An investigation shows fema has underestimated the capacity of states to respond to them. Those errors triggered 300 25 unnecessary deployments of money and personnel since 1998. The errors resulted in homeowners and businesses receiving 725 Million Dollars in low interest disaster loans from the Small Business administration. Fema deployed staff to small disasters for decades even as federal auditors warned it was sending emergency workers and money to states that may not need the help. Federal law says fema is supposed to assist with disasters only when they threatened to overwhelm the state possibility to respond. Climatefemas change is intensifying hurricanes, floods, thunderstorms, and wildfires and as development is expanding in peril prone areas. Many of the events that trigger aid are becoming routine, raising concerns that it will be unable to respond to the growing number of large catastrophes if it continues to Waste Resources on smaller ones. We have not seen a single hurricane that was as big as the one that got galveston over 100. Ears ago we are normal in all weather conditions now. Werend early expansions very good, organized well, they were hiring people who were very accurate on logistics and support for people that were out of luck. My father was in the service and he had the duties of taking care of a time a town that was 15 miles from us, got completely devastated and the thing of it is the calm before the storm would come after the storm and sitting there waiting to see what the storm was going to bring, it would bring down trees you would never believe, people you would never believe. It made people blow away, we will never see them again and on top of it, the water drowned so many people, it was the drownings because people would not get out in time and people nexttying people to their to prevent them from drowning and stuff like that. Andgators and the moccasins everything like that were all stirred up. It was 15 miles from where i was in alexandria, louisiana, and it was the most horrible storm i have ever been through and never want to live again and i dont hear much talking about it. What can you tell us what you are hearing from local and National Authorities on where the storm might go in relation to your district . Myler my district guest district runs the northeast florida coast. Right in thee were bullseye right in the path of the storm. Sadly and unfortunately for the bahamas, the storm has stalled right on top of it and is pounding those folks with water and wind. Was some bitthat of good news because the stall means it is turning and turning to the north to parallel floridas east coast. That is the same path matthew we will not sustain a direct hit from a massive storm. There is still a danger and concern of what happens when a slowmoving storm turns off the coast. It pushes a lot of water inland, thatvers and streams and means it ends up flooding a lot of inland places that would feel Tropical Storm anything toare not be dismissed. We are ready. The good news is we have had a lot of warning. The county administrators are the ones that make the calls and the lowlying areas have been under mandatory Evacuation Order and now we are simply waiting. Host you are a florida native, you grew up there and represent the sixth district. You mentioned evacuations. Our people heating that advice from local authorities . Some are,me guest especially elderly and specialneeds. Those timelines to get those folks moved, timelines and nursing homes. Shelters yesterday and one of them was a special needs shelter. I think some people are waiting issee which way this thing going to go and our message from senator desantis, marco rubio, and on down say please do not wait until it is too late because if this thing takes a little bit of a turn, we could be in a dangerous path again. There are Power Outages as well we are expecting, Hurricane Matthew followed about the same track offshore and because it is moving so slow, it is able to pound the coastline and we will be here with whatever federal resources we have. And could take a moment on our national guard, we had units coming overseas from extended training units when they were away from their families and homes and businesses and jobs and they did not even go home before they turned right around for hurricane duty and cannot say enough about those heroes. They are moving down from the northeast to the midwest and they dont quite know how dangerous these storms can be and if it changes track, how quickly things can change. Hurricane irma was dead set toward miami and Fort Lauderdale until 24 hours before and shifted to the west part of the state and Hurricane Michael last year was a little bit of a shoulder shrug and within 24 hours, it upgraded to a category 5 and was absolutely devastating. Guest i think we are ready, i think they will be better than in 2018. We learned a lot about our elections process. Policies, more early voting, and more technology. It does not mean that we do not have vulnerability still. That is the focus of congress and the State Governments who need to run better elections. Host how much federal money has been put into securing the president ial election . Guest in 2018, congress appropriated 2018 20 million. In march of 2019 march of 2018, and just because of the way that money goes to the states and how states get money down to the localities, a lot of that will impact 2018. The states are doing a great job of making sure the money gets spent before 2020, and it means about 95 of it will. There are a lot more needs than are available currently. Host where are states focusing their efforts and dollars . Guest the states are focusing on the voting systems, the way that americans are interacting with the voting process. They are focusing on the Voter Registration databases, the databases that we do not see that hold our voter histories, and how we interact with systems. These are the systems that were attacked and tried to be infiltrated. They are older and kind of being held together by duct tape. The states need to be putting money towards that, and those are the kind of things that we will be doing in 2020. Host since the 2016 election, we have seen these hacking attacks by foreign and nefarious interests on cities like baltimore that did not pop up so much before the 2016 election. Of we likely to see more those and how concerned are you that this will be a precursor to potential interference in the election in 2020. Guest i believe that is one scope of the vulnerability, but states and localities are focused on. I think it is one of the questions, and some localities, especially smaller ones. They have one i. T. System for their entire government which means the elections process is run on the same system as the police or fire stations. That is a vulnerability. Whether or not federal money can be sick can be used to secure those systems is one questions that one question that states have. Host you are the elections projects direct there, what does your director, what does your group do . Guest we are focused on creating voter centric policy that works with administrators and the voters themselves. We are working on ways to improve the Voter Registration process, and ways to improve the vote and the vote counting and auditing process. Some focus on the federal level, but mostly working on policymakers at the state level. Host looking at the federal level, what do you think the federal governments role is in securing elections . Guest they have a role, that is clear. There is a lot of debate about what the role is. I think there is a lot of agreement right now on funding the security of elections. We were attacked by a foreign adversary, no one expects the to repelflorida attacks from a state like russia by themselves. They need full federal backing because the expertise necessary to successfully defend against attacks will come from the federal level. The department of Homeland Security has done a huge amount of work to secure elections and help states become more aware of their vulnerabilities and to assess them. That is a great role and i hope that continues. Host going back to the state level, if you could pick one or two states that are exemplary and the things that they are doing, and a couple that need improvement, where would you point . Guest across the country, states are really focusing on this process. I do not know if there are one or two better ones. You have the state level and the local level administrator who actually has to be on the ground on election day. The states are taking this seriously. The states that had legacy missy machines that date back to 2000 are finding ways to pay for them, states like ohio are doing a great job being proactive. They spent 100 million to improve their voting system. With that said, other states are being a little bit slower to react. I think that is leaving them a little more vulnerable. Host in terms of voting systems, is there a push to look for that paper ballot backup in systems that are done electronically . Guest yes. I think it is one option. I think 20 years after the passage of the massive federal thatthere is a realization paper ballots are better for security. Americansms and most are going to vote on paperbased systems and in 12 states they will use electronic voting systems that have no paper backup. Guest congress is coming back next week, and they will be doing appropriations. This includes 600 million for new grant funding. I do not know what the senate will do. I think there is willingness to find a way to make more funding available for states in this latest process. The question will be, what is the restrictions on the funding, what is it used for . Guest i think that is more referencing the electronic or wireless communication of the actual Voting Machines. It is not that common, and i think that some states are using modems or Wireless Technology to share results, and that has pros and cons. Americans really want results quickly. Some jurisdictions are large. Resultscannot transmit electronically, they will be a delay in getting that vote record to the local jurisdiction for publication. That said, it is a vulnerability, and that will have pros and cons. Guest i am not the one who is saying this, this is the federal government who have said that russians interfered with the elections, but that no vote totals were changed. That is what i have heard consistently from the secretaries of state and local Election Officials. The ways that it was able to interfere, he did not do a whole lot of interfering. A whole lot was getting into the systems and looking around. The systems that are most connected to the Voter Registration system, they could have, in some states changed records, but they did not. They had access. The question is, what would they do in 2020, and the impact of changing those records is chaos on election day. If you have been voting in new york your entire life, you assume that your Voter Registration records will be the same. Is able toable change the record and move it around to a different precinct or deleted completely, you will go to the polls and not be able to vote. Guest i think that they are still focused on scoring political points on the federal level. My concern is that people say we did not see the nefarious actions in 2018, so we fix the problem, we know that is not how this works. Any company or government that has internet connected databases should be aware that they are always under attack and they should staying uptodate and on par with those act errors. The states have banded together to create what is called the to create a program which has about 30 states in it. It is voluntary and the states funded themselves. Sharingram is state their Voter Registration lists through a secure server to make sure that voters are not appearing on more than one states Voter Registration rolls, so they can get removed to the federal process. It also does a little bit to identify people who are likely to be eligible but not registering where they are currently living. This is an example of a program that is really helping states create accurate and secure lists. Host from greenfield, tennessee. You are on the air . The way i think you can do this is a back to paper ballots. During the 2006 election i voted, and my ring jumped from ump pence. Reported it to the office because it was rigged. I do not think russia had anything to do it. Big money is running it. We need to do Something Different about that. And then we can get something done with the electoral system. The voting systems, the ones that are touchscreens, we do not have to go back to far, it was all the rage, that was what people wanted, and that was the new technology, we wanted to get those before we got ipads now we are realizing that there are problems with it. It should not be surprised surprising that there are calibration issues. Ands do a lot of testing, states do a lot of testing so that when you touch the machine, it shows up right. To me that is not the biggest risk with these electronic voting systems. If you were to be touching the machine and showing your actual selection, and yet behindthescenes it is recording for someone else, that is the real reason why states and most voters want to away from the electric electronic machines. This you mentioned earlier, cell phones are obsolete in four or five years. States are finally becoming aware that they need to update those as frequently as other technology. Awareness,e is some but i do not think states are really prioritizing elections the way they need to. The reason is obvious. If you look at the local level pot local level, the local election is i do not have estimates at the state level. You are competing resources lownst resources against income individuals or disaster preparedness. It is difficult to prioritize, which is why the federal government has a role to play. When the federal government gives money to the states they have a match to the funds, which means an increase to give more of a stick to the states. That is something we should be considering. I think that states need to be taken more seriously. Typically elections are run locally, and the counties and districts are finding that election. Guest the state has varying degrees of control. Guest they are made up of 21 local and state Election Officials from across the country. Half are democrats and half are republicans. They represent small and large jurisdictions. We think that when it comes to creating better election policies, the voices that are being drowned out are the Election Officials who have to implement elections. A lot of groups out there are very strongly pushing for their preferred changes to the process. Some of them i might agree with top liney, some of the of policies that i mentioned on that Voter Registration or early voting, these things happen over time and states get their there by changing underlying laws to build up to top line policies. My concern is that you will see a wave of the policies passing across the country that are not implementable. That said, what we are seeing is a steady increase in participation rates. A record voter turnout during the midterms in 2018. Why i want to focus on voting security at the policy level, i do think that one very misunderstood and not focused on issue that could happen is a return to some of the long lines we saw in 2008 and 2012. We saw a turnout in 2018, states, some of them will be implementing new technology either this year or for the primary next year so voters will be unaware of some of the systems that they are voting on. There will be more voting ortems and available in 2016 2012. We will have the same number of systems, and more voters. That could lead to turnout concerns and long lines. Long lines are just as good at undermining confidence as any other problem. Host we have not touched on this issue, the issue of false ads on facebook and social media platforms. When voters are facing this and are able to take their phones into the voting booth and share it widely, these are not they doad issues, but compromise electronic voting systems and that is why we support voting systems that have the durable paper record. The Regional Office reviews the numbers, the governors request will say we estimate our state has suffered 20 million worth of damage. , they willeview it either go back to the governor and say, your numbers do not work it is not enough, or they say that the numbers work and they will send it to the white house. The white house reviews it, and that largely involves the office of management and budget, which attention to close any spending request and then recommends an approval and rejection. As a matter of fact, if fema recommends approval, it almost always gets approved. People says that the president approved it, it is not like President Trump is sitting down and reading the 20 page letter. A statutory power that president s have. They largely it is largely pro forma. Femashe cost is responsibility or the states . , and primary the states that creates a conflict of interest. The states have a great interest in getting aid, which means if they have to meet a certain damage threshold, then every motivation they have every ovation to overestimate damage. We also have to bolster state and local capabilities. More importantly, until Congress Starts to incentivize putting building codes in place, landuse planning, and Incentivizing States and locals for ensuring their Public Interest infrastructure, femas job is impossible. We have to set realistic expectations for the agency, and really bolster the capability from neighbor helping neighbor all the way to the federal management agency.
