The youths are congregating in the back street of Walker's Terrace and Ramsden Street, Barrow.
Walker's Terrace is a collection of new build housing on Storey Square.
The resident of Walker's Terrace said: "Through the summer last year there was just big groups of them hanging around."
They explained that on one occasion they contacted police at 4am as the group were sat on the steps leading up to his back door.
They said: "They are so loud sometimes because there can be over 10 of them, so I'm not going to go out and battle with them.
"Several times last year I rang the police and I used to Tweet them too and nothing really got done.
