Responsibility for its role in the mess. Thousands face unemployment. I am concerned for the 1400 korean apprentices, some of whom i have met locally. It is not good enough to pass the buck. Will the Prime Minister guarantee today that every one of the apprentices will complete their training and be paid . May can i say that i recognize this has been a difficult time for a number of people concerned about their jobs, services, and pensions. I will first of all provide reassurance to all employees working on public certainties that they should continue to turn up to work, confident in the knowledge that they will be paid for the work they are providing. Governor the government is not running them cannot they are a customer. And we are ensuring that we are providing the Public Services continuing to be provided interrupted. To reassure workers on Public Services to reassure pensioners. I am coming onto the apprenticees. It is important that government undertaking its role to assure services it provides to be provided and assure the honorable lady around lady that we are aware of issues around apprentices, and that is why the minister of response ability for that will be looking very carefully at what that is. You, speaker. What better way to start the year of engineering and than to see manufacturing output at its highest level in a decade. Right honorable friend to commit and confirm her government to secure and support u. K. Manufacturing and the important exported delivers . And they government. It is ver p. M. May it is very pleasing to see the figures the ons produce last week which shows production has grown eight months, the longest streak since 1994. Manufacturing output at its highest since february of 2008 and earlier this month the productivity growth had the best quarter since 2011. That shows our economy remains strong, we are continuing to deliver secure, better paying jobs and continue to do that and supporting manufacturing sector. In the last six months, the government awarded 2 billion pounds worth of contracts even after share price is in freefall and the company had huge profit warnings. Why did the government do that . P. M. May it might be helpful if i sit down for the right honorable gentleman. A companys profit warning means it will not make as much profit as it expected to make. [shouting] if the government if it was the case that the government pulled out a contract or private sector companys pulled out of a contract whenever a profit warning was issued, that would be the best way to ensure Company Sales were gone. It would also raise real issues about providing continuing uninterrupted Public Services. Yes, we did, we recognize severe profit warning. That is why we took action in relation to the contract we issued. We and shared that we ensured that all but one of those was a joint venture. That means there was another company that was available to step in and take over the contract. I say to the right honorable gentlemen this wasnt just an issue of the government issuing contracts. We see the laborrun Welsh Government after the profit warnings last july and only last week, in the public sector, a publicsector body announced karelian was their preferred bidder. Only last week. Was that the government . No. It was labour. [shouting] mister speaker. For the record, they have not signed a contract, the government, it is the government handing out contracts, the governments responsibility to ensure it is properly managed. Between july, mister speaker, and the end of last year, the Share Price Fell by 90 , three profit warnings were issued, unbelievably some contracts rewarded by the government even after the third profit warning. Mister speaker, it looks like the government was handing public contracts either to keep the company afloat which hasnt worked, or it was deeply negligent of the crisis coming down their lines. [shouting] p. M. May mr. Speaker, i am very happy to answer questions. Will the right honorable gentleman ask one . [laughter] [shouting] corbyn i asked the government if they have been negligent or not and they clearly have been very negligent. Tori mps might shout, but the today, 20,000ter workers are worried about their future and for them the only recourse is to phone a dwb hotline. The frailties are wellknown. Hedge funds were venting against hedge funds betting against them in 2015, rbs banks, state owned, making provisions against them last year, the government is supposed to protect public money through crown representatives supposed to monitor these powerful corporations who get huge public contracts. This is a question the Prime Minister needs to answer the question is this. Why did the position remain vacant during the crucial period of august to november when the profit warnings were being issued, the share price is in freefall and people are very worried. P. M. May i have to say to the right honorable gentlemen can i say to the foreign secretary i asked the question but i know she praised karelian in the past. [laughter] [shouting] p. M. May there is now a crown representative who has been fully involved in the governments response. There is obviously a representative fully involved in government response to replace the one that was in place, the chief commercial officer and Cabinet Office director of markets and suppliers took over those responsibilities and so it was not the case that no be from the government was looking at these issues. That was a standard procedure and oversight with the appointment process. Mr. Corbyn they clearly were not looking very well. Karelian went into liquidation with debts we now understand to be 1. 29 billion, pension deficit of 600 million, and at the same time this company was paying out ever increasing shareholder dividends while wildly excessive bonuses to directors and today, 8000 workers on privatesector contract will no longer be paid. The chief executive is going to be paid for another ten months. One rule for the superrich, another for everyone else. Can the Prime Minister assure the house today that not a single penny more will go to the chief executive or the directors of this company . P. M. May can i first say to the right honorable gentlemen this is a situation changing the decisions being taken but my understanding is a number of private sector contracts come to an agreement with the official receiver that means their workers will indeed continue to be paid. It is important we say that is the official receiver doing their job working with those companies. He raised the issue of bonuses. People are concerned about this issue and rightly asking questions about it. That is why we are making sure the official investigation into Company Dealings of the looks into the conduct not just of the current directors but also previous directors and their actions and the official receiver does have the power to ensure in reviewing payment to executive where those payments are unlawful or unjustified can take action to recover but recover those payments. It is important the official receiver is able to do their job. It is also important governments job is to ensure Public Services continue to be provided and that is what we are doing, the right honorable gentlemen said it was the governments job to his short to ensure karelian caril managed. Roperly we were a customer of karelian, not the manager and that was an important difference and also important that we have protected taxpayers from unacceptable fadeout of a private company. Mr. Corbyn when carilllion went into liquidation many contractors were unpaid. This company, carilllion, were notorious late payers taking 120 days to pay, placing a huge burden on small companies, four times longer than 30 days in a payment code that carilllion had themselves signed up to. Why did the government allow a Major Government Contractor to get away with this . Will she commit to labor policies that abiding by the prompt payment code should be a basic requirement for all future government contracts . P. M. May of course we look at the behavior of companies we contracts with on relation to payments but this question is one that has been brought up in the house as long as i have been in this house, effort is always being done on it but the right honorable gentlemen raised in important point about the impact of carilllion liquidation on companies which is why the business secretary and secretary minister held a roundtable with banks, discussed credit lines to small and Mediumsized Enterprises and to make clear as s are not responsible for the collapse of carilllion in the business secretary held for the roundtables today with representatives of small businesses, Construction Trade associations and trade unions to make sure we are on top of the potential effects on the supply chain. It is right that we look at those very carefully, that we take those actions and also right that we put in place through the dwp support for any workers who find themselves no longer employed as a result of this. Mr. Corbyn it is a bit late for one subcontractor. One company have already had to make their staff redundant and cause the collapse. Because of the collapse. This isnt one isolated case of corporate failure but a broken system. [shouting] government, virgin and stagecoach can spectacularly mismanage the east coast main line and be let off a 2 billion pound payment. They can continue to wreck the lives through damaging disability investments of many people with disability and win more governmentfunded contracts. This company promised security provide security at the olympics, failed to do so and the army had to step in and save the day. These corporations need to be shown the door. We need our Public Services provided by Public Employees with publicservice ethos and strong public oversight. As the ruins of carilllion lie around us will the Prime Minister act to end this costly racket of the relationship between government and some of these companies . P. M. May i remind the right honorable gentlemen a third of the contract with government was led by the labour government. What we want, what we want, what we want is good quality Public Services delivered to the taxpayer, making sure publicservice is continue to be provided and workers in Public Services and deliver the best value to the taxpayer. Making sure that basic Services Continue to be provided and taxpayers are protected. Ppossed is itur o just a role for private companies in Public Services, but the private sector as a whole. The vast majority of people in this country are employed by the private sector. The shadow chancellor called business the real enemy. Labor, the highest taxes in peacetime history, labor policies would call a run, the labour party turned its back on investment on jobs, labour party always puts politics before people. Mr. Speaker, can i think Prime Minister for visiting on saturday. People should not have to settle for second best. , we needagree with me to achieve londons potential by the opportunity for voting conservative. P. M. May i was happy to join my honorable friends on the doorstep and here from people about the issues of liberal Democrat Services particularly around the rubbish bins in her household. Torubbish bins, they are up six bins per household. He is absolutely right, the evidence is that conservatives deliver better services. At less cost to the taxpayer. What we are talking about, only last week come a the fire minister announced labour policy a tax increase on every typical home by 320 pounds. People should know that a vote for labour is a vote to pay more. Thank you, mister speaker. Can the Prime Minister tell the house what advice she had on the impact of the uk economy for leaving the eu Single Market and when she requested any such advice . P. M. May i have to say to the honorable gentleman that as we go through brexit negotiations we are constantly looking at the impact of decisions that are taken on our economy. What we want to ensure is we maintain good access, comprehensive freetrade agreement with the European Union while also leaving the European Union we will be able to ensure we get good freetrade agreements with other parts of the world. Thank you mr. Speaker. 19 months after the Eu Referendum and the Prime Minister has not a shred of Economic Analysis on the impact of leaving a Single Market. On monday the Scottish Government published its second analysis paper revealing horrifying facts, leaving the Single Market will cost each scottish citizen up to 2300 pounds a year. How many jobs have to be lost and how much of a hit will it take before this Prime Minister recognizes the folly of leaving the Single Market . P. M. May the honorable gentlemen asked me for Economic Analysis. I will give you Economic Analysis. We saw the figures this morning for gdp growth in scotland. In the Third Quarter gdp in scotland grew by 4. 2 . 0. 2 . In the rest of the United Kingdom, it grew by 0. 4 . In the last year, gdp in scotland grew by 0. 6 . In the United Kingdom as a whole, it grew by 1. 7 . My Economic Analysis 1. 7 is higher than 1. 6, better off than with a conservative government than an snp one. Henry bellingham. Will the Prime Minister look at the case of my late constituents, badly injured by a fleeing shoplifter, recently died from his injuries at the young age of 17. Her claims to the criminal injury project is delayed and the family fears it may lapse completely. Will she join me in supporting this case and make it clear the rights of victims should always be at the heart of criminal policy . P. M. May my honorable friend is right to put the case to the rights of victims and we should always remember victims. I am sorry to hear the tape of his late constituents and the whole house will want to join me in offering condolences to her family. As my honorable friend knows the criminal Injury Compensation Authority administers the criminal injury Compensation Scheme and applies independently of government. Im sure my right honorable friend will meet with my honorable friend to discuss this case. After the internationally embarrassing news of the Tory Council Leader from windsor head , and the deplorable with regard to the homeless around the Royal Wedding and recent putdowns of the Prime Minister by donald trump can the Prime Minister confirm whether she wants an invite to be extended for the Royal Wedding to the very stable genius from the u. S. . [inaudible] not some strong and stable government. P. M. May the honorable gentlemen knows we have a special and enduring relationship with the united states. Invitation from donald trump has been extended. I am not responsible for invitations to the Royal Wedding but he did reference the council. I just think he should be aware there are a number of actions to homeless, the including residents. There is establishment of an Emergency Shelter for 365 days a year. Service attached to that providing honorable residents, comprehensive for those at risk of homelessness and Severe Weather emergency process, protocol, they offered accommodation to 32 Homeless People on the street, of whom 21 took up accommodations and 11 did not. Minister, cancer can strike anyone no matter where they live in the uk. Cromwell has raised 3 Million Pounds since 2000 to fund independent buildings for cancer care but proposals by the nhs is services move, this will travel many constituents will travel hundreds of miles to access treatment many times per week. These conditions are unacceptable to my constituent and the vast majority of people from cornwall. Does the Prime Minister agree with me travel time should be taken into account when making these decisions and encourage the people to respond to the nhs consultation . P. M. May my honorable friend raises an important and we want point. To ensure patients get the best services. We want to see them getting access to treatment in a timely fashion. And of course that includes the time it takes to travel to that treatment. It is an important issue. That is why we are establishing Radiotherapy Networks that will review access issues and Service Provision on a regular basis addressing shortcomings in the area. That is backed up by 30 Million Pounds and upgraded radiotherapy machines. He is right that these decisions should be taken at the local level and i join him in encouraging the people to respond to the consultation. Mr. Speaker, last week my constituent had a Mental Health crisis. He was admitted to the nearest available Psychiatric Panel bed. Roundtrip0 mile from manchester. The lack of Mental Health care is a national crisis. When will the Prime Minister turn words on Mental Health into action to solve the crisis . P. M. May i can say that im i am sorry to here the experience of his constituent, but we are turning the words meant to help into action. Is there more to do . Yes, that is why we continue to put an end to this. People getting access to Mental HealthServices Every day. We have been able to increase the number of people having access to therapies and increased funding which is available for Mental Health. There is more for us to do but we are putting more money in and more action on Mental Health than any previous government. [shouting] the right honorable gentleman is extremely alert. I have been there and i know what he is going to say. The question keeps me awake at night. [laughter] how will companies be encouraged to follow her lead in the way iceland has done . I am very pleased to make a commitment, we have seen other Companies Make commitments to assure that any tactics are any plastics they use are recyclable in a number of years and very happy to join my honorable friend in saying we will be Encouraging Companies to. Ollow icelands lead we will be consulting on the tax system to further reduce the amount of waste we created launching a new Plastic Innovation Fund backed up by funding in research and development to ensure we do reduce the amount of plastic that is used. And leave this land in a better state than we found it. We can all learn about brevity, myself included from the right honorable gentlemen. Thank you mr. Speaker. Has prevent Mental Health issues. There have been 20 270 sanctions. A judge ruled that the sanction was wrong. . Ill she apologized to margot i am sorry to hear the case the honorable gentleman has set out and am very happy to ensure that is properly looked into. Andrea jenkins. Thank you, mr. Speaker. With the announcement on northern townhouse rails, will the Prime Minister confirm a commitment on northern transport infrastructure and assuring the northern townhouse northern townhouse materializes . P. M. May im very happy to answer the question. I give it to the Northern Powerhouse and across the north, the transport infrastructure they need in order to develop the Northern Powerhouse. We are not spending a record 13 billion pounds to transport transport across the north. We may transfer the first ever statutory subnational transport body by 260 Million Pounds of government funding. They publish their draft Strategic Plan consultation and i would hope all members with an interest in this issue engage in the consultation. Thank you, mr. Speaker. Francis, ess, pope condemned hostility across europe. As a committed christian, with the Prime Minister agree with pope francis that hostility to migrants is a sin . P. M. May this country has a over not just decades, but centuries, of welcoming refugees and ensuring one of the worst that our country has ever known. He was continuing to deny his grilled his guilt until two years ago. He was deemed too dangerous to be put into open conditions. The sentence he has served is an insult. For our. T does the Prime Minister agree with me that the police should immediately be assessed those ssa reassess those cases . Honorable friend will know, parole board is a dependent government. Even in cases like this, we must ensure that the dependence is maintained. Although they decided to prove his release, my friend the secretary has made clear that the are taking advice. Case that the justice secretary said he would conduct a review for change in this issue of transparency are the parole board. I think often people are it anded when they see are not aware of the reasons behind it. I think we should look into this case and question this issue of transparency. My constituents informed me that she had been repeatedly raped by her ex partner, requiring an injunction. Womens lives are being put at risk. The will the Prime Minister provide later the honorably lady raises a distressing case. We want to make sure that we give proper supports all those who have been subject to domestic violence. The home secretary will be entering consultation shortly on the proposed domestic partner legislation. A brutal attack occurred in my constituency. Will the Prime Minister extend her condolences to the family and pay tribute to the hard work of the Emergency Services who tended the scene . Told me about it. It is a very distressing case that happened last night. This is a horrific case. The whole house extends their sympathies and condolences. Congratulate the Emergency Services on the actions that they have taken. From the description my honorable friend gave me, i think we should also have some witght and care job the to the witnesses of this incident. Thank you. The Prime Minister will be aware that northern has not had a government for over a year. Decisions to protect our health service, education and local communities. Does the Prime Minister agree in the absence of a government being formed, it is imperative that our government takes point to direct through ministers as soon as possible so i budget can be put forward to deal with the urgent problem . P. M. May we are committed to reestablishing fully functioning Inclusive Administration in Northern Ireland. I dont underestimate the challenges that remain, but a way forward can be found and a rigged agreement an agreement can be reached. It is imperative the parties reengage in intensive discussion aimed at the outstanding issues so the assembly can meet and an executive can be formed. We recognize we have a responsibility to assure political stability and Good Governance in Northern Ireland and obviously, our priority, ensuring that we can work with parties to establish the default government in Northern Ireland. We recognize that Northern Ireland continues to operate and Public Services continue to be provided. Early response to my colleague. Investing in radiotherapy treatment for rare and less common cancers, can she affirm that there is no need for existing Radiotherapy Services to be moved in order to develop this . P. M. May as i said in relation to the earlier question from my honorable friend, we recognize the importance of having access for treatments they require and we recognize issues people face in relation to traveling where these services are available. This is primarily a decision at a local level. I would encourage people to take part in the competition consultation, so local views can truly be heard and taken into account. Chris robinson has to wait 52 weeks for pain relief treatment instead of 18 weeks for properly funded nhs would deliver. How much longer will it take to sort things out . P. M. May can i say to the honorable gentlemen, we are putting more money in their for the chancellor and exchequer, 2. 8 billion pounds. If we are looking at the issues of treatment across the National Health service, we have to be very clear. Labours answer is always just more money. It is about ensuring that all nhs ares across the operating and acting in accordance with best practice. We want to ensure that they are all worldclass. London has been mentioned in the tapestry. Given this is the london, two sides chucking things at each other by the gallery in the chamber. Can i ask the Prime Minister to put in a good word in sussex, to see the tapestry but look through the window and see the rolling countryside where the normans gave the saxons six of the best. [laughter] it is very significant that the tapestry will becoming to the United Kingdom and people are going to be able to see this. To saysay above , themy my honorable friend home secretary also put in on this particular issue, looking carefully to ensure the maximum number of people benefit. Thank you, mister speaker, the Prime Minister pledged to confine slavery to the history books. The National Audit office says the home office and others to be measured. The home office doesnt set clear antislavery activity or to know what activity is going across government and the home office does not have Business Compliance to the modern slavery act. Is the Prime Minister satisfied with that analysis of her flagship policy . What action will be taken . P. M. May it is this government that introduced the modern slavery act, it is this government that has improved response in catching perpetrators. We have seen more cases being brought to prosecution than ever before. We see more victims willing to come forward, having confidence to come forward. Have we dealt with the problem . Of course there are still problems out there, but we want to ensure, the international , not justsaid earlier that we take action in the United Kingdom, but we work with countries where the women are being trafficked into this country, and we work with other countries to eliminate modern slavery across the world. That is exactly what we are doing. Last week, a clinic and a kindergarten we support were bombed by Syrian Government destroyers. Will the Prime Minister join me in paying tribute to the bravery of those who continue to work there, and also reassuring ordinary syrians that in the seventh year of this terrible war, that we have not forgotten them . My. May can i say to honorable friend that she has been a great champion for charities working in syria. I am very happy to join her in praising the bravery of all those working for the foundation but also others working for other charities in the region doing valuable and important work. We continue to make every effort to achieve our goals in syria, defeating the scourge of isis and a political settlement that in the suffering and provide the sufferingnds and provide stability for all syrians in the wide region and continue to provide significant humanitarian assistance to 4. 6 billion pounds today. Can the Prime Minister tell me why the failed Wakefield Academy was able to take schools in bradford even though there were concerns as far back as 2015 . Can she give me assurances that the hundreds of thousands of pounds taken from schools in my constituency, one of the poorest in the country, will be returned immediately . P. M. May we of course have a priority to make sure that children across the country receive a great education, whether it is in the north or the south. Seven of 12 Opportunity Areas providing that support are in the north in the middle, the frontline of our approach tackling any quality and education outcomes. About northernd school of and recommendations in the Northern Powerhouse and putting record levels of funding into our school and announcing increased funding for schools over the next two years. I and local charities will be holding a meeting to discuss the problem of loneliness in the community. At the national level, what is the Prime Minister doing to implement the recommendations of the commission on loneliness . P. M. May my honorable friend raised an important issue and is it is the sad reality of their modern life. It has an impact not only in peoples Mental Health or physical health as well, i am pleased they are hosting a reception, looking at this issue of loneliness on number 10 downing street. The work with joe cox started by my honorable friend and the honorable lady. Thank you. It is very important work. I am pleased to say that the government has appointed a minister for loneliness. This is an important step forward that shows we recognize the importance of this issue and i pay tribute to all those in the house championing this issue. The credit was meant to remove benefit traps. The department of education wants to base eligibility for school meals on an income threshold. So if a family earning just below this threshold gets a small pay raise or increase in benefit ofy lose the school meals and end up much worse off. Surely one department should not be torpedoing the aim of getting rid of benefits in this way. P. M. May the right honorable gentlemen knows that universal credit is a better system and a simpler system that encourages people to get into workplaces to ensure the more they are and the more they keep. Our proposal means that once it is rolled out, we will see 50,000 more children eligible for more free school meals. Can i welcome the great speech the Prime Minister gave last thursday on the environment . The Prime Minister and this Party Supports sustainable growth. But does the Prime Minister also agree with me that any commercial Development Must take into account the needs of the environment . P. M. May can i say to my honorable friend i thank him for the comments he made about the speech, but i think it is very important that we ensure that we do leave our environment in a better state than when we came into it. I also agree with him that the people see Economic Growth or protection of the environment as opposites. They are not. It is absolutely possible to ensure that we are protecting our environment because of the Innovative Technologies that we could be developing to ensure that we are protecting our environment. The people of wales have been taking back control since 1999, but this will put our powers back under lock and key. We are today proposing a wealth continuity bill to ensure our powers are at liberty. When this can rebuild the majority in our assembly, will the Prime Minister support and respect waless serenity . P. M. May the honorable lady, her portrayal of what is happening is wrong. We are working to ensure that we deal with the issues being raised around clause 11 and the that need toowers remain at the u k to ensure internal markets. Powers will be abolished in the administration. We continue to work with the administration on this and will be bringing forward amendments to clause 11. Order.
