Mr. Speaker, i rise today to hopor the life and legacy of the honorable john b. Anderson, to pay inspired many to serve. Mr. Kinzinger he passed away at the age of 93. In mourning his death i said my condolences and prayers to his wife and family. A native of rockford, illinois, he attended Rockford Central High School and graduated from the university of illinois in 1939. Before representing illinois 16th district in the house of representatives, the district that i now proudly represent, John Anderson answered the call to serve as a Staff Sergeant in the United States army. He left law school in 194 to enlist 1943 to enlist and bravely serve his country through the end of world war ii. Honored with four battle stars for his valor in combat. Upon returning home to rockford, he finished his law degree at the university of illinois and went off to harvard honored with law School Master of laws degree. A few years later he joined the Foreign Service and worked in germany for the United States high commissioner. After returning home to rockford, he was elected as the states attorney in 1956 and shortly after he joined the primary race for congress and went on to win the house seat in 1960. For 10 terms John Anderson 16th nted the Congressional District of illinois. He was on the powerful rules committee and held firm to his fiscally conservative 16th values. Onal district he believed in values. He believed in a smaller and more Accountable Government and he wasnt afraid to speak up for it. His leadership and love of country earned him the chairmanship of the House Republican conference, ranking third in house leadership. In this esteemed position eventually led to his run for president. John anderson believed this job was worth giving up in order to set a better example of realism in politics. As a community and as a country, were better for his candor, his focus, and his hon josi. Honesty. To this day his pragmatic approach continue to inspire many and greatly i am pacts my service here in congress. Impacts my service here in congress. He dedicated his life to serving the community and ation and he served us proudly. After his political career, he continued to serve by becoming a visiting professor at several universities across the country. F thank speaker. I rise today to honor a great west tennessean and dear friend of mine, District Attorney general phil bivins. After more than 25 remarkable years, phil is retiring from his post as District Attorney general of tennessees 29th judicial district. Which covers both dire and lake counties. Since 1992, phil has been the consistent voice of law and order in his community. General bivins is a lifelong rest department and graduate of the university of tennessee at martin and the university of memphis law school. Throughout his career as a prosecutor, he has handled some incredibly important cases. Hes earned the reputation for being fair, honest, and by the book. In 2016, general bivins was elected to the executive committee for the tennessee District Attorney general conference. Serving in this respected leadership role, hes advised the tennessee General Assembly op issues related to the criminal justice system. When i was the United States attorney for the Western District of tennessee, i also the same counties. We worked together closely. We worked together to tackle dangerous the same crimes. Drug crimes, and most recently general bivins has been instrumental in combating the growing Opioid Crisis that is really hurting west tennessee and certainly the entire country. During our time together i saw firsthand his strong work ethic and dedication to making west tennessee a safer place. General bivins is a true public servant. In addition to being known as a prosecutor, he he is also the voice he is also the voice of the Dyersburg High School football team. He spends friday nights calling some of the most thrilling High School Football games in the nation. In summary, he is a real west tennessee legend. While he may soon no longer be our District Attorney general, i know that hell never stop working to make his community a better place. Just as he has his entire life.
