The u. K. And the European Union. It was here more than anywhere else that the renaissance began. Sawin history that is centuries of creativity and critical thought across our continent and which in many ways defined what it meant to be european. Whose exampleory shaped the modern world. A time of history that teaches us that when we come together in a spirit of ambition and innovation, we have it within ourselves to do great things. That shows us if we open our minds to new thinking and new possibilities, we can forge a better, Brighter Future for all our people. And that is what i want to focus on today. A new anding through critical time in the history of the United Kingdoms relationship with the European Union. The british people have decided to leave the eu and to be a global, free trading nation able to chart our own way in the world three and for many, this is an exciting time, full of promise. For others it is a worrying one. I look ahead with optimism, believing that if we use this moment to change not just our relationship with europe but also the way we do things at home, this will be a defining moment in the history of our nation. It is an exciting time for many in europe. The European Union is beginning a new chapter in the story of its development. Junker setpresident out his vision for the eu. We do not want to stand in the way of that. We want to be your strongest friend and partner as the eu and the u. K. Thrive sidebyside. That partnership is important. For as we look ahead, we see shared challenges and opportunities in common. Today, our two countries are working together to tackles some of the greatest challenges of our time. Challenges we are all too often, geography has put italy on the front line. Britain where working alongside their italian partners to save lives in the mediterranean and crackdown on the evil traffickers who are exploiting desperate men, women, and children who seek a better life. Our two countries are working together in the fight against terrorism. From our positions at the forefront of the International Coalition against daesh to terrorist groups recruiting to their ranks. Mass migration and terrorism are the two examples of the challenges to our shared european interests and values that we can only solve in partnership. The weakening growth of global trade, the loss of Popular Support for the forces of liberalism and free trade that is driving moves toward changeionism, climate degrading the planet we leave for future generations and the outrageous player proliferation of Nuclear Weapons by north korea with a threat to use them. Here on our content, we see territorial aggression to the south, threatshe of instability and civil war. Terrorism, crime, and other challenges which respect no borders. The only way for us to respond to this vast array of challenges is for likeminded nations and peoples to come together and defend the International Order that we have worked so hard to create. Liberty,alues of democracy, human rights, and the rule of law by which we stand. Britain has always and will stand with its friends and allies in dissent defense of these values. Is decision to leave the eu in no way a repudiation of this longstanding is in no way a repudiation of this longstanding commitment. We may be leaving the eu, but we are not leaving europe. Our resolve stand with its fries and allies in to draw on the ful weight of our military intelligence, diplomatic, and of Element Resources to lead International Action with our partners on the issues that affect the security and people is of our unchanged. Our commitment to the defense and advance of our shared values is not damaged. Our commitmentour determinatione stability, and prosperity of our neighbors and friends remains steadfast. We will do all this as a sovereign nation in which the british people are in control. Their decisions to leave the institutions of the European Union was an expression of that desire. A statement about how they want their democracy to work. They want more direct control of decisions that affect their daily lives for you that means those decisions being made in britain by people directly accountable to them. Feeling the of british people have about this need for control and accountability of politicians is one reason why throughout its membership the u. K. Has never totally felt at home being in the European Union. And perhaps because of our history and geography, the European Union never felt to us like an integral part of our National Story in the way it does for so many elsewhere in europe. It is a matter of choices. The profound pooling of sun country that is a crucial feature of the eu permits unprecedented cooperation which rings benefits but it means that when countries that are in the sometimesthey must accept decisions they do not want, even affecting domestic matters with no market implications beyond their borders and when such decisions are taken, they can be very hard to change. The british electorate has made a choice. They chose the power of domestic democratic control over pulling that control. Strengthening the role of the u. K. Parliament and the assemblies in deciding our laws create that is our choice. It does not mean that we are no longer a proud member of the family of european nations and it does not mean we are turning on europe or that we do not wish europe to succeed. The success of the eu is in our National Interest and that of the wider world. Having made this choice, the question now is whether we, the leaders of britain and the use Member States and institutions can demonstrate that on europe o not wish europe to succeed. Creativity,of the eu that innovation, that ambition that we need to shape a new partnership to the benefit of all our people. I believe we must and i believe we have. While the departure from the eu is inevitably a difficult process, it is in all of our interests for negotiations to succeed. The only beneficiaries are those who reject our values and oppose our interests. Share ae that we profound sense of responsibility to make this change work smoothly and sensibly. Not just for people today but for the next generation who will inherit the world we leave them. The eyes of the world are on us. But if share a profound sense of responsibility to make this change work smoothly and sensibly. Not just for people today but for the next generation who will inherit the world we leave them. The eyes of the world are on us. But if we can be imaginative and creative about the way we establish this new relationship, if we can proceed on the basis of trust, i believe we can be optimistic about the future we can build for the u. K. And the European Union. In my speech earlier i set out the negotiating objective. Those still stand today. Since that speech and the triggering of article 50 and march the u. K. Has published papers to address the issues and set out the Building Blocks of the relationship we would like three. We have conducted rounds of negotiations. They have been tough. Thanks to the professionalism and diligence we have made progress. We have recognized there are issues to consider when it comes through theireland. Process of our withdrawal we protect progress made in Northern Ireland over recent years and the lives and livelihoods that depend on this progress. To protectingted the belfast agreement and the common travel area and looking ahead, we have stated explicitly that we will not accept any physical infrastructure on the border. We urge the people of Northern Ireland and everyone in ireland to see through these commitments. We urge the people of Northern Irelandwe have made significant progress and how we look at european nationals in the u. K. And british nationals living in the eu. I want to repeat for the 600,000 italians in the u. K. And to all eu citizens that have made their lives in our country that we want you to stay. We value you and we thank you for your contribution to our national life. It has been and remains one of my first goals in this to ensure that you can carry on living your lives as before. I am clear that the guarantee i am giving on your life is real. I doubt anyone with experience with the u. K. Would doubt the independence of our cause or with the rigor we would uphold peoples rights. Over time come the rights of the eu citizens and u. K. Citizens overseas will diverge. I want to incorporate our agreement into u. K. Law and make sure u. K. Courts can refer directly to it. When there is uncertainty around underlying eu law, i want the courts to be able to take into account the judgments of European Court of justice to ensure correct interpretation. I hope our teams can Reach Agreement quickly. At the moment, the negotiations are focused on the arrangement for the uks withdrawal from the eu. We need to move on to talk about our future relationship. We recognize that we cannot leave the eu and have everything stay the same. Life or us will be different. For us will be different. The want to stay as partners to carry on working together for our Mutual Benefit. In short, we want to work hand in hand with the European Union, rather than as part of the European Union. That is why in my speech at lancashire house, i said the United Kingdom would seek to secure a new, deep and special partnership with the European Union. This should expand the economic relationship on security. Let me set out what each of these relationships could look like before turning to the question of how we get there. Let me start with the Economic Partnership. The United Kingdom is leaving the European Union. We will no longer be the members of its union. We understand that the Single Markets for freedom are individual for our european friends. We recognize that the Single Market is built on a balance of life and obligations. We do not pretend that you can have all the benefits of membership of the Single Market without its obligation. Our task is to find a new framework that allows for a Close Economic Partnership but holds those rights and obligations in a new and different balance. As we work out how to do so, we start with a blank sheet we do not start with a blank sheet of paper. In fact, we start from an unprecedented position. We have the same rules and regulations as the eu. Our eu withdrawal bill will make sure they are carried over into our domestic all when we leave the eu. The question for us now is not how we bring our rules and regulations closer together, but what we do when one of us wants to make changes. One way of approaching this question is to put forward a stark and unimaginative choice between twmodels. I do not believe either of these options will be best for the u. K. Or European Union. If European Economic area membership would mean the u. K. Having to adopt at home vote. Such a loss of democratic control cannot work for the british people. I fear it will inevitably lead to friction and a reopening of the relationship in the near future. As for canadian style free trade agreement, we should recognize that this is the most advanced freetrade agreement eu has yet concluded. A breakthrough in trade between canada and the eu. Compared to what exists between britain and the eu today, it would put a restriction on our mutual Market Access that it would benefit neither of our economy is. It would start from the fourth premise that there is no existing regulatory relationship between us. It could take years to negotiate. We can do so much better than this. As i said at lancashire house, but is not seek to adopt a model already enjoyed by other countries. Instead, lets be creative and practical in designing an Economic Partnership which respects the freedoms and principles of the eu and the wishes of the british people. I believe there are good reasons for this level of optimism and ambition. The u. K. Is the eus largest trading partner, one of the largest economies in the world. The eu is our largest trading partner. It is in all of our interest to come up with a creative solution. The eu has shown in the past that creative arrangements can be agreed in other areas. It has developed a diverse array of arrangements with neighboring countries outside the eu. Furthermore, we share the same set of fundamental beliefs. A believe in free trade, rigorous and fair competition, strong consumer rights. Trying to be other countries by there is no need to impose tariffs were we have none now. As we have set out in a future partnership paper, when it comes to trading goods, we will do everything we can to avoid friction at the border. The regulatory issues are crucial. We share a commitment to high regulatory standards. People in britain do not want shoddy goods, shoddy working practices. I can never imagine thinking those things to be acceptable. The government i lead is committed to attracting high standards and strengthening them. I am optimistic about what we can achieve by finding a creative solution to a new economic relationship that can support prosperity for all of our people. In any trading relationship, both sides have to agree on a set of rules which govern how each side shapes. H side behaves. We would have to discuss new ways of managing our independence and differences in the context of our shared values. There will be areas of policy and regulation that will be outside the scope of our relations. The areas which affect economic relations were we may have different goals or we share the same goals but want to achieve them through different means. There will be areas where we want to achieve the same goal in the same way because it makes sense for our economies. Rights and obligations must be held in balance. The decisions we both take have consequences to access to markets. To make this partnership work, because disagreement inevitably arise, we will need a strong and appropriate dispute mechanism. It is a cause vital. We want to discuss how we do that. This could not mean that the European Court of justice or u. K. Courts being arbitrary of being the arbiter of disputes about the implementation of the agreement between the u. K. And the eu. It would not be right for one party to have jurisdiction over the other. I am confident that we can find an appropriate mechanism resolving disputes. This new Economic Partnership would be comprehensive and ambitious. It would be underpinned by high standards and a direct approach. Bringing shared prosperity to both of our people for generations to come. Let me turn to the new security relationship we want to see. To keep our people safe and secure our values and interests, it is essential that although the u. K. Is leaving the eu, the quality of our cooperation on security is maintained. We believe we should be an openminded as openminded as possible to Work Together on what can be life or death matters. It is not just by the same threats, but also because we share a deep, historic believe believe in the same values. The values of peace, democracy, human rights, and the rule of law. There is no preexisting model for cooperation between the eu and external partners, which replicates the fullscale of cooperation that currently exists the tween the eu and u. K. Between the eu and u. K. On security, Law Enforcement, and criminal justice. As the base threats we face evolve i believe it is vital , that we Work Together to design new dynamic arrangements that go beyond the existing arrangements that the eu has in this area. And draw on the legal models the eu has previously used to structure cooperation with other partners in trade. We are proposing a bold, new strategic agreement that provides a comprehensive framework for future security, Law Enforcement, and criminal justice cooperation. A treaty between the u. K. And the eu. This would complement the mature bilateral relationship we already have with european friends to promote common security. Our ambition would be to use the model underpinned by our principles. It would be kept sufficiently versatile and dynamic to respond to the ever evolving threats that we face. It would create an ongoing dialogue. In which criminal justice priorities can be shared and tackled jointly. We are also proposing a Farreaching Partnership on how we protect europe together from the threats we face in the world today. How we Work Together to promote our shared values and interests abroad. Whether security, spreading the rule of law, dealing with emerging threats, handling the migration crisis, or helping countries out of poverty. The United Kingdom has outstanding capabilities. We have the biggest Defense Budget in europe and one of the Largest Development projects in the world. We have a farreaching network and worldclass security, intelligence, and Law Enforcement services. What we are offering would be unprecedented in its breadth, taking into consideration security and development and it will be unprecedented in its depth. It is our ambition to work as closely as possible together with the eu, protecting our people, promoting our values, and ensuring the future security of our continent. The United Kingdom is unconditionally committed to maintaining europes security. The u. K. Will continue to offer aid and assistance to eu Member States that are the victims of armed aggression, terrorism, and natural or manmade disasters. Taken as a whole, this bold, new Security Partnership will demonstrate the uks genuine commitment to promoting our shared values across the world and maintaining a secure and prosperous europe. That is the partnership i want britain and European Union to have in the future. None of its goals should be controversial. Everything i said is about creating a longterm relationship through which the nations of the European Union and the United Kingdom can Work Together for the Mutual Benefit of all of our people. If we adopt this mission of a deep and special partnership, the question is how do we get there . How we build a bridge from where we are right now to where we want to be . The United Kingdom will cease to be a member of the European Union in march of 2019. We will no longer sit at the counsel table or at the council of ministers. Way will no longer have members of the european parliament. We will no longer be an eu country and we will no longer directly benefit from the eus future trade negotiations. The fact is at that point, neither the u. K. Or e. U. And its Member States will be in a position to implement smoothly any of the detailed arrangements that will underpin this new relationship that we seek. Neither is the eu legally able to conclude an agreement with the u. K. As an external partner while it is still part of the European Union. As such an agreement on the future partnership will require the legal ratification which will take time. It is also the case that people and businesses in the u. K. And the eu will benefit from a period to adjust in a smooth and orderly way. As i said at my speech at lancaster house, a time of ourld be in mutual interests. There should be such a period after the u. K. Leaves the eu. People, businesses, and Public Services should only have the to plan for one set of changes in the relationship between the u. K. And eu. During the implementation period, access to one anothers markets should continue on current terms and continue to take part in existing security measures. Businesses would welcome the certainty this would provide. A framework for this timelimited period, which can be agreed under article 50, would be the existing structure of the eu rules and legislation. Regulations. By long will be determined how long it will take to put in place a new immigration system acquired to take control of the uks borders. During the implementation period, people will continue to be able to live and work in the u. K. , but there will be a registration system, and essential preparation for the new regime. As of today, these considerations point 10 implementation period of around two years. Two in implementation and implementation peering of around two years. This is clear that what would be most helpful to people on businesses on both sides, who want this process to be smooth and orderly, it is rough to agree as early as possible. We recognize that the Eu Institution will need to adopt a formal position. At the heart of these arrangements, there should be a clear double knock, guarantee businesses and people the certainty that they will be able to prepare for the change and a guarantee that this implementation period will be timelimited, giving everyone the certainty that this will not go on forever. These arrangements will create valuable certainty. In this context, i am conscious that our departure causes another type of and certainty for remaining Member States and their taxpayers over the eu budget. Some of the claims on this issue are exaggerated and unhelpful. We can only resolve this as part of the issues i have been talking about today. I do not want our partners to fear that they will need to pay more or received less. As a result of our decision to leave. The u. K. Will honor commitments we have made during the period of our membership. As we move forward, we will also want to continue working together in ways that promote the longterm Economic Development of our continent. This includes continuing to take part in those policies and programs that are greatly to our advantage. Those that promote our mutual security. As i set out in my speech, we want to make an ongoing contribution to cover our fair share of the cost involved. When i gave my speech at the beginning of this year, i spoke not just about preparations we were making for a successful negotiation but also about our preparations for life outside the European Union. With or without a successful deal. The necessary work continues on all of these friends so that we are able to meet any eventual outcome. Fronts, so that we are able to meet any eventual outcome. Let us open our minds to the possible. That is the prize, if we get this negotiation right. A sovereign United Kingdom and a confident European Union, both free to chart their own course. A new partnership of values and interests. A new alliance that can stand strongly together in the world. That is the goal towards which we must work. In the months ahead as the relationship between britain and europe evolves. I am clear that britains future is bright. Our fundamentals are strong. Our legal system respected around the world. A keen openness to Foreign Investment and enthusiasm of innovation, and ease of doing business. Some of the best universities and researchers you can find anywhere, and Exceptional National talent for creative creativity and an indomitable spirit. It is our strength that determine a countrys success and that is why britains economy will always be strong. There are other reasons why our future should give us confidence. We will always be a champion of economic openness. We will always be a country pitched to the world with high standards at home. When we differ from the eu in our regulatory choices it will not be to try to attain an advantage, it will be because we want rules that are right for britains particular situation. The best way for us both to succeed is to fulfill the potential of the partnership i have set out today. We should be in no doubt that if our collective endeavors in the negotiations were to reach an to prove insufficient to reach an agreement, it would be a failure in the eyes of history and damaging to our continent. I believe the difference between where we would eat if we fail in what we could be if we achieve was tnership today, it would be beholden on this on all this to demonstrate leadership and flexibility to make sure that we succeed. Negotiations to get there will be difficult. If we approach them in the right way, respectful of the challenges for both sides and pragmatic about resolving them, we can find a way forward that makes the success of this for all of our people. I recognize that this is not something that you, our European Partners, wanted to do. It is a distraction from what you want to get on with. We have to get this right. We both want to get this done as swiftly as possible. It is up to leaders to set the tone. The tone i want to set is one of partnership and friendship. A tone of trust, a cornerstone of any relationship. If we get the spirit of this negotiation right, if we get the spirit of this partnership right at the end of this process, we will find that we are able to resolve the issues where we disagree respectfully and quickly. If we can do that, then when this chapter of our european history is written, it will be remembered not for the differences we face but for the vision we showed. Not for the challenges we endured, but for the creativity we used to overcome them. Not for a relationship that has ended, but a new partnership that began. A partnership of interest, of value, a partnership of ambition for a shared future. The u. K. And the eu, sidebyside, delivering prosperity and opportunity for all of our people. This is the future within our grasp. Together, lets seize it. Thank you. [applause] there are some opportunities for questions from the media. Thate 600,000 italians live and work in the u. K. , you say you want them to remain. How will this change for them . We set out, for those citizens, eu citizens currently living in the United Kingdom that have made the u. K. Their home come including the italians in the United Kingdom, we want them to be able to stay and have the same rights they have at the moment. Negotiating this with the European Union, because of course i want u. K. Nationals living here in italy and elsewhere in the European Union to maintain their rights, as well. We are very close to ensuring we have that agreement and i set out today what hope is a reassurance that those italian citizens living in the United Kingdom as we move ahead will legal system that will guarantee those rights into the future. I think thats what people want to know. From my point of you, i value italians haveons made in the u. K. , i have quite a few in my constituency, they play an important part. That thosensure italian citizens in the u. K. , we want you to stay and value your contribution and we want to guarantee your rights for the future. Thank you. What do you say to your voters at home who chose to leave, you might be rather angry to hear that the immigration rules will be roughly the same for another few years, that markets will be roughly the same for the next few years, potentially until 2021. Five years after the referendum. Are they justified in being a bit cross about that . Is no deal better than a bad deal . Prime minister may on that last point, we continue to believe that. The important thing is that what i have done today is set out in the entire speech about what a great deal we can have of the future partnership between the u. K. And European Union if we approach this with ambition and creativity. I set out how we can do that today and achieve a deal that i believe is in the best interest,not just the u. K. Citizens but People Living across the remaining 27 states of the European Union. On the issue of immigration, people voted to leave the eu. At the end of march 2019, we we will leave the European Union. I think people also voted to make sure that the process would be orderly and smooth so that people had confidence in their future and businesses had confidence in their future, too. That is what i have set out today, and implementation period that provides for that smooth and orderly withdrawal. There will be a difference during that period, because we will be asking eu citizens to register when they come to the u. K. That is an important Building Block to the full set of immigration rules that will be in when the new partnership is in place. And when we take full control of our borders. That is an important stage of us taking full control of our borders. On the implementation transition phase, you said we would still be under eu regulation laws. Being a member during that period, and it seemed to me you are leaning closer to norway then canada and the foreign secretary, is that a correct reading of the situation . Prime minister may one of the things i would say to you is i suggest that you start thinking not just about norway and canada, but actually about the fact thes and completely u. K. Is in a completely different relationship with the eu from either of those countries and they started negotiating their relationship with the eu. That gives us an opportunity to create a partnership completely different. What were talking about during the implementation period is a period of time to make practical changes that are necessary to put in place before the new partnership. You cannot do those practical changes until you know what the partnership is. The negotiations, we will leave at the end of march, 2019, and negotiations will continue likely quite close to that time. Lets think creatively and be ambitious as to what we can achieve. We start from an unprecedented position in terms of our current relationship with the eu. Out, but itg enables us to build a different sort of partnership for the future. James. Your strategies seem to be to layout positions and then concede to what europe will agree to. It has happened on the sequencing of talks, it is happening today on money and it is happening on their requirements for a transition period. Can you point to a single concession from the eu that you your negotiating strategy has one for you . Prime minister may yes. There are a number of issues where we set up a position and we now have agreement on a variety of issues we are looking at. I challenge the picture you have set out. What the United Kingdom has done throughout this process is set out our ambition and negotiating principles. If you look at the negotiating guidelines, to a great extent, they mirror the issues that we raised with them in the first place. This is a negotiation. Process, they will discusstheir positions, those positions and come to an agreement. What i am saying is here is an opportunity for both of us, the u. K. And eu, the come to a new partnership, a partnership that has not been in place with any buddy of the past because of the reason is the reasons i just set out. It can be one that can really show a great feature for the eu and u. K. For our future prosperity, for people not just in the u. K. But the European Union as well. Jason. What would you say to those people who voted last year to leave, who think that we should have left already . We should turn off the direct debit, we should stop Free Movement right away. They have a right to feel a little bit betrayed today. Prime minister may we are ensuring that we deliver on what the people who voted to leave wanted. If we are going to ensure that we do that in a way that has as little damage and disruption to our economy and peoples lives as possible, we need to do that in a smooth way. The implementation period will be timelimited and we will be we will leave the European Union in march 2019. That is what the process of withdrawal is and that is what will happen. Tom. On your section on security, you said that the u. K. Is unconditionally committed to securing europes security. That means you will cooperate militarily and security wise with or without a deal. Therefore, what do you say to people who might accuse you of throwing away britains best cards in this negotiation . Prime minister may the issues around security and criminal matters is important to all of us. We do face significant challenges, particularly in relation to the security issue. We have seen over time how that cooperation with the European Partners is good for us and good for them. I think what members of the public would say to us is we want to as the government to ensure that we can continue a partnership of cooperation that is helping in terms of keeping us safe in the u. K. And across the rest of europe. I think that is what people want us to do and that is what we will be doing. I will take a couple more purity couple more. George. I must ask you two specific questions. During the implementation phase, would britain be subject to new rules and regulations have to buy brussels . Secondly, you are setting out the idea of us being quite close to the Single Market. Would britain be prepared to pay for access to that Single Market . Prime minister may as i said in the speech, during the implementation period, we would this is because it is in the interest of individuals and businesses to have a period of time where they can make the age make the adjustment and changes necessary. To know the basis on which they will be operating during that period, it would be operating on the current rules and framework. Of course, the details would have to be part of the negotiation. What i have set out is a principal in relation to that. I think that is important in interest of not just businesses but individuals as well, so people know where they stand. The eu withdrawal bill we are putting through parliament at the moment brings the eu law into u. K. Law precisely to ensure that we have that smooth and orderly process of withdrawal. So that people still know the basis on which they are able to operate. I will take a final question. What exactly do you now expect from brussels after this speech . Prime minister may what i would hope that people in brussels and berlin and across the European Union would see is that this is the United Kingdom setting out the opportunity for us to Work Together to negotiate what will be a strong partnership. I use the term deep and special partnership. That will ensure future prosperity of all countries in the eu and the United Kingdom in the future. I hope the people will feel and respond to it in a way of partnership and friendship because that is what the u. K. Is offering. I think it is important not just for the u. K. But for the whole of the European Union. The remaining 27 will be considering what their future is. We want to the eu to continue to be strong. It is in our National Interest for the eu to continue to be successful. What i set out is where we can go Forward Together as a strong and successful European Union. Thank you.
