The history of Calgary dog parks goes back to at least 1989 when city council directed administration to make the city more dog friendly.
They set to work creating off-leash areas in almost every community. Today, Wikipedia credits Calgary with having the most dog parks per capita in North America with 15.9 dog parks for every 100,000 residents.
