Sanctions, expected to be announced this morning. [applause] to get started, this microphone is very tall. I wonder why. Crowd wehe largest have ever had at this event. [applause] [cheering] i know we are trying to build a wall, but we busted through one to open up the room. If you look behind you, all the way to the back of the hotel, wave that everyone. We love you everyone in the back, too. This is cpac history. I wonder what it is happening . I promise i am a much nicer guy than comes across on interviews. Sometimes i get my irish up a little bit. Also, thank you. I apologize that i am appear solo because my feisty and beautiful wife, who i am so proud of, she has decided to become a multitasker. We are raising five girls, two of whom are cpac volunteers this year. [applause] and, guess, she is the more Famous Television star defending our conservative values every day. Now, she is a valued member of the white house team. [applause] i am proud of you, sweetheart. I know you are somewhere here, proud of you so much. By the way, it is not fake news that the president is back at cpac. [cheering] [applause] and for the first time in our history, our long, 50 year history, the president of the United States and the Vice President have come back in successive years. [applause] why . To pay respects to the heart and soul of the republican party, all of you. [applause] and for the next 1. 5 days and the previous day, you have heard and will hear from important members of the president s team, including Top White House officials, cabinet secretaries, like this morning, with secretary perry, and we all know this. Mr. President , when we see the attacks from the news media, which even liberal studies show are 90 negative, when we see those attacks and orchestrated rallies against your agenda and all the hate of hashtag resistance, it gets as fired up. [applause] [cheering] but we should also be calm because it reminds me of the advice i got from a boy from my brooklyn born mom, who is here today hi, mom. [applause] attacks comehe against you when you are making a real difference. Mr. President , they are attacking you because you are making us great again. [applause] [cheering] and so, on the half of the thousands of students here, [cheering] and on behalf of the thousands of activists who are here [cheering] it is my historic privilege to give you the president of the United States donald j. Trump. And i am proud to be an american where at least i know im free and i want forget the men who died who gave that write to me and that proudly stand up next to you and defend her until today because there aint no doubt i love this land god bless the usa [applause] [chanting usa ] thank you very much, thank you, everybody. Thank you. Thank you very much. Matt, that thank you, for that great introduction in this the crowd. This is incredible. Really incredible. We have come a long way together. I am through to be back at cpac with so many of my wonderful friends and amazing supporters, and proud conservatives. [cheering] pres. Trump remember when i first started running because i was not a politician, and people said, are you sure he is a conservative . I think we have proved i am a conservative. [applause] pres. Trump for more than four decades, this event has served as a forum for our nations top leaders, activists, anchors, and year after year, leaders have stood to discuss what we can do together to protect our heritage to promote a culture and defend our freedom. Cpac has always been about big ideas and it is also about putting those ideas into action, and cpac really has put a lot of ideas into action. We will talk about some of them this morning. For the last year, with the help of you, we put more conservative ideas into use them perhaps ever before in american history. [applause] pres. Trump right . By the way, what a nice picture. I would love to watch that guy speak. [applause] [laughter] [cheering] pres. Trump i try like hell to hide that bald spot, folks. I work hard. It doesnt look bad. There. Are hanging in together, we are hanging in. Confirmed a Record Number, so important, of Circuit Court judges, and we are going to put in a lot more. [applause] pres. Trump and they will interpret the law as written, and we have confirmed an , new Supreme Court justice, a great man, neil gorsuch. [cheering] [applause] passedrump we had massive, against in history, tax cuts and reforms. [cheering] [applause] pres. Trump i do not use the word reform. There was a lot of reform, and when we were first doing it, i told everybody, just talk about tax cuts. People do not know what reform means. They think reforming skilling up. I said, do tax cuts. Chanting usa ] pres. Trump thank you. How did he get in here, matt . Why . For the media, they can news back there, they took very good care of him. They were very gentle. He was very obnoxious. [laughter] pres. Trump it was only one person, so we have thousands of people here. Listen, tomorrow, the headline will be protesters disturbed. One person does not deserve a mention. Doesnt deserve the headline. The headline tomorrow oneors of cpac person, and he was very nice. We looked at him and he immediately left. Ok. [laughter] [cheering] pres. Trump i have had it too often. You will have one person, and in fact, the biggest disturbance are you people. You know why . He will Say Something, nobody hears them, and then the crowd will start screaming at him for it all of a sudden, we stop. That is ok. You have to show your spirit, right . You have to show your spirit. It is true. So we passed the biggest tax cuts in the history of our country, and it was called tax cut and reform. I said to our people, do not use the word reform. No wonder for 45 years nothing has been passed because people want tax cuts, and they do not know what reform means. It means you will pay more tax. I convinced politicians who have done this all their lives, and they do a great job in many cases, that this was one where they had the Tax Reform Act of whatever year we want to push, ok . So they have to tax reform at and that was it. The tax act, lled tax cut act, and jobs. We had to add jobs because we are picking up tremendous number of jobs, 2. 7 million jobs. 2. 7. Cuts, people here tax and it has been popular. It started off a little slow and it got past, and we had great help we got it passed and we had great help in the house, senate. We have a lot of congressmen, senators, we had a lot of help, and we got it passed. It was not easy. We did not have one democrat votes, and i think that will cost them in the midterms. Whoever wins the presidency has a disadvantage in the midterms. Happens . What i am trying to figure it out. Historically, a few in the presidency, you do not do well two years later, and we cannot let that happen. I figured it out. It just happens statistically almost all of the time for years. What happens is you fight so hard to win the presidency. You fight to come apart, parts, and now, only two years. By the time you campaign, it is a year. Now, you have to go and fight again, but you just won, so nobody has that same drive that they had, so you end up not doing that well because the other side is crazed. By the way, they are crazed annually, these people. [laughter] pres. Trump rights . I kept trying to say, why is this, but it is just there, so the great enthusiasm, you are sitting back, you watch television, abi dont have to vote today, we just won the presidency, and then we get clobbered. We get clobbered in 18, and we cannot let that happen, only because we are so happy and we pass so many things. Use the, and i will word my administration, as opposed to me, my administration i think has had the most successful first year in the history of the presidency. I really believe it. [cheering] [applause] pres. Trump i really believe it. I mean, judges, regulations, everything. And the beautiful thing, the beautiful thing about the tax cuts is nobody that we could do it. We had to get 100 of our votes, and nobody that we could do it. Frankly, to me, we got it, and it has turned out to be one of the most popular things. For the republicans in this room, which i would assume is it 99 or 100 . That would hope it is you know what . We probably have some democrats that want to come over. We have a great governor from West Virginia that left the democratic party, big jim, and he came to the republican party. [applause] pres. Trump so people are sitting there, and they are saying, we just had that great win, lets not vote, lets go to a movie, and then they end up losing. You have to keep up the enthusiasm. What happens is, they lose, and then you have the president ial election coming up again, and you clobber them because everybody gets off there as they work,ss, and and they work and work, and you end up winning the presidency again, and we should do that. Hopefully, we will do that easily. We have to worry right now we have a big race coming up in 2019. You have to get out, get that enthusiasm, keep it going. The world is complacent. People get complacent. It is a natural instinct. Do not be complacent. Because if they get in, they will rip you your tax cuts, they will put judges in that you would not believe, it will take away your Second Amendments, which we will never allow to happen. [applause] [cheering] [chanting donald trump ] pres. Trump remember that, they will take away thank you. They will take away those massive tax cuts and your Second Amendment. If you only had a choice of when, what would you rather have, Second Amendment or tax cuts . Go ahead. Second amendment, tax cuts . Second amendment. I will leave it at the Second Amendment. I dont want to get into that battle. We will say you want the Second Amendment the most, but we are going to get them all. This, wethis, remember have gotten somebody got on television recently, and they said, this is the first time i remember, trump made campaign promises. He may be the only person who fulfilled more promises that he made. I think that is true. Ut we have a Crooked Media we had a crooked candidate, too. Have a very we Crooked Media. Up ]hanting lock her i will say this, folks, everything that is turning out, it is amazing it has come full circle. Boy, have they committed a lot of atrocities when you look. Had they done things that are wrong. But remember this. Not only did we get the tax cuts, which everybody said we would not get. Thehe way, we repealed individual mandate, which is tremendous. This is where you are forced to pay in order not to have health care. Is that great . You pay for the privilege of not having health care. Withw people came up to me tears in their eyes and said, i am forced to pay not to have health care, very unfair. By the way, we have tremendous Health Care Plans at a fraction of the cost better than obamacare. [applause] pres. Trump except for one senator, who came into the room at 3 00 in the morning and went like that, we would have had health care, too. Think of that. Offi think we may be better the way we are doing it, piece by piece, and obamacare is just being wiped out. The individual mandate essentially wipes it out, so i think we may be better off, and people are getting Great Health Care plan so we are not finished yet. Room, rson walked into a when he was supposed to go this way, and he said he was going this way, and he walked in and went this way, and everyone said, what happened . What was that about . Who was that . I do not know. I do not want to be controversial, so i will not use his name, ok . What a mess. Anyway. S all happening it is all happening anyway. At the same time, we have eliminated a Record Number of jobkilling regulations and people are going back to work. [applause] pres. Trump people are going back to work. News if i Say Something a little off, next they headline he misrepresented i have to be careful. In the history of president s, no president s, and i insane no president s, but maybe they will find roughly two, but we are here. No president i read it in lots of good papers, actually, but they will change the story when i say it no president has ever cut so many regulations and the entire term as we have cut in less than one year. And it is my opinion that the regulations had as big an impact as these massive tax cuts that we have given. [applause] the. Trump we have ended war on American Energy. We were in war, and we have ended the war on beautiful, clean, coal, one of our great Natural Resources. And very important for our we have coal, because it. We do not have to send it through pipes, get it from foreign countries. We have more than anybody, and are miners have been mistreated and they are not being mistreated anymore. We are doing tremendous business. I was in vietnam and the Prime Minister of vietnam were there, and we have a massive deaths of deficit with them, like we have with anyone else because these president s have medical to hell, so we are changing it. I say, we had to make a deficit and im not happy. Coal. , buy they said, we have bought some from West Virginia and other places, and it is the finest very and West Virginia now is doing great. You look at what is happening in West Virginia, pennsylvania, wyoming, you look at all over. It is like a different world. Remember this, virtually, as soon as i got into office, we approved the keystone xl pipeline and Dakota Access pipelines, which would never have been approved. [applause] pres. Trump and we announced our withdrawal from the totally wealth,us job killing knocking out it knocked out our wealth or would have, they basically wanted to take our wealth away. They did not want us to use our wealth power. We knocked out the paris climate accord. It would have been a disaster. It would have been a disaster. [applause] usa ]anting you know,p basically, it said, he had a lot of oil and gas we Found Technology has been amazing, and we found things we never do that we had massive, about the top in the world, energy reserves, cold, so much. Coal, so much. They said, we cant use it and that makes us uncompetitive, and i told him, that isnt going to happen. Chinas agreement did not kick in until 2030. Ours kicks in immediately. Russia is allowed to go back into the 1990s, which was not a Clean Environmental time. Other countries, they countries, paya and others, we had to because they considered them a growing country. I said, what are we . Are we allowed to grow, too . We allowed to grow . [applause] pres. Trump they called india developing nation. They call china a developing nation, but the United States, we are developed, we can pay. If you dont mind, it is amazing how many people understood the it soundsrd because so good. It is like some environmental regulations that cut. The most beautiful titles. Sometimes i say, i will close my eyes and sign this because sometimes i get killed on this. The country knows what i am doing. We could not build, we cannot farm. If you have a puddle in your land, they called it a late for the purpose of environmentals. It is crazy. Bills, and iain would have farmers behind me and house and Home Builders behind me, and these are tough and strong people. They fought hard, worked all their lives hard, and half of them would be crying because we gave them their property back, the right to earn a living. We gave them their property back, we gave them their dignity back. [applause] [cheering] by the way, you dont mind if i go off script a little because it is sort of boring. [cheering] [applause] ive got this beautiful speech, wonderful, but a little boring. We gave them their dignity back. Is that is why our country doing record business. We are doing business, and you have to look at the fundamentals. Companies are pouring back into this country. Not like i mean, when did you hear about Car Companies coming back to michigan, ohio, and expanding . [applause] pres. Trump you never heard that. You hear they are leaving. I have been talking about it for 20 years. I was a private sector got, but i always said, these guys covered me more than anyone else. To treatracters used me so good until i ran for office. I used to get the greatest of the city. A friend of mine said, you used to be the king of great publicity. What happened . Views thatave some are for a lot of bad reasons. When you look at what happened to our country, it is incredible. So strong. Ntals are the stock market, icing the cups and down, since election day, up 37 . With theock market, ups and downs, since election day, up 37 . I say,hs from election, is this ever going down a little . This is embarrassing. 150, 90, 63. I said, good, that is better. Hey, we had seven years to go, folks. We have a long time to go. [applause] [cheering] pres. Trump thank you, everybody. You have been amazing. You know what . What matt did not say, when i was here in 2011, i made a speech and i was received with such warmth, and they used to get i do know if matt does this because he might not want to be controversial but they sa used to get the best speech of cpac. Uber to pick me because i will not come back next year. [laughter] everybody loved that speech. I would say that might have been the first real political speech i made. It was a lovefest, 2011, i believe, the time. Provided people remembered and they said, we won trump we want trump. After years go by, and i say, lets see what we can do. And they say, he cannot get elected. You need to hundred 70 votes. You need to hundred 70 votes. You need you need to hundred 70 270 votes. Hillary forgot that, she went to these states and they said, why does she keep going to california . [laughter] pres. Trump crazy. Next time they are going to remember iowa, ohio. They spent a lot of time in pennsylvania, to no avail. They spent a lot of money. They spent a lot of money in north carolina, the great state of north carolina. We did very well there. We have a great person in the room, mark meadows from north carolina. Where is mark . Eb, a lot of great people here. Hit a chord. If you remember 2011, probably the beginning of what we have done, and hopefully at the end of the time, people will say to live because it is not easy. We are fighting forces that are doing the wrong thing. I do not want to talk about what they have in mind, what they do the wrong thing, that we are doing what is good for our country for the longterm, forlity and survival instance, 700 billion dollars got approved for our military. Our military is going to help. Our military was going to hell. [applause] pres. Trump we declined to certify the terrible onesided iran nuclear deal. It was a horrible deal. [applause] pres. Trump whoever heard you give 150 billion to a nation that has no respect to you whatsoever . They are saying death to america while signing the agreement. If someone said that america while i am signing and agreements, i would say, what is going on . Ive not signing. It just kept going. Kerry may be the worst negotiated i have ever seen. How about this guy . And obama, of course. He is the one. [booing] pres. Trump how about 1. 8 billion in cash . It is a lot. To 1. 8e that, go billion in cash. For what . Why did we do it . Certify, andd not lots of interesting things are happening with that mess. We have to treat people that treat us well, we treat them well. People that treat us badly, we treat them worse than they could imagine. That is the way it has to be. [applause] [cheering] pres. Trump we officially recognized jerusalem as the capital of israel. [cheering] [applause] pres. Trump every president campaigned on we are going to recognize jerusalem as the capital of israel. Many president s. And they never pulled it off. I now know why. Because i put the word out that i may do it, right . I said i would do it in my campaign. Unless illy means, find something, i would do it. I was hit by more countries, or people, calling the, thanking me, do not do it. I said, we have to. It is the right thing to do. And i did it. But every other president lied because they campaigned on it. That was a big part of the campaign and then they got to office and never did. I understand why they didnt, it was tremendous. The campaign against the was incredible. You know what . The campaign for it was also incredible and we did the right thing. So we have kept our promises. I said to rebuild our military, eliminating the defense sequester, which is a disaster. I dont know if you saw 700 billion, ultimately, that comes before everything else. We could talk about lots, but if we dont have a Strong Military, you might not be allowed into this room someday, ok . You might not have your homes, communities, so we have got to take care of our military. And we will take care of our veterans. We have been doing a good job with the vets. [applause] pres. Trump and after years of rebuilding other nations, we rebuilt other nations, we rebuild other nations that have a lot of money. We dont ever say, hey, you have to help. We are finally rebuilding our nation. We are rebuilding our nation. And we are restoring our confidence and our pride. All of us here today are united by the same timeless values. , andfend our constitution we believe in the wisdom of our founders, our constitution is great. [applause] pres. Trump we support the incredible men and women of Law Enforcement. [applause] pres. Trump true. We know that a strong nation must have strong borders. We celebrate our history and our heroes, and we believe Young Americans should be taught to love their country and to respect its traditions. Do not worry. You are getting the wall. [cheering] pres. Trump you are getting the wall. [chanting built the wall ] pres. Trump i have a couple of these characters in the back say, oh, he really doesnt one the wall, he used that for campaigning. Can you believe it . I say every time i hear that, the wall gets 10 feet higher. Every single time. Ok. We are going to have the wall or they will not have what they want. We have a problem. We need more republicans. We have a group of people that vote against us in a block. They are good at two things, resisting, obstruction. And they stick together, they do. They always votes in a block. It is rare you get a couple to come your way, even on tax cuts. We will be fighting these people and it 2018 election. We will be fighting people that vote against tax cuts because they are popular and helping people and our country. You saw apple just brought 350 billion in. Exxon brought 50 billion and. Thats 50 billion in 50 billion in. We need more republicans to vote. We want to get our agenda because now what we have to do in order to get about to fix our military, we have to give them 100 billion in stuff that nobody in this room, including wantsce in many case in many cases. That is all you have to get out and fight for 2018. You have to do it. We salute our Great American flags. We put our hands on our hearts for the pledge of allegiance and we all probably stand for the national anthem. [cheering] [applause] [chanting usa ] pres. Trump above all else, we know that faith and family, not governments and bureaucracy, are at the center of american life. We know that. [applause] pres. Trump because in america, we do not worship government, we worship god. [applause] pres. Trump our nations motto is in god we trust. Losthis week, our nation an incredible leader. Who devoted his life to helping wordserstand what those really mean. Leader, a leader, a great man. We will never forget the historic crowds that voice, the energy, and the profound faith of a preacher named billy graham. [applause] pres. Trump great man, great family, franklin, great name, and they were for us. From the beginning, they were for us. As a young man, billy decided to devote his life to god. That choice not only changed his life, our country. Indeed, it even changed the world. Belief in thems power of gods word, gave hope to millions and millions who listened to him with his very beautiful, but simple message god loves you. [applause] pres. Trump and a very special tribute because it is almost never done. On wednesday, we will celebrate Billy Grahams life as he lies in honor in the rotunda of our capital. [applause] very rarely. [applause] pres. Trump one day, wednesday until thursday, about 11 00 on wednesday, i bet those lines will be long and beautiful because he deserves it. Not everybody deserves it, but few people. You look back, ronald reagan, so honored, very few people are so honored. It is a big thing. He almost, more than anybody you could think of, he deserves to be in the rotunda, so that will be special, wednesday at 11 00. And paul and mitch, the whole group, they were tired to make it happen. We want to thank them, too. Over thee you go all country, cities small and large, americans have all reached out to our creative for strength, inspiration, and healing. Hardship,f grief and we turn to prayer for solace and comfort. In recent days, our entire nation has been filled with terrible pain and sorrow over the evil massacre in a great community, parkland, florida. This senseless act of mass murder has shocked our nation and broken hearts. Ofs week, i had the honor meeting with students from Marjory Stoneman douglas high school, with families who have in priorr children shootings, great families, great people, and with members of the local community right here in washington, d. C. Our whole nation was moved by their strength and courage. We listen to their heart wrenching stories, ask them for as, and pledged to them and i can speak for all of the senators, congressmen and congresswoman, all of the people in this room involved in this decision, that we will act and do something. We will act. With this on wednesday was one of the families whose daughter did not come home last week, a beautiful young woman named meadow pollack, incredible family. I had been in the oval office. Incredible people. Do you have probably seen her picture. She had a beautiful, beautiful , soe, and a Beautiful Life full of promise. We wish there was something, anything we could do to bring meadow and dollar the others back. And all of the others back. There are not enough tears to express our anger and anguish for her family and every family who has lost a precious loved one. Have to gohould ever in and suffer the way these families have suffered. They had suffered beyond anything that i have ever witnessed. A father drops his daughter off at school, kisses her goodbye, waves to her as she walks up the path, and never sees her alive again. Call, cant believe it, thinks it is a nightmare, once to wake up from the nightmare. We went to hear ideas from americans of all backgrounds and beliefs on how to improve securities at our schools, and tackle the issue of Mental Health because this was a sick person, very sick. We had a lot of warning about him being sick. This is not a surprise. Him,e people that knew this was not even a little bit. In fact, some said we are surprised it took so long. So what are we doing . We want to ensure that when there are warning signs, we can act and act quickly. Why do we protect our airports, thanks, government buildings, but not schools . [applause] [cheering] it is time to make our schools a much harder target for attackers. We do not one for in our schools. [applause] we do not want them in our schools. We do not want them. When we declare our schools to begunfree zones to be gun free zones, it puts our students in far more danger. [applause] far more danger. Pres. Trump well trained, gun adapt teachers, coaches, and people that were in those buildings, people in the marines for 20 years and retired, the navy, the air force, the coast guard, people adapt at weaponry and with guns, they teach. I mean, i do not want to have 100 guards standing with rifles all over the school. You do a concealed carry permit. [applause] pres. Trump and this would be a major deterrent because these people are inherently cowards. If they thought, like this guy thought that other people would be shooting bullets back at him, he would not have gone to that school. He would not have gone there. It is a gun free zone. It says, this is a gun free zone. Check your guns away. And what happens is they feel safe. Nobody will come at them. This way, remember, if you use example, this an is a very big school with a lot of acreage, a big school, good school. 150 realto have guards. You have one guard, he did not turn out to be too good, i will tell you that. He turned out to be not good, not a credit to Law Enforcement, that i can tell you. [applause] pres. Trump as i have been talking about this idea, and i feel it is a great idea but some people that are good people are opposed to it and to not like the idea of teachers doing this. I am not talking about teachers. Cnn said, donald trump once all fake news, folks. Fake news. [applause] who. Trump i want a person has never handled a gun that wouldnt know what a gun looks like, to be armed. But out of your teaching population, out of your teaching 20 ofion, you have 10 , theory got adept people. Military people, Law Enforcement people, they teach. They teach. And something i thought of this morning you know what else, i thought of it since i found and watched peterson, the deputy who didnt go to the school, because he didnt want to go into the school. He was tested under fire and that wasnt a good result. But you know what i thought of as soon as i saw that, these teachers, and i have seen them and a lot of schools, where they have problems. These teachers love their students and the students love their teachers in many cases erie these teachers love their students, and these teachers are talented with weaponry and with guns. They feel safe. Have somebodyther loves their students and wants to protect their students then somebody standing outside the doesnt know anybody and doesnt know the students, and frankly, for whatever reason, decided not to go in, even though he heard lots of shots being fired inside. The teachers and the coaches and other people in the building the dean, the assistant dean, cant ipal they they love their people. They want to protect these kids. I think were better with that. This may be 10 or 20 of the population of teachers, etc. Its not all of them. But you would have a lot. And you would tell people that they are inside. And the beauty is, its concealed. Nobody would ever see it unless they needed it. Its concealed. So this crazy man who walked in wouldnt even know who it is that has it. Thats good. Thats not bad, thats good. And a teacher would have shot of the hell out of him before he knew what happened. [applause] pres. Trump they love their students. They love those students, folks. Remember that. They love their students. And im telling you, that would work. Because we need offensive capability. We cant just say its a gun free school, were going to do better. It does then you say what happens outside . You have 1000 students, 3500 of the school we are talking about. You have 1000 students standing outside. The teachers are out there also. If a mad man comes along, we have the same problem, but its outside the school, or they drive cars. The of things can happen. I want to stop it. I know the little controversial to say it, but since i started this two days ago, a lot of people that were totally opposed to it are now agreeing. They love their students, they dont want their students to be killed or to be hurt. [applause] pres. Trump so, we have to do something. That works. In one of the big measures that we will do and everybody in this room i think has to agree, and theres nobody that loads the Second Amendment more than i do. Theres nobody that respects the nra, they are friends of mine. They backed us all. They are great people, they are patriots, they are great people. But we really do have to strengthen up, really strengthen up background checks. We have to do that. And we have to do for the mentally ill, we have to do we dont want people who are mentally ill to be having any form of weaponry. We have to be very strong on that. [applause] so we are going to do that, i really believe that congress is going to get it through this time. They have a different leader, somebody wants to get it through. Not someone who was all talk, no action, like so many of these folks. This is somebody who wants to get it through. Site, ited a hardened can be soft, they will see give her a window or some way, you are standing there totally unprotected. You know the five great soldiers from four years ago, three of them were worldclass boxers. They were in a military base in a gun free zone. They were asked to check their guns quite far away. And a maniac walked in, guns blazing, killed all five of them. He would not had a chance if hade worldclass marksman come on a military base, access to their guns. And when you look at the whole policy on military bases, [applause] all five were killed. All five. The guy would not have had a chance. We are going to look at the whole military base gun free zone. If we cant have our military holding guns, its pretty bad. Had a of instances on military bases. You know that. Military, protect our we make our military stronger and better than it has ever been before. [applause] need toump we also create a culture in our country that cherishes life and human dignity. Thats part of what were talking about. A culture that condemns violence and never glorifies violence. We need to force the real human connections that turn classmates and colleagues into friends and neighbors that want to fight for us. Were not just having a conversation about school safety. You had conversations, in all fairness, im pretty new in this job. Here a little more than a year. Ive been watching this stuff go on for 20 years. The president gets up, everybodys enthusiastic for the first couple of days, that it fades, favorites, phase. Nothing ever gets done. We want to see we get it done right. Well it to our country. Ive been watching for a long time. Ive seen a lot of words ive seen very little action. And you know, if you think about it, most of it is just common sense. Its not do you love guns or hate guns, its common sense. Its all common sense. And some of the strongest advocates about what im saying are the strongest advocates i dont very well, political people. The strongest advocates towards the Second Amendment. But this is common sense. In addition to securing our schools, we are also implementing a strategy to secure our streets. We want our kids to be safe everywhere they go, whether they are in the classroom, walking home from school, or just outside playing with their friends. Every child deserves to grow up in a safe community, surrounded by loving family and to have a future filled with opportunity and with hope. [applause] pres. Trump thank you. Thank you. Its just not fair. Reducing Violent Crime in america is a top priority for my administration. And we will do whatever it takes to get it done. No talk, were going to do what it takes to get it done. [applause] as you have seen me well reported that we are significantly increasing gun prosecutions, by tremendous percentages. And we are working to get violent offenders off our streets and behind bars, and get them behind bars quickly, for a long time. Out of our the hell country. [applause] 2017, we brought cases against more violent offenders than any administration and a quarter of a century, more than any administration, and were just gearing up. We have tough people, i tell you what. When you deal with ms 13, the only thing they understand his toughness. Anything only understand his toughness. Agent or border region just tougher than them, they respect them. We have the toughest guys youve ever seen. They dont respect anything else. And they shouldnt be in our country. They were let in for years, they shouldnt be, and were getting them out. Our administration prosecuted more people for federal firearm charges that has been done in more than a decade. And again, were just gearing up. Memberscted 1200 gang and nearly 500 human traffickers. You know what Human Trafficking who would think that we have this, in this age. You know what Human Trafficking and with our foreign partners, we have helped charge or arrest more than 4000 members of the savage gang that we talked about , ms 13. They dont like guns, you know why . They are not painful enough. They are animals. They cut people. They cut them up in little pieces and they want him to suffer. And we take them into our country, because our immigration laws are so bad and we catch them, its called catch and release. We have to, by law, catch them and then release them. Catch and release. And i cant get the democrats, nobody has been able to for years, to approve common sense measures that when we catch these animal killers, we can lock them up and throw away the keys. [applause] bravetrump in 2017, our ice officers arrested more than 100,000 criminal aliens who have committed tens of thousands of crimes. And believe me, these are great people. The laws are just against us. They are against safety. They dont make sense. And you meet with democrats, and they are always fighting for the criminal. They are not fighting for lawabiding citizens. They are always fighting for the criminal. It doesnt make sense. Here are just some of the criminal charges and convictions for the aliens arrested by ice. 11,000 charges or convictions for sex crimes. 48,000 for assault. 13,000 for burglary and 1800 for killing people. We are cracking down on century cities. Can you believe this sanctuary cities. They believe this . Thats another one. Because we want our cities to be sanctuaries for lawabiding americans, not for criminals. [applause] way, themp and by the senates democrats in the House Democrats have totally abandoned daca. They dont even talk to me about it. They have totally abandoned it. We get the reputation like daca, is not republican. Let me tell you, this rebuttal in. We want to do something about daca and get it solved, the democrats are being totally unresponsive. They dont want to do anything about daca. Im telling you, its very possible that dr. Wont happen, and not because of the republicans, its because of the democrats. And frankly, you better electable republicans, folks, where he will never happen. Or it will never happen. [applause] democrats votee in favor of sanctuary cities, in other words, they voted to protect criminal aliens instead of voting to protect the american citizens. To secure our country, we are calling on congress to build a great border wall to stop dangerous drugs and criminals from pouring into our country. And now, theyre willing to give us the wall. But they dont want to give us any of the laws to keep these people out. So we are going to get the wall, but they dont want to give us all of the other, chain migration, lotteries think of the lottery. You have a country, they put names in. Do you think they are giving us the good people . Not too many people not too many of you people are going to be a lottery. And they turne out to be horrendous. And we dont understand why. They are not giving us their best people, folks. Use your heads. They are giving us and the lottery. I dont want people coming into this country with a lottery. I want people coming into this country based on merit. Based on merit. [applause] pres. Trump i want people we all want to be admitting people who love skills, and can be support themselves financially, and contribute to our economy, who love our people and were share on values and love our country. People who drives a car at 100 miles an hour down the west side highway and kill eight innocent victims and destroy the lives of 14 more. Nobody talks about that. Nobody ever talks about the people that have been so horribly injured, and lose legs and arms in manhattan. Where i used to spend my time. I know it very well, the stretch along the west side highway. People run in order to stay in shape. They want to be healthy. They want to look good. They run. There are running all the time, i see it. They run. We work in different ways. But they run. Think of this. They run, and they want to be fit. They are proud people. They want to be fit. And they are running up and down west side highway. Its a beautiful thing. And this maniac takes a car going down the highway and just turns to it and he kills eight. 12t he really badly wounded to 14 other people. So somebody think of it. Runs to stay in say in shape, leaves the house, his jogging along, working hard, and of going home to month later with no legs. Her with no arm. Or with two legs missing. Nobody ever talks about them. They talk about the people, rightfully, that were killed. But they dont talk about the people whose lives have been just changed. Just changed. They dont talk about them. This guy came in through chain migration. At a part of the lottery system. [moving] [booing] pres. Trump 22 people came in with him. A lot of people came in, and that chain migration. Lets see how those people are doing, by the way. We have to change our way. System, you know whats happening, all these companies are coming into our country, they are all coming into our country and when they come in, we need people that are going to work. Im telling you, we need workers now. When he workers. , didhen i walked in today anyone ever hear we do the snake during the campaign. I had five people outside said could you do the snake . As the people of heard it, who hasnt heard the snake . You should read it anyways. Lets do it anyways. Shall we do it . Songwas a rock n roll with little amendments. , but everyoll song time i do it, people you have to think of this in terms of immigration. We have to have great people come into our country. I want people to regard to help us. I dont want people who come in and be accepting all of the gifts of our country for the next 50 years and contribute nothing. I dont want that, and you dont want that. I want people who are going to help and people are going to work for chrysler who is now moving from mexico into michigan. After so many others, and apple, by the way. And foxconn in wisconsin. They are going to need 25,000 workers. I want people who can come in and get to work, and work hard, even if it means a learning curve, thats fine. But i want people who are going to come in and work. Us i want people that love and look at security and they want you to be safe and they want to be safe. I want great people coming into this country. I dont want people coming in the way they do now. Because i want people to contribute. This is called the snake. And think of it in terms of immigration and you may love it or you may say isnt that terrible, and if you say isnt that terrible, who cares . Because the way they treat me, thats peanuts compared to one way they treat me. Immigration, on her way to work one morning, down the path along the lake, a tenderhearted woman halfhearted frozen snake. It is pretty color and skin had been all frosted with the dew. For saying it, she cried, ill take you in and ill take care of you. Tender woman, take me in for heavens sake. ,ake me in, oh tender woman side the vicious snake. She wrapped him of all cozy in a comforter of silk and laid him by her fireside with some honey and some milk. She hurried home from work that arrivedd soon as she she found that pretty snake she taken in had been revived. Take me in, tender woman, take me in for heavens sake. Take me in oh tender woman, sighed the vicious snake. She clutched into her bosom, your show beautiful you are so beautiful, she cried. If i hadnt brought you in by now, surely he would have died. She stroked his pretty skin again and kissed and held him tight. But instead of saying thank you, that snake gave her a vicious bite. In, tender woman, take me in for heavens sake. Woman, sighednder the vicious snake. I saved you, cried the woman, and youve bitten me, heavens why . You know your bite is poisonous and now im going to die. Up, silly woman, said the reptile with a grin, you knew damn well i was a snake before you took me in. [applause] pres. Trump and thats what we are doing with our country, folks. We are letting people in and its going to be a lot of trouble and its only getting worse. Protectionng you like never before, Law Enforcement is doing a better job. Then we have ever done before. And we love our country. Were going to take care of our country. We are going to take care of our country. So just in finishing, our country is starting to do very well. Our economy is blazing. Jobs are a record level. Jobs are so good. Sincellion jobs created the election. Reachedment claims have a 45 year low. Africanamerican unemployment has reached the lowest level in our history. [applause] hispanicmp unemployment has reached the lowest level in our history. [applause] women, women unemployment is at the lowest level in 18 years. [applause] wages are rising for the first time in many, many years. Small Business Confidence is at a record high. And thanks to our massive tax cuts, millions of americans are getting to keep a great percentage of their money instead of paying it to a government that throws it out the window. So i just leave you with this. We have to fight nancy pelosi. They want to give your money away. They want to give your money away. They want to enter tax cuts, they want to do things that you wouldnt even believe. Including taking your Second Amendment rights away. They will do that. G] [booin pres. Trump so we have to get out there and fight in 2018 like never before. Just the way you fought with us, just the way you fought with us. You fought so hard and you were so tough and you were so smart. And you knowart what, i know for a fact you did the right thing, because we are looking at the numbers and the numbers, even they have to give credit for the kind of numbers we are producing. Nobody has ever seen anything like it. Under my administration, the era of economic surrender is over. Deals renegotiating trade that are so bad, whether its nafta, or whether its world trade organization, which created china you look at china, it was going along like this, then we opened it stupidly, this deal. And china has been like a rocket ship ever sense. Year, we had almost a 500 billion trade deficit with china. We cant have that. We cant have that. I have Great Respect for president xi, but we cant have that. We have to go and we have to do what we have to do. We just cant let countries, as an example, mexico. We have a 100 billion trade deficit with mexico. You know that tells you . Nafta is no good. It never was any good. For some reason, nobody ever changed it. They emptied our factories, you have to see the car plans and auto plants in mexico like youve never seen anything like it before. Companies back here. I want them back here. Theyre going to come back here, too. And we want to make our neighbors have a. But we cant continuously have other nations taking advantage of the United States like never before. And this has gone for a long time. S has gone on for longer the last of administration when butster was a disaster, this is gone on for much longer than the length of administration and we are going to change it. Andre renegotiating deals you know what, i hate to say it, but if we cant make a fair deal for the United States, we will terminate the deal and we will start all over again. [applause] pres. Trump so, under my administration and with your help dont forget. Many of you were the forgotten people. You were the people that when the polls came out, they didnt know you existed. The democrats are try to figure out who you are, because they want to get you back. And we have had people that never voted, their great patriots but they never saw anybody they want to vote for. They go to the election, they have trump pence. All kinds of things. Trump over here, make America Great again hats. Right . [applause] pres. Trump so our country is starting to do well. Greater, ing to make it better, safer than it ever was before. The reason is you. This has been a great movement. They cantke hell, stand what we have done. Were doing the right thing. Were even doing the right thing for them, they just dont know it yet. They just dont know it. Even the media, the media will absolutely support me sometime prior to the election. All those horrible people are going to support me. You know why . Inause of somebody else won, the ratings would go down and they would all be out of business. Nobody would watch. It would all be out of business. So i just want to tell you that we are going to win. I love you to out there and work really hard for 2018. Keeped more republicans to the tax cuts and to keep all of this going. You, i respect you, i appreciate everything you have done for the country. [applause] [chanting] usa pres. Trump i appreciate anything you have done. North korea, we impose today the heaviest sanctions ever imposed on a country before. [applause] pres. Trump and frankly, hopefully resulting positive can happen. We will see. Hopefully something positive can happen, but that just was announced i wanted to let you know we have imposed the heaviest sanctions ever imposed. Ladies and gentlemen, thank you for everything. You have been incredible partners. Incredible partners. [applause] pres. Trump i will let you know the absolute strongest of terms, we are going to make America Great again, ever, ever let you down. Thank you very much. [applause] you cant always get what you want you cant always get what you want but if you try sometime you get what you need [applause] i saw her today at the reception [crowd sounds] president from nearly at it is merely our 20 speech, talking about imposing new sanctions on north korea. The associate oppresses those sanctions will hit more than 50 vessels, shipping companies, and trade businesses in the latest bid to turn up the pressure on north korea over its nuclear program. The administration will brief reporters on those sanctions, this hour from the treasury secretary is getting set to do that at the white house. We are covering that live in even followed online at cspan. Org. Other news out of administration, Associated Press reported Officials Say the new u. S. Embassy in jerusalem will open in may 2018, this year, in celebration of israels 70th anniversary. Our daylong coverage of the conservative Political Action conference continues, speakers coming of included white house counselor kellyanne conway, a Small Business a ministry to linda mcmahon, the sec chair ajit pai, and other speakers. At 3 30 by this afternoon, the former leader of the u. K. Independence party, nigel farage commented hot tonight we have live the epa administrator scott pruitt and all of our coverage is available online. The speeches we have covered so far online at cspan. Org. While we wait for the speaking to get underway, the event to continue, we bring in a conversation to you from earlier this morning and we covered with the interior secretary, ryan zinke he. Energy secretary perry. Ryan zinke retired as a navy seal commander. Yeah. Given up for the seals. [applause] he was elected montanas atlarge member of congress and is now of course the 52nd secretary of interior. Welcome secretary ryan zinke. We also have live as the secretary of energy, rick perry. [applause] there must be a texan in the crowd. Rick perry, unless im wrong, you are not only the governor of texas, with the longest serving governor of texas in texas history. Also a veteran of the air force, something i like. A cotton farmer. Being a fun farmer got him into politics. He wanted an easier job. And now is serving as our secretary of energy. They are going to make a few comments and hopefully we have a few questions and answers for these two absolutely critical cabinet positions. Secretary perry, what are you start off and whats going on energy. Perry is a great privilege to be here. You were the heart and soul of the conservative movement in this country im proud to be part of it. Just a foot soldier in the army, so to speak. Being on the stage with ryan zinke and his service to this country again, he continues to get back to this country with his leadership and we kind of go back and forth with each other about who has the most energy. Im not talking about personally, but in the country. Hes got the public lands, i have the private lands. The world has changed so much in thinkst decade, when you about energy, where we find ourselves in the world. The 70s when jimmy carter stood before the American People and talked about the malaise that was in this country. The long lines, and then you go forward for 30 more years and this country found itself to be a whole into a lot of Energy Sources around the world that didnt necessarily have our best interest in mind. And the way the government all too often dealt with energy was the regulation. That Something Interesting happened, the private sector, george mitchell, a pioneer for my home state, who believed he knew how to be able to extract this energy from some formations that people didnt think could occur, and america became energy independence. We became a center powerful position today, the United States of america is the Number One Oil and Gas Producing country in the world. [applause] perry and it didnt happen because government regulations. It happened because government basically got out of the way in some cases and became allowed the private sector to go out there and do what the private sector does, which is to risk. We got a secretary of interior that understands that those resources are public lands are incredibly important. And to safely and thoughtfully be able to do that puts america in a geopolitical position to be able to we dont just export american lng around the world. We export freedom. Any think about what that means. People, ourorld, allies, people who we want to be our allies now know that because of American Energy coming to their shores, they are free from countries that would put america for those values that those countries have in jeopardy, and because american ingenuity, because of American Energy independence, because of an administration that truly believes in freedom and exporting freedom around the world, that i think is the ordinary story of the second decade of the 21st century. Im proud to be a part of that. And to be leading an agency that has the fascinating things were going to talk about here this morning. The energy front is incredibly important and we also do some other things together, but i will pass this back to you. Give it up for the secretary of energy. [applause]. Ecretary zinke secretary zinke why is Energy Important . Number 100 are mentally, know it is a better than the u. S. We have a Regulatory Framework that ensures accountability and no one does it better than the United States. If you want to see how to not produce energy, i invite you to go to the middle east or africa, where the problems are. They are not in the United States. Secondly, economically. We talk about the tax bill and does everyone like the tax bill the donald trump [applause] zinke as good as the tax bill is, when america pulls up to a pump and they feel their car up, every time they fill out , to previous a administration, it was two dollars, four hours, six dollars, 100 to fill your car. American energy has delivered now it is 60. Its 40 you have in your pocket , when you feel about a pump station the would not have. So the American Economy is run on made in america energy, and it should be. Thirdly, i spent 23 years in the seals and morally, i never want your kids to ever see what i have seen. Ever. And a lot of it is fracking has made such a big difference in getting the regulation of the way, but i dont ever want to be held hostage by a foreign country. , but also, irtant dont want our kids to have to fight on foreign shores for an energy we have here. I think three ways environmentally, its better to reduce energy here under reasonable regulation then watching it produced overseas with none. Secondly, its economy driver having the ability to raise energy here in this country. And the numbers would show you, we produce today about 10. 3 Million Barrels a day in this country. And for the first time in 60 years, we are a net exporter of liquid natural gas. And thats president donald trump. [applause] interior, we spent last year looking at the president s executive order and he said energy dominance. Thats what we are delivering to america and the world. Istly, this coming year going to be a pivot. To enter theut public lands interior, 1 5 of falls into the interior. 12 time zones from the version i was to allow. We embark on was called mission 26, the largest investment in our public lands and park systems in the history of this country. [applause] and its going to be funded from energy. Because if youre going to have energy on public lands producing wind, solar im all of the above, amen. To me, doesnt matter, as long as its made in america, im good with that. If youre going to produce energy from americans public lands, i think you should invest in our public lands, because we have the greatest asset on the face of the planet. [applause] secretary zinke, let me stay with you. At interior for a long time we had a philosophy in this country of the land of many uses. I think it started with teddy roosevelt. Administration, it seems to me, turned that into a land of no uses. They use the designation of wilderness and National Monuments as a weapon to actually close off a lot of our public lands to use by the people and use of the Natural Resources. Expand a little bit. You touched on it, but expand a little bit about what is the philosophy of not only yourself, but this administration . Belongnke public lands to the people and not special interest, first and foremost. [applause] ryan zinke i tell a story about teddy roosevelt, and teddy roosevelt, for a lot of reasons, really push this country on what we have today, a legacy of a public lands. Everyone loves our parks and we like to go out there and make sure that we are great stewards. The roosevelt went out to yosemite and the gentleman by the name of john meer. A great naturalist. He spent a lot of time putting flowers and roosevelt pockets. They went on a wonderful ride together a new 70, a ride you cannot replicate today because theres too much debt and dying timber. Roosevelt comes back to washington and he hires a guy by the name of gifford can shop pit show pinchot. He often the american conservation effort, which is best science, best practices, greatest good, longest term. That is the philosophy of multiple use. You can have our public land and have multiple use in the long term. You can create wealth from our land, but you have to be good stewards. And at interior, and the steward of our greatest holdings. But im also a steward of recreation. Hunting, fishing, to make sure , we the public itself americans, we should enjoy our public lands. And we should not be locked out of them. [applause] well said. Secretary perry, you invoked jimmy carters famous address to the nation about energy or no energy. Ive actually got the quote. This happened just over 40 years ago. He said of the current rate of we could use this is in 1977. Some of you were born in 1977. Were not born in 1977. At the current rate of consumption, we could use of all the proven reserves of oil in the entire world by the end of the next decade. By sometime in the 1980s, we were supposed to be out of oil and gas. Expand a little bit of whats changed and what changed so dramatically, and how much do we really have left, if we dont . Rick perry thats the real key. To overdraw that line and say this is what we know, and theres nothing else to know, is a big mistake. We have seen it happen a lot of times in the past. In the early 2000, many of you may have seen a fellow traveler around the country, giving a speech that was titled peak oil adding on the jimmy carter story. More ofot retrieve any the national resource. There were a few people in this country that didnt buy into that. George mitchell that i mentioned. He was one of them. Heres the difference between the jimmy carter mentality, the previous the ministrations mentality, to some degree, and the current place we find ourselves in, the Trump Administration mentality, and its the difference between innovation and regulation. I happen to believe that if you will allow americans to innovate , if you will give them the freedom of if you will give them the incentive to be innovators, they will find it the challenges, they will try find the answer to the challenges that we face as humanity. Ofwe fall into the camp weird is going to regulate, then we are in trouble. The great news is that the conservative movements in this country, was happening in energy of thes a confirmation conservative movement, in my opinion. Its the dont allow government to regulate everything, government is not the answer to every challenge that we have. If we are going to rely upon government, we are going to have a life that is not as fulfilled. We are to have a country that is not as powerful as forward leaning as we have today, because there were innovators that did not believe governments. Today, freedom is being exported around the world with American Energy. That is good for the world, that is good for the United States. I will suggest to you that it is good for the future. Absolutely. Is reallyrd you say addresses the rhetorical question, do you trust in people, or do you trust in government . Has aerry government role, and conservatives believe in finding that balance. Sometimes our friends on the left believe that government is the beall, the endall, you let us control everything and we will deliver to you in better future. Conservatives dont believe that. Conservatives believe government has a role out there and you need to play a role, certainly, in keeping america free in the military and those types of things. We have a role to play in balancing the regulations, if you will. This president and his administration, what he has done on the regulatory side is nothing less than world changing. , being abletration to remove the regulations still protecting our environment, still protecting the things that need to be protected, but freeing up and giving stability and predictability to those that are wanting to risk their capital nothing that we get in the state of texas during the early 2000 and we saw an incredible explosion, economically, job wise affected more by regulatory stability and fruit ability. When you add the tax bill that the president has now passed to , thatgulatory restraints is how you change this country forever, and that is exactly what the Trump Administration is doing. Changing this country forever in a very positive and powerful way. [applause] secretary zinke, depending how you measure it, ive seen different numbers, but somewhere close to one out of every four acres in the United States is federal land. A lot. That, you have supervision under your department over offshore resources that we have as well. The latter administration seemed to try to deferred, delay, stall, close off the use of the Natural Resources on a lot of those federal lands, onshore as well as offshore. At every turn. I sense that theres a new sheriff in town. Ryan zinke there is. The question to you in the broader one to this whole administration should we can we utilize those Natural Resources safely, without unreasonable risk to the environment . Ryan zinke ultimately, im a boy scout. You leave your campground in good or better condition than you found it, right . Other real story framework, what you want is to incorporate innovation. Best practices, best science. And have stability over the longest term. When a regular framework is put in punitively, those adversarial comment and the innovation of industry and americans are very clever. We are enormously clever people. Innovate isus to what happened in fracking, in energy, and batteries. There is no more clever than americans are. So our Regulatory Framework has to reflect that. The wealth our public lands, theres a lot of anger out there because they see mismanagement. We just went through a fire season in the west, we spend billions of dollars. Theres lots of life because we have forgotten how to manage. Costot managing comes at a , having the fuel load and not being able to harvest trees or not being able to in a community, some of these communities where i grew up in, communities are dying. You cant cut a tree. So we are to change. And we have changed. You can use the land of the resources, do it in a respectful way. Make sure that when you have a reclamation plan, so when you extract or harvest timber, we do it in the long run using best science. We are great people. Everyone loves our park system. , everyoneoves the blm loves to be able recreate and use public lands. But the wealth of those public , sos should be accessible communities across your country, minerals and oil and gas and wind, all those type of things generate an economy here, and lastly, if you dont have an economy, the rest of it doesnt matter. Because you cant afford a Strong Military if you cant afford to pay for it. Amen. [applause] ryan zinke i can tell you, jobs matter. Look back a year ago what we have today, the wealth that has been generated through this president , the wealth that the generated from energy,
