I am going to trust that he will keep his commitment and that we now have a window of opportunity where this group has to show that it can build a bipartisan consensus. You are basically having to take leader mcconnell at his word . I trust a lot of the people that i have been working with. The more that you have a Bipartisan Group that trust each other, that are committed to a process, the easier it is to trust that the leader of that caucus is going to carry through on commitments. You had promised that commitments to dreamers would be part of any deal. We dont have a spending deal, do we . What changed to make you believe Mitch Mcconnell more . I have greater confidence in than ever to members of the Republican Caucus who are committed to making progress on this. We have got a window of opportunity and i want to contribute to it in a constructive way. Part of our biggest challenge is letting the senate be the senate. A lot of what created this impasse is President Trump rejecting strong bipartisan offers that he had invited. And rejecting what i thought was a very reasonable offer by senator schumer. He put on the table things that i did not expect him to put on the table in order to move forward. If President Trump would let the senate work for the next three weeks, i think he would be encouraged and surprised at what the result could be. How did this happen . What, the deal . Three days of talking, i guess. It was basically friday, what we started with was basically what we ended with, but just a firmer commitment than we had initially. Did you promise to hold mcconnells feet to the fire on this . [laughter] we feel that we have a commitment. I did go back to the Leaders Office and said that stronger language would be helpful. He did give stronger language on the floor today, particularly about the fairness of the process. That was convincing to the democrats. Do you trust Mitch Mcconnell . I think that a commitment like this may today with such fanfare, i think we can count on it. We have had this meeting these meetings. A growing number of people and it was really good to see. So compromise is cool again . We will have a process on the senate floor that we have not seen since the bipartisan immigration bill that we did before. We dealt with amendments and everybody had their say. This will be much like that. You have been trying to negotiate a bill on immigration for months now, what makes this different . What has been difficult is dealing with the white house and not knowing where the president stands. How has that changed . It hasnt. I dont think it will, but i hope it does. I hope that the president will say here is what we need and here is what we will stick with. We will come to the senate floor and the senate will be the senate again. We will pass something and then see if the president likes it. We want to get a deal before march 5. I think the worst outcome was to beget to get to march 5, and then tried to jam something through that would look like the legislative equivalent of daca. We would make a constitutional, but it is no more certain for these kids. That is not good. I am convinced that a deal will get done, but it will not be permanent. It is a victory for everybody when the government opens back up. We are climbing out of a hole. We have not done anything yet other than open up the government hopefully at about 2 31 we have the final vote. Ultimately the president is going to need to get on board in order for the house to vote on it. The house much more so than the senate relies on the backing of the president. Have you talked to speaker ryan about this . I have. That is his message as well. It is going to be difficult to pass anything unless we have the president s support. If we can pass a bill, obviously if it passes the senate, it is a bipartisan bill by definition. It will have at least 60 votes, i think closer to 70. If that gets to the white house i am confident that the president will say, i like it. Has the speaker told you that he will put the Senate Immigration bill on the floor . No, he doesnt have to. I do think that if the president gets behind it, then it is something that they will want to put on the house floor. What are the next steps for the Bipartisan Group . To make sure that we have a bill. If we do go to regular order, or somewhat regular order, if we bring something to the floor, keep in mind that if everybody offers amendments and you deal with the process under the senate rules, it can be a long process. With are still going to need consent and some kind of agreement to move ahead. To do that you have to have a product that has wide support. We need to broaden the support that we already have with the bipartisan bill. We need to broaden that, at some Border Security elements that people on my side of the aisle want. Im sure the democrats will want some things as well. If we can broaden the support for that product, we can have an easier time when we get to february 8. When you talk about Border Security, how much of that is actually a physical border wall . What is on the table so far is what the president has requested for this next year. If additional commitments need to be made in terms of a mix of authorization and appropriation beyond that time, we will do that. Is it going to be a wall . The president has said that not all of it is a wall. It is a border wall system i guess, you can call it. Whatever it is come it will be additional Border Security, and that is important.
