Complaint questions Dominic Foppoli's campaign payments to girlfriend, winery CFO

State election officials have received a complaint that former Windsor Mayor Dominic Foppoli, who resigned this month after a Chronicle investigation into sexual assault allegations, may have violated campaign finance laws by paying thousands of dollars to a girlfriend and an executive at his winery and improperly spending other funds during his six years in elected office.
The anonymous complaint, filed April 26 with the California Fair Political Practices Commission, flagged Foppoli’s spending on alcohol and travel, as well as an array of contributions he accepted from developers with projects heading for a vote before the Town Council.
