It is the most onesided senate map in history, at the same time though you have got this president ial job Approval Rating incredibly low. Republicans are behind by double digits on the generic congressional ballot test. You have this prodemocratic way with a pro republican map. The question is which will dominate. Host if people vote the economy clinton,o quote bill the economy is up. Economic growth is very strong. Create uphat challenge for republicans . By any standard republicans should be doing very well, but you have President Trumps Approval Rating around 38 . In a midterm the Approval Rating is 50 or more, it is a wash. Having studied Midterm Elections for a long time, it is like if you were the Democratic Party, i would say no offense, but this election is not about you. Referendaections are on the party in power. I think not having a central message, that is a problem for democrats if they win a majority in 2019. It is a problem for them in 2020. In 2018, this is going to be a referendum up or down on President Trump. That is just the way Midterm Elections are. The second thing is Party Leaders they have to focus on what is google. Democrats could not get a 15 minimum wage through. They dont have the majority. Medicare for all, we may get there someday. It may be in the next 10 years, but in the next couple years and as long as either the political dynamics are the way they are or as long as republicans and 40 seats in the senate or more, and now they have 51, that is not going to happen. You have to do what is doable, so the dynamics are not there as much is some people would like to passionately believe they are. The real their politics average had Hillary Clinton ahead by three points. By won the popular vote 2. 1 percentage points. That is not off much. Inwas closer than it was 2012. The problem was in staples, specifically pennsylvania, wisconsin, and michigan. If you look back at the real clear politics averages in each state, there were 96 polls taken between wisconsin, pennsylvania, and michigan between august and election day. 94 out of 96 had Hillary Clinton ahead. The house, it is better than a 5050 chance, maybe even a 6040 the democrats take the house. Mapdemocratic senate is so much more challenging than the house map. The house map is a more sensitive barometer of public trans. When you are looking at a approval of 39 job rating and democrats with a doubledigit lead on the generic ballot test, those are bad diagnostic indicators for republicans. Where i was going was if you look at the Midterm Election in the typical turnout, what would be and how to reach but statistically low odds, high goal we could set because we are looking to get that number way up. Whether it is the president or other issues, we would make the case this is a problem that has been festering for 30 years, hyper partisanship. What makes the difference is which 50 vote. The trend in Midterm Elections is for the people that are angry, upset, that they are the people that have an ax to grind. They tend to vote disproportionately in these Midterm Elections. If you were to say demographically, young people in your class, in your High School Civics class four or five years minoritysecondly the turnout, a lot lower than white turnout. The gap between whites and africanamericans is not that huge, but when you drop from africanamerican to latino, that is where there is a pretty huge gap. How many vote and how hard or easy we make it to vote are very important indicators. As you said, it is a really good way of testing our National Civic health, what percentage of people participate. A lot of it is driven by demographics. When the baby boomer generation turned 18, the voting age dropped from 21 to 18, that and vietnam and watergate brought participation rates down. It doesnt make sense to go after 11 Million People that have illegal Social Security cards. My Social Security card is cardboard. It doesnt have a picture, a chip, and yet the government is collecting 70 or 80 million in fica taxes that they know theyre going to pay out. They want to build this wall. It is a 2000 mile wall. Theres not enough money to do it. Just go after the 30,000 people that are the businesses that are hiring them. Democratstions, dominated governorships and state legislature seats around the country. Democrats got to draw the boundaries in most states, and they drew them to benefit democrats. 2010 comes around, president obamas first Midterm Election. It is a devastating election for democrats. They lose governorships and state legislature seats. In 2011, republicans drew the maps to benefit republicans just as the democrats had done for so many years. Veryave maps that are advantageous to republicans, and there are normal population patterns. Once you win a Congressional District by one vote, you dont get bonus points for winning big. Where do democratic voters when . Cities and college towns. Where the Republican Voters live . Everywhere else. Doesmap is one that benefit republicans, but if you have got a president whose job Approval Rating is low enough and where the National Polling indicates there was a crappy poll thatuinipiac indicates the 17 advantage for democrats. I dont think it is quite that wide, but it is double digits. If the wave is big enough, it can put it in play. I would not have guessed that three or four years ago. The courts are in the process of cracking down on that. The problem is what is the standard, this is too partisan, and this is not too partisan. That is the way with redistricting. You say, come on, give me a break. That is not how the lines ought to be drawn. Thank you for being with us. Guest thank you for having me. Host lets talk about north korea. There is the ongoing military threat we are facing as the country expands its nuclear program, and then there is the confrontation last week with south korea in regards to the own picks. Does this present an opening . Guest there are a lot of benefits to them talking. Communication, so it is possible we could get more information about the north korean perspective and their position. Aboutwillingness to talk on contentious issues is not issues isntentious not an indicator that they are willing to talk about their nuclear program. Host if there were to be military strike, what would that look like . Guest military options are limited because of how north korea might respond. The issue is not really about u. S. Capabilities. The u. S. Could conduct a limited strike in which they hit a few Nuclear Facilities where we know those locations. We dont know where all north Korean Nuclear weapons are. Their facilities is this term that is all encompassing. It is testing sites, tunnels, storage facilities. It is not possible through that limited strike option to get rid of the Nuclear Threat. It is just maybe a way to the u. S. To demonstrate its resolve to do more, and then of course the u. S. Could have a Ground Invasion of mark korea. North korea. This would probably be the Largest Campaign the u. S. Has fought since vietnam. Those military options dont necessarily mean the u. S. Could get rid of the Nuclear Threat before north korea is able to retaliate. That is the big issue. Host an editorial from the New York Times, raising the risk of nuclear war. Mention this in part because of what the president said last week, i have a nuclear bomb, and mine is more bigger and powerful than his. How does that affect the dialogue . The administrations position is that escalating pressure will get North Koreans to the negotiating table and potentially willing to give up Nuclear Weapons. This mentality is largely mistaken for two reasons. First, north korea and all countries when they are under military pressure are less likely to talk to our enemies because we are afraid that is going to demonstrate weakness. I just finished working on a book on this topic that will be coming out this year with Cornell University press that shows all states act this way. If you want to get a country to come to the table, you have to stop threatening them so they dont feel they will look weak when they do. That is the first issue. The second issue is i think the Trump Administration thinks they can raise the threat to him enough that he thinks his survival depends on giving up Nuclear Weapons. The problem is i think he believes with 100 certainty he will not survive if he does give them up. Even if the u. S. Strategy is relatively successful that kim thinks it percent chance the u. S. Will attack if i dont give them up, that is still less than the 100 . Host an event with cover. Washington, on our website, we covered in washington, on our website, he said the following. [video clip] i certainly dont think we should give up on the vision of a nuclear free peninsula, but that is going to be a long haul. We better get used to thinking about how were going to manage a military solution, and secretary mattis has said that. It looks to be a horrible option. I think it is a question of first of all really enforcing sanctions that are already on the books, which cannot happen without the security and then that is have the sort it. Host your reaction. Guest i think it is correct to say that denuclearization for negotiations is probably not a possibility. Ourink we could recalibrate expectations and say maybe we can get a freeze on the current program. From the u. S. Perspective, that is important. Right now, there is not the capability to deliver a Nuclear Weapon to the u. S. Is trying to miniaturize the warheads, but he does not have the capability yet. I think it would be important to freeze that program where it is at. As the secretary said, then to have some insurance policies and better coordination with the chinese so we can be better prepared for a military option in the future if that is the way it goes or have a better relations with north korea so those Nuclear Weapons are not such a threat. To the residents of hawaii yesterday, that threat seemed eal, at least 38 minutes. This wireless alert system went awry, someone pushed the wrong button. What lessons does that teach us . Guest the good news is it wasnt a systemic error. It was a one person, one time human error. The good news is there wasnt widespread panic. I have not seen any reporting that suggests many people were injured. The bad news is it highlights something we have known since the cold war, which is that Nuclear Weapons have not been sound,t because of thinking on the parts of leaders, but largely because of luck. Mistakes happen. Have not responded so quickly when they have false warnings like that. It demonstrates that a world in which there are Nuclear Weapons and where leaders are not always rational is a dangerous one to live in. The United States of america has planesops and ships and occupying the Korean Peninsula and the United States of america did use Nuclear Weapons against hiroshima and nagasaki. It is the only country in the world that has ever used Nuclear Weapons against anybody. I would just like to say that both the Democratic Party and Republican Party, including trump, who i think is insane, though Hillary Clinton would have been no less insane, have favored a policy that is imperialistically hope of in running the telling other countries that they had to denuclearize. We are in this difficult situation where i think the chinese have a point that to a degree the u. S. And President Trumps tweets especially exacerbate the issue, the u. S. Cannot completely give up its position, withdraw from the peninsula in the face of north korean threats. That would just encourage more problems in the future. Guest this is one of the biggest uncertainties when it comes to planning any military option on the peninsula. On one hand, the north Korean Military might give up immediately kind of like an iraq situation in the gulf war in which they dont actually want to be there. They have conscription up to 10 years in north korea. There is also a reasonable argument to be made that these are individuals who have been indoctrinated their whole life in the regime. Even once the congressional military force has been defeated, we might see guerrilla warfare, special operations units fighting for decades. It could go one way or another. Unfortunately, there is very little consensus. The president is waking up in west palm beach, florida, maralago. He has been tweeting on the topic we are focusing on. The wall street journal stated falsely that i said to them i have a Good Relationship with kim jongun of north korea, obviously i did not say that. I said id have a Good Relationship with kim jongun, a big difference. We now report conversations with reporters, and they knew exactly what i said and meant. They just wanted a story. Guest i think there is a lot of havee that listeners can of whether or not he said i or id. It demonstrates his belief that personal relationships are going to trump security issues. We saw it in china that he thinks if he can sit down and share a piece of cake with xi that the military competition between china and the United States would go away. Challenge and that is a lot of leaders have shown that in the past, but leaders like xi and kim are not going to be swayed by charisma. Low really matter anyway. Host and follow up, if we strike north korea, how will china and russia reacts when north korea is still a buffer state . Guest i am mainly a china and military experts. It was primarily this issue of how china would react. I think the conventional wisdom is outdated and it is time it would either have a small part of the border, which they are basically trying to prevent refugees flowing in, or support north korea but mainly through military political, or assistance. China has changed so much in the past 20 years. They now have given abilities to be much more involved they now have capabilities to be much more involved. My take away was there is no situation which the United States is fighting major operations on the peninsula without the chinese military, not only because they will not logistics,because of theyre likely to enter north korea before the United States u. S. Potential lies is that yes, we will have some kind of invasion, i think that is highly inaccurate. Were to do that, hypothetically, when would they do that . You are saying the u. S. With a six stand down . Would are saying the u. S. Stand down . I do not think the United States should he tried to fight the chinese to get them out. Nuclear weapons in the hands of the chinese will not be used. The Nuclear Weapons estate in the hands of the north aliens, they might. Because it takes United States so long to get to those facilities, in china, it is a matter of days. We would have a less likelihood of nuclear war if china was involved. It is not a negative and the operational side for china to be involved. They have concerns of nuclear security. They want to ensure the safety of the peninsula in aftermath, so we have mutual interest. One of the biggest problems is the tradeoff afterwards, which i think our first caller alluded to. China will not agree to any reunified situation in which united dates oteri stays in the peninsula. Host james making this point, can we please stop banging these war drums . Guest even people who want peace often find it necessary to threaten war. Are leaders, situations, under which countries will try to gain as much as the cancer military force and the threat horse unless they are deterred. The logic behind that is sound, though, we do not want to unnecessarily over complex it but it is important that they understand that the United States and china allies in the United States is prepared to defend itself and japan and south korea. Think it is important for countries to understand it cannot threaten the United States without some sort of response. The problem i think with this comparison between Nuclear Buttons is even though the United States Nuclear Arsenal is much bigger and more sophisticated than north koreas, the risk aversion or the willingness of the United States tubes or cost is lower. Wouldpossible that kim be willing to trade one u. S. City for one of their cities and in my view, that is not something that the American People are willing to deal with. Chain capabilities the over matching capabilities does not mean the u. S. Has the advantage because we are unwilling to absorb the same amount of cost as adversaries. Containmentcy of worked very effectively, and we did not trust the soviet union, so would that not be an option in terms of confronting north korea in this situation . Host your last point . Caller even if they were to get a bomb . Host thank you. Guest there are two lessons from the cold war era that i think are applicable and tell us the situation currently is diplomatic. First, even if you think the presence of Nuclear Weapons the soviet union and u. S. Deterred a nuclear war, it did not deter highlevel conflict on the conventional level. There is a view because you have the tenants at the highest level, it opens up the possibility of conflict at the lowerlevel. No one would say warlike the vietnam war, but in korea, for example, it was not extremely costly in terms of lives lost. There is a fear with north korea that once kim is confident in his nuclear deterrent, while he would not necessarily use this Nuclear Weapons, he would field emboldened to engage in military actions on the conventional level that could lead to war. There is the problem of human error and miscalculation. We were lucky that there was no Nuclear Conflict between the soviet union and United States but historians and Research Shows became close many times. I have a question, but i differ with the 100 that i think china controls kim 100 . I think kim is not a dictator, i believe he is the cats paw of beijing. What would prevent President Trump, from a treaty perspective, what would prevent him from pulling all u. S. Troops from south korea to send a strong signal that we do not want our troops in the new zone n zoneuke nuke some that might happen . North koreaninese relationship as changed in the past 10 years. Kim. Not like the futureed about of reunification in which north korea no longer exists and it goes under south korean control, so china their view of north korea has changed. They are not thinking they have to have north korea there, but they serve as a buffer against the United States. As long as the United States is that, china once north korea to be there. In terms of u. S. Troops, we do not want to pull out u. S. Troops when the threat still exists. The threat to south korea, japan, and the United States. The u. S. Is a pacific power, and hip is critical there to our own safety at home. If there is reunification, i think the United States should pull out of the troops in south korea, but the holdup is the u. S. Position is we would only do so if they asked us to. That is not enough of a guaranteed to china at this point, so china will not be willing to push north korea to the point of collapse or conflict if they are not certain that the future of a reunified peninsula does not include the u. The main points with the Nuclear Situation and the north Korean Peninsula, doesnt this give a green light to japan, south korea, and taiwan also develop Nuclear Weapons . As far as hostility or belligerence, the only country that i know has violated the truce is north korea, repeatedly, and numerous times. From that perspective, none of that makes sense. As far as needing our forces on the peninsula, we would only need mobilization assets and not logistics items in place. We would not need combat forces if the peninsula unified because we have a Marine Division on okinawa and other forces in japan. There are lots of other ways to deal with it. Thank you. Guest the question about taiwan, japan, south Korea Going Nuclear is important. This has to do with the credibility of u. S. Deterrence. U. S. Position currently is the itsed states will defend allies against nuclear use of any country uses them against them. They would respond with Nuclear Weapons, even if it opens up United States to nuclear attacks. It has required decades of interaction with our allies to convince them to United States is willing to risk los angeles in order to protect sold or tokyo seoul or tokyo. For that reason, they have not developed new their weapons. The logic is confusing but let you see if i can get us there. Has changedtates its policy towards north korea. Because north korea is developing the ability to reach the u. S. , this suggests the last couple of years were sold and tokyo have already been entered your threats, there is a qualitative difference if kim threatens the United States. It shows United States might not be willing to risk los angeles for the sake of protecting seoul and tokyo. Our policy meets to be consistent that the Nuclear Threats toward so is the same as the one towards the United States so we should be as concerned about what existed before the past couple of years as what kim is developing in the future. If we fail to continue that consistency, it is possible allies and partners mobile that extended deterrence no longer applies under this administration and they might feel compelled to other options. It was interesting as it had a message with the media show it said, this is not a drill. Missiles are on their way to hawaii. It was startling. I had a brother who was leaving to go back to the mainland and we talked about the usual circumstances that recently hawaii started the program, so i was concerned because when programs start, there is more risk, just like when the country start making nukes. The highest risk, this is a good example because we actually watched a small Civil Defense department, someone accidentally pushed a button and maybe there should have been a few people they will have to figure that out. I dont know if the guy will get fired. The more important symbolism is obviously, we are in a risky situation in proliferation. Hat is going to happen this point is massive china is a gigantic player. Withare coming in big miniaturization pretty quick. I shared a desk with a guy who would tell me about them trying 20 years ago they were telling him there were miniaturized nukes. I think we have a better shot of protecting the United States and our allies and partners if President Trump did have the opportunity to have a great relationship with the leader of north korea, like you said. If they could meet, talk, then the United States could get that regime the legitimacy that they want through other means besides Nuclear Weapons. I understand that that is not particularly popular. It seems to reward bad behavior, but i would rather kim feel like he won and get the United States to the table to have more direct talks and potentially normalized relations with north korea so we can have people on the ground to understand the regime and prepare better for contingencies. Number one, bad air days. Will the world respond to the air pollution emergency . First of all, what is that and what is the appropriate response . Guest we all have bad hia days but hair days, but right now, there are a lot of air days. Air pollution has been so bad in areas like new delhi, equivalent to smoking 50 packs of cigarettes a day. Ago, we got anths serious data that shows one in nine people worldwide die of air pollution. 9 Million People died of pollution. 6 Million People died of air pollution. This is a huge crisis. The question is, what will happen . Around the world, or pollution has gotten worse and worse, and we start to see people have a feeling of anger. Countries like china, for example, in the last year, they have gone through incredible links to try to improve the quality of their. In beijing, i was there last month, they have done a good job improving air quality, but the cost is high. They have had to was a lot of factories, tell people you cannot burn coal in your house, and that means some poor people who have no alternative had a cold winter. Getting the balance rights, asking, if china can make continued progress . Can india grapple with this . Kate is a whole range of tough issues. This coming year, we will teach eight is a whole range of tough issues. Host our guest having to open scotland, he went to cambridge university, and earned his doctorate in university of pennsylvania. Is big oil ready for change . Explain that question. Guest this is an important year for big oil. We are producing and selling more oil than ever before. What we are seeing is that countries are now saying no more internal combustion. In the last year, we have seen countries like france, the u. K. , norway, the netherlands same by 2040, we will not allow internal combustion cars to be sold. What to watch for this coming germanyuntries such as also said we will ban automobiles. China has said we will ban automobiles and they will announce a date. From 2030, no more internal combustion engines by 2030. We will see pretty important issues. At the same time, we see shareholders say, wait, we want our Oil Companies that we own shares in, we want them be more clean about climate risk, so exxon last year was instructed it should be more transparent call assets that may become locked in and stranded and do not worth anything, so they have agreed to do scenarios to what their profitability might look like and the different climates. Shell is the first is the first gas major that announced by 2050, it will reduce its total emissions by 50 , including those from sales, so it is starting to see interesting issues. Whether it is on the investor side or if it is on the citizen side, where they say, we do not old any longer to be having fashion automobiles that we can have cleaned once. What you see in the 12 months of 2017, you have seen a huge number of states, 15, 5000 companies, 500 other institutions all coming forward and saying, actually, we do want to stay in. United states is the only country on the planet that does not have a plan to address Climate Change at the national level. Is there going to be any loss of enthusiasm elsewhere . We monitor that closely. So far, we have not seen that. This coming year is very important. China and india are crucial. Came into power and said, look, i have a target for 20 gigawatts of solar power by 2020. I wanted to be 100. So he suddenly realized all of his economy and air pollution, it would be smart to shift rapidly. So far, he is ahead of the curve. These are unbelievably ambitious goals. This coming year, we will be watching as to whether that can continue to accelerate. Introducing the largest cap and trade system, in other words, putting a price on carbon across the country or all of its power generators. That will be the biggest cap and trade system in the world. That is difficult to do but we will watch that closely. Host let me explain this for our radio audience, the chart goes from 1980 three 2017 and the caption the hottest nonel nino year. On record explain what this means year on record. Explain what this means. Guest if you look at the 15 hottest years in recorded history, 14 have occurred this century. There have only been 17 years so far. Throughout the last 15, we have seen a chair getting warmer and warmer. Each year getting warmer and warmer. This will most certainly be the third hottest ever recorded, but in terms of being called a nonel nino year, it will be the hottest ever recorded, so this is serious and i think everybody three 2017, we had not only the strongest hurricanes recorded but the wettest recorded. We also saw the biggest fire in history of california. Does that link to Climate Change . Yes. Can we say it caused it . No, but we can say Climate Change made things worse. We know with certainty or near certainty, with 99 probability, that Climate Change is making storms stronger. Climate change does not cause the hurricanes in the caribbean or texas, but it does make them a lot worse. Floods inave seen south asia. We have seen some of the worst droughts in history in africa. 1400 People Killed in the flooding in south asia and the price tag of the hurricanes, 135 billion. All of my science professors were constantly talking about the new ice age and the new cold front coming, and all of this nonsense. Thank god we have someone like mr. Trump to come along and alert everyone that we have basically a biased, slanted bunch of scientists now that are advocating basically what is a hoax. None of this is true. You know what . The american middle class see through this. Millions and millions of dollars are made off of al gores Climate Change hoax and we see through it. Your guest can advocate all he wants. We are not buying it. Host thank you. Everybody, of course, has to make up their own mind. We had to look at the science to the best of our ability. A lot of analysis looking at peerreviewed documents. So far, 97 of top scientists in the world are unanimous on this. Obviously, Everybody Needs to make up their own mind and you to vote for you want. One of the encouraging things is even within congress now, there is a group called the Climate Solutions caucus, where there are equal numbers of republicans and democrats quite interested in this, and sort of thinking through what should be the future of Climate Change policy. Around the world, Climate Change, apart from in the United States, is not a political issue. I originally came from the united kingdom. The Prime Minister got us very serious about im a change and she was a rightwing, maggie that you, so if you go to most countries in the world, it isnt right or left. It is what science tells us. When a bit interesting things we are seeing right one of the interesting things we see right now is in states florida, which are vulnerable, as you know, to hurricanes, you are starting to see both sides of the aisle take this seriously and it is interesting. After the administration said we are going to allow oil drilling everywhere, in 98 of the ocean around the United States, the governor of florida said actually, my citizens do not want that.
