Everything will day, especially the more serious policy focused questions that we tend to ask in here, i thought it would be nice since we are at the white house and we have the option of calling in the marines, that today we would call in one of our favorites, general kelly. With that i will turn it over to the chief of staff to make opening comments and answer questions today. Then our team will be around this afternoon to answer any further questions. Thank you, guys. Mr. Kelly good afternoon. Great to be here. A couple of comments and then we will open it up. Coming into the job as chief of staff i decided to not do very much with the press until i get my feet on the ground and figure it out. Figure out what base i was on on any given day. Prior to this, as a marine general officer, interacting with the press a great deal, but coming into this job i really needed to get to know the lay of the land. I have think think i have done three of the records. And i thank you for all of you that did not violate the trust from that, from those off the record, off the record periods. I would offer to you that although i read it all the time, pretty consistently, i am not quitting today. [laughter] mr. Kelly i do not believe come i just spoke with the president , i do not think i am being fired today. And uh, i am not so frustrated in this job that i am thinking of leaving. I would tell you, this is the hardest job i have ever had. This is in my view the most important job ive ever had. And i would offer though, it is not the best job ive ever had. As ive said many times, that was when i was in marine sergeant infantryman. Unless things change, im not quitting, i am not getting fired. And i do not think i will fire anyone tomorrow. [laughter] mr. Kelly john . Reporter you said you are not so frustrated you are thinking of leaving, but are you frustrated . Mr. Kelly no. This is really, really hard work. Running the United States of america. Amo not run it, but i working with someone who is dedicated to serving the country in a way that he has talked about for a number of years. There are incredible challenges. Economic challenges, healthcare challenges, all of that. Obviously, International Challenges that have to be dealt with. I do not mean any criticism to mr. Trumps predecessors, but there were an off a lot of things that were kicked down the road, in my view, that came, that have come home to roost that have to be dealt with. This is hard work, john. My only frustration, with all due respect to everybody in the room, is when i come to work in the morning and i read about things i allegedly said or things mr. Trump allegedly said, or people who are going to be fired. It is just not true. That is my frustration. I mean no disrespect. You . Reporter thank you for coming out today. We wish to see you more often. Lets go to one of the things being discussed right now, the situation in puerto rico. And if you are here to speak for the present, lets talk about his tweets this morning, does he believe the people of puerto rico are american citizens who deserve the same access to federal aid as people who live in texas and florida . Mr. Kelly yes. Reporter what is the tweet about . The tweet you cannot be importer rico forever . Mr. Kelly i think he said the u. S. Military and fema cannot be there forever, right . The first responders. The minute you go anywhere as a first responder, it applies certainly to the military, you are trying very hard, working hard to workers held out of a job. There will be a time in which we hope sooner rather than later, fema,d the military and have them withdraw so the government and the people puerto rico can recover as efficiently to start the process of rebuilding. I just got off the phone with the governor puerto rico. Great relationship. The president deals with him periodically. Um, we saw him when we were down there last week. So, this country, our country will stand with those american citizens in puerto rico until the job is done, but the tweet about fema and dod, and the military, is accurate. They will not be there forever. And the whole point is to start the work yourself out of a job in transition to the rebuilding process. Reporter i am with at the end about christian news, the christian newspaper association, and in light of the president pulling out of unesco, what was the president s response to the defunding of the human agency that is protecting children from violence and our tax dollars going into that . Do have anything about pulling out of unesco . Mr. Kelly i am not as informed as i should be. I would offer that the responsible way to look at any program, certainly when i went, when i was at dhs and i did this in iraq and other places, but when we are spending taxpayer money we should look at every program and aside whether it is being successful, and if it is not being successful then change it so it can be successful. Or sometimes you just say, this is not going to work. Reporter Prime Minister just came out today, there was a release from the Government Office in israel, the Prime Ministers withdraw from unesco. And i had met with the premise of israel in may about this issue in he was concerned. He made a statement, not long ago, denouncing so i thought it would be mr. Kelly i need to get more familiar. Sorry. Reporter general kelly, thank you very much for coming out. You have focused a lot on process and establishing process here at the white house. Can you explain mr. Kelly you mean the iron hand i have brought to the staff . Reporter you do not see you have an iron hand . Mr. Kelly with a smile on my face. Although you guys with the cameras always catch me when i am thinking hard and it looks like im frustrated and mad. Reporter what is your frustrated face . [laughter] reporter can you explain the process, what it was with the president s involvement, how you to releasewith and the americans . Mr. Kelly ok. Um reporter the level of the president s involvement and awareness . Mr. Kelly i think we had roughly 20, and with the children being u. S. Citizens and the mother, now we have reduced i am not making a joke, we have reduced hostages by almost a third. That is not to take away from the unfortunate people who are still being held hostage. Will use the i term partners in pakistan, we have been watching for the family. Uh, and what can i say . ,ot making up a live, a lie let me just say that pakistanis have been great partners. And i do not think, i think there has been a change, hopefully there will be a change in the cooperative relationship between the United States and pakistan, but the good news is the pakistani officials got custody of the american citizens, the four american citizens, three children and one adult, a female, and of course the husband who is a canadian this and a citizen. They took them into custody and held them for us, not for us, held them. We had arrangements to transport them back to the United States or to canada, anyway they wanted to go with medical treatment along the way, a lot of it would be psychological treatment. They have essentially been living in a hole for five years, those of the kinds of people were dealing with. Thank god the pakistani taken them into custody, so to speak, from the forces of evil in that part of the world. And they are being cared for now as we speak. Reporter can you talk about the president reporter the gentleman with knowledge from world affairs, i am sure you know the quote from mcmillan what are the events that keep you concerned, awake at night, in terms of Global Affairs . Mr. Kelly well, there is the big ones. The Nuclear Threat from north korea. A possible Nuclear Threat in time by the iranians. Um, you know, probably the biggest concern, it is not in immediate concern, if this continues with north korea, if eventually other countries let it go. Let them become nuclear powers. And obviously we already have some out there. It is a real, it would be real impetus for a a lot of countries to develop or purchase Nuclear Weapons. And i would tell you this, in spite of what somebody reported the other day, and i do not think the president would mind me sharing this, he has said it to me many times and it to the group oftentimes, i hear him most say about Nuclear Weapons, that wouldnt it be great if we could get rid of them all, as opposed to needing 10 times more. Even more than the reference to the Nuclear Weapons modern ization that does not mean increase in numbers. I hear him talk about, how could we get rid of Nuclear Weapons. So not a lot keeps me up at night. The good news is we have a great state department, doing the diplomacy thing night and day as a james mattis and i have said in uniform, if we do not fund the state department properly, buy us more bullets still out there in the world bullets. So out there in the world, we have great americans working those issues, and have the greatest military on the planet, we do not like to thank in terms of think in terms of the military, but it is a great deterrent factor around the world. It is certainly a deterrent and a conventional deterrent. [chatter] mr. Kelly you. Toorter just to get back anything that happened a couple days ago, the president tweeted, the problem with a green to policy agreeing to policy is the democrats do not care about the safety for the usa. Do you think that is a fair characterization . Mr. Kelly uh. How i would put it is that there is an element first of all let me say i on as and women can disagree on anything, politically or otherwise. The one thing i draw a line to is with the security of the nation, there are certainly people in our country that have borders,on that open or near open borders are fine. People should be able to come and go. There are others, including myself, and i think the majority of americans feel that security on the border is important. How you achieve that is a different story. I have great relationships with the mexicans and we have good relationships with the mexicans on the border. They are in the counter drug fight with the United States. And they have suffered from the war, the drug demand which we are drastically trying to now under the Trump Administration work on, but places like mexico and Central America suffer more from our drug demand, in many ways, and they are doing more than our own country. I was in mexico before i took this job. And the mexican military is risking their lives, pulling out tens of thousands of poppy plants that are eventually turned into heroin and eventually consumed by americans. We need to secure the borders, that includes the ports, we have unbelievably dedicated men and dhs doing that every day. We need to reinforce what they are doing at the border and we definitely need a physical barrier, we have about 600 miles of the border now secured by some type of physical barrier. By the way, the secure fence act of 2006, you should check it out, who voted for it, certainly senator obama did i believe, senator hillary clinton, chuck schumer, they all voted for it and we have a worse situation on our southern border, not condemning mexico here again, they are great partners, but we have a worse situation 10 years later, yet this is unbelievable resistance to securing our border. Again, some of it is physical barrier, a lot or all of it is people, technology, things like that. So we have to secure our borders. It includes our ports, new york, boston, houston. We do not have nearly the issues on the northern border with canada. Great partnership. But the problem with the southern border is the drug flow and a Legal Immigration flow ilLegal Immigration flow, writing on a network that comes on a network that comes from mexico and Central America into the united. Eight we have got to do something about it. Reporter talk about frustration. Peel back the curtain for us, what are the president s frustrations . And the big decision upcoming will be the fed chair position possibly in the next few weeks, or upcoming months. Where does that stand and how active are they is the administers engaging that at this moment . Administration engaging that at this moment . Mr. Kelly one of his frustrations is you. Not all of you, but many of you. When i first started talking, i am a reasonable guy, but when i read things in the morning, i watch tv in the morning and it is astounding to me how much is issrepresented misreported i will give you the benefit is misreported i will give you the benefit of the doubt. But i would offer advice, maybe develop some better sources. Um, some person that works way down inside of an office, or just, just develop better sources. The congress has been frustrating to him. Government is designed to be slow. And it is. His sense i think, as a man who , aoutside of washington businessman, much more of a man of action. Is great frustration is the process that he now finds himself on because in his view himself, because in his view the problems are obvious, whether it is tax cuts, health care, infrastructure programs, strengthening our military, to him these all seem like obvious things that need to be done to protect the American People, bring the jobs back, these are the things he sees as vital to protect the American People or to advance the economy and what not. Andthe process is so slow so hard, sometimes, to deal with. So i think those things. Reporter where does everything stand with the fed right now, weeks away or months away . Mr. Kelly it is ongoing, there is still ongoing interviews, but every candidate now i am trying to learn about things that, have to do with what you are talking about but all the people who have been in to interview have been really first round draft choices and we have more to come. It is a very measured process and he has great advisors to help him make that decision. Reporter President Trump mr. Kelly are the people in the front row the most important people . No. No. Not at all. We are in the cannon fire. We would be the first in line hit when they start shooting. Reporter thank you so much for being here. President trump has gone into a war boards with bob corker, the latest republican that he has had a public feud with. Are you concerned that he is jeopardizing his agenda by feuding with somebody . Mr. Kelly i am not. He is a straightforward guy, the president. The one thing i found he is. Him with my nine weeks in the job willing to work with anybody to advance the agenda, the agenda being what is good for america and protects america. You have seen him reach out to these people on the other side of the aisle. I think, not to get into it, let me just say when members of congress say things that are unfair or critical, the president has a right to defend himself. When i when i read about things that are, what i would perceive to be unfair and critical, unnecessarily critical, i would call numbers of congress and ask, is there anything i can do to help you with that misconception that you have . Four explain why i did this or explain why i did this or that. Oftentimes members will say, i did not realize it came out that way. For no, i meant it. Comments, son up i will take that and but there are others that the president would say is grandstanding. I am just saying some people grandstand and they enjoy, enjoy the attention. [chatter] reporter have you called bob corker . Mr. Kelly i have talked to him yet. Reporter do the tweets maker job more difficult . Mr. Kelly no. The job of the chief of staff is to staff the president , give him the best advice, or go get the best advice i can give him, help him consume advice, help him work through the decisionmaking process, in an informed way. That is my job and that is what i do. Reporter general . If i can ask about cuba, question on cuba. Mr. Kelly you get it next. Reporter does the president the president believe the given government is responsible for the attacks on the americans . And is the president aware of the visa crisis mr. Kelly how many questions can you ask . [indiscernible] mr. Kelly we believe the cuban government could stop the attacks on our diplomats. Now you. Reporter are we waiting for the president to make a decision on the iran nuclear deal, can you talk broadly about the andtegies in the region will you list guard as a terrorist organization . Mr. Kelly no, we have great partners in the persian gulf region. Clearly we have a war that we are seeing everyday being won in iraq against isis. In the last nine months, i never thought i would ever feel sorry for them because they are getting crushed every day. The caliphate is gone, we see them trying to escape from iraq and get into europe and places like that, which should cause europe much concern. But on the question of iran, the partners in the region, we are very close with and we a very good relationships with. We are out there. We have footprints on the ground, naval and air force, to demonstrate our resolve, our friendship, and try to deter anything that any country other could do. So that is the approach we are taking with iran now. Clearly the president , he is deep in thought to say the least about way ahead in iran. Once again, he is not the only one that thinks that maybe the deal was struck under the previous administration, is a deal in the longterm, even in the medium and longterm, will protect america. Reporter thank you. I wanted to ask about the efforts to repeal and replace obamacare. As we saw just moments ago, the president signed an executive order that he says will bring more choices for americans, lower premiums for americans as well. It is october 12, he has been in office since january 20, any reason he did not find this his first week in office . What has taken so long . My other question, general, the other question is important do you blame senator mcconnell, the leader of the senate, for the failure to repeal and replace obamacare . Mr. Kelly on the first late to allcame in of this, but the idea was, it is a good question, all of what was in the executive order today there was a sense that had the big bill passed, all of that would have been taken care of, so since the big building not bill did not pass and we probably will not have a Health Care Bill until say the spring, this was a way to take care of as Many Americans as he could legally with an executive order. As far as the second question extremelycongress is confident. It is designed to be an extremely complicated, slowmoving part of our governments. I have nothing but respect for the members of congress and of the staff that works so hard for them. Sometimes it is like talking with nancy pelosi once, she is the leader, but it is hard to lead. I would say the same thing about the majority leader in the senate, there are 100, or whatever, 100 members of congress that look to their states, they have their own political baggage to deal with, and they are not always reliable on every vote to vote the way that the president and Mitch Mcconnell wants to vote. [indiscernible] mr. Kelly one more. Reporter congratulations. Mr. Kelly for what . [laughter] reporter for your new job. The u. S. India relations, as far as they are concerned, essentially many have taken place here and those in india in cooperation with the indian embassy. And also the gandhi center, the tragedy in las vegas is concerned. Ambassador says the time has come for u. S. And india to stand together against terrorism. [indiscernible] house,n here the white he told President Trump that india and the u. S. , anytime, anywhere, should share intelligence. Where are they today . Mr. Kelly by the way, as they listen, the face i had on was my listening intently face. [laughter] mr. Kelly i would, the United States of america will stand with any country against terrorism. We stand with countries we are not so friendly with, and we stand with countries that we are extremely friendly with, like india. This cancer of terrorism, as we crushed it in the caliphate, as you know moving in other directions, to include the west into western europe. But the northern part of africa is suffering terribly. South in africa, it is moving is already and south asia. Very dangerous. I went to a very Good Conference that the king of jordan invited me to. The initiative where he had all the Southeast Asia countries represented, particularly the big muslim countries, to include the philippines. There are many in the southern part of the country, as you know. The discussion was, what do we do as isis and terrorism metastasizes in those parts of the world . These countries are very afraid of that, because they have had to deal with it locally, but not, if you will, as a threat that will go into places that typically you do not normally see islamic terrorism thrive. Again, i would say the United States will work with any country, does work with any country trying to get its arms around terrorism of all kinds. And there are different types. It is not all religiousbased. There are various types. But that would be my answer. [chatter] mr. Kelly thank you a lot. [indiscernible] [talking over each other] mr. Kelly go ahead. Reporter i have a question about the administration. The war against north korea, should the American People be worried about a war . Mr. Kelly which one should i answer . Reporter both. [laughter] mr. Kelly the American People should be concerned about a developed at has pretty good icbm capability and is developing a pretty good nuclear reentry vehicle. I speakbelieve, i think for the administration, that that state cannot have the ability to reach of the homeland, and right now it is a great concern for a lot of americans that live in guam. Right now we think the threat is manageable, but over time if it grows beyond where it is today, well lets hope diplomacy works. As far as the tweets, i read in the paper, you all know, you write it i have been a failure and controlling the tweetings, or his and all that. I was not brought to this job to control anything but the flow of information to our president , so he can make the best decisions. I have found mr. Trump from the day i met him, he is a decisive guy, a very thoughtful man i should say. He takes information in from every avenue he can receive it. I restrict no one by the way from going in to see him, but when we see him now rather than we go into twos, help them collectively understand what he needs to understand to make these vital decisions. So again, i was not sent, or brought into control him and you should not measure my effectiveness as a chief of staff by what you think i should be doing, but simply the fact is i can guarantee you that he is now presented with options, well thought out options, those are discussed in detail with his team. And then he comes up with the right decision. But it is always, always, always focused on protecting america and in advancing americas economic development, jobs for america, safety for americans, and with that i will you go.
