Guest thank you for having me. Host what did the Supreme Court say . Guest they said gerrymandering says that no longer will federal courts be able to make judgments against socalled partisan gerrymandering. I dont think that affects racial gerrymandering claims, which have caused many individual districts and maps to be undone over the past couple of decades. But for the time being, in a 54 decision they said it will not be in the game of figuring out what the standards are for partisan redistricting. A lot of this interpreted this as a victory for republicans, given that they have so much control over the redistricting process after the 2010 census. Probably not as much control in 2020, and is lot and a lot of disagreement as to if the court were to adopt standards, what with the standards be . What should courts prioritize over other factors . I think thats why the court decided they did not want to be a part of it. There was a saying from Justice Felix frankfurter who was a big advocate for the court staying out of the redistricting question, referring to it as the political thicket. The Supreme Court took a long time to weigh in against the idea one person one vote, for a long time, before some landmark decisions in the 1960s. The u. S. Senate does not have equal population and districts didnt either. But there were some districts who had 200,000 people and others had 800,000 people. That was true in the state houses and senates. Finally the court decided in the early 60s they would enforce one person one vote, but that was the only time the court has really made this landmark insertion into the redistricting process. And they decided they did not want to get into it. Guest soap host so we are on the same page, can you explain what gerrymandering is . Guest if a party has control of the process in some states, and because republicans had such a great election in 2010, they control many more state legislatures and democrats, then democrats, and many more state governorships. Generally, they draw new districts in response to the census. There is nothing to stop us from drawing new maps, and we have seen mid decade redistricting. The most famous example was in texas. Republicans drew a remote leaning map after a democratic leaning map was in place. But generally, states draw after the census. If a party has the power to draw favorable district for themselves, that is what they often do. That is what we call gerrymandering. It goes back to the early days of the republic, it refers to an oddly drawn district, the massacres Massachusetts Governor last name was gary, and the word has been mangled to gerrymandering. You can find examples even before the United States was a country, if you look at colonial eram housing, there are all sorts of examples. Im not defending the practice, im saying its very old. Host one of the things that was involved in the Supreme Court case was marilyn. What were the complaints . Guest its one of the few states where the democrats had control of the redistricting process. Explicitly, tod, take marylands six congressional districts, which is western maryland, the panhandle, typically a republican district, that they would redraw it to elect a democrat. Out alongid vote serving republican and elected john delaney who is a president ial candidate, a longshot candidate. I dont think there was any doubt as to what Maryland Democrats were doing, and one of the cases that was brought to the Supreme Court was showing the specific district and saying this is unfair and should be redrawn. Before the Supreme Court made their decision, was there a court ruling on what was acceptable and what wasnt . Guest not really. The Supreme Court has said in the 1980s into thousands that may there would be a way, in which the Supreme Court could say that certain gerrymandereds were extreme. But they never laid down specific criteria. One of the points i was trying to make after this decision is that there really werent standards for partisan gerrymandering before this decision. I dont think it changes things. What some people, particularly on the left has argued, is that this will basically open up even more extreme gerrymandered. Gerrymanders. There was a fear that certain maps that were so extreme would bring up challenges. Now it will be no holes barred. But i would argue that it was like that prior to this decision. Jeremiah, inalk to alabama, on the independent line. Caller good morning. That gerrymandering from either side is wrong. There has been an attack on our right to vote, with voter id restrictions on peoples rights to vote. I dont like it. It is racist, once the federal courts stepped away from alabama, alabama went back to what it always was, a racist state, as many states are. A person should have the right ,o vote without gerrymandering voter id and restrictions, as they did at the formation of this country. Host go ahead and respond. Guest fair points. There is a long and dark history of many states, particularly in the south, restricting the right to vote. And i think we are delusional if we think that couldnt happen again. Thats why a lot of people have argued that certain policies are designed to be discriminatory. Particularly when you have a state like alabama and others in the south where you have a white majority but a significant african eric and africanamerican minority, they vote heavily democratic and white voters vote heavily republican. For the an incentive ruling party to potentially make it harder for africanamericans to participate. About gerrymandering, theres a lot of jurisprudence on racial redistricting. In some ways, basically, states are pushed to create socalled majorityminority districts. Where there are enough numbers of africanamericans, hispanics, potentially asian americans, to be able to elect a member of their choosing. This has led to more representation from certain minority groups, but there is also the incentive, in some places, for states to pack africanamericans into a certain district. Making an extremely democratic district that will elect an africanamerican member, but that makes all of the districts around it more republican. Virginia. W this in they had a new statehouse delegates map imposed upon them because the map was found to have been illegally packing africanamerican voters into a small number of districts. The congressional map was reformed in such a way. As far as i know, that still exists. This decision does not impact that. Is it possible that the court will say had a future time that they will not even can that are those lawsuit . Potentially. But lawsuits over racial redistricting will remain. Host you jump to head my next question, whats the difference between racial gerrymandering and partisan gerrymandering . Because sometimes they are linked, like you said. Guest in some ways, racial redistricting is partisan redistricting. We know that africanamericans vote heavily democratic. People were drawing maps no that they increase the africanamerican percentage of the districts they are increasing how dumb attic that district democratic that district is. But the court has never laid down restrictions on partisan gerrymandering in the way that they have laid down restrictions on racial redistricting. A lot of this comes out of the 1990s. Department, justice based on changes to the voting that they decided were going to push a lot of states to create majority and minority districts. They saw that as not only are we going to get more minority representation, but we will also hurt the democrats. But then, some of those aggressive plans that the Justice Department pushed, got because thewound, packing of minorities was to extreme. Too theres a Political Science paper about redistricting, its called desperately seeking standards. Reformers and people who have to deal with racial redistricting questions dont specifically know what they have to do and they may not know until he court tells them. That is still a factor in racial redistricting. There was a movement in the federal courts recently to push back against partisan gerrymandering. And the Supreme Court said we do not want to deal with that. Host john is calling from kansas, on the republican line. Good morning. Caller good morning. I have a minor in Political Science, it doesnt mean im an expert. As far as gerrymandering go, the owner wanted i heard that was gerrymandering was the republicans. There was nothing about maryland , you didnt hear anything about that. Heres what i say about elections, even the other question that was on for the Supreme Court citizenship. On wouldnt you have that your census . We need to know who the citizens are that can legally vote in this country. As far as the gentleman, that callin earlier, i know he has about voterlms registration. Im free to everybody voting as an american citizen. But i am for nobody voting who is not a u. S. Citizen. And it seems like the democrats are playing every ploy to get people that are not citizens of the country to vote. Host go ahead and respond. About all the question gerrymandering, and do democrats engage in the practice, of course. But after 2010 republicans had much more power to gerrymander than democrats, that has up helplicans or did republicans maintain control in the house of representatives in 2012, 2014, and 2016. That said, some of those fell apart in the 2018 elections and for instance, in pennsylvania. This may be a model in the future. The state Supreme Court throughout the republican gerrymander of pennsylvania, which helps the democrats pick up four seats in that state. But its possible they wouldve picked it up on the old map, because one of the special elections they want in early 2018, iton in early was in the district that conor won, and he had a much better district to run in after the new math came out map came out. It is fair to say that both parties engage in this practice. You go back in history when democrats had more power in State Government at those times, they did gerrymander. Both parties do this. And the Supreme Court decision well, it isopens certainly a flashing green go light to say do what you want because the Supreme Court will not intervene. Host you got my next question your response. Some states are taking on gerrymandering through their state courts and election commissions. So what are states doing since the Supreme Court said that we will not be involved . What are they doing to tackle the problem, if they are . Guest there are certain states, through ballot initiatives, and legislative reform efforts, have created bipartisan commissions to try to draw these maps. Arizona has a commission that has been in place for the last couple of decades. California has a commission that was created in advance of the 2010 redistricting cycle. Some states are deciding to reform things. I mentioned pennsylvania, where a lawsuit throughout those maps. But there was a partisan element to that because democrats had actually controlled the state Supreme Court, even though the republicans control all of State Government when they passed those maps. I think the action is kicked to the states and the reformers will try to find creative ways to try to reform this process or change this process. Teresa, fromo to virginia, on the independent line. Good morning. Caller i actually dont agree with what you just said, i believe the court has kicked the ball to congress, not the states. I think this was a cop by the Supreme Court. They made decisions in recent history, like the decision they made about gay marriage in the case of the bakery, that it was wrong but was against the constitution. They dont have to make a rule to Say Something is unconstitutional. So this is a copout to not do anything. Guest is there that congress could also decide to intervene. If democrats see win control of washington in 2020, perhaps they will use congress to try to impose some sort of redistricting standard. Maybe that would be the appropriate way to do that. I think chief Justice Roberts probably feels that way. Congress has weighed in at certain points on certain matters of redistricting. 60s, it was decided that state elections could behold and they did away with that. So congress could indeed interfere. Host will be the impact of this decision on the 2020 election . Guest i dont think there is an impact. I think its an issue that should come up in discussions. Because i think gerrymandering is a significant Public Policy issue and there may be ways in which congress could get involved. But it doesnt change any district lines. If the court had said there are standards for gerrymandering, we are going to do away with this maryland gerrymander, then the republicans probably would have picked up a seat. But the maps in place now will , barringay in place some racial redistricting claims which can force the change of district lines. But i dont see a direct effect, because to me, nothing changed. Host one of the states involved was north carolina. Of maryland and north carolina, does anything change as far as Party Strategy and those date in those states . Guest i dont think so. I think it maintains the status quo. North carolina is interesting because the republicans do that map in that state and actually had to draw a new map in advance of the 2016 election because of the racial redistricting claims. And they gerrymandered the state in such a way would be a 103 republican majority. They drew a new map in which they maintained that majority, but theres still one house race nine. S undecided, number it seemed like on election night, publicans narrowly one, and on very credible claims of absentee ballot fraud emerge, so we have a do over on december 10. Its possible democrats will pick up a seat. North Carolina Republicans were able to gerrymander the state twice and it has been successful. Host janet is from oklahoma city, on the republican line. Unconcernedabout i am concerned that whoever is in control of whatever state, republican or democrat, makes no difference, that they will redistricting in such a manner that the other party does not have a chance. It needs to be a fair way of redistricting, that allows everybody the same voice. And who will be their representative. Point. Thats a fair and some of the maps we have now are not responsive to changes in Public Opinion. Let me give you an example from ohio. 4 124ans drew a 12 s map for themselves. You can think about all kinds of elections we have had. Obama won ohio nationally. And 2016 was a very close election and donald trump did well in ohio. In 2018, democrats had a good election but they felt a little short in the statewide executive offices. I bring it up to say that in all 124hose elections, republicans. In all of those different circumstances, the map did not change because it was not responsive to Public Opinion. If Public Opinion changes, it could be reflected in the makeup of the house delegation. Im not saying a fair map in ohio is necessarily one that i 0 but maybe the maps could a way that they could change in response to Public Opinion. House member, including has onekota which just district, they will draw new 2022 in advance of the midterm elections. Republicancontrolled a line drawing in more districts than democrats did in the 2010 cycle, but in some places where they 2010, therentrol in will be divided government. The process may be more balanced , but reformers are worried about in the states where one party has total control, they will feel like they can do whatever they want. I would argue that they could have done what they wanted anyway, other than if they redistrict using race, and do so in such an egregious way it forces a court challenge. , and that is in place all the district had to have an equal population is in place, which was not true for American History but has been true since some landmark Supreme Court decisions in the early 19 states. Normally when you get in touch with a representative, you get an answer back in the next day, if not that day, yes, thank you for getting in touch with me, im looking into your issue. And then they get back with you and tell you where they stood. In my case, i got in touch and i did not hear back from anybody until three weeks later. [crosstalk] representation, thats my issue. If youre in this region, a democrat, republican, or an independent, i guess they assume that im a republican and they dont want to with you. I dont have representation and i dont know if i will. Its more than the election, i would like to see the democrats get in. But i want representation. Guest constituent service is a big part of being a member of the house. It sounds like you had a bad experience and thats unfortunate. To your point, there is a lot more to being in congress than just the election. And it sometimes feels that way. But also maybe we need to be creative about the size of the house . Every house member has generally 700,000 constituents, generally speaking. Thats a lot of people who could potentially bring concerns to you. You wonder if constituent service would be easier if instead of having 435 members we had 900. Some people have talked about trying to expand the size of the house. I think in american politics we dont think big about reform efforts. We dont think about dramatically changing anything. But the population of the country is much bigger than it was when 435 members. Maybe there are certain aspects that would be better when we had a larger membership in the u. S. House. Gerrymandering is a symptom of a bigger problem, which is money in politics. The five conservative members of the Supreme Court at the time punted on that because they allowed citizens united. For the politics allows American Legislative Exchange council, a conservative undimmed pungent, lobbying for conservatives in the state governorships, so you had the result of gerrymandering. A metric for fairness would be 60 democrats compared to republicans, but they only have 40 of the representation. That would be a metric to use for whats fair. Guest there were all of these federal lawsuits that have been trickling not to the Supreme Court, and now theyre gone down to the Supreme Court, and now theyre gone. The Supreme Court said they wont be considering these lawsuits, that there will be lawsuits over racial redistricting and action in the states to reform this issue. I think gerrymandering is part of the public consciousness a little more than now than in the past. That might be good for reformers in that people are thinking about it more, think that it is a problem. I think democrats in particular feel that it is a problem. Lets look at what the New York Times wrote about the Supreme Court on this decision this week. The Supreme Court on thursday rejected its stated reason for adding a question on the census, leaving in doubt whether the question would appear on census forms sent to every household in the nation next year. Chief Justice John Roberts junior said the explanation offered by the Trump Administration for adding the question appears to have been contrived, but left open the possibility it could provide an adequate answer. Prince officials must offer justifications for important decisions, reasons that could be scrutinized by the court, the chief justice wrote. Excepting contrived reasons would defeat the purpose of the enterprise. If judicial review is to be more than an empty ritual, it must demand Something Better than explanation offered for the action taken in this case. The Practical Impact of the decision was not immediately clear. While the question is barred for now, it is at least possible that the administration will be able to offer adequate justifications for it. But, time is short, as the census forms must be printed soon. After the Supreme Court made that decision, President Trump asked if the senses should be delayed. Heres what the Washington Post wrote about that request. President trump is seeking to delay the constitutionally mandated senses to give Administration Officials time to come up with a better explanation for why it should include a Citizenship Question. Japan, cameent from hours after the Supreme Court, put on hold the administrations plan to add a Citizenship Question to the 2020 census, saying it had provided a contrived reason for wanting the information. Seems totally ridiculous that our government, and indeed country, cannot ask a basic question of citizenship in a very extensive expensive, detailed and important senses. I have asked lawyers if they could delay the senses, no matter how long, until the United StatesSupreme Court could make a final and decisive decision on this very critical matter. I think the concern we have in America Today is separation of power issue that is getting out of control. We have an executive branch and the legislative branch and the court system. It is in the executive branchs power to do the census. We are focused on protecting National Park resources, cultural resources, natural resources, by addressing the deferred maintenance backlogs plaguing our National Park system. Currently, there is 12 billion worth of repairs that needs to be done across our parks, nationwide. Host how does that backlog come into being . Is it because the parks have been underfunded the entire time or is this something that has happened over the last few years suddenly . Guest its been happening over a number of years. The past decade, even more. There are a number of reasons. Our National Park service is over 100 years old. The facilities and infrastructure in our parks are deteriorating. A lot of infrastructure has reached the end of its lifespan. Add to that the over 300 million visitors coming to our park each year. That adds pressure. You are absolutely right. There is not enough funding each year for the park service to keep up with repairs. Host set the scene here. How many National Parks are there, and to exactly is in charge . Who manages the National Parks . Guest the federal agency that manages the parks is the National Park service. National currently 419 park units. National park units are the iconic western parks, you might think of, yellowstone, yosemite, and we also talk about battlefields like gettysburg, Cape Cod National seashore, national cemeteries, National Recreation areas. They are taking care of a lot of places and are very diverse. Host what exactly are the type of repairs you are talking about needing to be done . Are we talking about fencing, benches, campsites . You said cemeteries. What are the types of repairs you think need to be done for the National Parks . Similar tos are cities and towns in the infrastructure that they are taking care of. We think of these Scenic Vistas and wildlife, which certainly is parks, but people dont realize the National Parks are managing over 5000 miles of paved roads, 28,000 buildings. Things like visitor centers, employee housing, historic structures. We are talking about water systems, water lines that provide Drinking Water for visitors, Sewage Systems, restrooms that visitors want and parks. Infrastructure is over 50 to 60 years old at this point. Host are there any particular areas that you are focusing on more than others . Are you talking about the entire system . For example, is there something particular at gettysburg that you know needs to be fixed right now as opposed to a general overall, everything needs to be all the infrastructure needs to be updated . There are partnerships that involve students and veterans, and they do fantastic work. They help with trails, so that is very helpful for the park service. It helps them save money. Unfortunately, groups like that, partnerships like that, they are not able to do some of the work like roadwork, and addressing Sewage Systems. We want to keep up those partnerships, but we need that significant investment from congress to address some of the projects that partnerships and philanthropist dont want to take on. Host some people have a question about the costs, especially given all of the other costs the government has to pay. What would you say to people that say there are more priorities than the National Parks . Guest this legislation is not based on taxpayer funds. It comes from Energy Development royalties. This is Energy Development that occurs on federal lands and waters. This is not a new concept. This is something that has been going on since the 1920s and 1950s. We feel that is a good use of royalties, using it to support our parks. The other response i would say, investing in our parks has a huge rate of return. Drivers. Economic not only do they protect resources, but they enable visitors who support to support local economies. The number last year is 20 billion that people are pumping into local economies. A significant amount of the proceeds will go to various programs to help with the park, whether it is deferred maintenance or education programs. Can you elaborate more on the importance of the pipeline project, getting completed as soon as possible, and the implications should not be completed because of what draws people all over the world to the grand canyon and the impact of that not just on the park but on local communities in our state . Thank you so much, senator. Thanks for the question. What we find is the pipeline continuously breaks because of rock fall. When it breaks, it creates a tremendous burden on the visitor and also on the park. When people are coming to the grand canyon, and people see it as the crown jewel of parks. They want to have this experience, they go, and they need to use portable restroom facilities. They are eating from paper plates because the restaurants cant use the water to wash dishes. Constantly ces service is constantly scrambling to get water to the parks when the pipeline breaks. They are going to level two water restrictions and are making arrangements for water to be hauled and stored in tanks because they anticipate the pipeline is going to break. And peopleve this, begin to hear about it, visitors, not only is the experience diminished but people question, do we really want to go to the grand canyon National Park . This is a tremendous burden for the economy, because we do we depend on tourists for our economy. Flagstaff williams, all of the surrounding communities that struggle, this then creates a burden for the counties and for our economy. Host is there legislation in front of congress right now that would resolve this problem, and what is its status, and is it bipartisan . Guest there is legislation in the house and senate. It is probably as bipartisan as you can get. In the senate, the restore parks act, and in the house, the restore parks and public lands act, were introduced earlier in the year in the senate year. In the senate, a third supports this bill. In the house, two thirds support this bill. The administration is also on board. Just last week, there was a hearing on the issue, in the senate, and on wednesday of this past week, a bill was passed out of the House Committee of jurisdiction. This is moving along, and now, we want leadership to make time for a vote on this legislation. Host lets talk to jim calling from westville, massachusetts. Jim, good morning. Caller morning. Parks forn visiting the last four decades. They are probably some of the most wonderful places you can visit on planet earth. Realizeide, and we all parks need a tremendous amount of funding, the issue i have with the parks is the enforcement of the rules. And 70s, an 60s ranger was an enforcement officer and they all had the power to enforce the rules. I go to the parks now, and the behavior of guest, many of them is a True Research is atrocious. The campgrounds are loud, noisy, and people are misbehaving in the bathrooms. Ive seen things i dont want to mention. The park is being run by College Graduate rangers. They are not able to enforce the rules have the time, and it becomes a mess. The other issue is some of the backcountry travel, the trails can get overcrowded, and now theyre are permitting most of like tos i would see the United States citizens have first shot at the backcountry permits. I would like to see the handicap get first shot out of those people. Host go ahead and respond. Guest i think you have interesting ideas. Thosent experienced issues myself, but i will say, again, there are 318 million visitors coming to the parks each year, and with that, there are certainly going to be crowding issues on trails and in campgrounds. Unfortunately, the staffing at the park service has decreased over the years, so that is certainly something that needs to be addressed. Heres one tweet that says our National Parks are a treasure. Give them the money. [laughter] host another says we love u. S. National parks. We visited several, and all were outstanding. We have one tweet that has a question. Feebe have a park user instead of the u. S. Taxpayer footing the bill . What would be your position on having a park user fee instead of taxpayer money . Guest this legislation does not use taxpayer money. There is a fee for some parks an entry fee. There are 419 parks. Is 118 parksve, it charge fees. The reason for that is that it is difficult for some parks to charge fees. The National Mall behind us, where are they going to have an entry booth for all of these people coming to the National Mall . Is there Better Technology that the park service can use . Can they partner with groups . Fees at more entry points . These fees are fairly nominal. That might be one way for the park service to get fees at more parks. When we haveunding trillions of dollars in debt. It is time to realize that we should be operating with a budget. Host go ahead and respond. Guest i would remind people that investing in parks has a high rate of return. Most members of Congress Want a park in their district. They support parks in their there are local officials or mayors or counties that you know, if you talk to them, my guess is that they are supportive of this legislation. Caller i was wondering [indiscernible] ,r even corporations like apple mobile, eggs on exxon, have they been approached as funders of some of the rehabilitation of these parks . Which would look good on their end, publicity wise, and it gets altruistic. That shows they care about this country that theyve than there start. Host do you understand her question . Guest i think so. Question is have corporations weighed in, and supported parks in and supported parks . There have been corporations who had partnered with the National Park foundation to support parks , and also individuals. There is an individual who supported the repair of the Lincoln Memorial and the washington monument. The issue is, there are several issues with that. Philanthropists arent interested in supporting the repair of roads and Sewage Systems. Thoses not too sexy, but are major issues that need to be addressed in our parks. Visitors may not see them, and they may not see those Sewage Systems leaching into the waters underneath their feet and the watersheds. The other issue is that corporations often times have volunteers, forces of volunteers that they want to help out within the parks. The parks dont have the manpower to help regulate and disperse those funds. Its a staffing issue. Host the National Park service is advocating for some of the money it thinks it needs to bring our National Parks backup to the position where they should be. How has that affected National Parks . Guest the most recent shutdown, which was fairly long, had a number of impacts. It seemed every paper had a picture of people who were upset about the shutdown. They didnt have the access they wanted. One thing that showed us was that people certainly do like the parks. And, that parks always get the headlines during a shutdown. ,he impacts on the park service it came at a terrible time when the park service was trying to line up seasonal employees for the summer. They werent able to do that. That put them back about a month and a half. They had to stop doing contracting. Much of that contracting was for deferred maintenance projects, so some of the projects now are going to be delayed and create even more of a logjam. Of course, the shutdown has an people going to parks, theyre not making hotel reservations, and it has an impact on local economies. Host lets talk to carl calling from des moines, iowa. There are a lot of campgrounds years ago run by the National Park system employees, rangers. Things change, budgets got cut, and those people were all laid off, and now they privatized to takes care of the campgrounds. Thatee with the person those quality of campgrounds change. If they wouldnt have privatized it, thinking they are saving became moreparks not likable to visit. Is part of theat problem. Years ago, they used to have archaeologists, lets say, that worked at National Parks, and they did projects where they had asked volunteers to come and work, and they would show them how to do archaeological things or restore things for free. Those people would work may be a week or two volunteering. Eventually, all of that changed retired andloyees they never replaced that person and they privatized it where that Company Comes in and its against for a project rebuilding. They probably do it cheaper. I dont believe they do it to the quality that they should. Host is privatization a problem . Some parkre are campgrounds that are privatized, but the majority are run by park Service Employees. Privatization is aware that scares people. What we should be talking about is partnerships. News world report with our spotlight on magazines segment and we are talking about her article brain drain, what states stand to lose. Thank you for being with us. Guest thrilled to be here, thank you. Host what is brain drain . Guest brain drain is when a state loses a population of people who grow up in the state, get educated, and move to another state or get educated somewhere and stay there. Have anates do not educated population to start businesses or grow the economies of the state so what is happening is there is a regional trend where the states in the center of the country are losing well educated people to the coast. It is increasing the economic disparity as well as the cultural wars. Host you say it is increasing the economic disparity. What is the problem with people moving around in this way . Guest first of all, we are in a postindustrial economy now. I grew up in buffalo, new york so i am very familiar to what happens when a city loses its industrial base. Cantoblem is when you make a decent living working in you will go, somewhere else where you get a hightech job. You lose the actual population of the state, the population gets older, and it becomes difficult because you do not have younger people supporting the economy for the older people, but the second thing is that they are not coming back to the state and starting businesses. One example is West Virginia. There was a time when you certainly could make a decent living working at the coal industry. Those jobs really are not so much there anymore. People are leaving West Virginia and when they grow up there, they go to college somewhere else. And then they do not come back. Because they do not come back, you could start a business in West Virginia. You could put a Major Company there. But people are not doing that. If you are a Major Company, even if you were told for example that you got a good tax break or by moving there, if you do not have the educated population working there, you will not locate there. It is continuous spiral downward. Host that is the economic problem. Guest right. Host how does this brain drain affect clinical polarization in the country . Guest that is interesting. And this is correlation, not causation. In general, noncollegeeducated whites tend to vote republican. They went for donald trump by an overwhelming percentage in 2016 versus collegeeducated voters who went for Hillary Clinton. I think it might have been a 4 to 1 margin. This is just how people vote, it does not mean that if you go out and get a college education, you will start voting democratic necessarily. We want to be clear about that. The problem is that the states become more stratified, more homogenous. That is why we are seeing in the center of the country, states becoming redder. Ohio is a very good example of this. Ohio, i do not even think is a swing state anymore. You see the states along the coast becoming more blue. This political divide that we have in this country and sort of verging on hostility, or maybe not even verging anymore. What is interesting with the urban and rural question, there is some excellent pew polling on this where they show the urban america and Rural America both feel aggrieved, they both feel like they are getting the shorter end of the stick when it comes to Government Support and attention, and each one things the other one does not understand it. [laughter] that,may be some truth to but it does become a function. If your economy no longer has a strong base in the Industrial Companies that it had back decades ago, you will be losing people and it will become more rural. People are moving to cities, texas is an interesting example of that. With themore to do fact that it is becoming more urbanized. You go to dallas and you drive around there, there are parts that feel like brooklyn to me because of how things have changed the i went to the new toyota headquarters in plano, and you feel like you are walking into google the way the place looks. That state is changing because it is becoming more urbanized. It will at some point to become a swing state at some point where there are leaving or moving to places like texas or illinois. Host what our states doing to combat this . The midwest states in the Southern States that are involved in this brain drain, what are they doing to try to stop it, or do they want to stop it . Guest they do want to stop and they do not know what to do. Purdue university is working on things to try to get people to stay. Ohio is trying to attract people who get stem degrees there to keep them there. New york state which is not having a problem with brain drain they are in an interesting situation where people leave but a lot of people come in, they have done something interesting. They were the first state to provide which is essentially public free higher education. Stay in have to do is the state for one year for every year that you got a scholarship. If you are working, you have to work in new york you cannot, work in connecticut and live in new york. If you do move, it turns into a loan. This is a way to keep people from getting an education in new york and then taking the degree and going somewhere else. Tulsa, oklahoma has a Small Program where they are trying to get people to work there remotely. Maybe there is not a job for you and tulsa but you can live there, and so many people can work remotely now given technology, so they are trying to get people to live there and work remotely. That is an interesting thing, too, and i talked to some demographers about this. Whether the cost of housing could start upending this and you could live really anywhere for a lot of jobs as long as you have broadband access. And whether that will start changing and dynamic. You see this a little bit with people in california moving to idaho, housing is a lot cheaper right over the border. Youve seen some smaller cities and places like south dakota starting to get a younger, hipper crowd because you can live there quite well, quite cheaply, and it starts to grow from there. But we are still at the beginning of that and as somebody pointed out to meet in West Virginia, there are huge part of West Virginia without broadband access. Our i want to read to viewers exactly what you wrote about this. Some states are making aggressive efforts to keep educated people from leaving. New york state and 2017 became different new york state in 2017 became the first state to make Public College virtually free under a certain threshold, 125,000 25,000 adjusted gross income this year. But there is a hitch. Must be employed in new york state. Our other states attempted to do this same thing . Guest i have not seen a program that is exactly like the excelsior scholarship program, but there have been efforts to provide some sort of Tuition Assistance in encouraging people to stay there. This is the only one i am aware of where you have to stay in new york for a year for every year that you get a scholarship. Host lets open up our phone lines. Lets talk to michael who is calling from pennsylvania. Michael, good morning. Caller good morning. That was very good, thank you. Think as your guest basically have aou need to hva combination of governments, private industry, and local government to get involved. You need all three people to start aggressive programs to try to redevelop these types of areas that have solely concentrated on the coal mining industry. There has to be a transformation. And people have to take that step. I think a lot of people are resistant because it has been there so long. These, thenly having government and private industry get together, but also the population. You have to make them aware of the fact that this is not your future. I think that is a difficult thing for people who have done this for 30 or 40 years. Guest yes. Whateople who know me know a buffalo booster i am, as i have seen this happen personally in the city that i love and if you ever meet a buffalo knee and, we are very bus we arefalonian, very defensive of buffalo. It is very difficult, you could have a basic middleclass life and those jobs are gone and most are not coming back, there are cities and places that have made the transition. Particular has attracted a lot of healthcare care related industry to the at anand it is actually incredible upswing right now. Pittsburgh with semiconductors, they did that some time ago. Cleveland is completely different. Places like West Virginia, it is harder. It is unfortunate because pennsylvania is a beautiful state. Not everybody wants to live in the middle of the city either, so there has to be a way to build the economy where people can live there, and a Diverse Group of people can live there. Host lets talk to patricia coming calling from new york. Caller good morning. I am calling because you are talking about the urban centers and drawing people there. The also concerned about rural areas. In new york, they have tried to t projectseren and the more Rural Counties which is the majority of new york which are impoverished for the most part. Even though they have some tourism, it is not a great name state for them. These projects have not really gotten off the ground. They have tried Empire Development districts, they have tried all kinds of things which do not seem to have really gotten momentum. Even though they are trying to help the of states, the upstate is still suffering greatly and it is in a major depression. Stay . You make them there are no jobs. The state is trying to do something, but it cannot accomplish anything. Guest i think you are pointing out exactly what the difficulty is here and i have traveled in all of those parts of new york, and you are right. How can you tell a young person to come backg up and stay after are no jobs there . You are ashley wright. Host lets talk to you are absolutely right. Host lets talk to bob from michigan. Caller i would remind susan that there are other places in michigan than detroit. [laughter] guest absolutely. Caller like a grand rapids. What michigan went through in early 2000s was a loss of our population and the educated kids because of the Auto Industry and the loss of that. Yearsnt the last 10 rebuilding that through what we call the stem curriculum in the high schools which is science technology, mass, and i forgot guest engineering. Caller right. There is a city and west michigan called kalamazoo where they privately started what they call a column as they call a Kalamazoo Promise which is any kid that graduates from Kalamazoo High School have all of their college paid for privately, and this is done with private money. Over the past 10 years, we have started to regain industry such and rebuilding the heavy Industries Like autos and the trucks. But also, concentrating on the more Technology DrivenIndustries Like ai and auto the mobility sections of the Autonomous Vehicles and so forth, which is a good fix for the industries here. Michigan is on its way back and even though detroit might still be trying, the left part of the state is already banking it. Guest that is great. My dad went to Kalamazoo College for the record. Are people staying after they get their educations there . I think that that is the issue. Host is this a congressional problem, is this something that congress is looking at or should this be left up to individual states is it a local problem. Guest that is an interesting question. I have not seen Congress Look at this as a whole. , thereis of my report was a really interesting report by the joint Economic Committee which by the way, shout out to them. It was beautifully written in addition to being well researched and they went through what was happening mathematically in all of the states, and the trends over the past 40 years. About thed, too, applications of this with the country becoming more divided. Technology allows us to understand each other better but the country is getting more polarized. The basis was i am not entirely sure what congress can do about it. You cannot make people move to a state. You can offer incentives that people live there. I do wonder whether housing from thell forfeit other direction more of a stick than a carrot. Host maurice calling from east douglas, georgia. Caller good morning, how are you . Host just fine. Go ahead. Caller i have a few things i want to push back on. Ohio is not turning red, remember, barack obama won the state twice. Of the people, black folks, the democratic nominee in 2016 would have won that state. Number two, texas is already majority minority but it is a nonvoting state. Votede latinos and blacks in the state for the democratic nominee, that state would already be consistently blue statewide. Number three, it is really all about culture. It is not about jobs. Young people do not want to be economyogenous, unhip and culture. I live right now in middle georgia. And it is basically all black and white. Older black folks and old white folks. But i lived in atlanta for 20 years and i am going back there, but that is what young people do. They want to be in a place that is hip and culturally diverse, and that is what the millenials and generation x are anyway. Every generation subsequent to that is going to become even more diverse. You have to incentivize them through incentivizing the culture to become more diverse. These heartbeat bills and things like that are only driving people, young people away from guest yes, of course. I did not mean moved. Est it, but it has texas, interestingly enough, it is majority minority but that is not why that day is getting more democratic. It is because it is becoming more urbanized. They have attracted a lot of Big Companies they are moving to work at those companies from california, illinois, and new york area georgia is this date and new york. Georgia a state is a state that is moving. There was one more thing i wanted to address. Host we are talking about reasons but sometimes we have the same brain drain issues inside of states. Guest he talked about people wanting to live in somewhere young and hip that is true. There was another separate report out called state of change done by the bipartisan policy center. Always interesting talking about this particular one that talked about how the parties are becoming more defined by different groups with noncollege noncollege educated whites being more republican and the Democratic Party becoming more and more diverse. An interesting thing that people brought up when it came to age is that millenials and generation zers are voting democratic, but as people get older, they tend to get more conservative. However, what is different now as people are getting married later and having children later, so they are wondering if that then delays that sort of movement to become more politically conservative as you get older. And what you brought up about young people wanting to live and younger and hipper places, that is more extended now, because they are not getting married at 22 as they might have a couple of generations ago. Host we do have to think about these issues with an estate. We have one person here who we left upstate new york because we could see our children would never be able to live where they were raised because of the lack of employment. It broke my heart but it was the best thing we ever did. Do we see that brain drain happening within states . Guest absolutely. Upstate new york is a great example of that. I understand that the mentality where are your children going to work when they get out of school . It is definitely a problem. Host lets talk to john who called from Silver Spring maryland. Caller is the guest name susan . Guest yes. Host susan, i to live inan, i used buffalo, new york in the 1980s and people used to come to work because of the job offering before the nafta, but i will say this most people just jumping left and right. What you are saying is exactly you always love where you were born or raised as a family. You want that place to be strong economically, schools, and you want to be close to your family. But what are we seeing in buffalo, people once the nafta came up, everyone moved out of the state and moved. I travel a lot. In westat happened virginia, ohio, and indiana. It breaks my heart. This is where the people used to theroud to have a job and parents and kids are close to each other. And they have a good connection. And that is what you are probably talking about right now. It is an economic issue. Bornyou build where i was even though i was not born in buffalo, i did go back to buffalo because i see right now that there is light in the tunnels. A lot of people came back, they invested in the states, they create jobs, and people who grew up in that area, they went back to buffalo because it is a beautiful place to live. Host go ahead. Guest it is and i think it is a good example buffalo losing its population was not just about nafta. That had been going on for a long time with the decline of the industry there. They tried several things as you probably know, to try to bring people back. I believe that Health Care Related industries has worked on that. When young people moved back, when i talk about a downwardly spiraling affecting other states, it goes upward in a place like buffalo because young people are moving back, they are turning these Old Buildings into downtown. Lofts the river has been integrated into the community and a used to be a place for industry to dump into. When young people move back, it becomes more hip, and then it starts spiraling upward. I would love it to see other cities in other communities in the nation do that. I feel that things like that built this country. And i want them to survive. Host lets talk to catherine who was calling from concord, new hampshire. About a few calling moments ago when you were talking about the idea of free college for each year that they paid for your college, you had to stay in the area. I graduated from college in new jersey in 1963. It was a State College that offered free tuition. You had to qualify by taking an exam. And you had to stay teaching in the states for at least three years after you graduated. And you had to keep up a grade point average each year to qualify for the free tuition, the next year. It worked out very well. One of the things missing from today is when you do not hear that they have to have a qualifying exam to get in, and they do not have to keep up a grade point average. It does not seem to be responsibility. They go in, they take five credits we had 15 credits each semester. Go intoin and they party, whatever, but if you have this qualify to get in, keep up your grade point average, and then i think it is a good idea to pay their tuition. Guest actually, i did not get into all of the details of my story. You do have to keep a certain gpa and you definitely have to graduate on time. They have certain restrictions. And you do not automatically get full tuition, it varies according to need. It sounds like your program was for teachers and i think there are some programs like that for certain professions. Glad you did it. Host i will point out that there is a story about the Kalamazoo Promise in todays wall street journal. It talks about the program and how it has our has not helped kalamazoo. I just wanted to make the point when i heard the gentleman from grand rapids around that time 2000, i left michigan and lived in new york and got some great job experience. I moved back 2000, here so we could have a house and a little mores face. I understand the brain drain and the conflict because michigan is a little bit of a different place. You maybe feel more comfortable in other places where it is a little more easy to get around on public transit. It is a conflict, but it is nice to be back in the home state, too. Guest i am glad to hear that. The poll to go back to where you grew up is very powerful, particularly when you get older i am finding. Host are you planning to go back to buffalo . Guest my partner is puerto rican and he has spent a few holidays in puerto rico, and he is not very excited to go back in there. The other case, the census case, we saw the court going the other way and the chief justice leading that. He seems to want to be, chief justice marshall, to give a little bit to each person and dole this out, but that is not the role of the judge. It worries me because it does show a really political nature to some of those decisions. It was disappointing to see that in that case. He clearly left the door open for the president to administrator to have a Citizenship Question. It is hard to come to any other conclusion and has been on the census for most of our nations history and continues to be asked and spotcheck surveys but not of the entire census. It would be shocking to say it is not constitutional but then he went outside the role of what a judge is supposed to be doing in reviewing this by saying, startgo try to delving into this objective rolls here. That is not the Legal Standard for looking at policies like that were such broad discretion is given. However, overall, it was a very successful term for conservatives in particular.
