This is just over 40 minutes. Work. Order. Questions for the Prime Minister. Mrs. Gerald gillam. Number one, mister speaker. Thank you, mister speaker. This week marks the 6month anniversary of the tower fire, i will attend the National Memorial service tomorrow and i speak for members across the house when i say remains in the forefront of our minds this unimaginable tragedy that should never have happened. Many who survived the fire lost everything that night and i can assure the house we do everything we can to support those affected and take necessary steps, and 0 colleagues and others in addition to my duties in this house, much other meeting later today. I Prime Minister will attend a memorial service. My rot honorable friend has said this is the end of the brexit process, members of parliament will have an opportunity to vote on the deal. Can she confirm that it is still her intention to hold such a vote . I confirmed to my right honorable friend the final Withdrawal Agreement between the uk and the eu to a vote in both houses before it comes into force. As we have said we expect Uk Parliament to vote ahead of the European Parliament and we expect it to the before march 2019. To be clear the final deal would be increased before we leave and right honorable and honorable members, the secretary of state exiting the European Union set out today, we bring forward agreement and implementation bill to give it domestic legal effect which subjects itself to parliamentary scrutiny. After we leave the Withdrawal Agreement will be followed up by one or more agreements following different aspect of the future relationship and further legislation where it is needed,. Jeremy corbin. This week does work 6 months since the avoidable tower which took the lives of 71 people and injured and traumatized many more and i will be at the service tomorrow in memoriam things but that fire shines a light on the neglect of workingclass communities all over this country and since the government came to power homelessness is up by 50 . Rough sleeping is doubled, homelessness and refs speaking have risen every year since 2010. Will the Prime Minister pledge the 2018, when homelessness starts to go down. Across this house, we dont want to see anyone who is homeless or sleeping rough on the streets. The government is putting 500 Million Pounds to a question of homelessness and the bill that was brought forward by my honorable friend and it is why we have ensured we are putting into place a number of projects that will be with the issue of rough sleeping. I want to say to the honorable gentlemen when we look at the question of housing we need to look at ensuring there are more homes available to people, giving people support to get into those homes. That is why in the budget my right honorable friend of the chancellor, set out a range of ways in which we will be helping people to ensure they have their own roof over their head compared to labor warehouse building went down. The number of homes bought and sold with 40 . Social housing went down by 400,000. Jeremy corbin. The last labor Government Cut homelessness by two third during his time in office. When labor left office the number of children was less then it is now. I asked the Prime Minister for a pledge to reduce the homelessness next year, the pledge was not forthcoming. 128,000 children will spend christmas without a home to call their own. 60 up on 2010. It is too late for this christmas but will the primacy promised by christmas of 2018 fewer children will be with a home to call their own. I say to the honorable gentlemen we want every child to wake up in their own home particularly at christmas but it is incredibly important people know they can keep a roof over their head even in the most desperate circumstances, and the council could play families in a broader range of homes, and since 2011 counsel has placed families at private rental accommodations to get through to the place sooner. We changed the law in relation so families with children should find themselves in the accommodation in an emergency and implementing homelessness reduction act, making sure families get support before they find themselves homeless. I say to the honorable gentlemen i have been clear as i was a few weeks ago this government was going to be a government that puts a clear focus on housing, building homes people need, on ensuring people are given help to get into those homes and also acting to prevent homelessness before it happens. That is what we are doing and will make a difference to peoples eyes. Mister speaker, the sad reality is one in 100 children in this country are homeless anyone time. It is a National Disgrace and it is getting worse. For all she says about the private sector, can i just quote from a letter i received from rachel this week . She says i have a not in my stomach every new year period when we are due to sign a new tendency agreement. After renting the same flat for ten years, never keeping the property in good order, with a notice to equip out of the blue. Will the Prime Minister help people like rachel and secured three year tendency for all private renters . I say to the honorable gentleman he was present in the chamber, when the budget chamber, and precisely why we are looking at ways we encourage longer term tendencies. What is important, what is important is ensuring that people have the ability to have accommodation they need, they want on the basis of what is right for them. And dealing with the issue of longerterm tendencies, and talks about people renting their homes, his response on renting is to winning rent control and rent control has never worked. And reducing the number of homes that are available for people who want to have accommodation and a roof over their head, it is not just me the labour party wont help people who are renting, shelter say it doesnt help people who are renting. Evictions by private landlords since 2010, there is not security in the private renting sector. The Prime Minister well knows it. She also promised one for one replacement of counsel housing sold off but just one in five counsel homes have been replaced. Hundreds of thousands of people are on housing waiting list. Will the Prime Minister apologize for what she said. And one for one replacement. To enable counsel, putting more money into affordable accounting. And we want to give people the opportunity to buy their own home, the labor party will take the opportunity away from them. What do we see on housing . The shadow housing minister recently said fewer people owning their own home is not such a bad thing. What he is offering to people on housing, if you live on a council home, you take away the right to buy, if youre looking to rent, policies will harm you and shadow housing minister, owning their own homes, only the conservatives will deliver homes the country needs. If only it were true, mister speaker. Under the tories, Home Ownership has fallen by 200,000. Under labor it rose by 1 million. And 40 of all homes now in the private rented sector. The latest figures show that a quarter of all privately rented homes are not up to decent standards. Many families living in homes that are not secure or poorly insulated, does the Prime Minister support homes being fixed for human habitation . Of course we went homes to be fixed for human habitation but i remind the right honorable gentlemen the number of homes failing to meet the decent home standard is down by 49 since the peak under the labor government. And [shouting] while i am talking about the record of the labor government, statutory homelessness, statutory homelessness peaked under the labor government it is down by 50 since then. This government is delivering to people on housing, labor failed to deliver over 13 years. I would remind mister speaker that under labor, 1 million homes in decent home standards. She will be here on 19 january to support my honorable friends, westminster norths a bill making privately rented homes fit for human habitation. When it comes to housing, mister speaker, this government has been an absolute disgrace. After 7 years, more families in temperate accommodation, more families in homes not fit for human habitation and fewer people owning their own home. When is this government going to get out of the pockets of property speculators and rogue landlords and get on the side of tenants and people without a home of their own . Prime minister. Under labor, homes bought and sold down, social housing down, i will tell you one thing did go up in the last labor government, the number of people on the social housing waiting list, 1. 74 Million People waiting for a home under labor government, we delivered 46,000 since 2010. More Affordable Homes delivered in the last 7 years than the previous 7 years under labor government, we are building more homes, last year we saw 217,000 more homes in this country, a record apart from one year for the last 30 years. The conservatives are doing what is necessary, labor produced failure for this country again and delivering homes people need, economy people needs and standard of living. [shouting] 14yearold constituents of mine lost arms and legs at the age of 6 when she was a victim of meningitis. Complaining to the vaccines introduced into the nhs. And one of the most talented in the country, recently had the pride of sports award and congratulating the Prestigious National award. Very happy and congratulating on receiving this award. And an inspiration to all of us. And the meningitis vaccine, and campaigning on this issue. That is why we have taken steps with the availability of the vaccine, and the first country with this Vaccination Program and my honorable friends contributed to the work onset but it is necessary to continue to raise awareness of the symptoms and campaigns are reaching hundreds of thousands of parents, and to vaccinate teenagers and university against four different strains of meningitis. My honorable friends could be pleased with the impact in relation to this. In 2008 we collectively build the royal bank of scotland at a cost of 45 billion pounds. In 2017 the royal bank of scotland, their backs into hundred 59 communities. Even we are the majority shareholder, will the Prime Minister tell the royal bank of scotland to stick to their commitment and not do that . The decision to open and close branches is a commercial decision without intervention from the government but we recognize the impact on communities and the secretary of state in scotland raised concerns the house and expressed on this issue with this meeting and more people are banking online, having an impact but we want to assure that all customers can banking standard. And the post Office Reached an agreement. And we recognize the importance on this in a number of ways. And and and 13,000 scotland or the last bank will be going, and and this must be there. The decision this is an issue the secretary of state has raised with royal bank of scotland. What is important is services are available to individuals, those are provided and alternatives arent available. I also say a lot more people are banking online these days not requiring the use of a branch. We want to make sure vulnerable customers who dont have access to Online Banking are able to have services provided, precisely what we are doing through access to banking standards and the work of the post office. The heart of England Trust which serves got into major trouble for poor management. In response, birmingham was endangered to take charge. As a result, would the Prime Minister join me for this turn around and agree we must encourage and support Good Management in the nhs. Im happy to join paying tribute to the work that has been undertaken by the hospital in birmingham. The foundation trust, we went to see strong management in the National Health service. There are some issues to resolve in this issue and i encourage those to make progress on this important matter and nhs staff to work hard to ensure that agreement takes place. Does the Prime Minister agree, and the government. And constituency, in the hospital. Disgraceful, 15 miles to get there. The right decision in setting down i am not surprised they are interested in this given it is a key advisor to the labour party. As i say to the honorable gentlemen, look at what the nhs improvement is, and the financial situation has deteriorated seriously. And to maximize the amount of scrutiny. It would not be acceptable for individual organizations to run up significant deficits for the majority of the sector working extremely hard to hit the Financial Plan to make real progress. And and the debt and deficit. To the end of the First Successful term with my right honorable friend congratulate teachers, parents and students, a school designed to raise standards across the country. To conservatives, great teaching like this is not just about education but a daily battle for social justice and we will never be distracted from that. I am happy to join him in congratulating all those involved in setting up this school. As the chair knows, the school does provide young people constituency with excellent education despite the party opposite. My honorable friend is right, not just education but social justice, good quality education opens the door to the future of the lives of those young people. The quality of education is there alexander. Have the chance to 22 to the eu withdrawal bill, at the future to determine whether we lead the Single Market by coming out of the European Economic area. It doesnt dictate how honorable members proper democratic oversight. Shouldnt it be our Sovereign Parliament and not the Prime Minister, in the economic future. This parliament will have an opportunity to have a meaningful vote for the withdrawal arrangement. I can i say to the honorable lady it should be parliament that makes the decision, the Single Market. And the European Union in this process. And the European Union, to deliver for the people of this country. Mister speaker, thousands of profoundly disabled children are denied the opportunity to enjoy a day with their families because there isnt adequate changing room. The stories in my constituents lee deeply moved me. The Prime Minister to strongly consider building regulation to ensure broader provision and in the meantime urge all relevant buildings to install changing places to give these children the opportunities they deserve. He is right to raise this issue which at one glance might seem a small issue but is important in the lives of disabled children to enable them to lead the life they want to lead. The provision of changing place can make a difference, disabled children and parents. The difference of communities and local government has been working to increase the facilities. I would certainly urge building installing changing places when they can and my right honorable friend would be happy to discuss this matter further. This week the right reverend jeff abbott, and on city council. Not because of 1 Million Pounds. Does the Prime Minister agree that the measure of society can be found in the way we treat our Vulnerable People and if so will she join the call for the council not to support the budget and will she agree today to Fund Local Government properly so it can play its part . What i said in response to questions from the leader of the opposition we dont want to see people without a roof over their head which is why we are working in a number of ways to deal with this issue and eliminating it by 2027. I also refer to a number of announcements in the budget dedicating over 1 Million Pounds to 2020 to tackling homelessness and a number of areas. To deal with this issue, to tackle what we agree is something we dont want to see on our streets. Sworn in as mp. In the last year the Biggest Issue has been the provision in rural areas of the government invested heavily in this area with slow connections. My right honorable friend reassure my constituents, and elsewhere, everything to ensure everybody gets nobody is left behind. I congratulate my honorable friend not only on her election a year ago yesterday but also on her reelection earlier this year and on her year in this house. She raised an issue that is a matter of concern in many rural areas across the country and we remain committed to universal broadband coverage so the no home or business is left behind. The pullback is available to . 90 this year which is up from 26 in 2011 and we committed 1 billion pounds in the structure. I can assure my honorable friend we have not forgotten any community in the United Kingdom. We recognize and are working to ensure we deliver further. In 2016, the secretary launched the ending violence against women and girls strategy justifying the need for National Network Domestic Violence refuges. In 2017, the governments proposals for shortterm support housing for in this network. Will the home secretary, now Prime Minister show personal leadership, support womens aid and step in to save our refuges . I think the honorable gentlemen, i recognize the importance of dealing with the issue of Domestic Violence. As home secretary, to support the victims of Domestic Violence, we have continued with that funding. We also made a number of debts introducing a law which introduces the criminal act of coercive control, introduced a variety of changes to improve support for people suffering Domestic Violence. We are posting the position of housing homes for people who suffered Domestic Violence and their is a good reason for wanting to see a change, to make this more responsive to the needs of the individual at a time of crisis in their lives to make the system work better. The moment the funding isnt responsive to their needs a have to worry about themselves at this time of crisis and access eligibility. Proposing a new model freezes women from worrying about meeting the house themselves and the funding available will remain the same. Will the Prime Minister join me in thanking wonderful staff across the European Union working in the nhs . And will she give her unequivocal assurance that they and their families will have the right to remain after britain leaves the European Union . Im happy to join my honorable friends in the thinking of those who work in the social care sector including those across the European Union. They do do incredible work. We recognize the contribution they are making in this sector and across our economy and society. That is why we went people and families to say we are very pleased arrangements that were published, in the United Kingdom and European Union last friday shows clearly on Citizens Rights where people made that life choice, to be here in the United Kingdom we will enable them to carry on as before. Havent got a clue about the concerns. She said no one, no community will be left behind, have just been told they are not branching off and a recordbreaking 700 closures despite 13. 5 billion half your profits. Will the Prime Minister admit the governments access, and restore the back levy, losing their luck. I responded, the Scottish National party earlier which is what the honorable lady was referring to. And peoples behavior, changed over the years. And access banking standards referring to the levee. There was a corporation surcharge for the bank, the best in the labor government. What my right honorable friend join me in congratulating the Community Foundations who reached a notable milestone, 1 billion pounds, would she agree the community foundation, and shared society. Available, should be provided to them, to the important work. I join my honorable friend across the uk. And a couple weeks ago. And what my honorable friend have said, an important contributor sharing an example of the shared policy, distributing 362 million to benefit good causes and expanding the scheme which would have potential to build the success of the current scheme and looking at this. Can i remind the Prime Minister of june 2, 1997, a competent speech in which the importance of practical education for so many young people. Is she aware there is a crisis in apprenticeships, 62 fall in apprenticeships starts, and excellent trailers going out of business the entire financial will she break a few heads, break a few eggs and get started . We see a growing number of young people going into apprenticeships, introducing key levels, 500 Million Pounds in technical education, this country has firstclass technical education. In 2017 on housing and politics . [shouting] i am very happy, and this does show, i say to my honorable friend he is aspiring, and every given to me. Only the second female Prime Minister. And managed to get a female leader of the labor party. Assessing the impact of leaving the European Union on different sectors, surely basic negotiations. The brexit secretary said none of this has been done. No case the work has been done in working at the right honorable gentlemen knows from the 800 pages of sexual analysis published. Nicholas bowles. Thank you, mister speaker. The Prime Minister has made clear brexit means brexit. Now that the trust believes it has recruited ands doctors, does she agree with me the temporary means temporary . My honorable friend has been a strong champion of his constituents on this matter, has been campaigning. He would agree with me the First Priority would be to ensure Patient Safety and that is why the report was violated improvement and nhs improvements continuing to work closely with the trust. Malcolm mcdonald. Several people taking on extra seasonal extra cash for this time of year. Unpaid trial, an actual job doesnt exist. And tens of thousands of people, i have a bill coming to the house in march next year to end this. The last christmas of this exploitation, and and the work they do. Thank you, mister speaker. The Scottish Government has an extra 2 billion pounds and will the Prime Minister join me in ruling out the higher taxes for hardworking i have to say to my honorable friend this is a real test of the minister and the government of scotland. As to whether they are willing to recognize. I seem to recall we had in previous weeks, some strange claims being made in this house about the impact of decisions in scotland. 2 billion pounds extra in scotland. Lets watch closely how the government chooses to spend that money. I tabled written questions to the chancellor asking for evidence behind his extraordinary claim to the select committee that disabled workers are responsible for the uk productivity problem. I received his written answer. Unsurprisingly there is no such evidence for that claim. Disgracefully, since he declined to express any regret. Will the Prime Minister take back control and order the chancellor to withdraw his remark and apologize for inaccurate and offensive comments . The chancellor did not express the view, that he was expressing. This is a government that values the contribution to society and economy in the workplace. This government is working to ensure we see more disabled people getting into the workplace. We had some success but we will continue to work, disabled people are able to do so. I recently sponsored an event for the un, draw the Line Campaign which is how 6000 women and girls worldwide have a better life but one in four women in the uk, 70 of girls around the world will expect physical or Sexual Violence in their life. Can this primer is to confirm the government will lead the world on taxing trafficking and exploitation. I am happy, she raises an important issue. It is of course this government that introduced the modern slavery accent is continuing to work not only to increase the ability to deal with perpetrators of these crimes but also support the victims. I want a world in which women and girls have the confidence to see what they want to be, though they wont be subject exploitation, violence, trafficking, slavery. To men as well. Our commitment to ending violence, exploitation of women and girls is absolute. Last week it was announced the city of coventry had been successful in its did to become uk city of 2021. We are bursting with pride. Will the Prime Minister join me in congratulating everyone who was instrumental in this great achievement and wish coventry success, prosperity, hope in the next few years of 2021 and beyond. I will join her in congratulating coventry, being selected as she will be aware from exchanges that have taken place, a number of honorable members of this house i disappointed and not achieved that status, and congratulate all those putting the bid together and assuring coventry including midland thank you, mister speaker. The Prime Minister and i have many things in common including being proud of being called bloodied difficult women, it is not in that category for many reasons. He is a respected seasoned parliamentarian and like many on these benches has been for many decades loyal to his party. Nobody wants to be disloyal or bring about more unity. The Prime Minister want a meaningful vote on brexit before leaving the European Union even if this last that would she be so good as to accept the learned gentleman, amendment 7, the spirit of unity everybody here my right honorable friend make the point about the concerns of people in this house about having a meaningful vote on this issue before we complete the deal. As we set out in the earlier answer i gave my honorable friends, that is what we will have. That there is a meaningful vote in this house, there will be an opportunity, implementation bill. Affect there will be that many is set out, and the ministerial statement today. We were very clear we wont commit any Statutory Instruments until the meaningful vote has taken place but as currently drafted, what the amendment says is we shouldnt put any of those arrangements into place until the Withdrawal Agreement and implementation bill have reached statutes that could be a very late stage which could mean we are not able to have the orderly and smooth exit from the European Union we wished to have. I say to the honorable gentlemen overcoming his natural reticence, he is shy but i am trying to encourage him. Mister speaker, not one penny to birminghams 213 from government, now the city is suffering the biggest cuts in local government history, to suffer a further 100 Million Pounds of funding cuts yet maidenhead is the constituency the least hardhit of any in britain. How can the Prime Minister begin to justify one law for her own constituency and another for birmingham. Can i say to the right honorable gentlemen, towards his house and clear in relation to safety arrangements by local authorities. They should discuss the department of communities and local government, to be undertaken. The 100th anniversary of after p and qs. And the outstanding service, and the aspect of service. I am happy to agree with my honorable friend. The royal naval service, and the armed forces and is important they are able to contribute all aspects of work in the Armed Services and no longer restricted to jobs on shore. An important step announcer youve been watching Prime Ministers questions from the British Isles of comments. House of commons. It i searchingnd otherbsite for that and British Public affairs programs. Announcer President Trump is a act in the white house back in the white house after spending the weekend at camp david. About senator john mccain and whether he intended to fire
