The Michigan Department of Health and Human Services, which manages the
state's child welfare system,
inconsistently reviews safety standards at the private agencies it contracts to house children and place them in adoption and foster homes, according to the latest progress report in a class-action lawsuit
filed on behalf of
children in state custody. Children also spend too much time in foster care, the monitors found.
Michigan and Children's Rights, the nonprofit suing on behalf of Michigan children, settled the lawsuit in 2008. They agreed to a lengthy set of standards Michigan must meet to ensure children are safe and allow the court to lift its oversight.
