They dont want to drag out this fight. They already agreed to do this three times. They need certainty for the military. They say the pentagon is hurt by cr after cr. There is no expectations the hawks would vote to shut the government down. That would be worse for the pentagon. They want some leverage. They dont want to be stomped over again if the deal collapses. They say they need a deal in place, a firm deal by the 19th, or they will cause political havoc. Democrats in the house have not been willing to help speaker ryan until he can prove the republicans can carry the bill. Democrats have jumped on at the last minute saying it yes, but they want to show republicans can do it on their own. This deadline will be different because the gop leaders might need democrats, because they are facing controversy from the defense hawks and conservative members who will not like the budget cuts deal. Democrats might be a weapon of last resort. There is talk about half adding the Childrens Health into the bill. The senate did come up with what they thought was a good deal, that was a product of bipartisan negotiations. When they took it to the white house last night, things exploded, and the trump said he was not satisfied. Even though it did seem to address the border wall and chain migration, and other things trump said needed to be part of the deal. Democrats were agreeing to but funding toward broader Border Security and trump was rejecting it. It is back to the drawing board in the senate. There are also house efforts that are unlikely to go forward because they are unlikely to get support in the senate. Basically, the status of the talks is complicating to fund the government passed friday because democrats are insisting the dreamers be completed before they go ahead with any bill because they want to keep their leverage.
