This really broad topic at the bush institute, one of the things that we knew as we talked to our Advisory Council and the president and mrs. Bush is we cannot just talk a lot the International Component of democracy and freedom. We really need to look at some challenges we have in our own country and how we reassert those principles domestically. Our panel here today was all chosen, not necessarily just because they are smart thinkers on this issue, but because they are all working on something to address these issues today. We have mel martinez from j. P. Morgan chase. We have wes moore from the robin hood foundation. Jean case from the case foundation. And Jeffrey RosenFront National constitution center. Thank you all for being here today. Let me take off the conversation with a question for the group. Lets follow up a bit on the conversation we were just having. Lets talk a little bit about trust among americans in our institutions of democracy domestically. Out serious is this challenge right now . What do you see in terms of the challenges we face here domestically . Senator martinez, i will start with you. Mr. Martinez thank you. Im inspired from this morning and i hope we can add to it. I believe there is great skepticism in our country and i think we underestimate the impact on the power of what happened during the financial crises. Happened during the final crises. That was a moment in time when a lot of people began to doubt the promise of america. And the conversation began to be had that many of people are having today with her the next generation will be able to live the fruits of the American Dream that i am so proud to have lived. Yet another immigrant on this panel. I think people began to doubt that promise of america. At the same time, there is a tremendous amount of distrust in institutions. State,rch, be it whatever it is. The speed of information, the ease of information, the news media, all of it adds to this feeling i think we have that maybe our institutions are feeling us. Frankly i think what we need to do is to begin to reenergize those institutions, but also promote beyond the traditional government institutions and look at the private sector as well in creating partnerships that will reenergize and revitalize the country. I think the disillusionment is real. I think it started will before the financial crisis. Well before the financial crisis. For far too many people this has been generational. This has been something that has existed long before that to thousands and something that, for many people, this is what they have grown up into. I think about baltimore, which is my hometown. And i remember after everything happened with freddie gray and the riots and unrest after what took place in baltimore, and the fact that he had this 25yearold young man who was arrested and one hour later he was in a coma and a week later he died. There were two weeks of protests. They were peaceful until one night they were no longer peaceful. I remember speaking with a friend of mine, and he really alter the way i was thinking about it. We were talking about Police Accountability and all the stuff. That is an institution people had lost confidence in. He said next time you go to a computer, go to youtube and look up freddie grays arrest again. I said ive seen the video 100 times come i dont need to see it again. He said do me a favor, next time you get in front of a computer, go to youtube and youtube his arrest again. Except next time you youtube the arrest, do not look at freddie. Dont look at the Police Officers. Look at everything else. Look at the neighborhood be video was shot in. Look at the homes in the background. Look at the fact that the video morningn at 9 17 in the and how many people are just standing around. Not on their way to work. They are not on their way to school. They are there with cell phones taking pictures. To the point that he was trying to make with dashed make to m ake was if we cannot do something about the may grow the macro then you cant mourn the micro. This feeling of disillusionment that so many people feel, it is fair. It is justified. And so i think as we are talking about rebuilding institutions, it is about not just building and rebuilding basic infrastructure of institution, there also has to be a rebuilding of the level of trust that people have to feel those institutions are there to serve them. Because i think that really began the unraveling. And i think that is the only thing that is going to really give the foundation for rebuilding any form of certitude. Ms. Case those are powerful words and it is kind of hard to follow that. Think theseay i mornings words that we heard its asce and from tim, true in the u. S. As it is anywhere else they claim as its most powerful assets its citizens. Haver the last nine years been running a poll around perceptions and attitudes towards cause engagement. And sort of the perceptions of millennials around where they think this country is going. This year, 29 of millennials said a think the country is headed in the right direction. You can get really discouraged by that. But then i really want to thank secretary albright for her words because i think what we also see is the same millennials generation that is filled with idealism and they are taking that idealism into action in many ways. And i think there is a terrific opportunity to unleash and ignite civic engagement, civic action in all kinds of way, turning them from thinking about the problems to becoming part of the solution. And i hope on the panel we will talk about some of those things were seeing that are exciting and uplifting in communities like baltimore and communities all over the u. S. Where citizens are jumping in and owning some of these problems. There is a direct connection between lack of education and lack of faith in institutions. Thats why tim is exactly right to quote thomas jefferson. Democracy cannot survive ignorant and free. Of knowledge about because the constitution leads for declining trust an institution. The figures mrs. Bush quoted, a quarter of americans cannot neighbor name a Single Branch of government, is directly correlated to lack of faith in institutions. People who do not know about the constitutions are more likely to not support the will of law. Directe study democracies in athens and romes and he felt these led to demagogues and a mob and thought only a representative republic where educated citizens choose enlightened representatives could protect liberty. Thats why Civic Education that you are supporting is an urgent matter of the survival of the future of democracy. We need to teach children about the foundations of the constitution. About the historical stories and the bill of rights. The way were doing at the National Constitution center is to bring together the leading liberal and conservative scholars and thinkers and voices in america to explore every aspect of because edition describing areas of agreement and disagreement. And we have this wonderful new life form call the interactive constitution that has gotten 15 million hits since it launched one year ago. I want you all to download it. Not now because i am talking. [laughter] but you have to see this incredible app. It is cosponsored by the Federalist Society and the American Constitution Society who noted scholars to worry about every clause of the constitution. It is a thrilling exercise in Civic Education. Kind ofto create the lessons plans mrs. Bush is talking about. We plan to create videos, learning modules, have them along with the standard tools for learning and bring it to every kid in america. This is not a luxury. This is not a matter of something that is at the periphery. The future of democracy depends on civics education. Lets talk about these issues that came up about education and Economic Empowerment and number one, education is not necessarily doing its job, and number two, before the recession but even more so since, we are feeling people who just do not feel like they can be part of the American Dream. Lets talk about the education piece first. I want to hear from you all where you see some pockets of hope and where you are making your investments and how you are slowly changing that tied. Ms. Case i am happy to start. Might be controversial in education and of course i agree and educated society will be a stronger democratic society. At the same time i think there is tremendous potential before we get to that place where we kind of check the box on education. Why do i say that . Over a decade ago as we saw new Digital Tools coming along, we were really concerned about a further divide in our nation. And we were looking at communities who were expressing some of the things we talked about. Some concerns, etc. We said what if we can really ask citizens to own the problems in their communities. Program called make it your own and we invited citizens across the nation to think about the challenges in their local communities and send them to us and we had a competitive grant program. Put the key was it was not a complicated grant application. We said you can sing it, you can rap it. Just give us your best thinking. Effect of the matter is many of the people that won the day really proved that brilliance is equally divided. Saw fromzing what we people who in some cases do not even have a high school degree. When you challenge citizens and you invite them in to be part of the solution, its quite amazing what citizens at any education level with any background can bring with their unique perspective about, i have an idea. Sometimes those are some of the best ideas we can find. I think these connection points are really important. Talk a little bit about what you are seeing. Mr. Moore one thing that we have seen first, i would be remiss if i did not say also how good it was to see my first boss when it came back from afghanistan, secretary rice, and also president bush, thank you. It was an honor to serve under you in multiple different capacities. But what was interesting was robinobin hood, hood was one of the first organizations that came in early and funded charter school. When you look at the growth of things like uncommon success academies, how robin hood came in early to support Charter Schools and alternative educational assets. Be interesting thing about it is it is not about the Charter Schools in particular. Are weout the idea of, going to really test and innovative mechanisms that really challenge common conceptions about education . Oftentimes conceptions that were built and done 100 years ago. For example, being able to look is the use of technology, but also how exactly can we raise expectations for all students so that you have students who when they are finishing school, they are actually finishing something that allows them to move on into either college or careers. We talk abouty, this idea of Border Regions. The challenge of Border Regions is that no one could take accountability towards an area. If its a border of two countries, that each say it is each others fall. We have the same thing in education. These transitions between middle school and high school. Elementary school and middle school. High school and college. What often happens is you have one side will blame the other for the product without ever really trying to take accountability for the product. How exactly do we think about in a cart not so much metallized fashion but in a holistic, Lifelong Learning are fluidwhere there transitions and we are preparing students for transitions instead of well they moved on from our area and thats enough. How exactly are we taking about the collaboration and conversation between the workforce in the education side . Because one thing we are seeing is a Workforce Needs are changing rapidly. Employers that our now need are completely different than what employers needed 10 to 15 years ago, which is completely different from what they needed 30 years ago. And now have an educational system that can both keep up for that and also prepare students for that . When secretary rice was talking about the retraining of people and they are 35, things like trade agreements, do we need to have an argument about trade agreements . Yes, and that is fine. But the bigger conversation is what about the 10 years before the trade agreements are signed in our with repairing our workforce for what is going to happen as a workforce continues to change . When we talk about this idea of disillusionment, a huge part of addressing the disillusionment is when people feel that the training they are getting and education they are getting is actually going to prepare them for the next 50 and 60 years of the life. Thats where being able to be critical and think critically about our educational processes does matter now. Mr. Martinez dr. Rice spoke about the millennial challenge. Predicated on the governance where we are investing our aid. As former house secretary for president bush, i remember the disillusionment and disappointment of the investment the federal government had made in detroit. The governance was not working. We dealt with tremendously poor governance and therefore the federal investment was not bearing fruit. And nowward some years, the detroit example is quite different. Good governance. Elected a terrific mayor who was willing and prepared to work with a very competent and good governor of different parties, but both working together to bring detroit back. What did that do . That invited the private sector. The largest bank in the detroit area historically is chase. And so, our firm under the leadership of jamie and a lot of that thinking, decided we would make an investment in detroit because it would Good Governance and they were making Good Progress to lay the groundwork for success. Close to 150 know you and dollars. Million. To 150 what the process was to try to build Economic Development so then there can be conditions were education can flourish, so there can be in Community Development job training so they can be prepared for the jobs of tomorrow. Communityere can be Financial Institutions that can lend money to local institutions that were not bankable by the traditional banking system. You could not get them started with a local corner business of they can revitalize an area that was the levitated and abandoned because they were not bankable. They could then in turn provide the financing for these businesses that were beginning to flourish. You create a cycle. You are providing a potential for a job. You are dealing with the educational components of retraining and workforce training, essentially trading for the fields of tomorrow to fill the gap in jobs that are available, but for which a lot of the workforce is simply not trained. And in doing that begin to retreat a narrative were people wanted to come back into the levitated and abandoned areas of detroit and begin that cycle. It has been successful enough and now we are looking to other communities chicago, baltimore probably as well to where we can make that kind of investment. But a partnership. All working together. To me, from my experience as a local mayor and everything else, that is the key to making it all come together. You have got to get all these institutions coming together, working together ink reading conditions that allow a child to go to school and flourish. By the way, nevus to say in all this is safety. Without lights on the corner and without a sense of security, number of the others can work. Mr. Rosen you bring up a really good point about the role that partnership plays in it and the role foundations and organizations play in it. Role of robinthe hood as one example. For the department of education in new york city alone is 25 billion. Ok. For the new York City Department of education alone. Lets say robin hood put 15 million in education. Thats a real number. Its. 2 in compared with the budget is. The point is is that there are innovations that we can support, there is risk capital that philanthropies can play to essentially derisk investment. To essentially invest things to say this thing is working. We tried it out, we supported and it is working. It is now something ready to present to the people who can ultimately take things the scale, which is the government, which are city leaders, state leaders, federal leaders. There an interesting marriage which takes place with all these partners are part of the role is for each partner to understand what is your role in this, and part of it is to help derisk things that you can then present them to a longterm scale. Partnerships are crucial. You talk about risks. Everything is become politicized and polarized. The way we found it works at the National Constitution center is to incur it citizens to separate their political views from the constitutional views. Im a law professor. I teach law at gw law school. Every time i begin law class i say we are not going to talk about politics. Well disagree about gun control. We all disagree about gun control. By insisting you separate politics from constitutional views you might reach different conclusions. You might think gun control is a good idea but the Second Amendment thats the way to teach questions like hate speech. Mrs. Bush started the statistics. Only 39 of students understand the first amendment. Jefferson believed that the amendment was a natural right and historical stories bout the fight over the seditions act of 1798 and insistence that it is unconstitutional. To teach about Supreme Court can only like speech be banned in america if it is imminent d to call violence. The most inspiring constitutional beacon that we have. You cannot understand these unless understand text, history, law and then the final challenge to make it accessible. Teactive constitution is a marvel and been used by justices and it is wonky and we need to make it elementary kids, High School Kids and pushing it out there. Bottom line is if you have a product that all sides can that is not nd hungry to ere is a bel separated before the battles nd converge around one thing the constitution. Can you talk about what you as the role of the in this . Opic community i want to say on the detroit watching it very carefully because it is one of the first models we have seen sector as was s suggested. There are a couple other citizen at play and the engagement in devising sort of the Strategic Plan for their own city ultimately is what is going to make the difference here. Around to rties came enable that. Philanthropy plays a huge role detroit and created a magnet for others. Philanthropy has a very Critical Role in calling citizens to foron and enabling pathways them to do that. I will give you an example. We work in dation cross sector ways. Had the privilege of working in the Bush Administration around engagement but in the worked ministration we on contest and grant challenges and the idea was the federal significante facing calendars and challenges and stymied on some of them so what if we could conclude that maybe the smartest in the world are not always in the hallways of federal agencies. Tap the brilliance of citizens everywhere. E pulled together 35 federal agencies and brought in the train on contest and grant challenges with the idea we would take the challenges the agencies had, which in effect they were trying to serve citizens through their practices them out to the citizen to some. One of the most brilliant things as ebola was threatening the nation and beepwe looking for a solution it workers ear the relief and doctors were a challenge and we needed a new suit so the challenge was had a m in baltimore Wedding Dress designer on the team. It turns out that because what . What does see do . She designs things people wear. She had some of the most ads and sort of designs that ended up in the changes t of todays lives and everyone who worked on that product that without her real citizen based and real world out on the front without her contributions it that we would not have had ebola suit that is Standard Practice today and caring for so many parents. Martinez can you expand about the role of business . Are they doing enough . What more can they did . I think were more can be done and should be done. Not to denigrate the efforts of so many in business but the role of corporate business at nd large can be so significant. Technology, helping education or in a more cohesive way. To tell you it is an issue that is part of our that we have em tphnot talked about but the iss of puerto rico. T is going to take more than government to rebuild puerto rico. This is a huge problem that i we quite have gotten National Conscience of how big it s. But the bigness of ramifications in florida where migration by u. S. Citizens is going to be tremendous. It is going to talk a big roll for government tackle something that. G as but the government must entaoeugs and partner and bring in the private sector. When you look at the magnitude is the same in baltimore and same in detroit, cities that are hurting. The role of the private sector nd corporate cant be underestimated. What we are doing is important it is a fic and i hope listen way of doing it and will others and invite others to participate in similar ways. Because were a bank aware very connected to what work and it isty n the best interests to see a community where at the work and invest function to be successful. An unsuccessful community, a community abandoned like detroit anyone. Good for in have been other corporate detroit. In quicken and other entities who have come in and invested heavily. An example. S just what a terrific story it can be, that was once the symbol of american greatness in automobiles, and then became an abandon the city, really, with a huge reduction in population and could be reignited as a laboratory for future. Work in the i think so there is a tremendous role for the private sector and will be very much needed in a big job like the reconstruction of puerto rico. Every, let me turn the topic lets talk and about social media and citizen engagement. Ou have talked about what is good and bad about how people re using social media to connect with institutions of democracy. Say more there that. Srurlsly im a obviously im a big supporter for l media as a platform education and you can launch an interactive constitution and has 15 million hits is an astonishing opportunity to reach learners of all ages. Tweeting out educational video reaching 14 million kids in the classroom and the empowering for individual learners to cultivate their faculties of reason is inspiring. It is other hand important to note the dangers of social media. Madison says the worst thing that can happen it america is reference to communicate directly with the constituents. I can say in a nonpouno nonpartisan way that wouldnt maddison. Ed t is designed to slow down the process of deliberation. Said as long as there is time for deliberation the best response is good ones that. Why the whole constitutional system is set up to slow down deliberation. The idea of brexit would be ncon receivable in america because we dont make the ecisions by referendum and nap snap judgment. Fast and hat it is so polarizing people into armed we have echo chambers learned how people are consuming their news from like minded news and not hearing arguments on the other side it democratic challenge. But the social media and both the challenge and the solution. He same social media that can polarize people confidential bring the societies together and worked together but they were inspired to be asked in a civil way to explore areas of disagreement and im convinced this education madd itself the madison model. When people are requested to viewder opposite points of and that itself is an exercise of citizenship of the highest contained. So, we need to use social media a light andied but faculties of reason mitigate the effects that may challenge it. Seeing civic action with Digital Tools. Investedfoundation has in 4 million in three giving it platforms in the last 10 years over 5 billion of giving through microdonations by many of them giving for the first time. Young people using the digital took place. Getting them engaged and bringing them to action in care b. Sometimes i think we look at the divide and we are not as careful to look at true up side that is bringing people out into action. I want to go back to the point for a minute. It is important when we think bout there to recognize something that a lot of people dont understand. He Kauffman Foundation did a study and said all net new jobs created by re not Big Companies or small businesses. They are created by startups. New firms. We should be concerned and 78 lant because last year of all Venture Capital the jet helps young firms went it three place. Assachusetts, new york and campbel california. 10 to to men leaving female founders and less than 1 founders. Namerican if we see shared prosperity and growth and ob economic viability we have to Pay Attention to that area of we dont often think of which is making sure we are enabling and training our ext generation of,entrepreneurs. Which when we think of the a promise eam it is that if you have a good idea there is the place you can make it real. I want to make a comment. We have not talked about the role of local and state be a laboratory for what works in america. Years of the great society, the growth of federal government which was not way america the grew and jeff, if i had you for schoolutional law it law i would have gotten a better you makels because it fighting. Exciting. We were governed by local and state government, not federal particularly domestic issues. So, we need to go back to that the ethink the role of federal government being supportive and a source of and whatnot terrific. Good ideas. Works is community closest to the people. I would daresay working with Community Organizations like businesses, like like the people in business who volunteer nd the community, not for profit community. Working with the local overnment and local representative, that they see at the Grocery Store and talk to bery day, it is different to in washington and removed from he daytoday of peoples hreufr lives and living with them in locality. Ambassador haley had the experience of being a governor knowing what goes on at that level. As we think of what will make us country again and believe it works again the role f local government must be highlighted and understood. Is a power of the role ocal government pwaufrs because it has been said those closest to the problem are the solution. I think about it from my time in as platoon time leader is the best because you about the hing members and the higher you are you are rehoofed moved removed. Powerful e of the things about local and state tkpwhofrts is they are the ones who are closest to hear about is going on and be able to grow out the ideas that are working. Gene brought up a great point about the role of technology and entrepreneurs. I think about things we are the guy who e is thened facebook groups and he did pretty well because he founded facebook groups and said want to focus on poverty issues. Hes created something called e. B. T. Which is a technology to help people manage benefits. Whether you are on wick food tems and you qualify for snap and it himself you to better financially manage benefits and better. And there is tracking mechanisms to put in the app and theres great entrepreneur that created good call where it is hour we you h iing are arrested the first two hours are the most important after you who your first phone call to you have a chance of increasing the chance of by 75 if it is not to either an attorney or to a can get you who proper representation. He created a technology which is algorithm that connects to switch boards are so that the make will be to the person logical notify your family where you are and notify public defender that will serve as your legal representation. He managed to cut the conviction rate for people significantly and it is in the bronx and now hey are talking about cooperating it citywide. Hese are local people with their ear to the ground about what is going on found a need nd are creating Something Interesting and local governments are saying why this. Dnt we be doing just a smart way of scaling right ideas that can have a longterm impact on populations that we serve. Wes, we talked about d disillusionment and seeing in the rust belt and you are doing africanamerican community. What are you finding is the d does it onment and how match other populations . Disillusionment nd its challenge is it is compounded. It is not so much dis e isillusionment amongst an institution. It is institutions. When you have a situation, take education as a reference from kids will 5,000 graduate from high school every year in baltimore. College or ared for careers when they walk across the stage. 10 . So 90 , the ones that graduate, to for those that move on Higher Education will have to take vental course work and tal course the challenge of that is that it same. Exactly the except you are getting no credit for it. So you have students that will of developmental course washing, pay the same and after using freshman tuition and id to get that will then have six or three or no credits to name. Chances are that student will never graduate from college aid willheir financial run out. O you have watched how disillusionment plays itself out on so many fronts. Wehink that the key way that have to address it is we have to incredibly deliberate about the expectations we are and i think brush said it is the soft bigotry of low xpectation where we have different expectations for different kids in different communities. Wrote this nce i story talking about a young man who is currently with the same name from the same rea, similar family background sentence of his life for the same time i received a Rhodes Scholarship he was murder of a the Police Officer so it details the candidatkids. I remember speaking with him and we were talking about baltimore i said do you think we are products of our environment. Back at me and said actually i think we are products of our expectations. I thought it myself, he is right. Tely we were not products of our environment. E are products of our expectations someone said it is a shame you lived up to your ipectations and he didnt and said the real shame is that we both did. Our th lived up to expectations. When we are talking about and opportunity, the very first thing we have to this soft bigotry of low expectation that we have for so and communities for things they were born to and not be hey should ashamed of. E have to be able to psychologically change the bars and bear years. Booker t. Washington said it said if you break a mans spirit you do not have to back door to the because he will walk this himself. We have far too many people by themselves. [applause] wes brings up a great point. Im a child of a single mom who there four kids alone and is no way i would be on this stage to accomplish anything mentors who came along and lifted me. When president bush was in he used his leadership platform to call on citizen to alongside of citizens and offer a helping hand or just a against. To lean when we look by the way it is in just people raised challenging circumstances that lead there. All young people need this. Eople at different point in their careers need this. The idea of mentoring as a bring citizens forward around let them be the something an be, is that i think needs to recognized belieen off. If it plays a key role and we went around the room and asked people how did you get out even people that came of privileged circumstances will point to somebody who took them let me him you get ahead. I think that the power of that often not recognized. We have just a few minutes left. End on a more o hopeful note and that was pretty hopeful. We are all hopeful. Hopeful l end up on a note and tee up the next speaker. What is the kind of opportunity how doallenge brings and we step up to the plate . Insist d you not be on particular hearing that testament to the power of expectations . To inspiring students consult straight their faculties be done telling the story of america. There is nothing more inspiring the earning about constitutional story. This year is the 150th anniversary of the 14th to the constitution. That is the amendment that guarantees all persons equal the laws and denies any state the power to life, any person of liberty or property without due process that. Is the fulfillment of promise in the declaration which was revived by gettysburg amount it took the civil war it enshrine t in the constitution and it didnt become a reality until the Civil Rights Movement and civil luther king and rights act. They are inspiring staoeurs and there is something empornography and motivating about education in giving students the sense power to fulfill their dreams. Them you are optimistic about you know how e tkpwhror rurs the freedoms are tkpwhror rugs they are and despite the noise and clamor of there media and politics is there shining core at the as er of it that unites us americans. I dont want to sit next to panel next time. Common thaoefpl our greatest asset is our citizens. Think it is for each of us to say how can we use our resources and influence and whatever we to bring to call citizens to action. There isnt a problem out there citizen banded together cant address and bring to a solution. I think we have to bring hope and promise and encourage arena as o get in the Teddy Roosevelt said. Hat is the path to get out of this divide and addressing opportunity for all. I echo that. Im incredibly hopeful. I hope it didnt come off that im not. Part of the reason im hopeful that we spend every day in communities with change agents doing remarkable things. Some people say they will throw do you ats out and how stay optimistic despite the tats and that is because i dont live in stats. I live in communities. I live in communities where we watching single moms working multiple jobs and absolute heroes for their families. I live in communities where we are watching people who are crack of dawn e and will meet people every day with a huge smile. Living in communities where we are watching ministers and favorite leaders and elected officials who know they are living for something bigger than themselves. So i dont live in stats. That is why im hopeful about we can get. It is difficult to be here her and the story of america and in chose to come here. We had on out earlier panel all bright all has a remarkable story and such an american story that we have n to on that panel a former governor and currently our representative United Nations the daughter of indians immigrants. An ad on that panel africanamerican woman who grew up in grated alabama who rose to of secretary of state. All of these incredible people im an heard trfrplt immigrant myself and my story allow me not to believe in america. The hat happens in my hraoelife institutions that people, the good believes of the american is still here fe today. We have to continue to believe to tell others the way jeffrey does, in a way that gets aboutcited and interested what our country. It goes back to the beginning people dont know the itutions, they fact that she spoke about the about our ucation stations and who we are.
