Employees who did not wish to be a member. That is followed by the lead plaintiff in the case and his attorney offering their perspective. And the week ahead in washington with politico reporter heather cagle. People lined up outside the Supreme Court, hoping to hear a case that could affect labor unions. At issue, should a member be forced to pay costs if they do not want to . Cases two of landmark series kicks off tonight. The series take a takes a closer look at decisions in Supreme Court history. You can find out more about the series and tonights program when you visit our website. Case at the supreme rt deals with joining us to talk about the case is josh idol son. Is a labor reporter josh can you set up both sides of this case and what they represent . Guest the Supreme Court is considering whether to deal what could be a devastating blow to unions by making the Public Sector right to work, meaning it would be illegal to require people who are represented by a union to pay for costs of the union if they do not want to. On one side, you have the he has a, who says constitutional right not to be required to fund the work of the union. Have theher side, you defendant in the case. Behind them, the rest of the Labor Movement and other progressive organizations that say there is no First Amendment right not to contribute any to speech you disagree with and with our taxes as taxpayers, we do it all the time. Heard thesee court cases before . How have they decided . Four decades ago, there was a case that split the issue. The court said you cannot be required to pay for the more political advocacy lest directly related to bargaining work of the union if you dont want to, you can be required to pay fair share fees to cover direct costs of collective bargaining and is doing that benefits you in terms of your wages. The court has considered whether to overturn that precedent several times in the past few years. Acouple of years ago, we had 44 tie. Changed their has mind, this comes down to trumps appointee, neil gorsuch. That means the unions are unlikely to win in this case. Host why . Guest he is seen as more conservative than most justices. More conservative than justice scalia. On one side and conservatives on the other expect him to side with the other four conservatives and saying there is a First Amendment right not to have to fund a union in the Public Sector and therefore side with janus and the Public Sector. Does decide court does thisnus, what impact on unions . Guest it depends on how good unions win over disaffected members. As i reported, there was an estimate a few years ago, at the as half of their membership could be on the fence about whether to pay fees if they did not have to, and another 15 likely would not. About 35imate was only percent of the workers they represent who they are confident would continue to pay dues if things went right to work. Unions have been scrambling to change numbers, to convince members to stay members, even if the Supreme Court says they have the option to get represented for free. Thank you for your time. Us on set, stephan. Good morning. About the union fees. Why should someone pay for it if they dont want to . The broader issue becomes this. The union provides a vehicle for working people to have a collective voice. The morene of surprising things i found, how the union advocates for the community at large. As a Child Protection investigator in chicago, i go into some of the most impoverished areas in chicago. I get to see the Living Standards of folks and what they have to deal with on a daytoday basis. The union provides the vehicle for me to come back through a Labor Management system, where i get to sit down with members of management and discuss what it is i see. And give recommendations with servicean better deliver, better streamline our approach. How we can better access resources and get them to places that are needed. The union bargains for society. Host what about these feeds becoming a political because of Union Activity . Have been under the gun of the governor who has made this political. One of his first orders was to shop the fair was to stop the fair share fees. Board,e governor came on they have advocated for society. It cametical aspect of in when the politician came in. Guest unions support candidates which support unions, which support the right of the unions to speak collectively. Nothing political about members of society calling 911 and expecting their call to be answered. There is nothing political about that. What is political is when you try to stifle my voice to be able to advocate for those in the community. If you want to ask stephen questions, call in on the lines. Republicans, 202 7488001. Democrats, 202 7488000. Independents, 202 7488002. Thoughts, eet us your cspanwj. Part of the brief filed by mr. Advocacyds mandatory groups that individuals are forced to subsidize will have political influence far exceeding citizens actual support for these groups and their agendas. We need to lay out the battlefield. No one that comes into State Government is forced to join a union. If i decide to join a union but dont want to get involved in the political aspect the union engages in, i do not volunteer to give that portion. Anyone that does not want to be involved in the unions Political Activities does not have to. The union still advocates for those people. We advocate for everyone. What would it do for cohesiveness if someone paying fees and some do not and still receive it regardless . Guest that can have the impact to where some may look at that eye, so todiced speak. The sanctity of the contract is more important than individual squabbles. Valid contract, when we are dealing with theunity issues, both of overriding principles we work from, the employer or something impedes the contract, that is what we go after. Host do you know mr. Janus personally . Guest i do not. Host ralphs, he is up first. It good morning. This whole argument is silly. I work in the private sector. I understand this is public. We haverivate sector, the Union Security agreements. The argument is silly i was not forced to take my job. I vote on my contract, whether or not to have a union. The case, allin he wants is a free ride. He was not forced to take that job. Pick fors the wrong the Supreme Court. Back workerto roll rights. That is what this is about. Having a collective voice on the job. I have to agree. We understand who is behind this. Corporate ceos, my governor is leading the pack, if you will. They have been public about the funding the unions. They want to take away the behts of working people to able to come together and have a meaningful voice. From ohio, tom. Caller this is a sad day in america. Years started working 50 39 for the unions, they had of the employees in the country and we had high living standarsds. Time to sign a contract and giving employees a right to negotiate a contract, they want to get rid of it. If you want lower Social Security and lower retirements, hopefully we dont see the Supreme Court do this. Is, 19 is the union now. If he does not like paying union dues, there are 81 that are nonunion. He doesnt want one of those because they do not pay nothing. Host thank you. Guest he states a good premise. Public Service Workers bring a very stable workforce, a wealth of experience and expertise. I have been on my job 23 years. I am still in the middle of the pack in regards to seniority. This their and make profession. A lot of people may come to their jobs, but they come to engage in their profession. We are all professionals. When you talk about best practices or best standards, those are things we have come up with. We have set the tone in regards to how society is dealt with and how the government delivers. Host what are fees like . Local has individual the autonomy to set the fees. There is a minimal standard set by international and it is broken down by that standpoint. From local to local, it varies. It is not a percentage of your paycheck. It is a flat rate. Host how much of waste do you have two say how those fees are used . Guest when a fee increase comes down from international, we have discussions in regards do we want to pass this on to members or do we want to eat that . We take it to the membership and let the membership have a vote. If you are a union member, 202 7488003. Republicans, 202 7488001. Democrats, 202 7488000. Independents, 202 7488002. Wilson, north carolina, go ahead. Caller good morning. Host go ahead, you are on. I was a union member out of new jersey. I moved to north carolina. I am retired. I enjoyed my union retirement. I got all my benefits. I am enjoying what i paid into it. I have a relative who did not want union and now i think my union, my brothers. 560 out of union city, new jersey. I am enjoying it. This affects them in retirement as well . Are a different topic, but it does come into play. A union member and working for the state has afforded me the opportunity to put my children through college, the opportunities to take a family trip. The opportunity to develop and save a pension funds, so i can have retirement. The unions advocate for those things. Second to none. This is worked for and earned. Is 1. 6 billionp working. Retired members, 3400 local unions across the states. Chevy chase, maryland, independent line. Joe, go ahead. The guest says their activities are not political, but when you went through your activities, they are all political. For better next, why, z. Both sides of the aisle say they are advocating for better x, y, z. Mean you can say what you want is not political because you think it is good and you think political and the other side is bad. It is laughable to assume, to state these unions are political. They are very liberal. They support democrats 80 to 90 of the time. Would be the guest offended if he were forced to republican or conservative cause. He will say you can take out the lobbying, but money is fungible. If somebody said everybody has to be a member of the nra because gun safety is not do,tical, but what we will you just dont have to pay the lobbying part. All you have to do is support the gun safety and child programs and people would object like crazy. I am not suggesting nothing the union does does not have a political component. Component the unit does the union does engage in has a way of impacting everyone. Colleagues,e of my who does what i do, protects attacked was brutally by a parent we were trying to protect a child from. Her name was pam knight. Succumbed to her injuries and passed away. The union, a day after her attack, the unions advocated to theirthen and support policies in regards to workers. The unions went to the lobbies went to Lobby Congress to make better ways and to strengthen laws and to protect state employees. Our political activity does more than give us a raise or better benefits. It protects us in society. The president of local 2081, we talked about Justice Gorsuch, the idea he is probably going to support mr. Janus side of the argument. Guest i cant speak to what he might do. Are the unions concerned about that . Yes, they are. Unionhow does the response . Guest we have been working the plan. We understand the movement is out there. We understand the corporate ceos, those who are funding and supporting the case. They want to silence the voice of the workers and take the power. We have been talking to our members. We have been engaging them and finding out what we need to approach needsr to be, how we need to problem solve. It ruled against us tomorrow, we would operate the same. There it does not mean we will not work hard and still januses of ther. World. Are working at looking at alternatives. There has not been a specific plan put in place. They are looking into alternatives. Host this is philip. Hello. Caller good morning. I am a member of local 488. Critical. Is it is important our members, that the Union Collection dues from fair share members as well. They are reaping the same benefits. You cannot get nothing free. Working for the city of philadelphia, a union member for 17 years. I see the benefits of being in the union. Union has allowed me to go back to school and earn my College Degree and has allowed comfortable good, lifestyle, able to take vacations. Host are their members who will question the idea of paying fees because of political concerns . How do you respond to them . I have been serving as the Union Shop Steward for eight years. I have members asking why should i be in the union i dont see where the union has benefited me. I remind them if it were not for , thingsifices and fight the union fought for before, they would not have the benefits they have now, like health care. I have to join my brother making that point. Historically, unions have been the vehicle for the working class to move into the middle class, for working people to have dignity in the job, to be able to not necessarily a rich life. No one goes into Public Service looking to get rich. They go into Public Service to serve. They fill that need and get something in return. In return is at least a comfortable life. Right on point. I appreciate his comments. His mr. Janus capped arguments in a First Amendment context. What do you think about that . , ast i find it laughable lot of the issues he raises in thisriefs occurred after was put on the table. The history of this. The governor first brought this issue and had it dismissed in court. He had no standing in this. And had to find someone that would have standing to be the face of this. The corporate sponsors behind this case, they are the ones who are doing the land grab, if you will. Theyre the ones trying to take with the power, trying to silence the voices of the working class. Host how did the lower court rule on this . Guest my understanding is the lower courts ruled in favor of the union. That is how i got to the Supreme Court level. The other side never put on a defense. They did not put on much of anything. They wanted to fasttrack it to the Supreme Court. Host kalamazoo, michigan, independent line. Caller thank you for taking my call. I was a member for about 14 years. As a state employee. Flooded with mailings, but also from the actual Union Members and stewards themselves with political messages. It almost seemed like a branch of the dnc we were so covered with vote democratic. It was roughly the high 90 they asked us to vote democratic four. Democratic for. I was a member of a previous union. With this union, the uaw. It seems the stewards and the reps were the ones to benefited the most. They pushed their agenda a lot. What they wanted, and the newer workers, they got less and less. They were still paying the highest dues of the time. Guest i cannot speak to his union or the practices. Speak to is, in collective bargaining, there is give and take. Asthe years progress and years go on, there is sometimes more giveandtake. Sometimes, new or members may have to they may not have or enjoy the benefits older members have. At the same time, i enjoy the protections. The union continues to fight. There is always another contract coming. We always try to increase what it is. We always come back to the table with the argument that listen, these things need to be in place. California, democrats line, jeff. Caller i have a question about neil gorsuch. In his decisions with trump. Debbie, will go next to silver spring, maryland. Also calling for neil gorsuch because of the russian scandal. Dont understand why he cannot be suspended. The president has no right to make an appointee to the Supreme Court. Host only because we are going to keep it to the topic of the case, even though Justice Gorsuch is involved. Republican line, tallahassee, florida, carol. Caller i am calling from florida, as most of the states in the south, went to work to work right to shortly after the civil rights passage. You have spoken about the history of the labor unions and the benefits they bring forward. Case, thecular epicenter of the case that has been running through the system with many cases, trying to. Ismantle the benefit it seems to me, i heard the gentleman from michigan and another from pennsylvania, these are middleaged white men who careerrt of a working that did not pan out. Who is responsible . Mad thebe antleman talked about owning gun. That is different than working. People who come together to bargain in florida, we are facing a bill from our , theyican legislature have been putting forward bills, trying to take away the pension, trying to take away the union that fights that. The Teachers Union brokered out so many bills that dissolved the strength. Guest this is a nationwide attack. This lawsuit may be the culminating point of it. Veryhas been systemic and poignant through the nation. People have been devastated and hurt by the corporate interests supporting this case. This is a culminating factor of this. Republican line, deborah, new york. I am confused. Citizens united has allowed corporations to have a voice and they are able to give through Political Action groups, large amounts of money. Dont know, as citizens, who is actually giving the money. For me, it seems unions have the counteract or bring back some kind of balance into this world, where people think corporations are going to be solving our social goals by creating jobs. Guest many in the corporate sector can write a couple of checks that go into the millions of dollars. Unions dont have that type of capital. Do have numbers and members we can put on the street to doors, toto knock on push a point. Corporatematch the entities dollar for dollar. We are just trying to deliver fairness and equality across the board. Host a website will show you some of the employment sectors covered by their union, including corrections, Law Enforcement, and others. Main afscmehe website. I want to thank you for what youre doing. Whont to lead the members are listening, you have to read what is going on instead of listening. You have to read for yourself what is going on. Thank you. Court decides in mr. Janus favor, are other Resources Available to you or the organization . Guest i am not one of the attorneys. I would have to defer that to them. We will still get up and go to work, advocate where we can and how we can for the community. Are going to watch the case today, what are you looking for . Guest it is an honor to be able to go and see history taking place. I am going to better understand what the arguments are, what the other side is. To do been hardpressed so. I still may not, after this case, after hearing the arguments, but i am going to take part of local history. Host thank you. Guest thank you. We will hearup, from mark janus and his attorney. This case takes place before the Supreme Court today. Lining up to hopefully get a chance to watch what happens. We will give you a bit of the sights and sounds at the proceedings and we will be back. [laughter] [chanting union strong] [cheers] [indistinct conversation] host some of the sights and sounds in front of the Supreme Court as they prepare to hear the case, janus versus afscme. Set, mark janus mark janus, the. Ead plaintiff you cast your argument before the court today as a First Amendment issue. The First Amendment guarantees me the right of freedom of speech and freedom of association. The problem is i am not allowed to make that decision for myself. I dont have that choice. , the union that represents me, mandate that i pay these fees, whether i want to or not. I was not asked. It came out of my paycheck. For i saw the deduction union dues, i said, where is this coming from . I am not a member of the union. I never signed a pledge card, i never asked. My colleague said you have to have this fee come out. If you do not, you lose your job. What about the idea that you want the benefits of Union Protection but you do not want to pay the fees . Guest they are getting all of this money from Public Sector workers like myself, that choose not to be a member of the union. Therefore, because of that, they riding on our money. Crux of this. Sic of freedom of association. I do not have that. Host will you be arguing in front of the justices today . Guest i will. Host tell us about the edom our argument is that the court got it wrong back then. A union takes these fees and uses them for hardening, which is political advocacy. It tells the government how much spend on worker salaries, how it should run its programs. When anyone talks to the government about those, we call it political speech. We call it lobbying. And you should not be forced to pay for someone elses lobbying as a condition of taking a government job. Host the state chooses to administer its employment function, selects every topic for collective bargaining, fair share fees implicate employee speech because they derive from the decision of the government on how to manage its workforce. Guest the government is making these workers pay a private organization to advocate policy positions to the government. The government does not choose what policies the union will advocate. They are supposed to be adversaries in that. The unions are a private Interest Group that mr. Janus is being forced to subsidize. Our guests are here to talk with us about their roles in the case. You can ask them questions about it. Republicans, 202 7488001. Democrats, 202 7488000. Independents, 202 7488002. If you are a union member, you can call us at 202 7488003. A profile in the New York Times talks about the people who fund the justice center. Who is richard and how much support has he given . I am aware of him as a philanthropist. We are grateful for the support of many donors who fund our work. Guest i cannot predict any of that. I think it would be presumptuous for me to make that prediction. I am here advocating for the Public Sector. This is Public Sector only. We are advocating for all of those workers and the right to choose. I dont have the choice to make my own decisions. I want the right to choose along with the 5 million other Public Sector workers. If they choose to join the union, that is great. I am not advocating that collective bargaining is bad. That is not the point. The right of freedom of association and the freedom of choice that all americans enjoy. Guest the government said members payn make for certain things. Court said you can make to cover thefee cost of collective bargaining. That is false. Everything a Public Sector union does is political. Its advocacy is political. If mark janus or any government worker is forced to give any money to a Public Sector union, they are being forced to pay for union politics. That should never be allowed. Ou caller thank you for giving us a voice. I am a member of the local Operators Union out of indiana. I work on the state line. I work with water mains and sewer services. Indiana, thes in less insurance in indiana. And myffected my life fellow Union Brothers lives. Host what about this idea of diluting the talent pool . But i that is an option, dont have a right to choose. I cannot predict and make decisions in that regard. To freedom of choice. Host democrats line, keith, north dakota. You are paying fees for a union, is it taxdeductible . Host why is that important . I was just wondering if it was taxdeductible for them. I do not know. I am not a tax lawyer. Host 110 ohio, ted. Warrenton, ohio, ted. ,aller that is warrenton oregon. How many negotiations have you done, and how many without the collective bargaining . Wondering, not every state entity is unionized. Why are you doing this . It is because i do not have that freedom of choice to make my own decisions. When i worked in the private sector, i negotiated my own salary. My own working conditions. I want that right to be able to do that. When it comes to fellow members of your union, what has been the reaction . They have mostly ignored me. They dont say anything. On the other hand, a number of people have come to me and have approved of what i am doing and have said thank you, you are our voice. We always wanted a choice to that decision for ourselves. They are appreciative we are taking this fight. It is not my fight. There are public sac publicsector workers that have to pay these fees. Fightinghat we are for. The choice to decide what we do. Had any contact with any union leadership. Republican line, pleasant valley, new york. Caller i have a question for the gentleman. In the union for over 30 years, worked in the same place that had a union and had no union. Roughly 125 with union. We were a service andegotiated our contracts as the years went on, management started to try to use the new workers against the union. They would try to give them a certain amount and union people had our contracts. People started to find out the union was better to bn and these people were being controlled by management. Management does not want to give you more than they have to. Once you are in it and you make your own deal, you are in your own deal. They started the fight and they wanted to get in the union with people who were not in the union. I dont understand what this court case is about. I dont want to pay dues, but i was getting something from it. What about that idea of getting something from it . Guest that is the choice factor. If you want to be a member and want to bargaining, that should be your right. Say no and sayo i do not want to be part of that and i would rather do it myself. That is what this country has been, the principle of this country. Of the billendment of rights. That is why it is the First Amendment. It is the freedom to choose, the freedom to associate. Under the current system, i do not have that ability. If we prevail, it will not mean the end of unions. If they do a good job, they may persuade many people to join the union and pay dues. This case, if we prevail, could make government unions more responsible more responsive to the people they represent. They will have to convince people their efforts are worth supporting and they might listen to more workers. Lower court, it was a matter of precedent. Not role courts could in our favor. We had to go to the Supreme Court. , waldorf, maryland. You are next. Words ofou used the union was freeriding. What the average pay is for a person in this country. To 55 dollars an hour. My union only has 2 of my pay. That is nothing. You have your wages because the union has negotiated for you. Stop whining. If anyone is freeriding, you are. Me, fat, dumb, and hath he, where you get everything they have negotiated for you. Guest no comment. Take it is easy to say these benefits, but we have a First Amendment right to choose for ourselves what group we will and will not support. You cannot say we gave you a benefit and you should not care about your rights anymore. That is not how Constitutional Rights work. You should value the benefits we give you over anybody else. Some people have different priorities. In the government context, they should not be forced to pay for that advocacy. Host cornell, new jersey. Caller good morning. This is a backdoor way of union busting. First of all, it is the union that created the middle class. The union that created a lot of safety things in place for employees. It was the union that created the 40 hour work week. If you have seniority, they cannot put somebody who comes in the door in front of you. Unionized, there would not have to be a ledbetter act. We are becoming a class system because of people like you and the lawyers and corporate america. You have been unionbusting since and the middle class has been squashed. With the republican policy it there. Ill leave this idea that you want to be a union buster . About whetherot unions are good or bad. We will have unions. They will just have to operate with money people voluntarily give them, which is what every other group in society has to do. Every other Advocacy Group has to use money that people want to give. Have hadctor unions special privilege and no one else has, to force people to give them money. All this case is is about making them play by the same rules. Center, ise liberty this the first type of this case . Guest we are involved in a wide variety of cases related to the First Amendment. We fight special privileges the government gives to anybody. That is established players in politics, or unions. I can add only thing is this is going to affect Public Sector unions only. It will level the playing field. A level ofvide freedom of choice that is enjoyed and 28 other states. Where the Public Sector employees have the right to choose. That is what we are advocating, the right to choose in the freedom. The gentleman who have called and suggested a number of things, they have the right and the freedom to choose to join the union. All i am advocating for is for me to choose either in or out. You have a choice. If you dont want to be in the union, dont work for a union company. Do what i wanto to do. Because i choose service, because i want to do this type of career, why do i have to pay for it . Why do i have to pay a mandated fee to do it . Host has your union spelled out what may happen, particularly how these fees may be collected in the future . Guest they have not. We have to wait for the decision. Host is there a work around they could use to collect these fees . Guest there should not be. If workers have a right to choose, state should respect that and let every worker choose whether or not to support a union. Complain now all that they have to represent people who are not members and it would be terrible if we have to pay and represent them. They argue for laws that make them the representatives for everybody. Lawscould advocate for that say they only have to represent the workers who pay. That would be a fair compromise. I am not sure they will advocate for that. Host ronald, philadelphia. Caller they keep saying this is ort for state workers government workers. This is an ongoing thing. Law. Ight to be replaced the right to be fired for no reason. Union . Just joined the how long has he been in the union shop . Did he join the union shop to have this publicity to break down unions . State government approximately 11 years ago. I did not join it to get into a union shop. Nobody asked me if i wanted to join a union shop. Andas mandated, state law, i chose this because i like the career path it has. I like what i am doing, which is advocating for couples that have divorce and Child Support issues. It is a service. That is what i am advocating. Compelled you to take this case, to make this move . Guest the longer i saw the money coming out of my paycheck, that was going, and the fact that i was not allowed a choice to make that decision on my own, itjust kind of grate. Then the most recent contract negotiations, asked me with the state of illinois, the state of illinois is in terrible financial shape. We have 100 billion plus in unfunded tension liabilities, multiple billions in unpaid bills come and yet, the union is advocating for another 3 billion in wage and benefit increases. When there was pushed back purely from an economic standpoint the state cannot afford any more what did the union do . They went out and held rallies to advocate for tax increase in order to pay for these benefits. So you have now taxpayers that are having to put the bill. The state cannot afford. Host vicki in new york. Caller i agree with the guy in new jersey. These guys, all they are our union busters. I work for the city of new york. I started at a salary of a little over 18,000 a year, then at my job for 17 years. I am now at 72,000. The union makes sure we get our raise, we get eyeglasses once a year, and we get dental. I did not start out paying 20 every two weeks. I started out paying 10 when i first started. The union is a benefit for the employee. These guys dont care about the employees, they care about themselves. Host mr. Huebert . Some of these employees are very happy with the union, and it sounds like they will not stop paying come if they have a choice, and thats fine. If they think other workers that are not being should combination make the choice to them. If the union provide such a benefit, it should not be afraid of letting people have a choice. I think we will see, if we prevail in that case, they will make a lot of efforts to make the case to people. Im guessing in some places where people like their unions you will see a high level of union ship. In places where they are not as responsive to their members, you will see less Union Membership. It will be telling if workers get this freedom. We will find out how much support there is for these unions and whether people think they provide benefit. Host a viewer says on twitter, is similar a union to a defendant in a court trial. Of theit reminds me argument, if you dont want to be associated with the union, just dont take the job. The government is not supposed to condition that if its including jobs on giving of our Constitutional Rights. It is good to say just take another job. The government should not be in the business of coercing us out of our rights, but that is what does when it makes workers pay money to a union even if they disagree with what that union advocates. Host jackie in santa clarita, california. A union member for our guests. I have two important questions but i want to Say Something first. When i started working in the late 1960s i was making 1. 35 an hour. When i went to a union job, i earned 2. 75 write off the bat. By the time i quit i retired a couple years ago i was making close to 22 an hour as a nighttime manager at a grocery ordering, heavy lifting, keeping up with the guys. My two questions are, how much money do they take out for the Union Benefits . For my Union Benefits, it was so little, like one of the guys that talked before, i did not miss it, but i got dental, complete medical care, retirement benefits. It was worth every penny that i paid. That is why most of the unions are democratic because republicans do not back up any of the things that these unions are for and the democrats do. That i payamount annually is around 600. I want to emphasize this is not a money issue. This is not about how much money comes out of my teacher. Choose andright to the freedom of my ability to decide for myself. That is the bottom line. Guest the amount of money should not matter. We used to have systems in a number of states were a republican governor or republican governor would come in and if you wanted to come for State Government, you have to support their Political Party or you would be out. The Supreme Court said that kind of patronage system is unconstitutional. The Supreme Court says it is wrong to make anyone give at least one penny to a Political Party they dont support, so why should it be different for a union . Host mike is in new jersey. Caller thank you for cspan. Mr. Huebert, my question to you is, where exactly does the Liberty Center get the money from . I know they are a think tank, but where do they get their money from . You said earlier that unions, people that did not pay into the unions did that get the benefits. You dont think the unions would not go for that, but that would be a good argument point for them to say, if you dont pay income you dont get the benefits. On the first question, we are funded by a variety of private donors. We can represent them. With respect to whether unions would want to represent their own members, maybe some would, but unions lobbied to get these provisions in state law that say the union has to represent everybody in a given group, whether they are members or not. Unions like that because it is a special privilege that gives them access to all of the workers and puts them in a position to collect dues from those workers. I suspect most of these Public Sector unions, if we prevail, are not going to want to give that up. You see that in the federal government where there are no forced fees, right to work states. Unions like representing everybody even if some dont have to pay. Host jackson, north carolina. Republican line. Jackson from winstonsalem. Ins go to elise springfield, virginia. Ask a i just want to question but i first want to make a comment. I am a registered nurse. I started out my career in california, worked under a union shop. Doing that helped protect the workload, and the environment, so that our patients got better care. As a nurse in virginia, i worked in fairfax, there was no union, no protection. Mr. Janus, you made the comment that you wanted to be able to approach your employer and negotiate your benefits, your work, salaried, on your own. May i tell you that is probably one of the most laughable situations to apply here . You as an individual going to your employer and saying i want to get paid extra, y, z, that is never going to happen. They will show you the door. If there have been a problem with your work environment, you have been on your own. Host mr. Janus. Guest under the Current Situation im under now as a nonunion number, i am on my own. If i have a problem at work, the union will not advocate for me. They will not support me. So i would have to advocate for myself and make my own case. Host one more call from david in dayton, ohio. Good morning. Mr. Janus, you work for the state. The state takes a part of your salary to pay into a pension fund. You have no choice in what the state invests in, so what are you going to do . Freeannot have so much speech, rights to choose. What do you do when you do not like what the state is investing in . Lets say they invest in a company that you dont like, what do you do . Guest whatever they do with my upsion money is up to them, that entity that manages the pension funds. It is similar to the idea that if i purchase in my ira, mutual fund, and they invested for me. They are the professionals. They would do the investing. So i dont necessarily have a choice. If i dont agree with it, i moved to a different fund. Host what are you looking for in todays proceedings . Guest what the different , the argumentsay that will be made. I think there is no way to predict, know exactly what the justices will act, how they will react. That, to me, will be the fascinating part. Host mr. Schubert, what are you looking for today . Guest we are hopeful that the court will want to restore workers Constitutional Rights in this respect angle state clearly when you take a government job, you dont have to check your First Amendment rights at the door. Host Jacob Huebert is with the Liberty Justice center. Childanus, illinois specialist. Thank you for joining us today. Since we didt, that to a question at the top of the show, here is what we would like you to comment on. Host cnn is reporting, one of those reporting about the Companies Across the United States agree not to go with the nra, backing away from Corporate Support of the nra. Some of the companies include several carrental companies, airlines, a dozen businesses listed in that story from cnn. Then if you go to the huffington the, they highlight some of companies that have been asked about their support of the an array and if they will pull it. Apple,n board, amazon, bass pro shops, fedex, hotel planner, the hyatt regency. Those are just some of the companies that will drop support of the nra, some sticking with them. We are interested in hearing from you, what you think about these boycotts, if you think they will be effective. In the nra itself putting out a statement about corporate partnerships. It reads in part, some corporations have decided to punish nra membership in a shameful display of political and civic cowardice. These brands will be replaced by others that recognized patriotism and determined commitment to constitutional freedoms are characteristics of a marketplace that they very much want to serve. Discount from either scared nor distract one single nra member from our mission to stand and defend the individual freedoms that have always made america the greatest nation in the world. If you go to the front page of the Atlanta Journalconstitution , the lead story talks about issues from the nra. Evending to the reporter, saying that deltas decision to sever ties cause outrage from the georgia representative. Several conservative groups and highprofile gop candidates for Higher Office called on republican legislators to ground the tax break after the airline said saturday it would end the discount for nra members. Delta putting out a tweet when it comes to this topic. Nraa is reaching out to the to let them know that we will be ending their contract for discounted rates through the group travel program. Rebuilding we will be requesting that the nra remove our information from their website. Those are some of the backandforth positions being taken when it comes to boycotting businesses because of ties to the nra. ,ing george virginia independent line. Jim, once you think about these boycotts . Caller as far as im concerned, i think this is just meddling politics with issue orientation in such a way that it is confusing the whole issue. The whole issue is nothing to do with nra or rifles or whatever. It has to do with School Safety and for confusing the issue i think it makes it much more difficult for either side. Host why are the natures of boycotts confusing the issue . Caller because it is not really the solution. Problemhat the nra is a is not the issue. To say that guns are the problem is not the issue. Host are you saying that boycotts are not the solution to this . Caller no, it is not a solution. In fact, it is a weak response. Host diana in illinois. Democrat line. Hi, thanks for taking my call. I disagree totally with that other guy. I agree with the companys boycotting nra. If we had a few less guns in the United States, especially those ones that kill multiple people, you know, the guns that are so dangerous, just getting rid of them. There is no need for them. Host do you think boycotts work overall . Caller in the long run, it definitely will. Host what makes you think that . People it is showing that we are not for the nra. We are not for guns. Guns. Y, women are not for stated theirally opinions on this. They dont agree with the guns as well. Want theses men that guns in our society. It is not right. Host United Airlines put out a tweet when it put out its decision regarding the nra. Notifying theis nra that it will no longer offer discounted rates to its annual meeting and asked that the nra remove our information from their website. One of the many businesses that have decided to pull out a partnership with the nra over last weeks gun shooting and topics overall. John on twitter says it allows us a greater insight as to which businesses want us to lose our freedom and Constitutional Rights. Are free tosinesses conduct themselves as they wish as long as they dont break any laws. Maureen in foxworth, mississippi. Democrat line. For taking my call. I just wanted to voice my opinion that these companies should be able to boycott these companies that advertise for guns. These guns do not belong in the hands of people. Host why do you think boycotts are the best way to go . Because it lets people know that these guns belong to the military, not to go out and shoot deer or rabbit. That is not right. It should not be in the hands of these peopleeople, that are not in the right state of mind. Host columbia, South Carolina. Independent line. Joe, good morning. Us all towould like take a broader view of the turmoil going on in our country. If the russians were meddling in the elections, if the russians have a plan to disrupt our democracy, is it not impossible to think that if you gain down this approach may have, that they could also be instilling and supporting in indirect ways people getting access to firearms, performing atrocious acts. Host as far as the boycotts themselves, what do you think about the approach . Caller i think we should take every measure possible to quickly reduce the amount of these war machines in our communities, if you want to protect not only the youngsters but the population at large. Host what do you think boycotts will accomplish . Caller boycotts have accomplished civil rights, helps to mobilize people, give them a way of more visibly expressing their feelings. Andotts are both corporate individuals marking marching, that is positive for our country. Host mel in new york, independent line. First National Bank of omaha continues with this boycott, i will cancel my credit card with first National Bank of omaha. Nra but a member of the i am proSecond Amendment. This looseness of people blaming an object really misses the point of what is going on when all levels of government failed that school, including the local Sheriffs Department. Host before you go, how long have you been a customer of first National Bank of omaha . Caller i would say 10 years. Of this issue specifically and their reaction to it, that is what is causing you to pull out . When do you make that decision as to when you will end business with them or not . Caller probably within a month or two if they do not reverse course. I will drop my business with them. Host have you called them about it, received any information regarding the boycott . Caller i called them right away on saturday. Their cover customer representative was very kind and took down my concern and said that he would relate to those above them. Host spell out exactly what you told him. Caller i am in total disagreement with this boycott. Pressy continue to forward with this, i will drop my service with them. Talking about boycotts with first National Bank of omaha. Herald issuingha their decision about the nra. Maybe you have experience with one of these companies. Maybe you are deciding to stick with them, not to stick with them. Let us know. Iowa is next. Randy, democrats line. Morning. Ood i have a comment on your last caller. I am also a customer of first National Bank of omaha, and i will keep my business there. That is not my topic. Continue with them come in light of their decision . Caller this is not the point i wanted to make. I will cover that. I am not a member of the nra anymore is because it 401ktypeoney raising organization. House wasmber, my broken into when i lived in omaha, i bought guns, joined the nra. But every time they turned around, they wanted more money for their political organization. I did not have the money to give them and i was not going to be a party to it. This has been clear from the late 1990s. My point is, freedom is living , that the ratio and disparity among the people is so intense, and there are so many , mentally ill people , that they do these violent acts upon citizens. To the topic of the boycott, how effective do you think it will be . I am ok supporting first National Bank, any company that i do business with, the nra has overstepped their bounds. Host randy in iowa. On twitter, first National Bank of omaha talking about their decision. Has say Customer Feedback caused us to review our relationship with the nra. As a result, first National Bank of omaha will not renew its contract with the National Rifle association to issue the nra visa card. Maybe one of the other businesses that have made a acision one were the other is company that you do business with regularly. Maybe talking about boycotts over all, when you think the end result will be. Massachusetts, republican line. Jim. Go ahead. Caller as far as the boycott goes, i do business with quite a few of the companies withdrawn support with the nra. Over the weekend, me and my wife were planning vacation time. Enterprise car is a company that we use quite a bit, actually. These Companies Want to divide the country even further. Nra members are people just like anyone else. To demonize this organization is ridiculous. I have been a competitive shooter for years, enjoy the sport. To continue to divide the country, thats fine, but we will not give them our business anymore. Host how much discount do you get . Caller it is not a huge discount. Maybe 10 or Something Like that. Quite a few companies have probably profited by getting their name out there and giving that support. Over all, you dont get that much support from these companies. You can get better discounts just by searching for discounts in their regular, whenever they are having a sale. But if they are going to treat us like secondclass citizens there are a heck of a lot of us out there. Dedicated to the Second Amendment. We are going to stick by our guns. Host if you go to the daily caller website, republican has anant Todd Bullinger oped, time for republicans to boycott enterprise rent a car. Commercial decisions are commercial decisions but this one reeks as pandering. Enterprises recently set up this program because of attracting the large and loyal membership base. It is no secret gun owners stick together and support those who support them. How does removing an incentive to millions of lawabiding gun owners help them out . If you go to the daily caller website, you can read it for yourself. Lets hear from lake charles, louisiana. Alex is next. Caller good morning. I am a little taken a back that one of the previous callers from South Carolina was able to squeeze in a russian meddling with his comment. I would hardly call this a boycott. As one of the previous callers said, this is more withdrawing of support. Not issuing an error rate card, discounts is all these businesses are saying, they would treat the nra like everyone else. The impacts of it will be so inconsequential the question perhaps does not even like the mayor to be asked. Need sayswitter, one i hope businesses cutting ties with the nra will be a harbinger of a landslide of members cutting ties. That is on twitter this morning, if you want to post at our site. Later on, we will talk about some of the capitol hill issues going on when it comes to gun related issues. Dave is in lakeland, florida. Republican line. Caller good morning. First of all, i thought it was kind of amusing, somebody from going to goicago out there and round up all their guns and they are just going to give it to them. My point about the boycott, i. Ont think it will matter delta is not the only airline that flies people to different places. , for your viewers that dont know, we found out the sheriff where the shooting four ofast week, he had his deputies hideout in the parking lot while the guy was still shooting. Are we going to start boycotting the Sheriffs Department . What is next . It is always the way the left wants to do things. Robert in missouri. Independent line on this topic of businesses cutting ties with the nra. Caller i would just like to say, king solomon says in proverbs, the love of money is the root of all evil. It was boycotting that stopped apartheid in south africa. It was boycotting that stopped segregation. [indiscernible] Everybody Knows these kids being killed is wrong. It somebody cannot make money off of it, they do not care. Way to her these companies is to boycott the nra. Host longterm, what effect do you think these cutting ties of companies, to a larger issue, what will be the effect . Caller if they cannot make money on people, they are making money on these childrens murder. As long as money can be made on slavery, they will be victims. Money beingou keep made with the nra, these kids and other people will continue to be murdered. Host that is robert in missouri. Cbs news reporting some Hollywood Ties to this issue when it comes to companies and the nra, the hot Actress Alyssa Milano saying social media pressure is building on amazon to cut his ties with the National Rifle association. The online retailer and its Ceo Jeff Bezos are being urged to stop the streaming of nra tv on its platforms. And the executive producer of law and order are among those taking to twitter nraamazon. Stop some of the tweets from alyssa milano. Today is the day we are asking amazon to stop streaming the violent rhetoric of nra tv. The producer saying this is wrong. If you shop at amazon, let them and their head know that it is past time they stop streaming nra tv. Steve, pasadena, maryland. Democrats line. Caller i would like to say i think it is pure insanity that we are going after the nra for the act of a single individual. We recently had people here in america who have taken automobiles and driven them into crowds. I dont see anybody going after the department of motor vehicles. I think it is more of a corporate interest to take away peoples guns. Another way of government interference. Host to the businesses themselves, what do you think about these calls to stop business with companies that supported the nra . People i wish more were supportive of that. I dont think it is a corporate agenda here other than a personal agenda, and a monetary gain of some sort. To support anybody who is trying to debunk our Second Amendment. Host do you think it will have any impact either way on the longterm . Not, and surely hope if not, i hope its a positive impact for the sake of the american people. How can you hold an organization accountable for an action of a single individual . I dont understand how people are leaving behind this. Host mark stone on twitter as this. If you want to contribute at twitter, journal cspan. Org. He adds, what happens when the millions of nra members boycott some of these companies . Some of the discussions and comments this morning. You have heard them on the phone, twitter. You can make your thoughts known for the next 25 minutes or so. Colorado, independent line. Alex, good morning. Caller good morning. Absolutely. Boycotting definitely works. Look at south africa, South Carolina, bathroom segregation, the nba boycotted events. Definitely, boycotts work. Know, they are not counting their blessings to try to correct themselves, to get rid of these ar15s. If there is an aspirin medication, people get sick from that, they stop selling it. Host to these boycotts of companies, have you reconsidered how you do business with these companies because of what happened . Caller absolutely. Boycotting works. If i get sick and tired of people getting killed for no definitely, i keep that in mind if i want to buy anything, when i have so many options to buy from different companies. Host from the list of companies, who is at the top of your list that you would consider . Caller right now, i dont have butparticular preference what im saying is in a capitalist system, there are so many options to have. Powerful, is a very democratic way of deciding how you want to spend your money. Host so some of the business we have listed, some deciding to end their partnership, some keeping. You can let your thoughts be known. Michigan, independent line. Jeff, hello. You are next. Caller good morning and god bless. I just want to say, over the tokend, i had two flights book, dealt i got none of my business, none of the rental cars that piled on got any of my business. My wife and i both joined the nra over the weekend. What is interesting is, after sandy hook, president oh blah b lah gave a speech where he would put together a blueribbon council led by joe biden who, once congress came back from the winter recess, would address the issue. The problem is, they could have addressed the issue that very morning. , every county has a Sheriffs Department. Every Share Department has deputies. It is time we start protecting the children instead of using it as a political football. Host when it comes to your recent membership jeff is gone. David, republican line. Bridgeport, bridgeport, west virginia. I joined the nra over 35 years ago as a life member. Discounts were never part of why i joined the nra. I think most nra members joined for protection of our Second Amendment rights. I call on nra members to boycott these companies that think they can influence us like this. Think you are going to reconsider using some of these companies that have decided to pull away from the nra . Caller yes. Host lakeland, florida. Walter is next. Caller good morning. How are you today . Host i am well, thank you. How about yourself . Caller great. All of this effort being put forth to ban guns, i dont hear about anyone crying on alcohol. People go into bars, they get drunk, they go out and kill people. We have had several hit and runs that have killed as many as six people in the last three months, and they run off, and i dont hear people saying im going to boycott the liquor industry. Yet a gun, which tragically kills people topic is businesses pulling away from the nra. What do you think of that . Caller i will boycott every one of them. I have been a member of amazon since they first formed. Do you think there will be a large impact of people like yourself doing that . Caller yes i do. I have five friends, when the word came out, we all would drop our membership instantly. Host some of the voices you have heard when it comes to this topic of businesses pulling away from the nra. The topic of larger issues concerning guns on the sunday shows, legislators talking yesterday. One of those highlighted in pennsylvania, highlights their senator pat toomey talking about gun background checks and age limits over the weekend. Democratic governors pointing to the democratic governor of why the party must focus on their parties races. In the wake of the shooting, senator toomey says he has been working the phones once again on his proposal to expand background checks. That proposal fell short in the senate in 2014 and 2015. On the shows yesterday talking about his legislation looking at background checks, related issues. The problem is we have a lot of gun sales in America Today for which there is no background check whatsoever. This is one of the things that senator manchin and i are trying to address. Lets require at least a background check for all commercial sales. That is what our legislation attempts to do by requiring background checks or sales at gun shows, over the internet. Our legislation would also encourage states to provide information to the background check system, so the information would be there. We also created a commission to study these massacres of mass violence. I think it is overdue and i hope we can succeed with another run at it. Host some of the legislative perspective on the issue. To the topic of businesses cutting ties with the nra. Illinois, democrat line. I think the businesses, that is their way of doing their part to try to combat this group. I am under the impression that there are 5 million nra members and there are 330 Million People , and theyted states can hold this issue up for how years, because the people that represent the gun manufacturers want to keep selling guns to people, but they can keep the rest of the country , when what i see on the news, most of the country is all about changing some of these basic laws. These 5 Million People, they can hold the rest of the country hostage . Host you dont think those 5 million will cause any backlash against these companies that will pull back from the nra . Caller what the businesses are doing is a good idea but it has a second problem that needs to be attached to it. These kids in florida are getting it started by saying, if rating froma, b, c the nra, and you depend on them to get you elected next time, you are voted out. When they are voted out, they will not have the power that they have against our government right now. Host we will leave it there. Jim, silver spring, maryland. Democrat line. Caller thanks, pedro. Longtime listener. Longtime viewer of cspan, thank you, cspan. The question you are asking callers has not been answered directly. The nra is supposed to be a safety organization. These companies are simply using common sense. In my view, the leadership of the nra has lost its mind in promoting guns that are dangerous. Obviously, a weapon is dangerous by definition. But gun safety is what the nra should be promoting. Instead, it is out there promoting the making of money and that new fracturing of these weapons, and the country is simply that up. These companies are realizing, yes it will hurt them, it will lose some business from entering members who forget in their support of Second Amendment that it is safety that matters more than anything. Praise those kids. It should have happened after new town. Host i apologize. I really do apologize for that. Dennis in indiana. Republican line. Caller i just want to tell people this is not the nra. This is the Drug Companies and the schools that force these kids under the psychotropic drugs decades ago. Host ok. Discussion isur those businesses cutting ties with the nra. We showed you a list of some of those businesses you heard about over the weekend. We showed you some tweets as well. Getting your thoughts on what you think about it. This is the mercury news front page out of california. Democrats in california meeting, in part to talk about endorsements, and what it does for senator Dianne Feinstein. In a surprising show of discontent with one of californias most enduring political leaders, state Democratic Leaders decided to make an endorsement declined to make an endorsement this year in the senate race sunday, snubbing Dianne Feinstein in a bid for a fifth term. Her main challenger won the support of 54 of the delegates at the weekend convention, short of the 60 needed to secure the partys endorsement. Feinstein only receive 37 of the book. The rebuke of feinstein by Party Delegates comes even though the 25your incumbent has led pulled by wide margins and received the backing of political luminaries like Kamala Harris and House Minority leader nancy pelosi. That is in the mercury news this morning. Cheryl in florida. Democrats line, next. Morning, pedro. Thank you for having me on. I am a mother and a grandmother. Mothers protect their children. I am for an allout boycott. I think you have to hit them where they need to be hit, in their financial belt. I think a corporation should not be allowed to manufacture weapons that come out here and kill us in the streets of america. Why do you think a boycott is effective, do you think it will be affected in this case . Caller there are 50 solutions. Be 100 ideas. If we join together, everybody puts their ideas in there, we will get something done. Nra member should not be holding all of america hostage just so they can make a profit in killing us. Where is the utter reliability in all of this . If you drive a car and hurt somebody, you have Liability Insurance. How come these early members dont have Liability Insurance for what they are doing to us . Host lets go to the independent line. Not a member of the nra, but as a libertarian, i do have some concerns. The nra is a charitable organization, unlike others. Yes, they promote guns and that type of stuff. But in todays connected world, internet, that type of stuff, there is a big difference between a company and individual voicing their opinion. Initiating some kind of mob rule scenario where everybody basically is kowtowing to that mob rule, and is easily done and nobody has a chance to think independent in any way, and that goes to either extreme, you know what im saying . There has to be some sensible restraints. The real root of the problem cannot be a physical object. It is not the gun. What is going on is a product of the nature of humanity in our society. Think abouto you these decisions by businesses to pull back their support . Caller they have a right, dont get me wrong. And i think their intent is genuine. But i think they are off point. Itself. Is made the gun and again, what is going on is not an object that cannot fire itself. Host the topic of the Washington Post this morning when it comes to membership talking about Gun Legislation, gun issues, particularly as Congress Comes back into session this week. , howry about leadership they are reacting. It says neither paul ryan nor Mitch Mcconnell have publicly acknowledge the possibility of new legislation when it comes to guns. The handsoff approach reflects divisions within the gop between lawmakers representing politically moderate suburban areas where there is wide support for new gun laws and those representing rural, solidly republican states and districts were any attempt to restrict firearms could be seen as creeping attacks on the rights of lawabiding gun owners. One of the people on the show ofterday, tom massey kentucky, talking about this idea of background checks floated by the president and others, expanding those. He makes the argument that background checks are not the way to go. [video clip] the shooter in connecticut who stole his mothers firearms and committed a crime is not going to be stopped by a background check. Neither were the two perpetrators in columbine who got other people to buy the guns for them. One of those straw purchasers went to prison for that because, talk about the handgun 20 18, the guy that went to prison was 22. He sold a handgun to one of the perpetrators who was 17. Criminals are going to get a hold of guns. What we have got to look at is what is the solution . You can put more guards at schools. If you have one guard, it is probably a waste of money. You are just endangering that guard unless you have two guards. Anyone insecurity knows that. What you need is some of the teachers who are armed. 98 of mescaline shootings happen in a gun free zone. We have labeled all of our schools as gun free zones. Andave to take those labels put our kids in a 2 category of being safe, instead of being in a 98 vulnerable category. Host one of the other stories this morning talks about the president and possible testimony he made or may not give on issues of russia. Areident trumps lawyers considering ways for him to testify before the special counselor robert mueller, providing the questions are limited in scope and dont test his regulation in ways recollection in ways that could intellectually trap himself. The team is weighing up providing written answers to the questions and having the president give limited face to face testimony. Everything is on the table. Mr. Mueller is investigating whether the mr. Trumps campaign colluded with russia in the runup to the election and whether he fired jim comey, who launched a probe. Russia says it did not meddle in the campaign. That is in the wall street journal this morning. North carolina. Ronald, republican line. Caller good morning. How are you . I have been listening to some of these comments about these companies and im totally against them doing it. I am not an nra member and i ensure there are people out there that are not nra members who think this is totally ridiculous for them to do this. Guns in my house for protection purposes only. I wonder how some of the people would feel if they were in a situation where there was a shooter and they were in a room trapped. When they feel better if they had somebody with a gun to get the protection of their own . That is all i have to say. Host the Washington Times looks at some of the other reactions to this pulling away of business by companies toward the nra. Former arkansas Mike Huckabee called the corporations cap relate. James woods said that he would rethink his patronage of enterprise rent a car. Thespokesperson for conservative watchdog accusing the companies of caving to the left Misinformation Campaign rather than coming up with actual solutions. 5 million and remembers and second vote followers will not be looking for better alternatives when it comes to the next car rental, according to that spokesperson. Dee in portland, oregon to democrats line. Caller thanks for cspan. I believe that if these corporations had come together and done the right thing, which i am proud of them now, and boycotted the nra, at least our problems would not be may be as bad as they are today. Of what has been going on has not been sadid. We need to look at why do people want to cling to these guns so hard. A show where opera had a group together and there was one gentleman in particular that caught my attention. He was really, his attitude was really bad, almost demonic. He was saying that he was against anything that contended the nra. A poor farmer, he owns 1000 acres. He has come through the system with privilege, he is used to mistreating people, getting past the laws that regulate use of land in the country. So, yeah, they want their guns. Look at all the hurt and harm they have caused. Host bronx, new york. Independent line. Lewis, hello. Caller people are missing the point. Iss nra cutting ties thing directly associated with economic principles, Building Confidence with the supplier of certain products. What they are really doing is raising awareness, but at the same time, what they are trying to do is get in the spotlight with customers. People are moved by emotional arguments. In the aftermath of a tragic shooting like the one now and you have all these kids dying, people are going to go with the people that are against the nra which reasonably precludes certain strategies to stop guns from coming in to the axis of people. What they are really doing is trying to get more people into buy their products by showing they are against the nra. Lewis in new york. If you want to find out more, go to our website. Season two kicks off tonight with consideration of the color versus maryland. 9 00 this evening. Both on our main channel cspan, and on cspan3. And again, we pointed to the website to find out more about the cases that will be considered over the next couple of weeks. David in mississippi. Republican line. Caller good morning. I am going to answer your question. Nobody seems to answer it correctly this morning. There are two part to the question. As far as the boycott working, for a boycott to work, the people you are boycotting have to be directly dependent upon you for it to work. The nra is not dependent on these people. They dont need them to stay in business. What is going to happen this is the real world. Every dollar that these people take away from the nra, their members are going to double that and send to them. They are going to make money. They are going to increase over this boycott. If you dont believe that, you wait and see. Have a good morning. Host north carolina, high point. Lynn, go ahead. I hear trump talking about democrats want to get rid of the second amended. That is an outright lie. Guns, and they are hunters, we are the real americans. I want to clear that up. Trump supporters, republicans down here dont believe what that buffoon says. The topic that we are engaging in, businesses pulling away from the nra, what do you think . Think anything should be done to get rid of the weapons of war. We dont need them over here. We have handguns for protections, rifles for hunting. Why do we need weapons of war . Kim, independent line in ohio. Caller thank you for taking my call. Regarding these Companies Taking their business away from the nra, my first thing is, looking at all the gun owners, how many of the legal gun owners are actually committing the crimes anyways . It is very few. To have this argument that you are taking the guns away, making more restrictions, going to stop the crimes, i have a hard time seeing the justification in that. As far as businesses wanting to withhold their support for the nra, what about the alcohol problems that we have . Alcohol kills so many more people than we have with these terrible tragedies where somebody not right in their head makes these terrible decisions because they have no respect for life. You cannot blame the weapon that they choose to use. It is the individual that is committing the crime. When you look at the mental state of these individuals, that is where the problem lies. Host okay. Thats kim in ohio. Last call on this topic. Change gears, in part really, our next guest will talk congressional leadership and how members will deal with guns and dreamers and other topics with heather aygle of politico, who covers congress, shell join us for that discussion next. Tonight on cspans landmark cases, well look at the court case, mcculloch v. That is really interesting. Borderless. What weve seen is and the thing think we need to focus on right now, it turns out that this medium we thought would voice to the voiceless and in many cases did, and power to he powerless, can also be used by dictators, by terrorists, by money to ical undermine democracy and we have got to address the problem. Of the net state Conference Held in washington, d. C. , discuss the impact of democracy and voting, watch communicators tonight 8 00 eastern on cspan2. Washington journal continues. Heather caygle joining us from politico, she covered congress. Eather caygle, the topic of guns, where is congress especially in light of last weeks shooting as far as what to do or can do . Guest thats a great question. Awmakers have been gone for 10 days on a recess, Republican Leaders in the house and senate answer questions about where congress is. In the meantime, weve seen ratched up ump pressure. Lawmakers will file into the today there is a lot of different proposals floating out there, some supported by trump, by moderate d republicans, but most of the proposals face severe resistance from the conservative wing in the house and senate. If s kind of unclear, if, anything, congress will do. Weve seen this before in the a t, a lot of reaction after mass shooting and congress doesnt do anything and it kind one es away until the next happens. This is a little different in the sense trump has said, we and has putomething out a couple of ideas. F he keeps beating a drum, could see pressure on ryan and mcconnell in the senate to do one is sure what. Host one idea background expanding background checks, what is general coalescence as far as congress that, particularly republican . Guest we have a bill from john murphy, d chris wouldnt expand the background check system, but strengthen it and state deral agency would be penalized if they dont report criminal that ives people commit could keep them from getting a gun. Texas, what we saw in the record for the shooter were not up to date, they said he it d have been stopped if had been. There is a lot of support in the senate for that kind prove posal democrats, they say it doesnt go far enough, but it does something. House, passed house in december, coupled with bill that concealed carry permit holders to carry guns across state lines, a nonstarter in the senate. Republican leadership in the house said they wouldnt measures, to two pass a background deal, do concealcarry, as well. Right t a stand still now, the senate says we cant pass concealcarry and the house to. S we have that is where weer that. Host the lines, 2027488001 for republicans. 2027488000 and independents, 2027488002. Lso, twitter available to you at cspanwj. Cpa c, last week the house chair mark meadow talked about what the president gave his t about guns take afterward, here is a bit of that special well get your it. Tion to i can tell you, when you tart to fundamentally look at removing our constitutional protected liberty, that is not a point. Arting think about it, a whole lot of people notified the health and in that vices group particular area that this ndividual allegedly had real trouble, that was a government agency. They notified the f. B. I. There some problems, that was a government agency. We had a School Resource officer that didnt e engage, that was a government agency. We have three government agencys still have unbelievable tragedy, so to suggest that more is notent is the answer, a good starting point. Host Heather Caygle, paint into about his reaction, house froik caucus reaction on this g anything done on issue. Guest right. Im not sure at that panel or right after, congressman meadows said any kind of bill to expand background system would fall lat in the house, which shows you where the House Freedom aucus, and more expansive conservative wing of House Republicans is on this right now. For, ctor to watch out President Trump has a lot of influence over them, obviously, he decides he if really wants to do this and does need wn and say, guys we to do this, i will give you political cover to do this, maybe we could see opinions in a way we havent before, but i think he would really have to put up some on that. Capital heather when it comess to the businesses pulling away, do you have a sense the some clout on capitol hill because of what happened last couple week . Guest good question. Seen corporate pressure put on them, something we havent seen before. Nra, a ng with misconception, they funnel a lot members into the campai campaigns and that is they give money, that is not, you really they have ability to mobilize voters in a way can districts, in that republicans worry, specially in rural districts fthey against the nra, they could face a primary challenger their e, that is where power is, mobilize progun voters to get out and vote. Host politicos Heather Caygle joining us on issues of gun and other topics of congress. Caroline from virginia, you are first with the guest. Democrats line. Go ahead. Yeah, i would love to see for students, that there be an emergency appotheir ipads, so anything comes that they can see it right away. Understanding, ive done work with 20 years, that irst that information goes to their parents, students deserve to have that on their ipad, tablet, laptop. The other piece of that, you chatting ard them that, you know, many students thought this would be the kid doing Something Like this. And right now tis most schools, hat is my understanding, behavioral incidence reports are 100 d out by teachers and feel students deserve, they think there is a joke, someone gun, king a comment about a students deserve to have a form and that form can now, if orebody is sitting on a form something, be sent to a much wider group right away. Host caller, thank you. Heather caygle, to the larger idea of students at schools, has been discussion about Arming Teachers or hardening security, do any of those see light of day legislatively or interest do something about it . Guest i think Arming Teachers controversial, even among republicans. Rump has obviously endorsed that idea and some republicans have. Democrats have said, this is a distraction from the larger issue. If that has congressbility to pass given how controversial it is. Speaker ryan was on wisconsin weekend and he addressed the parkland shoot we ing a way where he said, need to look at failure of Law Enforcement and how we can programs, tal health how we can make schools safer there, has been ideas from the out, house that have come including like voluntary resource officers and things officers, not necessarily Arming Teachers, but more security around schools and like that. Those are measures less controversial we could maybe, if pressure to act, we could see them do something on that. Wilson, independent line. Please go ahead. Off,r please dont cut me last two times you cut me off like 10 seconds. Im not, make sense, if just tell me. Host tim, youre on now, go ahead, please. All, the kay, first of number one thing is arming ridiculous. D you have officers out there that wouldnt even go and engage the teachers to expect do it with a handgun . The other thing is the red should haveed flags been, this 18 year old kid that and bought 10 guns and t is not in the register that the number of guns this guy owned, that should be right here, you have people owning 100 guns and stuff like that. They are not monitoring these not seeing what weapons they are buying. 3 of the people in the united guns. Own half the these people are stockpiling weapons, yall are not these peep g what dole with these weapons. A lot of weapons are owned by nation, kkk, and other hate groups. Host thanks, tim. Red flags ooking for or improving systems to make sure they are highlighted that . , any effort on guest yeah, i think we could see a push from republicans, it to act es pressure off on guns specifically. You know, the interesting and point, one great several republicans brought up over the weekend, there was a the School Resource officer, who video footage shows while the go in even shots were fwing on. There were two dozen calls to local Sheriffs Office about the alleged shooter over the past couple years, including a where the tipster said, we think this guy could be a school shooter. Will see mething you Republican Leadership latch on o and say this is where the failure is and where we need to focus resources so this doesnt again. Host 2027488001 for republicans. Democrats, 2027488000. 2027488002. Well continue on the discussion some other topics, though, Heather Caygle, how significant democrats did a not give full vote of Dianne Feinstein . Guest pretty big deal. A s been senior senator for long time, she is facing what activists say formidable primary challenger this year. Hey say she should have retired, things like that. I think her campaign didnt to get the endorsement because progressives have so much power in the california party. Is, the optics dont look great. Kevin w, her opponent, deleon, put out a statement shows tely saying this there is my campaign and painted it as victory, even not get an oo, did endorsement, neither eached the 60 . Message . At is the not strong endorsement for either candidate . Uest well, i think the message, Dianne Feinstein is democrat and her challenger is more progressive. To her from the party in the state, you may not be as democrat in the party for much longer. Seen s a battle weve happen since 2016 with Bernie Sanders and Hillary Clinton and eeps playing out, not just in the feinstein race, but other primary challenges were seeing the house. Basically a battle for the partys identity, will it be a including ty, moderates and some members in the house that, you know, are against abortion . Or, will be move much more to the left as we keep Going Forward . Profiled representative dan lapinski as a struggle. Aught in the for those who havent read the story, what did you write about . Congressman represents southwest side of chicago. D plus 5 or 6, progressive challenger this time around. The district for 14 years, his dad represent today his e him, this is strongest challenger ever. Bigname progressive groups have the involved in the campaign supporting his challenger. Supporters ue now is of lapinski in congress, democrats, generally wanted Democratic Campaign arm to publicly endorse him and it has so. Sed to do this is a kind of controversy behind the scenes about that. Ost because why not endorse him, why not give him backing . Guest great question. Dont have the answer to right now. The operating theory among on the hill who support lapinski, a lot of specificallyroups, pr probe, excuse me, the probortion Rights Groups arm not to he endorse lapinski, hes long been gainst abortion, for that reason, the groups have wanted to get rid of him in the istrict, they havent had a real challenger or opportunity and now they think they do. Campaign democratic arm hasnt said why it wont endorse him or not. T did put out a statement saying he has resources and could win, nothing saying they back him. Question. G the question for centrist house, if you he wont support your incumbents, what kind of message are you sending to those who may not with a party line, will you not support us in the future, oo, if we have a challenger on our end . Heather itico. Com, caygle writing that story, joining us to talk about issues from congress this week. Line, innesota, republican cindy, you are next for our guest. Good morning. Morning. Good it is nice to get on. Its been a long time. I would love to send a message president , if hes listening. I wouldnt mind talking to him, ideas and cant seem to get to him direct. Godless e, we have got school necessary our society and godless society. Were wondering why all these are happening. The little house on the prairie day schools were great idea. Everybody knew each other, chools were small, kids learned. Lets not forget a few days ago, seems like kids were not cutting get out and get jobs. The fore fathers did not have constitution he that we have to have public school. So i think the government needs out of and i think the fore fathers knew this, get out that duty is outh reserved for the parents alone by god. Host okay. Cindy from st. Joseph. Thanks. Graham will be directly involved in issues of congress this week, tell us what happens. Billy graham is going to lie in honor in the capitol rotunda. Couple effects. It shortens the house work week. The house will come in after recess, come in, vote at 6 30, vote tomorrow and theyre done. Wednesday ot be here and thursday, which mean pos tential action we could have seen on Gun Legislation or sure to like that is not happen this week. Other thing is we will see some honoring the ny late billy graham, speaker oconnell excuse me, speaker and majority leader Mitch Mcconnell will take part in that. Citizene fourth private to have this honor. There is another designation lie anding state for president s elected officials, but billy graham is the fourth private citizen. Body will be in the rotunda wednesday and thursday. Friday and is President Trump is expected to attend that. Host jerry in new york, line. Rats good morning. Caller yes, hi, i would like to nra has omment that the some good points protecting the Second Amendment, but when you Second Amendment was given back in revolutionary muskets, now we have weapons of war, which wipe people, dozens of people and children. Its gotten out of hand and i be looked athas to again and the nra just defends verything, i think they would even defend people having guns and bazookas if it came down to it and make money off. It ost Heather Caygle, we had this situation revisited when was shot, guns and revisited w legislators themselves were shot. Will this change anything as far as the latest School Shooting longlasting of change . Guest that is a great question, one that a lot of lawmakers are being asked and asking themselves. I saw chris murphy, who is obviously from connecticut, on t. V. This weekend. He said, i think there is a shift right now, after parkland, i dont know if it is big enough shift to make anything happen. I think that reflects the views a lot of lawmakers, even republicans, who may want to see guns, but of action on havent publicly voiced it. It would take a wave of support happen. T to there have been several proposals that President Trump over d that republicans the past 10 days or so have said, yeah, we could get onboard with that. Again, there is significant conservative faction, the house, they over the past 10 have a stronghold there, it gun changesd to get through the house. Host have we heard anything whip whoe scalise, the was shot at the Congressional Ball practice . An interview over the weekend. He has said we dont need to ighten gun laws, even after he was shot. I think some democrats wondered f his views would change after that and they really havent. He is a republican that says, we eed to look at how Law Enforcement failed around the high school, focus on Mental Health. Drastic calling for a change or anything like that. Host one of the people calling republican florida brian mass, talked about the ar15 and what should be done about that, we will give you what he said and get your thoughts on it. Weve seen a lot of shootings. Weve seen what happened in parkland, what happened in las orlando at happened in and for me personally tpains me o know i went out willing to defend my country, willing to give everything with almost the exact same weapon thats used to go out and unfortunately kill children here in parkland. There is a very real opportunity for response and here for action and that brought of heart in ge talking about this. I just cant stand to see that personally. For those two items you are supporting, it doesnt appear or your congressional leadership is behind you on that. Do you have a sense any other members will join you in this call . Can ts look at one way we bring people into this conversation, not just my fellow rank and file members, in the an leadership house and senate, but also the president. You know, what i love about my man ofnt is that he is a action. I can tell you as veterans and soldiers when we see a chance to save life, we dont hesitate, we dont have a conversation, we go out and do it. The travel ban has been all about, it has been about saving live necessary our community and country. Lets take that exact same model and apply it right now to this situation. But you host Heather Caygle, temporary pan on ar15s is what hes calling for. With, not only what you expect from him, how are members of the house, particularly republicans, look at him particularly . Guest so, you know, i think he of support e a lot from republicans on this ban, whether temporary or not on tis ult weapons controversial on the hill. You will see democrats come out so upport of it, 100 or House Democrats are going to put out a bill on this this week, actually. Thing, you have seen some republicans who we havent seen before, be active gun control, including the president call for raising age of t to buy these kind rifles from 18 to 21. He was joined by jeff flake, who conservativebut is and pat roberts of kansas, we havent seen express that kind of view before. Raising the age limit is controversial and yesterday Pat Toomey Office t. V. And said he was skeptical about age limit. Republicans are kind of all over the map on this, but i if any we of action on d that, it would be not a ban, but the age at sing which you could buy the rifle. Subject of a the bill this week or some type of call or heard, from what ive expected to introduce a bill that would call for a ban on assault weapons, but again, it not expected to go anywhere. I think just democrats are frustrated by being minority and not being able to force the action and want to show they are trying to do something. Laural, maryland, republican line, mike, hello. Caller hello, how you doing . Host youre on, go ahead. Caller yeah, i think were missing the mark with this here. Ion i dont believe that teachers handguns and en asked to protect students in the class. A mental really is, is health issue, even if you look at the opioid crisis, it is all health. Funding shouldnt go towards teachers, it shouldnt go towards adding more security to schools, metal detectors and searches. T what point are we giving up our right necessary one area to gain them in another . He nra is saying, yeah, you cant restrict american Second Amendment right, the right to arms, but look if we dont o that, we are infringing the rights of innocent children, unreasonable searches f. We give money to Mental Health, give each kid a caseworker, let the aseworkers talk to ental Health Resources outside of the schools, have them work directly with the families, they communicate to each other, we issues and these also, we would have of the less unemployment, they would they te for the children, would get scholarships and things to go to college because make sure nstantly that they are going along the path. Host got you. Mrs. Heather caygle. Long called for when these types of horrible tragedies happen, we have seen this time. You know, there is a lot of resistance from democrats on the want to they dont increase funding to address Mental Health, only solves half you have young shooters who can get access to uns and things like that, even if they dont, not all of them health gnosable mental issue and able to get ahold of guns. It is an issue that even for mental unding health has controversy tied on things. L as do most host Heather Caygle, president gave until march 5 to come up daca and dreamers, where are we legislatively on that . Far. we are not very right before we left, we saw senate try to pass some kind of mmigration measure to address daca and Border Security funding and they could not get enough support any one proposal. Aides i , from the talked to in the house and senate, most looking toward the 23rd, to line, march fund the government f. Congress does anything to address daca this year, it will ride on that bill, because it is such a big funding package, they can attach it and house and senate will pass it. Thing they are looking at is some kind of patch. O maybe they would extend the daca program for three year necessary exchange for three years of border wall funding. Host senator naks bill . Guest exactly. Members of the house are talking there is another component to this, both sides are waiting to see if the takes up the daca issue. A lower court ruled basically President Trumps effort to rescind daca and said that the government has to accepting applications in the meantime and doj appealed to the Supreme Court and asked expedited ruling. The Supreme Court justices have discussed this privately in conference, but havent released any kind of decision and not just like were going to with lower court or not agree, but rule on it at all. Sides are still trying to wait to see if the court will do anything and hope o have clarity on that before the march 23rd funding deadline. Host on the house side, push to good bill and vote on it, for those not following closely broad parameters of that and the status . Guest the good lott bill is republican l, a bill, it does address, i dont it, all the parameters of but it is pressure have want today on the floor. Leadership have said they dont think it has votes, but did make a deal to during support for it some of the last funding negotiations in january. So now there is a question of the floor or o not, and i think well have larity on that this week, lawmakers left for recess a couple weeks ago, we werent sure if it would come to the not, were waiting to see on that. Ost kathleen, spring hill, flea flea, independent line. Caller yes, good morning. Well, previous caller had what i wanted to bring up that i hadnt heard before nra and trump e to ng to say they are going take away the Second Amendment when the Second Amendment was have assault dnt rifles. Now its not just the schools, churches, think the the concerts, could be baseball assault rifles that are doing the damage. Family so bad for the where the girl was shot nine times. One bullet, she might have survived, but nine bullets . Come on. Give me a break. Violence, omoting that is all he does. The kid that did this at the chool in florida, had on a Trump Campaign hat. That is all i want to say. Robert, the last call for this segment. Line. Ndent caller yes. Irst off, id like to say that Founding Fathers more than likely did know about these rapidfire guns because if you ook up the buckle gun that was patented about 10 to 15 years the revolution ever took gunfree also, the zones are not working, colleges and universities are not gunfree zones. You hardly see them shot up. When you are allowed to have a locked up in your car on a college and a university is one issue the president is taking up or talked about, the idea of gunfree be done what should about them. Guest yes, he says gunfree zones encourage shooters to come schools more because there is not Armed Security there, to which some of his critics pushed back and said, the Parkland School did have an Armed Security guard and even that stop this. Gh to so, that is just another issue hat both sides have their own opinion and seem pretty dug in on this case. Ost the House Democratic intelligence committee, democrats released their version f events when it comes to the memo. Ultimately what came out of that nd what does it do for the larger issue of this continuing investigation into russia . Memo was basically rebuttal of the g. O. P. Memo we saw a couple weeks ago. Did id, no, the government not use unethical or possibly llegal procedure to spy on carter mpaign aide, page. Little to move the ball forward, except show how partisan the committee and its investigation become. Its investigation into russian collusion has basically broken down at this point. One member who i heard on the radio this morning who aid they havent interviewed anyone in more than a month. The time, the clock is ticking, ere coming to november, intelligence officials have been on the hill in recent weeks saying russia will try to intervene again. Need to do something. And there has been little action things have gotten so partisan. Things have broken down and i hink both sides are waiting to see if they can come back together. Host Heather Caygle, politico, overs congress for the website and the organization politico. Com, if you want to see the website and her work, for er caygle, thank you your time. Guest thank you. But pedro, what i called about, about coal mining in Eastern Kentucky and id appreciate it if you could give s a good word for coal and we love about coal mining in wash host what particularly do you think our viewers need to know situation . Oal caller okay. Your viewers need to know about the coal situation, when barack become president , the coal industry was doing great, we was homes, buy new cars, razrs and everything. Coal down and its gotten so bad people having to lexington and other places to work. Losing homes and everything. Really dont think it is coal causing global warming. Caller good morning, pedro. Thanks for having me on. I have am i on . Host youre there. Go ahead. Caller thank you. I have a couple questions, both each other. The first question is, i understand that congress has a law to impose sanctions n russia once again and that even President Trump has signed this. Now i havent heard any more but i assume that has taken place. Years s thought, im 72 old, i always thought when you pass a law in this country, and signs it, a bill, and the president signs it, it law . Mes a if it becomes a law and nobody measure that law, what dos we take as a people to see out . Those laws are carried host ill show you this story year.
