One of the bureaucrats targets is riley neice. Dr. Jeffrey leg ordered bart riley to comply with what he told riley were federal regulations. Mr. Riley spent over 10,000 in Compliance Costs and suffered years of harassment. But these werent real federal regulations. I saw the toll that dealing with this government harrisment has taken on the family over the last decade. No one should have to endure such a nightmare. Mr. Swalwell and you cant help but watch the countless scores you cant help but watch the countless scores of video accounts and not feel an urge to act. My constituents ask, are we helpless to stop the next mass shooting . We are only helpless once the trigger is squeezed and you are in the pathway of a bullet but we are not helpless in this house. If we come together, we are more powerful than any weapon. Arent the dead owed a dialogue . A conversation about whether we should have background checks, a talk about whether people who vr weapons of war should only be warriors and what about talking about restrictions on ammunition purchases . I refuse to accept the tradeoff that we must allow and accept that a mass shooting is going to happen in this country for an unfeathered access to firearms. If the Police Officers who went into that building who were so brave and showed that couverage we could come into this building to have a dialogue for those victims. I yield back. At this time i would yield such time as he may consume to my friend from louisiana. The speaker pro tempore the gentleman is recognized. Thank you, mr. Speaker. I thank my colleague for yielding. On october 1 of this year, less than one week ago, my brother of the thin blue line, Corporal MichaelHall Middlebrook a nineyear veteran of the Lafayette Police department, was killed in the line of duty while responding to a shots fired call at a local convenience store. Corporal middlebrook is survived by his wife, three daughters, and his parents. During his tenure at the Lafayette Police department, Corporal Middlebrook accumulated seven letters of commendation for acts of bravery and Outstanding Police work. Michael understood that his job as a cop began with an oath and or oath was not to a chief a sheriff or a marshal, it was an oath of allegiance to the constitutional principles his badge represents. Corporal Michael Middlebrook recognized unwaveringly the civil Constitutional Rights of the citizens he had sworn to protect and defend and serve. In march of this year, michael was awarded the highly prestigious part of law en heart of Law Enforcement award by the National Nonprofit group beyond the badge. During the ceremony, Corporal Middlebrook was recognized by louisianas governor and presented with a commemorative state flag. This award was given to recognize Corporal Middlebrooks ongoing contributions to the low Income Community that he patrolled. Michael regularly took donated food items from local Convenience Stores and distributed the food to the homeless and less fortunate. Michael also directed clothing on his offtime and delivered he clothing to poor souls encouldntered during his shift. Deep in the night, while the world slept he encouldntered during, in the l months aloan, Corporal Michael middlebrook was recognized for having saved a persons life by placing himself between the victim and the knifewielding suspect and for single handedly apprehending an Armed Robbery suspect seconds after the 911 call was plassed. Corporal middlebrooks chief , my friend and brother, chief tobey aguilar, provided this quote. For many in our community, Corporal Middlebrook was the spearhead that brought them to justice. For many others, Corporal Middlebrook was a cradle of ompassion. He was an officers officer. Loved and respected by his peers. The void he leaves in our department, in our community, for hearts will be felt generations. He will never be forgotten. That quote was from michaels chief. Brother michael, you have earned your rest. Your watch has ended. Weve got it from here. The thin blue line will never forget your service. We shall always honor your memory and we shall watch over your family. May our savior bless your ascension and may he hold your loved ones close to his own heart. Thank you, mr. Speaker. I thank my colleague for yielding. Yielding these moments of his time. I yield back. The speaker pro tempore the gentleman from texas is ecognized. Mr. Gohmert thank you, mr. Speaker. When someone with the service of my friend from louisiana, mr. Higgins, pays tribute, you know its somebody worthy because my friend from louisiana served with distinction in the United States army wearing the uniform of this country. He served as Law Enforcement officer. He knows about serving, protecting others, and a willingness to lay down his life for others. Its been deeply touching to have seen accounts of whats oing on in las vegas, to understand what ive seen in my years as a prosecutor, judge, and chief justice. First responders, law officers. When everyone is running away from sound of a gun, theyre unning into harms way to help and protect others. It was jesus that said a greater love has no one that than than this that a man lay down his life for his friends. Those who wear the uniforming as my friend has, of a law officer and military, they know what that means. My four years on active duty in the army, we were not in combat. Jesus was right. And there were so many there in las vegas that put their own lives on the line for the sake of the though for the sake of the lives of others. I know there are others that a dnt wait to rush to microphone to demand gun control, gun control. A im waiting for them to rush to the mic and scream knife control, knife control. Or after a van is used as a weapon, van control, van control. What is clear is we need to ok at the real causeation, whether its machetes being used to kill, torture and kill, 800,000 precious humans in africa, whether its knives, whether its ammonium nitrate. People with evil in their find a way ing to to reek havoc. Know that find a way withoutn ing used, the biggest, worst tragedy and loss of life, attack, was on 9 11 in 2001. I dont believe there was a young used in the whole process. And yet it was worse loss of american life, than at pearl harbor. Youve got to look at whats in the heart. Whats causing it. If theyre going to use knives, if theyre going to use plane a if theyre going to use vehicle, yeah we need to protect ourselves. But we need to look at whats in the heart and i know, sheriff said the shooter may have been radicalized, we dont know yet. We know there was a trip to the philippines. Im very proud to have met out in the jungles of the southern philippines with some of our special forces. Amazing, some of the best america has to offer. They were out in the jungles teaching the filipino soldiers the best filipino soldiers, the best the philippines have, how to go after the radicalized islamists in southern philippines. But we dont know. We dont know if this man with evil in his heart had been radicalized. Others say there were no indications. But one thing was certain. E looked down on that crowd of people enjoying life, enjoying their families, enjoying their loved ones, and all he could ee was worthless people that needed to be eliminated. Why did he have that in his heart . Where do people get those ideas . I mean we argue and disagree here on the house floor. When a judge, i watched argument at times it seemed like they wanted to come to blows. But it was part of a civil process and a bastion where we come and we disagree and we dont use physical violence. Were still supposed to have respect for each other, with each other, and each others osition. To hear some comedian say, just o something, would have been viewed by those who gave us the cuments that have allowed us to be the greatest nation, i think greater than solomons israel, more assets per person, only country in history that number e of where the one Health Problem for the in additions poor is obesity, and how a serious issue but did we get here . Obviously for the japanese on at pearl harbor, it was easier for them because they ho did we werent looking in the eyes of people. It was easier for this guy, 32 floors up, hes not looking at he eyes of these people. People he wanted to kill that he didnt think were worth allowing to live. Despite the love they were sharing with each other, the enjoyment, the joy. Where d people get those ideas. That somebody is that worthless. Sit from hearing people with hom someone disagrees . Is deplorable, that they simply cannot be made worthy of living . It, lets see, heres a statement from this october 2 rticle, some cbs executive said she was not even sympathetic to the victims of the shooting at a Country Musicfest value. Im actually not even sympathetic because Country Music fans often are republican un toters. Scott pelley was questioned whether the shooting was foreseeable, predictable, and so some and to some degree selfinflicked. For someone who appears to know right from wrong, not suffering om mental disease or defect, that kind of death on people that are just a good just having time a good we have a Supreme Court thats been saying for year, youve got to get prayer out of schools. Never mind the fact that prayer got this country started. That prayer that prayer honoring god have been behind the greatest developments this countrys history that got us to this place, to this plateau as a nation, although some would argue we have hit the height of freedom. Some surveys dont have us anywhere near the top of being one of the freest countries and its continuing to be after tragedies after people with evil in their heart do evil things that more cry out, we need to lose more freedom, we need to lose more freedom, and thats ot the answer. Lets look at whats in peoples hearts, and what would be good to have in their hearts. I know where we came from, but my i was surprised when pastor and i and his wife and my wife cathy, we are going through the state department and had not done a tour of the stay department before because its mostly boring but we came to a glass case that had a document said it was a duplicate. We know that many of our most Important Documents including the declaration of independence, were made in duplicate. So i dont know if this was one that was actually signed or actually a duplicate that peared to be of the e. R. A. Era. And i said to dr. Dikes, did you know the treaty of paris began like that . I didnt know. I studied history most every day. The speaker pro tempore the gentleman from texas, mr. Gohmert is recognized until 10 00 p. M. Mr. Gohmert i didnt know that rule. Thank you, mr. Speaker. But that was the treaty of paris, 178 , john adams was there, but this is where we were negotiating with england, the most powerful country in the world, imploring them to recognize this little upstart country of 13 states as an independent country, independent and free of the shackles that were there as colonies biening lapped. Here, they got the biggest navy. They have an impressive military, most powerful nation d were asking them to swear on a document that we in the United States have the right to be free and independent. So i contemplated that. Were the first words that are in much bigger letters than the rest of the document, began to make sense. What would you have asked somebody swear under at the beginning of our nation asking the most powerful nation in the world to swear that they recognize something important enough they would not want to break that oath, even with the anger and the despising attitude that many in england had at that chose ell the words they for that big tall letters were these. Nd this is a copy of the copy. In the name of the most wholly well, ed trinity some say we were started with the declaration of independence, recognizing that we are free and r right ought to be free because we are endowed by our creator with these inalienable rights. And then we have this document the where england swears in name of the most wholly and undivided trinity that they recognize our independent. That came after the great awakening in the 1700s, where pulpits were on fire for the glory of god. And the recognition of what god had given us and of the importance of the importance of the bible. Not everybody was a christian back then. But of the signers of the declaration, over a third of them maybe over half were or detained christian ministers. And there were those that supported the end of the slavery. The churches provided the underground railroad most often to try to help africans to be free americans. Christian dained minister that went on to help bring about the full meaning of the constitution that it should mean what it said. Ordained christian minister named Martin Luther king junior. So, mr. Speaker, Abraham Lincoln , he started life early bragging to his law partner he was an infidel and going from that as James Mansfield discusses as the book discusses, linchingons struggle with god. He knew there was a god and just see this god governance in the affairs of men and spar oof cannot fall to the god an empire could rise without his aid. We have ensured that unless the lord build the house they labor in vein. Firmly pleevens, we shall cceed in our political builders than the political builders of bab emp l. Met dorisy man, and i you do odwin and said uch fabulous research and more liberal democrat and in her book king of rivals, she didnt have a pleasant voice, Daniel Day Lewis nailed it. Know what came to ben franklin testified to in 1787 at the constitutional convention. Lost a son in 1861. There are indications that he totally blamed himself because he thought he hadnt done enough what god meant for him to do in slavery. I dont know if thats true or not. Was march of 1863, this Abraham Lincolns declaration and ill finish with this, mr. Speaker. Lincolns words were, we have forgotten god and forgotten the gracious hand which preserved us in peace and multiplied and enriched and strengthened us and imagined in the deceitfulness of our hearts that all the blessings were produced by some superior wisdom and virtue of our own. Lincoln goes on and says, intoxicated with unbroken success, we have become too selfsufficient to feel the necessity of redeeming and preserving grace, too proud to pray to god that made us. It behoofs us to humble ourselves before the offended power to confess our national ince and pray for clemency and forgiveness. Abraham lincoln. Mr. Speaker, i believe this was not the act of god punishing americans for being Country Music fans or conservatives. This was not the act of god punishing americans for turning away. In is from a man with evil his heart and a country where god has been driven out of the school house and driven out of government buildings by a majority of Supreme Court justices who have no clue how far from the original intent of the constitution they have wandered. Of the result of years teaching people that there are what we deem innocent in society that just should not be allowed to live. Thats not the teaching of jesus and not the teaching in the bible. And it is not what this country grew so great believing. I yield back. The speaker pro tempore the gentleman yields back the balance of his time. Does the gentleman from texas have a motion. Mr. Gohmert i move that we now adjourn. The speaker pro tempore the question is on the motion to adjourn. Those in favor say aye. Those opposed, no. The ayes have it. The motion is adopted. Budget and appropriations reporter for politico. What are some of the key details or should know what the House Republicans are calling building a better america plan. This House Republican budget that is expected to pass on thursday, tomorrow, its really about unlocking tax reform. Republican issue is balancing the budget. How will this plan go about it . This is the Gold Standard for republican budgeting. This is what republicans have been striving for. This year is particularly difficult. Billions of dollars they have to cut because there wasnt the Obamacare Repeal they can count on. This is something they are digging pretty deep into medicare overhaul, medicaid overall. They are looking to cut in all corners of the government. That means big cuts to entitlements, to discretionary acrosstheboard payments. The 2018 proposal coming out of the Budget Committee on a partyline vote. The House Freedom caucus supporting this measure. What does that mean for final passage, given that it will likely not see much democratic support . It took a lot of armtwisting on the budget panel to come up with that budget at the time way back in july. They said we want to see tax details before we vote on this on the floor. Thats why it has taken so long. Its now october and we are just getting to a budget vote on the floor. Thats because House Republican leaders and the white house just really some tax reform details last week. Caucusse freedom officially endorsing that tax plan. Now we have diane black pushing to get this vote for months now. She is finally able to do that because she has support from the freedom caucus. She is very confident this is going to pass. She is not saying how good the outcome is looking, but she will get this off the floor tomorrow. The debate is coming like, but like typical pastor but debates, we see four different plan, fourocratic different versions of the proposal. What can you tell us . What are some of the Key Highlights of that proposal . One thing exciting to watch is the republican proposal. In the republican budget, also a very conservative budget, but this budget gets the 10year zero wing out of the budget in just about seven years compared to the 10year of the republican one zero wing zeroing it out. That was the ang lot of democrats eager to take a chance to vote on these. These include a public option for obamacare. There is boosting pell grants. There is a lot of different items on this that democrats will want to get their names behind, but it will also be divisive. Example, isn, for not something they all support. House gets underway, the senate is taking up their proposal credit you are writing the headline, saying dueling gop budgets head for collision in quest for tax reform. You write they could not look more different. Tell us about some of the differences between what the house wants to do and what the senate is proposing. The House Republican budget is a very conservative outline. It includes some of the biggest mandatory spending cuts since 1997, something House Republicans are very proud of. More te budget is less detailed. It gives less information about what they want to enact. Republicans senate are saying over there. They are not looking to make a big point like the republicans want to. This is something that will allow them to bring tax reform to the floor, so as we are looking at these two budget documents, they will have to be melded together in the next weeks with a conference committee, and it will be a pretty ugly budget battle with some of these selfdescribed in the house having to swallow some of the much water down senate plan. It is one to be a hard vote for House Republicans. It eventually comes back to the house floor. Will it allow them to take up another attempt at repealing the Affordable Care act . Right now, they do not have instructions specifically for Obamacare Repeal like we had this year. This isbecause something that was needed, and the Senate Budget is pretty narrowly focused on the Senate Finance committee. The instructions are basically there for tax reform but some wonky debates happening in the budget world about whether that would allow them to roll back obamacare, so it is kind of an up in the air situation until the Senate Parliamentarian has a chance to weigh in. Senator graham, the architect of that last plan that failed in the senate, said he is not going to give up. A said it will not be requirement for him to see Obamacare Repeal. The committee is going to be voting on that tomorrow. Rris is a political reporter with lego. You can read more with politico. You can read more there.
