I rise today to recognize the ccomplishments of more than 23 million americans who are in recovery. Recovery is national month. 2019, were celebrating 30 years of that designation. Marking that today in ongress with an effort were calling Congress Goes purple. Colleagues, ank my denver riggleman, annie kuster, Brian Fitzpatrick for partnering with me to happen this happen. Who are struggling with Mental Health concerns or Substance Use disorder need to theres no shame in seeking help. Your journey to recovery is something to be celebrated. Disorders, they dont discriminate. And neither should we in helping find people a path back. Came to congress to help make for ery a real possibility more americans. Started in the mid 1990s, weve seen opioids invade and destroy across america, from the in marylandepresent to big cities and small towns the country. Heres not the a Single Community thats not been fully spared from this devastating epidemic. The opioid it is a true crisis. Years, first time in 100 00 years weve seen Life Expectancy decline for three years in this country. Americans are dying sooner than parents generation, and ou, we can blame the opioid epidemic. The numbers are staggering. We saw over 70,000 overdose. Of a drug more americans have died in one ear from a Drug Overdose than from the wars in vietnam, combined. N, and iraq and behind each one of those a person. Behind each one of those numbers and a community that and loss. Immense pain my family was one of those. 2016, on new years eve, my nephew, ian jacob trone, died of a fentanyl overdose. Died 24 years old and he alone in his hotel room. Inn for over the five i worked with ian for ver five years while he was struggling with this. To do d closely with him everything i could to get him the help he needed. Lost him. Ll and unfortunately, its not just addiction numbers that are staggering. Estimates that in 2017 ver 19 Million People in the u. S. Experience Substance Use isorder, but of that group, 8 1 2 million also add illness. Ing mental this is the most important issue in america. Must act now and stop more lives. From losing their i know if were going to make a difference, then all of us, including the federal government, need to act. Of s why as a new member congress, ending the opioid ddiction epidemic is my number one priority. Ive started a bipartisan working group, which is ow composed of 64 lawmakers from 31 states all dedicated to epidemic. S together, were pushing bills hat will bring consistent funding and resources to those on the front line who are every day. Is and most importantly, were together. Both democrats and republicans. We take is bipartisan, because we need to together. If were going to end the stigma round mental and Substance Use disorders, right now someone is use ring from substance jailder, being thrown into instead of getting the treatment they need. So we need to start treating like the disease that it is. Instead of locking people up in we need to reach out and give those that are struggling a hand. G thats why the message of the ational recovery month is so powerful. We can be a village, and disease, notis is a a crime. Together we can put the focus hat no one has to do this alone. I pledge to do everything in my power to make sure we end it. Representatives wearing purple today, we thank you for recognizing the importance of recovery month. The speaker pro tempore the gentleman from south carolina, minutes. N, for five mr. Norman thank you, mr. Speaker. Today to honor Many Americans who are forgotten. Gone through difficult times and are now on a path of recovery. Ubstance abuse disorders are running rampant throughout our communities all over america. Borders of ossed ace, ethnicity, gender, and politics. This crisis knows no bounds and e are here to bring awareness to the fact that there is a way forward for each of these individuals. I have hosted Substance Abuse awareness round tables all regularly andtrict have heard from folks who have or are friends, themselves dealing with Substance Abuse. Any of these people you would have no idea who they were. People they knew were struggling. But they were, mr. Speaker, and with my hile i rise colleagues, both democrat and wear the alike and purple today to show that faith, love, care, family and community we can help very, alking through a very lonely valley. We can uplift those who need it most. Were all here to help our brothers and sisters in christ. Yield back. The speaker pro tempore the chair recognizes the gentleman from georgia, mr. Lewis, for minutes. Mr. Lewis mr. Speaker, i rise o ask unanimous consent to address the house for five minutes. With a heavy heart, deeply concerned about democracy. Of our and im not alone. Approach me everywhere i go, whether im travelling back forth to traveling back or aroundfrom atlanta our country. They believe that our country is descending into darkness. They never dreamed that the nited states, once seen as a beacon of hope, and as an inspiration for people striving equality and justice will be disgrace. To such i share their concerns for the future of our country. At night. E up we took an oath to protect this domestic inst all foreign enemies. Sometimes, im frayed to go am afraid to go to sleep and our l wake up democracy will be gone and ever be returned. Very turn this administration demonstrat demonstrates disdain and for gard for the law and the constitution. They have lied under oath. Refuse to account for their action and appear before the body who have the constitutional right to inquire activities. The people have a right to inquire. To know. A right the people have a right to know whether they can put their faith trust in the outcome of our election. To know a right whether the cornerstone of our emocracy was undermined by people sitting in the white house today. They have a right to know a foreign power were sked to intervene in the 2020 election. They have a right to know whether the president is using line his pockets. R. Speaker, the people of this nation realize that if they had committed even half of the violations, the federal government would be swift to seek justice. Delay. Ot we must not wait. Act. S the time to been patient while we path and every other tool. We will never find the truth power given to the house of representatives and he house alone to begin an official investigation as dictated by the constitution. Democracy is our at stake. There comes a time when you have to be moved by the spirit of history to take action to rotect and preserve the integrity of our nation. Believe the truly time to begin impeachment proceedings against this has come. To delay or to do otherwise would betray the foundation of our democracy. Thank you, mr. Speaker. The speaker pro tempore the chair recognizes the gentleman montana, mr. Gianforte, for minutes. Mr. Gianforte mr. Speaker, and i back. The speaker pro tempore the chair recognizes the gentlewoman from New Hampshire, ms. Kuster, five minutes. S. Kuster thank you, mr. Speaker. Across the United States and in my district, we are seeing more communities threatened with pfas contamination. Throughout our environment is a risk to human health, and as congress issue, es to act on this we must listen to the families and citizens who have had to with this contamination. Cannot imagine the fear of a parent whose learned their childrens Drinking Water is with these harmful chemicals. Thats why i introduced earlier this year that would prohibit adjusting pfas chemicals at the molecular level bypass Environmental Protection at the Environmental Protection agency. The tap for approving new pfas chemicals is take ep that congress can as we work to fully understand expansive pfas contamination to ourur environment and health. Congress must act on this issue,ie is why last which is last month i convened a pfas hearing to hear from environmental advocates, impacted families and Community Leaders in New Hampshire who are front lines of cleaning up pfas contamination. From experts who are working on longterm olutions to cleaning up these forever chemicals, and im pleased to bring some of these as a back to washington member of the Bipartisan Task force. L pfas this group has brought together emocrats and republicans from across the country to put the issue of pfas contamination front and center in washington, d. C. The task force has advanced important provisions of the National Defense authorization act to help clean up contaminated sites and protect Service Members and their families and First Responders who have been exposed. As house and Senate Leaders begin conferencing on this bill, its critical that the final National Defense authorization act includes pfas provisions from the house and senatepassed bills. Americans have waited long enough. Congress has an important opportunity to pass Bipartisan Legislation that will protect veterans, current Service Members, firefighters, occupationally exposed to pfas and families in communities impacted by military pfas contamination. This issue is critical to my district and my state and i will continue to work across the aisle with anyone who is willing to protect communities and future generation from pfas contamination. Thank you, mr. Speaker. I yield back. The speaker pro tempore the chair recognizes the gentleman from pennsylvania, mr. Thompson, for five minutes. Mr. Ompson thank you, speaker. Mr. Speaker, last month i had the pleasure of hosting u. S. Secretary of agriculture sunny purdue for a dare yea and agriculture summit for a dairy and agriculture summit in pennsylvanias 15th district. In crescent, pennsylvania. Joineding the secretary and i was gary grombs, executive director of the usda pennsylvania farm service agency, russell reading, department of agriculture secretary, my colleagues, representative john joyce, representative fred keller, among others. The purpose of this event was to learn from our farm families how on whats working, whats not, and whether they need support the most. It was a privilege to host so many hardworking Dairy Farmers and learn from their experiences. Its important that there are Resources Available to help the dairy industry strengthen and grow. At the summit we discussed these resources like usdas new margin recovery program. This revamped voluntary program one of many tools available to Dairy Farmers around the nation and offer more options, more flexibility, better return on investment. Our nations farmers are always working hard. Owning and operating a farm is a 24 7, 365 a day year job. No matter where you are from, a strong agriculture industry benefits each and every one of our lives. Of course the hardworking men and women would be lost without strong market opportunities. So we must do more to expand opportunities for American Dairy products both domestically and internationally. That means making pendling trade agreements like the usmca a reality lie bringing it to a vote in the immediate future because pennsylvania deserves freer markets, fairer trade and increased economic opportunity. Has the commonwealth number one industry, the importance of a strong Agriculture Sector cannot be overstated. As the largest sector of the agriculture industry dairy production remains critical. Usmca brings good news for Dairy Farmers in pennsylvania and across the country thank to the elimination of canadas class six and class seven Dairy Pricing which has unfairly limited our export potential. Our agriculture industry, particularly our Dairy Farmers are the backbone of pennsylvanias economy and their success directly impacts the wellbeing of the commonwealth. Passing usmca is long overdue. It is time to signal to our nations farmers, manufacturers, Small Business owners, and our two closest trade partners we are serious about securing a Bright Future for american exports. With that, mr. Speaker, i yield back the balance of my time. The speaker pro tempore the chair recognizes the gentleman from texas, mr. Green, for five minutes. Mr. Green thank you, mr. Speaker. Mr. Speaker, and still i rise. And i rise today with a belief hat the honorable john lewis was imminently correct with his statement. He does not need my commentary. Hence i will not give commentary. I just want the record to reflect that on september 24, shortly after the noon hour, i had the preeminent privilege of to g here in this very room hear the honorable john lewis. And while i wont comment on his commentary, i will just comment on something that was on my heart as it relates to people who approach and ask questions about the state of affairs, the status of our country. On yesterday a young man, 9 , ars of age, his name is alec alech is a variation of alexander. Alexander means helper of humankind. This 9yearold young man expressed his concerns about our country. 9 years of age. The proof of what i say can be validated because he was at the rally that was held right out front of the Rayburn Office building. 9 years of age. People of all ages who have been chronicling these events are asking questions. There are many answers to be given, but i think the honorable john lewis has given us the best. Im honored that i was here when to ve us pearls of wisdom facilitate our going forward. I yield back the balance of my ime.
