In regards to Foreign Policy, the United States has done more to destabilize the world. A rational person could see that. We have done more to destabilize the middle east than any other country in the world. It seems like it continues. I do not understand how someone would find donald trump trustworthy and anything he does, let alone rational. There is a reason why the majority of his senior military staff is gone. There is a reason why a lot of his cabinet positions are not filled. Now they are under the impression that this man who goes on a television show, who is a failed businessman no one in their right mind would take a job that pays less money unless you had debt or owed someone. I find it very ironic that more often than not we support israel and their endeavors but Israel Attacked the United States in 1967. They killed a lot of sailors. They refused to apologize. Go to arlington and you will see the monument for those sailors. When we make war, we find plenty of money, and unending budget. When it comes to fixing infrastructure and other things in this country, for some reason we want to put a limit on it. I think he is one of the most incompetent people that has ever held the office. States in subsaharan africa, central and Southeast Asia, are especially vulnerable, as our small island nations. Climate change effects could undermine Important International systems on which the u. S. Is critically dependent, such as trade routes, food and energy supplies, the global economy, and domestic stability abroad. Most countries, if not all, are already unable to fully respond to the risks posed by climate hazards. Under present conditions, countries with weak institutions, low governmental legitimacy will have increased risks of instability. We can expect heightened tensions over Natural Resources such as water. I try to identify whether these prospective president ial candidates really are nothing for ourn mouthpieces ally in the middle east or whether they are independent thinkers. I really have not heard anyone who is a true independent thinker. When you look at our foreign , we have essentially operated by the doctrine set forth by israel. The 90s 1990s said there were seven countries we would take out in five years. Many of them we have enacted regime change libya and so forth. Findoint is unless we candidates who are able to speak and not beown selves a sound work for israel, we will for israel,ndboard a lot of other countries know what the deal is. Guest it is odd because a lot of people within the white house that we spoke to were the ones that were like this is odd this is more of the democrats issue, and something the president elect take it upon ourselves to tout our record on the environment. It is a controversial issue involving the Trump Administration because the president has not been one to help the perils of Climate Change or recognize it as a crisis, where is a lot of people have criticized him for that. We have seen a speech. There are some influences from his daughter a ivanka trump and her husband and Senior Advisor jared kushner. Are of them thought they new york liberals, as some in the white house call them, they are the ones pushing for the speech. The how is congress or rest of washington liable to respond in any speech at this point by the president on the environment . Any speech by the president is divided on partisan lines. That has been true throughout his presidency and is the more so true as we get closer and closer to an election. Democrats have been calling for action on the environment for years, maybe decades at this point. It has been a major focus during their primary or ongoing president ial primary. It is a rising issue among young voters. This is something a lot of voters do care about. It has become the number one issue, unlike in the password environment has been the third or fourth issue on the list. Democrats have a huge lead on the front. Guest they are trying to get the budget bills passed that they need to keep the lights on. That is really the main thrust whichde from oversight we will discuss, we will see oversight hearings continuing, but as far as legislating, the senate is moving judges. The house is passing bills that is part of their agenda, but had no future in the senate. Getting the governmentfunded will be one of the main things folks are focused on before the august recess to try to avoid a crisis from this fall when all the folks will be on the campaign trail. Host Alayna Treene, when we talk about the budget and fiscal matters, what are the priorities right now . To say is difficult as jonathan mentioned, it is a lot of trying to keep the lights on. The border funding, which we saw passed in the house and the senate recently was a huge thing for them and obviously immigration is a top priority in this administration. Otherwise, it is a lot of back and forth. The white house and congress recognized anything they want to do with some sort of purpose in congress is unlikely to pass both the house and the senate. Host one of the big issues was the census and the Citizenship Question on the senses. The president is insisting he will push back a little bit about this. Lets talk about that for a moment, but first hear from the president on friday as he was headed toward new jersey, adding the questions about citizenship. [video clip] mr. Trump we are thinking about doing it. We are doing well in the census. He made a statement. He wrote something out. The judge did not like it. Ford a lot of respect justice roberts. He did not like it. He did say come back. That is what he was saying. We will see what happens. We can also add an addition. We could start the printing and do an addendum after we get a positive decision. We are working on a lot of things, including an executive order. , the Alayna Treene president says there are four or five ways to do this. What are they thinking about right now . Guest last wednesday, when the president had started bleeding that he was angry with the Commerce Department and the Justice Department for saying with thed move ahead printing of the census without the question, it really caught everyone off guard. We saw a lot of scrambling in order to figure out how can we appease president come and find a different way to get this and find a wayt president and find a different way to get this added despite the Supreme Court ruling. They did leave a little bit of an open door saying unless the white house can come to us with real reason. For now it is trying to figure out how they can convince the courts to allow this question and one thing they are looking at is executive order. Ist Jonathan Tamari, what the posture right now of the congress on this particular point in the push by the president on the campaign trail as well . Guest as you would expect, starkly divided along party lines. Democrats say this is an attempt undocumented both immigrants and some people who might just recoil. Some people are citizens for recoil from answering this question and an attempt to diminish the account of people in blue areas of this country. The democrats had declared victory after the Supreme Court. People on both sides thought that was the last word. The president has other thoughts on this. It will be another one of those very sharp, cultural issues that divides the country and it is clearly related to immigration which is one of the hottest and most divisive topics in washington and on the campaign trail. If you look at what we have asked over the years, including the Citizenship Question many times during our history we ask a lot of information as well. In addition to getting the raw number of souls in the country, we find a lot of other information that is useful for governance. He took the side of the saudi arabians when he sent people here to bomb the twin towers. He has backed down from everything. How is he so strong . They have a big bill on the floor, the Defense Authorization act, which might take a few days to finish, but wall street journal points out the rancor following up from the border debate from last week is likely to continue on the house version of the bill. Legislation has become more partisan and will require more democratic votes than usual. We are reading about issues involving saudi arabia, iran, and others. Can you give us a preview . Jonathan tamari anything that guest anything that deals with military and Foreign Affairs is one of the few areas you have seen along with trey some members of republicans hesitant to go along with trump, but not enough numbers to reverse what he wants to do. Lately there has been a lot of focus on the u. S. Relationship with countries in the middle qatar,ke saudi arabia, and some pushback from democrats, certainly, and a small number of republicans. That is an ongoing issue. I dont know if they will try to insert any language into the Defense Authorization. Armshave attempted to stop sales to some of those countries already. They have enough to pass the senate, but not enough to override a veto. Those attempts have failed before. Foreign affairs and defense is one issue that is worth watching because it is one of the few places where you see republicans breakaway. In newthe headline york times, within hours they will breach requirements set in this record. Tell us what the white house is thinking right now. Guest right now i think the white house is Standing Firm in their belief of maximum pressure. They are not planning to give any sort of sanctions relief to iran, and mind you, yes, they were the ones that pulled out of the 2013 nuclear deal. It started on the u. S. Side. All eyes are on europe, essentially, because this is iran is doing. Toward anot dashing nuclear weapon, but right now they are upping the political ante and trying to get europe to come to their defense and ease sanctions really relief, and all the while the u. S. Right now, the big issue is what is happening in Detention Centers and more broadly trying to figure out whether there will be some sort of comprehensive Immigration Reform done by this white house. It is looking increasingly unlikely intellect that will happen before the 2020 president ial election and a lot of people are hunting off to see hunting the more off to see what more the democratic candidate are saying on this. We have seen border crossings rise to record numbers of the past few months. I agree with the caller that is much information than is to be out there should be delivered. We have an extra in a situation with hundreds of children crossing every day. We are asking for funding so the children can be moved into a more appropriate setting. Im not denying that are challenging situations at the border. Ive been talking about it the most. What i can tell you is there is adequate food, water, and the reason the children were at the station in the first place was so they could have medical consolidated they had shower facilities for over a year. A number of members of Congress Went down and came back with searing reports, images pier 1 searing images, reports. One congresswoman called it a humanitarian crisis. It is not just that the Homeland SecurityInspector General did their own report they did they found significant overcrowding. One image that stood out was 88 ll builtrammed into a ce for 40. This is something democrats will highlight. They will bring the head of Homeland Security up to the hill and try to have the cameras on him and really pressed these questions. On the campaign trail, it is democrats almost left them off the hook for having to propose an immigration plan because when they talk about immigration they specifically talk about detentions and ending these detentions, and there is so much focus on this there is not as much discussion about what a comprehensive deal would look like because most people are saying we need to take care of this border issue, the family separation and the children being in caged. Guest this is something that i think i mentioned before that a lot of people in the white house and within the Trump Administrations own Justice Department are trying to grapple with. The Supreme Court, i will say, did leave a door open to the Trump Administration pushing back on this. They did not close the door completely on this question not being allowed on the 2020 census. It is a great point. The Supreme Court did rule that should not be there and now the administration is trying to find a way around it. Have seen with a lot of other controversial issues, doing something with executive order, and that is what the president could have a showdown on this with the courts. Clarkstown, maryland. The question does not take into account green card holders, of thery residents United States and people that have temporary citizenship. I dont see how that fulfills the definition of what the census is supposed to do, which is supposed to be a headcount of the United States. Can you explain that to me . On the foreignpolicy issue, i am not sure how Donald Trumps administration has been able to quantify partisanship when they are pushing for Ballistic Missile defense in a nuclear arms treaty. Ive never seen an arms control agreement that includes Ballistic Missile defense in its nuclear posture. He has allowed a new start treaty to run out, which is going to allow intermediate range Ballistic Missiles essentially to become a wide ranging threat in russia, china, and the middle east. If you could just explain to me how we will get a Bipartisan Center on some of these issues at the very least. I appreciate that. Host lets hear from our guest. Guest he talked about trying to fund bipartisan solution. It is really difficult to find a bipartisan solution right now in washington on almost any issue. We saw that in trade deals. That is not necessarily obama, but a legacy inherited from other president s. , his argument is by adding Ballistic Missiles and more provisions he could get Something Better than the original iran deal. That is what he has told voters, when he seems to believe about himself. Its a Firm Deadline in terms of how soon the house on the Senate Must Pass the legislation. Once the legislation is officially introduced by the administration. The membersrative of Congress Really try to work some of these details out. Some of the details are around enforceability. Just how will the United States make sure that canada and mexico abide by the terms of the agreement. Of course mexico has already passed the agreement. They have also passed a lot of new laws. For instance allowing labor unions to organize and how they will enforce their provisions and to make sure that this agreement really has teeth. Host lets take a look at some of the provisions in detail. I want to start with some of the repsfrom the u. S. Trade office. Increase access of dairy, poultry and egg products to canada. How important is this to agriculture . Its a big deal for agriculture which is why so many different agricultural groups have endorsed it from the Dairy Council to different growers. Benefit. Wine will in my state of Washington Wine is a big export crop or export item. Allowh columbia does not u. S. Wines to be displayed on their normal wine shelves. Displayed inalmost secret. So that will remove some of the barriers. Some of the disincentives and the favoritism that canada has given to their Agricultural Industry will go away and theyve really had some tough have made it hard for u. S. Agriculture dairy, poultry and eggs to get into canada. A lot of those barriers are being removed. Host a couple points about automobiles as part of the proposed deal. 75 of anst prove automobile to be tariff free and at least 40 of a car must be made by workers earning at least 16 an hour. Some big provisions regarding autos. Yes. At least 75 of an automobile must be made within north america. In order to not be subject to duties which simply increases the cost of that automobile. Contents of of the that automobile must be made where wages exceed or equal 16 an hour. Thats really aimed at mexico. Thats really aimed at making made int if parts are mexico that they have to pay at least 16 an hour. This will certainly discourage u. S. Companies from having parts being made in mexico or sending some of the Assembly Work to mexico. Really make sure that theres more of a level Playing Field in terms of wages so that theres less incentive to send this work to other countries whether mexico or canada. Had to sit is i through some classes at Ford Motor Company and they talked about how quality was in other nations and its like during the hours america destroyed most of these places and america rebuilt them. My second one is the law that the government passed to allow jobs to go to Foreign Countries i guess they never ever took that away. And my third one what really upsets me more than anything else that they talk about tariffs and how its going to hurt everybody. When the price of gas goes up . 40 on the gallon and it takes three months to go down, i believe that hurts america more than it does anything else. As a former governor and commerce secretary we want to keep as many jobs in the United States and certainly manufacturing jobs because we know they pay on average a lot more than the typical wage. We want to keep those jobs here and thats what the new trade agreement will do. It will make it easier for u. S. Companies to export. Takes away some of the barriers and that other countries like canada have imposed on our Agricultural Sector. Discouragesy it Auto Companies and Parts Companies from having that work done in places like mexico because if it is to be done in a bigger percentage of those parts and items have to be made where wages are at least 16 an hour. Of all the parts of that automobile must be made in north america whether its the United States, canada or mexico benefits mexico they have to pay a higher wage. Parts going to discourage from being made in other parts of the world and coming in. Thats really going to keep jobs in north america and especially the United States. Host alex is calling in lake charles, louisiana. Good morning. I wanted to ask about International Arbitration. A light of what seems to be curtailing of the investor stake mechanism in the usmca, do you think that we can expect the same type of deemphasis in future trade negotiations especially with more developing nations in Southeast Asia . There deemphasis thats going to prove advantageous to the United States in light of the u. S. As well as u. S. Companies favorable record in International Arbitration . Pretty technical and a little bit beyond my pay grade. That of the concerns people have about relinquishing u. S. Sovereignty in our work system and things like that are not being diminished in this agreement. And the other countries have already passed their versions of the agreement and have included significant enforceability provisions and the u. S. Trade representative has made it very clear that the United States government will enforce the provisions of this and we will not have to go to International Tribunals and we have mechanisms in place that would allow the United States on its own to make sure that we are able to enforce this without having to go to International Tribunals. Host we know folks want to make changes to this dispute settlement system. How did nafta work in terms of disputes . What were the processes in general and were they effective . I think some people would say they were pretty effective. I think the reason we are doing usmca is because we have seen problems arise over the last 25 in terms of the outsourcing of so many jobs to mexico where wages were so low. And thats why there were key provisions in this new version in which at least 40 to 45 of the work must be with wages of 16 more and that there have to contents being made in north america. Weve seen that nafta was not perfect. Certainly there was still discrimination against the Agricultural Industry. Unfair subsidies. And American Workers and American Companies have had to abide by for instance child , environmental provisions and health and safety whenles and its unfair workers and companies in other countries dont have to abide by those strict rules therefore putting u. S. Companies whether its our farmers or manufacturers at a competitive disadvantage because if another country can grow things or do things without having to watch out for the use of pesticides and the protection of their workers, if companies dont have to follow high Environmental Standards it means those products are cheaper. And so its harder for American Companies and American Products to therefore compete whether in that particular foreign country or around the world. Aboutats what is good the usmca. Its really raising the standard in so many areas. And ourhat labor unions manufacturers have long said have been unfair practices by other countries. Oft let me add in the voice richard trumka. He has spoken recently about this and he said that nafta isnt broken. Its done exactly what it was meant to do. It exploited workers in mexico, disrupted lives here, it has taken money out of our pockets and put it in the hands of a few billionaires so the solution just isnt a new nafta. It cant be rebranded. The only answer is a strong enforceable mechanism for raising wages and protecting the rights of working people. This agreement is not yet there and if they insist on trying to jam through this inferior ineffective trade agreement that is nothing more right now than a little bit better nafta than we would have to oppose it, says the aflcio. And i think we would have enough votes on both sides of the aisle to prevent it from becoming the law of the land per what do you make of those remarks . I think thats thats exactly whats being discussed with members of congress. Enforceability, whether the provisions are tough enough. Thats why the administration has not yet submitted the an official piece of legislation to the congress because they are trying to work out some of these very concerns. Int lets go to stephen shelbyville. You are on the democrat line for gary locke. Caller good morning. This deal sounds pretty good to me but i dont know all the it. Nicalities of i especially like the 15. The mexico, shut down the farmers without big farm producing really did damage to mexico. Thats why most of them are coming over here. It just sounds like a good deal. Im wondering why is there a problem. That was going to be my question what is the problem in congress but you pretty much answered it. Host do you want to add anything . There are concerns by especially democrats in the congress. Speaker pelosi has put together a committee to work with the administration on trying to iron out some of those areas of concern so that hopefully the implementation language will address those concerns. I dont think people want to completely rewrite the agreement because if you reopen the agreement then youre going to have to have canada and mexico ratify it and they may want to change some of the provisions themselves to the benefit of canada and mexico. We have to be very careful about the talk of reopening the entire agreement but if we can make modifications through the into an tatian implementation language and make sure canada and mexico can agree to that, thats the objective. Host can you remind us of how we got to this point . We know people have been speaking for years about updating nafta. Put a lote president of pressure on the situation especially on canada and mexico. What has brought us to this point with an update to this nafta 2. 0 . I think people have long realized the shortcomings and some of the defects of nafta. Some of the inequities of nafta. And especially the fact that mexico can continue to pay very much laborr not have unions being formed in mexico and that really put a disadvantage, put American Companies and american automobile workers at a competitive disadvantage. And then of course companies would then outsource parts manufacturing or major automobile manufacturing to mexico. That hurt our American Workers and thats why people realize that we need to have tougher provisions in nafta to really level the Playing Field. Of course our economy has changed. Whoever thought of digital games, music, software. A lot of these things are now being addressed in the usmca or nafta 2. 0. Small businesses will benefit under this agreement because the minimum amount of products sent over by a particular company will be higher before those products are subject to just normal customs duties. So that will really help Small Businesses be able to sell more, ship more at a higher value before they are subject to customs and duties. Thats really going to help Small Businesses as well. I think people just realized it was time to update it. Made ase the president lot of statements that he wanted to completely abolish nafta and have no agreements. I think people recognize that would really be disastrous for American Workers and for American Companies. This is really an updating of nafta. It certainly is not going up nafta which i definitely would have opposed and its a very reasonable updating. Of the language used in this new agreement is really taken from the Transpacific Partnership that was entered into between canada, the United States and over a dozen countries. That was language actually drafted by the Obama Administration. So in some ways this is using the tpp language to update nafta. Host there is a story in the Washington Examiner that says senator grassley on the senate ise says the usmca progressing through what they are calling side letters. You mentioned side agreements prior to legislative language being put forth. How do these side letters work . What exactly are they . Technicality or a term in congress that im not really familiar with either. Its basically, its going to be part of the legislation on the implementation of the agreement and its going to basically make some modifications and then we will hopefully have signoff approval by mexico and canada that these are just kind of clarifications, interpretations of the agreement that to not go so far as to reopen the whole legislature orhe the congress of mexico and the parliament of canada to not have to pass it again. Heard an announcement that a major Investment Banking company in new york city, rosenblatt inc. , was going to downgrade apple from neutral to sell. I have a question. One of the things that has not been addressed, i do not have a smartphone, is why does apple continue to be allowed to manufacture their products overseas and the Young Millenials by their products for a thousand dollars or 1500. They have no more manufacturing jobs in this country. The question is the congressman on both republican and democrat side, many of the leaders are in their late 70s and 80s. Do not understand technology. Do we force apple to manufacture in the United States and to bring those jobs back. Host gary locke in seattle. Really complicated question. We would like to have more manufacturing of any and all products in the United States. It is so complicated and apple for a while said they were going to try to build one of their laptops here in the United States and they finally gave up and Just Announced they were going to start doing that overseas. That sonteresting is many of the apple products that we buy today have components are made all over the United States. A lot of the electronics and chips and things like that are made in america. They use glass on the cell phones made in america and they are all shipped over to china for assembly and in fact so many of the parts in that iphone are not even made in china. Some are made in china. So many of the parts are made around the world and they are simply assembled in china and then liveried and shipped to the United States for sale. I think we have to understand that as much as we want to keep manufacturing here in america that if we insist that all products that we purchase must be made in america, whats to stop germany, england, canada, china, japan from saying that all the products that their citizens, their consumers, their people purchase must also be made only in their countries. Worlds consumers live outside the borders of the United States. Toif we want our companies prosper we have to be able to sell our jobs overseas and we want the people overseas to buy our products whether its m. R. I. Xray machines to automobiles, airplanes, software to agriculture whether its pork, wheat, soybeans. If we are really going to push other countries to buy our products, we also have to be open to buying their products. Otherwise if we say we can only andthings made in America American manufacturers can only sell things right in america theres nothing to stop china from saying all the airplanes that they are going to buy are also going to be made in china for all the airplanes in europe can only be airbus or cannot be boeing airplanes. As much as we want to encourage companies to do their work here and thats why usmca is setting toinimum wage level for 40 45 of all automobile parts in a car so that you dont have to pay tariffs or duties on that trying tos a big step level the Playing Field. I think most American Workers and American Companies would say that as long as we are competing on a level Playing Field, bring on that competition. And our workers and our ingenuity just like our womens soccer team can really perform and outdo anybody else. Host we have a little bit more than 15 minutes left. Gary locke talking about the usmca. Postworld war ii, i grew up just south of detroit and most people dont know what heavy industry looks like. If everything was fair around the world, taxes, pay and all that stuff, it would still be a tough call. Focus onerica would its hemisphere from north to south america, Central America and focus on this part of the world and let europe and Great Britain and even russia and china work amongst themselves when trying to bring things together. Uaw and i used to stand outside and marvel at the auto plants. When i was driving the pintos and the gremlin and the k car, we needed competition to push america forward. If you came here illegally, youve got to be deported and come back here legally. Same thing just like trade. We benefited from that competition as the caller indicated. Weve seen with japanese automobiles how they have added all these features that were standard. An fm radio is standard in those days you had to pay extra for a radio and it was only a. M. Now all these things come standard and thats what competition has done. I just heard on the news today that i think the Jeep Cherokee is the one automobile that has two,ost American Parts but three and four automobile model with the most American Parts are actually honda. Of honda now makes so many their automobiles from the minivan to the accords in the United States and so we benefited from that competition. The American Consumer has benefited from that competition. With better products and of course so many of those companies are doing their operations and manufacturing here in the United States because we have such a nimble workforce and our engineering is topnotch. Those are the policies we really need to promote we need to have more Government Support for basic r d. In cutting edge technologies. Whether its renewable energy, carbon capture, Artificial Intelligence and batteries and things like that. We need more Government Support for that because other countries have their governments vastly investing in those areas trying to develop their industries to make them topnotch in the world. We cannot rest on our laurels and if we want to have good paying jobs here weve got to keep moving forward and we need to have that partnership with the u. S. Government because so many of the products that we use today came from support from what they called darpa which was the military with research in the military with commercial application spinoffs for everyday consumers. Host theres a couple of other provisions to the usmca. One of them would extend the copyright to the life of the author plus 70 years. What are we talking about here with copyright . Surethink we want to make as our books and literature are and around the world especially canada and mexico that just because its printed meanother country does not there can be no benefits to the originator of that product. Weve always believed in the United States and having strong copyright protections whether its for movies, music and certainly literature. Host the agreement would sunset in 16 years. Whats important about 16 years . I think it was a compromise. Obviously we dont want to go an additional 25 years. Are seeing so many things emerging in technology that we didnt even think was possible beyond our dreams five and 10 years ago. We need to make sure that we are not so bound that we cannot update this. To the whole country if you could about this point the l. A. Times is editorializing that the nafta replacement needs to have its tires kicked so to speak. They and the peace by saying that what we know from nafta is that any leverage would evaporate once the trade deal is signed. Thats why its crucial that reforms happen before any ratification. This would not require tackling the entire economy immediately but it would make more likely that the new agreement would result in a more broadly shared prosperity. Can you tell all parts of the country that this updated deal would benefit them . The new agreement does address so many areas that were never even covered under nafta. Environmental provisions. Opening up for instance canada to our Agricultural Sector. For am wages in effect lot of automobile manufacturing and parts manufacturing. More content in the United States. Addressing ecommerce. Looking at biological drugs as well as you just talked about copyright and so forth. Even formation of unions. Guaranteeing the formation of unions in other countries. So there are still concerns. And as the editorial pointed out, we cant really try to make things after the agreement has been passed by the congress which is why there is very intense negotiation and study the members of congress right now and negotiation with the administration on what the implementation language will be and having perhaps these side agreements or side letters modify the agreement in a way that does not fire opening up the whole agreement to negotiation by both mexico and canada and requiring their legislatures or their parliaments or congresses to pass it. Because if we completely reopen the whole thing and say we want to make major changes in the agreement itself, theres nothing to stop canada and mexico from saying we are beginning to have second thoughts about some of these things. Maybe we are allowing the u. S. Dairy industry and Agricultural Sector to come in to freely and we need to protect our own farmers a little bit more. Wages thathat the would have to be pay in an manufacturing are too high and would stop some of the components from being made in mexico. So we dont want to reopen the whole thing. To the extent that they can have some of these side agreements, that would be the best. Thats what the whole negotiation study process is about right now. Host rose is in chicago. Democratic caller. Thet of all, you know that gentleman who claimed that we should stay in our own hemisphere has missed out on the fact of what they just did over with thethe g20 European Union and with brazil and i think nine other south american countries. The agreement they just signed. As we dropped out of the tpp or trump actually dropped out of the tpp, gave asia over to china. Usmca hasid that the the same language as the tpp did. Its ahat sort of little confusing to me. The calf to isas Small Businesses cafta . Benefited from thear as i can see asylumseekers at our border are agreement which the u. S. Chamber of commerce has benefited greatly from. From Central America. That freetrade agreement with america. What did we do to those countries there . What did our sweatshops do to those countries . Leave those countries high and now we just want to throw them under the bus. We dont allow asylumseekers in this country and are more after our agreement we did that. Host lets hear from gary locke. Quite a few points that she raised. Let me try to clarify the tpp issue. Countries except the United States have ratified tpp. Its about 12 or 13 countries now. Canada will be able to export a lot of their goods and commodities and Agricultural Products lets say to vietnam and they will not be subject to the high tariffs that they used to face. A tariff is really attacks on being shipped and paid for by the consumer in the other country or the recipient or purchaser of the good in the other country which then makes that product a lot more expensive and then people dont buy that product. All these countries have entered into the tpp without the United States and those countries will be able to trade more freely among themselves and they will be able to sell things to each other that we will not be able to sell because there will still be tariffs, taxes on our products. So the canadian manufacturers and growers the benefit and american growers and manufacturers will sit on the sidelines. About what is so amazing tpp. We passed up an opportunity to address a lot of these health ,nd human Safety StandardsEnvironmental Standards and reduction of tariffs that American Products now face in these other countries. U. S. Mexico canada trade does not affect tpp at all. Its totally separate. But im trying to say is that some of the language in addressing the agreement between mexico, canada and the United States uses language from that tpp agreement. Thats only in the modifications to the usmca. Its just ironic that president tpp, hisrailed against negotiators use tpp language in some of the modifications to the u. S. Mexico trade agreement. We havery locke, touched on tpp as well. Want to get your take on the current negotiations between the u. S. And china on trade. Some resumed talks are happening. What do you see happening, how do you see it happening and how vital is some kind deal at this point . Thats a good point. Negotiations are hopefully resuming. Of theres really a lot tough issues separating the United States and china. It will not be easy. Meantime tariffs on 300 billion of chinese goods coming into the United States will continue. Tax that thelly a American Consumer will pay. Whether its items that you buy at cosco, macys, target, or industrial products. Parts made from china were the american manufacturer had to pay the tax and passed that added price or cost on to the American Consumer or they have to charge the purchaser of that product in another country. Lets say the United StatesCompany Makes something from parts in china and sells it around the world, it makes the product a lot more expensive. Thats going to end up in less sales. The u. S. Federal reserve says the impacts of the tariffs already in place will impact and cost the American Consumer, average household anywhere from 800 to 1000 extra per year. Big bite on to be a the American Consumer. The negotiations are hopefully resuming. Lets hope that there will be no additional tariffs imposed by either side and lets hope we can get an agreement because in a trade war there are no winners. The losers are the consumers. Consumers on both sides. Let me also say with respect to the previous caller, the tpp never involved china. Offact china was very wary the United States and canada and and the other countries entering into the tpp because it labor,et these very high health, Environmental Standards thesafe standards to level Playing Field among the workers and the companies of all the participating countries and that is something china was very wary of because there was no way they could meet those standards and they are afraid that this tpp will become the model for all future trade agreements. These High Environmental Health and human Safety Standards and the reduction of tariffs and the barriers that products from america face in other countries. From missouri, republican. The canadians have to really open up their markets to american dairy, poultry, eggs. Certainly the winegrowers of the United States will benefit because some of the provinces of canada could openly keep american wines from being displayed on their normal selves. Manufacturingican at least in the automotive sector will benefit. Because now under these provisions theres less incentive for automakers, parts makers to send the work offshore to mexico. Mexico,if they do it in 40 to 45 of the components of all these cars must pay wages of 16 or more per hour.
