C. , when the floor of the house and the senate are actually working, right . Go ahead and grab your seats. Visitor, frankly, needs no introduction, but i will take im an privilege and say original texas boy and a baler bear, a graduate, so it is always a privilege to welcome a r bear. Baler baylo senator rand paul is one of the leading voices, and has been for years, in delivering what the constitution actually does for us. Its not just a document. It actually works for us. The genius and brilliance of that document and its design is that through generations, it was crafted in a way that protects as we go through the years. I can think of no one in the senate or on capitol hill that seems to understand that as intrinsically and in a really sophisticated way. It is a real wonder for us to to havehonor for us senator rand paul with us. Senator paul. [applause] senator paul thank you. They told me americas finest and best were here, and i believe it. I like the title of this, faith and freedom. I think you have to have both. You cannot have faith without freedom in choosing faith and younot have freedom cannot have freedom without freedom in choosing faith and withoutot have faith freedom. A knowledge of right and wrong, a knowledge that there are things that are right and wrong. When you think about it, you think well, let us see, do i not steal because there is a law against it or because it is wrong . Think about it. I need, what with the country be like if no one knew right and wrong and everybody was hooligans . You couldnt have enough police. You couldnt have enough law. It really is about having a virtuous people. [applause] oz guinness, the writer and theologian, put it this way. He said liberty requires restraint. You cannot go out there and do anything you want. Knowave to go out and right from wrong. Is only type of restraint voluntary restraint. The rightciding to do thing, evangelizing to the community. Since i was a kid, i have been part of the prolife community. My dads and ob. I am an ophthalmologist. In my [applause] and every time i think, well, gosh, we lose all the time, you know, we cant even defund planned parenthood, we try to do all this and we seem to lose. I try to think of where we might be winning. And i think we are are winning hearts and minds. Less and less physicians want to be a part of the grizzly practice. The repulsive idea, planned parenthood selling body parts and the video of that, struck home for people. So we are winning sometimes. I think the persuasive argument, this is an awful, degrading, disgusting and terrible thing for anybody to be involved with. But i will tell you that we still lose in the legislation. We still lose and sometimes we lose because the people who come to you and give you lip service and say, oh, im prolife, im prolife, and then they dont seem to vote that way. Ill give you an example. Last year i tried to attach to a spending bill a prohibition to have any money spent by planned parenthood. You know what happened . They sat me down and one of the senior republican senators said, we cannot have the vote today. I said, why . He said, we might win. Im not kidding you. This is a senior republican sitting next to me on the floor of the senate saying, were not going to vote to defund planned parenthood because we might win. And i said, what does this mean . I said, does this mean that passing your spending bill, getting the democrats to vote for your spending bill is more important than life . And he just smiled. See, thats what the thing is. You have republicans that are more concerned with spending money than protecting the unborn. [applause] but we are winning in some ways. Im the chief sponsor of the life at conception act. I slight will you absolutely believe thats when life begins. [cheers and applause] but i also think when the other side comes back at us and they think its really easy to talk about, oh, abortion when you cant see the baby, but what we need to come back and ask them is a very simple question. When does life begin . We know when life begins but lets hear it from them. Is it in the nursery as some have implied . Is it a year later as some have said . Are we going to look and see if the child has disabilities . Think about it. Make them answer those tough questions. I think that in some ways we are winning the hearts and minds on this issue. I commend you for what you do on it and continue, continue to help us in the fight. With regard to a couple of other issues. Internationaly, i think its very important that your money not be taken from you and sent to persecute christians around the world. [applause] now, while im a big defender of the president , im personal friends with him, we get along great, we dont always agree. And i one of my disagreements is this. Frankly, i think that saudi arabia has done more to persecute christians, to spread hatred of christians and jews and hindus around the world than any other country. I dont think they deserve our arms. I dont think they should have nuclear technology. I think its a big, big mistake to say, oh, you can do whatever you want, including chopping up a dissident with a bone saw and we will continue to sell our weapons to you. Saudis have spent 100 billion around the world developing these madrasahs by the tens of thousands. One madrassah in pakistan that the saudis support, 80 of the young boys who come out of this Religious School join the taliban to fight against americans. We shouldnt be giving the saudis one penny and one bit of our arms until they change their ways. [cheers and applause] same goes double for pakistan. Anybody remember asia beevey . A christian in pakistan. There arent many christians left. Less than 1 of pakistanis are christians. She was arrested for wanting to draw water from a well in a muslim village when the muslim women began chanting, death to the christian. They began stoning her and beating her with sticks. She was relieved when the police came because she thought, theyve come to rescue me. She was accused, though, by the women of blasphemy against islam and she was put in jail. She was put on death row. Shes been in prison for eight years. We have fought for her freedom. I have fought to not give pakistan any money until shes released. Weve fought and asked the president to give her asylum in our country. And im proud to remind you that asia beevey is now free and living in canada. [cheers and applause] id like to end with this one issue. This is something that is close to my wife and i and that is trying to help those who struggle with drug addiction and with just the horror and scourge of whats going on in so many of our communities. Not only do we need help these people, i think part of helping them is understanding that our kids who make these mistakes, locking them up for 25, 30, 40 years is not the answer. [applause] as christians, with we believe in redemption we believe in redemption. We believe in Second Chances. We believe that as a fundamental part of our religion. That no ones beyond hope. That no ones beyond being saved. [applause] about six months ago he was at the Louisville Urban League and we were talking about the first step act. That faith and Freedom Coalition was a big part of getting passed. I was a part of it, my wife was a part of it. I was lobbying to try to get the leadership to let us have a vote. So i was lobbying publicly through the television with another senator from my state, please let us have a vote. And we had the vote and the first person to be let out of prison was a man named matthew charles. I met him. [applause] he was given 35 years in prison for a drug crime. He served 21 of those years. He found christ, he found religion, he got a college degree. He became a legal person recommending legal advice in the prisons. By all accounts became a much better person. He was let out for two years because the judge said, youve served your time. Another judge came back and said, no, you have to go back to jail for 14 more years. This spring when im at the Louisville Urban League talking to the cameras, hes in prison watching it. On the prison television. And when i met him afterwards he says, when i saw you say that it was going to be retroactive, because his crime was committed in the 1990s, i thought for the first chance, if this thing passes, maybe ill get out of jail. So my wife and i have met him. He seems like a guy who really wants a Second Chance in life. And does deserve it. There have been problems with our drug laws. Hes an africanamerican and he was convicted for a type of drug that most white americans have not been using, but the criminal penalties were 100 times worse for the type of cocaine he had as opposed to what a lot of whites use. So white could have used the same, a white person could have used the same amount of cocaine and gotten six months in prison or probation, and he got 35 years. This has been wrong since the very beginning. The law should treat everybody equally. [applause] i want to thank ralph reid and faith and Freedom Coalition. I want to thank all of you for what you do. Dont give up, because you give us hope. Thank you very much. [cheers and applause] isnt he great . We are so glad that rand paul is in the u. S. Senate. Making such a difference. Its our great privilege to work closely with him on all of those issues and the same is true of our next speaker. This man has been an impact player. From the minute he arrived in the u. S. Senate. Im partial to him because i grew up in miami. Before i was fortunate enough to move to georgia as a teenager. He is the son of cuban immigrants. Whose family fled the brutal oppression of castros cuba. He is a graduate of the university of florida, he rose to become speaker of the Florida House of representatives and in 2010 he took on not only the left and the media but he took on the establishment of his own party. To seek the republican nomination for u. S. Senate against the then incumbent governor of florida, Charlie Crist. And i remember a good friend of mine, a guy named dennis backsly, who had served in the house with our next speaker, and he called me up and said, ralph, i know this guy. I was his roommate. I was his prayer partner. Im telling you, hes not only going to win this nomination, hes going to the u. S. Senate and hes going to be a big national star. And i said, dennis, he has no chance whatsoever. Hes running against the incumbent governor of the state. The National Republican senator al committee has already endorsed him. Charlies got 6 million and hes got a couple hundred grand. And he said, i want you to come down here and listen to him give a speech and after you hear him, tell me what you think. So i went down there, he was speaking to a republican womens club in orlando, florida. Ill never forget this as long as i live. I sat in the back of the room and marco spoke for about 30 minutes. Told his story, said why he was running. Said why they should get behind him, even though the washington establishment wasnt for him. And when he was done, i walked up to him, i wrote him a maximum check and i said, i dont even care if you win, youre one of the greatest talents and one of the best men ive ever seen in politics and i am supporting you. He not only won that race, he drove Charlie Crist out of the republican party. [cheers and applause] and today he is a liberal democrat. He was critical in getting the Child Tax Credit passed in the president s tax cut. He was critical in getting criminal Justice Reform passed in the senate. He is helping to lead the way on u. S. Foreign policy in cuba and venezuela and Foreign Policy and cuba and other countries in latin america. This is a dear friend of faith and of freedom, of this organization and of this great country. Please welcome to the stage again, senator marco rubio of the state of florida. [cheers and applause] thank you. Thank you very much. Thank you. Let me get to it. Thank you very much. Where is the d. J. . Cut the music. Were in the middle of votes and i apologize. People always ask me, when are you going to vote in the senate . I always tell them, were going start voting right before i have some event or place to be. Thats always the way it works out. Funny enough, this is a personal gripe. Can i do a personal gripe . Its 10 seconds. A few of us ran for president four years ago. Rand, ted. They never once changed the schedule because we were running for president. They didnt care we had a debate, they didnt care about any of that. We have to delay a vote until tomorrow so their candidates, all 52 of them, can get back from miami. By the way, including the ones that were there last night, theyre still not back. The debate they should leave, right . We dont want them hanging around miami. [laughter] but anyway. [applause] i know that all you have to do is watch last night and watch tonight and then youll see why its so important. Pretty startling events last night. The first is they asked two of the people on the stage, including the one who on that stage has the highest poll numbers, elizabeth warren, wants to get rid of all private Health Insurance in the country. Get rid of all of it. Beyond the philosophical argument, the ideological argument about it, the tactical implications. One of the people on the stage there last night, one of the guys running, i dont know who he is, he made a good point. He said, if you talk to the hospital, every single one of them would close. Who was it . John delaney. There you go. Im learning all these names. The problem is by the time i learn them all, its like half of them will be out of the race. [laughter] but he made listen. It was a pretty good point. The people that make sense, they had them all the way at the end, you know, of the line. But on that point he was right. Thats a very radical position. And you can tell some of the people up there dont think its a good idea but theyre swarming because they know if they say the wrong thing the whole base will turn against them. And then the one that was really fascinating was the, what would you do on the first day with this immigrant crisis on the border . Let me just say, every single person, saw that image the other night of that father and that little girl. Its a heartbreaking thing. Because i think just at a human level you understand, these are desperate people leaving a desperate situation. It is my view that the answer to their problems is not a dangerous threecountry journey at the hands of the most dangerous Trafficking Networks on the planet. And that we shouldnt have any Public Policy that encourages that. And ironically enough, theres a lot of complaints out there about the way people are being treated. Look, none of these places that are housing these people were built for this purpose. This is something were doing out of an emergency because of the huge uptick. And then we say, well, we need money. To improve the conditions. Because you do these things do, these things cost money. You cant have money to improve the conditions but we want you to improve the conditions. And instead of being here voting, half of them stayed back to do a pro test and all these sorts of things. If youre a member of the senate, you dont need to be protesting, you need to be voting and working and making things happen. [applause] well see what happens on that. But the startling moment was, when they asked, what would you do on day one, not a single one of them had an answer to that question. Not one of them had an answer for what they would do to stem this tide, thats bad for the people coming, its bad for the countries theyre leaving from, its bad for mexico and its certainly something we sustain. The problem is they dont have an answer to any of this. A few of them answered it in spanish so i can tell you they didnt have an answer in spanish either. [laughter] i think one of them, he tried, khouri booker, people keep saying booker it sounded more like portuguese, to be honest with you. But anyway. [laughter] so you have to watch it and you have to watch and youll understand whats at stake here in the senate races. Certainly for the white house. Its critically important. Because its a pick of tal moment in our history its a Pivotal Moment in our history. American politics since the end of the Second World War has been guided by sort of a national consensus, some of them people are to the left, some to the right, but the general consensus that global trade and economics is generally good. That our alliances overseas were important. And that there were certain cultural and societal norms and views by judeochristian principles that were good for the country. That consensus after 70 years has been shattered. And we have a debate on every single one of them. And if you are a conservative, you seek to conserve the things that are good and right about our country. But you try to apply them to the challenges of the moment. All three of those are being challenged by both the left and the right by the way. On issue of our economics, we need to wake up to the reality that were no longer engaged in competitions between American Companies and chinese companies. Were in a national competition. Ill give you an example. People talk about with a way. Let me give you a more startling one. The chinese have a rail car one. The chinese have a rail car company. They build railroads and mass transit systems. You look at every community in america thats trying to build one of these and theyre the theyre going to probably win most of those bids, theyre the cheap of the one. Why . Because the Chinese Government is funding them. Giving them easy credit. Plus telling them, dont worry about competition in china, youve got this market cornered, so they have a monopoly and Government Support at extraordinary levels, they can come in and undercut our businesses. And some people will say, thats a good thing. That means were going to be paying less. No, its not a good thing. Ill tell you why its not a good thing. Because its going to wipe out all the American Companies that do that work. And then were going to wake up one day in a world where we dont know how to build rail cars. Or robotics. We already cant manufacture our own medicines. They say, invent it here, theyll build it there. Building and invent going hand in hand. That building part brings with it good jobs. And the consensus would say, those good jobs will leave but better ones will take their place. Maybe. But not for the people who lost the jobs. Not unless at 55 years of age you plan to become a Software Designer and move to Silicon Valley where you were once an auto worker or tpwhorked construction or manufacturing. So there is a fairness argument with our economy. And theres also an argument about our national interests. We have to be a country that makes things. Because if we cannot make things, then we are at the whim of any country in the world that decides were cutting you off. No more of this for you. We cant allow that to happen. Just from a National Security perspective. And so the answer to that socialism . Of course its not. The answer to that is still Free Enterprise and limited government. Thats what we seek to conserve but it has to be applied within the context of the unique challenges of the 21st century and the recognition that free trade and Free Enterprise works , im not getting emotional about this im just talking too fast because im trying to be quick. Maybe im a little emotional. Write down that he was emotional about economic policy. [laughter] [applause] but i say this to you because it has to be within the context of the fact that Free Enterprise works but it also depends on Free Enterprise from both sides. If one side is cheating and one side is not, thats not Free Enterprise. Thats cheating. Second, real quick. On the issue of our role in the world. We are today engaged in a global competition of freedom versus tiry turny. Its happening all over the planet. China and other countries are going around the planet and saying, were rich and we dont have these societal problems america has. They have serns media, if you speak out against anything, you go to jafmente so theyve got some of that under control i suppose. But thats because if you dont agree with it, youre in jail or dead or in compile. So for a lot of countries its appealing to them. And the problem is, the problem with that is, not only do dictatorships start wars but we dont want to wake up one day and be the only free country on the planet because then our own freedom will be in danger. So it is important that americas engaged in the world in a smart way in a different way. We need aid lineses in asia to Counter China and the middle east to counter iran and radical islam. Even in the western hemisphere where chinas trying to establish a dominant position. But we need to be smart and strategic about how we do it. The last one is the one i think that doesnt get enough attention and that is the norms of our society. I would say to you that we are a country that people are free to believe anything they want. But there are things that are true and they remain true whether you believe them or not. For example, it is true, it is true but you cannot have a strong country without strong people. And it is also true that you cannot have strong people without Strong Families and strong communities. And so we need to be for policies and to defend institutions that strengthen the family. [applause] theres no more important job in america than the job of a parent. To the extent we can [applause] to the extent that we can, we need to have policies that support families. And support the role and empower the role of parents. Empower the role of parents to pick what school their children go to. To have opportunities. [applause] the second is based on our constitution and that is the right of every single american, not just to believe whatever you want, not just the freedom to worship as you choose, but to live the principles of your faith in your own life. And to do so without retribution, to do so without being ostracized and i would argue to many that tolerance is a twoway street. Right now its only a oneway street. And it is not moving in the direction of those that believe in traditional values. [applause] and the principles that our nation was founded on. Anybody here been censored by youtube or twitter yet . Have you really . Ive tried so hard. [laughter] im kidding, im kidding. I havent. I havent really tried that hard. Anyway. Ill wrap up with this. A lot of people would look at these changes and be really distressed by them. And i would say to you, let me tell you, change is always happening. Always. In fact, theres one thing history teaches us, every generation thinks the next generation is really messed up. Thats just true. But im not saying we dont have real challenges. That need to be confronted. I am optimistic. I believe americas going to be ok. But not just because we wish it to be. There are things were going to have to do. What were going to have to do is what our parents and the generations that preceded us did and thats confront our challenges. And thats embrace our opportunities. And thats do the things that need to be done. And its going to take some time. But were in the middle of doing it and youre a big part of that. And it begins by electing the right people. Because in the realm of Public Policy, it comes down to more often than not, do you have the number of votes . Or not to pass something. Today the Supreme Court of the United States for the first time, i believe, certainly in 25 years has a majority of people who believe that the constitution should be applied as it was originally intended. Not the way whatever it is you want it to mean. Because of you. [cheers and applause] today the federal judiciary is populated with over 100 district and Circuit Court judges who believe the same thing, many of them are under the age of 45 which means theyll be there a long time because of you. [applause] today americas economy is more competitive because of tax cuts made possible because of you. All of that goes away. All of it. If 2020 goes in the wrong direction. Frankly, if the president s not reelected and we lose the Senate Majority and they keep the house, all these things that weve just achieved over the last 3 1 2 years wont just be gone, theyll be reversed. And that cannot be allowed to happen. So lets not rest on our laurels. Lets keep working hard. Thank you for what youve done already. Theres a lot of work to be done. Thank you and god bless.
