Hes a congressional reporter with the Washington Post. You had an article earlier this week previewing the woe that the immigration debate would be playing in the current round of budget talks. At this point, does it appear hat a daca fix and immigration fixes are going to happen alongside a larger budget deal . Caller guest too soon to say but everyone seems to be heading in that direction. Some who have been working on this issue for several years and some who have been introduced with it today and they seem to be the democrat that might be willing to cut a deal with the president. The Sticking Point is how do you define the legal status socalled dreamers with changes in Border Security and what would that Border Security look like . Would it be an actual concrete wall from sea to shining sea . Or would it be some mix of old and new wall constructions, some fencing, some drone and other sort of Laser Technology to track things along the border . And what is acceptable to democrats who would like to see these changes in the status of Daca Recipients but dont feel that it should be traded for changes in Border Security that they feel as do many republicans is unnecessary. Host who are you going to be watching coming out of that meeting . Guest the two democrats are dick durbin and michael bennett. They were part of the original gang of eight back in 2013 that brokered the bipartisan immigration bill that year that passed and then was ignored by the house. And then i would watch republicans like john cornyn and tom cotton from texas and arkansas that are good gauges of where the g. O. P. s reaction could be. You got some other people around the table that arent normally involved, the moderate democrat from the border district in texas, a democrat whos met with the president at least twice already in other meetings. And steny hoyer and kevin mccarthy, the leaders from the house. What youre not going to see there are the big four congressional leaders for whatever reason. The white house didnt want to invite them and its partly designed to gauge the rank and files of reaction and potential parameters in this conversation. And so, if something comes of todays arrangement and perhaps he brings in the big four later again this week and say heres what i heard, why dont we do this . Lindsey graham said to me last night who will also be there said look, this issue will be pretty clearcut. Its going to be a need for Border Security and establish halfway to citizenship. Maybe we can work on the margins to figure things out. But he said this is the kind of issue that congress can take anywhere from 10 to 15 years to sort out. And at this point, were in about year 12 of the ongoing fight. This will be the third round of this that has been tried since the century began. And graham was saying i think were in a pretty good spot here because while all of this stuff gets out of the senate, the harder sell has been on the house. If you can get the president to where hes on board and he tells the house this is a good deal, pass it, then that might be the key. He said that was something that george w. Bush couldnt do, barack obama couldnt do but he thinks donald trump would do. Host not available are the Interest Groups that have played such a role, had loud voices in this debate. Do they think those ranking file members that you talked about, they can pressure those folks more than some of the big four leaders that you were referring to . Guest well, youre referring to people like the head of the spanish caucus who was asked by democrats to be there but was rejected by the white house and other maybe more strident conservatives. Well see. Michael bennett whos going to this meeting last night said to me yeah, this isnt the greatest arrangement because you dont usually caught deal with 30 people in the room but he said this will force certain people who have not necessarily been engaged in this to start paying attention. And thats not a bad thing, he said because hes been stunned by how few of his colleagues understand that every single day, up to 1,000 Daca Recipients are losing their status because theyre not renewing it and theyre immediately put at risk of deportation and losing their work privileges. He said this isnt a media issue that has to be resolved this month. And by spreading it around, that will help to help for congress to cut a deal. Host one other issue that i want to ask you is being included in this debate in this discussion today, the temporary protected status issue and the fate of the 200,000some salve donors at this point will see their protected status come to n end in the next two years. Guest thats right. And these are temporary protective status situations. You know, put the emphasis on temporary that the Trump Administration now has. Youve got 18 months if youre a salvadorian, get your citizenship or go back to el salvador. However, they made clear if congress feels differently, they can pass legislation to fix this. And that is the same situation with daca. So once again, the president is forcing the issue with congress, which has, for years, neglected to take up the issues and figure out ways to resolve them. And so well see. Its now once again, another immigration issue has been put in congresss lap and we will see whether or not they were able to resolve it. You have until september 19, basically if youre from el salvador to sort out your status or hope that congress somehow establishes a way for you to stay. But you know, after all these years of squabbling, to see the white house push this back to congress maybe isnt a bad thing because its going to force them to take up a difficult situation and try to resolve it. I would like to comment about the wall that President Trump wants to have built. I did a Little Research on the wall and it started back in the and it was 50s about keeping cattle from crossing mexico into the United States because they said it was bringing in some type of virus or disease. So they made a fence. And that fence since that time had just grown and grown. Wilson at thatnt time, he said that the mexicans that were coming over were good workers and that the United States need good labor. So they allowed the mexicans to come over but they made a fence, originally, to keep out the cattle. Host tim, bring us to 2018. Caller yes. Much later on, president nixon had what he called a policy to keep out drugs. And since that policy, the fence has grown into keeping people out, keeping the mexican people from coming over here and that border wall, each president just kept adding and adding on to it. I think that you should just stop this idea with this wall. Just tear it down. Were the only country on the planet right now with a wall to keep out people. Germany tore down their wall when reagan became president and we should tear down this wall and stop this immigration that is actually a racial policy to keep mexicans out or to keep muslims out or anything else to make america socalled great again. The focus on the wall, questions of whether the money spent and the focus on the wall will take away from other security measures at the border. New york times story by ron nixon noting that under spending plan submitted last week, the wall would cost 18 million in 10 years and erected nearly 900 miles of the southern border but the president ignores the evolving nature of terrorism, immigration and drug trafficking. If a woman goes to this country and has child, that child is given citizenship. The whole thing is so absurd, it hould not be accepted. People rely on the 14th amendment for the anchor baby. And its absurd. The senator who wrote the 14th amendment in 1868 explicitly stated that this does not apply to the situation where a woman comes here and has a child where that child is conferred citizenship. People shouldnt really on the 14th amendment and Congress Must pas a statute to overallow the anchor baby concept. Because were being flooded in this country. People are born here. The country is being overturned. The country is not the country that weve grown up with. Host jerry, how would you change the birth right citizenship process . What change should members propose and support here . Caller well it should be congress should enact legislation to overflow anything that has to do with the 14th amendment as the basis for granting citizenship to anchor babies and their families, of course. So it has to be done by statute, i believe thats the way to do it. I cant rely on supreme court. They would never enforce such a thing. But the congress has to act on this concept. Maybe we ought to do that again. For one decade. No immigration at all. I see them all over. They come here and they have a retirement plan. They know around the neighborhood. They have no purpose, really or anything. But theyre collecting everything. And until every homeless veteran has a roof over his head, i think that immigration should be completely stopped. That money can be stopped for veterans. Getting them medical care and treatments that they need. You can see during the eisenhower administration, immigration numbers close to zero, not exactly zero. Their parents, first of all, need to be deported and then on a casebycase basis, we need to work with the dreamers and if they have committed any crime whatsoever, they need to go. Host and if not, they could stay and become citizens . Caller it would be a very, very long task, a very long pass. Host and what would need to happen on that path . What would they need to demonstrate or do . Caller no, they would have to have jobs the entire time. They would have to do whatever the rest of us have to do. We have to work. We have to support our families. We have to take care we have to abide by the laws. We have to pay taxes. There are so many things as american citizens has to do. I mean, its fine. Everyone says oh, youre so mean. You dont want people here. No, thats not true. I want people here who come here legally. Legally. Not just jump across the border and here i am. Now everybody take care of me. It doesnt it shouldnt work that way. It doesnt work that way if we go to their country. Host what about the people who come legally through the lottery system and the people who come legally through the current system, the family centered, people call chain migration system . Whitehouse i think the overarching thing we are looking for is some the glee degree of parity between nondefense and defense spending increases. That enables the appropriators to go back and fix the individual accounts at those known levels. Very keen to see the promised second chunk of opioid spending come through. We have been promised that. Around washington, promises sometimes arent quite as strong as they are elsewhere in the world. The big issue i think we want in a bipartisan fashion to resolve that could fall apart. We need to the Childrens Health Insurance Program, fund the Community Health centers, reauthorize funding the national Health Insurance we need to get the denser Disaster Relief and solve the Daca Dreamers issue. A lot at stake in these negotiations. I think there are republicans who want all of that to happen. Its a question of trying to avoid host can you do all of that in one deal or to you think specific issues will have to be broken out separately daca being one of them there is discussion that it might come little bit later passed this spending deal. Sen. Whitehouse i think its important the agreement be. Eached be reached if you leave something out of the stray, that enables republicans never to bring it up again. Ansaw that with basically accounting error that republicans made on Renewable Energy tax extenders and they admitted they had made a mistake in the language. They promised they would fix it and here it is well over a year later and the havent even bothered to try. Our experience, if you leave orphans out, is that they get ignored. It, but youage would have to have an overall agreement for the whole staging of all of these issues. Host how do you do that . What is the mechanism for doing that . Agreement between guest agreement between the leaders in the senate and the speaker and the leader in the house and a strong, clear signal from the president that he will accept what Congress Works out. Host i know one of the issues you speak often about on the senate floor is this issue of Climate Change. How do you ensure funding for the epa and efforts to fight Climate Change amid all the other issues coming up in this debate, what are you doing and what are you looking for from a spending agreement on that front . Guest if we achieve rough parity between defense and nondefense spending, then the appropriators get together and they push that money down into the various accounts. What we have seen is strong bipartisan support for the epa budget, particularly in the senate and some republicans may complain, but they dont have the votes to undo it. If we get the parity number, a lot of that falls into place. With the aging population in the united eights, Social Security spending is a major expenditure and we need to look at bringing in, you can be concerned about ilLegal Immigration, but we need to bring in immigrants into this country so they can continue to pay taxes more into the Social Security so we can actually pay for our aging population and you also cant distinguish the impact ilLegal Immigration has on health care because i work in health care. I have for 20 years. Theres a direct impact on state constitutions that require they pay or cover health care. If you go to the hospital, they cannot turn you away. I am not too worried about that. As far as the priorities go, weve got a lot of things that need addressing. The president once and infrastructure bill. Weve also got the opioid crisis. Weve got a number of priorities that weve got to address in order to move America Forward and we will do that in due time. The president is going to beginning his state of the union speech in a couple of weeks and we will hear directly from him about what his priorities are as well. If any kind of spending plan we come up with, is going to have to have white house support as well. Know, weour viewers are focusing on house and Senate Budget committee members. I know you are somebody who is very keen on watching what comes from that. Guest i am going to be standing before that panel today, making the case that i am the guy that should take the budget chair. My Life Experiences and professional experiences have given me a unique blend of experiences budgeting and resorts management have been a part of my Resource Management have been a part of my life from the very beginning having been raised on a two wheel wagon mill farm where every day was a survival. Budgetid not manage and resources, we did not eat and it would get awfully cold in the middle time if wintertime if we didnt have the fuel for the potbelly stoves we used to eat and cook on. In the military career, i managed budgets and programs with large budgets, commanded organizations that work struggling to perform and bringing them up to a High Standard of excellence. Special Operations Command where i provided input to the president s budget on special Operations Programs and i can tell you that i lived day in and day out with the frustration that exists when our military has to live under continuing resolution after continuing resolution and programs are canceled or postponed. That is wasting taxpayer dollars and it certainly does not provide for our common defense, which is our most basic fundamental responsibility as members of congress. I am going to be meeting with that panel today and we should know later this evening about who the new budget chair is and regardless of who that person is, i am going to be supporting the decision one hundred 10 to move us forward. Host what is the vote on that process . Guest the Steering Committee is comprised of members of our conference that have been elected by our conference. They bring back a recommendation to our conference and of course, it has been voted on as a resolution by our conference. Its kind of an election within an election, if you will. The speaker sits on that panel, as do members of leadership and regional representatives from around the country that have been elected by representatives from the various states. What would you do different from chairman black to fix the budget process . Actually ryan speaker ryan began the process of budget reform when he took 2011. He chairmanship in tom price and diane black continued that effort. One of the things i have been saying and i have been trying to make the case for that we need a budget sharon chairman that will stay in the seat long enough to get conference consensus and drive solutions. Thats an area i am going to be focused on. We have had numerous legit chairs over recent years budget chairs over recent years and it has been sort of a revolving door, no fault of anyone. Camet think tom price into the job thinking he was going to be leaving. Certainly diane black did not come into the job thinking she was going to be leaving. That is where we are today. We need some consistency, stability, and focus in that position to get us to the solutions that and address the budget reforms needed that paul ryan began back in 2011. You are saying you would commit to serving out at this point it is still 6 years you can be chairman of a house committee, that is correct . Guest that is correct. Ist before you go, and appreciate the time, reconciliation was a process used to pass tax reform, summing the Budget Committee chair is very much involved in, but it is. Once a year bite at the apple what do you think republicans should use the budget reconciliation process for in 2019 coming up . What should they focus their efforts on . Guest i think that is something our conference will decide and get consensus around, but you make a very, very good point. The reconciliation process the budget reconciliation process is a very powerful legislative tool. It only requires 51 votes in the senate, a simple majority am a but it has very, very strict compliance rules to fit within the parliamentarians oversight over in the senate. It has got to deal with spending, taxes, revenue, so it is a very meticulous process. You cannot put a lot of policy issues inside of a budget reconciliation measure. That is something we will be talking about, but it is something that is always was always used effectively to move tax reform across the finish line. At the end of last year. Of this is the only country where many of these that many of these patriots have ever known, we must pass the dream act and i will not vote for another spending bill until we do. As we are coming up on perhaps another spending bill, perhaps another cr or larger deal, do you still feel that way . Guest host i absolute guest i absolutely do still feel that way. These are young people that have been in this country since they were very small, knowing no other country except this one. Day are2 dreamers a being jeopardized by losing their protective status under the dream act and we need to make sure that they are able to remain in the only country to have ever known, be able to continue to contribute to improving america, whether serving in the military or attending college or starting a Small Business as one of the dreamers that i did a press conference with earlier this year, to highlight the contributions they have made. Yn addition to it being wholl irresponsible that we have kicked the budget can down the road three times now we are in january of the fiscal year, theres actually only nine months left in the fiscal year we shouldve passed a permanent appropriations act at the end of september. Its just irresponsible and to leave these young people twisting in the wind while we continue to focus as republicans have on taking care of the healthiest wealthiest, most fortunate americans, billionaires and corporations through the tax bill, which is what they focused on all last year, is an abomination. Host in your mind, does it have to be the dream act or nothing . Is there another potential deal and would you support funding for the wall if it included some sort of path to citizenship for dreamers . Guest you mean the wall that mexico is supposed to pay for according to President Trump throughout his campaign and even as recently as this weekend . No. It doesnt have to be the dream act, per se. Sure that to make included in any negotiation that is final when we passed a budget pass a budget, or even when we pass a continuing resolution because of the cannot reach an agreement by january 19, we need to make sure that those young people who have known no other country than this one who have made remarkable contributions and continued to do so every day, that they are able to remain in this country, that they can eventually be able to have pathway to citizenship, and that we dont send them back to places where they may not even speak the language and really have no memory of ever having lived. Support, areyour there other must include provisions when it comes to looking at the 2018 the rest of the fiscal year . Guest this is the first time thee the adoption of Childrens Health Insurance Program, chip program, which forides Health Care Funding millions of Vulnerable Children around the country, the first time we have not had bipartisan easy agreement to reauthorize the Childrens Health Insurance Program and make sure we can continue to take care and keep those children healthy. Provision that has to be included in any final budget deal is the Childrens Health Insurance Program reauthorization. Thats absolutely critical. Let me just add. I listen to what senator mcconnell said right before i came on and frankly, its evident that led by him and Speaker Paul Ryan the republicans in both houses of of 2000, they spent all 17 focused on one priority, passing their tax scam bill that increases taxes on the middle class, blew a 1. 5 trillion hole in the deficit, the increases health care cost, and will have about 13 millions americans 13 million americans lose Health Insurance all to give tax breaks to the wealthiest 1 and corporation and thats why we have had three continuing arounds and why we the whole year and finally passed the budget in the house after we passed all 12 Appropriations Bills. How does that make any sense . It supposed to be the other way around. My colleague, congressman johnson, was saying before ironically was talking about the need for budget reform and how important a priority that was for them. Reform, thendget it has felt like we have people in Nursery School running the federal budget. Host you are the former chair of the dnc, it sounds like thats the message you think democrats should be focused on heading into the 2018 elections . This is an about message. This is about doing right by the American People. Listening to senator mcconnell, to suggest the only priority we have in the budget is making sure that we take care of the Defense Budget they actually wanted to leave the entire rest of the domestic budget to an omnibus later on and pass a one year to fullyear defense appropriations budget, which is absolutely irresponsible. We should leave all the other programs making sure we take care of our domestic security to the side . What about funding education . What about Funding Health care . What about funding Disease Research . What about funding infrastructure . President trump has made a big show and a show is all it had is ali has been about is all it has been about spending in infrastructure. We need to make sure we responsibly budget, that means doing the entire budget at the same time, which we should do it on time. It has been many years since we passed the budget on time. We need to do that by sitting down at the table and working together. I have sat on the Appropriations Committee since my second term in congress. Even at the beginning, we were still known as the most Bipartisan Committee and unfortunately, that has eroded significantly. We need to get back to those days where appropriators sat down across the aisle and were able to work through each of the 12 budget bills and make sure we could send that worked with the senate and the white house to send the entire appropriations act to the president. Thats the only responsibility we have in the United States constitution as congress and republicans have six have consistently abdicated that responsibility. Host people who have watched a this budget process, why do budgets matter . They dont have the force of law, they dont need to be signed by the president. Guest its funny that you raise that. The budget should matter because the idea behind a budget is that you are creating a spending blueprint. Even with that spending blueprint, the Appropriations Committee in both houses end up thatg spending decisions dont wholly a line with these budgets, even when we pass them, which we dont always do even with the way they line up, but they establish spending caps and a blueprint. A response responsible budgeting means we should adopt a budget. I dont think it would be responsible to ignore it, but the budget process does need some reform and i think it needs to be utilized and developed less as a political weapon, which is really all it is today, and more as a document that truly helps guide us towards what we are ultimately going to include in the appropriations act. You heard from viewers just now on priorities when it comes to budgeting and spending. What are your priorities when it had when it comes to heading into a potential deal . Guest certainly we need to get a deal done. Nobody wants to shut down the government. Its sad we are in a situation now where in several months, the budget started in october and here we are several months into it and our agencies simply dont know what kind of funding theyve got. My priority is to get it done, to strike a deal. Also, the priority for the next year i think this is one of the things Republican Center democrats republicans and democrats agree on. We need to fix the budget process so we dont get ourselves in this every year. Host whats wrong with the process that we are getting ourselves into this situation again . Guest a lot of it is structural. We are talking about spending many trillions of dollars, just getting the apparatus together to get that done and get the oversight and things like that, getting floor time on the senate and the house. Of are some factors. Also, right now, its just difficult. Weve got to get a mechanism that we can get the bills on the floors, get them voted on and that way we have a situation where everybody can participate. Sadly, right now, we are basically a few members are going to sit down and iron out the final budget agreement, which involves over a trillion dollars. Host who is getting in the way of those fixes . Why cant those fixes happen . Who is benefiting right now from the process as it is . Guest i dont think anybody is benefiting, its just a situation where the structures are woken down, so we need to look broken down. We need to look at the cause. For the last several years, we have simply not been able to put the various individual spending things on the floor. For instance, va milltown would be one. We put it on the floor of the house and senate and vote just on that anna smaller amount on a smaller amount, get that done, go on to defense, health aNd Human Services, chop it up, let people participate, let them amend the bills in a free and open way in the senate and then you get a good product. What we are doing now is being in a situation where here we are andemonth into the process our agencies are having to spend the same amount of money they did last year in the same way. That makes no sense at all. Host i know you are on the budgeting side, but on the appropriations side, there were some Appropriations Bills that were historically bipartisan. I am thinking military. When did that start to change and what happened to make it less bipartisan than it used to be . Reallyi think it started about 10 years ago. Its been a long time since we have been able to get these bills on the floor. I think its just a matter of different priorities. The country is very split. Some things democrats and republicans have been able to do a good job of getting done things like infrastructure in the past getting highway bills done, the big Water Resources bill done. We passed a big chemical bill. Those things arent glamorous, but they are the backbone of the country our infrastructure. Way comes to budget, when it comes to spending money in different areas, thats the area where we are very divided. Some people feel like we need to increase defense. Others feel like we need to spend more money on discretionary spending. The reality is there is just not a whole lot of money to go around right now with 20 trillion deficit 20 trillion debt and many hundreds of billions of dollars of deficit every year, it makes it very, very difficult. Host one thing that country is split on is the immigration issue. Do you think an immigration deal comes together here as part of the spending agreement thats being worked on . Guest i think thats the path we are going down. That is going to be difficult to do. I am the guy that feels like we need to secure the border. The reason we need to do that is regardless of the deal we put in you dont have Border Security, we will be back in the same position we are in the next five to 10 years. We have to secure the border not only because of ilLegal Immigration, we are a nation at war and we need to know who is coming across. Theres a huge drug war on the other side of the border spilling into the United States. Theres lots of reasons to secure the border. So far, we are having lots of pushback by colleagues on the democrat side that simply dont want to do that. Know you, like all your colleagues, are closely watching the mueller investigation. Its on the front pages of the Washington Post. The headline director mueller special counsel mueller looking to seek an interview with President Trump. Try to find time to sit down and interview him with his investigation. Do you think that would be a good idea for the president to sit down with the special counsel .
