If our town centers are to survive and thrive we need more People Living in them. More people working in them and more people spending their leisure time in them. I welcome and would come into my right honorable friend the Prime Minister the bid that has been put in and would ask her if she could speak to the ministers to look on that favorably. My honorable friend is right to say they are changing and we are committed to helping communities stand and he set up the things he wants to see if we want to see those thrive and we provided 675 million in the future. I am pleased to hear about the program to increase and drive economic growth. And currently under consideration we hope to announce the bids successfully going to the Business Case development in the summer. Jeremy corbin. I concur with what the Prime Minister said about the need to support people who suffered from the floods over the weekend and who work in Emergency Services in helping them. On friday, i was honored to join survivors to mark the two Year Anniversary of that terrible tragedy. With great dignity they are campaigning for justice and change. Across the house we have a duty to make sure such things can never happen again. That is why i signedp and i hope the Prime Minister will, never again campaign run by the Brigade Union with the support of the daily mirror. Three years afterward the Prime Minister said my government will do whatever it takes to help those affected get justice and keep our people safe. So two years on, why do 328 highrise buildings, homes to thousands of people still have the same cladding . I say to the honorable gentlemen i absolutely agree with him that we will never be divided and our diversity is our strength and we should all celebrate that diversity. He refers to last friday being two years on from the terrible tragedy of the fire. I was pleased to welcome people from the Grenville Community and all those from number 10 downing st. Particularly young people and to hear their questions and talk to them about their concerns for the future. He refers to the issue i am pleased to see the shadow foreign secretary back from her reeducation camp a few weeks ago. [laughter] she said what did i say . Im about to tell her and the rest of the house what she said. Just a little patience, the usual justice was raised by one of the young people and that is why, exactly why days after the fire i set up a public inquiry. That has two phases, soon be entering its second phase. We have appointed Panel Members to sit alongside the judge in the second phase but the aim of that is to find out exactly what went wrong, who was responsible, who was accountable and enable that justice for the people and he talks about the issue of planting. Of course we have owners in the private sector to do the action we believed was necessary but they have not been acting quickly enough and that is why we will fully Fund Replacement planting on highrise residential buildings and interim measures are in place where necessary on all 163 highrise residential buildings with unsafe cladding. Obviously the inquiry must go on and we await the response to what happened but the answer she gave is of no comfort to the 60,000 People Living in high risk tower blocks across the country. They are worried. Their communities are worried and while government funding is necessary and welcome but not yet available, more than 70 block owners still have no plan in place to get the work done so will the Prime Minister set a end of this year deadline for all dangerous cladding to be removed and replaced . Will she toughen up the powers with counsel to levy big fines and, where necessary confiscate blocks to get this vital safety work done where block owners simply failed to do it. He knows all affected buildings identified visited by the services to make sure the interim Safety Measures are in place and start on 3 quarters of these buildings and funding the removal or replacement of the cladding systems on highrise housing. And the housing in the private sector. We expected building owners to take the action that was necessary. Cladding on at the end of this year under the current rate of progress, it will take 3 years for the social housing blocks to get done because the issue goes wider. 1700 other buildings. They are clad in other potentially combustible materials. Will the government step in on those buildings as well . In the deadly fire, recommended sprinklers should be retrofitted to all social housing. Currently only 32 of 837 blocks above 30 have sprinklers. Two years later, 6 years after the coroners report will the Prime Minister accept recommendations, set a deadline for all highrise blocks to have sprinklers retrofitted . He raises the issue of other cladding. Work is being done to investigate other cladding and look at the safety of other cladding. He then talks about the coroners report and recommendation in 2030. He inadvertently said something that doesnt reflect what the coroners report said. What it said was they should consider putting in retrofitting sprinklers. It did not say that every building should be retrofitted with sprinklers and as he will note, there were many up and down the country including Labor Council who prefer not to fit spring clues. Jeremy corbin. The coroners report made it clear they thought spring clues would make it safer. We should not play around with semantics. We should be making sure all the blocks are safe across the country. Only 105 of the 670 new build schools have sprinklers. Under labor we would make sure all the schools have spring clues fitted. Survivors say we were victims before the fire. Radical change is needed in our system of social housing. Tenants raised concerns about safety. They were ignored. Two years on, when will we see government legislation to strengthen tenants rights and apply the freedom of information act to all Housing Association as well as local authorities . It is absolutely right. One of the aspects of what happened at grinville tower which is truly shocking is residents of that tower were raising concerns with a Tenant Management Organization and the council before the fire happened over a significant go of time and their voice was not heard. That is why one of the other things i did was initiate work, looking at social housing, the housing minister, this has been taken on by subsequent housing ministers, went around the country meeting with people inside social housing to see what this funding happened with happening across the country and how can we strengthen the voice of People Living in social housing . That is something that should be done. The work we are putting in place, it is absolutely right that the voices of those people should have been acted on and we want to ensure that in the future social housing voices will be heard. Jeremy corbin. That is all well and good but how long does it take to amend the freedom of information act to make sure it applies to social housing run by Housing Associations and local authorities . The government spent 100,030 Million Pounds on Fire Services in 201617. This year it is 858 million, 155 million cut from Fire Services. Every Fire Authority across the country from 11 cut in Greater Manchester to 42 in works are and going through the same experience. Mister speaker, you cant put a price on peoples lives. You cant keep people safe on the cheap. The Prime Minister told the country of the conservative Party Conference last autumn that austerity is over. Will she now pledged that her government will increase Fire Service Funding and firefighter numbers next year . We are able to end austerity. Put more money into Public Services. The reason we are able to do that is a conservative government takes a silent approach to the economy. We have been putting right the wrongs that were left by a labor government that is the legacy of labor. Fewer people at work, less money to spend on Public Services and we wont let it happen again. The legacy of this tory government is 10,000 firefighter jobs cut since 2010. 45 stations closed including ten in london. The Prime Minister claims action would be part of her legacy but in two long years too little has changed. She has met the survivors and so have i, their pain is real, palpable, and continues. A big test for the next Prime Minister will be to make good the failings of this government over the past two years. Failure to rehouse all the survivors. Failure to give justice to the community, failure to make safe on other dangerous highrise blocks. Failure to retrofit sprinklers and failure to end austerity in the fire service. Does the Prime Minister believe that the time of the third anniversary next year the government will be able to honestly say to the country with conviction never again . The right honorable gentlemen says the rehousing of the survivors, all 201 households have had temporary accommodation and 100 i think it is 194 households that protected that, 194 have been able to move into their accommodation. The right honorable gentlemen talks about what the government is doing in response to the higher. We have set up public inquiry. We set up the danger to the review which was looking at the regulations in fire safety and acting on the results of that, i expect the future government to act on the results of public inquiry. I have met on a number of occasions now including yesterday people who survived the fire, people who lost their homes, people who lost members of their families, young people who lost their best friend, their pain is indeed great. It will never go away. It is important for us to provide the support support for those survivors into the future. It isnt just about building and cladding but support for the local community, it is about Mental Health services and support for those who have been affected. This government is committed to ensuring we provide that support and that we do everything we can to make sure a tragedy like that can never happen again. Today is teacher day. I am sure the whole house will express gratitude from hardworking dedicated teachers but earlier this week the report shows children in coastal areas achieve lower grade children constituencies like mine have a double whammy because this has been one of the worst funded areas as well. Given the pm recognizes fair funding for schools needs to be part of that, will she support setting up a Coastal School challenge funds to replicate the success of the london School Challenge fund which achieved significant improvements from 2003 in london. I say to my honorable friends we should all recognize teacher day. Im sure everybody across the house remembers a particular teacher who has an impact on them and doing what is necessary to become a member of parliament and a local community in this house. Funding is a direct level and reports have been improving education standards. I want to ensure schools have the resources they need and reform continues to improve those standards and we give school the budget on a timetable, and continue the issue of funding, that we make progress on the National Funding formula. What my honorable friend has been in referencing a coastal fund for coastal funds is actually in spending reviews that are coming later in the year. Ian blackburn. Two weeks ago, i witnessed firsthand the incompetence of the home office in delivering medical cannabis for children with severe epilepsy. History was made when youre ago today when they received a license for medication when the Prime Minister promised to right this wrong. Will the primus to commit to make it part of her legacy to deliver on her promise not just to that but many other children still suffering. She is absolutely right. Individual cases are desperately difficult and everybody across the house feels families and friends of those who are affected but we have ensured the law has changed, doctors can prescribe cannabis based products for medicinal use whether it is Clinical Evidence or benefits, that is the right thing to do. The secretary of state has been hearing the testimony of families about what they appear to face and to undertake a rapid revaluation and address system barriers to prescribing. Last year a report revealed shortcomings with special Education Needs debarment and ive met with many parents, had to resort to tribunals to get appropriate Educational Health and care for their children. A leaked internal report shows money is not the issue and one of the highest spends in the uk but the highest levels of refusals for assessments. Can the Prime Minister assure me the council will receive all possible assistance from the government to help resolve their leadership and mismanagement identified in the councils own report so we dont let families down . My honorable friend raised an important issue and it is vital all children with special Education Needs receive the support they need. I can assure the council we will receive the right support, the dhs and england working closely with local authorities to ensure necessary changes take place and will continue to do so but as my honorable friend has said, talking about funding, the need for funding has gone up and this allocation has increased. They will revisit to ensure the council is improving its support for special Educational Needs so those children can achieve their potential. Last month the Prime Minister wrote to the 7 westminster political leaders and said the victims of the contaminated scandal would have to wait years until the end of the inquiry for compensation to be paid. This is a political decision. Every 96 hours a victim dies. I think the Prime Minister in her legacy, while accepting she made the right choice in setting up the inquiry, the real legacy would be what happened in the republic of ireland in the 1990s. And at the hands of the state. The honorable lady obviously campaign hard on the issue of championing the needs of all those who were affected. It is important obviously for victims and their families as they suffered so much it is important they get the answers and they have been waiting decades for that. There were people in the it wind rush generation who faked these difficulties as a result of not having that document or evidence, the most labor government in the past and more recently under this government. People who are concerned should contact the home office and they will get the help and support they need. Last week we learned a 13yearold boy who bought his brought his rapist to Court Received 20 pounds in compensation. A 13yearold girl in the 15yearold girl received 50 pounds for being abused as children. Will pry minister agree that this is a terrible way to treat the victims of child sexual abuse, that they deserve to be treated fairly and compassionately and it sends all the wrong signals to anybody thinking of bringing their perpetrator to justice . Will she agree with me it takes huge courage to bring a case like that and will she urgently look at the review of the criminal consultation borders the victims of child sexual abuse get the justice they deserve . Can i say to my honorable friend i absolutely agree with him that it takes huge courage to come forward to talk about incidents of child sexual abuse and to not just talk about that but to be up to be go through it so somebody can be brought to justice as a perpetrator of that abuse. I commend those he has spoken about specifically, all those who come forward to do that. I want to ensure and i hope from the action this government has taken through setting up the independent inquiry into child sexual abuse, make it very clear we want these wrongs to be righted. We want people to feel they can find justice, the memory will never go. The memory will live them but we can give them justice and we urge everybody to come forward if they have been subject to child sexual abuse so justice can be bought. Im dealing with the most dramatic constituency cases affecting a vulnerable young woman reviewed g, no risk of prostitution in the uk. She has been thrown out in the streets by this government the refused her the support she desperately needs even though the challenge was submitted to the asylum support tribunal. Will Prime Minister please show her some compassion. Very specific case. I havent seen the details of that case but i would ensure the home secretary look the details of that case. Gordon anderson. Police officers and firefighters are able to retire at 60, but prison officers cannot retire until they are 66 and facing the prospect of having to retire at 68. Does my right honorable friend believe that . My honorable friend has raised an important issue, this is something that has been looked at and considered in the past but i will make sure the ministry of justice are aware of his concerns. Doctor williams. My community doesnt feel safe. Crime rates have almost doubled in the last eight years while Cleveland Police lost 500 offices. Now her home secretary is admitting we dont have nearly enough police to keep people safe. Does she now thinks she might have been wrong to made such deep cuts to policing and would she consider as the final act of Prime Minister giving Cleveland Police our 500 bodies back . We have made around 1 billion pounds extra this year, that includes an increase in funding for cleveland, for the chief constable. We made punting available and we have ensured we are giving the police the powers they need and sadly the Labour Party Opposition voted against that extra funding for the police. Mister speaker, leaving a child and every parents first nightmare. Up and down the country read a parents are caring for children with life limiting illnesses. The Care Services are a necessary lifeline. They are struggling for cash, announcing closure of you came to power saying you would help those many of these families are barely coping. Can you give the 14 Million Pounds needed for Palliative Care to all children who needed in this country . Can i say to the honorable lady i recognize the Important Role hospices way. I have been pleased to be involved with the establishment of the office in my own constituency which was set up after a family lost their son alexander. It is important that we do in sure people get the support they need as they see a child approaching the end of their life. We made childrens palaces and end of life care a priority in the nhs longterm plan. The next 5 years it will be matched funding to those who increase their investment in local childrens palaces and end of life care by 7 million and that is increasing the support to a total of 25 million a year, these children and their families do deserve the best care and i commend all those working in the Hospice Movement because they provide wonderful end of life care for children and adults. An area for universal credit, we have tweet 7 food banks. Is this a legacy the Prime Minister can be proud of . I say to the honorable gentlemen nobody wants to see somebody feeling a need to go to a food bank but what universal credit does do, what universal credit does do is ensure people are helped to get into work and the work pays as they earn more and are able to keep those earnings and work is the best route out of poverty and universal credit is working to make sure we get into work to provide for themselves and their families. The whole house will join the pry minister in thinking Emergency Services and Armed Services when they set up the mark in times of National Emergency like the moscow incident in salisbury but will she do what she has done throughout her time as pry minister and pay tribute to other people, volunteers who do so much for us particularly of likely institution, red cross and the john edison brigade. My honorable friend is right. So much of what happens in our country does depend on volunteers up and down the country and the organization my honorable friend referenced in other Community Groups and other charities too, we should celebrate the work volunteers do and commend them for their work and most of all say a wholehearted thank you. Increasing the individuals chances of having health issues, poor Mental Health or being involved in violence. Today, setting out a survey to anonymously score. This is the first time this is been attempted by a National Parliament so will the Prime Minister, like me, fill in the survey and encourage other colleagues to do the same . My honorable friend may be aware, in the carbon sector, and with Carbon Capture utilization and storage, with those targets. Can i say to my honorable friend, more jobs being created in this sector. With net 0 emissions target the visits Imperial College in london but doing Important Research and training work on Carbon Capture and storage which will be a benefit across the country and across the world as well. The Prime Minister is a dedicated follower yesterday her government rejected a penny on every which would have created green jobs. A ban into landfill or incineration and other recommendations by the committee when she wants to get to net 0 Carbon Economy by 2050. I am aware of the report of the Environment Audit Committee much that the committee wants to achieve, and making producers responsible for the full cost of managing and the government opens a multimillion pound scheme to boost recycling of textiles and plastic packaging. We have responded to many of the issues raised by that report. Thank you, mister speaker. Unlike local councils, nhs bodies are not legally required to balance their budget on an annual basis. Creating a deficit of 192 Million Pounds, and other sdps could be rated to bail them out. What would my right honorable friend say to my constituents including those in places in areas of deprivation with extensive inequalities when they ask why their services should suffer to meet the deficits of others . I say to my honorable friend that of course we want to ensure that all Health Services are indeed operating properly within their budgets and are able to balance their books but i would say to his constituents that i am pleased this government has been able to increase funding available to National Health service and that will go towards increasing and improving the services his constituents are able to receive. The private a is a busy woman, shes not seen the latest report from inside housing, inside housing reveals 3 successive ministers were written to over a total of 21 times over four years by the old party group on fire safety urging them to act to make sure we avoid another fire. The last of those 21 lectures was written a month before the fire, no action was taken. What does the Prime Minister believe those ministers should have done when they received expert advice . I always look carefully at the advice they received. The question of what has happened and the advice that was available is in matters that will be looked at in the second phase of public inquiry. Members have the opportunity to debate the independent review of the modern slavery act. This landmark piece of legislation has empowered the victims and police to seek justice with 239 suspects charged, 189 people convicted of offenses in 20072018. Can you outline the measures that would strengthen the actor. This is an important topic. We have seen not only the first conviction under the act but thousands of transparency statements, much more engaged on the issue than ever before. We are sure to be publishing consultation through strength, transparency, supply chains. They will have heard the request my honorable friend has made. I am heartbroken. On friday night, the streets claimed another victim. And this is another awkward statistic. To us, he was a son, brother, friend taken too soon. With adequate policing, good use provision and giving our young people a sense of hope. My question is simple. Will a Prime Minister use her remaining stay in office to leave a legacy that will change the path for these young people can we expect more of the same . None of us ever wants to see a life or particularly a young life taken before its time by violent crime. These are not difficult statistics. They are people who had a future at of them and have sadly died and been the result of the violence of criminal perpetrators. We have introduced our violent strategy. We are working with the police and other organizations to ensure that young people are turned away for the use of violence, turned away from the use of knives. She puts it is a question of funding and police numbers. It is a much wider issue. Anybody who denies this is a wider issue for our society is failing to understand the issue at hand. If you want to talk about police on the streets of london i suggest she talks to the mayor of london. Bearing the rule firmly in mind what does the Prime Minister think of the principle of bringing a dying, decorated, former soldier before the courts of Northern Ireland on charges based on now new evidence which are unlikely ever to lead to a conviction . Can i say to my honorable friend, i know this is an issue that he and other friends have raised in terms of individual cases on the general principle, none of us want to see veterans being brought before the courts in the way he has described but we do need to ensure processes in Northern Ireland that ensure proper investigation is taking place.
