President trump has been trusted entrusted the future of middle east peace alongside jared kushner. Come garrett, welcome welcome jason, welcome back from your travels, and welcome to the summit. It is really an honor to be here. This duringuntered the campaign, i was privileged to speak at a luncheon. I was amazed at the passion for israel in the room. The all the speakers all speakers were great, but what really amazed me was there was a young man around 19 years old, i have six kids. He spoke so eloquently about , and with beautifully such an credible passion, i thought to myself, how do we harness that and get all of our Young Children to speak that way about the state of israel . So im honored to be here, thank you. So we are all very curious. Having just returned from bahrain, what for you was the most Encouraging Development . I will start with the positive. We had what i thought was a great conference. Jared kushner worked very hard with many of my colleagues in the u. S. Government to put together a 50 million package for the palestinians, for jordan, egypt, for lebanon, if we are able to afford a Peace Agreement. What was amazing was if you walked through the room ,hroughout the hotel, israelis arabs, palestinians, whatever religion walked around with these. Facebook with ease. They spoke about they spoke with ease. They spoke about the future and what could be. That is what i have asked what i have experienced. To make, that that was extremely encouraging. What was discouraging is the ones who chose to boycott and undermine the event. But everybody came and i think that is a positive as well. What is the next step . The obvious next step is we need to decide when and how to unveil the political plan despite what some people are saying. This is only part one. There is no economic plan without a political plan. Similarly, there is no successful political plan without a very strong economic plan. And President Trump will decide the right time to do that. As far as the next step on the economic plans, this was billed as a workshop because we want to built as a workshop because we want feedback from the israelis, the palestinians, from the region. So we will be spending the next period of time getting feedback for this plan to find in the plan and get it right, and then couple it together with a political plan. In terms of feedback, do you get the sense the palestinians are ready for a deal . I prefer to speak in terms of ordinary palestinians. The street is the street. I do not know what that means. There are posters out there that try to give us information. Anecdotally, every palestinian i have met over the past 2. 5 years is anxious for this conflict to be gone. Sameask for some of the things that you hear from the palestinian leadership, but they also have a different voice in private than they do in public. In the confines of my office or a hotel, wherever i meet them, they speak about wanting to find creative solutions. They speak about wanting to get past the conflict in a way that embraces israel, but unfortunately, the freedom of speech that they have once they leave those rooms is significantly curtailed. So, it is a little bit hard to gauge the street and we have to differentiate between palestinians in the west ink and in gaza bank and in gaza. In gaza, they are suffering under the iron fist of hamas. It is hard to get information, real information out of gaza. It is a real question to ask but nobody really has the answer to the question. Control of of hamas gaza, how much does this affect your plans for palestinian prosperity . It affects the peace plan generally, which means it affects the piece to prosperity idea. When i first started, some of my colleagues had asked me not to discuss,. They felt that. Not to discuss hamas. They fell that if i raise the profile, it would show they have the ability to spoil peace lands. Peace plans. It took me about a week or two to realize that is just not the case. Hamas knows without figuring out how to deal with gaza, it is an impairment to a peace effort and tragic for the palestinian people. That untilng to me we started speaking up about hamas, the administration lied. Nobody was really talking about hamas. We had our great former ambassador to the u. N. Who try to get a resolution condemning hamas at the United Nations, and we failed. Which was rather remarkable. When i gave a speech to the Security Council about two months ago, this was a few days after a 700 after 700 rockets had been fired from gaza into israel. Not one country spoke up to condemn those attacks. After i spoke about it, other countries started to do it. Given the benefit of the doubt that these condemnations were not in their prepared remarks. It is remarkable Healthy People Pay Attention how few people Pay Attention. It causes tremendous suffering for the palestinians in gaza, to the israelis, and nothing can happen until the world recognizes that day are among the biggest problems to creating peace. [applause] so, once the plan is unveiled and funds start flowing to the palestinians, how are you going to ensure that funds are not misdirected or used for terror . Administration, the leadership of President Trump, not a penny will flow unless it is carefully earmarked to make sure the money only goes for the intended projects, that they will be finished on time and on budget, and that it is not siphoned off. At least under this administration, gone are the days were money has been siphoned off not only for terrorism but for corruption. Something that jerry took the biggest role in to make sure that nothing will there are two things, a comprehensive Peace Agreement, types ofr two, the controls you would expect that any significant commercial transaction to ensure that all the money is used completely appropriately. Excellent. [applause] we greatly appreciate you speaking about, and the real threat in the region. Hamas and the real threat in the region. Is disarmament part of a pre conception for peace in the region precondition for peace in the region . We cannot have a comprehensive Peace Agreement that does not ensure israels security 100 . I caught some of the vps remarks. Thank you. With the Vice President had set about had set about security is through this entire administration, there is no Peace Agreement that does not make sure that israels security is ironclad, and we know that makes people upset because we know that some people like to throw around slogans of the past and think that they can wave a magic wand and throw in a few of those slogans and all of a sudden you will have these have peace. That is not the way it works. Our plan takes that into account. Thank you. [applause] back to the Palestinian Authority for a minute, obviously, there is an issue with their not being a clear succession plan. How much of your plan is dependent on other palestinian elites . It is hard to predict what happens in a post president world. Time withnt a lot of the president during 2017. The the president announced bold and courageous decision to recognize jerusalem as the capital, as israels capital, they cut off ties from us. We are hopeful the president will realize that this is the best opportunity that palestinians have for peace, for a brighter future. Withr plan right now is the president , we are not looking for any type of regime change. However, if you were to the part depart and retire, it is important for everybody to recognize that you really have to governments, the Palestinian Authority and hamas. Right now, the Palestinian Authority does not speak for the people in gaza. Does, but wee plo have to deal with everybody to make this work. More people need to say that out loud. We cannot make peace unless we make sure to make comprehensive peace, unless we make sure that we are dealing with the representatives of all the palestinian people. Zooming out a little bit. Lets talk about the elephants o in the room, iran. Let just in the middle east, but in terror worldwide. Where does iran fit into this conversation . Iran is very likely a significant spoiler to our efforts if we are lucky enough to actually get traction on negotiations between the israelis and palestinians. It is a little bit connected to what is going on with iran generally. There are other spoilers. We are just going to have to do everything we can to make sure they do not undermine our efforts or cause mischief, significant trouble. We are watching it closely but it is not something i can discuss in public. We will switch to something more positive, the following of relations between thawing of relations. Can you speak of where you see those relationships headed . I will give you a little bit of a long answer on this one. It is a fascinating unfolding of events. Going back to when i started, roughly in march or april of 2017, there was an article in the New York Times about the outside approach. The writer made it seem essentially that it is very simple, the arab countries will gather around and enforce the palestinians to sign a deal. I thought, this is great. I will be home with my family for passover. It is just not that simple. However, we think that remarkable progress has been made in 2. 5 years with the gulf region in israel. We dont take credit for that alone. Prime minister netanyahu has done a great job. The leaders have done a remarkable job. What is now over the table is the Israeli National anthem being sung in the uae, participation and highlevel meetings, various forms of tournaments, we will continue to see that because it is important to the region. The region is tired of the conflict and the region recognizes if the conflict is not resolved, things have to continue moving. The region appreciates israel for what it is. I dont know those of you who follow the Foreign Ministers comments, the bahrainian foreign minister. We might reach a Glass Ceiling for a while. I think there will be a point in time where the countries in the region want to take a breather, then we will see what happens. The region is not interested in leaving the palestinians behind but i think the region is tired of the palestinian leadership preventing progress in the region. Host to those in the United States that may be tired of the United States leading in international relations, leading in the middle east, what do you say about the importance the role United States plays an engaging in the process in the middle east and in the world . The first thing that comes to mind is iran. When we arrived on the scene, every arab leader that we met with, plus Prime Minister thrilled thate President Trump was the president , because he understood that iran was the real threat to the reason. It is not the israelpalestinian conflict. People like to say that is a core conflict. That is a small conflict. The real issue is iran. Every leader there believes that under President Trump we have a chance to potentially salt the solve the iran issue. Number one is iran number two, a israel strong secure, helps keep stability in a very rough neighborhood. That is another important point we make. We have other allies. Egypt, jordan, saudi arabia. All those countries rely on the United States for as much stability as can be achieved. So, this entire matrix is intricately tied together. The israelpalestinian conflict is one aspect of that. The rest can be handled without solving the conflict. We very much want to try to solve that conflict. Host you spent a lot of time in the region and a lot of time in israel. One of your meetings in israel attracted a lot of attention last week when you and ambassador sigmund visited the pilgrims road that this audience just heard about from the Prime Minister. Can you speak a little bit about that experience and why it was important for you to be there . First of all the stress was remarkable. To be able to walk that road, see what it was from 2000 years ago was incredibly spiritual, incredibly moving. Really a remarkable event. I think the two things that ill say surprised about nothing surprises me anymore, the two things that sort of surprised me his number one, we, david and i, got criticize so heavily for attending this event. Among many of the criticisms came from the chief negotiator the primelestinians, minister of the Palestinian Authority, pretending it as they often do that this tunnel was rake. Fake. We were accused of judaizing the city. We will not tolerate that language. Under President Trump will push back on every single [applause] thank you. No matter the criticism leveled against us we will push back on it time and time again. You cannot possibly build peace without a foundation to truth, and for somebody to suggest this tunnel is not true. They need to be corrected. I call upon all of you, all of up to thisi, stand garbage, this nonsense that these attacks that are not grounded in reality. And lets push back and no longer should we tolerate thieui ir falsification of history. [applause] host thank you. The second thing that surprised me, if you want to be outraged about tunnels, wheres the outrage about the tunnels coming from gaza, the tunnels coming from lebanon . Its remarkable. [applause] not a word from the Palestinian Authority about the terror tunnels. Im happy to talk about tunnels. Lets talk about those tunnels. Host anything else you would like to say about the tunnels . [laughter] i call upon all of you. Truth out there. Yes, palestinians are severing but are suffering but israel is under Severe Threat from these tunnels. We need to get the word out to help the palestinians and to help the israelis. Host say we are sitting there in five years, what would you hope that this administration would have achieved in the middle east . Well, obviously, i pray for thesuccess, i pray for wisdom and the disturbance to be able to do our job properly. But and the discernment. The reality is that this is a very, very difficult topic. If we fail, i pray for the safety and security of israel. We will focus on that both and President Trumps current term and hopefully if he wins a second term [cheering] so, we will not let up on that. I hope and pray we can help the palestinian people. They deserve a better furniture. Future. Their palestinians who live in refugee camps. We want a Better Future for them. They should not be languishing in refugee camps. We want a tighter connection between israel and the arab countries around the because a tighter connection will work for the benefit of the entire region. Ladies and gentlemen, please welcome to the stage congressman Michael Mccaul interviewed by anchor and editor in chief of i24 news mccoury. [applause] [inaudible] it is an honor to be here as well. Thank you. Inaudible] [inaudible] i have been in congress for 16 years. I think it is the one of the most intense conversations i have engaged in. I was a history major. It took me back to the cuban missile crisis. Where we had to decide options on the table. What would be the appropriate response to not just tankers being shot in the strait of hormuz but rather the United States military asset worth about 150 million. It was very intense. One miscalculation can lead to a larger war. There were various options on the table. I will tell you, not to breach any confidentiality, but there were options to strike, particularly the surface to air tosile vehicle that was used bring down the United States thrown. Drone. That was one option. The Intelligence Committee will tell you if we kill iranians on iranian soil, it will only galvanize support for the ayatollah against the United States and israel. I th inink the president not unlike president kenedy, took a step back, took a pause and not make a miscalculation, escalate the situation but rather use, its you could say reported that cybersecurity operations were used to cripple commandandcontrol. Michelle can you confirm that Cyber Attacks were launched . Not if i want to not be prosecuted. Michelle fair enough. But having said that, i think im more hawkish. Secretary pompeo and ambassador bolton are very likeminded. I think a response is appropriate but at the same time it may have worked out at the best because where using tools we have that do not necessarily kill but does cripple. The president above all wanted to use diplomacy first. So, secretary pompeo was dispatched to get the Coalition Partners together and were seeing that now. Theresa may, they intercepted a tanker bound for syria, and iran ian tanker that stopped them. France hasacron in condemned there now violation of the jcpoa, which they have effectively done the last couple days. They are now in violation. So, the question is does europe want to continue to do business with iran when they are in violation of the jcpoa . I think not. When he snapped back the sanctions, mike pompeo and i never agreed with the jcpao in congress because it, longterm would make sure a certain nuclearized iran. Address icbm capabilities, and it did not address the terror threat. What essentially happened was 150 billion and sometimes in cold hard cash on airplanes being sent to these terror operations. Designated a terrorist organization, which i stood for for many years, went in to their operations to spread throughout iraq, syria and lebanon and yemen. This diplomatic push to his red line, the president was clear. His red line is, there will be a nuclear iran. If there is we have 100,000 tons of diplomacy called the uss lincoln sitting there in the persian gulf. [applause] [cheering] michelle congressman, to your nott, the jcpoa, does prevent it from getting a Nuclear Weapon only to later that best. We know the president strategy hran back to the table and come up with a deal that does prevent iran from getting a Nuclear Weapon. And that also confronts its Intercontinental Ballistic Missile program. But where are we at now . Coming to theran negotiating table . So far the ayatollah has ruled out any diplomacy with the u. S. The idea of negotiating with the ayatollah is obviously a challenge at best. But i do think that they are being crippled with the sanctions. Were getting the World Community rally behind us now. I think if we are ever going to get a better deal with iran now is the time to do it. Along with the threat of military force. Maximum Pressure Campaign that is being waged on iran. What the secretary told me as they are accelerating the process. Under the jcpoa they have guaranteed a nuclear bomb. I talked to Prime Minister netanyahu extensively. They would be guaranteed. Now that is off the table. Now they have a choice to make with the World Community. Do do they go forward with their Nuclear Program and ruin their country or do they stop . Michelle congressman, when you say the president says a Nuclear Weapon is the red line. We know that iran is starting to march again towards a Nuclear Weapon. Israel said it never really stopped with that march, only pretended to under the premise of this deal. At when we say red line, what point in this march towards Nuclear Weapons does the u. S. Or Israel Considers some kind of preemptive strike . I think there was a determination the president will have to make. Any issues of war and peace, probably the heaviest decisions to be made by the president. You can feel it and a room. We were discussing how to respond to the drone being shot down that we were surprised because we thought it was high enough in the sky to be protected. But i think it is a discretionary call on the part of the present that i think he made the right move for now because we now we can galvanize support with the Coalition Partners. Michelle are you seeing that . You do get the sense that perhaps the u. K. Is taking stronger action against iran. By seizing that oil tanker in violation of sanctions. Do you perhaps see the u. K. And the other europeans, germany and france, and the other signatories in terms of their consensus and the u. K. Acting like an ally in supporting the u. S. . Thats the goal to dismantle deal, was the iran overall and that is where its going. [applause] that document has been history,e ashes of then we have an opportunity to negotiate a better deal with iran. Otherwise, the military option is very clearly on the table. Not one the president would like to make but this president is not bashful and hitting back. We certainly well. [applause] michelle congressman, one of the Positive Side effects, if you will, of the threat of iran is that its brought israel together with some of the arab countries under the premise of the enemy of my enemy is my friend. We see clandestine relations between israel and saudi arabia, israel and bahrain. Do you have any insight on just how close those relationships are . How close israel may be to some kind of formal Peace Agreement with the saudis . A very interesting and great historic opportunity between israel and the arab nations. I never thought i would seat in my lifetime, but i will never forget meeting with Prime Minister netanyahu and his office two years ago. I asked him pointblank is saudi and other emirate countries allies . Eh said, he said yes. He said, i want to work with them because the enemy of my enemy is my friend. The enemy. He said you all are so focused on isis and that is a problem but he said the bigger threat is the regime of iran and the threat of a shia crescent from iraq, syria and lebanon with 150,000 rockets pointed at israel and out of gaza through thomas and hezbollah in the north. This iron dome cannot sustain this kind of assault. They have 150,000 rockets and build it incident embedded in civilian homes and in school such that if israel responds, they will be accused of killing innocent civilians. Michelle pointing those rockets is hezbollah. There are over 150,000 rockets pointed at israel. While the Trump Administration has successfully tackled Irans Nuclear threat, the u. S. Has been funding one of irans proxy terrorist groups has below for several years, since 2006 1. 7 billion of u. S. Taxpayer money has been going to lebanon. To the Lebanese Armed forces. The idea behind the money was to counter the influence of has below. Of hezbollah. It seems as though that strategy is no longer working and those funds are trickling down to hezbollah. Time the u. S. Congress stopped sending money to the Lebanese Armed forces . [applause] i think that is something that congress should be looking at. I met with the general of the lebanese forces. He painted a very different picture. Thewhen i go into classified briefing room, it indicates a very different picture than what he showing the. This is part of that diplomatic game you play where they tell you one thing but you know from your intelligence reports what the reality is. As long as there are 150,000 rockets pointed it israel, that assistance is in jeopardy now until they stop that behavior. Michelle another u. S. Relationship that perhaps needs to be reevaluated is the one between the u. S. And turkey. Because under president erdogan, that relationship has become strained. Purchased a Defense System from russia and because of that the delivery of the f35 fighter jet from the u. S. Has been suspended. Turkey, of course, is a nato allies. But should it be . Should that relationship be evaluated, should turkey still be a nato ally . We have a military base in turkey. They are a nato ally. The chairman and i met with the foreign minister of turkey and the ambassador and said, we let you into nato because of the soviet union threat to turkey. It makes no sense for you to purchase s400, you know, capabilities from russia that actually are in direct contradiction to the f35. So we passed a resolution in the house condemning turkey and of fering them the patriot missiles as opposed to thes400 which is russian and we are holding up the f35 sales until they change their behavior. They claim they have purchased these, these, this missile system. They still have time to stop this decision. The problem, michelle, they will be incorrect contravention to the u. S. Sanctions that were applied against russia and anybody that buys russian military. And so, the question is a big one, and that would be imagine a nato ally being under sanctions for purchasing s400 out of russia. That is of course course i think turkey does not want to go down. Being historic ally, i worry that erdogan is trying to take turkey back to the old days of the Ottoman Empire and be this dictator, if you will. He also fights the pkk that we fought with to defeat isis and bring down the caliphate. We have a lot of stress points in turkey right now. Michelle and turkey under erdgoan has also become increasingly hostile against israel. The u. S. And israel enjoyed a very special relationship. It is a mutually beneficial relationship. Israel is the u. S. s only ally in the middle east that shares values but that relationship, congressman, is coming under increased scrutiny and open hostility from certain members of congress. From Vice President mike pence earlier today that there is an antisemitism in the halls of congress. One particular democratic member of congress has been very hostile against israel, has made comments that have been deemed as antisemitic to put it mildly and has made statements that many see as being openly in support of the Palestinian Terrorist group hamas. You are the Ranking Member of the Foreign Affairs committee. What is being done to address this . And should that member still be on that committee . [applause] [cheering] as a no. That i think we can take that applause as a no, he should not she should not still be on a committee. Ultimately, that is a decision for speaker pelosi. And chairman ingel. It as for me, as for me, think omar has to go. P;[cheering] if i can explain that. That is not for an applause line but i thank you for that. Its based on history. The history of the committee and the history of this country. I just got back from the 75th anniversary of normandy. My dad was a world war ii veteran, part of the d day air campaign. [applause] i had the opportunity to be but also had75th, the opportunity to visit auschwitz to see what they were fighting. There is nothing more eivvil thn gas chambers in auschwitz and the ovens and the experiments to see what they were fighting at that time. The historyin all books and we thought it was defeated after world war ii and now we are seeing a rise of this antisemitism in europe. Hitlerud, my dad bombed who was killing the jews. Im proud of what that greatest generation did. Im also proud of what this committee has traditionally stood for. This committee has always been bipartisan on Foreign Affairs. Its. Also been proisrael. Now for the first time we have a member on the committee that is not and that is making antisemitic comments. Aoc joining innd on the course against the jewish people. This cannot stand in the United States of america. [applause] with somecongressman, members of congress as you mentioned questioning the special relationships between the u. S. And allies and perhaps an indication that there is waning support for israel on the democratic left. The theme of this years summit is why israel . Why should i care and what can i do about it . So, i put a question to you, what do you tell your youtituents as to why support israel and why the u. S. Should continue to support israel . Just being a question and christian and my background in my studies. I was raised catholic and i was an altar boy and i went to jesuit high school. I remember asking my mother if jesus was baptized jewish. Why arent i baptized jewish . A whole other religious debate within my family but there is a bond, were tied to israel and the jewish people. They are the hope and democracy in a very bad neighborhood they are the beacon of hope. Michelle but it is more than that. And they are our strongest ally in the middle east and we cannot forget, it is in our National Security interest to strongly support them. That is why introduce the companion version of senate one. With assistance to israel of 30 billion, assistance to jordan. The civilian protection act against assad. And the bds movement to support froms that it will not buy countries that are boycotting the state of israel. [applause] say, michelle, that is what called a discharge petition on the house floor right now we have 196 co sponsors and we need 218. So, if you are lobbying on the hill, we need just about 320 more members of congress to get on that bill to force it against Nancy Pelosis wishes and force it on the house floor for a vote. Michelle and the name of the bill again, a reminder . Its the companion bill to s. D. 1. Michelle congressman, thank you so much. It is great to be with you today. I want to thank pastor hagee for those kind words. It has been my privilege to speak to cufi on many occasions and great to see this crowd in washington. I want to speak about the relationship between the United States and israel in the context of how President Trump has been completely changed the Foreign Policy paradigm for the United States of america in just two short years. [applause] mr. Bolton since the president took office, he has charted a bold new course in every aspect of Foreign Affairs. Around the world, naive beliefs have given way to cleareyed common sense. We are no longer surrendering american liberty in the name of Global Governance. [applause] mr. Bolton we are no longer selling out our friends to appease our adversaries. [applause] mr. Bolton and we are no longer sacrificing the interests of the American People to pursue idealistic fantasies in havana, tehran, or anywhere else. [applause] mr. Bolton instead we are proudly defending american strength and american sovereignty. As a result, the world is changing for the better and the American People are safer. We can see the results of renewed American Leadership in every corner of the globe, and particularly in the middle east, that difficult neighborhood that israel calls home. Over the years, president s and policymakers have utilized many different tools of Foreign Policy. They have adopted varying philosophies, tactics, and socalled doctrines. Yet unfortunately, these strategies have too often fail failed to yield results. This administration, on the other hand, is guided by one simple principle in every decision we make, we put the interests of the American People first. [applause] mr. Bolton since january 2017, we have applied this principle across all major issue areas. For example, we have taken direct action to protect american sovereignty and american interests in international forms of all kinds. Forums of all kinds. Last june, we announced our withdrawal from the hypocritical u. N. Human rights council, which shielded the worlds worst human rights violators while devoting most of its time to condemning israel, a thriving democracy. [applause] mr. Bolton we are also reevaluating u. N. Peacekeeping missions, including those involving israel, to ensure support for effective, accountable, and efficient operations. We will not allow bureaucratic inertia to keep the United States in International Organizations or agreements that undermine u. S. Interests and values. [applause] mr. Bolton for these reasons, in september of last year i announced that the United States would not fund, support, or cooperate with the International Criminal court, or icc. [applause] mr. Bolton the icc, which asserts nearuniversal jurisdiction over the citizens of every country without their consent. As i said then, the icc is flawed to its core, and we will let it die on its own. [applause] mr. Bolton the court is a favorite of child of Global Governance advocates, and it has failed repeatedly in its purported aim to deter and punish egregious human rights violations. Instead, the icc has become a forum for a politicized attack on the policies of liberalized democracies such as the United States and israel. In fact, in november 2017, the icc prosecutor requested to investigate alleged war crimes supposedly committed by American Service members and intelligence professionals during the war in afghanistan. And at the behest of the socalled state of palestine, the icc has threatened to investigate israeli housing projects in addition to targeting israeli counterterrorism efforts in the west bank and gaza. We cannot and will not allow the icc bureaucrats in the hague to dictate our Foreign Policy or that of our most trusted allies, first and foremost israel. [applause] mr. Bolton accordingly, in addition to withdrawing all support for the icc, last month we also announced a policy to restrict u. S. Visas for anyone responsible for an icc investigation of american personnel. We welcome the unanimous april 12 decision by the icc to finally back down from the afghanistan investigation. Bolton however, as the president noted in his statement that day, we reiterate that any attempt to target american, israeli, or allied personnel will be met with a swift and vigorous response. [applause] mr. Bolton in september, i also announced that the United States was closing the Palestine Liberation Organization in washington, d. C. [applause] mr. Bolton we are also ended funding for the United Nations relief and work agency for palestine. [applause] mr. Bolton and we have cut support for the Palestinian Authority. We will not [applause] mr. Bolton we will not allow the plo office in washington to reopen until the palestinians start direct and substantive negotiations with the israelis. [applause] mr. Bolton we will not support unrwa until it uses american aid to help people in emergency situations and stopped funding those promoting hatred towards america and its citizens. [applause] mr. Bolton and we will not restore funding to the Palestinian Authority until it stops its vile practice of paying terrorists and their families for murdering innocent american and israeli men, women, and children. [applause] mr. Bolton as the president has said, the United States supports israels absolute right to selfdefense. And any future Peace Agreement must account for israels need to protect its people from syria, iran, and other regional threats. Peace in the middle east may not come at the expense of american moral courage or israeli security. [applause] mr. Bolton we will not allow Political Correctness to stand in the way of doing what is right and just. [applause] mr. Bolton for this reason, President Trump also recognized jerusalem as the capital of israel, something that seems to have escaped former president s. [applause] mr. Bolton and now the United States embassy under the able leadership of ambassador David Friedman thrives in the historic capital of the jewish people. In addition, in march President Trump signed a second president ial proclamation recognizing israels sovereignty over the Golan Heights. [applause] mr. Bolton naysayers had told generations of president s that these actions would isolate israel and potentially incite violence against both israel and the United States. But President Trump saw things differently, and we have all seen the results. A year after our new embassy opened in jerusalem, israel has unprecedented relations with our other partners across the middle east. Prime minister netanyahu made his First Official visit to the capital of oman, with little or no response from the arab street. Israeli athletes supported openly by the families won 22 medals in the Special Olympics in dubai in march. [applause] mr. Bolton and just last week, the foreign minister of bahrain told an israeli journalist, israel is a country in the middle east. The jewish people have a place among us. [applause] mr. Bolton all of this is the result of full, unconditional, and unapologetic support for israel. [applause] mr. Bolton in may of last year we achieved another major success in the middle east. The president announced our withdrawal from the disastrous iran nuclear deal. [applause] mr. Bolton the worst diplomatic debacle in american history. And i am here to tell you today, President Trumps maximumPressure Campaign against iran is working. [applause] mr. Bolton a little over a year ago, our critics predicted we couldnt do it. Our unilateral sanctions, they said, would not be effective. Since then the United States has levied the toughestever sanctions on the Iranian Regime, and irans economy is, to quote the financial times, collapsing under their weight. [applause] mr. Bolton the Islamic Revolutionary guards corps is starting to have to cut salaries and support for proxies across the region, leaving them to lament that the golden days are gone and will never return. [applause] mr. Bolton and we are just getting started. In november we finished reinforcing the crippling sanctions that originally brought tehran to the negotiating table. But we did not stop there. The president s goal is to get a new deal that would be negotiated in the best interests of the United States. We have also designated the irgc as a foreign terrorist organization. [applause] mr. Bolton this is the first ti an element of a Foreign Government has been designated as a foreign terrorist organization. It will make it harder for anyone affiliated with the irgc to enter our great country. It also makes it a crime for individuals, companies, or institutions to do business with this vile terrorist group. [applause] mr. Bolton on the anniversary of President Trumps withdrawal from the iran nuclear deal, all of the waivers that had been granted on iranian oil sales have gone to zero. This [applause] mr. Bolton this action is choking off irans single greatest source of funding. Like the irgc terrorist designation, this is an unprecedented step aimed at putting maximum pressure on tehran to change its threatening behavior. We welcome the action by the British Royal marines on the fourth of july, no less, to enforce e. U. Sanctions on syria by seizing a supertanker with millions of barrels of iranian oil off gibraltar. [applause] mr. Bolton that is a real fourth of july present. [laughter] mr. Bolton actions such as this to disrupt sanctions evasion are critical to denying the syrian and Iranian Regimes the Financial Resources they desperately need. We must redouble our cooperation with our allies and partners to enforce our sanctions and enforce freedom of navigation. We are cracking down on other sectors of the iranian economy such as metals and petrochemicals that tehran is banking on to diversify their revenue streams. The anticipated flood of Foreign Investment into iran has utterly failed to materialize, as private Companies Make the obvious calculation that iran is a bad bet. [laughter] [applause] mr. Bolton german exports to iran, for example, are down 50 over last year, according to the association of german chambers of commerce and industry. As i said earlier this year in, miami, under this administration no regime that chants death to america or death to israel will get a deal from this administration. [applause] mr. Bolton we will continue to increase the pressure on the Iranian Regime until it abandons its Nuclear Weapons program and ends its violent activities across the middle east, including conducting and supporting terrorism around the world. Tehrans continued pursuit of a Nuclear Program, including recent increases in iranian stockpiles and investment stockpiles and investment levels, in direct violation of its commitments under the nuclear deal, is certainly a grave threat to International Peace and security that the deal was supposed to preserve. Given irans documented history of pursuing a Nuclear Weapon, these actions underscore the seriousness of irans Ongoing Nuclear ambitions. President trump has been clear, he will not allow iran any path to Nuclear Weapons. [applause] mr. Bolton as we pressure the Iranian Regime, we continue to stand with the longsuffering iranian people, who, as President Trump has said, are the rightful heirs to a rich culture and an ancient land. In every region of the world, the United States seeks partners who are strong, sovereign, and independent. We want nations to take ownership over their own destinies and assume responsibility for peace and security in their own neighborhoods. Importantly, as we encourage our allies and partners to embrace their independence, defend their sovereignty, and invest in their security, we are doing the same here at home. The United States wants the same success for israel, and we are seeing israel fully supported by america, take a new role on the international stage. I witnessed this two weeks ago when i participated in an historic trilateral meeting between the United States and russia, hosted by israel in jerusalem. In discussions with my counterparts, despite our many differences with our russian friends, one point of agreement stood out, that israels security is central to the stability of the middle east. This is what it means to put american interests first, and this is the approach that is finally getting results for the American People, as it will get results for the israeli people. Finally, a word about an extraordinary event that took place in jerusalem last sunday, when ambassador friedman and mrs. Sara netanyahu participated in the inauguration of the pilgrimage road in the city of david, a remarkable archaeological discovery that provides fresh, scientific historical proof of the connection between the jewish people and jerusalem. While i had to be with President Trump at the g20 in osaka while the ceremony was taking place. I was proud to have the white house presented by jason greenblatt, from whom you have just heard. I visited the city of david many times, most recently for a personal tour and special dinner with my israeli counterpart. This connection between the past and the present leading into the future represented by the pilgrimage road is what President Trump instinctively recognized when he promised to move the embassy to jerusalem on the campaign trail and what motivated him to make good on his promise. I understand that connection, and i am proud to serve in the administration that has done more to support it than any in history. [applause] mr. Pompeo it is truly heartening as secretary of state to know that there are so Many Americans working to make our relationship with israel the strongest it has ever been. [applause] sec. Pompeo you all know israel is an important partner. Its an ally. Israel is a friend. Can i get an amen . Amen sec. Pompeo i want to kick off my remarks by telling you something you all know, but a lot a lot of folks truly dont. Christians in america are among israels greatest friends. [applause] sec. Pompeo this isnt a new development. Christian support in america for zion, the jewish homeland, goes back to the early puritan settlers and has been true for centuries. Our second president a couple years back said, i really wish the jews in judea an independent nation. A little more recently, just over 100 years ago, 1916, in a prominent american evangelist named William Blackstone helped to convince president Woodrow Wilson to support the balfour declaration, the united kingdoms on statement of support for a National Home for the jewish people. That document helped to lay the groundwork for what happened in 1948, when the Missouri Baptist displayed an incredible act of political courage you have to remember these times, it was a world that was recovering from the fury of world war ii. People of all nations were turning to their homeland. President truman wondered aloud to one of his aides, everyone else who has been dragged away from his country has some place to get back to, but the jews have no place to go. President truman, incredibly courageously, decided to recognize this new state. He did it on the same day as Prime Minister David Ben Gurion read out the declaration of independence in tel aviv. We take this for granted sometimes, but this was not an easy decision for the president. Nearly every one of his advisers, military and diplomatic, had counseled against that decision. But he knew, that president knew, it was the right thing to do. He later said, i wonder how far moses would have gone if he had taken a poll in egypt. [laughter] sec. Pompeo he continued, what would jesus christ have preached if he had taken a poll with israel . Where with the reformation had gone if Martin Luther had taken a poll . It is not the polls and Public Opinion to do what is right for leadership. [applause] sec. Pompeo you have a president like that today, too. You know, no one, no one was more grateful for trumans brave decision than the jewish people themselves. In 1949, israels chief rabbi came to see president truman and as the story goes, tears filled the president s eyes. The rabbi opened the bible and read the word of king cyrus. He read that the lord god of heaven had given me all the kindness of the earth and charged me to build him a house at jerusalem, which is in judah. It fills me with unending pride to know that american hands help to build the modern house of israel. [applause] our welcoming, the american welcoming of the new jewish state into the family of nations was one of the most consequential diplomatic decisions of the 20th century. Not just in terms of the world map, but as a statement to the world of who we are as americans. [applause] it proved, as we continue to prove, that we stand for human dignity. That we stand for justice. That we stand for independence. We are now some 70 years on from that moment. America has an important relationship with israel, one i personally treasure and am proud to work every day to maintain. [applause] sec. Pompeo in may i had a chance to speak at israels Independence Day celebration in washington. The ambassador give me a chance to say a few words. I talked about the unbreakable bonds that stem from our shared love of freedom. Modern israel is the only truly free nation throughout the entire middle east. It has an enormous respect for religious freedom, a subject of many of our hearts these days. Here too israel lights the way for the middle east and indeed the entire world. Perfect, that israel holds itself to a very high standard. Israel is a majority jewish nation but the government doesnt force jewish beliefs on others. To the contrary, its declaration of independence guarantees freedom of worship, education, and culture. Last year, their parliament passed a law prohibiting hiring discrimination against workers who refused to work on their day of rest. Compare this to many places in the world. Compare israels reverence for liberties on the restrictions facing christians and people of all faith throughout the rest of the middle east. In many countries, if a muslim leaves islam, is considered apostasy, and punishable by death. In iraq, syria, and other countries in the region, the last remnants of ancient Christian Communities are at near extinction because of persecution from isis and other malign actors. 2003,ne example, before there were an estimated 1. 5 million christians living in iraq. Today, sadly, almost a quarter of a million. This administration has made a real effort to protect christians and other threatened religious minorities in iraq and elsewhere. We are making real progress. [applause] the flame of existence of christians must not be snuffed out. Right re in a legal unalienable right to worship. It must not be taken away. [applause] sec. Pompeo persecution of the faithful is especially intense inside the Islamic Republic of iran. The regimes militant adherence to the noxious tenants dictates all parts of life. If muslims try to convert nonmuslims, the penal code calls for death. Notgovernment does recognize converts to christianity. Year, an Iranian Court upheld a 10 Year Prison Sentence on four Irene Christians who were promoting zionist christianity and running house churches, which is something we know in america. Instead of following the normal procedure, they raided their homes, beat them, and used electroshock weapons on them. They threw them into a regime dungeon in tehran. Every day i pray, and i ask you to pray for our brothers and sisters. Not just for them, but people of all faiths persecuted in iran. [applause] i am from kansas. I love it. You,ure there are more of you are just quite people. A lot of people get spun up with the wrong ideas, that american evangelicals want to impose a theocracy on america. I wish they were concerned about the real theocratic takeover happening in iran over the last four decades. [applause] the ayatollahs have deprived the iranian people of that most fundamental right, the right to worship. That same twisted, intolerant doctrine feels persecution in iran and has led the ayatollahs and his cronies to cry out death to israel for four decades now. Us book of esther teaches that in the fifth century bc, there was a wicked advisor named king xerxes. A fellow hatched a plot to kill all of the jews in the persian empire. He secretly wrote letters with the kings feel to the provincial governors ordering the people to rise up and attacked the jews. S edict could not be wrote revoked. But thanks to the intervention of queen esther, the plot was exposed and the jews were ultimately spared. Jewishthis marks a holiday and commemorates this amazing miracle. [applause] i wanted to tell the story today for a couple of reasons. Similar threats to the jewish people have marked other eras as well. Think of the roman devastation of jerusalem. Programs throughout history and the holocaust. The jews have had a target on the back throughout history. As the book of ecclesiastes says, there is indeed nothing new under the sun. But thank god we have a leader in President Trump, and an immovable friend in israel. [applause] sec. Pompeo President Trumps commitment is the strongest in history. Its been one of the best parts of my job, to turn that commitment into real action. [applause] you know the story is, but we have implemented the struggles Pressure Campaign in history against the Iranian Regime and we are not done. [applause] we have cut off billions and funds. That the Islamic Republic would have used for nefarious purposes, not least of which is to destroy the state of israel. It is also under President Trump that israel haters receive far less blood money from iran to pursue terrorism than ever in recent history. [applause] trump haso president maintained the 4 billion assistance to israel and we have honored their decision to claim the Golan Heights as its own. [applause] sec. Pompeo the lord did smile on me. I was in israel the very day that announcement was made. I was with the Prime Minister. I were able to have dinner with he and his wife. The day of that announcement, it was remarkable to be there with his Prime Minister on the day that our president made that historic reclamation. Proclamation. [applause] within the state department, we have elevated the fight against antisemitism. Its a conversation i have all the time. I had one with the archbishop of canterbury last may. I was the First American secretary of state to ever meet the holder of that office since it has existed in the sixth century. Ourpt thinking about meeting, i realized his office had about 1200 years on me. [laughter] sec. Pompeo we have advanced religious freedom in our Foreign Policy. This is something that had been missing for too long. Last year i hosted the firstever gathering of Foreign Ministers from all across the world devoted solely to advancing religious freedom come and we will do it again in the middle of july. [applause] and i think we have put the u. N. On notice that is antiisrael bias will no longer be tolerated. [applause] while i wasnt there on the day it happened, and was able to travel twice to the statebassy, Department Embassy that was moved to jerusalem to recognize the simple reality of jerusalem as earth as israels capital now and forever. Pompeo the other great thing about this administration ,s we live in a very real world and for that reason i was able less watched to clear a simple truth that antizionism is antisemitism,. Full stop. Itism, it is a blessing to stand with israel, who stands for freedom, because that is what it is all about in america. I will close today. I want to go back to president truman one more time. He said this about america in his memoirs. Intended to do all it can in cooperating with other nations, to help create and preserve peace throughout the world. It is given to defend this world spiritual values and moral code against evil that seeks to destroy them. That is what america does when a stance with israel each and every day. I have to look in my childrens eyes from my daughter is 10 and america is1, and say safe and the only reason i can say that is because of you in this room and the 7 million americans you represent. Danon my friends, we hear about violent antisemitism everywhere. In our cities. Insaw what happened in poway pittsburgh. When you pray to god, you dont have to look back, you dont have to be afraid. We hear about antisemitic rhetoric. We hear about Public Officials who support antisemitism. Rise of antisemitism in europe and also in the u. S. And when you see Public Officials who endorse antisemitism, we cannot sit idly by. We all have to condemn them. We have to isolate them. We have to remove them from public office. [applause] mr. Danon let me share with you some numbers. 1 of theesents worlds population. That is at. Is it. But israel receives 78 of you. Nd condemnations u. N condemnations. Not yemen, iran, or north korea but israel. There is an antiisrael bias. Ouble standard cigna singling out israel in debates. Unfortunately, the real issues problems are not focused on, the focuses only on israel. I do not take antisemitism lightly and without a fight. , with aeeks ago resolution to condemn religiousbased violence went to the u. N. , they forgot to include antisemitism. I took action. Erdogan forgot antisemitism. We did not let him and his men get away with it. We called out the u. N. And what it was about to do. We stood up. I went from one ambassador to another to show them the language of the resolution. How dare you vote for a resolution without naming antisemitism. At the end, we were successful. We got the u. N. To condemn antisemitism. [applause] all children are of god. Together, we will declare war on antisemitism. [applause] ag hagees pastor said, antisemitism is not just a jewish problem. It is everyones problem. I stand by these words and i am truly grateful for all of those who, despite not being the targets of antisemitism, choose us. Tand by as well with see that one of the biggest exporters of antisemitism is also the worlds greatest sponsor of terrorism, iran. , the iaea hours ago announced that iran increased its enrichment level, violating the Nuclear Agreement and proving once and for all that it intends to develop a Nuclear Weapon. We know that. This is no surprise to all of us. Thatver bought the fiction the Iranian Regime wanted to normalize their behavior. On therom here, i call leaders to wake up before it is too late and stop this terrorist regime. [applause] restraint onlyr encourages tehran to pursue its dangerous ambitions. They must join President Trump in applying sanctions. [applause] i call on the un Security Council to convene and reapply the sanctions regime. By the way, when they signed this agreement, they thought about what would happen if the iranians would breach the agreement. It is happening now. To the agreement, they have to obey the Security Council and apply new sanctions. Never allow the Iranian Regime to terrorize its people or the world ever again. [applause] ladies and gentlemen, when i arrived to the u. N. Four years ago it feels like 40 years ago i knew we needed a new approach in order to win in this evil, dark place. So i came up with a secret recipe for success. It has two parts. The first one is to be a proud jew. I am a proud jew. [applause] us danon wearing my hammock yarmulke. To recognize yom kippur as a holy day. We celebrate passover, russia hashana. Rosh and we respect our heritage position, others respect us. When i read from the bible during the Security Council, one of the muslim ambassadors approached me. He said, i have listened to many debates, but the fact that you read from your holy book, i want to sit down with you and learn more. That is why the secret is to be a proud jew. But it is not enough. The second step is to bring israel to the u. N. And to bring the u. N. To israel, literally. Bring i bring ambassadors to israel. How many of you have been to israel, raise your hand. That is amazing. I wish that had been the case in the u. N. But we are getting there. 80ook with me more than ambassadors to israel. [applause] but before we go to jerusalem, we land in poland and we visit the death camps. We teach them about the holocaust. For many of them, is the first time to hear about it. One of my colleagues from a large country in asia, he said before you took me to auschwitz, i never understood. When we would see the exhibit about the holocaust, i would walk by. After we came back from poland and israel, the first thing i do with every dignitary is to explain about the holocaust. This is the only way to teach, to bring them to israel. [applause] mr. Danon when we land in israel, they see the beauty, the people, the love. We walk in the city of david. They get connected to their christian heritage. Denyed them, how you can the connection of jews to jerusalem . By doing so you are denying your own connection to jerusalem. When i say that in new york, they dont get it. But when they walk in the old city, the city of david, that is when they get to understand it. Visitingde our visit your embassy in jerusalem of a united and undivided capital. [applause] mr. Danon we are grateful for President Trump for taking that old decision. We are grateful for the president from guatemala. I encourage you to speak about it. We can bring more embassies to jerusalem. Danon we put forward a resolution to commend condemn hamas and we got 80 Member States to support it. Last month, the Security Council adopted its firstever persons visiting an armed conflicts. We are praying every day for our boys being held by hamas. We are grateful for the Member States who helped us pass this important resolution. [applause] mr. Danon before i conclude, i want to share with you what i to share with you what i did during debate at the Security Council. Every three months we have a debate about the middle east. But when they speak about the middle east in the un, its only israel. I smoke about the rights to the land. Or defense.
