When you cut taxes, the wealthiest people in america benefit the most is because the income tax is very progressive already. When you have a rate cut, people at the highest level pay less dollars. Right now what they are looking at is the republicans are looking to do a cr, continuing resolution sometime in january, and put in a yearlong appropriation. I am on the defense appropriations subcommittee. I think what we do in appropriations, that should include defense, homeland, transportation, education, and all the other agencies. We should not set them up our. That is going to be a problem. The cr,ario is they do continuing resolution, the senate will give it back to us, and we will do a continuing resolution during january at some time. We do not want to expand it because if we cannot even pass an appropriations bill, that does not look good for congress. In appropriations, we worked the whole year, and to wait until it down,end and punt it is not good for the country and the way we run our government. Host you are talking about the money washington allocates for each agency to run and do its work. Congress has to come up with spending bills that allow this to keep going because you have not passed all of the Appropriations Bills for 2018. So, my question is, democrats have said in order to get our vote on any sort of longterm continuing resolution, we need to address immigration. Now i understand democrats are ok with dealing with that separately. Do you think that is a mistake . Support dacas, the dreamers, and would i shut down government because of that . It is a way to get leverage to address this issue. We know daca will go up to march 6 or so, but at the same time there are consequences to some of those folks losing status. We want to get this done as soon as possible. If republicans would allow us to put the dreamers bill on the floor, it will pass. There is enough public to support it. The question is will they put it on the floor. Do we close the government for one particular issue even though i am a strong supporter of daca, i do not think that is the right way to do it. We have to find a way to address the issues. Host these dreamers, the young, undocumented youth that were brought here by their parents and have been living here, their current status extends to march. Guest correct. That said if you do not want to add it to the final appropriations bill, make a commitment you will put it for a vote sometime before march, whether it is in january or february, lets do that, but why are we kicking this down the road . The issue is are some folks that want to add a border wall, extreme immigration issues on it, and again, i want to see Immigration Reform, but this is one little slice. Immigration reform, just like passeform, is hard to unless you sit down and work on it. The last time we had Immigration Reform was in a bipartisan way with democrats and republicans in 1986. Host the president has tweeted sympathetic comments towards the dreamers. Do you trust him, believe him that he would sign legislation that would extend the status for dreamers . Guest i do not know. There was a group of us, the deaf person of us that met with the president and he talked about dreamers, and this is what he said lets do the dreamers situation, then lets put some Border Security. He said the wall, we can deal with that later, but lets deal with the dreamers and Border Security. I sit on appropriations. I live there. I am familiar with the border. The border is a dynamic place. And other issues you have to address, but you have to address it in a sensible way. A wall is a 14th century solution. There are other ways of securing this. When we had the last meeting with the head of Border Patrol, i asked this question on the wall i said the last Border Patrol chief i asked him how effective a wall was, and he set a wall would buy somebody a couple minutes. I asked him do you stand by that same decision of the prior Border Patrol, and he said it might bias a few seconds or a few minutes. So, are we going to be spending billions of dollars on a wall that is not very effective . Again, i want to see Border Security sensible. Border patrol agent. I want to see the right mixture of technology to address this. On Border Patrol, we have an issue. At one time we had over 21000 and now we have about 19,500. That means we are losing more Border Patrol than what we are actually hiring. This is something a lot of people do not know because Border Patrol are either retiring, moving to other agencies, and by the 10 we hire people, we are actually losing people. Connecticut, in my question to your guest is how is it that i live in connecticut where we had income tax, property tax, and everyone who longs a home like i do who owns a home like i do has mortgage interest. If you take those things away, and you give me an increase in my taxes for me and my wife, there is no gain. Actually, i get a loss. In states like connecticut, where you have income tax, where everyone is paying mortgage interest, you take a loss. I am retired. Host william, lets have the congressman respond to your concerns. We are looking at not just the gentleman, but generally speaking, most people would say lower my corporate rate or lower my individual tax range. Everybody wants that. But when it comes to the individual deductions, everybody says this is the most important deduction that i have. I am not talking about william. Im talking generally. I had business groups come in and say we want to lower our Corporate Tax rates, but our deduction for expensing or what ever the case might be is the most important. You cannot do that. There are people asking for that exception. I understand. There are some exceptions like the mortgage interest rate. I hope we can make that better. Property taxes or income taxes for example, every state is different. In texas, we do not have a Corporate Income tax, or we have high property taxes. You go to some states in the northeast of california, you might get hit by both. I hoping we can have a deduction for that. How did you vote when republicans voted on their plan, and could you vote for this compromised between the house and the senate . But im still no, open to this because i want to see lowering of Corporate Taxes because i want to make sure acrosstions can compete the world. I want to make sure the passthrough, if there is something that treats them better, because you cannot treat them differently as passthrough entities, and of course the individual tax was, i want to see them go down also. The issue is what deductions that are the most important in the world, which ones are we going to go ahead and keep . As a blue dog, keep in mind host that means moderate. Guest moderate democrat. There are studies that show if you take those 800,000 dreamers out, those are folks that will really hurt the economy.
