The debate will be one hour and will have Opening Statements from the candidates. Questions tol pose the candidates. Republican, ed gillespie. Democrat, ralph mr. Northam ralph northam. I know these nominees will make the state of virginia proud. After that, i hope that the audience is not participate much. It is good to be here with all of you. I appreciate you making time to talk about this critic the important election. Virginia has been at a critical juncture. The Economic Growth rate has been below the national gdp rate and that was never the case. We used to lead and we are lagging. Was zero point 6 and that made us 39th in Economic Growth. 1. 7 growth was that stagnation and making this 44th out of 50 states in wage growth. When it comes to Economic Growth, job creation, wages, virginia should be first in the nation and we can be. Want would create 53,000 new additional private , a 25 increase over current projections. We need those jobs and opportunities to make sure the next generation does better than the generation that came before. That is so important to me because my father came to this country as it will because his her found work in america as a boy because his father found work in america. Eventually, i got to be the counselor to the president of the United States of america. Immigrant janitor to west wing of the white house in two generations. I want to make sure that families have those opportunities. My opponent is a good man. I dont think his policies would be good and i think they are wrong for us. My policies would be better. If our next governor does not respond with a sense of urgency as a commonwealth, we will fail our fellow virginians. I have the right policies and i will not fail. Mr. Northam good evening mr. Northam good evening. We are in the midst of a Technology Revolution and it is time to ignite virginia with innovation to create ecosystems for startups. I look for to letting you know my virginia vision on how virginia will become the number one state in the country in which to do business. Our administration has brought in over 215,000 jobs to the come wealth of virginia and 16 billion in capital investment. Employment rate Unemployment Rate has gone to the lowest it has been in nine years and wages and salaries are up 12 . There is a distinct contrast in how we plan to drive the economy. It starts with bringing skills ,o jobs, Workforce Development making sure that all jobs are good jobs. We need to make sure that our children have access to worldclass education system. No individual or family should be an illness away from financial devise financial demise. My life has been one of service. There was a debate about confederate monuments. You, mr. Northam, have taken different stances. You, mr. Gillespie, have taken different stances. Mr. Northam has taken the position of they should go. By displaying confederate statues, our cities and localities indoor sing the statues stand for and why shouldnt they be in a museum . Virginia and virginians have been at the forefront of American History from the very founding at jamestown. It does not mean we have always been on the right side of history. Ofn you are on the side preserving slavery, you are on the wrong side of history. Our history is our history. Our believes is that we have to educate and teach. The statues should remain and we should place them into Historical Context. We dont have to glorify. We have to learn from history. That is my view. The vmi just voted to keep the statues up and the Lieutenant Governor said he would do everything in his authority to have the jackson statue come down and the lee statue in richmond and would be a vocal advocate for taking us down. I believe that cities and counties should spend their money on schools, law enforcement, teachers. That is a different. I would maintain the statecontrolled statues and would encourage not taking down statues as it is not the best use of tax dollars. I support keeping the statues up and teaching about our history and that is a difference between us. I will add what james newman wrote about the issue. He said that confederate statues are part of our heritage, our narrative. Why should they be removed from the Public Square where it is an opportunity to learn . Mr. , weham several years ago went to the university of virginia and we took our daughter there taking she would be safe and would have a wonderful education and make great relationships. What we watched in charlottesville was a tragedy of white supremacist who rolled into charlottesville, a beautiful city, a beautiful university, with torches and semiautomatic weapons to do nothing more thans view hatred, bigotry, and violence. We lost individuals because of that. Givese if these statues White Supremacists an excuse to do what they do, we need to have a discussion. I think they would be better in museums with Historical Context. I am leaving that up to localities, like how i left it up to the board of visitors where i went to school. Is tok what is important talk about some of the statues that are not tilt of built in bronze, the inequities in our society. Inequities in health care, voting rights, education. There is still a tremendous amount of hatred and bigotry in this country and i was proud to be intros bill and stand up for what it was and i would ask mr. Gillespie to do the same thing. This was hatred and bigotry and we do not condone that. Chuck todd dont make me be a schoolmarm on time. Mr. Gillespie what we saw in charlottesville was for research was horrific. Outside from outside of the commonwealth. Ets be clear they called it unite the right. People who were on a legitimate spectrum of left or right. If one was liberal and 10 are the most conservative, they are a yellow. This is a twisted mindset that is rooted in hate and it believes that some people are less than others and that one race is super. Two another. It believes another religion is inferior to yours. View, that isr worse than immoral. We must confront that and rejected. As governor, i would always do so. Chuck todd i want to follow up. Why should the state had the final say and not the local municipality . In virginia, there are certain statutes. The board of visitors as the jurisdiction and the governor appoints the board of visitors. They would obviously reflect his view that the statute should come down. I hope they would reflect my view. Im talking about state statues. I encourage localities not spending the dollars. Ive talked to richmonders. It will be a loss in annual revenue that a lot of people believe would be better on the Public Schools, law enforcement, safety, and other priorities. Chuck todd im going to move to our question. Question you said you would support the Atlantic Coast pipeline, if it is deemed environmentally responsible. The Environmental Impact would as less than significant. You support the pipeline . Mr. Northam we had stuck about Economic Development and the Unemployment Rate is at 3. 8 . If you go to the Eastern Shore or the south side are virginia, it is nowhere near 3. 8 . Anddo we bring Business Manufacturers into virginia . A top priority they had is energy and we need to keep that in mind. As far as the pipeline, i have been clear in what i said and i believe we should be environmentally responsible. I grew up on the chesapeake shore and i have done a lot to improve the health of the chest the day. Sure that thee permitting process is in place and appropriate. We have talked about a blanket permit and a sitespecific permit. Husaid i will work with the d and the corps of engineers to make sure it is responsible and take into account Property Rights. That is important to me, as well , especially since i grew up on a farm. I do not want to usurp the power of the corps of engineers and i plan to work with them. At the end of the day, we want to make sure that the pipeline is done with transparency, science, and done in an environmentally responsible way. Gillespie im confident the pipelines will be done and approved because they will be done with protection for the environment and we do need to respect Property Rights, but we need reliable energy. My opponent supports a Clean Power Plan and that would drive up the cost and would have a negative impact for coal miners and laidoff factory workers. It would hit poorest families with higher electric bills and we need affordable and reliable energy. That would help us attract manufacturing. What will not help is a lack of support for our right to work laws here in virginia, higher taxes, regulations. Those kinds of policies, you get the sense that things are going great and we have had three straight years where more have moved out of virginia than into virginia and it had never happened before. Now, we have had three straight years of it and we have to foster Economic Growth. We cannot afford to take a risk and it wont work for us. Were going to keep getting what we get. Several things that are detrimental to virginia and let me mention one that regards energy and the environment and we have made so much progress year with removal energy and our was that the energy we produce comes from wind and sorry that you have agreed with the president to pull away from that and we will continue to be permitting this. The other thing i would make a i am proud toat be a virginia and there is no other state i would the end. Right now, we are having negotiations with amazon. Amazon doesnt want to hear people like you saying that we are doing poorly in virginia. I would start cheerleading. I need to comment on something here. Lets hang on. Hang on. Mr. Northam i have been clear that the pipelines, if they are done environmentally responsibly, transparently, with Property Rights in mind, i support them. What thed so Regulatory Commission did, is that enough . Working withwe are the corps of engineers and frc will have the final decision. It is a federal decision. Or nowas a yes answer. Cutou have proposed a 10 in taxes for all virginians and ofobot a rollback business taxes. Virginia is one of the states. Axed co where is the lost revenue going to be made up . Mr. Gillespie we anticipate and project 3. 4 billion in increased revenue, even with anemic Economic Growth. By the way, that is not speaking poorly of the common law of. We both love the commonwealth. We are being honest about the challenges. If the next governor does not address the challenges with a sense of urgency, we will fail our fellow virginians. It is clear who has that sense of urgency. We need to do things differently. Tax cutting taxes would allow us to increase spending by 2 billion and we will allow for hardworking virginians who have had stagnant theirkeep more of dollars. That will also allow us to open new businesses. Small Business Owners pay individual income tax. 53,000ect of this is private sector new jobs and an increase over current projections. We need those jobs. Too many are graduating from colleges and universities like George Mason University and they are taking the degrees to other states with poor dynamic economies and contributing to their economies. We have to turn that around. Chuck todd thank you. Im trying to keep you both on time. Is a tax cutthis for the rich at the expense of the working class and their is no better example than chances to see what a plan like this would do. It almost bankrupted them. They had to raise taxes. It put schools in jeopardy. They have a fourday week. We need to invest in virginia. When we invest in virginia, we can be like any other state. We have transportation. I have been attacked for supporting the bipartisan plan to 2013 the brought a couple billion dollars to transportation and we have transportation needs. Our teachers are getting paid 7,500 less than the national average. We have a Health Care Issue and will put a this that whole in the budget. Moveave these ideas to virginia forward, but there are consequences to limited resources and we have to be response will and make sure that we dont bankrupt the commonwealth of virginia. Last, something that was mentioned earlier is a aaa bond rating. We need to do everything we can to protect that. Look at those bond ratings. This is very important. You pay 7,000 under taxes and and you canhased in see the need the relief. This kicks in at an income level my opponent year to thinks youre rich and that is wrong. We had a 10 year low and Labor Force Participation rate under the Lieutenant Governors administration. We have been swapping out the high paying jobs with low paying jobs and we have too many people working parttime and not alltime and that is why we have revenue crunches. I am an educator and i have taught at the Virginia Medical School and my wife is a teacher. So, i am very familiar with how we educate and, to your point, this is a broken system and were teaching children how to take multiple choice tests and they should be thinking creatively. We have done a lot of work to get rid of some of these in the last several years and we are in the process of revising this. Education ties into Workforce Development and we need to make sure we are teaching our children to be prepared for our 21st century jobs. There are tremendous jobs out there that individuals coming out of high school or a Community College program can enter the workforce with. Things like cyber security, aerial systems, data collection, data analysis. We want to make sure we prepare children for those jobs and make sure our colleges and universities are affordable and that our Community Colleges are affordable. This will allow people to go to committee college for two years age. 12 starts at a young yes, they are broken and we will reform them. Mr. Gillespie with you to take a fresh look and make sure we are measuring the right things at the right times. I want measurements. We need accountability and we need to measure progress. There are different ways we can measure this and im a plan that addresses this. Somethingpick up on that the Lieutenant Governor has said that there is agreement on. We need workforce training that it isd for the future and not just in terms of standards of learning. We need to encourage more. I had shop class. Somewhere along the way, that was looked down upon. Unfilled000 andtpaying welding jobs this is an opportunity for people to have a good career path. We need to celebrate these skills like other academic achievements. We honor the honor roll and we should and we ought to have a state championship are the team that can assemble the automobile engine in the fastest amount of time or put together a model house. Saysortham, your opponent attacks on President Trump make it unlikely the president would take your calls if you become governor. If you do win the race, how would you work with the president , considering how important the federal government is to the virginia economy . You know how he attacks people that have attacked him. How will you handle that . Lt. Gov. Northam it is important. Let me tell you a couple areas we will be able to work together. As i said earlier, i served in the u. S. Army. Im a big believer in carrying a big stick. If we can build up the military in the country, i can do everything i can to work with the president. We build the most wonderful warships and submarines in newport news, in my backyard. He also said he would end sequestration. That costs us a tremendous amount of money in the economy, so i will work with him in that regard. I would just as sooner appreciate there is no government shutdown, because that also hurts our economy. These are things we share. But, there are things that bother me that are very detrimental show the commonwealth of virginia. Thatirst was a travel ban did nothing more than promote fear mongering. Now, we have daca, where he is talking about sending current children who were here for no fault of their own, sending them away from their family. Pulling away from the paris earlier. I hope we get the chance to talk about that tonight, but to put up to 500,000 virginians at risk of losing their coverage, it is immoral and unamerican. Chuck mr. Gillespie, before you address the question, address the issue i heard from Northern Virginia republicans who chose not even to vote in the republican primary this year. Many of them said because they were so upset with the election, President Trump, and few of them. Ere indicating there are Northern Virginia republicans who say supporting you supports the president s. Mr. Gillespie i say look at the policies i put forth. 17 proposals that will improve life for all virginians. There is nowhere in the commonwealth i will not go, because theres no one in the commonwealth i will not serve. My plans will improve Public Schools, not leave any child trapped in a failing public school, create more jobs and opportunities, make college more affordable, Traffic Congestion. I have put forth innovative rise to address sea level in hampton roads. I have a specific plan on ralph has an advertisement that says go to my website. I think this is it right here. But if you look, there is no bipartisan tax reform plan. I have specific policies. Senator john warner and revered and, respected figure here, endorsed me. He is someone who endorses not based on party, but he says that i have the character, the experience, integrity, and the ideas to help virginians. I think if you see someone of john warners integrity and character, he didnt support me in my last election, hes appointed senator mark warner he supported senator mark warner. Im appreciative of his support now. I am from Northern Virginia. I know the concerns personally. They will find it easy to vote for me in november. Lt. Gov. Northam if i could go back and talk about some of the president s policies that are detrimental to virginia. I want to talk about the cassidygraham bill. That will put 500,000 virginians at risk of losing coverage. Let me tell you where those 500,000 individuals would go. They would go to places like the ram clinic, where i volunteer at. I want to tell you about a beautiful sevenyearold girl that had cerebral palsy. Nobody had ever seen her or a diagnosed her. She needs braces, she needs releases, a lot of care, and special education. That is what we are headed for if we follow what is going on in washington, to separate and following from the Affordable Care act, putting virginians at risk. To the ram you, go clinic. Look at that sevenyearold in the eyes, look at her mother and say she will not have the same health care you and your family have. Chuck i promise we can get health care in a second mr. Gillespie you have to let me answer it, right . Chuck go ahead. All,illespie first of when i saw you at the homestead, i dont know if you remember, i remember saying, god bless you for what you are about to do. You took your medical skills to the clinic, which is positive and i applaud you for it. The founder of that clinic says and has been quoted in newspaper articles, as saying the Affordable Care act has not had an impact on the demand for care. Let me say this. We need to make health care more affordable and accessible in virginia, and weve got to increase insurance competition increased competition in provider care as well chuck i promise, more time ahead, but how about this . Mr. Gillespie he supports Bernie Sanders chuck at this point, just go ahead. My original followup, do you want donald trump to hold a rally for you like he is doing in alabama later this weekend . Mr. Gillespie i will take care of help from anyone. I am putting myself out there to solve the problems that face the people of virginia. I think they want to hear from me. I could stand up here and say he is nancy pelosi, and we could have that debate. That will not get one more job created, it will not get one more addict into recovery, it is not going to ease Traffic Congestion or make college affordable. This race is about the future of virginia and who has the plans to get us going, and understands the need to do that. I think the choice is clear. I would like to go into what happened in charlottesville. The city held an undercover meeting to go into the violence. Some of the argument was a Race Relations scab that has reopened, from the arrival of slaves, to the confederacy, to segregation, to modern virginia. Does virginia need a long public look at state relation Race Relations, and how would you examine bigger issues . Mr. Gillespie i believe the conversations about that Historical Context would be healthy. It would allow for people to come together in our communities and talk about, what do you see when you see that statue . I understand there are clearly very different perspectives. I want to say again, virginia has always been at the forefront of American History. We have not always been on the right side of American History, and clearly when you are on the side of slavery, you are on the wrong side. There have been other instances where we have been at the forefront and on the right side, and al we have a lot of historic figures. I think we should consider directing more statues like booker t. Washington, dred scott. Will preside over the 30th anniversary of the election of the first black governor in the u. S. , l douglas wilder. I think we should have a statue of him on the grounds of the capital to commemorate being on the right side of history and making that historical president. Precedent. That is something virginians are proud of. I think conversations at the local and Community Level to statues. Alk about there are other people we ought to be celebrating and extolling, as opposed to just the ones weve got now. Did take artham it scab off and show america there is a tremendous amount of hatred and bigotry. I was so proud of our governor and our attorney general, and i went there as well, to stand up and call it for what it was, called these people for what they were, a group of White Supremacists who had no business in virginia. We told them not to come back. The other thing i am proud of in the Current Administration and the party, and it should be important all virginians and americans, and that is that we live in a diverse society. It should not matter the color of your skin, where you come from, the religion you practice, we need to be open and inclusive in virginia. Over the 120 bills, last four years, the largest number ever vetoed by governor. They were discriminating against lgbt community, against womens access to reproductive care, and immigrants. We cannot go back. I would ask mr. Gillespie to take a look at those pieces of legislation, and i would suspect he would have signed them. We cannot be like other states you talk about up and down the east coast. This is virginia. We are proud and inclusive. Chuck mr. Gillespie, 60 additional seconds. Mr. Gillespie i agree that virginia is proud and inclusive. What i dont agree is that we are doing great. I love this commonwealth. The reason i am seeking the governorship is because i know we can do better, and i feel called to serve because i believe my policies will get us unstuck. That is what is at the center of this election. We have had three consecutive years were more people moved out of virginia then moved into. That has not happened since 1978. Last year, 54 of them took a Fouryear College degree with them. I would encourage everyone here who has an adult child our niece and nephew that has moved out of the commonwealth i spoke to a woman who grew up in fairfax county, shes unable to find a job, she living in texas now. She would love to be closer to her parents. Havearents would love to her closer. She was forced out to find a career path, because we have a lack of opportunity here. That is what weve got to fix. That is loving virginia. This, we are going to do if you could keep your answers to 60 instead of 90, because we are trying to get a couple more questions in. Mark, you are next. The issue ofm, sanctuary cities defined by the Trump Administration as municipalities that violated federal law requirings hearing information about an immigrants legal status with the federal government has become a hot topic in this race, with mr. Gillespie calling on a ban, while you say you are opposed to that. Life should not why should not cities in virginia share this with the federal government, especially when there are violent gangs, such as ms 13 . Lt. Gov. Northam from the start, with ms 13, if a Violent Crime is committed, these violent criminals need to be locked up. It doesnt matter what their status is. Regarding sanctuary cities, mr. Gillespie agreed with me, we dont have sanctuary cities in the commonwealth. It is a solution looking for a problem, the piece of legislation they often refer to. What we do need to do is support local law enforcement, sheriffs and deputies, our state police, our city and town municipalities, and make sure they have all the tools they need to do their job and keep communities safe. They need to do their job and ice needs to do their job. At the end of the day, i know we have a congressman in the audience, but Congress Needs to do their job and sit down at the table, and come up with comprehensive immigration reform. It would take care of a lot of these challenges and dilemmas we are discussing. Chuck 60 seconds. Mr. Gillespie we have seen cities in other states established century city and not cooperate with federal authorities and turnover violent criminals, and let them loose. That will not make us safer in virginia. This is not some 800 page bill, by the way. I will review the text. No locality shall adopt any ordinance, procedure, or policy that restricts the enforcement of federal immigration laws. We should apply that policy here and make sure that when someone commits a Violent Crime like we saw, a heinous crime here in Northern Virginia over ramadan with a young 17yearold woman beaten to death by a baseball bat, by someone who is here illegally, we need to cooperate with authorities. That person needs to be deported. You raised daca. I dont believe people who were brought here by no choice of their own my father came at the age of eight. I asked, what were you thinking when you left your home in ireland, and your mother and six children went into town to come to america, he thought he had to keep up with my mother. Choice, theymake a should not be deported, but violent criminals should be deported and we should not have century citys in virginia. Lt. Gov. Northam and we dont have sanctuary cities in virginia. Voted in favor and it created a tie. I was proud to break the tie, because we dont have a problem with sanctuary cities. Then they reconsider the vote, went right back five minutes later, and changed his vote. You put out a press release five or 10 minutes later. It almost seemed to me that it was a political ploy, another game. That is the problem with politics today. Games like that. Hold on mr. Gillespie mr. Gillespie you are for century cities and i am against them. A solutionrtham looking for a problem. Chuck we are trying to get more topics in. You both seem eager to talk about grahamcassidy. Everyone knows right now Senate Republicans are working on what seems to be their last chance to repeal obamacare. Nearly every governor across the country has weighed in. What is your view . Is it a good deal or a bad deal for virginians . Virginia cannot be punished in any repeal and replace legislation for not being an expansion state and for being fiscally prudent with our medicaid dollars. In my view, Graham Cassidy falls short of that. If i were governor, i would make sure that we were not punished for being a nonexpansion state or being fiscally prudent with medicaid dollars. They need to fix that, for sure. My opponent supports the Affordable Care act. He doesnt support the singlepayer system. But in virginia, you see what happens with insurers leaving exchanges. You see the skyrocketing premiums. I spoke to a woman in richmond who surprised that provides insurance for her family. To 4000 a month, for a 10,000 deductible. Thats hardly covered at all. That is something the Lieutenant Governor supports. We do need to repeal and replace it. I hope always does but we cannot i Hope Congress does, but we cannot be held responsible. Lt. Gov. Northam i would ask you tonight to join the republican governors who have said this is a bad idea. Mr. Gillespie i just said we cannot punish virginia. Lt. Gov. Northam i do appreciate that. What is not being talked about in washington is the cost of health care. The cost will drive the commonwealth and the country to its knees. It doesnt have anything to do with the Affordable Care act. The reason why Health Care Providers are pulling out of exchanges is because of the uncertainty. It is important we have people at the table to understand health care. Let me list a couple of things that need to happen. We will move from a quantity based to an outcome based system. We have already worked on the metrics to measure outcomes. We need to shift resources we put into health care from things we can prevent, to preventable. We can put resources in at an earlier age. Finally, personalize and resize health care Precision Health care we had the opportunity to be World Leaders in Northern Virginia. Those are the things people need to sit down at the table, but people who understand health care, and come up with a plan good for the country, and in this case, for virginia. Chuck 30 seconds, mr. Gillespie. Mr. Gillespie one thing is clear. We cannot count on washington dc to solve problems here in virginia. I dont know what they are going to do on capitol hill and whether the bill will pass. We have to have our own policies at the state level. We need to make it easier for insurers to enter the marketplace and incentivize conservation competition, to drive down costs. We need to have policies allowing for greater competition in the provider marketplace as well. Medicaid, andk at reforms in medicaid spending to make sure we are spending it most efficiently and getting it to the people who need it most. Of their answers we can provide unassailable. We dont have to wait for washington dc. We are obviously affected by it chuck thank you. You guys are motoring through all these stop signs tonight. [laughter] i have one question left. You have one minute. If you go over, you are going into your own closing statement time. Marylands governor larry hogan said his state law for an additional 500 million to fund metro. Can virginia and washington dc do the same . Are you going to agree to that 500 million . Mr. Gillespie about 300,000 Northern Virginians every day, metro,age, who ride the i ride the metro. It is critically important. We need for it to be safe and efficient. We need for it to be affordable and reliable. I have met with the leadership. I appreciate Barbara Comstock leadership in congress. We need to save metro. But we cannot throw good money at the bad. Virginia has to be proportional in terms of mechanisms. Completing is his work and they will come forward with recommendations. We need to see what they come forward with. We need control of labor cost and governing structure. I am a supporter of metro. It is critically important to the region. We need solutions. Im not willing to say at this point that virginia should increase taxes to come up with that revenue until i see plans. Metro isnortham vitally important to the economy here in Northern Virginia, and to the economy of all of the commonwealth of virginia. I have also met with the leaders. I am following closely ray lahoods commission. Theres my opponent said, are challenges with metro right now, with transparency, efficiency, safety issues. We in virginia will not spend one penny of taxpayers money unless these challenges are taken care of. Once they are, virginia is willing to be this is where leadership comes in. There has to be someone sitting at the governors desk that can bring people together in richmond, talk to them about how vitally important Northern Virginia. S to all of we did the same thing with the port of hand and roads. We had by nds from the legislators across the commonwealth that realize this is important for all of virginia, and we need to do the same thing with metro. Chuck thank you.
