The problem, the reason we are here today, is of course that each of us has a slightly different view of what those best interests are. So i hope that we can debate this bill in what is a, i recognize, a very short amount of time. If im a response to the point i can do no better than to quote the right honorable member for west dorsett who on the third of april in the house said, it could only be done at high speed. Because there is no time left. I think wherever we stand on this issue, we know there is very little time left. Following the decision on promulgation, there is even less time that would have been available previously. Therefore i hope that we will stronglyh other with held views with respect and consideration during this debate. The focus of the bill is very simple. It is to ensure that the United Kingdom does not leave the European Union on the 31st of october without an agreement. The bill has wide cross party support. Can i say it is a great pleasure to be just above on the order list, the honorable member for the northeast. And it is backed by memos who have very different views on how the matter of brexit should finally be resolved including members who until very recently were senior members of the cabinets. Now you could describe it as a somewhat unlikely alliance. But what unites us is a conviction that there is no mandate for no deal. And that the consequences for the economy and far country would be highly damaging. Bill supporting the believe that no deal is not in the National Interest. A question i think the right honorable delmon and forgiving wiper when he talks about no deal. Thered multiple sector deals. Does he not see the sector deals as being multiple deals in their own right . I do not aware these sector deals are. My concern and the reason for this bill and the support i hope it will enjoin the house today, is because the Prime Ministers made apsley clear that he is prepared to leave on the 31st of october without a deal. And those of us who i so hope will support the deal do not wish that to happen. I will give way. Sense you agree that in a with these debates going on for long. , lessons many of us from them, and in that process, people have changed their minds. Ther of importance for events of a no deal brexit, one of the amendments today is to get people another look at the, what we might call the main part. Proposal. And it is supported as i pointed out by honorable and right honorable members who have already voted for a deal and would vote for one again. And i would say it is very important that we focus on the principal purpose which is to prevent a no deal brexit, and to keep the coalition that shares that view together. But i will have more to say about that when we come to the end of the i will of course give way to the right honorable. Thank you ray much. There may well be a general election at some point. Theres a reason i voted against the deal three times. It is not really resulted in that which all agreement the legally binding treaty. It was to do with the nature of the political declaration and the absolute lack of clarity about whether then Prime Minister wanted to take the country. That is my view. Other memories have got different views. If i could bring this back other members have different views. Forgive me im not going to give way further. I have been reasonably generous. And i am conscious of the time. The evidence before us as to the cost once is of no deal, it is important we acknowledge that. As to the the consequences of no deal. It is the fundamental reason behind the bill. As we heard from my right honorable friend, and counts about earlier this year, it was reported that cabinet secretary and the National Security advisor had told the previous cabinet that no deal would make our country last safe. It international if the National Security advisor says that to the cabinet, we ought to pay attention. All of us have seen the governments own, can assessment that makes it clear that no deal would cause the greatest loss to the economy. We know that [indiscernible] the body that respect represents the british Manufacturing Industry have described no deal as an act of economic vandalism. Since we last debated the question of an extension, new information has come to light from the consequences of no deal. The government itself has admitted there would be damage to companies because they were prepared to compensate certain businesses and industry, the first time in mikes parents the government has advocated a policy of saying no that in my experience the government has advocated a policy of saying no, we will . Potential impact on medicines, decreased supply of foods and prices, petrol refineries huge uncertainty for businesses serious damages to farmers and in some ways, given the progress that will Northern Ireland made in the last 20 years, most wearing of all, expressing the view that the current open border between the Northern Ireland republic could be unsustainable because of economic, legal, and entire security risks. You made a point about security we repeatedly sat at the Home Affairs Committee from Senior Police officers and Security Officials about the devastating impact of a no deal brexit. The only way to stop no deal is to revoke article 50. That is really what members of this side of the house want to happened that they should be honest with the british government. I should say to the honorable gentleman that if someone says you can jump off a cliff with all of the damaging consequences in a couple weeks time or we could put it off for three month, which would you like . I think the sensible course of action to take, given the damage that it would do to the country, is to put it off. I said we need ultimately to find a new way forward. Ive my own views as of other members have of how that should be done. Thats not the purpose of this bill today. If i may, particular the grateful to the right honorable gentleman for the ways in which he has chairing his Brexit Select Committee and taking this vital evidence of isnt that really the point of this bill . That this is precisely the sort of work we should be done or questions should be laid in and ask. Be making sure that we are ready for any no deal yet what we are seeing is that they closed down next week when in fact we should be setting asking the questions and his committee and others should be able to do that. Absolutely right. One of the consequences for committees that are committee cannot meet or speak to the government. Organize. That is what we are. Ive received this morning a letter from the northeast England Chamber of commerce. For the last three years we have been playing and consistent. Preserving the trading conditions and relationship we enjoy with a you a to be the primary objective of any brexit outcome hadley the governments willingness to embrace no deal as an acceptable and to the brexit negotiations flies in the face of this. It is at to say disastrous outcome for the northeast of england. This bill is a necessity. I think they do. Sense concluded a discussion and reflection of the economic and other consequences of no deal, i want now to turn to what the bill actually does. To stop this happening by seeking the extension in certain specific circumstances. It is very important to understand that the bill allows the Prime Minister the opportunity to reach a new agreement with the European Union at the European Council, and to seek parliaments consent to any such agreement. That is condition one. It also allows the government to bring a motion to the house of commons to seek our consent to living without a deal for example if discussions at the European Council prove unsuccessful. Now i think the government would find it difficult to get such a motion to the house of commons. But the bill allows it and allow them to seek to do that. Because one specifically provides for both of those eventualities. And if either of those conditions is met, then there can be no further extension. If however, neither of these conditions have been met, by the 19th of october, chosen the day deliberately, it is the day conclusion of the European Council. The Prime Minister must ask the eu for a further extension until the 31st of january 2020 in the form of a letter set out in the schedule to the field. Clause three deals with what happens next. If the European Council exceeds to that request, the Prime Minister must agree to it. Proposes anil extension to a different date, the Prime Minister must agree to that as well, unless the house of commons decides not to pass a motion agreeing to it. That is what subsection three does. Thats been wrongly claimed the eu could propose an in theon of any length Prime Minister would be required to accept it. Not so. Circumstances, the house could decide. Furthermore, if a deal is reached after the Prime Minister has asked for an extension, that would override any extension. Can,so allows him, if he to reach a deal after the European Council concludes on the 18th of october. Bill givesrds, the the Prime Minister the flexibility that he wants and needs to get a deal if he can. What it does not render further negotiation pointless. It seems to me what does is the Prime Ministers refusal to put a proposal to the eu. If this bill passes, a very odd state of affairs, of course i will give way. Clause 32 is very clear. The time of two days begins with the end of the European Councils decision is made. Clearly duringry proceedings on the change of date after the two previous occasions that the government accepted an extension that we were merely implementing a decision that was already made and binding in European Community law. What his proposal depends upon is the European Union making a onlytional offer that is comes into force if they choose to make it conditional on subsequent to cripple by the house of commons. He has no way of finding the European Unions procedures by a piece of domestic legislation. The purpose to that is if the bill is passed, it is in the knowledge that it is seeking for an extension to the 31st of january. If the European Union and proposes proposes a different date, it seems proper that the Prime Minister should be able to or, ihats fine by me will need to go back and check, i agree with the right gentleman we cannot bind the European Union in the way it seeks to work. It is not at all unusual for Member States to say, we would need to go back and check with our parliament. Im certain given the importance of this issue, the European Union would be able to find another procedure which might not involve the European Council meeting again to confirm the decision that made in making the offer in the first place. The second point i would make, the day is to give up Prime Minister the chance to come back to the house i will give way. [inaudible] this bill does not stop no deal. It doesnt stop it. It makes it virtually impossible for a Prime Minister [inaudible] it tells the European Union that if they dont intend to negotiate or give us a better get, what they will instead is the opportunity to offer an extension of whatever they want. Want. There is a means of the government asking the house not to agree. A means of the government asking the house not to agree. And then the house would have to decide in light of what had been offered by the European Union. I dont accept that this undermines the Prime Ministers negotiating ability. Im responding. Bear with me. I dont myself regard the threat of a no deal brexit as part of a credible negotiating strategy. The previous Prime Ministers ,pent nearly two years saying itdeal or a bad deal, and didnt work then. I will give way one more time. The European Union gave us a 10 year extension. Be a choicehen between a 10 year and the no deal. That is not the case. The house could decide to ask the Prime Minister to go back in those circumstances. The Central Point is that it gives the house of commons in those circumstances the ability to express a view. If the extension is to the 31st of january, we would have decided if we were prepared to extend that. Only if he does not get a deal does the bill prevent the prime and us out of the eu without an agreement. Time toive way one more the right honorable gentleman. Article 53 of the treaty on thatean union boldly says we leave after two years unless the European Council in agreement with the member state concerned decides to extend the period. There is no obligation for the European Union to decide to make a conditional offer. They can decide. The bill requires the Prime Minister under those circumstances to accept the terms on offer. Thats it. This is the decision back to the European Union. I dont agree with that. Of course, there is no guarantee with any of this that a further request for another extension will be granted by the European Union. This is what is required to prevent the Prime Minister, the current Prime Minister, from taking us out of the eu on the 31st of october without a deal. We didnt have to put those provisions in the earlier bill moved by my right honorable friend. Because the former Prime Minister readily accepted the decision of the house of commons. We are in different circumstances. But he speak to what clause do does. It covers what happens if an extension is proposed and agreed. Members have asked, what is the extension fault for . Its to avoid a no deal brexit. Clause two dozen provide a framework in which the government must publish a report to the house on the 30th of november. The house has approved the report. Thats a chance for the government to say, what are we going to do next . It is something we can point to with the European Union. Remember last time, use the time well. Its important that we show we are not just saying, we will want a further extension to twiddle our thumbs. Its a process that is being suggested here in the bill. If the report is amended or rejected, there must be further reports from the government. Every 28 days thereafter until an agreement is reached or implicated by resolution of the house. The framework that is in the bill will help answer the question about what we intend to do with the additional time. That will be a matter for parliament. I will give way. One of the things we want to do during that time is try to find a solution to the irish question. Commission task force is reporting that the pm is reneging on his commitment to protect the island economy and meaningful northsouth cooperation. Clearly, the time should be used to ensure there is decent cooperation. Those reports concern me as i know they will concern many other people in the house. Clause is not to create a marionette government but to give the government the time it needs to do a job. Its not clear what is happening at the moment. How much negotiation is actually taking place when no proposals have been made. Its really very hard to understand that since i was talking government was working flat out since july. Now, even if agreement was reached, its also important to make the point that its very hard to see how you could then get the houses approval and the all the legislation by 31st. The final point i want to make is this. What would happen if we left with no deal . The premise minister talks about getting it done. And ending the uncertainty. The truth is, the honorable member made the point so powerfully. No deal does not end anything. It would simply plunge us into greater uncertainty. Im going to finish my remarks. Talking about the degree and length of disruption. Uncertainty about the border arrangement in Northern Ireland. Uncertainty about what our future relationship, trading relationship would be with our most important trading earners, the other members of the European Union. It has taken three years to get this far, not very far at all. It took canada seven years to negotiate a deal. The Prime Minister says he wants a super canada deal. Its going to take years to agree on a new relationship. Every single eu member state will have to agree to any deal. No deal will not be the end of brexit. It will only be the end of the beginning. Faced with a degree of uncertainty, businesses are going to have decisions to make about whether to invest, what to make and where, and what to do about the disappearance of all the arrangements that they have come to know and work with. It would be utterly irresponsible to allow this to happen. We have a duty to prevent it. I hope the house will vote for this. Read in a bill now be second time an attempt to accommodate a lot of members who wish to take part. I will impose a fiveminute limit with back bench speeches. Thank you. I rise to speak as a proud but slightly bemused independent member of northeast bedford. Let me make three brief points in support of the bill and to commend my right honorable friend for his remarks. I have no wish to do the same. Three points briefly. Is the bill a stumbling block to negotiations . No it is not. It does not prevent the Prime Minister from negotiating. We dont yet have a deal. Referendum,he reasons have been cited for not getting a deal. Its been a remainder parliament, a remainder prime eu,ster, ollie robbins, the martin so meyer, always a different reason. We were told recently all would be solved if only we elected a Prime Minister who was a brexit tier with determination to leave with no questions asked and we would have the deal the u. K. Always wanted. We have such a Prime Minister whose determination is clear. The eu has not folded. This time, its us. This is nonsense. There are two reasons we havent had a deal. Members in this house have not the second deal, reason is that many in the u. K. Have failed to grasp it was we that left the eu. That means that its a negotiation between us. We never really understood the eu or its arguments and believed the negotiation was a series of demands from the United Kingdom, not a negotiation. Used adulte we have on 20 years of poison about the eu has made sure that we didnt get a deal. Thank you for giving way on that point. We came to the house in the same year. Does he agree with me that the kind of language that is being and from the front bench the media about those who are ing to prevent no deal tracers, collaborators all of that warlike language is less than helpful. Absolutely. I will come in my conclusion to talk a little bit about that and how we have to reset. My friend makes a good point. Why do we want to avoid no deal . I wont repeat all the things that my right honorables friend said. The threat to the union. Im a scott. Im a scott. My mother and father are from scotland. Im a proud scott. Im british through and through. I couldnt believe i couldnt believe a poll of conservative members recently that says they i regard that as a terrible thing. We should not risk it. Secondly, ireland. Ireland. Ireland treated by some here as some sort of irrelevance, a place where they have made up the border issue in order to prevent us leaving the eu. With our history in relation to ireland, everything that happened there, they became our best friends in the European Union. And our choice to leave, our brexit has put them in the most catastrophic situation of any country. We now expect them to accept another english demand to do something. Have we know understanding of what that relationship means and the damage done . And the damage to europe and the relationship with europe itself. I grew up as a firstgeneration to avoid war in europe for countless hundreds of years. I arrived in the house of commons when they were giants. People for whom europe was the place where they and their friends have fought and died. They wanted something different. That has always motivated me in my sense of europe. Whether we are in the European Union or not, that relationship is clouded by the thought of language that the lady has made. I dont want to see that threat by a no deal. Just a moment. Ive listened to the right honorable gentleman involuntarily for most of the years ive been here. [laughter] most, not all. I went to campaign for him. I have no wish to hear from him voluntarily. Let me go on. [applause] thirdly, let me and where i began. Complain at the removal of the with voting on in the issue of competence. To my colleagues here, inc. Of how this looks. Theyervative party made the economy we were cheering a few minutes ago. What are people going to think about what we have left and what we have lost . Some will have been really happy. Some of which are well speaking. Many of our libraries, banks, and post offices in these communities have closed in recent years. Despite this, theres a real joy as life in the old counties well as healthy rivalries between them to make sure the midwales spirit is alive and well well. Many members will have had the luxury of making their amazing speeches in the weeks and months following a general election looking forward to many years of full parliamentary terms. Mine couldnt be a more different circumstances. Election, i of the promised the people of britain and written for that i would tell the Prime Minister exactly why a no deal brexit would be damaging for my constituents. Myle i am delighted that very first vote as a member of Parliament Last night was to help Parliament Take back control of the agenda and do Everything Possible to prevent us leaving the eu without a deal. When it comes to a no deal brexit, we need to stop talking in terms of the hypothetical and the theoretical and we need to Start Talking with candor about the real and damaging consequences it would bring. A no deal brexit would be damaging for everyone in my constituency. But particularly for the people who are the lifeblood of my constituency, the farmers. Welsh farmers exposed export 40 of their lamb and 90 of that goes to the eu. Farmers export to the eu, export tariffs are zero. Mean 40 brexit would of tariffs go on welsh lamb exports. Farmersld risk putting in my constituency and across wales out of business. Today to using my vote ensure that a no deal brexit is avoided as it would be catastrophic for the people of my constituency. Remain orople voted leave, they did not vote for a no deal brexit that would make them poorer. Waitsid not vote for long , lifesaving medicines and they did not vote for a decline in our countrys environment at the environmental standards. To betremely privileged able to serve the wonderful people of brecon rapture and i will do my best to be an mp that they are proud of. Thank you very much. Thank you. I think the house listened to the lady. We wish her well. I want us to leave the European Union with a deal. I voted three times to leave the European Union. That it has fact become necessary for this bill to be brought forth now. It is necessary now for two reasons. Firstly, because parliament stands for wrote. We will not have time to Bring Parliament back after my right honorable friend has had the 30 days he asked for to see whether he has been successful in getting a deal. Secondly, because members of the government have speculated openly that the government may not comply with legislation even if it is passed. We therefore need to allow time for legislation and litigation as well. Way. Ecause i will give we have heard noises to that effect. From certain members of the government and government sources. Would you agree that if this bill is passed, its important the Prime Minister adheres to is aerms, because it fundamental duty of government to uphold the right of law. I agree. We cannot rule out the possibility that the government will dispute the interpretation of the bill and that there will be a need for litigation in the courts to ensure that its effect is delivered. We need to act because there is no mandate for a no deal brexit and a no deal brexit will be a catastrophe for the United Kingdom. I remind my right honorable friends on the front bench that many of us on the back benches have had the privilege of seeing the Detailed Analysis from within government about the precise and damaging effects of such a no deal brexit. We need to ask for another reason. My right honorable friends up Prime Minister repeats to statements. He says that he is sincerely trying to get a deal. He says that we believe on october 31 come what may, do or die. Regrettably, those are incompatible. Even if the fantasy deal the Prime Minister sets out where the eu concedes to every demand of the United Kingdom, removes every one of its red lines, it would still not be possible to get through all the phases of process required including passage through both houses of this parliament by the 31st of october. We have to act. Member setonorable out brilliantly the purposes of the bill and how it works. Time is limited. I dont intend to rehearse those arguments. I want to focus on two claims that are made against conservative supporters of this bill or former conservative supporters. Presumably these have been made as a justification for the mass purge that occurred last night. The first claim is that by removing the threat of no deal, we are cutting the lakes from under the government in its negotiations with the eu. That is wrong. Its wrong because actually there is no negotiation going on with the eu. Weve had confirmation from multiple sources across the European Union that nothing is happening. Confirmation from within government that nothing is happening. Declinedovernment has to bring forward any proposals or serve on the European Union any proposals. Misunderstanding of the way european politics work. European politics is every bit as scrappy as british politics. Europe,he continent of people who are sworn enemies, who debate vigorously, are used to having to make deals. Majority ofwhelming our colleagues in europe, Coalition Government is the norm. They have a different system from our adversarial system. Taken a remarkably consistent approach throughout these negotiations. Format of the negotiations, on their mandate, on their commitment to transparency. They publish everything openly. We do here will undermine the Prime Ministers ability to negotiate with the European Union. Will undermine it is his unwillingness to pursue a realistic negotiating objective. If he tries to achieve significant changes to the way the backstop works, that would be a major concession by the European Union. I do think my right honorable friend, leading a new government, would stand a reasonable chance of getting a hearing and maybe succeeding. , atetting the bar as he has the total removal of the backstop, he has set the bar at a level which is impossible for the European Union to comply with. The second claim he has made against us is that i supporting this bill, we are handing power to the leader of the opposition. I would sooner boil my head then hand power to the leader of the opposition. Bill, most of this of us will have no chance with the concept of a vote of noconfidence. The purpose is to instruct this government and this administration how to conduct the uks future arrangements with the European Union. It is not an attempt to remove this government. It is certainly not an attempt to hand power to the leader of the opposition. Us hypingr, is not the risk of a government led by leader of the opposition. His by pursuing a course of action which is unchallenged and can lead to a no deal brexit. Thank you. I rise in support of this bill. The Prime Minister has decided that the u. K. Should leave the eu on the 31st of october with or without a deal. He says that is making progress in talks with the view to getting a deal. Hes not. Chancellor merkel says no proposals have been put forward by the governments. The deputy Prime Minister of ireland says no proposals have been put forward by the government across the eu. Everybody says no proposals have been put forward by the government. Yesterday, the government didnt deny that they have not proposals forward in these negotiations. Questions anded refused to answer honest questions asked to whether theres any evidence of any progress in the talks. Hey are convincing no one the Prime Ministers questions today, he tied himself clearly and not suggesting that he had not put forward any proposals because this bill might pass later this week. He hasntix weeks, done anything encase case a bill he hasnt heard of might get past sometimes in. Theres no progress. Theres no workable alternative on the table to prevent a heart border in Northern Ireland. Far from making process progress on this point, it has reported yesterday that the government is seeking to backtrack and revisit the commitments to protect the whole island economy including the december 27 drug report. Joint report. My wife comes from cancer mark. I was married to miles from the border. Is it not arguable that the present order arrangement contributes massively to the piece that we enjoy . Massive. They are the manifestation of peace in Northern Ireland. Ive said this many times. Its more than a question of getting goods and people across the line. Therefore, we are not closer to a deal now than we were when this Prime Minister took office. In truth, we are further away. Mr. Speaker, the Prime Ministers weeks is policy position. You might think in those circumstances, this parliament would be sitting every lamentable day between now and the 31st of october two over this threat. To scrutinize the Prime Ministers plan, if there is one. And to find a way forward if we can. Willingly sign that way forward. From next week, the Prime Minister wants to shut this place down for five weeks in this crucial. The characterization of conservative sentiment, even now appearing on twitter and their other social media as we debate this extremely important bill, calling this the surrender bill. It is beneath contempt. I can only imagine the businesses, the people who work in businesses, and the management businesses who will look at this horribly. We are hurtling towards no deal. The Prime Minister is closing down this place. We have no alternative but to pursue this bill. We have to act with urgency. That is what this bill will achieve today. Arties and Cross Party Mps we all appreciate the appalling damage no deal would cause to jobs, industry, to security and to peace and prosperity in Northern Ireland. Therefore, we were shocked if not surprised that the warnings contained in these documents, fuel shortages, delayed elections, channel crossings. Affecting the poorest communities of all. Me from theut to yellow him documents was the honest advice to the government that, try as they might, the Civil Service could not find a way of avoiding the conclusion that if we leave without a deal, we will have to be infrastructure in Northern Ireland. Ironic that, on the very week the government announces it will do an Advertising Campaign called, get ready for brexit, it simultaneously refuses to actually release any details about what we are meant to be getting ready for . Wouldnt ministers be better advised to simply be transparent about the impact of no deal . It sounds to me like there was never a detailed plan on how to deliver brexit. I really worry that it never existed in the first place. , that information should be put in the Public Domain so that everybody understands the impact of no deal. The fact that the government doesnt want it in the Public Domain speaks volumes. That we canttra put our proposals in public because you dont negotiate in public. You should surely put them before the parliament. We are supposed to be negotiating with them. They are just not there. Mr. Speaker. I will give way. Is a difficult time. The Welsh Government has been provided with the governor a copy of the original document. Im not sure that me calling does that in itself to get it published. I will press on. I know there are other speakers. Tale. S a very simple it is still a poorly constrained. It doesnt ask the question, what else things to happen . It gives the Prime Minister the chance to get a deal, to get it through. It gives the Prime Minister to have the courage to come to this matchbox and say, my policy is to leave without a deal. If he did that, we wouldnt need to go down this route. He wont do that. He knows the results. Only if theres no deal, and only if theres no approval for this iswithout a deal, an extraordinary route. These are extra dairy times. We have to act. We have to act now. Today is the last chance to prevent no deal. We must seize it. We now need a threeminute time limit. Utterly colleagues will not have the chance to speak. Perhaps i can start by agreeing with what others have said. Regardless of your views on the the right honorable member for Leeds Central and others who have spoken in this debate are acting in the National Interest in bringing up these issues in the way that they do. They dont deserve to be named called as a result. Having said all of that, may i disagree with the bill that the gentleman has put forward . It does three things. It sets out that the government should get specific Parliamentary Authority for any deal that it negotiates. It sets out that if you get specific authority for any exit from the eu without a deal. It sets out that failing either of those, it should enact a three months further extension. Im afraid my view is that the first two of those are unnecessary and the third is undesirable. Methe first, it seems to that our existing procedures allow for the government to bring forward any deal that it negotiates and for us to approve it will not. It would be an international treaty. Secondly, in relation to a no deal outcome, what my colleague has put forward is on the premise that there is no mandate for no deal. It is certainly true that the lead campaign in the 2016 referendum did not advocate for no deal. It wasnt their preference. It is in the governments preference still. Neither was it put to the electorate, neither was up into the electorate that we would only leave if there was a deal. That could never have been guaranteed. There was no patent to follow. There was no example for us to look at. It could never have been served that the eu would put forward a proposal that we found acceptable. Some of us who argued for remaining in that Referendum Campaign said that if you decide to leave, you take a leap in the dark, you cannot know what the future will look like. You cannot know what, if any, deal we are offered by the eu or by anyone else. The electorate has an absolute leaveto do and decided to anyway. It was their decision to make. They were entitled to make it. I think my right honorable friend for giving way. Even if i accepted his main point about the way that the Referendum Campaign wasnt connected, does he not accept that in a democracy minorities they should not be so dismissed. I certainly agree with my right honorable friend. Minorities should not be dismissed. The way in which we conduct this debate should reflect the fact that 48 of the public voted in a different way to the prevailing outcome. I dont think we have succeeded in that as a parliament or in the broader national debate. We come parliament, set out the rules for this referendum in the 2015 referendum act. Many of us participated in that Referendum Campaign on both sides of the argument. We stressed, it was the publics decision to make. When they had made it, we decided to enact article 50 of the eu treaty. I can tell you it doesnt require the leaving country to do so with a deal. Thatwe decided to trigger article 50 process, we should of known that one possible outcome of it was a no deal outcome. Not one we wished to see or expected, but one that could expected, but one that could have happened. Im afraid that on this fundamental point, i cannot agree that we do not have a mandate for no deal and therefore, we must repeat as the gentleman has set out. Thank you. I welcome this bill. I very much welcome the tone with which my honorable friend introduced it. By john f. Me kennedy when he said, there are few issues where all the truths and rights and angels are under one side. I think we would do well to where member that in this house. There are coherent, persuasive arguments for points that have been made by people with every single type of you want brexit. We are to respect one another and conduct the debate in that spirit. This is not an easy thing for me to vent for. I have spent the last three years argan a arguing passionately that the delay has consequences. Companies in my constituency needs certainty. The public wants to see us come together and compromise. They want to see us respect the 48 of people who came out and said they wanted close ties with the eu. They want to see us also respect the fact that 52 of those who voted voted to leave the eu. We said it was their choice and we have a duty to be an advocate. This is the right thing to do. There are people in my constituency, very many of them who voted remain who now want to see us stop this process altogether. There are a number of people now want to cut all ties and leave the eu altogether. They shout louder than the others. They often drown out those voices calling for consensus. It is my job to make sure that they dont. Toy do not have the right put Food Manufacturing Countries Companies out of business. We lived through the closure of the mines in wigan. We live what those consequences today. It was a tragedy for many families from which some never recovered. Small and let the medium employers in my constituency who make up the bulk of employment be put out of business because we cannot get our act together as a house because we cannot stop this reckless Prime Minister. Its a deal we have promised the people. They do not have the rights to say a child in my constituency who is waiting for a potentially lifesaving clinical trial, you will not get it. They dont have the right to keep moms who stop me at the train station to say she was stockpiling medicine. They dont have the right to keep her up at night because she doesnt know if her child will survive. This matters. We have finally, after years of saying that no deal was a bluff, we have woken up to the reality. We have to make sure it doesnt happen. We have to win this argument with the public. I want to look at the sky, not our shoes. Thank you. I rise to support this bill. I want to make clear that ive always believed that a referendum result must be honored. For the Withdrawal Agreement on every occasion that has been prevented. That is more than can be said for my friend, the premise or. Your disloyalty has been inspiration for so many of us. [laughter] i think history will favor the view articulated so clearly last night. A threat commits an act of self harm if your counterpart in a negotiation did not do exactly as you wish. It not likely to be an effective for successful negotiating strategy. The bill before the house today is modest and an ambitious. It merely seeks to affirm the immediate risk of a disaster of a no deal exit on the 31st of october. It seeks to give the government and this house a further opportunity to achieve a resolution of this profound difficult issue. Contrary to the Prime Ministers assertion, it does not deprive him of the ability or flexibility to achieve a negotiated settlement with the European Union on the 70th of october. It doesnt sure that if he should fail, as with his current demand, he is also likely to do so. There will be time for him to rethink his remarks. Im not standing in the next election. I have a view shared across the house that that will be a great loss to our party. Im very grateful to my friend for whom i have such high regards. Im not standing in the next election and i am approaching the end of 37 years of service to this house. I have been proud and honored beyond words to be a member. Im very sad that it should end in this way. It is my most fervent hope that this house will rediscover the spirit of compromise, humility and understanding that will enable us finally to push ahead with the vital work in the interest of the whole country that is inevitably so sad and neglected whilst we have debated so much time to relegating wrestling with pressure brexit. I warned her that it may not look like it or feel like it, but normal parliamentary times, i would still be in my first term. There were a number of twists and turns we have seen that she could continue to expect. Sussex justfrom illustrated, there are very few positive to be taken out of this process. One of the few positives have been that those of us who disagree on many issues, when we are able to cross party lines, and reach out, i think him for his speech. Ill give way once. We want to general election. We will not have a general election on the terms of this government because we dont trust them. None of us can trust them. We have been absolute clear on this. Years, it hasfew been humbling to see people give up careers and livelihoods for what they think is right. We have seen the best of that over the past few days. Members who may not have started on these benches know that a no deal brexit will damage their constituents. I never thought i would be here reporting a bill with the likes these. I dont think they thought they would be in this position whereby they would be proposing a bill either. Thats the situation we have been left in. Lets build something good. Scotland want to see taken out of the European Union against its will. I know that others who have signed this bill, who are voting for this bill want to deliver brexit. Thats fine. We agree fundamentally that a no deal brexit is unacceptable and has to be stopped. This legislation is important. Im sorry. We have a government that cannot be trusted, that has tried every trick in the book to avoid democracy. Can you imagine over the weekend , we were in a situation whereby people could have legitimate questions to the government over whether or not they respect the rule of law. I hope members reflect on that over the coming days. This goes to the heart of the Prime Ministers approach. Resident trustworthy of number 10 downing street anybody can remember. Thats why we are in this position now. He had no plans for further referendums. He has no plans now. Theres nothing new in the negotiation. The ministers have told us nothing new. Instead, we have a government perfectly willing to let the rest of the population and are food pricing crisis when too many depend on food banks already. Will hithortages that the needy and most runnable. Depriving our young people of education and Employment Opportunities that my generation enjoyed and benefited from. People,s, all of these we should do our utmost to support and protect. Its the basis of our democracy. The flash and burn approach to politics will damage everybody across the island and europe for decades. Most of all, people within the United Kingdom. We can stop this now. We can do so with legislation. We owe it to the most honorable. Thank you. I need to refer to the remarks made by the honorable member from bedford. I was going to intervene. He was referring to the sacrifice the people have made. I want to put it on record. My father was killed in the last four. I understand the issues involved in that. Also the fact that he fought for freedom. I believe that is our heritage. That is what we should fight for. Not to be governed by other people. I need that on the record. I have to also agree with my friend, the member from kenilworth. Its an extremely rare occasion when somebody is actually nothingng that there is in this arrangement that would prevent us from leaving without a deal. We can do so if we wish to do so and theres nothing in the referendum which constrains us on that course of action. Fundamentally, i want to make a point. I wouldnt call this the European Union withdrawal bill. I would call it the European Union subservience bill. You only have to look at the words in the bill. I would simply say this. One, theok at section words the Prime Minister must seek to obtain from the european , under an extension clause three, the Prime Minister notifymediately ask the council of the european kingdom agreeing to the proposed extension. Says, in relation to the withdrawal act of 2018, where regulations have been made , it says that the definition may substitute must. Reversal disgraceful of our constitutional arrangement. We operate in a Free Parliament where we have elections which are taken periodically every five years as a normal role. We make our decisions. We have a system of parliamentary government, not government by parliament. That is a fundamental constitutional principle. This bill of fence that principle. Thank you mr. Speaker. I strongly support the bill before the house and i long believe that a no deal brexit would be disastrous. Resolving this issue and stopping our country cracking out of the eu is at less urgency as i believe Prime Minister wants a no deal. All the actions of the current Prime Minister would support that view and everything he says since becoming Prime Minister. He is setting up hurtling toward no deal. Nobody a prospect that voted for or campaigned for in 2016. It is simply wrong to be playing with peoples lives and jobs and businesses and their wellbeing in this way. If we crash out with no deal and these Companies Get hit by terrorists on their exports then it displaces will suffer. The chancellor yesterday promised to help them but he gave no details on how this would work in practice neither is he willing to publish estimates of the impact of the tariffs could have on various sectors. How much Financial Support would be made available to companies, how long that lasts for . Which businesses water would not be covered by government subsidy . So many questions and out of answers. We have high levels of deprivation that are growing. Living 40,000 children at or below the poverty line. This is nott going to stop. This nightmare we face here it is going to exacerbate exponentially the problems my constituents are facing. We hear much about the technicalities of all of this. Every time it is debated. Particularly today, those who want a no deal brexit or any kind of brexit at any price want to talk all the time about technicalities. I want to see members of this house take real responsibility for the impact a no deal brexit would have on our constituents particularly the most vulnerable of them. Abdication of our responsibility and their representatives to go down this road and lets be clear, a no deal would just be the start. I believe the only way out of this mess is to go back to the people with the peoples vote on wexit but at the very least must take the catastrophe of no deal off the table now. I urge all members to support this bill. I want to put on record what a pleasure it has been to serve my constituents. I think they would be amazed to know that the conservative party that took place yesterday, the members ofo parliament being expelled from the power party. The economic arguments are wellknown but in my constituency where the chemicals, car industry, pharmaceutical industry, aerospace industry, Nuclear Industry and food and drink sector are all key sectors in the northwest. 80,000 jobs are at risk in a no deal brexit. If we leave without a deal, i do not regret letting my job on the line to say my constituents jobs to save my constituents jobs. The Prime Minister forced me to do it. What i want to say to conservative colleagues is that no deal is not the end of exit. My honorable friend said yesterday he wanted brexit over to focus on other issues that focus on his constituents. High degree. But so do i. I voted for the deal three times read by keeping the threat of no deal on the table it does not achieve this. They to my Prime Minister reason why your negotiations are undermined is not because of a no deal brexit but because the europeans cannot see the steps that you are taking to build consensus and the house and get any concessions given to you through parliament. That is what puts you in the weaker position, not a threat of a no deal. Without the public, without europe seeing how you are trying to build consensus in this house, how this party this government this house this parliament is trying to Work Together to get a solution, you will not get concessions from europe. It is those people in this house that voted down the compromise the Withdrawal Agreement that have brought us to the brink of a no deal precipice. I believe in the principle that our parliament should have a say in one of the biggest questions of our time. Tonight, i will give way. I think she is on a point. At root the horrors we have gone through in the next 18 months for those of us who find partyves estranged from a we love actually derived from excessive governments to find a compromise. I completely agree and it is the ability of the government to work across the house across party to seek common ground, common agreements and common principles. I am certain i know many people in his place them all political divides that there is a will and a way to get through. I just havent seen the leadership from the front benches to argue for it. Shameas been my biggest in being a member of parliament in this house for the last three years. Leadership outer there to build our country back together again. Togetherople to work and to explain in our constituencies why we should honor the referendum results but do so in a way that maximizes the chances of a positive relationship with europe and giving us the best foundations to build on for the future. That is why i Say Parliament should have a say in the biggest question of our time. Speaker, i have voted for a deal twice and i have voted for the Withdrawal Agreement that is i voted more times would have to say i have also opposed no deal four times. Have been trying to seek compromise and a decision we have gone against to the british people on the u. K. Beenture from the eu has docked by a lack of compromise and all sides. Hardline levers and remainders have been turning a complicated decision into a crisis. Eroding thehey are trust and patience of the british people. This debate today is born of fear, understanding that the and will leave with no deal this will cause avoidable damage on our economy. It is born of a fear that the is insincere in his stated intention of reaching a deal for the eu 27. Others also have to be selfcritical in his house. To tell theenuous public your against no deal if youre really also against any deal and indeed against brexit. 27 and except a deal however advised it must be better for the u. K. And the eu 27 by no deal. I urge colleagues that if the todayent are selected that you supported because what it does, it ties an extension to securing a deal which i think is the proper way forward. It would she agree that one of the other reasons we should seek to resolve this by way of a deal and do so quickly is that the longer this argument goes on for, the more divided our society remains and the harder it will be to knit it back together. The danger of an approach that simply asks for a further extension without any real idea of what we will use the extension for is that that argument is part of desperate actuated and the damage continues to be done. One of my greatest concerns in all of this that in a referendum that sought such a massive record turnout that there are many people that we continue to thwart coming to a conclusion on this revolution will never vote again. I am some in this house think our only obligation and others think that we all many to consider the 58 states. We need to respect the british people whether they voted to leave and remain and whichever party they support. We must show them we can move forward and not want progress at any stage. I need to look my voters in the eye and say yes i respected as a remain voter the decision to leave. We have now left and we will gain control of our borders. Our main supporters who i sit alongside in 2016, i say yes we respect the decision to leave the we have protected the things that you and i value the most. Trade, high environmental standards, [indiscernible] i could go on. All of these can be secured but only with a deal. No deal is a decision one that defers a hundred decisions. Im willing to work every day and every hour to make that happen. The alsoy colleagues have to show compromise as well. You must make an extension to securing a deal because an extension with no purpose is not the way forward. Order. I would like to call to more speakers but i want to go no later than 4 50. I think i agree with virtually everything she says. I would listen to my right honorable friend with him i said 10 36 years. Another dont want to stand again but if they were standing, i would want to stand with them shoulder to shoulder as conservative candidate. There are procedures for dealing with the sort of issue. I very much hope that those like my right honorable friend who did vote for their conscience i dont agree with him but he did vote for their conscience can find a way to stand again for our party. Youproblem with purges is purchase one group of people, you may have to purge another group of people for instance when you try to push a deal for parliament. I think we do need compromise reedit thats the whole point of what i want to say today. Minority because i am a brexit here. My constituency voted 62 for brexit. I have voted for this deal three times. We have heard how terrible no deal is. Againstany people voted the deal three times. We could have had brexit by now. This whole thing could have been resolved. I still believe that it is possible to make progress in these negotiations in the coming weeks. So much ink has been wasted on the backstop. So much debate on an issue about something that will never happen. I dont believe i dont think anyone believes for a moment the backstop will ever happen. A hardintends to oppose border. There are 70 ways to resolve this that we are actually this close this close to resolving this issue. Talk has been so much about how we dont trust the Prime Minister he wants no deal. I genuinely believe that he and the cabinet want to achieve an orderly brexit. The problem they face at the moment is that the present deal simply cant get through parliament so they have to make progress. We had the amendment we can win a vote in its place. I dont want to make a border of myself by going on. They are all possible. The trouble with this bill is that if it is passed and i know its been said many times before, there is absolutely no incentive for the eu to make any progress on this. Therefore, dust with an appeal to the labour party. In the october 1957 Labour Party Conference someone said if you pass this motion you will send the foreign secretary naked into the conference chamber. That is what we will be doing if we pass this bill. Lets drawomise, together and get a deal. Thank you mr. Speaker.
