Host on the list of the winners and losers, the Senate Minority leader Chuck Schumer shows up and you focus on the story this morning, how do you think he fared the last couple days . Guest he got himself out of a tough situation, mitch mcconnell, the Senate Majority leader, wasnt making compromises or giving significant concessions but agreed to bring an immigration february e floor in in which he said a level Playing Field and promised an open amendment promise and they say its a small victory but fell short of what they wanted when they shut down the government and they wanted a meeting with trump to negotiate a deal on immigration as well as spending or they wanted a commitment from the g. O. P. Eaders to add or attach to a bill. What they sold for was much more modest and the republicans argued theyd have a immigration debate anyway regardless in february because of course theres the march 5 deadline to take care of the dreamers because president rump rescinded the dreamers in and set a march 5 deadline. Host if im mitch mcconnell, where do you go from here and is this a victory for him . Guest a very big victory. He stared doubt a democratic shutdown. The biggest leverage the Minority Party can have is to block a spending bill, force a Government Shutdown unless they get what they want. They used their biggest weapon and they came away with very little. And so that is a victory for mcconnell. He was vindicated. He refused to offer any major concessions. He refused to give much ground whatsoever and he got what he wanted which was a reopening of the government. So i think its a pretty strong victory for mcconnell. Now, you could argue, perhaps, that if there isnt a deal on immigration and that the daca recipients, the socalled dreamers are left unresolved after march 5, then maybe its not a good outcome for mcconnell because its an opportunity to take care of an issue which has very strong bipartisanship support and shows 81 of americans think the dreamers should not be deported so if nothing gets resolved by march 5 and that would maybe be bad for the republicans and that would be perhaps a loss for mcconnell because he missed an opportunity to take care of it now. Its not something hes losing sleep over but feels happy with the way it worked out. The republicans i spoke to yesterday in the senate thought t was a big victory. The senator from arkansas said it was, quote a massive political blunder by the democrats. Host talk about the role of moderates especially on the senate side, not only republicans but democrats. , est joe manchin running which trump won in 2016, he led the charge along of course with Susan Collins, the moderate epublican from maine who often rises above the fray and to attention and above the crowd wherever theres a crisis or standoff. Crucial to defeating the Health Care Legislation and the obama legislation earlier this year and also was crucial to passing tax reform this year. Shes a pivotal player. She was hosting meetings in her office and there were more than 20 democratic and republican colleagues. She had a bipartisanship group that reaches as big as two dozen and they over the weekend and yesterday, they met and they negotiated and they figured out what it would take to reopen the government and essentially theyre the ones that presented a plan to the democratic leadership and ultimately the Republican Leadership and they brokered this deal to get the government reopened. Now, i think if theres a criticism of the moderates, at least they got schumer to change his position because what the democrats agreed to on monday wasnt all that different and was similar to what they rejecked on friday in terms of the month long house pass c. R. And they got a commitment from mcconnell to bring up immigration legislation, and democrats said that was an important victory but republicans say they were going to do that anyway. So would it have happened if the moderates werent meeting and presenting plans to the leadership . I think the shutdown would have gone on a few more days. Host walk us through the next couple weeks specifically on the immigration debate, what do you expect to play out . Guest well, you know, the democrats and republicans have retreats coming up at the end of this month, beginning of next month. The president s state of the union is coming up. There is they still have to negotiate the spending caps for the appropriations bills. They need to figure out a deal on disaster relief. The fiscal year, of course, started at the beginning of october. Were well into it. They have a lot of work to do on the appropriations bills. And the spending negotiations have been held up by this demand by the democrats to deal with daca, to deal with the dreamers. So i think over the next three weeks the length of the c. R. , were really going to see leaders trying to figure out what the spending caps are and get an omnibus spending package put together and then i think theyre going to turn to immigration. I think mcconnell said, well, in his pledge on the senate floor, he said if there isnt a deal on immigration by february 8, the date of when the c. R. Expires, im going to bring an immigration bill before the floor with a level Playing Field which will be an open amendment process. I would be very surprised if they reach any immigration deal before that date. So i think what were going to see is a dual effort in the house and senate. In the Senate Mcconnell will bring what he promised the democrats a neutral vehicle but who exactly will write it and what its going to look like still needs to be negotiated. And then on the house side, theres going to be an immigration debate but dont think there will be what Senate Democrats or even House Democrats want or envision. Its not going to be you know, whether whatever passes the senate in terms of immigration comes down for, instead Speaker Paul Ryan indicates he wants to have a debate and vote on a much more conservative Immigration Reform bill which is sponsored by Bob Goodlatte, the republican chairman of the Judiciary Committee and that bill is a lot more conservative than what democrats are willing to support. This is to secure americas futures act and includes some things that are absolute nonstarters with the democrats such as requiring employers to use the e verify system to ensure they hire legal workers and they also want to end chain migration which is a Sticking Point for democrats in the senate. So there are a number of things in this more conservative immigration bill sponsored by Bob Goodlatte that will be a problem for democrats. I think the Speaker Paul Ryan, his initial inclination is bring that more conservative bill to the house floor and see if it can pass and maybe it can or maybe it cant. If it cant, then well see whether he takes up the immigration bill that gets passed by the senate and that assumes something can pass the senate. I guess well see about that. Democrats and liberals or independents, democrats are not coming over to the republican side because they feel like republicans are not compassionate and dont care about immigrants and theyre racist and xenophobic and democrats look like those conservative leaning independents in places like minnesota and wisconsin, they look like theyre holding the country hostage for a small select group of noncitizens putting immigrants over citizens. So i think joe manchin what he did, hats off to him. I wish wed have him and Susan Collins would be the majority leader and the minority leader as opposed to schumer and mcconnell because, you know, they actually got the work done and either of the other two did, mcconnell and schumer, would showboat and try to make headlines. Caller i think we ought to let the go back to a poll tax and the people who dont pay any taxes send them the bill if they want to spend somebody elses money. We all know who signed up in votes. Caller the taxes are the losers and feel bad for the military, people who signed up to serve this country and the politicians are more concerned about Illegal Immigrants who broke the law and who then wants to become citizens will be eligible for food stasms and housing vouchers and Free Education and my property tax will go up like everybody elses property tax and we already have a Service Economy we went from a building things and growing things and mining things to a Service Economy. The shutdown was manufactured by both parties in both houses by letting tax cuts and jobs acts pass knowing eliminating worldwide tax and parting deferred meant budget problems and the shutdown. Host why specifically no winners . Caller well, because the political party, the way it is set up now, its in flux for many years. They dont go for the American Voter or the american citizen. They have gone completely 190 degrees the wrong way. Caller theres so much stuff n the history of this party, bickering crap, i can tell you that it started with johnson and started with carter and started with obama and started th every one of them had something to do with shutting down the government. For what . So the veterans dont get paid, the military dont get paid, you know. When they show the president as looking like oh, hes the big guy that ended up pushing this to us, so we did it. I mean, historically on these Government Shutdowns, the democrats have found it fairly easy with the help of a friendly media that tends to lean more to the left to paint the republicans as the mean, evil warlords, that they love to paint them at. But as the old happy days analogy goes, i think they jumped the shark this time. I really think with making their stand and drawing their stand in the line, as nice as you want to think of these daca kids, and from what i understand, theres 3. 5 million of them, theres not 800,000 of them. A story came out in usa today. Regardless, theyre not all alter boys and soon to be nuns and p. H. D. s and whatever. Just like with any group, there are bad ones within that group as well. So the democrats make their stand on a budget showdown over illegal aliens, for all practical purposes, yeah, ok, well concede the point they were dragged here as kids but who are they dragged here by, not by President Trump and the republicans, they were dragged here by their parents from a friendly nation that just might not have the same types of Economic Opportunities that we in the United States have. So i think they jumped the shark here and exposed themselves to the American People. And its not good. Host when you said the edge went to the republicans, what did they do right in this situation . Caller i think they would have caved like they normally do because theyre so afraid of the media and so afraid of consistently being painted as racist because thats the card the left always plays. Trump dont care, ok. Hes already been painted as verything from hitler to the anti come on. He just doesnt care. He drew his line in the sand and he said throw whatever you got at me and ill let and thats what he told mcconnell. And so finally the democrats finally ran into somebody that wasnt george bush or wasnt you know, that wasnt a moderate republican. You know, you can call trump whatever you want to, hes probably he has no ideology and in this sense, you know, he ran on securing the borders. And one last thing if i just might. All these claims, and i dont know if theyre true or not because i dont trust the polls anymore that 70 plus of americans support not sending the daca dreamer kids home. All right. I dont think anyone wants to send them home but theres another part of that equation. There has to be accountability and going back to 1986 with the simpleonmizoli act with ronald reagan, the democrats have been promising for decades to deliver and cooperate on Border Security whether its host we have to leave it there to get another call in. I just wanted to say that i would give a slight edge to the democrats who i dont really agree with on everything but i respect the fact that they held their ground in order to get a vote on immigration, on the daca population by the 8th and they got a commitment, which is something they would not have gotten based on their past experience with dealing with republicans and the majority in the house and the leader of the senate, theyve got nothing but disrespect. They havent been involved in the process at all. They wanted to do the budget. They wanted to do chip and chip ended up being used as a bargaining chip. I would give a slide edge to them because they got that commitment. Now, when you have people say that democrats dont have or republicans have the power in all three branches of government, that is true. And the reason why its true is because they have more votes, obviously, in the senate and that requires them to compromise with democrats. They refuse to do that. They were forced to do that this time. So thats why i give the edge to democrats. What i would like to see is really one house be or one branch of government being democrat and one branch being republican and President Trump is saying, and i dont agree with him on a lot of things and like what he does on some things. And a quote of the majority whip, Steve Scalise back from surgery following last year when he was part of that assassination attempt in northern virginia, it says that scalise told us that the house doesnt at all feel at all bound by Senate Majority leader Mitch Mcconnells agreement with Senate Democrats to consider immigration legislation by march 8. March is really the time line. The house wasnt part of that deal. We asked scalise if Graham Durbin stands a chance and he said, quote, not in the house and he said its good for everybody to put their ideas on paper but ultimately are things that can or cannot pass in the house and we have to work through those details and were working through them and it would excite our base if they got a big immigration bill but blunty said we wont pass a bill with amnesty and it would age you are our base and dont see it passing in the house. Janice from brooklyn, new york, next, democrats line. Caller i believe it was the taxpayers who are going to be the losers because come the 8th well be doing this all over again. And him the daca, theres 600,000 registered, yes, theres three million but were talking about 600,000 who still has to pass some type of test to stay in this country. So why not vote on that . Why do very have to go through this all over again. And when you say immigration bill what the president wants is his wall built and to get that built the taxpayers have to pay for it. He just lost a couple weeks ago with the coal to try to get the taxpayers to pay for the coal, so why should the taxpayers have to pay for the wall. He said mexico was going to get it. The wall should not be part of the immigration bill. Were going to lose again come february 8 and if he wanted to he could have paid for the military. He can say whats an essential service. The military should be paid. Were going to lose because were going to come to this again and next time the democrats need to hold firm because the taxpayers will be the ones to lose. I think by the time it gets to midterms nobody will really remember this and dont think it will have that big of an effect on anything. I think Chuck Schumer choked like somebody else said or maybe he showed he was willing to shut down the government over a certain number of issues, immigration included, and im interested to see what hell do in the future if nothing happens to it because he has the option to do it again. But like i said, i dont think this is really going to affect that much at all. And by the time it gets to october and november, nobody is going to remember this. Its only been a threeday shutdown. Host so this is from Huffington Post this morning about how dreamers are feeling or as a group because of the efforts of the last couple days, out of washington, this is the reports that says that young undocumented immigrants watched on monday as Senate Democrats told many of them they wouldnt, cast votes without securing protections for dreamers at the risk of deportation. Dreamer activists felt betrayed and Christina Reeves cried as she watched the first vote to end the Government Shutdown. I really had hopes and expectations the democrats would hold the line for us, that they would hold their vote and she read with the executive director of the dream coalition and mother of three said afterwards we would send a message that this is urgent. For months undocumented immigrants have urged democrats to oppose funding bills unless they did something to help dreamers of which 700,000 will lose relief because President Trump ended the deferred arrivals program. In maryland, virginia, talking about socalled winners and losers of the Government Shutdown. Go ahead. Caller im very disappointed in the democrats. They absolutely refuse to work with the president. Duly elected, i might add. He would look for a way to fix this dreamers business, deferred whatever. But if i ever vote for another democrat, somebody needs to hoot me. Heres my issue, i think both the democrats and the republicans are the big loss here but i want to tell you that its a bigger loss for the republicans. Why . Because they keep calling this daca illegal. But guess what . This illegals are serving in the u. S. Army hired by the federal government, protecting all. So for schumer to choke in this is a problem for me. I think he should have stand his ground to make sure that what they needed was i think in the Midterm Election all of them should be voted out. He mentioned the minority leader Chuck Schumer, he went to the senate floor after the vote on yesterday to talk about what happened and what comes next. Here is Chuck Schumer. President , that the American People and the senate have had to endure such hand wringing, finger pointing, stride enzi to secure guarantee that we will finally move to address this certain issue. It is something the majority could have avoided entirely and a concern the president could have obvious veryated if he were only have obviated if he were only willing to take yes for an answer. It wont staff either on both sides but its a way forward. I am confident we can get the 60 votes in the senate for a bill and now theres a pathway to get the bill on the floor and to the senate. It is a good solution and i will vote for it. Im incredibly grateful to the bipartisanship group that has come together in recent days to renew the immigration debate with the sense of urgency. There you are. I believe that this group has the potential to return the senate to the kind of place it should be on the issue of immigration. A place for bipartisanship, a place for action. A place for achievement. The bipartisanship group in a very fine way filled the glaring absence of the president in these talks. Host a story in the Washington Post this morning takes a look at the legislation that was passed and talks about more tax cuts as part of that. Margo sangerkatz and Jim Tankersley writes congress isnt done cutting taxes after passing an overall last year. The deal struck by democrats and republicans to end a brief Government Shutdown contains 31 billion in tax cuts including a temporary delay in implementing three Health Care Related taxes. Those delay which is include varying degrees of bipartisanship support are not offset by tax increases and will add to the federal budget deficit projected to increase rapidly as last years mammoth tax law takes effect. Later on in the story both authors add this saying the Health Care Taxes were all created as part of the Affordable Care act where they were designed to offset the cost of expanding Insurance Coverage to low and middle income tax americans. Many of them with a tax on medical devices have remained unpopular and their implementation has been suspended or postponed before and those delays have been preferable to lawmakers and eliminating the taxes entirely and given a total repeal would have estimated a 310 billion over the federal budget deficits over the next decade. But these daca representatives protect our constitution because they are in the army. Anyone to say theyre not american in any accepts of the word, i totally disagree. How are they not legal and serving in the army . When push comes to shove, now they need us, were turning our backs on them. That is mindblowing. But i believe theyre both in the wrong. Trump reneged on daca. He overturned daca. They had a deal and he reneged twice. This man is not consistent. While the only thing he is consistent is that, that hes not consistent. And then i believe that its the demo let us down because they gave in to bullying. They gave in to bullying. So im disappointed. Host the New York Times also has a story by Jonathan Martin and Alexander Burns this morning, the headline reads angered by shutdown retreat, liberals threaten to mount primaries and they blinked because they always put the success of the party first, luis gutierrez, one of the leading advocates for immigrants explaining the spanish got short shrift and the one word in spanish they know, manana. The hasty retreat particularly after the march to protest against trump. Liberal groups such as moveon. Org asked them to sign up to rally against republicans to protect dreamers. By noon their owns allies in congress had buckled. Quote, the grassroots are rightly furious with the slew of democrats. Ben wikler of moveon. Org in the obama years republicans learned to be more afraid in challenges and the tea party is more powerful than the resistance. Lets go to mark in seattle, washington. Independent line. To the question regarding who won or lost, i would say republicans lost credibility because theyre in power in the house and the presidency and the senate and this happened on trumps First Anniversary of his inauguration. I would call it a trumpdown. The trump shutdown is too long, trumpdown, the art of the fail. Trump rescinded daca and the republicans failed on passing chip. My question is i dont quite understand the procedure, who attached chip and daca to this continuing resolution . And i dont know if you might have an answer. And then another thing that was really outstanding was the democrats continuously rejected on their proposal with the phrase absent appropriate clearance. So over and over again, they extend the sal to c. R. For more debate and absent appropriate clearance. But i think the republicans were the losers in this shutdown. You have me a bit confused because we have a republican president and we have the republicans in total control of the house. They do not control the senate because if they did, there never would have been a Government Shutdown. They have to have so Many Democrats votes to get anything assed in the senate. Brinksmanship and hostage taking do not work and make bipartisanship progress harder, not easier to achieve. With the pointless damaging partisan theatrics of this Government Shutdown behind us, serious and bipartisanship negotiations can resume. Now those talks can get going again whether they bear fruit is up to all of us. Jim lankford and senator thom tillis have written a bill dealing with dreamers and john cornyn of texas introduced a border proposal and david purdue of georgia have called for change to migration and all of them republicans. Senators Lindsey Graham and richard durbin, a illinois democrat have led the gang of six working on a broader legislation. In the house Judiciary Committee chairman Bob Goodlatte has a major enforcement bill and a bipartisanship team of will herd, texas republican and peting a you lear, california democrat written have bill coupling border policy tweaks and with illegalization. Senator Chuck Schumer, democrats floor leader and mr. Cotton and goodlatte were focused on enforcement and would poison the chances for a bill the democrats can join, quote, theres no deal those two could forge that could earn the majority in the house or senate if senators cotton and representative goodlatte have who have opposed daca all along and basically been strong antiimmigration have veto power over an agreement, everyone know there is wont be an grept. As far as the Government Shutdown, i think the democrats did not hold the line as much as they should have because at the end of the day they shut it down but didnt have a plan of exactly what they wanted ahead of time and should have outlined what they wanted as part of the actual bill and stayed behind it the entire time.
