COVID citations: XTC Cabaret still open after city cuts power and water

The COVID-19 emergency declarations San Antonio agencies had been enforcing since the beginning of the pandemic were defanged by Texas Gov. Greg Abbott's decision to lift the statewide mask mandate and occupancy limits for businesses.
Before Abbott's order came into effect Wednesday, XTC Cabaret — a club on the North Side — had been cited over a dozen times for violating local declarations. Officials eventually disconnected the club's power and water.
That didn't seem to stop XTC Cabaret's operations. On Tuesday, inspectors found a generator running and the club's sign lit. An employee was standing behind a podium outside the front entrance and people were going in and out of the building.
