There will be ice cream for you when we get there. No worries. Welcome tot say richard spencer. We are glad you could join us today. It was about a year ago i was having breakfast with Rex Tillerson. He is now secretary tillerson. He announced he was going to be retiring. You were talking about how we would continue relations. I said what are you going to do when you retire . He said im going to go to the ranch and rustle up some cattle. I think he misses the opportunity. It is a lot harder to rustle up right where is here in washington than it is in west texas. We are so grateful that he did not have any plans to come into this office and become secretary of state. I am so glad he did. I had 11 years of opportunity to work with secretary tillerson and know the scale and interest that he has on international matters. He is perfectly suited to help us at this time in our nations history. The maximum efficiency, i cannot let people stand up and give speeches. There will be little cards. We will make it much more efficient that way. Please welcome the secretary of state, Rex Tillerson. [applause] sec. Tillerson thank you so much, john. It is a real pleasure to be back in the building. I was asking john at the meeting building was meeting all the expectations that we had when this project was undertaken. It is good to see so many faces who were a big part of bringing this to reality. There are four simultaneous events going on today. That is perfect. I want to thank many of you in the room for the 11 years that i had of serving on the board of trustees here. Your mentorship of me and i learned so much during the time i was here. Think john for his friendship he is a dear friend throughout that time. , myeally has been important ability to do what i have been asked to do to serve the country. It is a real pleasure to be here. I am thankful for the opportunity to be back in this building. A happyish everyone diwali. They are celebrating the festival of lights. I do not need any fireworks. Forgo the fireworks. My relationship with india dates back to about 1998. Almost 20 years now. And i began working on issues related to Indias Energy security. I had many trips to the country over those many years. It was a real privilege to do business with indian counterparts then and it has been a great honor to work with indian leaders as secretary of state. I look forward to work going back to delhi. This could not come at a more promising time for relation since for relations. 70th anniversary of relations between our countries. When president truman welcomed the Prime Minister, he said our countries should have been discovered in the search for a new route to yours. In theyour visit will be sense of discovery of the United States of america. The pacific and indian oceans have linked our countries for centuries. Francis scott key wrote our National Anthem on a ship that was built in india. As we look to the next 100 years, it is vital that a region so central to our history continues to be free and open. That is the thing about my remarks to this morning. President trump and Prime Minister modi are committed more ton any leaders before them build an Ambitious Partnership that benefits not only our otheracies and also sovereign nations. Prime minister modis visit in june highlighted areas of cooperation that are already underway and our strategic relationship. Our defense ties are growing. Coordinating our counterterrorism efforts more than ever before. Earlier this month, a shipment of crude oil arrived in india. The Trump Administration is determined to dramatically this partnership. It is plain to see why this matters. India represents the Worlds Largest democracy, the driving force of our relationship is between our people, citizens, Business Leaders and scientists. More than 166,000 Indian Students are studying in the United States. Ready for million Indian Americans call the united dates home, contributing to their communities as doctors, engineers and innovators and probably serving their country in uniform. As our economies grow closer, we find more opportunities for prosperity for our people. U. S. Foreign direct investment has jumped by 500 in the past two years alone. Last year, our bilateral trade hit 115 billion, a month later number we plan on increasing. New avenues of expansion, the announcement of the first Global Entrepreneurship summit ever to be hosted to take place is a clear example of how President Trump and Prime Minister modi are promoting innovation, expanding job opportunities, and finding new ways to strengthen our economies. When our militarys conduct joint exercises, we send a powerful message as our commitment to protecting the and defending our people. This years exercise was our most complex to date. To date. The largest vessels from american, indian and japanese maybes demonstrated their navies demonstrated their power for the first time. We hope to add others in the coming years. With indias status as a major defense department, a status overwhelmingly endorsed by the u. S. Congress and our interest in expanding corporation, the Trump Administration has offered a menu of different options for indias consideration. We value the role they can play in Global Security and ability and are prepared to ensure that they had even greater capabilities. Over the past decade, our counterterrorism cooperation has expanded significantly. Thousands of personnel have trained american counterpart counterparts. The United States and india are cross screening known or suspected terrorists. In july, i signed a designation. India stands and shoulder to shoulder against terrorism. It is the obligation, not the choice of every civilized nation to combat the scourge of terrorism. The United States and india are leading this endeavor. Another more profound transformation is taking place. One that will have farreaching implications for the next 100 years. The United States and india are increasing Global Partners with growing strategic convergence. Indians and americans do not just share an affinity for democracy, we share a vision for the future. The Strategic Partnership stands on a commitment of upholding the law, freedom of navigation, universal values and free trade. Our nations are to book and of stability on the globe. For prosperity for our citizens and people around the world. The challenges and dangers we face are substantial. The scourge of terrorism and disorder sown by terrorists disturb peace everywhere. They pose a clear and imminent threat to the security of the United States, asian allies and other nations. Order isnational increasingly under strain. Aside india rising has done so less responsibly. At times undermining the order. Countries like india will operate in a network that protects other nations sovereignty. Actions areocative actively challenge the ms thattional law and nor the United States and india stand for. We will not shrink from chinas challenges. The u. S. And our friends in this. India needs a reliable partner on the world age. I want to make clear that with our shared values and vision, the United States is that partner. Youth, optimism, powerful democratic example and increasing stature on the world stage, it makes perfect sense that the United States at this time should seek to build a Strong Foundation of our years of cooperation with india. It is time to double down on the democratic partner that is still rising and rising responsibly for the next 100 years. Above all, the world and in the pacific in particular need us to have a shot partnership. Our two countries can be the voice the world needs us to be, Standing Firm in defense to promote sovereign countries, unhindered access to the shared spaces, bb on land at sea be they on land, sea, or cyberspace. The aim of the free and open in the pacific. Includes the entire indian ocean, western pacific and nation that surround them. Sec. Tillerson home to more than 3 billion people, this region is the focal point. 40 of the World Oil Supply crisscrosses the indian ocean everyday through acquittal coal point through critical point. With emerging economies in africa and the fastestgrowing economy and middle class in india, hold economies are changing to account for this global shift in market share. Global gdpe of is expected to surpass 50 by the middle of the century. We need to collaborate with india to ensure that the indo pacific is increasingly a place of growing prosperity so that it does not become a region of disorder, conflict, and predatory economics. The Worlds Center of gravity is shifting to the heart of the indo pacific. The u. S. And india, peace, freedom of navigation and architecture must serve as the eastern and western beacons of the indo pacific, as the port and starboard lights. Eyet, we must grow with an to greater prosperity for our peoples and those in the indian and pacific oceans. India may boast the second largest economy in the world. Population with a median age of 25, is expected to surpass that of chinas within the next decade. Getting our Economic Partnership right is critical. Economic growth flows from innovative ideas. There are no two countries that encourage innovation better than the United States and india. The exchange of technologies and ands between bangalore Silicon Valley is changing the world. Prosperity in the 21st century depend on will th problem solving in the in the pacific. The United States and india have a tremendous competitive advantage. Our open societies generate highquality ideas at the speed of free thought, helping regional partners establish similar systems will deliver solutions to 21stcentury problems. For that to happen, greater regional, activity is essential. Roads,lk routes to grand south asia was for millennia a region bound together by the exchange of goods, people, and ideas. But today, it is one of the least economically integrated regions in the world. Interregional trade has languished, sitting at around 4 to 5 of total trade. , at 25 that with asean of total trade. The World Bank Estimates that with barriers removed and streamlined procedures, interregional trade in south asia would nearly quadruple from the current 28 million to 100 million. Greaterhe goals of conductivity is providing nations in indo pacific the right options when it comes to sustainable development. The Millennium Challenge Corporation is one model of how we can achieve it. The program is committed to data, accountability, and evidencebased decisionmaking to foster the right circumstances for private investment. Last month, the United States and nepal signed a 500 Million Contract agreement, the first with a south asian nation to invest in infrastructure needs in nepal and to promote more trade linkages with partners in the region like india. The United States and india must look for more opportunities to grow this conductivity and our own economic links. Even as we look for more ways to facilitate Greater Development and growth for others in the region. For prosperity to take hold in the indo pacific, security and stability are required. We must evolve as partners in this realm. For india, this would entail fully embracing it potential its potential. This means Building Security capacity. My good friend and colleague, secretary mattis, was in delhi just last month to discuss this. We look forward to the inaugural dialogue championed by President Trump and Prime Minister modi soon. The fact that the indian navy was the first overseas user of the Maritime Surveillance aircraft, which it effectively fields with the u. S. Navy counterparts, speaks volumes of our shared maritime interests and our need to enhance interoperability. The proposals of the United States which have been put uavs, Aircraft Carrier technologies, the future vertical lift program, and f18 and f16 fighter aircraft, are all potential game changes for our commercial and defense cooperation. The United States militarys record for speed, technology, and transparency speaks for itself, as does our commitment to indian sovereignty and security. Security issues that concern india are concerns of the United States. Secretary mattis has said the worlds two greatest democracies should have the two greatest militaries. I could not agree more. Addresswork together to shared security concerns, we do not just protect ourselves, we protect others. Earlier this year, instructors from the u. S. And indian armies came together to build a u. N. Peacekeeping capacity, which we hope to continue expanding. This is a great example to the u. S. And india. And serving together as anchors of peace in a tumult was world. As we implement President Trumps new south asia strategy, we will turn to our partners to ensure greater stability in afghanistan and throughout the region. India is a partner for peace in afghanistan and we welcome their assistance efforts. Pakistan is an important u. S. Partner in south asia. Our relationships in the region stand on their own merits. We expect pakistan to take Decisive Action against terrorist groups in their own borders. The threat to their own people and the broader region. In doing so, pakistan furthers stability and peace for itself and its neighbors. It approves its own international standing. Even as the United States and india grow our economic and defense corporation, we must have an eye to including other nations which share our goals. India and United States should be in the business of equipping other countries to defend their sovereignty. Andd greater conductivity have a louder voice in a regional architecture that promotes their interest and develops their economies. This is a natural complement to indias policy. We are to welcome those who want to strengthen the rule of law and further prosperity and security in the region. In particular, our starting point should continue to be greater engagement and cooperation with indo pacific democracies. We are already capturing the benefits of our important trilateral engagement between the u. S. , india, and japan. We look ahead, there is room to invite others, including australia, to build on the shared objectives and initiatives. A clearn also serve as example of a diverse, dynamic, and blurb is it and pluralistic democracy to others. Is thecontinent birthplace of four of the worlds majors religions. Indias diverse population includes more than 170 million muslims. The Third LargestMuslim Population in the world. Encounter significant number of Indian Muslims among foreign fighters in the ranks of isis or other terrorist groups, which speak to the strength of indian society. The journey of a democracy is never easy, but the power of indias democratic example is one that i know will continue to strengthen and inspire others around the world. In other areas, we are long do for corporation. Due for corporation. Nations in indo pacific will benefit. Recognize that many indo pacific nations have limited alternatives when it comes to Infrastructure Investment programs and financing schemes. They often fail to promote jobs or prosperity for the people that claim to help. Transparento expand High Standard mechanisms, tools that will help nations instead of saddle them with mounting debts. India and the United States must lead the way in growing in multilateral efforts. We must do a better job leveraging our collective expertise to meet common challenges while tackling those to come. There is a need, and we must meet the demand. The increasing divergence of values offers the indo pacific the best opportunity to defend the rulesbased global system that has benefited so much of humanity over the past several decades. It also comes with a responsibility for both of our countries to do the needful and support our United Vision of a free, open, and thriving in the pacific. The United States welcomes the influence of the indian people in this region and throughout the world. We are eager to grow our relationship as india grows as a world leader and power. The strength of the new pacific has always been the interaction among many peoples, governments, economies, and cultures. The United States are committed to working with any nation in south asia or the broader region that shares our vision of an indo pacific were sovereignty is upheld in a rulesbased system which is respected. It is time we act on our vision of a free and open indo pacific, supported and protected by two strong pillars of democracy, the United States and india. Thank you for your kind attention. One particular phrase really caught my attention. I want to drill in a little bit on it. I have the luxury of seeing it last night, so that is why i wrote it down. We need to collaborate with india to ensure the indo pacific is increasingly a place of peace, stability, and growing prosperity, so that it does not become a region of disorder, conflicts, and predatory economics. The do you see as being example of predatory economics that we should be alert to . Think everyone i is aware of the huge needs in the Indo Pacific Region among a number of emerging economies and fledgling democracies for Infrastructure Investment. And it is important that those emerging democracies and meansies have alternative of developing both the infrastructure they need, but also developing the economies. We have watched the activities and actions of others in the region, in particular china, and the financing mechanisms it rings too many of these countries, which result in settling it with enormous levels of debt. They do not often create the jobs which infrastructure should be jobs creators in these economies, but too often, Foreign Workers are brought in to execute these projects. Financing is structured in a way that makes it difficult for them to obtain future financing, and often times, has subtle triggers in the financing that results in financing to fall on the conversion of debt to equity. So this is not a structure that supports the future growth of these countries. We think it is important that we begin to develop some means of countering that with alternative financing measures, structures. ,uring the east asia summit ministerial settlement in august, we began a quiet conversation with others about what they were experiencing, what they need, and we are starting a quiet conversation in a multilateral way with how we alternativeithe mechanisms. We will not be able to compete with the kind of terms 10 offers, but countries have to decide what they are willing to pay to secure their sovereignty and their future control of their economies, and we have had those discussions with them as well. Secretary, that really helps open up a new understanding that we all have to develop. If i could just ask, you know, this seems to be an asymmetry. You ran a Big Corporation for you to raise capital for a major project. You would have to go to the discipline of a public market, yet you were competing against state owned enterprises which could get a no interest loan or maybe a grant. This is a profound asymmetry we have to deal with. It may go beyond just knew financing instruments. How are you thinking about it . Sec. Tillerson in many respects, it is the case that has to be made to these countries that need the infrastructure, financing, that they have to think about the longterm future of how do they want their country and economies to develop . And in many respects, those are similar to the kinds of discussions and arguments that we would make that in my private you retain your sovereign control. Execution within your country. So while it is on a direct competitive basis, it is hard to compete with someone who is offering something on financial terms that are worth, you know, a few points on the lending site, but we have to help them put that in perspective of the longerterm ability to control their country, control the future of the country, control the development of the economy, in a rulesbased system. That is what we are promoting is you retain your sovereignty, you retain your commitment to a wasbased order. We will come with other options for you. Great. Thank you. I apologize. He is running a dynamic embassy. I wanted to make sure you knew he was here. He is not going to get to this question. Ands in india in august, great enthusiasm in india about the growing relationship, but real frustration with the way in we restrict india getting access to technology and the sort of thing. This is the ambassadors question. How are you going to fix that . Sec. Tillerson he is not shy. He is asking the question. [laughter] sec. Tillerson and we have had discussion about it. I touched on it briefly in the prepared remarks in designating india as a major defense partner and congresss affirmation of that. Everyone appreciates the u. S. Has the finest fighting military force on the plants, of on the planet, our all volunteer force. They are equipped with the greatest technologies and Weapons Systems that are unmatched by anyone else in the world, so that is an enormous advantage to our military strength, so we do not provide that lightly. That is why we have such rigorous review mechanisms one when we get into technology transfer, but having said that, our most important allies and partners have access to that. India has been elevated to that level. That is why i touched on a are notf systems that offered to everyone through the guardian uav system is an extremely technological piece of kit that we now are making available, and we are in discussions with india about other highlevel Weapons Systems, and as i said, it is all to improve their capabilities to play this important security role that we know that they want to play in the region, so we are continuing to work through those systems in a very deliberate way, while protecting americas competitive advantage in this area. How close youow listened, but the secretary had a remarkable invitation, which india to u. S. And jointly take a larger leadership altogether in southeast asia. It was an important statement. Thereso indicated that would have to be an evolving architecture of coordination. You hinted it could revolve round expanding the u. S. Japan india trilateral. You indicate may be australia is that wrong to be in the architecture of americas engagement in this new strategy . Sec. Tillerson if you think about the map, the indo pacific, although its in to the western coast of the United States, that is the part of the map we are dealing with. India is very significant and important. It pins one side of that map. Japan, another very important and strong democracy that we have Strong Security relationships with, pinning this side of the map. There is an important part of the South Pacific and also we think needs an important pinpoint as well. Australia, another very strong and important strategic partner, ally to the u. S. Have fought in every war alongside us, in every battle we ever fought. The australians have been there with us. We think there are useful conversations to have in the current trilateral relationship, which is very strong and effective cure the indiajapan u. S. Relationship, so we will continue to explore how we strengthen that architecture. It is about this indo pacific free and open policy that we ine, and how do we pin that the proper places with our strongest, most important allies . And how do we strengthen those in this multiparty arrangement . Indiaaustralia relations, how strengthened . India has to see it in their interest. Japan has to see it in their interest. It is going to be an evolving process as to how we create the Security Architecture which keeps this free and open indo creates theon, opportunity for nations to protect their own sovereignty, to have the opportunity to conduct their Economic Affairs without being threatened by others, and that is really what the Architectures Design is intended to do. I am going to turn back to you as an energy guy. Last month, we had the indian minister in response for Renewable Energy was here, and this was a big push for india. Now, you are not the secretary of energy, but you know a lot about it. How do you think we could expand cooperation on Energy Issues . Sec. Tillerson there are any number of active programs within india. India has huge energy needs, not just from the direct supply of energy, but also the infrastructure to distribute that energy and get it so all indians have access to that to support Economic Growth and expansion. There are particular programs exploring that as well. Those are important avenues and mechanisms that the u. S. Has a very Important Energy posture in terms of the technology that has been developed across the entire slate of energy choices, from conventional, to renewables, and other forms of energy. And i think that is the value of the relationship is, within the community, and our entrepreneurs and innovators, we have a large fleet of opportunities we can offer in partnering with india to meet those needs, and we are encouraging that. We think the work that they have done is valuable to create that. It is another area of opportunity for u. S. Businesses. As our indian friends complain lightly about the restrictiveness of technology, American Companies complain about how hard it is to do business in india. How is that conversation going to enter into your discussions . Ups tillerson it has its and downs. In the 20 years i have dealt with india, i encountered the same frustrations. Has undertaken a number of important reforms, and we want to acknowledge that. I think it is important that those efforts and that momentum be sustained. It is easy to take a few actions and get a few reforms in place and then say we are done, lets sit back. You are never done. Message to india. You are never done through the world around you is not sitting stagnant. You have to continue to put in place the necessary conditions that is attractive, first to indian business. Just your own internal business entities. But also, they make it attractive for Foreign Investors to come to india and grow that economy. I think one of my interesting earlier experiences with india was in the 1990s, india undertook very little foreign direct investment, it was a very close system that did not encourage companies to go out and invest overseas. And what if i first interactions was to facilitate one of my first interactions was to facilitate the purchase of an Indian National law company acquiring 20 of a project in russia. I put those parties together for a lot of reasons, that served the interest of the people i represented at the time. But it was an interesting discussion. I had a lot of conversation with the indians in that process because they were not used to investing overseas. That resulted in me going to a business conference a couple of years later. They asked me to come over to meet with indian businessmen that were being encouraged to invest overseas. Again, it was kind of a new thing for them. And i remember the panel discussion. The last question i got, one of the indian businessmen said if there was one thing we should always make sure we keep in our mind investing overseas, what is it . And i said to him too is your partners wisely. Venture, you are going to have partners. Who you choose is going to determine your success. Elementd that important in any relationship. I will always do that. That is the way we view the indianu. S. Relationship. Choose your partner wisely. Think we have likely chosen wisely chosen a partner. I think that process, i have watched over the 20 years, of india investing abroad, helps india understand the conditions necessary to be successful back home. It is when you have to encounter it as a foreign direct investor, that you understand what is important to success. You take that back home, and that helps you with your reforms back home. We encourage india continue to have way too informs. The pathway to reforms. I have about four questions or five questions that are clustered around the same issue. That is about the complex power geometry in this region. We have india historically had close ties with russia. China had close ties with pakistan. Bothied to keep ties with india and pakistan. Ofis a lot more complicated an environment now. Can you give your thoughts about india in this power geometry . Sec. Tillerson my view, and i think it is the collective view within the u. S. Government as well, is as china has risen over the last 20 plus years now to take its rightful place as an economic power in the world, moving hundreds of millions of their people out of poverty into middleclass status, india too has been rising. I commented on this. As we watch how these two very large nations are taking their place, rightful place in the global economy, they have gone about it in different ways. I touched on that. And i think that is why the u. S. Now sees this as an important point in thinking about the next century of our relationships. We are going to have important relationships with china. We will never have the same relationship with china, a nondemocratic society, that we can have with a major democracy. I think what has evolved, and i would have to let the indians the Indian Government did for themselves, but i think as india has gone through this process, they have taken account of the circumstances around it. It is a history of relationships. How have those relationships advancement . Investmen as the Worlds Largest democracy , one of the Worlds Largest democracies, it has said i want to be a partner with another democracy. I dont want to partner with these other countries that do not operate with the same values. I think at the end of it, this relationship is built on shared values. That is what has brought us together. Two very large, important democracies want to share the same future. And we have a shared vision for the future, and that is what has changed over the last couple of three decades. There has been a real accounting, as i have observed it. A real accounting has been taken by the Indian Government of its past experiences, and it decided this is where we want to go. Secretary, i know it is not precisely the reason for your trip, but i have several questions to ask you about. Myanmar, it has been an incredible humanitarian crisis. Can you share with us your perspective on this . Sec. Tillerson we are extraordinarily concerned by what is happening with the ninja rohinja and berman. I spoke with the leader of the civilian side of the government. Hey have emerged in berma. Leadership military accountable for what is happening in the area. The world cannot just stand idly by and be witness to the atrocities that are being reported in the area. What we have encouraged the military to do, as far as we understand, we have serious rebelry arrests terrorists. You must be restrained and how you deal with those and allow access in this region again so we can get a full accounting of the circumstances. Us who read this recent story in the new york times, it had to tear your heart out to read this. We have been asking for access to the region and we have been able to get a couple of our people from our nbc and to the region so we can begin to get our own firsthand account of what is occurring. We are encouraging access to the aid agencies, the red cross, the red crescent, and you and agencies. U. N. More importantly, so we can get a full understanding of what is going on. Government. How they are going to deal with this very serious issue. We are deeply engaged, we are engaged with others and we are going to be engaged with the direction this takes. Were dealing with afghanistan, afghanistan has complex geography, complex geopolitics as well. The indians have had a strong interest in what happens in afghanistan as pakistan. Or you going to be doing their . President s announced his new policy toward the south asia strategy. What people tend to focus on but one of the differences on how we approach the challenge is we see it as a regional issue. It is not solely and afghanistan issue. India is an important element of how we achieve the ultimate objective which is a stable afghanistan, which no longer serves as a platform for terrorist organizations. Simply, we quite will deny terrorists the opportunity, the means, the location, the wherewithal, the finance, the ability to carry out attacks. Threat to that inicy finds its locus afghanistan. The greatest beneficiaries are going to be afghanistan. Provides india provides Economic Conditions that provide for the needs of a diverse ethnic group of people in afghanistan. Commitmentbout a that we are not going anywhere. We will be here as long as it takes for you to change our mind and decide you want to engage with the f in government and a reconciliation process and develop a form of government that does suit the needs of the culture of afghanistan. They have to be committed to being open to addressing the full needs of the very ethnically diverse culture that exists in the country and its own history as well. We think that is achievable and we can have a stable afghanistan. A big threat is removed. A condition for indiapakistan relationships. We see it is not just one issue but a means of stabilizing the entire region. Work closely with india and pakistan to ease tensions all their borders as well. Very troubled borders. Take theo help them tension down on both of those. Im running close to the deadline i was given but let me ask several questions. Were dealing with development, we have the capable administrator for usaid. I know you personally have been quite involved in development issues. What do you see as a relationship tween the state department and u. S. I. E. Going forward . No different than has traditionally been the roles of the two organizations. The state default the state department builds testing tactics and an important element of the execution of Foreign Policy is Development Aid and assistance, whether it be a direct program, tire needs, disasters, or whether it is in developing institutional capacity. Is a important tool of the Foreign Policy. They dont make policy but they are critical to our execution of Foreign Policy. That is really where we want the expertise to resign. They are a center of expertise when it comes to aid and development programs. Nobody does it and then they do. They have relationships, contacts, a process, procedures, they rival our execution role Foreign Policy. They have become integral to how we test and lay out the plans and strategies for executing against that policy. Is the relationship and one of the things we want to be sure is that everyone understands their roles and what is not their role.
