Next on cspan, here West Virginia governor jim justice announced several initiatives to discuss the drug epidemic and to prevent child sex abuse. Now, only briefly do i want to belabor the past with you. I am going to stay back here. I am going to spook myself a little bit closer. Ok. , when i got here, this is what we were facing. Like it or not liking it, when i got here, it was in the middle year, the 16 17 year. We were supposed to have a balanced edge it but it looked like we were going to come up because things kept running away from us. It looked like things could be even more dire and we could very well have a 200 million hole in the budget. The next year, my first full year, 497 million in the hole. In the years thereafter that, going up to 722 million. Now, i said a minute ago, just imagine the miracle that has happened. The miracle that has happened is not sitting here, the miracle is you. The miracle is the people at home. The miracle that has happened to each and everyone of us is just this. To thinkally unfair that when i wanted to do was just come in and say, we got a hole in the bucket, lets just raise taxes. That is the last thing on earth i wanted to do. But i did not know what to do. I did not know where to turn. You see, we all know, wed already drained rainy day. We had. Our bonds were being derated. We didnt know where to go. We had to have a bridge, didnt we . We had to have a bridge. We had one guy in this room, and hes the big guy talking to you, that believed with all of his heart that if we could pass our roads bond, the severance tax would truly continue to grow. If we made modifications to education, that we would actually get a response from the outside world. It is happening. Its happening like you cant imagine. Absolutely in just a very, very short period ill be able to show you something that concludes just how amazing this trip has been. Now let me ask you this, can we stop where were at . Well, of course not. Get in our own way and have who knows what happen . Absolutely we can. But you know what, and i will do this, ill do this for craig blair. But and mike hall. Mike is over here. But last year, i said, if frankenstein caught you, you deserve to die. Because frankenstein walked like this, did he not . Now, i would say just this. When we passed our road bond referendum, when we made our changes in education, and when our severance really started to take off, and when companies on the outside world just started to see how truly great we really are, it started to happen. Dr. Frankenstein stood when he built the monster. And he took the paddles and hit it. And then he took the pulse. And he could hear a pulse. And he said, it is alive. Well, were alive. And were moving now. And were moving like you cant imagine. Now, where do we go . Whats the next thing we do . Well, the first thing we got to do is just this. We have to stop, we have to stop this terrible drug epidemic. We have to. If we dont, it will cannibalize us. You know, just recently we had to dispatch the National Guard to huntington to try to stop the terrible shootings that were going on in huntington. You know, we have to build treatment facilities. We have to have additional social workers or we have to do , additional law enforcement. Do we not . Of course we do. But now just think, and think with me. Theres still something were missing. Theres still something out there were missing. And so the other day i told our people, i said, i want you to do this. I want you to find the smartest people in the land that can find and tell us what were missing here. And lo and behold, in rolls a doc from wvu. Now today, just as we talk, wvu, with the rockefeller neuroscience institute, words that are almost too complicated for me to even speak, what they are doing there is theyre bringing docs in from all over the world that are going to do the most landmark stuff that you can possibly imagine. One of these doctors brought to me a vial about this big. It probably had 30 chips in it. They were the size of a third of a size of maybe a grain of rice. He said, it may very well be that they can cure the opioid addiction. They can take away the craving with one of those chips that will last for a year. It is unbelievable what is happening right there in our state at our home university. And so please, please, understand that im going to support them in every way that i possibly can in this strife to try to combat this terrible drug epidemic. Theyre all in. Now, i could tell you and this will be a quickie. This is called the comprehensive annual financial report. Every year for the last three years weve been late getting it , done. And by late getting it done, what had happened to us, when we were put on a fiveyear probation by the federal government. It hurt us. Well, i can proudly say, today its done. Its done. [applause] gov. Justice now, id like to recognize some really, really important people. My family is over here on the righthand side. My dear wife and i cant see her but she looks pretty tonight. And cathy is really special in many, many ways. You know, just a couple days ago i was on the way home and she called me. And we have an underwater treadmill. And its a pool type room. She called me to tell me, she said, jim, where are you . And i said, im in dawson. Im about 25 minutes away. She said, jim, the dogs have locked me in the pool room. [laughter] gov. Justice so there is nobody more loving and more caring, but there are events that happen at our house from time to time. Right beside cathy is our beautiful daughter jill that just gave birth to our grandson. And right behind, beside jill is catherine and jay. Jay is our son and catherine is his beautiful wife. And she some way somehow, puts , up with him, and im very proud that she pulls that off. Now, somewhere in the gallery here we have an incredibly special person in our teacher of katlin thorsell. Is that the correct pronunciation . Where is katlin . Please. [applause] gov. Justice see, katlin, they clapped a lot more for you than they did for me. [laughter] gov. Justice somewhere dr. Clay marsh is here with wvu. So if he would stand weve got , to give him a big round of applause. [applause] gov. Justice great job. Dr. Gee and dr. Gilbert are somewhere, if they havent fallen down the steps or something here. [laughter] [applause] now, i dont know how flattering it is to say youre a University President and you keep falling down. I mean, you know, thats, but id like you to give a great big round of applause for our chief of staff and all of our secretaries here, because theyve done incredible, incredible jobs. If yall would please stand. [applause] gov. Justice now, if we could jump over to one of my pet peeves, and thats education. I think it truly needs to be the centerpiece of everything we do. Ive thought that all along. I think we need to pay our teachers more. Ive said that in the past. [applause] gov. Justice somehow were blessed beyond belief with a state board of education that is truly, truly doing an amazing job. So please give them a round of applause. If yall would stand wherever you are. [applause] gov. Justice two cathys, my wife cathy and cathy dantoni, are doing an incredible job with communities and schools to be able to help kids to maybe be able to get to their end goals. Now, today, today, and i just found out two things educationally just a few minutes ago. Today, i think our state board unanimously passed, and i called 25 10, which basically allows counties flexibility in regard to things like band and show choir and drama, and things that in this state so many kids wanted to participate. They wanted to participate. And you know how it was when you grew up, and the bands were gigantic, and kids had an incredible time and an incredible learning experience there. We cant all be lebron james. They had a great, great experience there. And some way they just passed, they said unanimously, 25 10 to grant a districts further flexibility to maybe give those districts an opportunity to promote bands, promote show choirs, to promote drama, promote the arts. It is good stuff. [applause] gov. Justice in addition to that, at 5 15 today, believe it or not, but the secretary of education, betsy devos, called me to tell me that our plan, West Virginias plan, for every student, its called wvs every Student Succeeds plan, was passed today. [applause] gov. Justice now, let me say this about education. I have said it until im bluegreen. Not everybody is cut out for the traditional pathway of a fouryear degree. And we know that, dont we . But you know what we dont know is just this because im in the , schools a lot, and i see it. If youre a student that likes to, you know, that wants to go into the trades and have an incredible job, and youre a student that loves the electricity or whatever it may be, in all honesty, a lot of times when you walk the halls people may, other kids may look down on you a little bit. Its not fair. Its not right. Some way we have got to let those kids know that we got to have them. We got to build this workforce like we cant imagine. I want us to develop a way to where kids in high school and the trades can get an associate degree while theyre in high school. [applause] gov. Justice i also want us to add, if its possible, a 13th year where they can get additional accreditation or additional certifications. I know our president , mitch carmichael, is rock solid behind this, and i am too. I want somehow, some way, for us to be able to make our community and technical colleges free. [applause] gov. Justice Thomas Burton is not with us tonight. He is at oak hill and i just moved away and moved back. Hes a retired vet. He says the reason he moved back is because you exempted his pay. You exempted his pay. You gave him the right to come home. And today, you know, what hes doing . Our exgovernor, earl ray tomlin, had a project that he was immensely proud of at hobet. And hobet really was not going very far. It surely wasnt going as fast as what we would have all liked it to go. But between the likes of general hoyer and the likes of Thomas Burton, today hobet is on the move. Hobet is really going to become something fabulous. Absolutely, right now, we are moving towards doing training there that will save lives beyond belief and bring business and opportunity to this state that could be enormous. Plus, the fact that were not going away from the Development Aspects of it. And today were going to be able , to save 70 million. [applause] gov. Justice i can tell you, earl rays dream will become a reality. And that will be great. Now, there is another gentleman with us here tonight byrd white. , and byrd, whenever you are, stand up, please. Byrd has agreed within the confines of our great secretary, brother dave, in our tax department, byrd has agreed to just this. One thing that we worry about all the time and was said to me over and over along the trail will the contractors pay , their taxes . Will you collect their taxes . Absolutely. We need to make positive of that. So byrd is going to head up an Enforcement Division that is going to target and go right after just that. No one has ever liked byrd. [laughter] gov. Justice he is perfect for this job. [applause] gov. Justice now, we celebrate our coal miners going back to work, dont we . [applause] gov. Justice i love it. [applause] gov. Justice now you know what we need to do . We need not to be satisfied with the numbers that we have back today. That very best the possibly can, but in addition to that, we have to get more of our coal miners to work. It is an absolute, unbelievable thing to travel down through the coal field and see communities coming back to life. See the line a dairy queen being longer, seeing people walk around used car lots. The are coming back to life. The we have to have more. They are coming back to life. But we have to have more. It is unbelievable. We thank them in every way. Session, we had the this. Unity to address [applause] i would ask just this, that if we are able to give back, try to help our Gas Companies beat the pump and our landowners and our mineral owners, theyll need to be protected. There is a way to always do all of this if we just get together and work it all out. Pass ifsay, that wont we put two things together, who would have thunk that we would have been here tonight if you saw this right here, last year . But we are here. Think about this just a second. I dont really often get the name something. You guys are famous for naming 9623c, and ike cl dont have a clue of what that means. Jt i want to call something ctaw. And that stands for just cut taxes and win. [applause] gov. Justice but what i want to ofrt with is the elimination the tax on manufacturing machinery and equipment and manufacturing inventory. [applause] gov. Justice if yall dont quit this clapping, we are going to be here all blooming night. I appreciate you. I really do. We have to ensure that education in our counties and cities wont get hurt. We can do that. The do that with this. We can absolutely do that with this. Illstate parks are in repair. We have found enough money to be able to do significant repairs to our state parks, which will bring people here. The work that is going on in tourism and commerce is phenomenal. Phenomenal. Think about this just for a second. Agriculturally, we all know that agriculture could be a Sleeping Giant in West Virginia, and i know all about agriculture, guys and girls. An awful lot. And i can tell you that it is for real that we could have consignment buildings on mountaintop removal sides. We can have vegetable or horticultural specialty crops throw and within a rocks in the marketplace. It is possible because you know why . We have pristine water. We have a newer disposal. We have a diseasefree atmosphere. Diseasefree. We have relatively constant and not terrible temperatures, except last week. [laughter] gov. Justice and maybe even right now. [laughter] gov. Justice you know . But there are real possibilities there. We got to put somebody on it, and i am going to put West Virginia state, Marshall University in West Virginia university working this and bringing us real ideas as to what we can do. I will be able to tell them very quickly, there was no way on this planet that will work. Or i will be able to tell them, yes, that is the real deal. Now, we cannot possibly not talk about china. You talk about an 800 pound gorilla in the room, not me. [laughter] is thestice but china possibility beyond all of our possible dreams. It could really happen. And the reason it could probably happen is two things. Cards if wee trump have any to trump cards. President trump genuinely wants a trade wants the trade imbalance with china to change. If President Trump is putting his first foot forward and saying that a big part of the changes happening in West Virginia. President trump and i are friends, and President Trump doesnt want me calling him, saying, donald, why is this happening . Do i believe that there will be 83 billion come rolling into West Virginia . But ild very well happen, cannot comprehend 83 billion. And i have traded in a big arena. Gamble isrocter and 500 million. Billion comes, it is to procter gambles. It is unbelievable. In the petrochemical business, and the natural gas hub, it is unbelievable, we are on something and we are working it, you should be really proud of our commerce people, our relationship with President Trump on this issue, and all of the goodness that everybody has put in this. So please give them a round of applause, because this is a really big thing. [applause] gov. Justice i proudly say that we have enough money to be able to have a state police cadet class. The first time in probably four years. [applause] gov. Justice and as i glance this way, i thought, what a dump bunny and my . We have all of our justices here. Someway, somehow, i passed by you. And who will be brought me the idea in regard to be able to kidse and be able to get into high school and trades. Give him a great round of applause. [applause] gov. Justice our Education Department and dhhr are working tirelessly on an issue that is just, it is just not comprehensible to me. Child sexual abuse. , every 18yearold in West Virginia, one in 10 of them, one in 10 of them, before they reach the age of 18, suffers some levels of child sexual abuse. It has got to stop. It has to stop. And we are on it. And someway, somehow, we are going to stop it. You just ato talk to second about tourism and commerce. I put it in the budget, i put in my numbers rather. A giant number for tourism, 20 million. And you may think, well, can we not do Something Else for 20 million more than just put it into tourism . And i would say to you, it is super penny wise and pound poor if you think it is something not to do. Notreason it is the thing to do is for every dollar that flows into tourism, it is unbelievable the Multiplier Effect that comes right back to us. We have got to market ourselves. At some point in time, you got to get tired of waking up and watching the tv, and wanting the tb say, come to new york, or come to michigan . It is driving me crazy. Someway, somehow, we have got to let the world know just how good we really are. The world is awakening right now. There is real opportunity. Commerce needs money to be able to bring people to us. It is the way the game works. We can do it today. We have a tremendous commerce secretary. We have chelsea ruby who is doing an unbelievable job and terrorism. There is so many areas of diversification that our highways will bring us. We had to behind this with everything we have. Right inay this woods, 27 years, 27 years, we had been planning highwaysg to get the moving. This spring, this spring, you will see pavement going down. We are going to build the road. It is going to happen. [applause] gov. Justice now let me get to the cherry on the top. Today, we know that there is imagine what i am saying to you. I mean, we did not have enough money to hardly go feed the dogs good. [laughter] gov. Justice so we now have enough money to give every Single Person in State Government a raise. And i am really, really proud that we are are going to be able to do that. We are going to be able to give our teachers a raise. We are going to get a 1 raise across the board to everyone. And iear and next year, am budgeting in an additional 111 on the teachers for the following three years, and bring them the entire five. We can do it. It is there this minute and can be done and it can be done. Someway, somehow, my little girls cabal team is somewhere. Going tosaid they are come here, so wherever they are, they need to get here and get here now. [applause] [laughter] gov. Justice oh, here we go. [applause] gov. Justice doll just stand here yall just been here around me. All of you just in my there. Ok . Abby,al quickly, this is aj, and tucker, and morgan and and kay, andcia, emma. [applause] you justice let me tell in basketball, when the season begins, you are allowed to have two scrimmages. Had 40st scrimmage, we turnovers and we lost by a gazillion points. [laughter] gov. Justice and then we went to work because they are real young. A lot of times, we only have one senior in this group. And a lot of times, there are two freshmen and three sophomores on the floor at the same time. Since that time, they have not lost a game. Just the other day [laughter] [applause] gov. Justice just the other day, the poll came out and the right second in the state. [applause] now, let me tell you this. Haley, who is secondteam allstate last year. Stan right here in the front. She had something wrong with her leg the other day. , and gabby who is our enforcer here. Haley said, what is this coach . I said i know what that is. That is resistant pathway ringworm there it wont hurt you, but it eventually goes up your leg and through your face and it goes away. The only way to get rid of it is in places within your leg and it will go away. And so, i turned and haley. At that gabby wasw sitting on the floor wrapping hurt tracksuit around her leg. Group believes, and i told you before that you needed a coach, and you needed to believe in me. And i really will close just by saying this i know how talented you are as the players. And i mean it when i tell you that i love you with all of my soul. You are an incredible force to deal with. Opportunitye me the to be your coach. All to go flip over that board right there. Yeah. Unbelievable the sixyear plan that you are able to see today that has all black numbers. Today, my request from you as our people, and you is our legislatures, my request for a tax increase would be zero. Zero. [applause] gov. Justice i will end by just saying, i cannot thank you enough, especially our people. The land and passed a referendum that some people thought would not pass. It in 54 we passed counties. It by 73 of the vote. Amazing, amazing accomplishment by you. Not just me, by you. Now, i cannot thank our people enough. And you enough for believing, and believing in me. Coach for the players. You are the players. I dont coach for myself. The people of West Virginia are the players. I coach for them. And i coach for our schools. And our school is our state. It is what i do. It is what i have done forever. Now, i would end by just saying this you automate all the time by calling the governor. But it would be fine with me if you often decided to call me coach. I thank you. I asked our team, that are teamed is one other thing. I tell them all the time, every time we break it down, we break three, 1, 2, 3 best because i want them to believe that they are the best. Toant West Virginians believe that you are the best. To think ourus play should be 50th. I want us to know that we are the best. So i am going to ask them, if they would, to break it down for us. Break it down as you always do it. [applause] secretary of state Rex Tillerson is wrapping up a multicountry trip today with a visit to poland or to march to mark holocaust day, related at a memorial to jews. Tillerson made remarks at the monument saying, on behalf of the american people, i am honored to recognize, along with our polish friends come and commemorate the 73rd anniversary of the liberation of auschwitz. Sunday night on afterward, Republican NationalCommittee Spokesperson kelly maggie nini on her book the new american revolution. She is interviewed by matt lewis. I have had conservatives say to me, why do you use this word . I am not a populist and i have had liberals express aversion to that word. It sums up what the book is about a man as a people. And i wanted to honestly profile the people on the left and right. Andofiled many trump voters those who were not. To me, it was capturing the sentiment that drove the electorate to deliver one of the most astonishing electoral in modern have seen history. It was a profile of the american people. The mayors were invited to the white house to speak with President Trump. The sum boycotted the meeting but some boycotted the meeting.
