Costa Mesa hatching $2M plan to clear up TeWinkle's lakes, where bird poop is a problem

An excess of "nutrient inputs" from waterfowl is contributing to a growing problem at TeWinkle Park, where lakes and ponds already suffer from water loss, poor circulation and erosion.
