Congress Should Call Amtrak's Bluff

Amtrak's new president, Dave Gunn, has threatened to not only closedown the intercity rail system, but also close down commuter railoperations in the Boston, Philadelphia, Baltimore and Washingtonareas. This is unnecessary and punitive.
