee, i also noted that the sea of galilee was up from the last time i was there. It had actually come up. It had a wet winter and up on the golan which overlooks the sea of galilee, which the israelis captured in the 1967 war, thats one of the best agricultural areas in the middle east, probably. And let us not forget that it is still a very dangerous piece of real estate. Most people dont realize what a small, how small that country actually is. There are places in israel from the green line, thats where the fence separating the Palestinian Authority and the and israel is nine miles. And one of the officials there laughingly said when president george bush was there, he said, we have driveways in texas longer than that. Hes almost right. And so you dont appreciate how small that country actually is and what theyve been able to accomplish. I know from an economic standpoint, im a former mayor and one of the things as a may you mayor you do is you try to develop and sell your city and develop businesses in that city. What i saw, the chamber of commerce did not exist when i was there 10 yearsa. Its years ago. Its very new, 18 months old. Im going to introduce them to our chambers of commerce in the u. S. So they can get together. You saw people, not nations, but people working together to make the life better for their community. This is their home. And they want their home to be as safe and good as it can. I want to say there this about mr. Jabri. Hes a very brave man. Hes a very brave man. I told him this. I said, you know, not everybody agrees with what youre doing. And he did not care. He represented a large family and that in that region, in hebron, where he is, and where his family resides. And what they want is they want freedom, they want the ability to work, they want the ability to worship like anyone else wants. They want the same things you and i do and in this piece of real estate, there are a lot of bad actors there. If you go down to the gaza strip, its the poverty thats there and, by the way, we know that in southern lebanon, where hezbollah and Islamic Jihad and other terrorist groups live, iran is funding those. So israel has to deal with that. We made a trip to the Golan Heights and we looked and we could see a very green israel where it had been farmed and irrigated and we saw a very desolate looking syria where theres been war for over 10 years. Half of 500,000 people, a population of washington, d. C. , have been killed there during the civil war. Its really incredibly sad. So i think that one of the things i looked at was how do you defend im an old second infantry guy in the army. How do you defend this piece of real estate . We had a chance, an opportunity to meet with some of the israeli officials and they showed us their defensive systems which i think when you realize that you every new home in that country has thats built since 199 , i believe, has to have a safe room 1998, i believe, has to have a safe room. So a room made of concrete and rebar that you have to have. We take these liberties and freedoms we have in this country. Where were safe to go wherever we want to go, drive where we areas we saw roadsy that are marked a roads in areas that are marked a, b and c. An a area, youre not allowed to go there. We have in this country been free for our third century and we dont appreciate that as much as you go to a place like that and realize you cant go exactly where you want to. And theres always a worry when youre on the beach or youre out at dinner or at a restaurant with your family, is this going to be the night that terrorist attack occurs that a terrorist attack occurs . Much improvement there 10 years ago from 10 years ago. The gentlelady from missouri, who i hope to get to see next week in missouri, when i visit there, we looked and visited with her family and got to see ome of the most amazing sights from my standpoint as a christian, it was incredibly uplifting to me, to walk on the steps where jesus walked, to be able to see where abraham perhaps almost sacrificed jacob and so we saw a lot of those areas that we had read about. But had never really seen them. It really brought the bible to life for me. So that was very good. I think meeting with the Prime Minister, he spent an enormous amount of time considering what was on his plate, an election, he had that on his plate. But he was very generous with his time. I remember asking him, i said, what keeps you up at night, what wakes you up . It didnt take him two seconds. He said the red phone, because theres almost not a night that hes not dealing with something incredibly serious in that small country. So i wish them well and certainly would encourage others to study this part of the country. T is an amazing country. There for thousands of years and we saw artifacts and buildings that were thousands of years old. We think of our country being 300 years old or 400 years old. And this area is thousands of years old. So anything you dig in jerusalem especially, youre going to find something when you dig under the ground thats been there for many, many years. So with that, i will yield back to the gentlelady from washington state. Mrs. Rodgers thank you. That was great to hear. I often tell people that everyone should go to israel. There really is no other place like it in all the world. It is at the center of history, the biblical history and today, so much of what is happening in the world is what is going on in israel. It was great to return to israel for me. I have traveled thrrl before and im grateful for them leading these trips especially behind the green line and taking members of congress, house and senate, republicans and democrats, to be able to see it for themselves. It really is important. We spent a couple of days beyond the green line, so that is in the west bank. And we were witnessing amazing cooperation between the palestinians and the israelis and for me, i think it is the untold story and story about opportunity. Doesnt always make the headlines or the news, the cable news, its a story of hope at a time when too many despair. So i think ann mentioned we went to the city. A city that is booming with housing, shopping septemberers more jobs. We went to the university, the Newest University in israel. I was especially impressed with the programs that they had for autism and for those to earn a degree and building a new medical school. The university is a leading model where jews, arabs come to study and to learn together, to build that opportunity for a better life. Wn the road from ariel university, we towered a Business Park and it was a large Business Park and it is processing 50 tons and they want to double that very soon. There is where we saw the israeli and the palestinians working together. We saw neighborhoods where they are living together with equal opportunities, equal pay, equal benefits. The waiting list to get a job is over 1,000 people long. And why is that . Because they are going to make three to four times what they could make anywhere else that they could make under the Palestinian Authority. Anything that comes out of that Business Park is considered b. D. S. Why would palestinians want to risk working at a place that is going to be stamped b. D. S. And against the law. They want to provide for their families. One palestinian employee in ariel said this, and i quote, all the people i know in the factories or outside it, they believe that the commercial progress will bring stability, a comfortable life. Why not Work Together . You see good examples of friendship and peace here rment. And we done have factories like this factory. You want to work in a factory over there, you will not get the salary you get over here rment. Here, we get a comfortable and respect tl salary. Thats the reality, on the ground in the west bank. Jews and arabs from israel and palestine are working and living together today in peace. And i was reminded again that its the opportunity. Its the opportunity for a good paying job. Its the chance for children to get a good education. Its the desire for hope, peace and security that drives all of us. And it really is foundational for every person, no matter the back ground or walk of life. Was reminded of this in hebron. That picture was the first time that a group of members of congress had traveled to the palestinian Business Leaders home and he warmly invited us into his home and he told us he wants to be a partner for peace in america and the middle east. We hope that he will be coming along with the chamber of commerce to the United States to also tell their story to congress and to our other colleagues. And we captain wait to tell this great story of partnership and integrated business and working together. Mrs. Rodgers thats the picture is a picture of the leaders of the jew dayo business of commerce. 150 palestinian leaders coming together to form the chamber of commerce and we want to invite them to come to capitol hill and visit with members of congress and tell their story because it is an untold story and needs to be told because they believe this has to be part of the peace solution. It is the bottomup Grassroots Movement where people are working and living together and they are doing it. And thats the way we are going to build peace. It was really encouraging to see that economic activity. And one of the quotes that i remember he said is our troops and reality that the palestinians and israelis Work Together and want to show the world that reality. That he why we are excited about them coming and being able to host them here in congress and introduce them and have them tell their story, tell their truth is what the Prime Minister said. So important. Another aspect of this does deal with the b. D. S. Movement that we see right now, it has a goal of delegitimizing israel. And we heard from the factory chamber of in the commerce. We saw a different story where they are working together in peace and economic relationship must be foundational to peace. For the palestinians and the israelis, b. D. S. Is going to threaten us. Both the palestinian Business Leaders and the palestinian workers said b. D. S. Hurts them more than the israelis because for the first time they have the opportunity for a really good paying job and able to provide for their families and their kids getting a good education. Thats their dream. Thats what gives them hope. It hurts them, it hurts their ability to provide for their families. They want economic freedoms and not boy cots. And thats why i am proud of the eadership of my colleague, the colleague from missouri passed on the house floor that we do ot stand for boycott divestiture. What we saw, what we witnessed is the way that is the foundation for peace and must be a part of any of the peace plan moving forward. I believe that as america continues to influence and encourage this kind of Grassroots Movement, we are going to see growing Economic Opportunity that is foundational and also for the palestine people. Israel is our greatest friend in the middle east, and they are vital for america. So im going to be encouraging and i know my fellow colleagues, we will be talking to the administration and Jared Kushner in the peace plan that is being developed right now to urge them to include this Economic Cooperation and americas standing and support of this bottomup grassroots approach that makes a difference in peoples lives. Mrs. Wagner if i could add in this terrific special order. We were grateful for the opportunity that usiea and i want to thank Heather Johnston for her leadership. Thanks to the general for his leadership, their entire team that made this experience so ble that have worked diligently and so fervently to bring peace to israel, to put forward the Peace Process through things like integrated business, to recognize the Strong Defense ally and partnership that we have with israel and . Million of u. S. Taxpayer funds that we share with israel in order to lift up their defense systems, so we are all faced in this world and certainly in this delicate part of the middle east. So i want to thank those leaders of usiae and hope to share it with many others. Mrs. Rodgers big thank you to eather johnson who led and the general, former commandant of the marine corps and joint chiefs of staff that encouraged thiser business approach. E also got to, as you said see arrow three and was arry flicher who led the iron dome and Israel Iron Dome develop under three years. Nd its working and using it every day. Mr. Roe just to continue with just to put this in perspective. He worked for the Palestinian Authority as one of their security people. He pointed out when we were in his home, we had a fouryear election 15 years ago. This term of the leadership was supposed to be for four years and that was 15 years ago. They elected these folks and he saw in his people were not improving their plight was not improving and said im going to do Something Different and he struck this out. This gentleman right here is a very brave man. And i wish him nothing but the mrs. Rodgers courage and bravery. Mr. Roe he has his people at heart and the palestinians at heart. And i some nothing but good things if peace can break out. Another thing was going to the Training Center and visiting there and this is a leadership Training Center and some 60,000 people have been through it. There were a group of palestinian girl scouts there. Nd it was fun to kind of watch them. I was much happier on the ground and climbing up these ropes. And they were there with their scout leader going through the leadership training and this is Building Bonds that hopefully will last for generations and the other thing that the Palestinian Authority, he said of all the money that the United States has given the Palestinian Authority, they have not built one school or hospital for the people. So where did the money go. We heard the day we are there, we heard a bounty from the Palestinian Authority, if you kill another human being, your family is left is given money each month. That is difficult to get to a peaceful situation. And he put himself in harms way to try to make the plight of his People Better and he is doing it. And a couple of things we learned, how many businesses are thriving in israel. Next time you get in your car and you start driving down the road and your car automatically brakes, your Steering Wheel shakes as you look at your cell phone and you shouldnt, the technology was developed in israel. Intell has now bought the company. When you see a car without anybody in it, that technology started in israel. A gamechanger in their country to w they are an exporter egypt. And it really stabilized and not o dependent and also Americas Energy independence contributes to their safety. Let me go over why that is important. 40 years ago we had an oil embargo by opec. We had to get in a line to get gas. I happened to be a young army officer, 11 miles south of the d. M. Z. In korea during the winter. And we got heat three hours a day because of this embargo. And we had to use our fuel for our tanks, our tanks, our gun ships, cobra gun ships, helicopters and other equipment that we had. And so we didnt have any to heat the place we were in. It was incredibly miserable there. And i saw oil used as a political weapon back then. The fact that this country is now energyindependent, we had three huge tankers get diverted by iran. We had an attack on that took out almost six Million Barrels of oil a day. And because of the Energy Policies in this country, there was hardly a pickup. And i can tell you, if a hiccup. And i can tell you, if wed been in the same situation 40 years ago, gas would have been two or three times what it is, it would have created great hardships in this country. The fact that israel is there helping and theyre make friends. They have had a Great Partnership and ill give president carter a shoutout. Peace has broken out between the israelis and the egyptians. And the jordanians. They still have differences, yes, but theyre civil to each other, theyre working those differences out. And saudi arabia. Who would have ever thought i remember Prime Minister netanyahu said, who would ever have thought israeliarab planes would be flying over saudi arabia . They are now. So you can see a change israeli airplaning would airplanes would be flying over saudi arabia . They are now. So you can see a change. Mrs. Rodgers the mrs. Wagner the economic summit where so many arabs came and participated was all a leadup to a Peace Process and the kind of work that were seeing thats happening in the west bank and we hope that will continue to flourish. E Peace Process and i know Jared Kushner, the white house and others at usiea and with the israeli government, the palestinians are working on something that i think will be of asis, the underpinning the Peace Process. And as weve all expressed, to see people find the humanity, find that all they want is what we all want to be. Safe and secure, to take care of our families, to give back to society, to be productive, to be able to worship in a fashion that we choose. And to have some freedom. Ats what we hope for israel longterm. And it was just wonderful to be a part of this journey. I look forward to the future and what this administrations going to bring to the table and those that will be coming to, i hope, educate our colleagues on the important work thats been doing. Mrs. Rodgers we should also recognize the extraordinary leadership of ambassador david friedman. We had the opportunity to have lunch with him. We had the opportunity to visit the United States embassy in jerusalem. And mrs. Wagner wag a promise a promise that was made and kept by an american president , president trump. Mrs. Rodgers a Beautiful Day when we were there. It was just great to be able to spend some time with him and he really has led the way within the administration, with the integrated business. Also he sees the vision and he sees the potential of what that means as far as helping really forge peace from a bottomup approach. So it was great to be with him. I appreciated you talking about the national Training Center, which has is leading with training leadership and teamwork that we all can benefit from. They have contracts with the i. D. F. They have contracts now with the department of education. We saw the young people, the israelis, the arabs going through this training together. Mrs. Wagner thousands. Mrs. Rodgers yes. Mrs. Wagner it was amazing. Mrs. Rodgers it was so encouraging to see that during our time there. Mr. Roe one of the young ladies took a lot of encouragement. Mrs. Rodgers i do remember that too. Mr. Roe she was having a hard time but she made it across i think finally. You mentioned i hope that the palestinians find peace and prosperity. Theyve long suffered. In gaza they still do. And where you see in hebron where mr. Jabari was, that peace is breaking out there, and prosperity. And wish them nothing but the best and hope theyre successful endeavor. Mrs. Rodgers you think about israel, a very young country, just over 70 years old. Its very impressive from a defense perspective, from a technology perspective, from an agriculture perspective, leading the world in so many endeavor. Mrs. Rodgers you think about d fields. I also believe its always important to highlight theyre the only democracy in the middle east. They are our best friend. And its history, its culture is the center of our civilization. Israel faces threats every single day against its survival and against the universal values of peace, security, opportunity and, of course, freedom. Those values unite us in america and in israel, on both sides of the green line. Im excited that my colleagues are here to share with everyone our experience. We returned home with a strong conviction that this story needs to be told. And that more of our colleagues, republicans and democrats, need to see it for themselves. That was the biggest takeaway we heard, after listening to the people that we met. They asked us to go home and share their reality and their desires.
