Democrats i talked to earlier today said they may be willing to reopen the government without a deal on immigration reform, without a deal for dreamers which trump rescinded but they want other concessions, more money for Community Health centers, agreements on this the defense o nondefense programs would be raised. They also want more Disaster Relief money in particular for hit by the hurricane last year and also for wildfire damage in california and colorado. And i think they are trying to see how members are reacting to the shutdown. I think that is one of the reasons why the leadership talks havent begun in earnest yet, because i think leaders on both sides of the aisle want to figure out what are their members willing to do. Again, i spoke to durban and he said any sort of deal that left the dreamers out would be inadequate. The president said many times he would take a deal that included daca in exchange for the wall. I put that deal on the table in and in a severe effort for compromise. It was a generous offer. I believe he was willing to do a very shortterm cr. He suggested it in order to get the deal finalized. Hours later i got a phone call telling me this is not good enough. Based on my conversations today, i think there is still a feeling that its going to come down to a conversation between schumer and trump, that mcconnell really doesnt have a whole lot of vested interest in getting a deal on immigration reform. One democrat i spoke to says he doesnt think mcconnell wants to lift a finger to help these immigrants, dreamers who came to the comp treat came to the country as children. He says i dont know who to talk to, i talked to the president and he says talk to the congressional leaders. He says he was the first president to attend. Walk us through what he has been doing behind closed doors. Having us, steve. First of all, the president has been extremely active this morning. Hes spoken with several cabinet members, general mattis, secretary nielsen, all of the pieces that have been affected by the schumer shutdown, whether it be the military, that is going woefully unfunded, they still have to show up. They still have to protect our people, but they do it without pay. The 8. 9 million children who rely on the chip program for health insurance, they too, unfunded. And so, the president has been focused on trying to get a deal to protect the American People, the military families, and those children. Is there a sense that a deal could be struck in the next day or two, or does the white house feel the shutdown could continue well into next week . So. E hope obviously the president has been running the show from the beginning. Hes been very clear about what he wants. He wants a two year clean budget bill, the problem is, thats not on the table right now. So he settled for the cr , butegotiate a longer term he has been very clear, there is no conversation about daca as it relates to the budget. Schumer, nancy pelosi called republicans arsonists, terrorists are threatening to shut down the government by putting in a nonbudget item 2013the budget back in when republicans went to the mat for obamacare. ,heres a huge difference though, in that shutdown in this one. Those republicans were standing up for principles they believed in. They didnt like something in the bill. The chipaid they want program funded. They say they want the provisions that have been laid out in this bill funding the military, keeping the obamacare taxes at bay, for a little bit longer, they want everything in the bill, but they are not voting for it. If they are for everything we currently have in the cr, they supported lock stock and barrel, refused to vote on it, the only thing you can draw from that is they dont want to fix what the president says he wants to fix. The democrats say he wants to fix. He doesnt want it tied to the budget, just like senator schumer and just like nancy pelosi said years ago, dont tie nonbudgetary issues to the budget. One last point i know its been a busy afternoon and evening for you, but democrats claim this was created i the president i rescinding the second of order put in place by barack obama. The fingerpointing, they are pointing fingers at the president of the United States. How is that different from any other day . That their job is to point their finger at the president of the United States. So far for the record we have democrats advocating for higher taxes, open borders, lower wages. Pay decreases for the american , and advocating for hundreds of thousands of people in the country unlawfully. I cannot wait to see their ads for the 2018 campaign. Most departments and agencies are partially close, but airports and federal prisons remain open. In terms of which workers are for load, it will very. Thatext step is the vote Mitch Mcconnell once you have an set of the fourweek continuing resolution, the stopgap resolution which the failed in thinknate on friday, i there are some democrats who are nervous about the political fallout of this shutdown and as hogan just mentioned, i think it could be a tough political issue for some people. There might be some temptation to vote for, but i think schumer is going to keep his party in mind and so and he is going to try to use that as leverage and try to force the president to the table. It is almost like i see it a little bit like a poker game. Sometimes when your hand isnt so strong, the best strategy is to bluff your way through it appeared i think that is the position that schumer is in. I dont think he has the strongest hand, frankly, but as long as he makes a show of force, he can still win a victory. Thats why dont think it could be solved anytime soon, but there could be a breakthrough any moment. Dick durbin has been leading the fight for democrats on daca. Here is what he had to say. Durbin house in the house, loathing the senate, they did not wait on us. They left. They did what they thought was right. Now we are in this situation where we are facing a shutdown, something i didnt come to congress to deal with and never hoped id be part of. We ought to curate, solve it quickly as possible, and we can. There are several problems we have, this president at this point is impossible to negotiate with. It is impossible. On january 9 i sat next to this president on his suggestion in the cabinet room of the white house. He referred to me by my first name and i was flattered, i guess, because it was only the fourth time we have ever spoken to one another. We talked about this issue involving immigration. It was a good meeting, a surprising meeting, because it was televised. The American People got to see it. In what he clear said. I recall what he said. You send me a bill and i will sign it. I will take the heat. Me a bill and i will sign it. He went on to say, why is this taking so much time . Do one a room here the white house to sit down and write this thing . Lets get it done. He was looking for bipartisanship, sense of urgency and he was willing to congress on this. Senator Lindsey Graham and i produced exactly what he asked for, at least we thought we did, and he totally rejected it. On thursday, he was a lot different then generate ninth, tuesday President Trump. I just threw up my hands, after four months of working on a bipartisan measure, he rejects it out of hand. We cannot wait for an approval stamp from the white house to do our work. We shouldnt anymore. I heard your leader say we need to know what President Trump wants to do on this. Please, we cannot wait long enough for this to happen. And we should not continue to wait on something not likely to occur. To urban on the floor earlier today. He said negotiating with the president is like negotiating with jello. It is hard to pin them down and i think the frustration is with not just democrats, but republicans as well. , theey graham, jeff flake president will be one place one day, one place the next day. He is very unscripted and thats not just a problem for alsolican messaging, but negotiating, he seems to be often influenced by the last person he talked to. And initially he sounded positive about this bipartisan deal that dick durbin and senator Lindsey Graham and jeff flake and a few others put together. He had a full conversation with durban and the others inviting them to the white house, but in the meantime he had spoken to john kelly, chief of staff, stephen miller, former assassin onaid, who has always been the opposite side as durban schumer and other republicans, and the president s mind had been changed. He came out very much against the bill, orbital on Border Security, very weak on , enforcementeform provisions. It left negotiators at a loss. Its what durban was talking about. Schumer when you talk about endgame, do you think about it shutdown that will last a week, two weeks, two months . Do you think theyll say will take a gang of six deal . Sen. Schumer they are bandied about for more seriously today than yesterday on the republican side. And i am always willing to listen to compromises, but at this point we feel strongly about the issues, not just dreamers, opioids, pensions, not funding the military, and we feel the American People are on our side. Schumer feels a lot of questions asking about the president , who is in charge of the white house, one question that suck out in my mind was who is in charge, the president or his advisers who are hard lined on these immigration questions. Schumer begged off. He says you need to talk to somebody who knows the white house better than i do, but in response to that last question, what is the endgame, schumer did not provide a lot of guidance. That was one of the big question marks hanging in the air after the press conference. What is the endgame . How do democrats get out of this situation . So much of the republicans in the 2013 they are the ones who defeated the funding measure. A need to come up with a solution to get us past this. I think thats why they are feeling pressure. I just saw a report by nbc news, and anonymous democratic aide aide saying i dont think we know what our endgame here is. Thats what mcconnell is counting on. Thats why i dont think hes interested in negotiating. Hes going to bring this new measure to the floor. Hes going to give the same speeches he did friday night, putting pressure on these 10 democrats, running for reelection in 2018 in straits states that trump won and see if they voted down again. If they do, maybe they will negotiate. Thats why think it goes on for a little bit longer. Mark short and Mick Mulvaney held a briefing at the white house. We will hear from them in a moment. In terms of what impact this is having, not to be overlooked, this is the oneyear anniversary of trumps wearing and he was supposed to be in florida hear at here is here in washington. But Chuck Schumer had the gall to look at the president and say im giving you everything you wanted for the wall. That is the type of negotiation that mr. Schumer has been engaging in with the president. You have to ask yourself if at some point does it even become impossible to work with somebody like that. How long will the shutdown last . You have to ask congress. The democrats in the senate could shut could end this shut down today. We plan mostly a data time. You can look at Different Things on the horizon, they come on friday theres one goalpost. The funds i mentioned, some agencies are sitting on quite a bit of funds. Would be none so they impacted immediately. Theres no real answer to that. Announced as you hear what he had to say, first of all your thoughts . Claims that schumer insisted the funding for the wall be 1. 6 billion. That was something that Schumers Office responded to today almost immediately. Almost immediately. Said thats inaccurate, false, highly disputing the claim that schumer is willing to go as high as 1. 6 billion for the wall, schumer would not give a number in his press conference today. He was asked what are you willing to do, what did you put on the table. He said i asked the president for number and when the president gave me a number i said its on the table. What does that mean . Its not much of a concession and thats why theres some hope among rank and file democrats that once the leadership is willing to give trump the full amount he wants for the wall thats why asked hogan earlier, what is that amount, they can spring a deal. 18 billion is not seen as insurmountable by democratic senators. Talking about the meeting yesterday between trump and schumer, it started off on the phone. It was a conversation that started off pretty well. Initially on the phone, mark short and Mick Mulvaney, they were on that Conference Call at first, then trump suggested what you come down to 1600 pennsylvania avenue so we can talk facetoface. That led to high hopes that there would be a breakthrough, but then when schumer returned to the hill he was pretty measured. Theaid, we talked about all major outstanding issues and there are a good number of disagreement out there, although, we made some progress. It was not that optimistic a message. What he said earlier today was that trump will agree to things. He will some positive. Us get thingst moving and then he will change his mind. There will be a phone call hours later moving the goalposts. I think thats what schumer said this morning when he was talking to reporters. He said, i thought it was a productive meeting. We had disagreements, but i thought we knew what we needed to do, moving the right direction. And he said, the president moved to goalpost a couple of ways. He said at the white house they were talking about doing continuing resolutions until tuesday just to give congress a few more days to work something out. Trump called them back later in the afternoon and said, i heard were going to have a threeweek deal. And schumer was taken aback by that. I thought we were talking about a few days and schumer was unaware of it. He called nancy pelosi. She hadnt agreed to that. This is an example by schumers telling, he thought the president agreed to a three or four day extension to allow negotiations and in the president came back and said, ok, we are doing three weeks, right . I think that made schumer pretty frustrated. The other thing schumer said is that they seem to have, maybe the outlines of a deal, or seem to be moving in the right direction after that meeting early friday afternoon and they got a call back later in the day saying in addition we need this, this, this, and this. The president had layered on additional demands to what they discussed earlier. And he feels that its something being influenced i something generically is the hard right. Withys after trump leads democrats, hes getting pushed back by members of his own party who are trying to increase the number of concessions from democrats. And that is why the talks are stalled today. Who wouldve thought cspan on a friday would be mustsee television . You saw a lot of movement on the senate floor. I know you have to get back to capitol hill, but let me get with the two house leaders. Rep. Ryan furlough notices are going out. Half of a Defense Department civilian workforce has been furloughed. Training for reserves has got to stop. Guardsmen have to be sent home. A number of states are going to run out of money for Childrens Health insurance. And all of this is completely unnecessary. But Senate Democrats believe none of it is too high a price to pay for a pleasing their Political Base appeasing their Political Base. We have been and continue to be willing to Work Together in good faith on immigration. That deadline is weeks away. There is no good reason for Senate Democrats to keep willfully forcing a shutdown on this country hear it i want to take a moment and address the men and women who work here in the capital and who work around the country and this government, whether in the military or reserves, or law enforcement, or medical researchers, or people working at national parks, which ever you do, wherever you are, for the taxpayers, thank you for your service. Thank you for your sacrifices that you and your tammys make. He could not be more grateful. You should not have to go through this uncertainty. You deserve so much better than this needless shut down. We hope that it will end very soon. Democratsues, senate shut down this government and now Senate Democrats need to open this government backup. Stop holding our troops and Childrens Health insurance hostage. And this reckless shutdown that is inflicting needless uncertainty on our country. Let common sense and cooler heads prevail. Come to your senses. Do the right thing. House Speaker Paul Ryan earlier today on the house floor. This was the weekend the house was scheduled to be off. Presumably, they have been scrubbed. Think they might have to be. Although, whatever passes that is a good question. I dont know what will happen with the house. They were supposed to be on recess this week. That is why paul ryan is so mad because it messes up the house schedule. It is clear that the house funding measure that came before yesterday, on friday, is dead. Whatever the senate does, the house is going to have to vote on it. It is possible they could do it by some sort of consent, or do without a vote. For something of this magnitude, it is hard to imagine. The house guys will have to come back in. They were alerted yesterday that they could be called to the floor at any time and be given an hours notice to stay at the ready.
