That was where this happened, it was in the top three of where this happens. I am wondering if you can talk to us about how the department would justify spending taxpayer money on this, as well as if there will be any changes made. Their question is specifically about overincome families your question is specifically about overincome families . Yes, in Public Housing. It is important to note the law allows for housing authorities to serve overincome families if upon admittance they were under the income limits. In fact, having overincome families help to do helps to diversify incomes. The families living in Public Housing developments. In fact, the programs we support in terms of redevelopment have that component to it in large measure trying to mix incomes as well as uses to create diverse neighborhoods. While there is some disagreement between the oig and department about the benefits to having a Diverse Income group living in a particular development, we will continue to follow the law and reach some accommodation with the i. G. About following up with recommendations about how to identify and address their concerns. In 2014, the law did change to change the flat rent policy for Public Housing. For those families living in Public Housing that are overincome paying flatlands, their rents will go up in accordance with the law. No more than 35 in any of three successive years. The rents for those families will be paid more than less had had more to fair market rents than incomes. My name is robert garcia. Is h. U. D. Better prepared for natural disasters after katrina. What would be the biggest take away for had four h. U. D. From katrina . Todd i will start with that. We all have different roles. I think we are better prepared. We continue to try to improve each year with the things we need to do better. I dont think we can say we are 100 fully prepared for another disaster on the scale of katrina. That was very significant. But we did learn a lot from katrina, and we are making improvements each year based on those lessons so that we can be more prepared for a big disaster. I think one of the big takeaways for me is how we work with other federal partners, specifically for me, it was fema and taking over the rental assistance efforts. That was critical. I am with ear rep. John lewis i am with earl. We have thrown a lot of statistics at you. We knew folks were traumatized. Not just the folks who had to evacuate, but those there to help as part of the recovery. We insisted as part of the dehab process that there was strong case management. We knew families, especially families most vulnerable who had to get on the bus and go to houston, arrived with a close the clothes on their back. It was not just about paying rental assistance. It was about furniture, pots and pans, reading glasses left in the home that needed to be replaced. Medications, doctors, help with wraparound things that affect so many of the families that had to leave new orleans and surrounding areas. To me, that is one of the biggest takeaways from our work in terms of that recovery part. Making sure we are treating evacuees as real human beings going through trauma and giving them that level of comfort and service necessary. For me, that was the big takeaway. Thank you for the question. For me civil rights and equal opportunity perspective, i think one of the biggest lessons we have learned is the importance of working closely with states in developing their plans and anticipating the implications and consequence of policies that might seem neutral but can have very adverse impacts on communities of color. I think we have learned to not focus strictly on the needs of homeowners to rebuild, but also to focus on the rebuilding of rental housing stock, particularly low income rental housing stock, so that low income renters that tend to be people of color have an equal opportunity to return and that we replenish the community as closely as we can to the weight used to beef or everybody the way it used to be for everybody. That is one thing we have learned to do quickly and anticipate. Earl one note on that. Another takeaway we have learned as an agency is there is no cookiecutter approach to disaster recovery. What may happen in louisiana will be different from what happens on the east coast or west coast with wildfires and other disasters. We know that now, we are better able to address the needs of those communities where they are and what they are dealing with. It gives us a better approach to working with those communities where they are at the time of disaster. In terms of our responsibility as stewards of the taxpayer dollar, i think what we have learned from katrina and sandy as well as some of the 2008 disasters is we have a role in encouraging communities to use the federal dollars we provide to them every year to ensure their communities are more resilient. And to use our experiences around the country to educate communities about what they can be doing with their own dollars as well. Every time they are building, they should be thinking about the current and future risks their communities face. Jaime we are just about out of time. He spent time meeting with some of those attending the state fair. This is just over an hour. Perry running for president with a degree in agriculture. I have a long and storied history, if you will. In agriculture. The challenges that we have in this country is not in production. The challenges that we have are the restrictions. Whether it is our ability to sell our products internationally or an attack on washington dc with all of these tohabet evasions, the epa, name a couple. Or the industries that supply them with the products that they need. They feel the brunt of this washington knows best mentality. I will give you a great example. People may not think about it directly and it does dodd frank. Put regulation supposedly in place to keep too big to fail from happening again and it has basically codified protecting these big banks. It is driven Small Community banks out of business in droves. Maybe since the Great Depression and thats in the loss of Small Community banks. A lot of focus has to be on the over taxation and the overregulation. Whether they are a farmer or some small momandpop business or whether they are a big american company, we overtax and think youate and i can actually do it in a relatively expeditious way. We did it in the 12th largest economy in the world when we cut the tax burden and we have a regulatory climate and sweeping reform and the nation which allowed for Health Care Opportunities and the access to explode in the state of texas over the last decade. We can do this, it is just a matter of finding someone who has the experience. This is why i say this is a show me dont tell me election. A lot of people will say this is what i will do. I have done it. Whether it is selecting Supreme Court justices are putting the policies in place to make it more competitive regulatory wise. Topic, thisfferent country has a very high incarceration rate of people in prison, would you make any changes you changes . Gov. Perry there is an example of that. This is a factual things of people can understand, the 12th largest economy in the world you we had a huge prison population. Early prison build in the 90s. Federal mandatory sentencing laws that were crabbed cramming a lot of young nonviolent offenders into our prisoners. We were destroying lives. This isnt to make any excuses. Life bystroying their throwing them in prison for long period of time the answer . From dallas texas in the early 2000s and he said governor think about this. He laid out for me and it made sense that we were putting people in prison for long period of time and there was an alternative and the alternative was drug courts. And 2007 ined those the state of texas. Republicans control the house and senate at that particular point in time. This is not a partisan issue, this is a common sense issue. Short eightas in a year period of time seven year period, we closed down three prisons and we saved 2 billion of texas taxpayer money. Crime but it is also allowing people a second chance. Federal level i think you can do the same thing. States need to compete against each other. You are starting to see other texas states follow each others lead on these criminal justice reforms that are making a difference. There is being smart on how you it is what i think americans are looking for in washington is not going to be the epicenter of that. Need to be a repository of best practices . Yes. The talk to legislatures legislators about how to put these practices and to place . Yes. The states compete against each other whether it is social issues or economic issues. But number one, america will be stronger and happier. We are that texas has a great state and have spent times here several times. What you think of the iowa state fair and what is your favorite food . Gov. Perry i will have to go with the straight up pork chop. They do a great job down there. As such a say there are not lots of other good thing seat but just from the point of good healthy protein, iowas pork producers did a great job of laying out some good eats. Thank you very much. Governor there was one heckler calling for an update on your indictment. Gov. Perry i would be happy to give an update of standing up against an absolute out of control District Attorney who was three times the legal limit driving. Thank god she didnt run into someone and kill a texan. The idea that i will spend state money for that individual that she has control over no way. Has beene charges thrown out and the other one i suggest will be, too. This is a classic example of persecution by democratcontrolled county. The Legislature Even took all of that away from them. Starr, the, ken former dean of Pepperdine Law School wrote a column within the last week saying, what in the world are these charges still hanging around on governor perry for. Every person who is any modicum of understanding iv code legislation. That is what governors do. We negotiate with legislators and when that is over we make a decision about whether or not we will send money or program. That i amreiterate wearing this as a badge of honor. Standing up against an outofcontrol official. Absolutely abhorrent and her actions against the Law Enforcement individuals that put her into custody. How do you stay in the race and be competitive when you dont have money to be to pay Campaign Staff . Gov. Perry we had a great week of fundraising, the most we have had since june. I think most of you are making too much of this story. I am in iowa and i will be back at the end of the week and i will be back again. There are people who can keep a small footprint and im one of them. Youre not going anywhere . Gov. Perry i will go a lot of places. [laughter] im not going away. Any thoughts on governor walkers plan on obamacare. Do you think his strategy makes sense . Gov. Perry i havent looked at it. You will hear a lot of people say the right things. Repeal and replace obamacare. I believe the states where these decisions into be made. Not washington, d. C. The entire idea that washington can, with a way to deliver health care that is effective and efficient or new york state is on its face not common sense. Let the people in the country decide, in the state of texas we dont consider it to be effective and we dont judge success by how many people we can force to buy insurance. We think in texas it is about access to the most comprehensive health care you can have. Our people in the state of texas agree with that. If you want to live in a place with high taxes and health care that is being substantially restricted, go live in that state. That is the beauty of the fifth amendment. Anybody who would rather pick washington over the states, we will allow them to do that. Do you hear people responding to your critique of mr. Trump . Gov. Perry the campaign is not about my critique of anybody. The campaign is about ideas. The campaign is about solutions. That is why all these people here is what i will tell you and here is what i got. Border control is a great example of that. The security of the border is a great example of that. We have dealt with this. Some would say lets just build a wall. That may be good political rhetoric but the focus is on how will you secure the border . I think a better way is to put the personnel on the border in the right places with the right numbers. You have a border that has the proper security and fencing in place, most likely in the metropolitan area. The most important aspect of this is the aviation aspect. They can fly from tijuana to and is an incredibly long border. Looking 20 47 with the 24 7 with the technology we have today, identify activities that are clearly illegal or suspicious and quickly responding at that point in time. If you secure the border, that a lot of these issues go away. I am saying there is a better way. The question you need to be asking is a really good Investigative Reporter is how long will it take . How much will it cost . What will you do about the tunnels under it . There are a handful of questions that come up. Nobody has dealt with this issue more than i have. 14 years as a governor with a state that has a 1200 mile border with mexico, and we have been dealing with this since the 2000s. It better to use security than building a wall . Gov. Perry i say lay it out and use common sense about which one of these can happen quicker, which one is more effective. If you just build a wall and do not have the other aspects, that all you have done is spent a lot of time and money. Do you need both . Rick perry we have both if you think about it. When you have personnel, aviation out there, that is a virtual wall. If that is what they are talking about, then easily that out and not just say we need a wall. Then they need to lay that out and not just say we need a wall. That is like hope and change. Hope and change probably meant Something Different for you than it did for her. Building a wall meet a lot of Different Things to a lot of different people. Lets be specific about how we deal with it. As governor, i do not have the opportunity to be nonspecific. I had to have answers to the challenges. I had to have answers for the Space Shuttle disintegrating, for the masses coming in from louisiana katrina, for dealing with a federal government that failed to secure the border in texas. I had to have answers on ebola. That is why i asked people to really take a look and a you want iverson leading this do you want the person leading this country to have a record of dealing with real challenges and how they are going to respond to them, or do you want to have somebody that talks about ideas . Would your plan include building a wall or not . Governor perry what do you mean gov. Perry what do you mean by wall . You are falling in the trap. Tell me what your wall is. Tell me how long it is going to take and how much it will cost. How long does it take to build a wall . I dont know. Gov. Perry me neither. That is the point. Until you get down to the individuals and ask what are you talking about . Americans are tired of rhetoric. They are tired of washington saying they will do something and that they dont. Thats whats going on in this country today. I have laid out clearly a way to secure the border with personnel, with strategic fencing, with Aviation Assets. It will secure the border. Thank you all. Some of us have been fighting washington for a long time with success i might add. We can have a president of the United States that respects the constitution. If we will devolve power out of d. C. If the states compete against each other, you focus on the things you should be focusing on in washington like a strong military, like having our borders secure, and Everything Else will work its way out. People will figure out where they want to live. I am relating to the fear and the real distrust. I think the American People deserve a president who will reflect that. On immigration issue, you have been on the border and have more experience. What i want to know is what would you do immediately to deal with immigration . Rick perry you have to secure the border. Everything goes back to that. All the discussions we have whether the item you get rid of the 14th amendment or you do this, and almost back to here is the impact on Public Schools and health care and these are symptoms of the problem. The problem is a poor border. I do not know why washington does not have a desire and will to secure the border. We know how to do this. I think the best way is to put the personnel in the right places, have strategic fencing in the metropolitan areas, but then Aviation Assets that will go to tijuana to el paso using technology that will identify what is going on and a Fast Response team that will go in and stop it. That is how you secure the border. It is at that time you see the other issues melting away. The issue of a birthright citizenship, and is now whether anyone likes it or not debate. Gov. Perry then lets have a debate. How long has it been since we have changed the constitution of the United States . Back in the early 1990s. It took 202 years to get the amendment. The question is who will quickly address the problem . Is the problem getting to the people coming into the United States and having children that in turn recognizes them as american citizens . Yes. What is the best way to take care of them . I would suggest stop them from ever coming in illegally. Build a security on the border with Aviation Assets and the personnel and the fencing. I know which one will get done quicker. Secure the border. Is there anyway you could support the ending or suspending of birthright citizenship . Rick perry that is not the issue. The issue is how we address people coming here and taking advantage of the 14th amendment. I will let the legal people and lawyers have the conversation about what happens if you do away with the 14th amendment, but i have to live with reality. It takes years or decades, and i do not have much time. I do not think america is that much time. I think you need to secure the border. If you use a quarter if you secure the border, youll solve the problems. Quit trying to deflect off of the biggest challenge we have dealing with all of this immigration issue, and that is securing the border. Otherput dozens of initials in front of it and say that washington is too big and too corrupt and too intrusive. It is not responding to what American People really want. We did all of that without the federal governments restrictions and regulations. We did it with the Number One Energy producing state in the nation. People. Bout 6 million if you want to put it in perspective. And those reductions and in missions came at a time we were growing faster than any state in the nation. We have the largest Refining Capacity in the country, a lot of emissions. And we produce ozone. Some would say your air is going to be dirtier. It is not dirtier. It is cleaner, and its cleaner because there have been incentives put in place by the state, not by the federal government. Some other things, criminal justice reform, should be a states issue.
