We are when knights, that means no heckling, because in tier low humans, no signs held up we are nice to our fellow humans, no signs. And now, our Vice President , joe biden. V. P. Im running for three reasons, ive said it from the beginning. One, we have to restore the soul of this country. What we saw coming out of charlottesville, the hate and venom we saw in the president saying, when asked about the groups that met him as a young woman when he was killed, what did he think about it, there were very fine people in both groups. Very fine people. No president s, sitting president , has ever said Something Like that. Billy thing that has happened is that it has gotten worse. The attempt to divide us, divide us in a way that is contrary to who we are. We really are in a fight to restore the soul of this country. We have led the world in the past, because not only are we the most powerful nation in the not just the is exercise of our power but it has been the power of our example. Around our world, were losing the kind of influence in the world, and it is very damaging at home and abroad. The second reason i am running is that i want to restore the backbone of this country. The backbone of this country is the middle class. The middleclass built this country. Wall street did not build this country. The middle class made it possible for the working class people to make their way up. When the middle class does well, everybody does well. The poor do well, the wealthy do well, and the middle class is the glue that holds us together, but it is falling apart right now. We are no longer the wealthiest middleclass in the world. We are in a situation where you have significant portion, over 50 of us, saying their children will never have the life they had that short children will never have the life they had your children will never have the life they had. A lot of people say a check is about your place in the community. [indiscernible] how can you have this notion of being able to look your kid in the eye and say everything is going to be ok if you dont have Adequate Health care . When you look at a child and they have a preexisting condition and theres nothing you can do about it, or when someone you love has a terminal disease like my son did. I cant imagine what it wouldve been like watching him coming ,ome with an incurable disease months to live, and the Insurance Company says your time is up. Suffer in peace for the last four months. Its about being able to have an education for your child, that you know they need and they have an opportunity for. That is why i think we should be out there. We can afford it. Triple the amount of money we spend on title i schools. Raising salaries for teachers, making sure we deal really all thats really early on with all those crises. We think its a cool school at 3, 4, 5 years old, they have better chances of succeeding. All studies have done that. My wife is a fulltime teacher were vice when we president. We are in a situation now where there for everyone child, everyone psychologist in the school system, there are 1700 kids. What are we doing . What are we doing . We can afford to change this if we get rid of this awful tax cuts passed. The idea we are in a position, that we have 600 billion dollars worth of lou pauls inlaws. 4u cant possibly justify billion to 500 billion 400 billion to 500 billion of that. We want to build on obamacare, make sure it has a public. Ption, increase the prospect how much time do i have left . [indiscernible] v. P. Biden 15 seconds . To speak . Oh. [laughter] v. P. Biden yall are in trouble then. That is a bad thing to tell me that i have more time to speak. Look, folks. The idea that we cant gain control and give people a fighting chance is simply not correct. There used to be a basic bargain in america. And republicans and democrats agreed on it. We disagreed on the extent of it, but we agreed that after the end of the roosevelt administration, and that is if you contributed to the wellbeing of the company that you worked with, you got to share the benefits. If it went well, you did well. That is no longer the case anymore. We have adopted a position in america that says the only people entitled to reward our stockholders because they are the only job creators. They have adopted the notion that the only people engaged in and able to get the rewards the corporations make are in fact the people that are the stockholders because they are the job creators. The folks delivering the grains, they are the job creators. The people who make the automobiles, they create jobs. I noticed the people that build this country, build this country are ordinary, hardworking people who have given half a chance been given half a chance. The idea that we dont reward work as much as wealth is bizarre. Making e top 1 paying a lower tax rate then you do because it is mostly capital gain. Its ridiculous. We should be rewarding work, not just wealth. We should be raising the Corporate Tax cuts. Tax rates. Ur it is all in our capacity to do this. Are paying so much in tax breaks for people who dont need them. By the way, the wealthy know they dont need them. They are not bad people and dont need another tax cut. If you make more than 10 million, im not your guy. You dont need the tax cuts, and you know it. People who need the tax cuts are the people we [indiscernible] make sure we can provide more Free Community college. We are in a situation where we can put every solitary person who is eligible, qualified, and those people have lost their jobs in their 50s because of automation, go back to be retrained. We can do that all for about 6 billion per year. Eliminate one single little thing, called stepped up basis. I didnt know what it was because i used to be listed as the poorest man in congress. What happened was, if you have a capital gain that you are cashing in, you get hit by a truck, leave it to your son or daughter, they pay no tax. That costs the government 17 billion per year out of 1,600,000,000,000. We can put everything qualified person in Community College for free and or trade school. Cutting in half the cost of college. There are so many opportunities we have two change things in this country. Folks, in addition to that, i love the fact that there is no global warming. You all know that out here in iowa. You know it doesnt exist. I heard a farmer today on the tv who was a republican saying i dont think it is caused by humans but i have a problem. I have a problem. There is a big problem. If we dont provide for people being able to drink [no audio] put them in a position where they can breathe clean air, we deprive them of the basic fundamental rights. The first thing i would do as president of the United States is rejoined the paris climate accord, which i helped put together. [laughter] one other thing that people dont note [applause] v. P. Biden one other thing that people dont know about that, it requires that 190 summit nations up the ante every two years. Ofare responsible for 15 global warming. The rest of the world is at 85 . We do everything perfectly, and they dont get on the stick, and we are still in trouble. I know how to deal with these world leaders. I know mostly everyone of them. I know how to get it done and bring them back together again. This is the existential threat to the United States, to the world, and it is real and it is not just 11 years. We have about 10 years before we lose the opportunity to stop the erosion occurring now. It is real. We can make here is the deal. You saw what we did i remember out here early on, at a state fair 10 to 12 years ago, talking about wind and how do you provide energy from wind. A lot of people didnt think it was a good idea, then we created it, created 10,000 new jobs, didnt cause cancer, generated growth. [applause] v. P. Biden folks, we can invest in we will invest 40 billion, 44 billion in research and development for new technologies that deal with sequestering of carbon. You farmers out here can have an entire new life. They can be the first group of americans to get carbon free environments that they generate. We are in the process, when we do this, we create 10 million new jobs. If we invest in research and development and technologies of the future, we should become the net exporters of this capability and technology. We have the potential to do that. We underestimate our capacity so badly. Ladies and gentlemen, if you could go back to Health Care Going back to health care, we can control drug prices. I have ran what they called the moonshot, dealing with cancer. The biden, i set up cancer initiative. Here is the point. We are on the verge of solving so many chronic diseases. It is when our within our capacity to do it, but we have to go out and fund it. For example, those who have been in the defense department, those in the military know there is an obstacle, the thing that allows the military to do advanced research from everything from stealth technology, the internet, all of those other things. They have invested in it and brought the best minds to deal with the problems the military raises. We should be doing the same thing with health care. We should set up the same operation, meaning Health Care Advancement research and development. If we dont do something about which every single solitary bed in the United States of america will be filled with patients within 20 years. No Drug Companies will make that kind of investment. We should be investing the billions of dollars we can just like we did in the defense department. Obesity, deal with all of the chronic diseases out there. We have the capacity to break through. We can do one million, billion calculations per second. We are so far advanced that we are keeping our head in the sand. We should be investing in that, not in more tax cuts for the very wealthy. Lastly, i would say that the third reason im running is to unite the country. Folks. [applause] v. P. Biden im told by some of my colleagues that you cant night the country. , on one side, they say biden has been around too long. The other side is biden is naive. You think being around a long time you have learned something. The thing that i have learned is that the american people, after four years, after three years of this guy have decided that a lot of what he is talking about is hokum. Look at what happened in 2018, around the country, in the last election. Candidates,er 69 and i went into the purple states and red states as well. In those states, we won 41 states, meeting beating republicans. Not all republicans. I want to represent everybody, but the fact of the matter is, we ran on health care. It wasnt until they started taking away health care that everybody realized how important it was, that you can cover preexisting conditions, went to million more people, over 100,000 people who in fact were able to get coverage because of preexisting conditions. What the proposal is, we are able to go out and make sure everybody is protected, by building on obamacare, restoring the Historic Deal we did, and in addition to that, adding a medicarelike option to it so you can buy into that if you wish to do it. Your employerbased policy, you can keep that policy, as long as they keep the policy. Folks,that matter the matter is, it costs billions of dollars over 10 years, but it doesnt cost 30 trillion, which is what the other plans cost, which would raise middleclass taxes. Bernie is honest enough to tell you that. They will withhold tax from your paycheck. We can cover everybody and do it in a way that allows people the choice they want. What theynt like have, they can buy in immediately. Look. It, but lived up to america has been an idea. Most unique idea in all of the world, not a joke. There is not the only thing that can defeat america is america. There is no army strong enough, no dictator powerful enough, no ocean wide enough that can overcome what we can do. We can do whatever we want to do if we remember we can do it together. [applause] reasonden you know, the i did my announcement in philadelphia is to make a point that we are a nation that is unique. We hold these truths self evident, that all men and women are created equal, endowed by their creators. We the people, in order to form a perfect union, et cetera. We never fully looked up lived up to that. We have never abandoned it before. Jefferson didnt live up to it. He had slaves. For everything generation, every generation has worked more toward inclusion. Ladies and gentlemen, that is why we are who we are. We are the most unique idea. It is an idea that we cant abandon. Folks, we are better prepared to own the 21st century than any nation in this world by a longshot. When i got elected to a 29 as a 29 year old kid to the senate, i was labeled as this guy who was optimistic. The fact of the matter is, the fact of the matter is, i am more optimistic today, with one exception, than i have ever been. If we get rid of donald trump, we have a clear path. A clear path.
