Order questions for the Prime Minister. Thank you mr. Speaker. Mister speaker, this morning i had meetings with ministerial colleagues in addition to my duties in his house, the first such meetings later today. The Prime Minister, World Mental Health day, Mental Health problems affect one in four people, when in 8 pounds spent on Mental Health services. 1. 1 next year bringing that to less than 10 of the entire budget. If the scheme for Mental Health is to be achieved this government must back their words with strong, stable funding. With these cuts and demands increasing when will the Prime Minister promise funding for Mental Health and Psychological Services . The honorable gentlemen is right about the important we should attach to the issue of Mental Health and that is an important step this government has taken but we are doing more in the area of Mental Health. More money is going into Mental Health and we are seeing more people in the nhs being able to access therapies and treatment for that Mental Ill Health but what we need to do is look at this issue more widely which is why i set up schemes you will see, staff been trained in schools for better awareness of Mental Health problems, to deal with those individuals in those schools suffering from Mental Health. There is more for us to do but this government is putting in more money and taking more action that has been taken by any government before. The Prime Minister will know that financial and the uk largest source of tax revenue and largest driver of trade surfacing. I met representatives of that sector and they want me to pass on to the Prime Minister their support for pragmatic and sensible arrangement she is made to ensure critical, legal and contractual continuity that sector needs that is vital to them as we leave the European Union as well as recognizing that public approach by considering our future vision portrayed in services and other things. My honorable friend raises an important point and he is right we need to build that bridge through existing partnership to future partnership to allow time for practical adjustments to be made. That is what we are doing and talking about the intimidation period. Together with our vision for future partnership and as my honorable friend will know, we published the trade policy earlier this weekend we will publish papers in coming months. Jeremy corbin. Can we say thank you for all you did in your life . Mister speaker, the rollout of universal credit is causing poverty and homelessness. Does the Prime Minister accept it would be irresponsible to press on regardless . First of all, of course we offer our condolences to rodney bakerstaffs friends and families on his death. We would never have agreed on much in politics. But obviously. [shouting] obviously the role he played he played with commitment and dedication through his life lose the right honorable gentlemen has asked me about universal credit. Perhaps, if his words are recognizing, why it is we brought universal credit into place in the first place, what we want is a welfare system that provides a safety net to those who need it, help people get into the workplace, helps people to earn more and provide for themselves and their families. The system we inherited from labor does not do that. It is far too complicated, their too many faulty payments and crucially, crucially, those who earned more, too many found themselves with less money in their pocket for too many people under labor, they were off on benefits. That is not the system we want. What we want is universal credit which is simpler, more straightforward, make sure work always pays. Mister speaker, i wonder which planet the Prime Minister is on. Mister speaker, the Citizens Advice Bureau described universal credit as, quote, a disaster waiting to happen. Tens of thousands of claimants with debt, they made the conclusion, Housing Associations report an increase of up to 50 in election of tenants with rent arrears due to universal credit. Can the Prime Minister and the wb wake up to reality . We have very good reasons for changing the system. The dw v we have been listening to the concerns being raised related to the way universal credit has operated, changes have been made, performance increased. The beginning of this year 55 of people getting their first payment on time, 80 , there is more for us to do. Of course theres more for us to do and that is why the contentions continue to monitor this and to ensure the performance increases but underlying this is to ensure we have a system to make sure work pays and people are not better off on benefits. The Housing Trust reports 100 year on year increase in the number of evictions. Half of all tenants on universal credit are a month in arrears in their rent. This weekend the former Prime Minister described universal credit, quote, as operationally messy, socially unfair, and unforgiving. He is right, years behind schedule, forcing people to food banks, driving up evictions, leaving families in debt. Can the Prime Minister see it . If the former Prime Minister can understand it why cant this one . I say to the right honorable gentlemen the last we 4 months the number of people in universal credit in arrears have fallen by a third. [shouting] as i just said in my previous answer to the right honorable gentlemen we recognize there have been issues to address in the rolling out of this credit benefit. That is why we are taking our time doing it. The underlying reason for using to universal credit is the right one, we see more people getting to work on universal credit and not jobseekers allowance and the possibility in place for those people who are not in a position to wait for their first payment. If they are in need they ask in advance and a number of people getting an advance has increased. Jeremy corbin. There are problems with. The Child Poverty action group estimated it will put another 200,000 children in poverty. Last month a dozen conservative mps wrote to the pension secretary calling for reports. They should have listened to people like you gina who contacted me this week, quote, from georgina, who said this, all summer we were left with no money to survive. It just stopped abruptly. We would have lost everything if not for my family. Others cannot rely on family and are facing eviction. Show some leadership, poor universal credit and stop driving up poverty, debt and homelessness. That is what it does. I would be happy to look at the case of georgina if she would send me the particular details. As i have just said, i referred to this in my previous answer, had the right honorable gentlemen listen to it, it is possible for those in need to get advance payments. The number of those getting advanced payments from 35 to 50 , majority. We are seeing the system being improved. Lets just think about the labour partys record for welfare. Under the labour party, under the labour party, 1. 4 Million People spend most of the last decade on out of work benefits. Under the labor market a number of households, under order. Prime ministers response must be heard. Under the labor government the number of households where no member has ever worked nearly doubled. The welfare bill went up by 60 in real terms which cost every household an extra 3000 pounds a year. That is the way to have a system failing working people. Mister speaker, the less labor government lifted 1 million children out of poverty. Got the city homes and even acted one in eight of all of its tenants because of universal credit. The Prime Minister talks about helping the poorest but the reality is a very very different story. Not only have people been driven into poverty but the universal credit helpline cost claimants £. 55 per minute for the privilege of trying to get someone more than they believe they are entitled to. Will the Prime Minister today show some humanity, intervene and make at least a helpline free . I have made very clear we continue to look at how we are dealing with and ensuring we get the system out in a way that is working for people and performance is increasing and it is working because more people are getting into work on universal credit than were on jobseekers allowance. I do want people to find work, to be able to get better jobs and earn more, to get on with our government support. That is why it is important to create jobs. When he stands up maybe he would welcome the fact that 3 million more jobs have been created. Jeremy corbin. Mister speaker, sadly universal credit is only one of a string of failures of this government. Everywhere you look at the government in chaos. On the most important issues facing this country it is a shambles. Brexit negotiations made no progress, amazing redundancy. Most working people, young people pushed into record levels of debt. 1 million elderly people not getting essential care. Nhs at breaking point. This government is more interested in fighting among themselves than in solving these problems. [shouting] mister speaker, isnt it the case, mister speaker, the Prime Minister cant lead, she should leave . [shouting] tell the right honorable gentlemen with record this government is, by two thirds, 3 million more people in jobs, 1. 8 million more children, more people getting operations than ever before, record levels of funding of the nhs, record levels of funding, record levels of funding in the nhs, record levels of funding in our schools but what did we see about the labour party . What did we see about the labour party from their conference . What we saw wait for it. Order remember the members are becoming overexcited. The response will be heard. What did we hear from labors conference . What happened at labors conference . First of all, first of all, shelter, shelter, the labour partys housing policy would end up harming people on low income. The council rejected another of their housing policies. The equality and Human Rights Commission says labor needs to establish that it is not only this party. [shouting] and the labor leader threatened to ban labor conferences, freely expressed antisemitism. That was all before the labor government would bring a run on the powers and ordinary working people paid a price. [shouting] thank you, mister speaker. I wish they all would participate. I must return to the subject of universal credit. Perhaps the difference on this side of the house and that side of the house, property going and we want it to work and work it will but we have to get it right and i think the secretary of state on monday promising to advertise why they are available to claimants but many of us feel more people must surely means the inbuilt wage doesnt work. My question to the Prime Minister, please consider meeting with me so i can why we would do a better job supporting those just about managing family struggling to make ends meet and have no savings. My honorable friend makes important point about universal credit. The gwb is looking at performance and how it is operating. Im happy to meet with my honorable friend to look at this issue. She mentioned the advanced payment. She said it is important to be aware of that. It is not just about advertising but making sure they are being retrained to be sure they are aware of what they can do to help people. In terms of advance payments, they can be within 5 days. Im happy to meet and discuss with my honorable friend. Thank you, mister speaker. If there was another Eu Referendum now, i would want to remain. Why hasnt the Prime Minister been straightforward how she would vote . There is no second referendum. [shouting] the people of the United Kingdom voted and we will be leaving the European Union in march. Ian blackburn. The Prime Minister can answer a simple question. The reason the Prime Minister cant answer the question is because she is hamstrung by the parliament and the majority and a dividing party of rightwing bureaucrats. The s p is the only party united on this issue, the biggest Single Market in the Customs Union, 80,000 jobs, 2000 pounds. The Prime Minister come off the fence and recognize what we need to see in a Single Market. Now is the time for the s p leadership to accept the to save jobs in scotland they need scotland to remain part of the United Kingdom. Following yesterdays announcement for 2000 job losses many hundreds of which, my constituency dedicated to highly skilled people, can the Prime Minister assure me she will continue to assure that she and her government do everything they can to support to support dedicated watchdogs by employment in the economy. My honorable friend is right, it is a worrying time including those in his constituency. We will make sure they work with people to make sure they have the support they need to ensure the Rapid Response service which will help with training and information about benefits but continue to promote World Leaders across the globe so companies can secure contracts, the uk made equipment last month, right honorable friend a defense ministry, committing the country to the purchase of 24 typhoons and six hocks. We will promote the firstclass manufacturing such as in my honorable friends constituency and make sure. Prime minister, last week, you announced you would fund socially rented homes over five years. The waiting list in brighton is already that and along with brighton my other local Authority District is building and wanting to build more counsel houses. Your policy, because they are not limited by the open market but they are by the arbitrary on financing against housing stocks. The conservative district, labor led right must be lifted to get Council Building for britain again. I made no announcement or any policy on this matter. What the honorable gentlemen is referring to is the announcement we are putting 2 billion extra into our successful Affordable Housing program bringing it over 9 billion dedicated entirely to creating affordable homes. Housing associations raise a further 6 pounds meaning thousands more families getting homes they need and can afford every year over the next five years. This is a good announcement from the government meaning more people getting the homes they need and should welcome it. In my own constituency children as young as 12 relabeled transgender and prescribed life altering sex change drugs. Does the Prime Minister agree the law needs to be taken to prevent mistreatment of vulnerable young people. My right honorable friend raises a sensitive issue and as he will be aware, this divulged matter, in england, there are strict guidelines regarding prescriptions of these medications to young people, only prescribed a Specialist Team for careful assessment of the individual and only for those patients were 15 or older but i recognize the concern my honorable friend has raised. In the radio interview the Prime Minister was pressed three times on the position of eu nationals in the event of no deal, she was unable to suggest is with the technical issues so people cannot live technical lives, they live in relationships in jobs and in children schools, with the possibility of no deal brexit living near a can she reassure 10,000 plus of my constituents, eu residents exactly what their rights will be if there is no deal . I want to reemphasize, i said before we value the contributions citizens have made in this country and we want them to stay. This is one of the key issues, one of the early issues in the negotiations taking place. If there is no deal we are working to ensure we get a good deal, obviously we have to have arrangements with other Member States not just about the eus business but the uk system in those states but what we are working for is to get the best deal for the United Kingdom on citizen rights, very close to agreement, went them to stay in the uk because we value the contribution they are making. Ian duncan smith. My right honorable friend with clear about her negotiations and it remains the governments priority, a freetrade arrangement before we leave with european friends in parliament. Alongside that we made plans and arrangements or necessary arrangements to depart under wto terms should no such agreement be available. Can she confirm all moneys necessary will be allocated or required to this project. Im happy to give my right honorable friend that confirmation and prepared for the eventuality, committing money to prepare for brexit including no deal scenario and it might be helpful to update how the treasury has committed 250 Million Pounds to Department Like that for a home office in this Financial Year for preparation and in some cases departments need to spend money before the original to diminish relevant legislation has gone through and the treasury will write to the Public Accounts Committee explaining this process shortly so where money needs to be spent. With the Prime Minister intervene to ensure my residents got this out as a result of these projects . My honorable friend raised an important point, speaking upon her constituents and it is looking carefully at these issues and my honorable friend has a son, fair and comprehensive compensation for those affected and that is paid and those who did exist plus 10 , reasonable moving costs, we are committed Infrastructure Investment investing in infrastructure but a major infrastructure change that we do ensure those are being paid for. The public has witnessed the most extraordinary spectacle of the Prime Minister ramping up brexit and backtracking on her commitment to stay in the Single Market and Customs Union for transitional because she is afraid of the most rightwing elements of her own party. [shouting] when the countrys Credit Rating has been cut and businesses are actively considering moving overseas dont the but as people deserve better than a Prime Minister simply running scared . [shouting] the honorable lady could not be more wrong. First of all, first of all, we are not ramping up a no deal scenario, we are actively working, actively working with negotiations to ensure we set out a good deal, the right deal for britain for a Brighter Future for this country which we can and will achieve. I set out, recommend the speech to the honorable lady. On the second point i make very clear and need to explain again to members of the opposition, when we leave the European Union and in march 2019 we will seek to be full members of the Single Market and the Customs Union. That will happen because you cannot be full members of Single Market and Customs Union without accepting continued in perpetuity jurisdiction. During the implementation period we will be looking at an agreement we can operate on the same basis as we operate at the moment under the same rules and regulations but that will not be the same as full membership of the Customs Union and a Single Market. Does the right honorable friend agree the Royal Marines supported by a specialist amphibious fleet observed our country with great distinction for many years . Does she share my concern one of the proposals being considered by the royal navy is down the amphibious fleet, in an uncertain world is this shortsighted and dangerous and will she intervene . Can i say to my right honorable friend i absolutely agree we can commend and applaud the contribution the Royal Marines have made in defense of this country and others. Absolutely right that as we look at how threats are changing we look at how to best spend the rising Defense Budget to support national security. We have committed spending gdp on defense every year in this Parliament Spending 178 billion overtime between 2016 to 2026 on equipment for our armed forces. Naturally we dont always discuss specific operational details but might i say i understand the claims being referred to our pure speculation at this stage. In the past 18 months two students in my constituency tragically died from meningitis b and only this week we heard the cause of death of other bristol people too. The prevaccinations two years ago are very welcome but came too late to save them. Will the Prime Minister do more to raise awareness and extend vaccinations to today is teenagers . We send our deep condolences to families and friends of all the students in the honorable ladys constituency who died as a result of meningitis. The point she raises about raising awareness of meningitis is a valuable one that we need to continue to do. Decisions are taken by government like on the vaccination already in play and it is easy to think that is a job done but we need to see how we can assure we dont see this in the future. Wendy morton. I was shocked to hear the shadow chancellor predicting a run off of power. [shouting] and increase does my right honorable friend agree the biggest threat to this country would be less than the shadow chancellor. I agree, she is right, it would be higher prices, much more difficult, job losses, businesses leading this country and the people would be poorer. One thing we must do is make sure that shadow chancellor doesnt get near the treasury. The right honorable gentleman asked me what planet i was on. We know what planet he is on, venezuela. Mister speaker. Mister speaker, isnt the Prime Ministers contention that the United Kingdom should remain part of the common fishery policy during any transitional period after we have left the European Union . When we leave the European Union we will be leaving the common fisheries policy as part of the agreement we need to enter for the implementation period and other issues but when we leave the European Union we believe the common fisheries policy. Mister speaker, it has been assumed trailing article 50 means on 29 march of 2019 we will come out to the eu if there is not an agreement but it is not the case negotiations can be extended if this government and the eu agree to extend negotiations . Will the Prime Minister give the house the assurance that under circumstances will negotiations be extended. My right honorable friend is accurate in interpretation of the treaty allowing negotiation extensions. We want those negotiations to end we want an agreement on the future relationship and withdrawal by march 2019 and we will leave on march 2019. Last month land rover announced they were contacted early putting 640 jobs at risk. She is flipflopping on delivering, will she step up with trade unions, help ensure a positive future for the economy . We want to work for the future of south waless economy. That is what the United Kingdom government and the whole of the United Kingdom working for that more positive future and we will publish our response. I recently visited refugee camps in bangladesh and it was harrowing and can only be described as a humanitarian disaster. Im proud of the work for uk is government is doing. What pressure can be put on the persecution so the people can go home . My honorable friend raises an important point and we remain concerned by what is happening. There are 500,000 refugees in bangladesh. It is a major humanitarian crisis. We have been providing support through international development, provided money to the red cross in burma and bilateral donations to deal with refugees to support the refugees who crossed into bangladesh. We raised this at the security council, a clear message from the International Community the Burmese Authority stopped violence and allow safe return of the refugees and food humanitarian access. I can say to my honorable friends what we have done is suspended practical defense engagement because of our concerns. A similar question to that given by members of bristol east. Just 6 years old when she contracted meningitis, and failed to spot important signs of meningitis and will be addressed but fundamentally layla would be alive today for vaccination. Will the Prime Minister discussing expanding the meningitis the Vaccination Program for all children . The honorable gentleman raises a serious case and our condolences go to the family of his constituent. This is an issue where we need to raise the question of the response by medical professionals. Not just about individuals but parents recognizing what systems might be and Healthcare Professionals might be. I will ensure i will ask the Health Secretary to meet with the honorable gentleman concerned about this issue and hear from them directly about relations to vaccinations. On monday, the conservative government launched 11 pilot projects into a National Bereavement care pathway. This grained groundbreaking pathway supports parents who lost the chance starting from conception to the age of one. Can i ask Prime Minister to congratulate the parents, charities and Health Professionals that have worked so hard to benefit this project, to make sure this is rolled out on a wider level once the lessons from the pilots have been learned . Im happy to join my honorable friend in congratulating those who worked so hard on this issue which brings such distress to too many people including members of this house. Im sure everybody will join me in the debate last week, paying tribute to those from across the house who spoke movingly about their own experience and i am happy to welcome the launch, the department of Health Providing funding to the best charity to work with other charities and to improve quality of bereavement care. We expect this to be rolled out in october 2018. It is important to do a pilot to learn from that as we come to national rollout. A woman came to my office fleeing Domestic Violence, every womans refuge, unable to find her a place, what advice did the Prime Minister give my constituents . First of all, i fully understand the concerns the honorable lady has about her constituents meeting Domestic Violence, we dont want anybody subjected to Domestic Violence and abuse. That is why the government has been putting more money in to support refugees, why we have sent Domestic Violence support and introduced new legislation but also going to look at what more we can do to provide the support necessary to ensure we deal with, provide support, to what we should all want to across the house which is end Domestic Violence. May i commend my right honorable friend for her pledge to build hundreds of new preschools . Will she agrees a critical to drive up standards and increase choice and isnt it true we are committed to creating a School System that works for everyone . My honorable friend is absolutely right. Preschools have performed an important function raising education in this country. Im pleased so many children in good or outstanding schools but i see it in my own constituency where one of the preschools is specifically for children on the autistic spectrum and this is important, service that wasnt available previously, enable that to happen. They are prescribing people and would welcome them. Services in my constituency moved and we already have a facility. Does the Prime Minister share my concern future bungling will be held by labor government, wells patients will have to travel further to access proper treatment . The honorable gentleman raises an important point. Im not really with particular details and transfer he has referred to but the overall point he makes about People Living in wales, getting a less good service from labor government, this is the case as the honorable gentleman said there are people who will travel from wales to england to get Services Available in the nhs in england and the labor government in wales take a hard look at what they are doing.
