The response that we have had has been nothing short of fantastic. 128 nations have signed on to the declaration as of this morning and we are still counting. That is a super majority. I think our cohost and our friends from canada, germany, niger,ia, japan, jordan, rwanda, senegal, thailand, the united kingdom, and uruguay. I think all of you. The fact that so many of you are committed to seeing the United Nations succeed is gratifying. It is a sign that not only is change desperately needed that it will be achieved. It is my honor to introduce someone who is the stranger to change. These can from the dignity and worth of the human person and strive for international peace. The United Nations has helped advance toward these goals in so many ways, feeding the hungry, providing disaster relief, and empowering women and girls in many societies across the world. In recent years, the United Nations has not reached its full potential because of bureaucracy and mismanagement. While the United Nations at regular budget has increased by 140 and its staffl has more than doubled since 2000. Results inseeing the line with this investment. I know that under the secretarygeneral, that is changing and fast. Commend thewe secretarygeneral and his call for the United Nations to focus more on people and less on bureaucracy. A United Nations that we get is the trust of people around the world. The unitedthis, nations must hold every level of management accountable and focus on results, rather than on process. To honor the people of our nations, we must ensure that no no member state shoulders a disproportionate share of the burden, that is militarily or financially. Everyo ask that peacekeeping mission have clearly defined goals and metrics for evaluating success. They deserve to see the value in the United Nations, and it is our job to show it to them. We encourage the secretarygeneral to fully use his authority to cut through the bureaucracy, reform outdated systems and make Firm Decisions to advance the core mission. We encourage all Member States with anways to eye toward changing business as usual, and not being beholden to ways of the past which were not working. Mr. Secretary general, the United States and the member supportresent today this great reform vision. We pledge to be partners in your work. I am confident that if we Work Together and champion bold reforms, the United Nations will emerge as a stronger, more effective, more just and greater force for peace and harmony in the world. I asked myself if there were a conspiracy to make our rules exactly what they need to be to make us an effective. Let us ineffective. Let us never forget that we are here to serve, to serve the people suffering and poverty and exclusion, people victimized by conflict. People whose rights ended dignity are being denied. Reform is for them. Reform is also for the hardworking taxpayers. Reform is for everyone serving under the u. N. Flag. To serve the people we support and the people who support us. Flexible, nimble, and decisive. Together, we are making progress on a broad and bold reform agenda. We have launched a Game Changing strategy to end sexual explication and abuse. Reforming our peace and Security Architecture to ensure we are stronger in prevention, and more effective in peacekeeping operations. We are reforming our Development System to become much more fieldfocused. We want to be more accountable to better assist countries to create sustainable development. Efforts, weof these are pursuing sweeping management reform to simple five procedures. We have to simplify procedures. We have created greater transparency. These efforts support each other. They are grounded in overarching principles. We are a global organization. 90 of all personnel served and we need to bring decisionmaking closer to the people we serve. Cost efficient managers and to duplicative structures. Have oftennt, you said before today that the u. N. Has tremendous potential. All of us have a responsibility to make sure we live up to it. Our shared objective focuses more on people, less on process. As he said, more on delivery, less on bureaucracy. We know that the true test of reform will be measured in words, but through tangible results in the lives of the people we serve and the trust of those who support our work through hardearned resources. The future of this institution is worth the extra miles. Our goal is to convince the delegations that have not yet agned to join the efforts in more efficient, accountable, and transparent u. N.
